Police release names of victim, suspect in Sunday Hays shooting

At 1:47 a.m. Sunday, the Hays Police Department received a report of a shooting in the 1000 block of East Eighth Street, Hays. The caller went on to report that a male had been shot in the neck and was on the ground.

Emergency responders were dispatched and upon arriving, officers from the Hays Police Department contacted the gunshot victim and began giving medical care until Ellis County Emergency Services personnel arrived and took over the medical care.

The gunshot victim was taken by ambulance to the Hays Medical Center where he succumbed to his injury. The gunshot victim was 63-year-old Larry D. Braun, Ellis County resident.

The shooter, 40-year-old Keith A. Ostrom of Hays, was arrested at the scene for second-degree murder. Ostrom is currently being held in the Ellis County jail and is considered innocent until proven guilty by a court of law.

The decedent’s name is not being released at this time.

The Hays Police Department has one person in custody and there are no other suspects involved.

The Kansas Bureau of Investigation’s Crime Scene Response Team is assisting the Hays Police Department with the investigation.
