Study reveals Hays needs more housing at all prices; city commission to review analysis

Hays continues to experience a housing shortage across various price ranges, according to the latest housing study update conducted by RDG Planning and Design in Omaha.

While construction activity has declined during the past several years, much of the new rental construction has been in locations or layouts appealing to students rather than the city’s young workforce or retirees.

The housing analysis will be presented during Thursday's city commission meeting.

A housing study is required by state statute before the economic incentive tool, Reinvestment Housing Incentive District, can be used.

Also on the agenda is a public hearing for the $300,000 state Community Development Block Grant request by Hays developer Tim Speno, One Twenty Seven Investments, LLC. Speno plans to rehabilitate the second floor of the 100-year-old building at 1012 Main St. into Airbnb rental units.

There is no financial obligation to the city.
