New city of Hays project manager named

The City of Hays has announced the appointment of Logan Downing as the next Project Manager for the City of Hays.

Downing, who has served as a project inspector for the city since November 2024, will officially assume his new duties Monday, Oct. 12.

As Project Manager, Downing will oversee the planning, coordination, and execution of public infrastructure and municipal capital improvement initiatives across Hays.

Downing brings more than a decade of hands-on construction administration, regulatory oversight, and technical management experience to the position.

Before joining municipal government, he spent 10 years working for a local mechanical contractor in Hays. During his tenure as a project inspector for the City of Hays, Downing monitored contractor compliance on active municipal job sites, verified construction specifications, and ensured infrastructure developments adhered to state and local codes.

A lifelong native of Western Kansas, Downing has strong roots in the local community. He graduated from Hays High School in 2009 and earned a Bachelor of Science in Technology Studies from Fort Hays State University in 2014.

City Manager Toby Dougherty praised Downing’s track record of service, technical expertise, and collaborative leadership approach.

The Office of Project Management is responsible for stewarding major civic developments from concept through final inspection, ensuring public works initiatives meet rigorous safety standards, regulatory requirements, timelines, and municipal budget constraints.
