SAN ANTONIO, Texas – Twelve proposals were voted on during the Division
II business session on Saturday, January 14th, at the 2023 NCAA Convention in
San Antonio, Texas.
Eight of the proposals were sponsored by the Division II Presidents Council and
four were membership-sponsored. For a proposal sponsored by the Division II membership
to be voted on at an NCAA Convention, it must have at least 15 active Division
II schools or two Division II conferences on behalf of 15 or more of their
active member schools as sponsors.
The MIAA and its Commissioner, Mike Racy, sponsored three proposals during the
Division II business session: Proposal No. 2023-9, Proposal No. 2023-10, and
Proposal No. 2023-11.
Two of the three proposals were passed and will go into effective at the
beginning of the 2023-2024 academic year.
Proposal No. 2023-9 specified that a signed prospective student-athlete and a
student-athlete may participate in up to two hours per week of individual
workout-sessions with a member of the coaching staff beginning July 5th through
the start of the institution’s fall term, for a period up to three weeks,
provided the request for such assistance is initiation by a signed prospective
student-athlete or student-athlete. This proposal was opposed during the
Division II business session.
Proposal No. 2023-10 was a football specific proposal with the intent to permit
a scrimmage against a four-year collegiate institution during spring practice
as one of the three permissible 11-on-11 scrimmages to occur on or after the
10th day of spring practice. Commission Racy’s proposal further specified that
participation in the scrimmage does not trigger use of a season of competition,
provided a student-athlete in question was academically eligible during the
segment in the same academic year that concluded with the NCAA Championship. This
proposal was passed with 70 percent of the vote in favor for change.
Proposal No. 2023-11 was also football specific. It specified that a
student-athlete representing a Division II institution, in their initial year
of collegiate enrollment, may participate in up to three contests in a season
without using a season of competition. This proposal was passed with 92 percent
of the vote in favor of the change.
“It is great to see legislative concepts initiated and developed by Division II
football coaches gain support and sponsorship by Division II conferences and
ultimately receive overwhelming approval by football schools on the convention
floor,” said Commissioner Racy. “This grassroots process is exactly how the
Division II legislative system is supposed to work and I am happy that the MIAA
could play a leadership role in enhancing the sport of football for our coaches
and student-athlete.”
