Governor’s Behavioral Health Services Planning Council
The purpose of the council is to advise the Governor on adult, adolescent, and children services issues; review the Block Grant Plan and make recommendations; serve as an advocate for adults with a serious mental illness, children with a serious emotional disturbance and other individuals with mental illnesses or substance use disorders; and to monitor, review, and evaluate the allocation and adequacy of services within the State.

Kansas-Colorado Arkansas River Compact Administration
The mission is to settle existing disputes and remove causes of future controversy between the states of Colorado and Kansas concerning the waters of the Arkansas river and their control, conservation and utilization for irrigation and other beneficial purposes; and equitably divide and apportion between the states of Colorado and Kansas the waters of the Arkansas river and their utilization as well as the benefits arising from the construction, operation and maintenance by the US of John Martin Reservoir Project for water conservation purposes.

Kansas-Oklahoma Arkansas Basin Compact Commission
The purpose of the commission is to facilitate cooperation of the appropriate state agencies in Kansas and Oklahoma in matters pertaining to the Arkansas River Basin and enforcement of water law and allotments.

State Library of Kansas Board
The mission of the board is to advocate for statewide library services and resources, encouraging cooperation among libraries and promoting and encouraging innovative library services; advise and counsel the state librarian on policies and management and the state library strategic plan; review and approve the annual plans of regional systems of cooperating libraries; promote collaboration with the state board of regents to ensure the inclusion of libraries on the KAN-ED network and the continued availability of statewide library resources.
