Hays city commissioners will consider approving a resolution during their meeting today showing intent to issue industrial revenue bonds (IRBs) for the planned Pioneer Run affordable housing project north of Interstate 70.
The $9 million multi-family residential complex and related infrastructure would be built west of the termination of West 45th Street.
Utilization of the IRBs will allow the developer, Overland Property Group, LLC, Kansas City, to obtain a sales tax exemption for purchases related to construction of the project. The city acts as a conduit issuer and payment obligations belong to the developer.
Following discussion at last week's work session, the commission is also expected to authorize the mayor's signing of four letters of support to waive development fees for projects by Overland Property Group, Zimmerman Properties, Old Town Development, and Mesner Development in 2026.
The four developers are each seeking low-income housing tax credits (LIHTC) through the Kansas Housing Resources Corporation.
The proposed projects are
• Willow Grove Apartments-Zimmerman Properties, 400 W. 48th
• Wheatland Commons-Old Town Development, 22nd and Cumberland
• Magnolia Estates-Mesner Development, 2600 Canterbury
• Pioneer Run project-Overland Property Group, west of Hilton Garden Inn
In other business, the Youth Leadership Advisory Board will give an update on projects, and the following mayoral appointments will be made.
