A progress report on the R9 Ranch long-term water supply project for Hays and Russell will be presented to Hays city commissioners during their meeting Thursday.
161 First Addition
An application has been submitted for the final plat of 161 First Addition at the northeast corner of the exit 161 Interstate 70 interchange. The property is owned by the city of Hays.
The proposed final plat to be voted on includes two blocks with a total of 13 lots ranging in size from 1.2 to 9.7 acres. The Hays Area Planning Commission and city staff already recommended final plat approval.
Chick-fil-A industrial revenue bonds
Construction of a new Chick-fil-A quick service restaurant at 3404 Vine is substantially complete according to the developer and is expected to open in early fall.
The developer requested industrial revenue bonds (IRBs)—not to exceed $6.25 million—for the project, allowing a sales tax exemption for all purchases related to the construction. On March 26, the commission adopted a resolution of intent for the IRBs.
No property tax abatement is requested.
The developer estimates initial total annual retail sales will be about $5.5 million. At the city’s current sales tax rate of 2.25%, this would generate about $123,750 in annual sales tax revenue for the city.
The proposed issuance ordinance will also be voted on Thursday.
