SALINE COUNTY —A woman arrested Tuesday in Saline County gave law enforcement personnel her sister's name rather than her own, according to Saline County Sheriff Roger Soldan.

The woman's actual name is Keandra Nicole Hoskins. As it turns out, she has an active felony probation violation warrant out of Clayton County, Georgia.

Additionally, the 9mm handgun that was left in the car at the Lakewood Discovery Center was reported stolen out of Newton County, Georgia.

The second person believed to be in the vehicle, identified only as a Black male, remains at large, Soldan said.

An alleged road rage incident involving gunfire led to a pursuit and arrest early this morning.

Saline County Sheriff Roger Soldan said this morning that at 12:16 a.m. Tuesday the Salina Police Department was working a road rage case that allegedly occurred near the intersection of E. Crawford Street and S. Ohio Street. The alleged victim told police that someone in a gray 2007 Acura with a Georgia temporary tag fired a gun at the victim, Soldan said.

A Saline County Sheriff's deputy who was on patrol spotted the Acura at the intersection of N. Ohio Street and E. Elm Street, and the vehicle fled north on N. Ohio Street, Soldan said. The car turned east onto Circle Drive and into the Lakewood Middle School parking lot. It then drove in a clockwise manner to the north side of the school before driving through the fence that separates school property from Lakewood Park, Soldan said.

The Acura then went south on Lakewood Park Drive and turned into the parking lot at Lakewood Discovery Center. The vehicle then went over the edge of the southeast corner of the discovery center property, where it was found abandoned, Soldan said. A handgun was found in the vehicle, he said.

Law enforcement personnel could hear two people running through the wooded area around the discovery center. A K-9 was brought in to help locate the people, Soldan said.

Eventually, Shakia Hoskins, 25, of Powder Springs, Ga., was arrested on a requested charge of interference with a law enforcement officer, Soldan said. She allegedly had a handgun in her possession, he said.

The driver of the vehicle, described only as a Black male, remains at large. Soldan said law enforcement personnel are aware of the identity of the remaining suspect.

Additionally, information about the alleged road rage incident was not yet available from the Salina Police Department.

The state is using federal funds to cover the $161,500 cost of the campaign, with spots set to air across the state through the holiday, Kelly’s office said. The effort comes with the pace of COVID-19 inoculations in Kansas slowing, cases of the delta variant increasing in Kansas in delta variant cases and COVID-19 cases and hospitalizations spiking in neighboring Missouri.

“We all have a role to play in preventing the spread of COVID-19, especially as new strains emerge,” Kelly said in a statement announcing the campaign.

Meanwhile, in Kansas, the state Department of Health and Environment reported that the number of identified delta variant cases rose 27.5% from 222 to 283 since Monday.

Kansas saw its new COVID-19 cases bottom out at an average of 96 a day for the seven days ending June 23, before it began increasing. State health department data shows that the average number of new confirmed and probable cases was 156 a day for the seven days ending Wednesday — 61.5% higher.

The latest figure still is a fraction of the numbers Kansas saw in November and December 2020, and steady declines in new cases this spring prompted Republicans in the GOP-controlled Legislature to declare that the state no longer faced an emergency. Top GOP lawmakers used power granted to them by Kansas law to&nbsp;<a href="https://apnews.com/article/government-and-politics-ks-state-wire-kansas-coronavirus-pandemic-health-7302d46eef675734fe1343f2640236f9">end a state of emergency</a>&nbsp;June 15, when the Democratic governor urged them to keep it in place through August.

🎥 Kansas starts COVID campaign amid fears about delta variant

CRAWFORD COUNTY– A Kansas man has been sentenced to more than 15 years in prison for second-degree murder, according to Kansas Attorney General Derek Schmidt.

Jeremy Scott Delmarco, 34, of Arma, was sentenced Wednesday by Crawford County District Court Judge Jennifer Brunetti to 184 months for reckless second-degree murder, and 43 months for aggravated battery. The sentences will be served concurrently in a Kansas Department of Corrections facility. 

Delmarco pleaded no contest to the charges on April 20 for the 2019 stabbing death of 36-year-old Brandy Lee Delmarco and injuring her 84-year-old grandmother Dorma Lemaster at a home in Arma.

Jeremy Delmarco was arrested after struggling with a deputy despite being shot several times with a stun gun.&nbsp;

&nbsp;Brandy Delmarco died later at a hospital.

TOPEKA&nbsp;— When Republicans in Congress<a href="https://www.npr.org/2021/06/22/1008737806/democrats-sweeping-voting-rights-legislation-is-headed-for-failure-in-the-senate" target="_blank"> </a><a href="https://www.npr.org/2021/06/22/1008737806/democrats-sweeping-voting-rights-legislation-is-headed-for-failure-in-the-senate" target="_blank">blocked debate</a>
 on the Democratic-led elections overhaul bill last week, it dashed 
U.S.Rep. Sharice Davids’ hopes that her district could be redrawn by an<a href="https://www.congress.gov/bill/117th-congress/house-bill/1/text#toc-H1A7A816240AB41E4AD8905339B09DD8E" target="_blank"> </a><a href="https://www.congress.gov/bill/117th-congress/house-bill/1/text#toc-H1A7A816240AB41E4AD8905339B09DD8E" target="_blank">independent commission</a>.

Instead,
 the Republican-controlled Kansas Legislature looks poised to draw maps 
used for the 2022 election and likely to determine political careers for
 the next decade.

With a non-partisan panel charting the new 
districts based on the 2020 Census, Davids could expect to run for 
re-election in a district fairly similar to the one that elected her to 
the U.S. House twice.

With redistricting left to state lawmakers, 
the Republicans who dominate the Legislature have more freedom to 
gerrymander — the practice of manipulating a voting district to ensure a
 favorable outcome for one party. Davids<a href="https://www.youtube.com/watch?v=p_RRmBIrIPY&amp;t=45s" target="_blank"> </a><a href="https://www.youtube.com/watch?v=p_RRmBIrIPY&amp;t=45s" target="_blank">told MSNBC</a> in early June she’s worried that state Republicans are “saying, ‘If you can’t beat ‘em, cheat ‘em.’”

Former state Senate President Susan Wagle said nearly as much to a group of conservatives in Wichita last fall.

Gov. Laura Kelly can veto the redistricting plan. But Republicans would have the votes to override her.

“We can do that, I guarantee you,” Wagle <a href="https://www.kansas.com/news/politics-government/article246339990.html" target="_blank">said</a>. “We can draw four Republican congressional maps.”

That<a href="https://twitter.com/Davis_Hammet/status/1314566887230054402" target="_blank"> </a><a href="https://twitter.com/Davis_Hammet/status/1314566887230054402" target="_blank">video</a> went viral. Democrats and The Kansas City Star editorial board<a href="https://www.kansascity.com/opinion/editorials/article246347750.html" target="_blank"> </a><a href="https://www.kansascity.com/opinion/editorials/article246347750.html" target="_blank">alleged</a> Republicans were saying the quiet part out loud.

Kansas is one of<a href="https://www.ncsl.org/research/redistricting/redistricting-systems-a-50-state-overview.aspx" target="_blank"> </a><a href="https://www.ncsl.org/research/redistricting/redistricting-systems-a-50-state-overview.aspx" target="_blank">29 states</a>
 where the state legislature wields total control over redrawing the 
lines of both state legislative and congressional districts. For now, 
the 2020 Census data is delayed. That forces lawmakers to contemplate 
whether to begin holding town halls across the state for public input on
 the new maps without the latest population numbers. All the information
 the state needs to draw new maps should arrive by the<a href="https://www.census.gov/newsroom/press-releases/2021/statement-redistricting-data-timeline.html" target="_blank"> </a><a href="https://www.census.gov/newsroom/press-releases/2021/statement-redistricting-data-timeline.html" target="_blank">end of September</a>.

Lawmakers
 could theoretically begin to work with the state’s legislative research
 department to draft maps then. But that process could remain behind 
closed doors until legislators return to session next January. Here are 
four strategies that the Republican-controlled body may use to oust 
Davids from her seat:

Kansas’ 1st
 Congressional District, which stretches from Emporia to the Colorado 
border, has lost population over the last decade while Kansas City 
commuter counties like Johnson and Wyandotte have grown. That change 
will need to be reconciled in new maps. The Kansas Legislative Research 
Department says each of Kansas’ four congressional districts will need 
to have roughly 734,470 people.

Republicans could dilute the 
strength of Johnson County, the state’s bluest and most populous county,
 by adding part of Johnson County to the state’s 2nd Congressional 
District. But that could put Republican U.S. Rep. Jake LaTurner, who 
represents Topeka and Lawrence, in jeopardy by making his district more 
Democratic.

Michael Smith, a political science professor at 
Emporia State University, said you’d have to do more than strip out 
Wyandotte County to make the 3rd District loseable for Davids given her 
vote totals and President Joe Biden’s eight-point victory there.

“You have to split Johnson County in order to achieve that,” Smith said.

Yet
 that risks infuriating constituents and groups that want to remain 
together in the county that’s home to more than 20% of the state’s 
population and produces a quarter of its GDP, said Smith.

The
 3rd Congressional District currently covers all of Johnson and 
Wyandotte counties and parts of Miami County. Republicans could further 
weaken Democrats by shifting the borders so parts of reliably Democratic
 Wyandotte County get included in the sprawling, heavily Republican and 
mostly rural 1st Congressional District.

“I absolutely think that there are some individuals in the Legislature that will want to give it a try,” Smith said.

State
 Sen. Ethan Corson, a Democrat from Johnson County and former executive 
director of the state party, said shifting Wyandotte out of the district
 could backfire on Republicans.

“I don’t think that's going to pass legal scrutiny,” Corson said.

Democratic
 Gov. Laura Kelly can veto any maps that don’t keep counties whole, 
dilute minority voting strength or don’t keep districts “clear and 
contiguous” as prioritized in the redistricting<a href="http://www.kslegislature.org/li_2012/b2011_12/committees/misc/ctte_h_redist_1_20120109_01_other.pdf" target="_blank"> </a><a href="http://www.kslegislature.org/li_2012/b2011_12/committees/misc/ctte_h_redist_1_20120109_01_other.pdf" target="_blank">guidelines</a> used by the state in 2002 and 2012.

But
 after winning seats in the 2020 elections, Kansas Republicans have an 
even stronger supermajority in the Legislature. If Kelly vetoed a map 
that endangers Rep. Davids, they could override her. However, the Kansas
 Supreme Court will still need to approve the final maps.

A
 dramatically less plausible fourth strategy for Republicans would be to
 stall and cross their fingers that Kelly isn’t re-elected to a second 
term. Then a Republican governor could sign off on their maps.

Ten years ago, Kansas was the<a href="https://www.pewtrusts.org/en/research-and-analysis/blogs/stateline/2012/05/03/in-kansas-a-redistricting-battle-like-no-other" target="_blank"> </a><a href="https://www.pewtrusts.org/en/research-and-analysis/blogs/stateline/2012/05/03/in-kansas-a-redistricting-battle-like-no-other" target="_blank">last state</a>
 to draw its congressional districts because of a dispute between 
Republicans about where to move Manhattan. Federal courts intervened and
 drew the current maps.

But congressional and state legislative 
candidates are required to file to run for office by June 1, 2022, so 
maps need to be drawn before the end of next year’s session in May.

“The
 courts will run out of patience, the federal courts in particular,” 
Smith said. So, running out the clock really isn’t a practical option 
because the courts will just “draw the district if they drag this out 
too long.”

will need to be reconciled in new maps. The Kansas Legislative Research 
Department says each of Kansas’ four congressional districts will need 
to have roughly 734,470 people.Republicans could dilute the 
strength of Johnson County, the state’s bluest and most populous county,
 by adding part of Johnson County to the state’s 2nd Congressional 
District. But that could put Republican U.S. Rep. Jake LaTurner, who 
represents Topeka and Lawrence, in jeopardy by making his district more 
Democratic.Michael Smith, a political science professor at 
Emporia State University, said you’d have to do more than strip out 
Wyandotte County to make the 3rd District loseable for Davids given her 
vote totals and President Joe Biden’s eight-point victory there.“You have to split Johnson County in order to achieve that,” Smith said.Yet
 that risks infuriating constituents and groups that want to remain 
together in the county that’s home to more than 20% of the state’s 
population and produces a quarter of its GDP, said Smith.<h2>Toy with Wyandotte County</h2>The
 3rd Congressional District currently covers all of Johnson and 
Wyandotte counties and parts of Miami County. Republicans could further 
weaken Democrats by shifting the borders so parts of reliably Democratic
 Wyandotte County get included in the sprawling, heavily Republican and 
mostly rural 1st Congressional District.“I absolutely think that there are some individuals in the Legislature that will want to give it a try,” Smith said.State
 Sen. Ethan Corson, a Democrat from Johnson County and former executive 
director of the state party, said shifting Wyandotte out of the district
 could backfire on Republicans.“I don’t think that's going to pass legal scrutiny,” Corson said.<h2>Veto override</h2>Democratic
 Gov. Laura Kelly can veto any maps that don’t keep counties whole, 
dilute minority voting strength or don’t keep districts “clear and 
contiguous” as prioritized in the redistricting<a href="http://www.kslegislature.org/li_2012/b2011_12/committees/misc/ctte_h_redist_1_20120109_01_other.pdf" target="_blank"> </a><a href="http://www.kslegislature.org/li_2012/b2011_12/committees/misc/ctte_h_redist_1_20120109_01_other.pdf" target="_blank">guidelines</a> used by the state in 2002 and 2012.But
 after winning seats in the 2020 elections, Kansas Republicans have an 
even stronger supermajority in the Legislature. If Kelly vetoed a map 
that endangers Rep. Davids, they could override her. However, the Kansas
 Supreme Court will still need to approve the final maps.<h2>Running out the clock</h2>A
 dramatically less plausible fourth strategy for Republicans would be to
 stall and cross their fingers that Kelly isn’t re-elected to a second 
term. Then a Republican governor could sign off on their maps.Ten years ago, Kansas was the<a href="https://www.pewtrusts.org/en/research-and-analysis/blogs/stateline/2012/05/03/in-kansas-a-redistricting-battle-like-no-other" target="_blank"> </a><a href="https://www.pewtrusts.org/en/research-and-analysis/blogs/stateline/2012/05/03/in-kansas-a-redistricting-battle-like-no-other" target="_blank">last state</a>
 to draw its congressional districts because of a dispute between 
Republicans about where to move Manhattan. Federal courts intervened and
 drew the current maps.But congressional and state legislative 
candidates are required to file to run for office by June 1, 2022, so 
maps need to be drawn before the end of next year’s session in May.“The
 courts will run out of patience, the federal courts in particular,” 
Smith said. So, running out the clock really isn’t a practical option 
because the courts will just “draw the district if they drag this out

ELLSWORTH COUNTY —A Kansas woman died in an accident just after 2p.m. Wednesday in Ellsworth County.

The Kansas Highway Patrol reported a 2019 Chrysler Pacifica driven by Danielle Dee Hoskins, 40, Great Bend, was westbound on Interstate 70 just east of the Kansas 156 exit in the right lane. The driver attempted to cross the median at a crossover.&nbsp;

A westbound 2014 Volvo semi driven by Robert L. Mueller, 64,&nbsp;Murfreesboro, TN, in the left lane struck the drivers side of the Chrysler. Both vehicles came to rest in the median.

Hoskins was pronounced dead at the scene and was transported to&nbsp;Parson's Funeral Home. 

EMS transported passengers in the Chrysler identified as Grace Dee Hoskins, 17, Great Bend, to Ellsworth County Medical Center and 13-year-old Shay Hoskins of Great Bend to Salina Regional Medical Center.&nbsp; Mueller was not injured. All four were properly restrained at the time of the accident, according to the KHP.

WASHINGTON — Dr. Rochelle Walensky, director of the Centers for Disease Control and Prevention, says the CDC is leaving it up to local officials to set guidelines for mask-wearing as the highly contagious delta variant of the coronavirus surges in areas with low vaccination rates.

Walensky said Wednesday on NBC’s “Today” show that “we’ve always said that local policymakers need to make policies for their local environment,” but added CDC guidelines broadly indicate those who are vaccinated don’t need to wear masks.

Health officials in Los Angeles County are recommending people wear masks indoors in public places regardless of their vaccination status.

Separately, the World Health Organization has reiterated its longstanding recommendation that everyone wear masks to lessen the spread of the coronavirus.

Walensky told ABC’s “Good Morning America” on Wednesday the “context in which the WHO is making recommendations is very different than us here in the United States” since less than 15% of the world is vaccinated.

As for the recommendation by officials in Los Angeles County, Walensky said “we are still seeing an uptick in cases in areas of low vaccination and in that situation, we are suggesting that policies be made at the local level.”

KSU tool to be used to track national SNAP-Ed data

TAMPA, Fla. (AP) — Two men who ran onto the field during the final quarter of Super Bowl LV in February have pleaded no contest to trespassing and agreed to a year of probation.

The two reached the deal Tuesday during a virtual hearing in Tampa, Florida. Under the terms of their probation, the men must perform 100 hours of community service, pay a $500 fine and write letters of apology to the National Football League,&nbsp;<a href="https://www.tampabay.com/news/crime/2021/06/29/tampa-super-bowl-streaking-pair-agree-to-year-of-probation-community-service/" target="_blank">according to</a>&nbsp;the Tampa Bay Times.

“I think you can tell by now, what might have been amusing back during the Super Bowl was not very amusing,” Hillsborough County Judge Jack Gutman said. “It inconvenienced a lot of people. You exposed people to injury. And hopefully you learned your lesson about all this. It’s not funny at all.”

One of the men told the judge, “No more streaking. I promise.”

He had scampered onto the field Feb. 7 in the fourth quarter of the championship game between the Tampa Bay Buccaneers and the Kansas City Chiefs. He was wearing shorts and a pink leotard or swimsuit. He was eventually tackled and removed from the stadium.

The other man ran onto the field first, distracting security officers.

One of them said they planned the gag with another man, a social media personality who runs an adult website that was written on the front of the pink outfit. The Buccaneers won the game 31-9.

DALLAS (AP) — The NCAA Board of Directors approved one of the biggest changes in the history of college athletics Wednesday, clearing the way for nearly a half-million athletes to start earning money based on their fame and celebrity without fear of endangering their eligibility or putting their school in jeopardy of violating amateurism rules that have stood for decades.

The decision, expected for months as state after state passed laws intended to render NCAA rules moot on the topic, came on the eve of the market opening Thursday for athletes in a dozen states, including giants like Texas and Florida.

“This decision by the NCAA to adopt interim rules to allow college athletes to profit from the use of their name, image and likeness is a step in the right direction as states begin enacting their own student athlete compensation laws," said Kansas Senator Jerry Moran. 

"However, this is not a long-term solution and further demonstrates that Congress must act to establish a consistent, federal standard on NIL. Creating a level playing field regarding student athlete protection and compensation through federal legislation will empower amateur athletes while maintaining the integrity of college sports that we all know and love.”

In February, Sen. Moran introduced the&nbsp;<a href="https://www.moran.senate.gov/public/index.cfm/2021/2/sen-moran-introduces-bill-to-establish-a-federal-standard-for-student-athletes-to-receive-compensation-for-their-name-image-and-likeness" target="_blank">Amateur Athletes Protection and Compensation Act of 2021</a>&nbsp;to establish a consistent, federal standard to allow student athletes greater control of their NIL.

“This is an important day for college athletes since they all are now able to take advantage of name, image and likeness opportunities,” NCAA President Mark Emmert said.

The decision effectively suspends NCAA restrictions on payments to athletes for things such as sponsorship deals, online endorsements and personal appearances. it applies to all three divisions or some 460,000 athletes.

The NCAA will also allow athletes to enter into agreements with agents, though all athletes are expected to keep their school informed of any and all NIL arrangements. The NCAA said schools are responsible “for determining whether those activities are consistent with state law.”

The NCAA had hoped to have broad NIL rules in place months ago, but that process bogged down, as did efforts on Capitol Hill to have Congress pass a law addressing the issue. Emmert said the NCAA will continue to push for a federal law to “provide clarity on a national level.”

The NCAA was forced to seek a temporary solution rather than have athletes in some states eligible for compensation while others were not.&nbsp;<a href="https://businessofcollegesports.com/tracker-name-image-and-likeness-legislation-by-state/" target="_blank">More than 10 states have laws set to go into effect</a>&nbsp;Thursday that would have undercut or simply declared inert existing NCAA rules regarding NIL earnings.

Without NCAA action, athletes in some states could be making money without putting their college eligibility in jeopardy while their counterparts in other states could be in danger of breaking NCAA rules.

The NCAA’s stopgap measure comes less than two weeks after the U.S. Supreme Court ruled against the association in a case involving education-related benefits. That 9-0 ruling is expected to impact issues related to compensation for athletes.

While the NCAA has been fighting court battles and debating rules for compensation for years, the sudden pivot is jarring, if not perfectly clear on how it will affect recruiting and competitive balance.

For now, the NCAA has largely left the issue in the hands of more than 1,100 member schools.

“The current environment — both legal and legislative — prevents us from providing a more permanent solution and the level of detail student-athletes deserve,” Emmert said.

In a letter to member schools last week, Emmert stressed the high court still puts authority to govern college sports in the hands of the association. However, he warned schools that “existing and new rules are subject to antitrust analysis and we should expect continued litigation., particularly in the area of ‘play for pay.’”

The NCAA said the temporary policy addresses “play for pay” and the continued ban on improper inducements tied to choosing a school.

“The new policy preserves the fact college sports are not pay-for-play,” said Division II Presidents Council chair Sandra Jordan, chancellor at the University of South Carolina-Aiken. “It also reinforces key principles of fairness and integrity across the NCAA and maintains rules prohibiting improper recruiting inducements.”

History: NCAA clears way for student athlete compensation

WICHITA, KAN. – A Kansas man was sentenced to 60 months in prison for his role as getaway driver in an armed gas station robbery, according to the United State Attorney.

In April 2021, Jeremiah Urias, 19, of Wichita pleaded guilty to one count of Robbery.

According to court documents, Urias was charged in connection with the robbery of an EZ Trip gas station in Newton, Kansas, in February of 2020. Urias waited in the vehicle while two accomplices entered the business and demanded money from the clerk at gunpoint. 

After Urias and his accomplices drove away from the scene, a Kansas Highway Patrol trooper spotted the vehicle and a high-speed chase ensued. The chase ended when Urias’ vehicle was involved in an accident with another vehicle. Urias then fled on foot. The two accomplices remained in the vehicle after the accident and were arrested, and Urias was eventually captured by law enforcement.

“We want to make it clear to all persons who willingly participate in crimes that they can be subject to prosecution no matter their role,” said Acting U.S Attorney Duston Slinkard. “Although the defendant may not have personally entered the business or pointed a gun at the employee, he was still responsible for participating in the robbery, and the Court held him accountable.”

BELTON, Mo. (AP) — A suburban Kansas City family is celebrating their newest addition, born early at home with the help of the infant’s 9-year-old big sister.

The surprise at-home birth happened Monday, when Angelica Gunn of Belton started having contractions more than a week before her due date, television station WDAF&nbsp;<a href="https://fox4kc.com/community/9-year-old-belton-girl-helps-deliver-baby-sister-at-home-when-mom-goes-into-labor-early/">reported</a>. She called her husband to rush home, but he became stuck in heavy traffic.

That’s when 9-year-old Aakayla Gunn stepped in to help, catching her sister Aubree Rose, as the baby was born.

“I screamed for Aakayla to come in,” Angelica recounted. “And she’s like, ‘I can’t look.’ And I’m like, ‘You have to.’”

Luckily for all involved, Angelica is a nurse and certified doula and was able to talk Aakayla through the delivery process.

“She told me to go grab a towel, and don’t hold Aubree so hard, and give her to mommy,” Aakayla said.

Baby Aubree came into the world at a healthy 7 pounds, 9 ounces and provided her big sister with an unforgettable experience.

Aakayla's dad, Caleb Gunn, declared his older daughter may be the family's next medical professional and marveled at her ability to keep her cool during the birth.

“I mean, she’s scared to touch worms,” he said with a laugh

Memorial services have been planned for July 10 for two former Hoisington residents who were murdered in Houston on June 20. Rita Joanne Lillard, 64, and her daughter Virginia Lillian Lillard, 39, died in what Houston police are calling an incident of domestic violence. Lewis Trinidad Nunez, 46, has been charged&nbsp;as a suspect in the case.&nbsp;&nbsp;

Houston Assistant Police Chief Yasar&nbsp;Bashir said&nbsp;police&nbsp;officers were called&nbsp;to a Houston apartment following a report of&nbsp;a domestic disturbance. When they arrived, they saw Rita Lillard&nbsp;approach the apartment where she was shot at close range at the front door.&nbsp;The suspect&nbsp;then&nbsp;fired shots at officers after he was ordered to drop his weapon. Officers returned fire&nbsp;striking the suspect. A SWAT team was called after the&nbsp;man&nbsp;barricaded himself in the apartment. He later surrendered and was taken into&nbsp;custody.&nbsp;&nbsp;

Officers discovered that Rita Lillard had died from&nbsp;the gunshot wounds she&nbsp;sustained while she approached the apartment.&nbsp;They found the body of her daughter, Virginia Lillard, inside the apartment.&nbsp;The suspect was transported to a hospital for treatment.&nbsp;

At a press conference on the day of the&nbsp;murders, Assistant Chief Bashir&nbsp;described Nunez’s relationship with the&nbsp;Lillards.&nbsp;

“We have two victims,” Bashir said. “That was the suspect’s girlfriend and also the suspect’s girlfriend’s mom as well.”&nbsp;&nbsp;

The case is still under investigation by the&nbsp;Houston&nbsp;Police Department.&nbsp;

Rita Lillard&nbsp;was raised in Hoisington and&nbsp;earned her nursing degree at Barton Community College. She&nbsp;later worked as a registered&nbsp;nurse.&nbsp;

Virginia Lillard, known as “Jenni,” was born in Great Bend and grew up in Hoisington&nbsp;until&nbsp;the&nbsp;family moved to Houston.&nbsp;

KDHE: Latest coronavirus numbers in Kansas

A wayward bull succumbed to injuries suffered in a single-vehicle accident just after 2a.m. Wednesday north of Salina.

A 2011 Chrysler 300 driven by A 17-year-old Bennington boy was northbound in the 1900 block of N. Ohio Street when the car struck a "very large" black bull in the roadway, according to Saline County Undersheriff Brent Melander&nbsp;

The teen was not injured, however, the car sustained extensive damage and had to be towed.

The bull was believed to be an Angus, however, it had no tags or markings. Deputies checked the immediate area, but no one claimed the deceased bovine, Melander said.

Anyone with information about who owns the bull is asked to contact the Saline County Sheriff's Office at (785) 826-6500, Melander said.

RAYTOWN, Mo. (AP) — Federal investigators believe a man illegally making fireworks in his basement caused an explosion that leveled part of a suburban Kansas City duplex, killing him and injuring at least three others.

Investigators with the Bureau of Alcohol, Tobacco, Firearms and Explosives came to that conclusion after sifting through the rubble Tuesday at the explosion site in Raytown, ATF spokesman John Ham told the&nbsp;<a href="https://www.kansascity.com/news/local/article252455428.html">Kansas City Star</a>.

Officials&nbsp;<a href="https://apnews.com/article/mo-state-wire-michael-brown-kansas-city-explosions-fires-80c63fc3c11d7766d4ae75d52461bcb4">found the body</a>&nbsp;of the man in the basement of the duplex hours after the explosion and fire Monday night. Authorities have not released his name.

Officials said five people — including two children — were in the building at the time of the explosion. One child was treated for injuries at a hospital and one adult underwent surgery for injuries on Tuesday.

About half the structure was reduced to rubble in Monday night's blast.

Police said in a news release posted on&nbsp;<a href="https://www.facebook.com/RaytownPolice/posts/4492539320758655">Facebook</a>&nbsp;that there were “multiple injuries reported" but didn't provide any details on their severity or the exact number of people hurt. The release also said the cause of the blast was unknown.

Witnesses told&nbsp;<a href="https://www.kmbc.com/article/raytown-missouri-firefighters-investigate-possible-house-explosion-7400-block-of-englewood-lane/36869358">KMBC-TV</a>&nbsp;that two boys were conscious and alert when they were wheeled from the scene on gurneys. The station reported that a man also was injured and taken to a hospital for treatment.

The Missouri Fire Marshal’s Office is leading the investigation. ATF agents were assisting.

Agency reminds seniors, immigrants to watch out for predators

WASHINGTON&nbsp;—&nbsp;The Internal Revenue Service today continued its "Dirty 
Dozen" tax scams with a warning for people to watch out for predators 
using tax-related schemes ranging from fake charities to scams targeting
 seniors and immigrants.

The IRS continues to see a group of ruses by dishonest people who 
trick others into doing something illegal or which ultimately causes 
them harm. Predators encourage otherwise honest people to do things they
 don't realize are illegal or prey on their good will to take something 
from them.

Several schemes involve fraudsters targeting groups like seniors or 
immigrants, posing as fake charities impersonating IRS authorities, 
charging excessive fees for Offers in Compromise, conducting 
unemployment insurance fraud and unscrupulously preparing tax returns.

Here are five of this year's "Dirty Dozen" scams.

The IRS advises taxpayers to be on the lookout for scammers who set 
up fake organizations to take advantage of the public's generosity. They
 especially take advantage of tragedies and disasters, such as the 
COVID-19 pandemic.

Scams requesting donations for disaster relief efforts are especially
 common on the phone. Taxpayers should always check out a charity before
 they donate, and they should not feel pressured to give immediately.

Taxpayers who give money or goods to a charity may be able to claim a
 deduction on their federal tax return by reducing the amount of their 
taxable income. But taxpayers should remember that to receive a 
deduction, taxpayers must donate to a qualified charity. To check the 
status of a charity, use the IRS <a href="https://www.irs.gov/charities-non-profits/tax-exempt-organization-search">Tax Exempt Organization Search</a>
 tool. (It's also important for taxpayers to remember that they can't 
deduct gifts to individuals or to political organizations and 
candidates.)

IRS impersonators and other scammers are known to target groups with 
limited English proficiency as well as senior citizens. These scams are 
often threatening in nature.

While it has diminished some recently, the IRS impersonation scam 
remains a common scam. This is where a taxpayer receives a telephone 
call threatening jail time, deportation or revocation of a driver's 
license from someone claiming to be with the IRS. Taxpayers who are 
recent immigrants often are the most vulnerable and should ignore these 
threats and not engage the scammers.

The IRS reminds taxpayers that the first contact with the IRS will 
usually be through mail, not over the phone. Legitimate IRS employees 
will not threaten to revoke licenses or have a person deported. These 
are scare tactics.

As phone scams pose a major threat to people with limited access to

Dozen" tax scams with a warning for people to watch out for predators 
using tax-related schemes ranging from fake charities to scams targeting
 seniors and immigrants.The IRS continues to see a group of ruses by dishonest people who 
trick others into doing something illegal or which ultimately causes 
them harm. Predators encourage otherwise honest people to do things they
 don't realize are illegal or prey on their good will to take something 
from them.Several schemes involve fraudsters targeting groups like seniors or 
immigrants, posing as fake charities impersonating IRS authorities, 
charging excessive fees for Offers in Compromise, conducting 
unemployment insurance fraud and unscrupulously preparing tax returns.Here are five of this year's "Dirty Dozen" scams.<h2>Fake charities</h2>The IRS advises taxpayers to be on the lookout for scammers who set 
up fake organizations to take advantage of the public's generosity. They
 especially take advantage of tragedies and disasters, such as the 
COVID-19 pandemic.Scams requesting donations for disaster relief efforts are especially
 common on the phone. Taxpayers should always check out a charity before
 they donate, and they should not feel pressured to give immediately.Taxpayers who give money or goods to a charity may be able to claim a
 deduction on their federal tax return by reducing the amount of their 
taxable income. But taxpayers should remember that to receive a 
deduction, taxpayers must donate to a qualified charity. To check the 
status of a charity, use the IRS <a href="https://www.irs.gov/charities-non-profits/tax-exempt-organization-search">Tax Exempt Organization Search</a>
 tool. (It's also important for taxpayers to remember that they can't 
deduct gifts to individuals or to political organizations and 
candidates.)Here are some tips to remember about fake charity scams:<ul>
 <li>Individuals should never let any caller pressure them. A 
legitimate charity will be happy to get a donation at any time, so 
there's no rush. Donors are encouraged to take time to do the research.</li><li>Potential donors should ask the fundraiser for the charity's exact 
name, web address and mailing address, so it can be confirmed later. 
Some dishonest telemarketers use names that sound like large well-known 
charities to confuse people.</li><li>Be careful how a donation is paid. Donors should not work with 
charities that ask them to pay by giving numbers from a gift card or by 
wiring money. That's how scammers ask people to pay. It's safest to pay 
by credit card or check — and only after having done some research on 
the charity.</li>

call threatening jail time, deportation or revocation of a driver's

threats and not engage the scammers.The IRS reminds taxpayers that the first contact with the IRS will 
usually be through mail, not over the phone. Legitimate IRS employees 
will not threaten to revoke licenses or have a person deported. These

 into something it's not – misleading people with no chance of meeting 
the requirements while charging excessive fees, often thousands of 
dollars."We're increasingly concerned that people having trouble paying their
 taxes are being duped into misleading claims about settling their tax 
debts for 'pennies on the dollar'," said IRS Commissioner Chuck Rettig. 
"The IRS urges people to take a few minutes to review information on 
IRS.gov to see if they might be a good candidate for the program – and 
avoiding costly promoters who advertise on radio and television."The IRS reminds taxpayers to beware of promoters claiming their 
services are needed to settle with the IRS, that their tax debts can be 
settled for "pennies on the dollar" or that there is a limited window of
 time to resolve tax debts through the Offer in Compromise (OIC) 
program.An "offer," or OIC, is an agreement between a taxpayer and the IRS 
that resolves the taxpayer's tax debt. The IRS has the authority to 
settle, or "compromise," federal tax liabilities by accepting less than 
full payment under certain circumstances. However, some promoters are 
inappropriately advising indebted taxpayers to file an OIC application 
with the IRS, even though the promoters know the person won't qualify. 
This costs honest taxpayers money and time.Taxpayers should be especially wary of promoters who claim they can 
obtain larger offer settlements than others or who make misleading 
promises that the IRS will accept an offer for a small percentage. 
Companies advertising on TV or radio frequently can't do anything for 
taxpayers that they can't do for themselves by contacting the IRS 
directly.Taxpayers can go to IRS.gov and review the <a href="https://irs.treasury.gov/oic_pre_qualifier/">Offer in Compromise Pre-Qualifier Tool</a> to see if they qualify for an OIC. The IRS reminds taxpayers that under the <a href="https://www.irs.gov/node/34316#idm140198826274112">First Time Penalty Abatement</a>
 policy, taxpayers can go directly to the IRS for administrative relief 
from a penalty that would otherwise be added to their tax debt.<h2>Unscrupulous tax return preparers</h2>Although most tax preparers are ethical and trustworthy, taxpayers 
should be wary of preparers who won't sign the tax returns they prepare,
 often referred to as ghost preparers. For e-filed returns, the "ghost" 
will prepare the return, but refuse to digitally sign as the paid 
preparer.By law, anyone who is paid to prepare, or assists in preparing federal tax returns, must have a valid&nbsp;<a href="https://www.irs.gov/tax-professionals/ptin-requirements-for-tax-return-preparers">Preparer Tax Identification Number (PTIN)</a>.
 Paid preparers must sign and include their PTIN on the return. Not 
signing a return is a red flag that the paid preparer may be looking to 
make a quick profit by promising a big refund or charging fees based on 
the size of the refund.Unscrupulous tax return preparers may also:<ul>
 <li>Require payment in cash only and will not provide a receipt.</li><li>Invent income to qualify their clients for tax credits.</li><li>Claim fake deductions to boost the size of the refund.</li><li>Direct refunds into their bank account, not the taxpayer's account.</li>
 </ul>It's important for taxpayers to choose their tax return preparer wisely. The&nbsp;<a href="https://www.irs.gov/tax-professionals/choosing-a-tax-professional">Choosing a Tax Professional</a>&nbsp;page on IRS.gov has information about tax preparer&nbsp;<a href="https://www.irs.gov/tax-professionals/understanding-tax-return-preparer-credentials-and-qualifications">credentials and qualifications</a>. The IRS&nbsp;<a href="https://irs.treasury.gov/rpo/rpo.jsf">Directory of Federal Tax Return Preparers with Credentials and Select Qualifications</a>&nbsp;can help identify many preparers by type of credential or qualification.Taxpayers should also remember that they are legally responsible for 
what is on their tax return even if it is prepared by someone else. 
Consumers can help protect themselves by choosing a reputable tax 
preparer.<h2>Unemployment insurance fraud</h2>Unemployment fraud often involves individuals acting in coordination 
with or against employers and financial institutions to get state and 
local assistance to which they are not entitled. These scams can pose 
problems that can adversely affect taxpayers in the long run.States, employers and financial institutions need to be aware of the following scams related to unemployment insurance:<ul>
 <li>Identity-related fraud: Filers submit 
applications for unemployment payments using stolen or fake 
identification information to perpetrate an account takeover.</li><li>Employer-employee collusion fraud: The employee 
receives unemployment insurance payments while the employer continues to
 pay the employee reduced, unreported wages.</li><li>Misrepresentation of income fraud: An individual 
returns to work and fails to report the income to continue receiving 
unemployment insurance payments, or in an effort to receive higher 
unemployment payments, applicants claim higher wages than they actually 
earned.</li><li>Fictitious employer-employee fraud: Filers falsely
 claim they work for a legitimate company, or create a fictitious 
company, and supply fictitious employee and wage records to apply for 
unemployment insurance payments.</li><li>Insider fraud: State employees use credentials to 
inappropriately access or change unemployment claims, resulting in the 
approval of unqualified applications, improper payment amounts, or 
movement of unemployment funds to accounts that are not on the 
application.</li>
 </ul><h2>Below is a short list of financial red flag indicators of unemployment fraud:</h2><ul>
 <li>Unemployment payments are coming from a state other than the 
state in which the customer reportedly resides or has previously worked.</li><li>Multiple state unemployment payments are made within the same disbursement timeframe.</li><li>Unemployment payments are made in the name of a person other than 
the account holder or in the names of multiple unemployment payment 
recipients.</li><li>Numerous deposits or electronic funds transfers (EFTs) are made 
that indicate they are unemployment payments from one or more states to 
people other than the account holder(s).</li><li>A higher amount of unemployment payments is seen in the same 
timeframe compared to similar customers and the amount they received.</li>
