TOPEKA – Today, Governor Laura Kelly announced that she has appointed Joel Hrabe and Victoria Bargdill to serve on the Kansas Prisoner Review Board (PRB).
“Both Joel and Victoria bring years of relevant experience that make them uniquely qualified to serve on the Prisoner Review Board,” Governor Laura Kelly said. “I am confident that they will do their due diligence and exercise sound judgment on the board.”
Hrabe served as the Deputy Secretary of Corrections at the Kansas Department of Corrections. Prior to this, he was Warden and Deputy Warden of the Norton Correctional Facility. He holds a bachelor's in criminal justice from Kansas State University. Hrabe will serve as the law enforcement representative and chairperson of the PRB.
Bargdill is currently serving as Parole Director of the Southern Parole Region in Wichita. She was previously Deputy Director of the Southern Parole Region and served as a Parole Supervisor at the Wichita Parole Office. She earned bachelor's and master’s degrees in administration of justice from Wichita State University. Bargdill will serve as the at-large representative on the PRB.
The Kansas Prisoner Review Board is charged with supervision over conditions of parole and conditional release, discharging successful parole and conditional releasees from supervision per the recommendation of the Parole Officer, and revoking the release of those who have violated the conditions of their supervision. The Prisoner Review Board reviews executive clemency applications and makes reports and recommendations to the Governor.
