The Hays City Commission will meet for a work session on Thursday afternoon with just one item on the agenda.
Discussion will center on a creating a reinvestment housing incentive district for The Grove, a mixed housing development by Grow Hays directly north of Hays Medical Center on Canterbury Drive.
It would be retiree-focused and include a community center. Plans include 12 six-plex structures, eight duplexes, 50 single-family homes, and infrastructure to serve the development.
Grow Hays is proposing that the city finance and construct the infrastructure related to the project. The city would then utilize rural housing incentive district revenues to offset the city’s costs.
Grow Hays estimates eligible project costs will be about $8.2 million, and the district would generate about $8.4 million of revenue over the maximum 25-year term.
The commission will be asked to consider adopting a resolution at its next meeting with specific housing needs findings and determinations to advance the statutory process for the creation of a rural housing incentive district.
This is the first step of many in the creation of a reinvestment housing incentive district for The Grove development.
