WASHINGTON (AP) — President Donald Trump's most powerful adviser, Elon Musk, made a rare public appearance at the White House on Tuesday to defend the swift and extensive cuts he's pushing across the federal government while acknowledging there have been mistakes and will be more.

Musk stood next to the Resolute Desk with his young son as Trump praised Musk's work with his Department of Government Efficiency&nbsp;<a href="https://apnews.com/article/ies-musk-doge-education-cuts-4461d7bdbe9d55c5a411d8465999b011">to slash spending</a>&nbsp;and as the president signed an executive order to continue downsizing the federal workforce.

Despite concerns that he’s amassing unaccountable power&nbsp;<a href="https://apnews.com/article/elon-musk-donald-trump-doge-secrecy-68a66370cbc67c457e0a1c6edb08c5ef">with little transparency</a>, Musk described himself as an open book. He joked that the scrutiny over his&nbsp;<a href="https://apnews.com/article/elon-musk-donald-trump-doge-21153a742fbad86284369bb173ec343c">sprawling influence over federal agencies</a>&nbsp;was like a “daily proctology exam.”

Despite Musk’s pledge to be “maximally transparent,” the White House on Tuesday fired the inspector general for the U.S. Agency for International Development, a day after the watchdog’s office warned that the DOGE-directed dismantling of USAID had made it all but impossible to monitor $8.2 billion in humanitarian funds.

Musk, taking questions from reporters for the first time since joining the Trump administration as a special government employee, defended DOGE's work as “common sense” and “not draconian or radical.”

“The people voted for major government reform, and that’s what the people are going to get,” he said. “That’s what democracy is all about.”

Musk, the world’s richest person and the owner of the social media platform X, said that he was trying to be “as transparent as possible” and claimed that the organization's work was shared on X and on DOGE's website. However, the DOGE website has no information, and the postings on X are lacking many details, including which programs are being cut and where the organization has access.

Musk acknowledged, in response to a question, that some of the claims he's made about government programs and spending have been wrong.

“Some of the things that I say will be incorrect and should be corrected. So nobody can bat 1,000,” he said, adding that he would act quickly to correct errors.

He acknowledged DOGE could be making errors as well.

“We are moving fast, so we will make mistakes, but we’ll also fix the mistakes very quickly,” Musk said.

Musk said there are some good people in the federal bureaucracy, but they need to be accountable. Musk referred to the federal bureaucracy as an “unelected” fourth branch that had “more power than any elected representative.”

Trump and Musk are pushing federal workers to resign in return for financial incentives, although their plan&nbsp;<a href="https://apnews.com/article/donald-trump-federal-workers-doge-musk-buyout-522b13db0dac361a6225d289773f9c1d">is currently on hold</a>&nbsp;while a judge reviews its legality. The deferred resignation program, commonly described as a buyout, would allow employees to quit and still get paid until Sept. 30. Administration officials said more than 65,000 workers have taken the offer.

A White House fact sheet on the executive order Trump signed said that “agencies will undertake plans for large-scale reductions in force and determine which agency components (or agencies themselves) may be eliminated or combined because their functions aren’t required by law.”

It also said that agencies should “hire no more than one employee for every four employees that depart from federal service.” There are plans for exceptions when it comes to immigration, law enforcement and public safety.

Hundreds of people gathered for a rally Tuesday across the street from the U.S. Capitol in support of federal workers.

Janet Connelly, a graphic designer with the Department of Energy, said she's fed up with emails from the Office of Personnel Management encouraging people to take the deferred resignation program.

She tried to use her spam settings to filter out the emails but to no avail. Connelly said she has no plans to take the offer.

“From the get-go, I didn’t trust it,” she said.

Connelly said she thinks of her work as trying to do an important service for the American public.

“It’s too easy to vilify us," she said.

Others have said fear and uncertainty have swept through the federal workforce.

“They’re worried about their jobs. They’re worried about their families. They’re also worried about their work and the communities they serve,” said Helen Bottcher, a former Environmental Protection Agency employee and current union leader in Seattle.

Bottcher participated in a press conference hosted by Sen. Patty Murray, a Democrat from Washington.

Murray said workers “deserve better than to be threatened, intimidated and pushed out the door by Elon Musk and Donald Trump.” She also said that "we actually need these people to stay in their jobs or things are going to start breaking.”

A government lawyer, who spoke to the Associated Press on the condition of anonymity because of fears of retaliation, said it was a terrifying time to be a federal worker.

She said people are worried that their phones and computers are being monitored. She's a single mother with a young daughter, and her father is urging her to take a safer job in the private sector.

But she's skeptical of the deferred resignation program, emphasizing that accepting the offer means workers can't sue if they're not paid what they're promised.

Illegal immigrant caught with 167,000 fentanyl pills in SW Kansas

WASHINGTON (AP) — Marc Fogel, an American teacher who was deemed wrongfully&nbsp;<a href="https://apnews.com/article/marc-fogel-russia-state-department-prisoner-swap-pennsylvania-putin-af3906fd2692d13ca168f507ef448fda">detained in Russia</a>, has been released, the White House announced on Tuesday.

Steve Witkoff, a special envoy for President Donald Trump, left Russian airspace with Fogel, a history teacher from Pennsylvania, and he's expected to be reunited with his family by the end of the day.

Fogel was arrested in August 2021 and was serving a 14-year prison system. His family and supporters said he had been traveling with medically prescribed marijuana, and he was designated by President Joe Biden’s administration as wrongfully detained in December.

Mike Waltz, Trump's national security adviser, said the U.S. and Russia “negotiated an exchange” to ensure Fogel's release. He did not say what the U.S. side of the bargain entailed. Previous negotiations have occasionally involved reciprocal releases of Russians by the U.S. or its allies.

Waltz described the development as “a sign we are moving in the right direction to end the brutal and terrible war in Ukraine.” Trump, a Republican, has promised to find a way to end the conflict.

Fogel's relatives said they were “beyond grateful, relieved and overwhelmed” that he was coming home.

“This has been the darkest and most painful period of our lives, but today, we begin to heal,” they said. "For the first time in years, our family can look forward to the future with hope.”

There was no immediate comment from Moscow about Fogel’s release on Tuesday.

Other Americans also remain detained in Russia when they weren't included in a massive prisoner swap last August that freed Wall Street Journal reporter Evan Gershkovich.

White House: American teacher freed from Russian prison is home

KANSAS CITY—A jury on Friday convicted a Kansas City area man of two felonies in connection with a fatal shooting in Raytown in 2021, according to Jackson County Prosecutor Melesa Johnson.

The jury convicted 47-year-old Robert E. Matlock Jr. of 2nd Degree Murder and Armed Criminal Action. The jury recommended 18 years for murder and seven years for Armed Criminal Action.&nbsp;

<a href="https://www.jacksoncountyprosecutor.com/DocumentCenter/View/2499/RMatlock_Redacted">According to court records</a>, Raytown police were dispatched to the 7700 block of Raytown Road after receiving a call from Matlock, who said he had shot his roommate who lunged at him during an argument.

Police said the shooting happened at the home the two men shared as they argued over Matlock’s decision to place a lock on a door leading to Matlock’s medical marijuana kept in the garage..

 Police arrived at the residence and found the victim suffering from several gunshots.&nbsp; Matlock also showed police a video from his phone, showing him shooting the victim.&nbsp;

An autopsy on the victim revealed gunshot wounds along his right side and the right quarter of his back.&nbsp;

“I am proud of our incredible prosecution team who worked tirelessly on this challenging case to ensure justice was served. While the defendant claimed self-defense under the castle doctrine, the prosecution team was able to show the jury those rights do not apply just because an incident occurs near someone’s bedroom door in a shared home. The prosecution team was able to help the jury understand that roommates share common areas, where the victim was standing at the time of the shooting, and deadly force is not reasonable in those situations. The team’s work on this case shows the castle doctrine cannot be used as a blanket excuse for any act of violence inside a home,”&nbsp;Prosecutor Johnson said.&nbsp;

Prison for killing roommate in dispute over locked door

WASHINGTON (AP) — A federal appeals court on Tuesday refused to halt a judge’s order requiring the Trump administration to release billions of dollars in federal grants and loans. States say the money remains frozen even after a court blocked a sweeping pause on federal funding.

The Boston-based 1st U.S. Circuit Court of Appeals turned back the emergency appeal, though it said it expected the lower court judge to act quickly to clarify his order.

The Justice Department argued the sweeping lower court order to keep all federal grants and loans flowing was “intolerable judicial overreach.”

That ruling came from U.S. District Court Judge John McConnell in Rhode Island, the first judge to find that the administration had disobeyed a court order.

McConnell is presiding over a lawsuit from nearly two dozen states filed after the administration issued a boundary-pushing memo purporting to halt all federals grants and loans, worth trillions of dollars. The plan sparked chaos around the country.

House Minority Leader Brandon Woodard, a Kansas City-area Democrat, acknowledged as much during a recent news conference and said opponents will ask state courts to overturn a ban.

Supporters argue that a ban would protect vulnerable children from what they've often described as a radical ideology about gender.

Kan. governor vetoes a ban on gender-affirming care for trans minors

DOUGLAS COUNTY —Law enforcement are investigating alleged child sex crimes involving a staff member at an elementary school in Lawrence and learned of more victims.

On Saturday, police in Lawrence launched&nbsp;an investigation into an alleged sexual assault of two students at Prairie Park Elementary, according to police spokesperson Laura McCabe.

A concerned parent of one student called police Saturday morning about events that occurred during the school day on February 7. Investigators quickly uncovered evidence that led to the Saturday night arrest of 60-year-old Mark Elliott Gridley.&nbsp; &nbsp;He is a Speech and Language Pathologist at the school.

Monday morning, investigators learned of a second possible victim.&nbsp; That alleged assault also occurred Friday morning at the school.

On Tuesday, police confirmed there are more than two victims in this investigation, according to McCabe. Police did not provide an exact number. Each parental concern brought to the attention of police must be fully investigated, which takes time. 

The team of police investigators, in conjunction with experts from the Children’s Advocacy Center of Douglas County, are working to investigate all information received. 

The scope of the investigation has now expanded to include students who were not receiving services for speech at the school. Police are asking for parents of students at Prairie Park Elementary School to have a conversation with their children about any possible contact with Mark Gridley. Should concerns arise at any point in those conversations, police ask that parents stop the conversation and contact the investigations hotline set up for this investigation at (785) 830-7430.

Police are working closely with the Children’s Advocacy Center of Douglas County, USD 497 administrators, and the District Attorney’s office to ensure all expert services coordinate to uncover the complete scope of the potential harm and crimes committed.

In addition to the on-site law enforcement presence, police set up a phone line for parents who may need to report a concern about their child and any contact with Mark Gridley. More victims: Speech pathologist at Kan. school accused of child sex crimes

SALINA, Kan. – The Kansas Bureau of Investigation (KBI) has arrested Manuel Johnson-Ponce, 29, of Salina, related to his role in a Feb. 4 standoff and officer-involved shooting in Salina.

KBI agents arrested Johnson-Ponce following his release from Salina Regional Health Center. Agents then transported Johnson-Ponce to the Saline County Jail where he was booked on a warrant for three counts of aggravated assault of a law enforcement officer, two counts of criminal threat, aggravated endangering a child, domestic battery, criminal restraint, and criminal trespass.

At around 11:20 a.m. February 4, police received a call from a woman who reported an armed domestic disturbance at her home, in the 900 block of Birch Drive in Salina.

Preliminary information indicates that when officers arrived, they contacted a female subject outside the house and learned that a male subject, later identified as Manuel Johnson-Ponce, 29, of Salina, had barricaded inside the home with a three-year old child. He was making threats to the child and officers.

Around 12 p.m., SPD’s SWAT team also responded to the scene. KBI’s High Risk Warrant Team (HRWT) was requested to assist around 12:15 p.m.

During the standoff, Johnson-Ponce refused to comply with repeated commands to come out of the house. He would also not allow the toddler to leave. Around 1 p.m. an officer from SPD fired rounds striking Johnson-Ponce. Immediately following the shooting, law enforcement officers safely rescued the child from the home.

Officers rendered aid to Johnson-Ponce. EMS arrived and transported him to a local hospital. Johnson-Ponce was treated for non-life threatening injuries and is in stable condition. No law enforcement officers were injured during the incident.

This independent investigation aims to discover all events leading up to the officer-involved shooting. In police use of force cases, the KBI releases details to the public as soon as possible. This information is preliminary in nature, and is based on evidence collected and early statements of the parties involved, witnesses, medical personnel and others. It does not represent final or thorough findings which take several weeks to complete.

KBI: Suspect in Salina officer shooting moved from hospital to jail

DALLAS (AP) — The FBI on Tuesday said it discovered 2,400 new records related to the&nbsp;<a href="https://apnews.com/hub/jfk-assassination">assassination of former President John F. Kennedy</a>&nbsp;as federal agencies work to comply with President Donald Trump's executive order last month to release&nbsp;<a href="https://apnews.com/article/jfk-assassination-documents-release-trump-50ea62770b13f0ffc11ca18dde03500d">thousands of files</a>.

The FBI said it's working to transfer the records to the National Archives and Records Administration to be included in the declassification process.

The federal government in the early 1990s mandated that all documents related to the&nbsp;<a href="https://apnews.com/general-news-51224feebb8742a8a4e604da845c7fa8">Nov. 22, 1963</a>, assassination be housed in a single collection at the National Archives. And while the vast majority of the collection — over 5 million records — has been made public, researchers estimate that 3,000 files&nbsp;<a href="https://apnews.com/article/jfk-assassination-documents-release-trump-50ea62770b13f0ffc11ca18dde03500d">haven't been released,</a>&nbsp;either in whole or in part.

The FBI did not say in its statement what kind of information the newly discovered files contain. The FBI in 2020 opened a Central Records Complex and began a years-long effort to ship, electronically inventory and store closed case files from field offices across the country. The agency said a more comprehensive records inventory along with technological advances allowed it to quickly search and locate records.

Jefferson Morley, vice president of the Mary Ferrell Foundation, a repository for files related to the assassination, called the FBI’s disclosure of the files “refreshingly candid.”

“It shows that the FBI is serious about being transparent,” said Morley, who is also editor of the JFK Facts blog.

Morley said it sets a precedent for other agencies to come forward with documents that haven’t yet been turned over to the National Archives.

Trump's order last month directed the national intelligence director and attorney general to develop a plan to release classified records related to Kennedy’s assassination. A spokesperson for the Office of the Director of National Intelligence said that as required by the order, a release plan has been submitted, but offered no details about the plan or a timeline for when records may be made available to the public.

The collection was required to be&nbsp;<a href="https://apnews.com/article/c50d6fd107534341b9fa47b9014801ab">opened by 2017,</a>&nbsp;barring any exemptions designated by the president. “If they are really new assassination documents, then it raises a whole bunch of questions about how they were missed for all of these years,” Posner said.

He said the “wow” would be if they are related to Oswald or the investigation.

Morley said the CIA's surveillance of Oswald has been the “emerging story over the last five to 10 years." He said there could be information on that in the new files.

Cosmosphere gets flag collection from Apollo 16 astronaut

SEDGWICK COUNTY —Police reported on Tuesday afternoon they had located the maroon Ford Focus has been located by officers involved in alleged attempted abduction.&nbsp; Police release no additional details as the investigation continues.

SEDGWICK COUNTY —Law enforcement are investigating an alleged attempted abduction and asking for help to locate a suspect.

Just after 3:30p.m. Monday, a concerning incident occurred in the area of 2500 W Esther Street in Wichita, according to a social media report from Wichita Police.

 A 14-year-old girl was walking home when a maroon sedan pulled up beside her. The passenger in the vehicle made inappropriate comments and attempted to coerce her into getting into the car.

Police locate car in alleged attempted abduction of Kan. teen

POTTAWATOMIE COUNTY—One person died from injuries in an accident just after 8a.m. Tuesday in Pottawatomie County.

According to the Pottawatomie County Sheriff, a 2006 Pontiac Solstice driven by 66-year-old Shirley Riegel of Oklahoma was southbound on Highway 99 at North Church Road in rural Westmoreland.

The driver lost control of the car. It overturned in the west ditch and came to rest on its roof. EMS transported Riegel and a passenger 74-year-old Marsa Chandler, also of Oklahoma, to Stormont Vail in Topeka where Chandler died.

&nbsp;The accident remains under investigation, according to the sheriff's office.

Woman killed in rollover crash on Kansas highway

SEDGWICK COUNTY– A Kansas man sentenced to a life prison term in 2023 for the rape of runaway girl was given another long prison sentence&nbsp; February 7.

 Sedgwick County District Judge Bruce Brown sentenced Gerardo Aguero-Hernandez, 31 of Wichita, to 1,367 months in prison for the crimes of kidnapping and rape, following a July 2018 attack in Wichita, according to the Sedgwick County District Attorney's office.

 A woman in her 50’s was pulled into a car while she was walking from a gas station. In June, a jury found Aguero-Hernandez guilty .

The sentence was ordered to run consecutive to the previous sentence imposed in September of 2023 by Judge Brown. In that case, Aguero-Hernandez was found guilty of aggravated kidnapping, rape, aggravated battery for the 2020 kidnap and rape of a girl who had run away from a foster home. 

In that matter, Judge Brown sentenced Aguero-Hernandez to life without parole eligibility for 25 years plus an additional 184 months.

Between the two cases, Aguero-Hernandez has now been sentenced to serve not less than 25 +15 years followed by 1,367 months or 113 years or approximately 153 years.

Gerardo Aguero-Hernandez, 26, Wichita, was sentenced to life with without parole eligibility for 25 years plus an additional 184 months, according to the Sedgwick County District Attorney's office.&nbsp;

On May 22, 2020, police responded to a rape report in the 1800 block of W. Pine Avenue in Wichita, according to officer Charley Davidson.&nbsp;

A minor female who ran to that location and reported to a citizen that she had been sexually assaulted. The investigation revealed that the juvenile ran from her foster home earlier in the day around noon.&nbsp;

A suspect identified as Aguero-Hernandez contacted her as she walked along North Broadway and offered her a ride.&nbsp; She accepted, but instead of being taken to the agreed-upon location, Aguero-Hernandez drove her to an area near Arthur B. Sim Park.&nbsp; While in the vehicle, Aguero-Hernandez sexually assaulted and battered the girl, according to Davidson. She was able to escape the vehicle and ran to contact a citizen who called 911.&nbsp; Through further investigation, Aguero-Hernandez was identified subsequently arrested&nbsp;from a residence in the 2400 block of N. Woodland in Wichita.

A jury convicted Aguero-Hernandez of rape, aggravated kidnapping and two counts of aggravated battery. The jury acquitted him of attempted first-degree murder, according to the district attorney's office.

WASHINGTON (AP) — President Donald Trump said Monday he is banning federal use of paper straws, saying they “don’t work” and don't last very long. Instead he wants the government to exclusively move to plastic.

“It’s a ridiculous situation. We’re going back to plastic straws,” Trump said as he signed an executive order to reverse federal purchasing policies that encourage paper straws and restrict plastic ones. The order directs federal agencies to stop buying paper straws “and otherwise ensure that paper straws are no longer provided within agency buildings.”

The move by Trump — who has long railed against paper straws, and whose 2019 reelection campaign&nbsp;<a href="https://apnews.com/united-states-government-b563fe72490a422e809fad211100d06d">sold Trump-branded reusable plastic straws</a>&nbsp;for $15 per pack of 10 — targets a Biden administration policy to&nbsp;<a href="https://bidenwhitehouse.archives.gov/briefing-room/statements-releases/2024/07/19/fact-sheet-biden-harris-administration-releases-new-strategy-to-tackle-plastic-pollution-takes-action-to-reduce-single-use-plastics-in-federal-operations/">phase out federal purchases of single-use plastics,</a>&nbsp;including straws, from food service operations, events and packaging by 2027, and from all federal operations by 2035.

The environment is littered with single-use plastic food and beverage containers — water bottles, takeout containers, coffee lids, shopping bags and more.

Around the world, the equivalent of one garbage truck of plastic&nbsp;<a href="https://nap.nationalacademies.org/catalog/26132/reckoning-with-the-us-role-in-global-ocean-plastic-waste">enters the ocean every minute</a>&nbsp;from a range of sources, including plastic bags, toothbrushes, bottles, food packaging and more, experts say. As those materials break down in the environment, microplastics are turning up in the stomachs of fish, birds and other animals, as well as in human blood and tissue.

And plastic manufacturing releases planet-warming greenhouse gases and other dangerous pollutants. More than 90% of plastic products are derived from fossil fuels such as oil and natural gas, and millions of tons of plastic waste enter the world’s oceans every year. Many multinational companies have moved away from plastic straws and have made reducing plastic use across their operations central to their sustainability goals, making Trump's decision an outlier in the business world.

Trump’s order is “more about messaging than finding solutions,″ said Christy Leavitt, plastics campaign director for the environmental group Oceana, noting that most U.S. voters support requiring companies to reduce single-use plastic packaging and foodware.

“President Trump is moving in the wrong direction on single-use plastics,'' Leavitt said. “The world is facing a plastic pollution crisis, and we can no longer ignore one of the biggest environmental threats facing our oceans and our planet today.”

The plastic manufacturing industry applauded Trump's move.

“Straws are just the beginning,” Matt Seaholm, president and CEO of the Plastics Industry Association, said in a statement. “‘Back to Plastic’ is a movement we should all get behind.”

More than 390 million straws are used every day in the United States, mostly for 30 minutes or less, according to advocacy group Straws Turtle Island Restoration Network. Straws take at least 200 years to decompose and pose a threat to turtles and other wildlife as they degrade into microplastics, the group says.

"To prevent another sea turtle from becoming a victim to plastic, we must make personal lifestyle alterations to fight for these species,'' the group said in a statement.

Every year, the world produces more than 400 million tons of new plastic.&nbsp;<a href="https://apnews.com/article/plastic-pollution-crisis-treaty-south-korea-631960e4375aeec46517133348635a7d">About 40% of all plastics are used in packaging</a>, according to the United Nations.

Globally, nations are creating a treaty to address plastic pollution. Leaders met for a week in South Korea late last year but&nbsp;<a href="https://apnews.com/article/plastic-pollution-treaty-south-korea-75187319a8cebc6e54fc1557ff40b266">didn’t reach an agreement</a>. Talks resume this year as more than 100 countries pursue a pact that limits plastic production as well as tackles cleanup and recycling.

The U.S., China and Germany are the biggest players in the global plastics trade. U.S. manufacturers have asked Trump to remain at the negotiating table, and to revert to Biden’s previous position that focused on redesigning plastic products, recycling and reuse.

The company said that lids on the “easy open” cans may have a manufacturing defect that could cause the products to leak or to become contaminated with the bacteria that causes botulism.

The affected products have retail codes listed in the recall notice and best-by dates in 2027 and 2028. The tuna was also sold at Harris Teeter, Publix, Safeway and some independent stores in several states.

No illnesses have been reported to date, the company said. Consumers should not consume the recalled tuna even if it doesn't look or smell spoiled. Return the recalled tuna to the store for a full refund, throw it away or contact Tri-Union Seafoods.

Botulism is a rare but serious illness that occurs when a toxin caused by the bacteria attacks the body's nerves. It can cause difficulty breathing, paralysis and death.

After spending the weekend in jail, King met the requirement of a $250,00 bond and was released from jail just before 10:30a.m. on Monday.

For years, the Hamilton County Sheriff’s Office in suburban Indianapolis has wanted to partner with federal immigration authorities to identify and detain immigrants who are in the U.S. illegally and facing charges.

Under Trump,&nbsp;<a href="https://apnews.com/hub/us-immigration-and-customs-enforcement">U.S. Customs and Immigration Enforcement</a>&nbsp;is reviving and expanding a decades-old program that trains local law officers to interrogate immigrants in their custody and detain them for&nbsp;<a href="https://apnews.com/article/trump-biden-deportations-border-immigration-bcd2737e6f9b482ec500238c6caa4f35">potential deportation</a>. The 287(g) program — named for a section of the 1996 law that created it — currently applies only to those already jailed or imprisoned on charges.

But Trump’s border czar, Tom Homan, recently told sheriffs that he wants to expand it to include local task forces that can make arrests on the streets, reviving a model that former President Barrack Obama discontinued amid concerns about racial profiling. It’s unclear whether that could allow local officers to stop people solely to check their immigration status.

On Friday, Florida Gov. Ron DeSantis announced that the Florida Highway Patrol had struck an agreement with ICE to interrogate, arrest and detain immigrants suspected of being in the country illegally and deliver them to federal authorities.

The arrangement will help “fulfill the president’s mission to effectuate the largest deportation program in American history,” DeSantis said.

Advocates for immigrants, meanwhile, are raising alarm about new pacts that put local law officers on immigration enforcement.

“All of these agreements, in practice, have the same track record of racial profiling, of sweeping in U.S. citizens or people who have lawful status, of having a chilling effect in terms of communities reporting crime to local law enforcement agencies,” said Nayna Gupta, policy director at the nonprofit American Immigration Council.

But problems arose in several places, including Arizona.In 2011, a&nbsp;<a href="https://www.documentcloud.org/documents/25515657-mcso_justice-department_2011/" target="_blank">civil rights investigation</a>&nbsp;by the U.S. Department of Justice found that deputies in Maricopa County, which includes Phoenix, had engaged in a pattern of racial profiling, unlawful stops and arrests of Latinos. The Department of Homeland Security&nbsp;<a href="https://apnews.com/dbbc09f793ce4550b2445ce30cc8d418">ended its agreement</a>&nbsp;with the county.The program became “the hallmark of far-right, anti-immigrant sheriffs” as a means “to feed people on the basis of their ethnicity into the deportation machine,” asserted Lena Graber, senior staff attorney at the nonprofit Immigrant Legal Resource Center.In recent years, ICE has offered two types of 287(g) agreements to law enforcement agencies. One model requires four weeks of training and allows local officers to question suspected noncitizens who are jailed on other charges and detain them for ICE. The other model, which Trump launched during his first term, requires just eight hours of training and only allows local officers to serve federal immigration warrants.As of December, ICE had 135 agreements with sheriff’s offices, police departments and prison systems in 21 states, with requests pending from 35 others. Two-thirds of the agreements were in just three states — Florida, Texas and North Carolina. But no agreements had been signed during Biden’s four years as president, according to ICE data.On his&nbsp;<a href="https://apnews.com/article/trump-deportation-immigration-homan-asylum-inauguration-ac10480dc636b758ab3c435b974aeb19">first day back in office</a>, Trump ordered the Department of Homeland Security to maximize 287(g) agreements for local law officers to investigate, apprehend and detain immigrants. At a recent National Sheriffs’ Association conference, Homan said the administration is looking to lighten detention facility regulations and shorten the training to encourage greater collaboration with federal immigration officials.The association’s president, Kieran Donahue, applauded the announcement.“There’s going to be local sheriffs’ offices throughout the country, no question, they’re going to sign onto this program,” Donahue told the AP.But Donahue is not planning to sign up his own department in Canyon County, Idaho.“I don’t have that kind of manpower,” he said, adding: “I have no bed space in my facility. Zero.”<h2>States push for mandatory ICE training</h2>The Florida Department of Law Enforcement in 2002 was the first to sign a 287(g) agreement with the federal government, running a task force for immigration enforcement. Twenty years later, Florida became&nbsp;<a href="https://apnews.com/article/immigration-biden-business-florida-ron-desantis-a16cc42c3a77bd80e2c45ee8e6234c13">the first state to require</a>&nbsp;all local agencies with county jails to join the program or inform the state why they couldn’t.After a Venezuelan man who was illegally in the U.S. killed University of Georgia student Laken Riley, Georgia passed a law last year requiring local law enforcement agencies to apply for the program.This year, Republican lawmakers in about a dozen states are seeking to require or incentivize cooperative agreements with ICE. One measure is sponsored by Texas state Rep. David Spiller, a Republican who also authored a law&nbsp;<a href="https://apnews.com/article/texas-immigration-migrants-arrest-explainer-306f644e8bb95333b078ed3923adacf0">allowing any law enforcement officer to arrest migrants</a>&nbsp;suspected of entering the country illegally. That law is on hold amid a legal challenge.Spiller said mandatory participation in ICE programs is essential.“President Trump and border czar Homan cannot remove and deport all the people that are a public safety threat to our state and our nation over the next year and a half without the help of our local law enforcement,” Spiller said.Already this year, Florida lawmakers have passed legislation that would allot millions of dollars for local immigration enforcement efforts.&nbsp;<a href="https://apnews.com/article/immigration-bill-tennessee-republican-17af910d31b325516da02f0ff9a5c853">Legislation passed in Tennessee</a>&nbsp;would direct the state to apply for the 287(g) program and authorize grants for local agencies that join.Legislation creating a state grant program for 287(g) participants also passed the Indiana Senate this week and is pending in the House. Democratic state Sen. Rodney Pol called it a “very, very dangerous” and “very, very disturbing” proposal.“We’re putting too much on people, particularly police officers, that are going to be put into situations where they’re going to have to break up their communities,” Pol said.But Lowes said Hamilton County deputies plan to focus only on people who are already in jail. Last year, he said, the jail booked over 500 people believed to be noncitizens on charges that included driving while intoxicated, drug possession, theft, burglary, sexual battery and other offenses. It’s unclear how many were in the country illegally, but ICE became involved in 64 of those cases, he said.“We believe that this program will help us see a reduction in some of those crimes and will help us get some of the people out of our community that are committing crimes that endanger our safety,” Lowes said.
