WASHINGTON (AP) — A divided federal appeals court on Friday threw out an agreement that would have allowed&nbsp;<a href="https://apnews.com/article/guantanamo-911-detainees-biden-trump-2216929adc77c376edef66290d781850">accused Sept. 11 mastermind</a>&nbsp;Khalid Sheikh Mohammed to plead guilty in a deal&nbsp;<a href="https://apnews.com/article/guantanamo-plea-deal-911-austin-death-penalty-073c3455e27ecbfd0f7dd524ccffdef3">sparing him the risk of execution</a>&nbsp;for al-Qaida’s 2001 attacks.

The decision by a panel of the federal appeals court in Washington, D.C., undoes an attempt to wrap up&nbsp;<a href="https://apnews.com/article/sept-11-guantanamo-plea-deal-families-trial-aa0b4ec72cac3dfdcaeb515371b3129e">more than two decades of military prosecution</a>&nbsp;beset by legal and logistical troubles. It signals there will be no quick end to the long struggle by the U.S. military and successive administrations to bring to justice the man charged with planning one of the deadliest attacks ever on the United States.

The deal, negotiated over two years and approved by military prosecutors and the Pentagon’s senior official for Guantanamo Bay, Cuba, a year ago, stipulated life sentences without parole for Mohammed and two co-defendants.

Mohammed is accused of&nbsp;<a href="https://apnews.com/article/september-11-attacks-khalid-sheikh-mohammed-guantanamo-ad3dec0045f642194d06730b00e78cb2">developing and directing the plot</a>&nbsp;to crash hijacked airliners into the World Trade Center and the Pentagon. Another of the hijacked planes flew into a field in Pennsylvania.

Relatives of the Sept. 11 victims were split on the plea deal. Some objected to it, saying a trial was the best path to justice and to gaining more information about the attacks, while others saw it as the best hope for bringing the painful case to a conclusion and getting some answers from the defendants.

The plea deal would have obligated the men to answer any lingering&nbsp;<a href="https://apnews.com/article/sept-11-guantanamo-plea-deal-families-trial-aa0b4ec72cac3dfdcaeb515371b3129e">questions that families of the victims have</a>&nbsp;about the attacks.

But then-Defense Secretary Lloyd Austin&nbsp;<a href="https://apnews.com/article/guantanamo-sept-11-defendants-austin-defense-bf450589039b761c028492a348da4ea5">repudiated the deal</a>, saying a decision on the death penalty in an attack as grave as Sept. 11 should only be made by the defense secretary.

Attorneys for the defendants had argued that the agreement was already legally in effect and that Austin, who served under President Joe Biden, acted too late to try to throw it out. A military judge at Guantanamo and a military appeals panel agreed with the defense lawyers.

But, by a 2-1 vote, the U.S. Court of Appeals for the District of Columbia Circuit found Austin acted within his authority and faulted the military judge’s ruling.

The panel had previously put the agreement on hold while it considered the appeal,&nbsp;<a href="https://apnews.com/article/911-khalid-sheikh-mohammed-plea-guantanamo-austin-02fc64818a46a4bed14742bffa80db3c">first filed by the Biden administration</a>&nbsp;and then continued under President Donald Trump.

“Having properly assumed the convening authority, the Secretary determined that the ‘families and the American public deserve the opportunity to see military commission trials carried out.’ The Secretary acted within the bounds of his legal authority, and we decline to second-guess his judgment,” judges Patricia Millett and Neomi Rao wrote.

Millett was an appointee of President Barack Obama while Rao was appointed by Trump.

In a dissent, Judge Robert Wilkins, an Obama appointee, wrote, “The government has not come within a country mile of proving clearly and indisputably that the Military Judge erred.”

Brett Eagleson, who was among the family members who objected to the deal, called Friday’s appellate ruling “a good win, for now.”

“A plea deal allows this to be tucked away into a nice, pretty package, wrapped into a bow and put on a shelf and forgotten about,” said Eagleson, who was 15 when his father, shopping center executive John Bruce Eagleson, was killed in the attacks.

Brett Eagleson was unmoved by the deal’s provisions for the defendants to answer Sept. 11 families’ questions; he wonders how truthful the men would be. In his view, “the only valid way to get answers and seek the truth is through a trial” and pretrial fact-finding.

Elizabeth Miller, who was 6 when the attacks killed her father, firefighter Douglas Miller, was among those who supported the deal.

“Of course, growing up, a trial would have been great initially,” she said. But “we’re in 2025, and we’re still at the pretrial stage.”

“I just really don’t think a trial is possible,” said Miller, who also favored the deal because of her opposition to the death penalty in general.

The Kansas Highway Patrol reported a 2015 Buick Encore driven by&nbsp;Prosser, Riley Cheyenne&nbsp;Prosser, 21, Pratt, was Eastbound on SW 50th Street.&nbsp;&nbsp;A 1962 Chevy Truck driven by Christopher Michael&nbsp; Sanders, 35, Pratt, was northbound on SW 20th Avenue. Both vehicles entered the intersection at the same time and collided.&nbsp;

Prosser was pronounced dead at the scene and was transported to&nbsp;Larrison's Mortuary. EMS transported Sanders to&nbsp;Ascension via Christi St. Francis and a passenger in the truck identified as Jorden Samuel&nbsp;House, 18, Pratt, to Pratt Regional Medical Center. All three were not wearing seat belts, according to the KHP.

TOPEKA — Panasonic is delaying full production in its De Soto battery plant because of dropping electric car sales and U.S. policies that do not support electric cars, international media reports.&nbsp;

The $4 billion economic development project, billed as the largest in Kansas history, is threatened because of decreased electric car sales at Tesla and skepticism from President Donald Trump about encouraging electric vehicle adoption, according to the Nikkei Asia news outlet.&nbsp;

The plant was expected to reach full production by March 2027, and a new target date has not been set, Nikkei reported.

The president’s “big, beautiful bill” eliminates tax credits for the purchase of electric vehicles as of Sept. 30, along with eliminating or decreasing multiple green energy tax credits.&nbsp;

The De Soto plant, which was projected to create 4,000 jobs, has a grand opening scheduled Monday.&nbsp;

The Panasonic plant began construction in 2023 after receiving Kansas&nbsp;<a href="https://kansasreflector.com/2023/01/10/kansas-officials-pursue-new-megadeals-with-semiconductor-makers/">tax credits</a>, through a program known as APEX that the state created to draw in large economic development projects. Incentives include rebates on capital investments, payroll and staff training.&nbsp;

The APEX program also lowers the corporate income tax rate by 0.5% for Kansas businesses for the fiscal year after a megadeal is signed. Under the APEX deal, Panasonic was expected to receive $829.2 million over 10 years.&nbsp;

The company had plans to provide at least 4,000 jobs, increasing the state’s annual labor income by more than $505 million. The state anticipated the project will create an additional 4,000 jobs through suppliers and community businesses. The state expected to see a $26 return for every $1 invested in tax incentives.

The De Soto community&nbsp;<a href="https://www.desotoks.us/417/Development-Agreement" target="_blank">also offered incentives&nbsp;</a>that were based on the company agreeing to employ 2,500 employees, well below the estimated full employment of 4,000.&nbsp;

The city offered to complete $229 million of public infrastructure projects, such as road improvements, and water and sewer projects, using Tax Increment Financing funds, a common economic development tool that uses increased property taxes received from developments to fund projects.&nbsp;

Panasonic to delay production at Kansas battery plant as electric car sales decline, policies shift

NEW YORK (AP) —&nbsp;<a href="https://apnews.com/hub/walmart-inc">Walmart</a>&nbsp;is recalling about 850,000 stainless steel water bottles because the lid can “forcefully eject” and unexpectedly strike consumers — resulting in permanent vision loss for two people to date.

The recall covers Walmart's “Ozark Trail 64 oz Stainless Steel Insulated Water Bottles," which have been sold at the chain's stores across the country since 2017. According to a&nbsp;<a href="https://www.cpsc.gov/Recalls/2025/Walmart-Recalls-Ozark-Trail-64-oz-Water-Bottles-Due-to-Serious-Impact-and-Laceration-Hazards">notice</a>&nbsp;published by the U.S. Consumer Product Safety Commission on Thursday, these products pose “serious impact and laceration hazards.”

The U.S. military and Qatar did not immediately respond to requests for comment over the damage, which so far has not been publicly acknowledged. The Iranian attack otherwise did little damage — likely due to the fact that the U.S. evacuated its aircraft from the base home to the forward headquarters of the U.S. military’s Central Command ahead of the attack. Trump also has said Iran signaled when and how it would retaliate, allowing American and Qatari air defense to be ready for the attack, which briefly disrupted air travel in the Middle East but otherwise didn’t tip over into the regional war long feared by analysts.

Images show burn marks, dome gone after attack

Satellite images from Planet Labs PBC show the geodesic dome visible at the Al Udeid Air Base on the morning of June 23, just hours before the attack. The U.S. Air Force’s 379th Air Expeditionary Wing, which operates out of the base, in 2016 announced the installation of the $15 million piece of equipment, known as a modernized enterprise terminal. Photos show a satellite dish inside of the dome, known as a radome.

Images taken June 25 and every day subsequently show the dome is gone, with some damage visible on a nearby building. The rest of the base appears largely untouched in the images.

It’s possible a fragment or something else struck the dome, but given the destruction of the dome, it was likely an Iranian attack, possibly with a bomb-carrying drone given the limited visible damage to surrounding structures.

The London-based satellite news channel Iran International first reported on the damage, citing satellite photos taken by a different provider.

Trump downplayed attack while Iran boasted about it

In the U.S., Trump described the Iranian attack as a “very weak response.” He had said Tehran fired 14 missiles, with 13 intercepted and one being “set free” as it was going in a “nonthreatening” direction.

“I want to thank Iran for giving us early notice, which made it possible for no lives to be lost, and nobody to be injured,” he wrote on his website Truth Social.

After the attack, Iran’s paramilitary Revolutionary Guard insisted the air base had been the “target of a destructive and powerful missile attack.” Iran’s Supreme National Security Council also claimed the base had been “smashed,” without offering any specific damage assessments.

Potentially signaling he knew the dome had been hit, an adviser to Iran’s Supreme Leader Ayatollah Ali Khamenei separately claimed the base’s communications had been disconnected by the attack.

“All equipment of the base was completely destroyed and now the U.S. command stream and connection from Al Udeid base to its other military bases have been completely cut,” said Ahmad Alamolhoda, a hard-line cleric.

New details show damage from Iran strike on US air base

SEDGWICK COUNTY —A man injured in a fatal fight on July 4, made his first court appearance in the case Wednesday.

&nbsp;Eduardo Diaz-Yobal, 33, is charged with first-degree murder in&nbsp;the death of 43-year-old Cesar Gonzalez, according to the Sedgwick County District Attorney's office.

Early Friday, police responded to a report of an assault in the 3000 block of North Fairview in Wichita, according to a media release from Wichita Police. A caller reported witnessing a man attacking another man. The victim was later identified as 33-year-old Cesar Gonzalez of Wichita.&nbsp;

Before officers arrived, the suspect fled the scene. Officers found Gonzalez unresponsive in the parking lot. Sedgwick County EMS transported him to an area hospital, where he was later pronounced deceased at 1:54 a.m.

Officers located the suspect identified in Sedgwick County arrest records as&nbsp;<a href="https://ssc.sedgwickcounty.org/inmatesearch/Details.aspx?Id=254855">Eduardo Diaz-Yorbal, 33, Wichita,</a>&nbsp;in the 300 block of W. 29th Street and took him into custody without incident.

Just after 5 p.m. on Thursday., the Barton County Sheriff's Office was dispatched to St. Anne's Catholic School in the rural Barton County community of Olmitz, located approximately 17 miles northwest of Great Bend, for a report of vandalism, according to Sheriff Brian Bellendir.

 Deputies found the school had been broken into. Unknown persons entered the building causing extensive damage to the interior of the building and other property inside the building. 

Authorities are working to determine the total cost of the damage.

KANSAS CITY —Law enforcement are investigating another homicide in Kansas City.

Just after 4p.m. Thursday, patrol officers were dispatched to report of a shooting at 118th and Winchester, according to KCPD Sergeant Phil DiMartino.

.As officers arrived they located a man and a woman in the street, suffering from gunshot wounds. Officers immediately began performing life saving measures and ordered EMS to the scene. The man was pronounced deceased at the scene. EMS transported the woman to a local hospital with serious injuries.

This is being investigated as a homicide. Preliminary information indicated there was an altercation between several individuals. The argument escalated into a physical confrontation, which led to shots being fired, and the victims being struck. 

Police have not released the names of the victims or reported suspect information.

WASHINGTON (AP) — The Trump administration will restrict immigrants in the country illegally from enrolling in&nbsp;<a href="https://apnews.com/article/head-start-office-closures-hhs-trump-00b1a6b33ef918cb66e59b7ffb07ac13">Head Start</a>, a federally funded preschool program, the Department of Health and Human Services announced Thursday. The move is part of a broad effort to limit access to federal benefits for immigrants who lack legal status.

People in the country illegally are largely ineligible for federal public benefits such as food stamps, student loans and financial aid for higher education. But for decades they have been able to access some community-level programs such as Head Start and community health centers.

HHS said it will reclassify those programs as federal public benefits, excluding immigrants in the country illegally from accessing them. Health Secretary&nbsp;<a href="https://apnews.com/article/rfk-jr-ultraprocessed-foods-diet-maha-trump-018a808efcf059eadfab2f8fc93fad4d">Robert F. Kennedy Jr.</a>&nbsp;said the changes were part of a larger effort to protect American citizens' interests.

“For too long, the government has diverted hardworking Americans’ tax dollars to incentivize illegal immigration,” Kennedy said in a statement. “Today’s action changes that — it restores integrity to federal social programs, enforces the rule of law, and protects vital resources for the American people.”

A spokesperson for the Administration for Children and Families, which administers&nbsp;<a href="https://apnews.com/article/trump-budget-head-start-cuts-survive-f55be05f92250ab3ac5d5bcb389ded47">Head Start</a>, said that eligibility will be determined based on the child’s immigration status.

Requiring proof of immigration status would likely create&nbsp;<a href="https://apnews.com/article/ice-immigration-raids-detainee-families-los-angeles-651d8bba4752553a67eb53db084677b2">fear and confusion</a>&nbsp;among families seeking to enroll their children, said Yasmina Vinci, executive director of the National Head Start Association.

“This decision undermines the fundamental commitment that the country has made to children and disregards decades of evidence that Head Start is essential to our collective future,” Vinci said.

The changes are part of a multi-agency announcement rescinding an interpretation of federal law dating to former President Bill Clinton's administration, which had allowed immigrants in the country illegally to access some programs. The Education Department, the Department of Agriculture and the Department of Labor announced similar changes affecting a range of workforce development and adult education programs.

The changes will affect community health centers that immigrants rely on for a wide range of services, said Shelby Gonzales, vice president of immigration policy at the Center on Budget and Policy Priorities.

“People depend on those services to get cancer treatment, to get ongoing maintenance for a variety of different health needs," she said.

Students in the country illegally will no longer be eligible to participate in&nbsp;<a href="https://apnews.com/article/community-college-trade-school-075d7e7e2b0dc659920a9be6d054c8b2">postsecondary career and technical education programs</a>&nbsp;or adult education programs, the Education Department announced. The department also issued a notice to grant recipients to ensure programs receiving federal money do not provide services to immigrants without legal status.

Education advocates said the decision would harm young people who have grown up in this country. EdTrust Vice President Augustus Mays said the intention appears to be creating fear among immigrant communities.

“Policies like this don’t exist in a vacuum," Mays said. “They are rooted in a political agenda that scapegoats immigrants and uses fear to strip rights and resources from the most vulnerable among us.”

Head Start was started six decades ago as part of Democratic President&nbsp;<a href="https://apnews.com/article/lbj-stolen-election-box-13-mangan-c818e478ec509c65585d3094bda69f96">Lyndon B. Johnson’s</a>&nbsp;War on Poverty. WASHINGTON (AP) —Israeli Prime Minister Benjamin Netanyahu attended a memorial service in Washington on Thursday for two Israeli embassy staffers shot to death outside the embassy in May.

Family members of the two were among those attending the memorial, held at the Israeli embassy, the prime minister’s office said in a statement.

&nbsp;Sarah Lynn Milgrim, 26, of Prairie Village, Kansas and Yaron Lischinsky, 30 were fatally shot May 22. A suspect was charged with state and federal murder charges. The two colleagues had been on the verge of getting engaged.

Sara Netanyahu, the prime minister’s wife, and a psychologist, also attended the memorial, and signed a letter of condolence at the embassy.

Milgrim was a 2017 graduate of Shawnee Mission East High School and earned a degree in 2021 from the University of Kansas. Her funeral service was May 27 at a synagogue in Overland Park, Kansas.

Netanyahu left the U.S. Thursday after meeting with President Donald Trump, lawmakers and others over Israel’s war against Hamas in Gaza and other Middle East conflicts and issues.

Sheriff asks for help to ID suspects in Kansas marina burglaries

FORD COUNTY—The National Weather Service reported a second heat burst in the state this week.&nbsp;

According to the National Weather Service, the temperature at the weather service office at the Dodge City airport at 12:08 a.m. Friday was 77 degrees. The temperature jumped to 91 degrees at 12:17 a.m.

On Wednesday, the weather service reported a similar temperature jump in the Haskell County of Sublette.

The temperature jumped from 67 to 83 degrees at 3a.m.   This was the result of a heat burst due to a southward moving storm line that passed in the region.

Heat burst: Temperature jumped 14 degrees in SW Kansas

The U.S. has closed its southern border again to livestock imports, saying a flesh-eating parasite has moved further north in Mexico than previously reported.

Mexico's president was critical Thursday, suggesting that the U.S. is exaggerating the threat to its beef industry from the parasite, the New World screwworm fly. The female flies lay eggs in wounds on warm-blooded animals, hatching larvae that are unusual among flies for feeding on live flesh and fluids instead of dead material.

American officials worry that if the fly reaches Texas, its flesh-eating maggots could cause large economic losses, something that happened decades ago. The U.S. largely eradicated the pest in the 1970s by&nbsp;<a href="https://apnews.com/article/fly-factories-cattle-screwworm-texas-baf01b846d38e34d9ff1c1414cd752a4">breeding and releasing sterile male flies</a>&nbsp;to breed with wild females, and the fly had been contained in Panama for years until it was discovered in southern Mexico late last year.

The U.S.&nbsp;<a href="https://apnews.com/article/mexico-us-cattle-screwworm-b3fc2c3642e6773f98f4b9cd6072eb93">closed its southern border in May</a>&nbsp;to imports of live cattle, horses and bison&nbsp;<a href="https://apnews.com/article/mexico-us-screwworm-cattle-2ea2cbbb02c102a1feb1f402cd5774cf">but announced June 30</a>&nbsp;that it would allow three ports of entry to reopen this month and another two by Sept. 15. However, since then, an infestation from the fly has been reported 185 miles (298 kilometers) northeast of Mexico City, about 160 miles (258 kilometers) further north than previously reported cases. That was about 370 miles (595 kilometers) from the Texas border.

“The United States has promised to be vigilant,” U.S. Department of Agriculture Secretary Brooke Rollins said in a statement Wednesday announcing the border closing. “Thanks to the aggressive monitoring by USDA staff in the U.S. and in Mexico, we have been able to take quick and decisive action to respond to the spread of this deadly pest.”

In Mexico, President Claudia Sheinbaum said authorities there were following all established protocols to deal with the northernmost case. Mexican authorities said the country has 392 infected animals, down nearly 19% since June 24.

“From our point of view, they took a totally exaggerated decision to closing the border again,” Sheinbaum said. “Everything that scientifically should be done is being done.”

Three weeks ago, Rollins announced plans for combating the parasite that include spending nearly $30 million on new sites for breeding and dispersing sterile male flies. Once released in the wild, those males would mate with females, causing them to lay eggs that won’t hatch so that the fly population would die out.

The USDA hopes a new fly factory will be operating in southern Mexico by July 2026 to supplement fly breeding at an existing complex in Panama. The agency also plans to open a site in southern Texas for holding sterile flies imported from Panama, so they can be released along the border if necessary.

Also Thursday, U.S. Reps. Tony Gonzalez, of Texas, and Kat McCammack, of Florida, urged the Trump administration to quickly approve the use of existing anti-parasite treatments for New World screwworm fly infestations in livestock. They said labeling requirements currently prevent it.

The City of Wichita now offers a free, low-barrier ID to enable residents to utilize City services and help support their full participation in society, according to a statement from the city on Thursday. The card will also promote community pride, allowing residents to feel a sense of ownership and provide a tangible form of identification.

A Subaru Forrester was northbound on Eastern Avenue and entered the intersection at Blue Ridge Boulevard from a stop sign and struck a southbound Dodge Dakota, according to KCPD Sergeant Phil DiMartino.

The impact caused the Dodge to rotate, striking the curb and a metal light pole before overturning.&nbsp;The front seat passenger of the Dodge was pronounced deceased at the scene. The driver of the Dodge was transported to a local hospital with critical injuries.

 The driver and rear seat juvenile passenger of the Subaru were uninjured in the collision.&nbsp; The occupants of the pickup were not wearing seat belts, according to DiMartino.&nbsp; This is fatality #43 compared to #49 at this time last year. The accident remains under investigation.&nbsp; Names of the victims have not been releases.

1 dead, 1 critically injured after pickup, SUV crash in Kansas City 

BUTLER COUNTY —Law enforcement investigating a triple-fatal crash that occurred June 11, in Butler County have arrested the driver involved.

On July 3, a warrant was issued in the District Court of Butler County Kansas for Tyler J. Beauclaire 24, of Mansura, Louisiana for three (3) counts of Murder in the Second Degree and two (2) counts of Aggravated Battery, according to Butler County Undersheriff Daimon Cundiff.

Just after 6:30p.m. onn Wednesday, Beech Grove, Indiana police arrested Beauclaire in Beech Grove, for that warrant..

Beauclaire is alleged to be the driver of the Black Chevrolet truck that struck the vehicle driven by Eliot Eichbauer and occupied by teenagers Arlo and Silas Eichbauer, killing all three. It is believed that Beauclaire left the state of Kansas, went back to Louisiana for a period of time, and was then located in Beech Grove, in the Indianapolis metropolitan area.

The two counts of Aggravated Battery are for the passengers in the truck that Beauclaire is alleged to have been driving. The sheriff's office has no released their names but they did sustain serious injuries in the crash. Alcohol is still believed to be a factor in the crash but investigators do not have those results yet.

Locating Beauclaire was a collaborative effort between Butler County Sheriff’s Investigators, the Louisiana State Police, and the Beech Grove Indiana Police Department.

The witness told deputies that the Chevrolet truck had been weaving back and forth on the highway just prior to the crash.

&nbsp;Eichbauer and both of his passengers, 19-year-old Arlo Eichbauer and 16-year-old Silas Eichbauer, both of Wichita were pronounced dead at the scene of the crash, according to Cundiff.

Driver in triple-fatal Kansas crash captured in Indiana

CONCORD, N.H. (AP) — The legal fight over President Donald Trump's order ending&nbsp;<a href="https://apnews.com/article/birthright-citizenship-immigration-trump-20919d26029cf0f98ecb0dc7f90a066b">birthright citizenship</a>&nbsp;is advancing on a path toward the U.S. Supreme Court.

A&nbsp;<a href="https://apnews.com/article/birthright-citizenship-classaction-lawsuit-055227e3f219fd890c78cd21c89fd5d0">New Hampshire federal judge on Thursday</a>&nbsp;issued a ruling prohibiting the president's January executive order ending&nbsp;<a href="https://apnews.com/article/birthright-citizenship-immigration-trump-20919d26029cf0f98ecb0dc7f90a066b">birthright citizenship</a>&nbsp;for children born to those without legal status from taking effect anywhere in the U.S.

The judge's preliminary injunction and certification of a class-action lawsuit blocks the order, though it included a seven-day stay to allow for appeal.

The district court judge's decision comes less than a month after the Supreme Court limited lower courts from issuing nationwide injunctions without settling the underlying question of the constitutionality of the president's order. The high court also left open the possibility that birthright citizenship challenges could remain blocked nationwide.

<a href="https://apnews.com/article/birthright-citizenship-immigration-trump-20919d26029cf0f98ecb0dc7f90a066b">Birthright citizenship</a>&nbsp;makes anyone born in the United States an American citizen, including children born to mothers in the country illegally.

The practice goes back to soon after the Civil War, when Congress ratified the Constitution’s 14th Amendment, in part to ensure that Black people, including former slaves, had citizenship.

“All persons born or naturalized in the United States and subject to the jurisdiction thereof, are citizens of the United States,” the amendment states.

Thirty years later, Wong Kim Ark, a man born in the U.S. to Chinese parents, was refused reentry into the U.S. after traveling overseas. His lawsuit led to the Supreme Court explicitly ruling that the amendment gives citizenship to anyone born in the U.S., no matter their parents’ legal status.

It has been seen since then as an intrinsic part of U.S. law, with only a handful of exceptions, such as for children born in the U.S. to foreign diplomats.

Trump has long said he wants to do away with birthright citizenship

Trump's executive order, signed in January, seeks to deny citizenship to children who are born to people who are living in the U.S. illegally or temporarily. It is part of the hard-line immigration agenda of the president, who has called birthright citizenship a “magnet for illegal immigration.”

Trump and his supporters focus on one phrase in the amendment — “subject to the jurisdiction thereof” – saying it means the U.S. can deny citizenship to babies born to women in the country illegally.

A series of federal judges have said that is not true, and issued nationwide injunctions stopping his order from taking effect.

“I’ve been on the bench for over four decades. I can’t remember another case where the question presented was as clear as this one is. This is a blatantly unconstitutional order,” U.S. District Judge John Coughenour said at a hearing earlier this year in his Seattle courtroom.

The justices didn't say if Trump's order is constitutional

The administration hailed the ruling as a monumental check on the powers of individual district court judges, whom Trump supporters have argued want to usurp the president's authority with rulings blocking his priorities around immigration and other matters.

But the Supreme Court did not address the merits of Trump's bid to enforce his birthright citizenship executive order, and it left the door open for class action lawsuits challenging it.

The Supreme Court said district judges generally can’t issue nationwide injunctions. But the court didn’t rule out whether judges could accomplish much the same thing by a different legal means, a class action.

New Hampshire District Court Judge Joseph Laplante's decision comes amid legal challenges to the president’s order in district and appellate courts across the country.

Among the other cases pending are lawsuits brought by some two dozen states and cities, immigrant rights advocates and mothers and mothers-to-be.

A district court judge in Maryland is considering arguments over how to proceed since the Supreme Court’s opinion limiting nationwide injunctions.

New Jersey and other states’ attorneys general are arguing a nationwide pause of the order is warranted under the high court’s recent opinion and that it’s up to federal government to propose other remedies for the courts to consider.

Boston College law professor Daniel Kanstroom, an immigration law expert, said he thinks the case is bound for the Supreme Court.

“The stakes in this case could not possibly be higher,” he said. “It affects millions of people. It affects the whole nature of our immigration system. And it in many ways, it affects the continuing question of how we reacted to slavery and to the Civil War and what the 14th Amendment was about in the first place.”

Courts in battle over Trump’s birthright citizenship order

SEDGWICK COUNTY— A Kansas man has pleaded guilty in connection with the 2023 shooting death of a man in Wichita.

On Tuesday, 21-year-old James Sawyer&nbsp;pleaded guilty in Judge Jeffrey Goering's courtroom to second-degree murder and attempted aggravated robbery in the death of 34-year-old Daniel McPherson, according to the Sedgwick County District Attorney's office.

On Dec. 6, 2023, the Blackwell, Oklahoma Police Department contacted Sedgwick County Dispatch, reporting a shooting investigation involving two individuals including Sawyer and 18-year-old Phillip Walls who had entered a Blackwell hospital, with one of them sustaining a gunshot wound, according to Officer Andrew Ford.

Following discussions with the subjects, Blackwell Police shared information with Sedgwick County Dispatch. Consequently, the Wichita Police Department was alerted to respond to the Hydraulic and MacArthur area based on information suggesting that the shooting victim, 34-year-old Daniel McPherson, would be found there.

Upon arrival, officers discovered McPherson with a gunshot wound to his head. He&nbsp;was pronounced dead at the scene. Homicide investigators were dispatched to conduct the investigation and later traveled to Blackwell, Oklahoma where Walls and&nbsp;James Sawyer, 19, Wichita, were in custody.&nbsp;

In 2024, Walls pleaded guilty to multiple charges related to the shooting and&nbsp;was sentenced to more than 27 years in prison, according to the district attorney's office.
