Governor Laura Kelly, in accordance with Executive Order #20-30, ordered flags throughout&nbsp;Greenwood, Wilson, Woodson, Elk, and Neosho counties&nbsp;be flown at half-staff from sunup to sundown on Saturday, October 24, 2026, in honor of former Kansas State Representative Larry Paul Hibbard.&nbsp;

“Larry Paul Hibbard embodied what it means to be a true public servant. As a lifelong Kansan, he dedicated his time and energy to his state, his family, his community, and agriculture, and his impact is felt to this day,” Kelly said. “My sincere condolences go out to his loved ones during this difficult time.”&nbsp;
