Hays city commissioners will hear updates about Fort Hays State University from Tisa Mason, president, during the Thursday city commission meeting.
There will also be a presentation from Rep. Barb Wasinger, R-Hays, of a signed ceremonial copy of Kansas House Bill 2433.
Gov. Laura Kelly signed the bill on March 20. It reaffirms the state’s authority over the transfer or appropriation of water.
It explicitly places such authority, except for domestic use, with the chief engineer and the water transfer hearing panel.
House Bill 2433 was sponsored and championed by Wasinger and included testimony for support from Mason Ruder, Hays mayor, and Toby Dougherty, Hays city manager.
Ruder will also read a city proclamation for “Sergeant Scott William Heimann Remembrance Day."
The Hays police officer was killed in the line of duty on Sept. 28, 2025.
