
A public hearing will be held during Thursday night's Hays city commission meeting for establishment of the Saffron West 43rd Community Improvement District (CID).
Following the public comments, the commission will vote on an ordinance establishing the district, levying a 20-year 2% sales tax on the project site, and authorizing the development.
The developer plans to build a four-story extended stay Avid/IHG hotel north of Interstate-70 and west of Old Chicago restaurant.
Commissioners will also vote on ordinances to annex properties held by Hess Land LLC, Ellis County, BBJ LLC, Celebration Community Church, and the city of Hays.

A new travel plaza is planned for construction north of I-70 Exit 157. Annexation will allow connection to city services including water and sewer as well as financing of improvements to 230th Ave. adjacent to the development.
Authorization will be given for design of new lighting for the airport crosswind runway. The design agreement cost with the city's airport engineer, Burns and McDonnell, is $95,050 with the city's 10% share at $9,505.

- Update from the Ellis County Historical Society on plans for the former Presbyterian Church
- Discussion of possible public use of R9 Ranch in Edwards County
