WASHINGTON — The Internal Revenue Service today urged people to stay resolute against ongoing <a href="https://www.irs.gov/newsroom/tax-scams-consumer-alerts">scams and schemes</a>
 by properly securing computers, tablets and phones. Solid cybersecurity
 protection and scam recognition is vital to reduce the threat of 
identity theft inside and outside the tax system.

The IRS works closely with the <a href="https://www.irs.gov/newsroom/security-summit">Security Summit</a>,
 a partnership with state tax agencies and the private-sector tax 
industry, to help protect taxpayer information and defend against 
identity theft. <a href="https://www.irs.gov/individuals/taxes-security-together">Taxpayers</a> and <a href="https://www.irs.gov/tax-professionals/protect-your-clients-protect-yourself">tax professionals</a>
 can take steps to help in this effort by doing things like minimizing 
cybersecurity footprints and recognizing common scams and schemes.

Below are 10 tips to help minimize exposure to fraud and identity theft:

The IRS doesn't initiate contact with taxpayers by email, text 
messages or social media channels to request personal or financial 
information. Generally, the IRS first mails a paper bill to a person who
 owes taxes. In some special situations, the IRS will call or come to a 
home or business.

People should be alert to scammers posing as the IRS to steal personal information. There are <a href="https://www.irs.gov/newsroom/how-to-know-its-really-the-irs-calling-or-knocking-on-your-door">ways to know</a> if it's really the IRS calling or knocking on someone's door.

Taxpayers can find answers to questions, forms and instructions and 
easy-to-use tools online at IRS.gov. They can use these resources to get
 help when it's needed at home, at work or on the go.

series of words that will be easy for you to remember. Use at least 10 
characters; 12 is ideal for most home users. Mix letters, numbers and 
special characters. Try to be unpredictable – don't use names, 
birthdates or common words. Don't use the same password for many 
accounts and avoid sharing them. Keep passwords in a secure place or use
 password management tools. 
	&nbsp;</li><li>Set password and encryption protections for wireless networks.
 If a home or business Wi-Fi is unsecured, it allows any computer within
 range to access the wireless network and potentially steal information 
from connected devices. Whenever it is an option for a 
password-protected account, users should also opt for a multi-factor 
authentication process. Multi-factor authentication is critical to 
protecting your password. 
	&nbsp;</li><li>Avoid phishing scams. The easiest way for criminals to steal sensitive data is simply to ask for it. IRS urges people to learn to <a href="https://www.irs.gov/newsroom/suspicious-emails-and-identity-theft">recognize phishing emails</a>,
 calls or texts that pose as familiar organizations such as banks, 
credit card companies or even the IRS. Keep sensitive data safe and:
	Be aware that an unsolicited email with a request to download 
an attachment or click on a URL could appear to come from someone that 
you know like a friend, work colleague or tax professional if their 
email has been spoofed or compromised.Don't assume internet advertisements, pop-up ads or emails are

Copy important files, including federal and state tax returns, onto 
removable discs or back-up drives and cloud storage. Store discs, drives
 and any paper copies in secure, locked locations. 
	&nbsp;</li><li>Know the risk of public Wi-Fi. Connection to 
public Wi-Fi is convenient and often free, but it may not be safe. 
Hackers and cybercriminals can easily steal personal information from 
these networks. Always use a virtual private network when connecting to

Tips to minimize cyber footprints, protect personal information online

SHAWNEE COUNTY—Law enforcement authorities are investigating a suspect on multiple charges after allegedly stealing from a business on Wednesday.

Just before 8:15 a.m., the Shawnee County Emergency Communications Center received a 911 call reporting that a suspicious person was in the process of taking items from a business in the 1000 block of SE 45th Street, according to Deputy Abigail Christian. The business owners were also on scene and attempted to detain the suspect. 

During the event, the suspect entered a vehicle and drove it towards the business owners, striking them with the vehicle.

Deputies responded to the call and arrested 24-year-old Colton G. Miller&nbsp; of Topeka, who was still at the scene. No serious injuries were reported.

Miller was booked into the Shawnee County Department of Corrections on requested charges of&nbsp; aggravated battery, theft and criminal damage to property, according to Christian.

Sheriff: Theft suspect attempted to run over Kan. business owners 

TOPEKA, Kansas. –&nbsp;Hutchinson Correctional Facility resident Charles A. Beck, Jr. died Friday after being transported to Hutchinson Regional Medical Center, where he was pronounced deceased by hospital staff, according to the Kansas Dept. of Corrections.

The cause of death is pending an autopsy but is not believed to be COVID-19 related.

Per protocol, when a resident dies in the custody of KDOC, the death is under investigation by KDOC and the Kansas Bureau of Investigation (KBI).

KDOC reports death of inmate serving murder sentence 

SEDGWICK COUNTY — Law enforcement authorities are investigating a burglary and asking the public for help to locate a classic car.

The burglary occurred on Feb. 14, when an unknown suspect entered a shed in the 6000 block of South Seneca in Wichita and stole&nbsp; thousands of dollars worth of tools, a generator, chainsaws, air compressors and two two vehicles — a 1977 Ford Maverick and a 1991 Ford F150.

Police ask for help as they investigate classic car theft in Kansas

JACKSON COUNTY —A Kansas man avoided serious injury after an accident just after 11:30a.m. Friday in Jackson County.

&nbsp;According to Sheriff Tim Morse,a 2001 Dodge Ram 1500 driven by&nbsp;&nbsp;85-year-old Delmer Klahr, of Holton was eastbound on 238th just west of T Road. The driver lost control and the pickup slid off the roadway and down into a creek.

 Members of the Holton Fire Department, Jackson County Sheriff's Office and nearby citizens helped to rescue Klahr from the vehicle. 

&nbsp;Jackson County EMS evaluated Klahr at the scene. He refused further treatment and transport, according to Morse.

The House&nbsp;<a href="http://www.kslegislature.org/li/b2021_22/measures/vote_view/je_20220309132029_005639/" target="_blank">voted 113-5</a>&nbsp;for&nbsp;<a href="http://www.kslegislature.org/li/b2021_22/measures/documents/supp_note_sb421_02_0000.pdf" target="_blank">its own measure</a>&nbsp;to put the full $1 billion into the pension system this spring. Negotiators for the two versions will draft the final version.

The issue is tied into this year’s race for governor. Both measures are in line with a proposal from Attorney General Derek Schmidt, the presumed GOP nominee against Democratic Gov. Laura Kelly. Her proposals include a $250 rebate for Kansas residents who filed state income tax returns last year, something GOP lawmakers deride as an attempted bribe for voters.

Even though most conservative Republicans voted to use surplus funds to shore up the pension system, a few worried that it would limit options for cutting taxes. Democrats feared that the move would doom Kelly’s proposed income tax rebate as well as her plan to eliminate the state’s 6.5% sales tax on groceries.

“I’d rather give it back to the taxpayers,” Sen. Virgil Peck, a conservative Havana Republican, told a meeting of GOP senators before the chamber’s debate. He voted no.

The Legislature opened its session in January with the state projecting that it would end June 2023 with record high cash reserves of nearly $3.8 billion. The state pension fund has a $4.4 billion gap between its projected funding and its long-term commitments for benefits to retirees, the result of decades of lawmakers and governors shorting the state’s annual contributions.

Retirees’ immediate benefits aren’t in danger, but many lawmakers see the gap as a debt, and the state is trying to close it by 2033. Dumping $1 billion into the pension system this year would close the gap two years faster.

The move also would create annual budget savings, just as people who use work bonuses or tax refunds to pay down credit card debt see their required monthly payments drop.

The state’s yearly contributions are based on how much of the pension system’s long-term commitments are covered. The system is now 77% funded, and as the figure goes higher, Kansas law allows the state to ease off on its annual contributions.

The pension system projects that a $1 billion infusion of surplus funds this year would&nbsp;<a href="http://www.kslegislature.org/li/b2021_22/committees/ctte_s_wam_1/misc_documents/download_testimony/ctte_s_wam_1_20220303_02_testimony.html" target="_blank">save</a>&nbsp;the state an average of roughly $80 million on its annual contributions each of the next five years.

While Democrats worried about how the measure’s passage would affect Kelly’s already endangered tax-cutting proposals, they also wanted to use some of the $1 billion in surplus revenues to help retirees immediately with either a one-time bonus or a cost of living increase. Republicans rejected their proposals.

WICHITA, Kan. (AP) — Wichita Water Partners says a man has died at a construction site of a new water plant. Company spokeswoman Meghan Jansen said the man died at the Wichita Northwest Water Facility plant on Thursday. 

She did not say what happened, or identify the man. Jansen said the man was working for a subcontractor at the plant. All work on the site was stopped until further notice.

Yellowstone is a&nbsp;<a target="_blank" href="https://www.usgs.gov/news/personal-commentary-why-i-dislike-term-supervolcano-and-what-we-should-be-saying-instead">caldera system</a>—a
 large volcanic area that was never home to a single towering volcano, 
but that has experienced eruptions so large that the ground collapsed 
into the emptied&nbsp;<a target="_blank" href="https://www.usgs.gov/glossary/volcano-hazards-program-glossary">magma</a>&nbsp;chamber.&nbsp;
 While these caldera-forming eruptions grab most of the attention, it is
 far more common that caldera systems see smaller eruptions.&nbsp; Between 
eruptions,&nbsp;<a target="_blank" href="https://www.usgs.gov/observatories/yvo/news/battle-giants-how-yellowstone-fits-world-moving-mountains">the ground deforms</a>—rising and falling—as magma, water, and gas accumulate and withdraw from storage areas beneath the surface.

At Yellowstone, ground deformation was first documented in the 1970s.&nbsp; An initial&nbsp;<a target="_blank" href="https://www.usgs.gov/observatories/yvo/news/leveling-surveys-and-discovery-uplift-yellowstone">leveling survey</a>—a
 method of measuring surface elevation—was completed in 1923 and 
repeated in the mid-1970s. The results indicated that the ground had 
uplifted by a maximum of 72 centimeters (28 inches) in the 50-plus years
 between surveys—a rate of about 1.4 cm (0.5 inches) per year.

Since the 1970s, leveling surveys, and later&nbsp;<a target="_blank" href="https://www.usgs.gov/observatories/yvo/news/one-scientists-best-tools-tracking-ground-deformation-was-designed-do">GPS data</a>&nbsp;and&nbsp;<a target="_blank" href="https://www.usgs.gov/observatories/yvo/news/insar-magic-deformation-camera-no-one-saw-coming">satellite radar imagery</a>,
 showed that Yellowstone did not just go up, but at times it also 
subsided.&nbsp; Whether going up or down, the rate was always a few 
centimeters (about 1 inch) per year.

This sounds impressive, and it is—that huge areas of ground rise and 
fall by an inch per year is a testament to the powerful forces acting 
beneath the surface at Yellowstone.&nbsp; But how does this compare to 
deformation measured at&nbsp;<a target="_blank" href="https://www.usgs.gov/news/caldera-systems-worldwide-family-more-just-yellowstone">other calderas</a>?

A logical comparison would be with&nbsp;<a target="_blank" href="https://www.usgs.gov/volcanoes/long-valley-caldera">Long Valley</a>,
 a caldera system located in eastern California.&nbsp; Uplift there was first

 was 66 centimeters (26 inches), similar in terms of rate to 
Yellowstone.

measured at Campi Flegrei—a caldera system near Naples, in Italy.&nbsp; 
Leveling surveys started at Campi Flegrei in 1905 and were repeated 
frequently to assess how the ground moved, since deformation was a 
well-known phenomenon in the region.&nbsp; Between 1905 and 1950, the caldera
 subsided by more than 1 meter (3 feet).&nbsp; The sense of movement then 
reversed, and several episodes of uplift occurred.&nbsp; The largest were in 
1969–1972 and 1982–1984, when the ground rose by 1.75 meters (nearly 6 
feet) during each episode!&nbsp; These uplift crises were accompanied by 
strong <a target="_blank" href="https://www.usgs.gov/glossary/volcano-hazards-program-glossary">seismicity</a>
 that prompted evacuations due to building damage.&nbsp; When you plot the

almost flat.

But that doesn’t even tell the full story of Campi Flegrei 
deformation.&nbsp; Near the center of the caldera is a 2000-year-old Roman 
ruin that has three columns, all of which have evidence of mollusk 
borings 7 meters (23 feet) above their bases.&nbsp; The columns are above sea
 level now, and they were built above sea level.&nbsp; But between the time 
they were built and now, the ground subsided below sea level by several 
meters (tens of feet) and then rose out of the sea once again.&nbsp; It was 
study of this site in the 1820s that convinced geologists that the 
ground at volcanoes could move up and down by dramatic amounts due to 
subsurface magmatic activity.

The long-term record at Yellowstone also includes impressive amounts of surface movement.&nbsp;<a target="_blank" href="https://www.usgs.gov/observatories/yvo/news/thousands-years-caldera-inflation-and-deflation-recorded-shoreline">Studies of wave-cut terraces on the north shore of Yellowstone Lake</a>&nbsp;have
 shown that the central part of the caldera today is about 30 meters 
(100 feet) feet lower than it was at the end of the last ice age 13,000 
years ago—even in spite of overall uplift during the past century.

At Campi Flegrei, extreme rates of deformation are known to have 
occurred prior to the most recent eruption, which occurred in 1538 when 
a&nbsp;<a target="_blank" href="https://www.usgs.gov/glossary/volcano-hazards-program-glossary">cinder cone</a>&nbsp;and&nbsp;<a target="_blank" href="https://www.usgs.gov/glossary/volcano-hazards-program-glossary">lava</a>
 flow formed.&nbsp; In the decades before that eruption, the ground uplifted 
so much that royal pronouncements were needed to establish ownership of 
the new land that had risen out of the sea.&nbsp; And in the hours before the
 start of the eruption in 1538, the shoreline rose so quickly that fish 
were trapped, and the coastline moved seaward by about 370 meters (1,200
 feet)!

Similar rapid changes have been observed at other caldera systems 
prior to eruptions.&nbsp; For example, at Rabaul, in Papua New Guinea, a tide
 gauge was lifted completely out of the water in the hours before the 
start of a mild&nbsp;<a target="_blank" href="https://www.usgs.gov/glossary/volcano-hazards-program-glossary">explosive eruption</a>&nbsp;in 1994.

Deformation at Yellowstone is certainly impressive, but it pales in 
comparison to what has occurred at Campi Flegrei—not just over the past 
century, but over the past two millennia.

The Great 
Bend Zoo at Brit Spaugh Park closed its bird exhibits Thursday to 
protect the zoo's bird population. Zookeeper and vet assistant Becca 
Curtiss explained why the birds need to be protected. &nbsp;

“There’s a
 new strain of avian influenza that’s coming into the area, and it’s 
highly pathogenic,” Curtiss said. “It can be easily transmitted to our 
birds. So we’re taking precautions to reduce the risk that they’re going
 to contract it.” &nbsp;

Many of the zoo's birds have been moved to 
indoor habitats while steps have been taken to prevent other birds from 
having contact with wild birds.&nbsp;

Avian influenza, commonly called 
bird flu, is a viral infection that occurs naturally in birds. Wild 
birds can carry the virus but may not always get sick from it. However, 
it can be fatal to some domesticated birds. &nbsp;

The zoo had a plan in place to protect the health of animals and humans as well as the zoo's business operations.&nbsp;

“We’re
 still open,” Curtiss said. “We’re just making some modifications. We’re
 not going to be selling the duck and fish food that you can buy at the 
front desk. We’re trying to encourage the native waterfowl or the wild 
waterfowl not to spend all their time here.”&nbsp;

Although most of the
 birds at the zoo have been vaccinated for avian influenza, that vaccine
 protects against an old strain of the virus and may not be as effective
 against the newer disease. The bird exhibits will remain closed until 
further notice.

KDHE: Latest COVID-19 numbers in Kansas

A Salina man who went to the Saline County Jail to visit a friend Thursday afternoon ended up in jail.

Just after 1:30p.m. Thursday, Anthony Harris, 59, of Salina, went to the Saline County Jail to visit a friend, according to Sheriff Roger Soldan. While he was there, the corrections officers learned that Harris had an outstanding warrant.

When the corrections officers went out to the jail lobby to arrest him, Harris allegedly threw a marijuana pipe in the trash, according to Soldan.

Additionally, when Harris was taken back to the booking area, he allegedly tossed a baggie of marijuana onto the floor. Corrections officers also allegedly found a baggie of methamphetamine among Harris' possessions.

In addition to the warrant, Harris is being held on requested charges of Trafficking contraband, Possession of methamphetamine, Possession of marijuana and Possession of drug paraphernalia

Sheriff: Kansas man arrested while visiting friend in jail 

WASHINGTON—Kansas Senator Roger Marshall on Friday announced an endorsement of 4th District Congresswoman Vicky Hartzler for the United States Senate race in Missouri.

Earlier this month, Hartzler said she has no plans to delete a transphobic tweet that violated Twitter’s rules against hateful conduct. 

Twitter suspended Hartzler’s personal account on saying she won’t be able to tweet, retweet, follow or like posts until she deletes the tweet. 

The tweet said: “Women’s sports are for women, not men pretending to be women,” and included her TV ad targeting transgender people in sports and particularly University of Pennsylvania swimmer Lia Thomas. 

Hartzler is among several Missouri Republicans vying for the 2022 Senate seat. Incumbent Republican Roy Blunt announced last year he would not seek a third term. U.S. Senator Josh Hawley of Missouri announced his endorsement of Hartzler in February.

Kansas senator endorses candidate for U.S. Senate in Missouri

WASHINGTON (AP) —&nbsp;President Joe Biden announced Friday the U.S. will dramatically downgrade its trade status with Russia as punishment for its invasion of Ukraine and also ban imports of Russian seafood, alcohol and diamonds. 

The broad trade shift, which revokes the “most favored nation” status for Russia, is being taken in coordination with the European Union and Group of Seven countries. "The free world is coming together to confront Putin," Biden said from the Roosevelt Room of the White House

Stripping most favored nation status from Russia would allow the U.S. and allies to impose higher tariffs on some Russian imports, increasing the isolation of the Russian economy. 

Biden's changes on Russia's trade status come as bipartisan pressure has been building in Washington to revoke what is formally known as “permanent normal trade relations” with Russia. Ukrainian President Volodymyr Zelenskyy pressed the U.S. and allies to take the action against Russia in remarks to Congress over the weekend. 

It follows days after the Biden moved to ban imports of Russian oil and gas products.

This week's moves are the latest for the sanctions that have crippled the Russian economy and a sign that the U.S. and its allies will continue to use their financial heft to retaliate against Russian President Vladimir Putin. 

The other measures include the freezing of central bank assets, limits on exports and sanctions against Russian oligarchs and their families. These financial tools have led to the Russian ruble losing 76% of its value against the U.S. dollar over the past month, which has caused destructive inflation that could erode Putin’s ability to wage a prolonged war in Ukraine.

 Biden, after initially slow-walking congressional attempts to take the trade action against Russia, was embracing lawmakers' efforts to do just that on Friday. The earlier sanctions on imports of Russian oil, gas and coal cut off about 60% of U.S. imports from the country. 

Most favored nation status has been a baseline for global trade, ensuring that countries within the World Trade Organization are treated similarly. Some countries in the WTO have special privileges due to their status as developing economies. Russia would join the ranks of Cuba and North Korea by not having MFN status from the U.S. The revocation carries mostly symbolic weight. 

Because Russian imports into the U.S. are primarily natural resources, they would generally face little to no increase in their tariffs because of the lost status, Ed Gresser of the Progressive Policy Institute in Washington, said in an online post. 

Instead of the current tariff rate, buyers of Russian goods would pay rates established under the Smoot-Hawley Tariff Act of 1930, which disrupted trade during the Great Depression. This would still be zero for uranium, rhodium, palladium, silver bullion and king crabs. But the import tax would shoot up for unwrought aluminum, plywood, semi-finished steel and diamonds, among other products. 

On Monday, Democrats on the powerful House Ways &amp; Means Committee posted, then removed, an announcement on a bipartisan bill to ban Russian oil imports and slap further trade sanctions on the country, according to an aide, because of pushback from the White House against acting before Biden had coordinated with allies and reached a decision on both matters. 

The House voted Wednesday on a narrower bill to ban Russian energy imports after Biden instituted the ban by executive order. Canada was the first major U.S. ally to remove most favored nation status for Russia last week.

be able to claim a deduction on their 2021 tax return for contributions 
to their <a href="https://www.irs.gov/retirement-plans/individual-retirement-arrangements-iras">Individual Retirement Arrangement (IRA)</a> made through April 18, 2022.

An IRA is a personal savings plan that lets employees and the 
self-employed set money aside for retirement and can have tax 
advantages. Contributions for 2021 can be made to a <a href="https://www.irs.gov/retirement-plans/traditional-iras">traditional</a> or <a href="https://www.irs.gov/retirement-plans/roth-iras">Roth</a> IRA until the filing due date, April 18, but must be designated for 2021 to the financial institution.

Generally, eligible taxpayers can <a href="https://www.irs.gov/retirement-plans/plan-participant-employee/retirement-topics-ira-contribution-limits">contribute</a>
 up to $6,000 to an IRA for 2021. For those 50 years of age or older at 
the end of 2021, the limit is increased to $7,000. Qualified 
contributions to one or more traditional IRAs may be deductible up to 
the contribution limit or 100% of the taxpayer's compensation, whichever
 is less. There is no longer a maximum age for making IRA contributions.

"We have seen in the last couple of days a little bit of slowing in terms of that rise in average price," Steward said. "Yesterday was only a cent less than today and the previous day, we only saw a two cent rise. It seems to have slowed down here the second half of this week. If there is a little bit of silver lining, Kansas today has the cheapest average gas price in the United States."

Part of the reason for that is some of the variable costs of gasoline have to do with travel distance, and Kansas has its own refining capacity in McPherson, El Dorado and Coffeyville.

"That's one of the good things about living in the center of the country," Steward said. "We're also not terribly far from the Gulf Coast where the largest amount of refining in our country takes place. Having nearby refineries certainly helps."

AAA surveyed consumers about what price would make them change their driving habits, as well.

"Over half, 59%, said they would make changes to their driving habits or lifestyle if the cost of gas rose to $4 per gallon," Steward said. "Right now, there are 41 states, plus D.C., now over $4. In that survey, respondents also said that if gas were to reach $5, which it has in the western part of the country in some places, three quarters said that they would need to adjust their lifestyles to offset that spike at the pump. In that research, of people who said they would make changes, 80% said they would drive less."

Younger folks under 35 would consider carpooling, while those older than 35 are more likely to combine trips and errands.

AAA: Prices not yet $4 a gallon in Kan. but that may be tipping point

TOPEKA — Harvesters policy 
adviser Karen Siebert questioned members of a Senate health panel 
Thursday about who would benefit from proposed new restrictions on 
access to federal food and medical assistance administered by the state 
of Kansas.

The changes won’t help Kansas taxpayers, she said, who would be on the hook for <a target="_blank" href="http://kslegislature.com/li/b2021_22/measures/documents/fisc_note_sb501_00_0000.pdf">an estimated $27 million</a> in bureaucratic expenses to implement <a target="_blank" href="http://kslegislature.com/li/b2021_22/measures/sb501/">Senate Bill 501</a>.

The legislation also wouldn’t help low-income families who are 
already struggling to put food on the table, grocers who benefit from 
the $300 million in federal tax dollars that flow into the state from 
the Supplemental Nutrition Assistance Program, or food pantries such as 
Harvesters that will have to undertake the burden of feeding insecure 
Kansas adults and their children.

“The folks that run these pantries, most of whom are volunteers, many
 of whom are senior citizens, serve their communities and their 
neighbors tirelessly,” Siebert said as she appeared before members of 
the Senate Public Health and Welfare Committee. “They’re passionate and 
committed and hardworking and creative. But even they can’t take five 
loaves and two fishes and feed 5,000.”

Who does benefit from the changes? She answered that question in written testimony she provided to the committee.

“Apparently, they help an organization in Florida,” Siebert said.

That was a reference to the Opportunity Solutions Project, a lobbying
 arm of the Koch-connected Foundation for Government Accountability that
 advocates in statehouses across the country for restrictions to 
Medicaid and food assistance, as well as unemployment aid. In Kansas, 
the group also has lobbied for changes in election law.

Sam Adolphsen, a visiting fellow at Opportunity Solutions Project, 
was the only supporter of the bill to appear before the Senate 
committee.

“The bill will protect welfare benefits for the truly needy,” 
Adolphsen said, appearing by video from Maine. “And it will help move 
able-bodied Kansans from welfare to work.”

The bill would attempt to limit Medicaid health insurance to pregnant
 women and children. Currently, coverage also is available to families 
who live in poverty — for a family of three, the threshold for annual 
income is $8,751 — as well as former foster care children and people 
needing treatment for breast or cervical cancer.

To receive food assistance, the bill would require participation in 
an employment and training program, implement a 10-day window for 
reporting work changes, and impose an in-depth verification of income, 
residency, age, household composition, caretaker status and other 
information. Currently, recipients attest to meeting those standards.

The Kansas Department of Health and Environment estimated the bill 
would cost the agency $2 million to implement. The Department for 
Children and Families estimated costs totaling $3.2 million to manage 
the mandatory training program, $10.4 million for staff to handle new 
reporting requirements contained in the bill, and $12 million for 
changes in computer systems and additional staff to deal with 
data-sharing requirements.

The costs of new inspections required for the Kansas Attorney General’s Office and local law enforcement are unclear.

Adolphsen disputed the estimated costs, saying the state could find more efficient ways to implement changes.

Sen. Pat Pettey, D-Kansas City, tried to question the relevancy of 
Adolphsen’s testimony. She was cut off by the committee chairman, Sen. 
Richard Hilderbrand, R-Galena, when she asked if Adolphsen had ever been
 to Kansas.

“Sen. Pettey, come on,” Hilderbrand said. “Let’s not give a litmus 
test to every conferee that comes up about the location of where they 
live. Let’s stick with the bill context.”

Pettey said “it’s important to think about Kansas because we’re 
talking about legislation that’s going to very adversely impact 
Kansans.”

Forty individuals submitted testimony in opposition to the 
legislation, and several who appeared in person disputed Adolphsen’s 
claims that tens of thousands of Kansans who receive benefits could be 
working instead.

Siebert said federal rules already require recipients of food 
assistance to work at least 20 hours a week, with limited exceptions. In
 Kansas, that means 91% of the “able-bodied adults” who receive benefits
 are already working.

John Wilson, president of Kansas Action for Children, said to qualify
 for food assistance in Kansas, a family of three cannot have an income 
of more than $28,548 and will receive $1.40 per meal per person in 
benefits.

Sen. Beverly Gossage, R-Eudora, questioned the work ethic of people 
who receive benefits. Based on feedback from employers, Gossage said, 
some people are just filling out job applications to satisfy a 
requirement and have no intention of getting a job.

“One of the best things we could do is help them get back to work,” 
Gossage said. “Take them off these programs, and give them that pride. 
There’s a certain pride that we have here in Kansas of being able to 
take care of yourself, being able to be self-sustaining, especially if 
you’re capable.”

Rabbi Moti Rieber, executive director of Kansas Interfaith Action, 
said policies like the ones included in SB501 don’t help to raise people
 out of poverty. Instead, Rieber said, “they force people off the rolls 
through onerous documentation.”

“Getting people off the rolls is not the same thing as giving them a 
hand up,” Rieber said. “It’s just disrespectful to the people who are 
struggling in our lives to treat them as cheats and frauds, and to 
continually make them jump through hoops to maintain their sparse 
eligibility.”

Lindsie Ford, of the Kansas Coalition Against Sexual and Domestic 
Violence, said the legislation would create burdens for women who have 
legitimate needs for assistance.

“I just want to point out that this bill ignores some of the basic 
realities for those who are living in poverty, some of the stresses that
 are associated with that,” Ford said. “Specifically, when we talk about
 young mothers and children, who are frequently people who avail 
themselves of our services, they’re often in the midst of crisis when 
they come to us, and they are dealing with some really traumatic events 
that have caused a good deal of stress.”

Steven Anderson, the Medicaid inspector general, was the only individual other than Adolphsen who supported the legislation.

In written testimony, Anderson said his office, which is under the 
Kansas attorney general, has struggled to determine if any welfare 
recipients have won a lottery jackpot of more than $10,000. A provision 
in the bill would require the Kansas Lottery and casinos to share data 
with the inspector general.

income is $8,751 — as well as former foster care children and people 
needing treatment for breast or cervical cancer.To receive food assistance, the bill would require participation in 
an employment and training program, implement a 10-day window for 
reporting work changes, and impose an in-depth verification of income, 
residency, age, household composition, caretaker status and other 
information. Currently, recipients attest to meeting those standards.The Kansas Department of Health and Environment estimated the bill 
would cost the agency $2 million to implement. The Department for 
Children and Families estimated costs totaling $3.2 million to manage 
the mandatory training program, $10.4 million for staff to handle new 
reporting requirements contained in the bill, and $12 million for 
changes in computer systems and additional staff to deal with 
data-sharing requirements.The costs of new inspections required for the Kansas Attorney General’s Office and local law enforcement are unclear.Adolphsen disputed the estimated costs, saying the state could find more efficient ways to implement changes.Sen. Pat Pettey, D-Kansas City, tried to question the relevancy of 
Adolphsen’s testimony. She was cut off by the committee chairman, Sen. 
Richard Hilderbrand, R-Galena, when she asked if Adolphsen had ever been

test to every conferee that comes up about the location of where they

legislation, and several who appeared in person disputed Adolphsen’s 
claims that tens of thousands of Kansans who receive benefits could be 
working instead.Siebert said federal rules already require recipients of food

 Kansas, that means 91% of the “able-bodied adults” who receive benefits

of more than $28,548 and will receive $1.40 per meal per person in 
benefits.Sen. Beverly Gossage, R-Eudora, questioned the work ethic of people 
who receive benefits. Based on feedback from employers, Gossage said, 
some people are just filling out job applications to satisfy a 
requirement and have no intention of getting a job.“One of the best things we could do is help them get back to work,” 
Gossage said. “Take them off these programs, and give them that pride. 
There’s a certain pride that we have here in Kansas of being able to 
take care of yourself, being able to be self-sustaining, especially if 
you’re capable.”Rabbi Moti Rieber, executive director of Kansas Interfaith Action, 
said policies like the ones included in SB501 don’t help to raise people
 out of poverty. Instead, Rieber said, “they force people off the rolls 
through onerous documentation.”“Getting people off the rolls is not the same thing as giving them a 
hand up,” Rieber said. “It’s just disrespectful to the people who are 
struggling in our lives to treat them as cheats and frauds, and to 
continually make them jump through hoops to maintain their sparse

Kansas attorney general, has struggled to determine if any welfare 
recipients have won a lottery jackpot of more than $10,000. A provision 
in the bill would require the Kansas Lottery and casinos to share data 
with the inspector general.

The charges stem from an investigation into the unauthorized release of classified information related to a criminal case in January of this year.

Turner has been employed by the Wichita Police Department for 14 years in a nonsworn administrative role within the department. She has been placed on unpaid administrative leave pending the outcome of the criminal case and an internal investigation conducted by the Wichita Police Department.

KANSAS CITY (AP) —Black, Hispanic and American Indian residents were missed at higher rates than a decade ago during the 2020 census, according to a report released Thursday that evaluated how well the once-a-decade head count tallied every U.S. resident.

Even though the 2020 census missed an unexpectedly small percentage of the total U.S. population given the unprecedented challenges it faced, the increase in undercounts among some minority groups prompted an outcry from civil rights leaders who blamed political interference by the Trump administration, which tried unsuccessfully to add a citizenship question to the census form and cut field operations short.

“These numbers are devastating. Once again, we see an overcount of white Americans and an undercount of Black and Hispanic Americans,” National Urban League CEO Marc Morial said on a call with reporters. “I want to express in the strongest possible terms our outrage.”

The results of U.S. Census Bureau’s Post-Enumeration Survey showed that most racial and ethnic minorities were overlooked at statistically significant higher rates than a decade ago, with the Asian population being an exception. The survey measures whether certain populations were undercounted or overrepresented in the census. Overcounts take place, for example, if someone owns a vacation home and is counted there as well as at a permanent home address.

The Black population in the 2020 census had a net undercount of 3.3%, while it was almost 5% for Hispanics and 5.6% for American Indians and Native Alaskans living on reservations. Those identifying as some other race had a net undercount of 4.3%. The non-Hispanic white population had a net overcount of 1.6%, and Asians had a net overcount of 2.6%, according to the results.

In the 2010 census, by comparison, the Black population had a net undercount of more than 2%, while it was 1.5% for the Hispanic population. There was almost a 4.9% undercount for American Indian and Alaskan Natives living on reservations, and it was 1.6% for people identifying as some other race and 0.08% for Asians. The non-Hispanic white population had a net overcount of 0.8%.

The 2020 census missed 0.24% of the entire U.S. population, a rate that wasn’t statistically significant, while it missed 0.01% in the 2010 census.

The census figures help determine the distribution of $1.5 trillion in federal spending each year as well as how many congressional seats each state gets. Any undercounts in various populations can shortchange the amount of funding and political representation they get over the next decade.

In the years leading up to the 2020 census, advocates worried that a failed attempt by the Trump administration to add a citizenship question to the census questionnaire would scare off Hispanics and immigrants from participating, whether they were in the country legally or not. The Trump administration also unsuccessfully tried to get the Census Bureau to to exclude people in the country illegally from numbers used for divvying up congressional seats among the states and cut short the schedule for field operations that had been extended because of the pandemic.

During a conference call Thursday, Census Bureau Director Robert Santos said many Latino communities throughout the U.S. suffered during the pandemic from joblessness and housing insecurity, and that played a role in the undercount. But he added that the Trump administration’s actions also may have had an impact.

“I’m personally not surprised to see the results we see today,” said Santos, who was sworn into the position at the beginning of the year.

The severe undercount of the Hispanic population helps explain why three states with large Latino populations underperformed in the 2020 census, with Arizona failing to gain an extra seat, Florida gaining only a single seat and Texas getting only two seats, said Arturo Vargas, CEO of NALEO Educational Fund.

“It was startling to me, the level of undercount,” Vargas said. “We knew there was going to be an undercount, but the extent of it took me by surprise.”

James Tucker, the chairman of a Census Bureau advisory committee, estimated the undercount translates to at least 100,000 Native Americans on reservations not counted and more than a $300 million loss in federal funding for Indian Country annually.“This undercount is not new — it is a continuous cycle of erasure of Native people from society,” said Lycia Maddocks, a citizen of the Fort Yuma Quechan Indian Tribe in Arizona who is political director of NDN Collective, a South Dakota-based advocacy group. “In a practical sense, an undercount means that Native people are not looked at as a significant voting block when in reality, our population has proven itself to be the margin of victory in key states such as Arizona.”The pandemic disrupted census operations and schedules, and it made residents wary of opening their doors to answer questions from census takers. Wildfires in the West and hurricanes in the Gulf Coast during the door-knocking phase of the head count sent residents fleeing from their homes.The Post-Enumeration showed that 18.8 million people weren’t counted correctly in the 2020 census. Although some of them may have been missed, others were counted using a statistical technique that fills in missing data.After the results of the Post-Enumeration Survey were released, dozens of members of the Congressional Black Caucus sent a letter to the Census Bureau asking how it planned to investigate the undercount.“A Census that does not accurately represent Black communities robs them of their equal share of federal resources in education, health care, housing, nutrition assistance, and many other areas — perpetuating systemic racism,” the letter said.___
