WASHINGTON (AP) — The Senate rejected competing measures on Friday to fund federal agencies for a few weeks when the new budget year begins on Oct. 1, increasing prospects for a partial government shutdown on that date. The final vote was 44-48. Kansas U.S. Senators Jerry Moran and Roger Marshall voted in favor of the House-passed clean continuing resolution that would have averted a government shutdown and against the Democrats’ version. Eight Senators missed the vote.

Leaders of the two parties sought to blame the other side for the standoff. Democrats accused Republicans of not negotiating with them to address some of their priorities on health care as part of the funding measure, even though they knew some Democratic votes would be needed to get a bill to the president's desk.

Republicans said Democrats were making demands that would dramatically increase spending and were not germane to the core issue of keeping agencies fully running for a short period of time while negotiations continued on a full-year spending measure.

“The Republican bill is a clean, nonpartisan, short-term continuing resolution to fund the government to give us time to do the full appropriations process. And the Democrat bill is the exact opposite," Senate Majority Leader John Thune, R-S.D., said shortly before the votes. “It’s what you might call, not a clean CR, a dirty CR – laden down with partisan policies and appeals to Democrats’ leftist base.”

The Democratic proposal would extend enhanced health insurance subsidies set to expire at the end of the year, plus reverse Medicaid cuts that were included in&nbsp;<a href="https://apnews.com/article/what-is-republican-trump-tax-bill-f65be44e1050431a601320197322551b">Republicans’ big tax breaks and spending cuts bill</a>&nbsp;enacted earlier this year.

“The American people will look at what Republicans are doing, look at what Democrats are doing, and it will be clear that public sentiment will be on our side,” said Senate Democratic Leader Chuck Schumer of New York, who has repeatedly threatened a shutdown if health care isn’t addressed.

The Senate action came after the House earlier in the day passed the Republican-led funding bill. The measure would extend government funding generally at current levels for seven weeks. The bill would also add about $88 million in security funding for lawmakers and members of the Supreme Court and executive branch in the wake of the assassination of conservative activist&nbsp;<a href="https://apnews.com/article/charlie-kirk-conservative-activist-shot-546165a8151104e0938a5e085be1e8bd">Charlie Kirk.</a>

The vote was 217-212. Rep. Jared Golden of Maine was the lone Democratic member to support the bill.

House Speaker Mike Johnson of Louisiana said he knew he had few votes to spare as he sought to persuade fellow Republicans to vote for the funding patch, something many in his conference have routinely opposed in past budget fights. But this time, GOP members see a chance to portray the Democrats as responsible for a shutdown.

"The ball is in Chuck Schumer’s court. I hope he does the right thing. I hope he does not choose to shut the government down and inflict pain on the American people,” Johnson said.

President Donald Trump had urged House Republicans to pass the bill and put the burden on Democrats to oppose it. GOP leaders often need Trump’s help to win over holdouts on legislation.

“Every House Republican should UNIFY, and VOTE YES!” Trump said on his social media site.

Democratic leader Hakeem Jeffries, D-N.Y., said that in opposing the continuing resolution, Democrats were working to protect&nbsp;<a href="https://apnews.com/article/shutdown-republicans-funding-schumer-congress-trump-0c1973b2d0aad76aa5a3ec3749965edd">the health care of the American people</a>. He said that with Republicans controlling the White House and both branches of Congress, “Republicans will own a government shutdown. Period. Full stop."

The Senate moved quickly after the House vote to take up the measure plus the Democratic counter. Both fell short of the 60 votes needed for passage. Now, it's unclear how things will shake out.

Senators could then potentially leave town until Sept. 29 — one day before the shutdown deadline. The Senate has a scheduled recess next week because of Rosh Hashana, the Jewish new year. Meanwhile, Johnson said Republicans were discussing whether to stay back in their home districts through the rest of September, essentially forcing the Senate to approve the House-passed measure or risk a shutdown. He said lawmakers have a lot of work to do in their districts.

Democrats on both sides of the Capitol are watching Schumer closely after his&nbsp;<a href="https://apnews.com/article/shutdown-trump-musk-doge-democrats-1aa4edf64103b0cf49dd26a0487ea9e6">last-minute decision in March</a>&nbsp;to vote with Republicans to keep the government open. Schumer argued then that a shutdown would be damaging and would give Trump and his White House freedom to make more government cuts. Many on the left revolted, with some advocates calling for his resignation.

The vote in the spring also caused a temporary schism with Jeffries, who opposed that particular GOP spending bill and said he would not be “complicit” with Schumer’s vote.

The two Democratic leaders now say they are united, and Schumer says things&nbsp;<a href="https://apnews.com/article/schumer-government-shutdown-budget-democrats-deadline-a0a24afe93f4a1d596fdf9093db58e3d">have changed since March</a>. The public is more wary of Trump and Republicans, Schumer says, after the passage of Medicaid cuts.

Most Democrats appear to be backing Schumer's demand that there be negotiations on the bill — and support his threats of a shutdown, even as it is unclear how they would get out of it.

“Look, the president said really boldly, don’t even talk to Democrats. Unless he’s forgotten that you need a supermajority to pass a budget in the Senate, that’s obviously his signal he wants a shutdown,” said Sen. Tammy Baldwin, D-Wis.

While the Democratic measure to fund the government had no chance of passage, it does give Democrats a way to show voters their focus on cutting health care costs. Unless Congress act, tax credits going to low- and middle-income people who purchase health insurance through the Affordable Care Act will expire. That will mean a big increase in premiums for millions of Americans.

“There are some thing we have to address. The health insurance, ACA, is going to hammer millions of people in the country, including in red states,” said Sen. Angus King, I-Maine. “To me, that can’t be put off.”

Republicans have said the tax credit issue can be dealt with later this year. They're also using Schumer's previous arguments against shutdowns to make the case he's playing politics.

“Democrats voted in favor of clean CRs no fewer than 13 times during the Biden administration,” Thune said. “Yet now that Republicans are offering a clean CR, it’s somehow a no-go. It’s funny how that happens.”

Moran, Marshall vote against Democrat bill to avoid government shutdown

KANSAS CITY—Law enforcement investigating a double homicide in Kansas City have released the name of the second victim as 17-year-old Delvyon Q. Carmichael, according to Jackson County Sheriff Daryl Forte'.

Just after&nbsp;7a.m. Sunday, patrol officers were dispatched to the 6800 block of Longview Road on a reported shooting.

Upon arrival officers were directed to the front of a grocery store where they located 49-year-old Gande A. Salamed, according to KCPD Sergeant Phil DiMartino. He was suffering from gunshot wounds. Officers began to render aid as KCFD Medics simultaneously arrived. He was pronounced deceased on scene.

Other officers arriving were directed to the north side of the grocery store parking lot where they located Carmichael also suffering from gunshot wounds. He was transported to a local hospital by ambulance, with life threatening injuries. Just before 9 a.m., investigators were notified that he died of his injuries at the hospital.&nbsp;

&nbsp;Preliminary information indicates there was an interaction outside of the grocery store between multiple individuals just prior to the shots being fired.&nbsp;This is being investigated as a homicide, and no one is in custody.

Colbert started his monologue on Thursday with the animated song “Be Our Guest” from Disney’s “Beauty and the Beast,” but replaced the lyrics with “Shut your trap. Shut your trap.”

He later addressed Kimmel directly, saying that he stands with him and his staff.

“If ABC thinks that this is going to satisfy the regime, they are woefully naive,” he said.

He also responded to remarks Carr made that it is important for broadcasters to push back on Disney programming “they determine falls short of community values.”

“Well, you know what my community values are, buster? Freedom of speech,” Colbert said to loud applause from his audience.

When Colbert talked with New Yorker editor David Remnick about Kimmel’s suspension, he said: “What we are seeing now is the government acting at the direction of the president of the United States to put pressure on, to manipulate, to silence and even to shut down institutions of the free word.”

The sheriff's office received the first report on September 12, and a second report on September 16. In total, approximately 30 head of cattle have been reported stolen.

Deputies are actively investigating both cases and are working closely with neighboring law enforcement agencies, area ranchers, and livestock markets in an effort to track the movement of the stolen cattle.

Sheriff investigating more cattle thefts in Kansas

The Federal Trade Commission and a bipartisan group of state attorneys general sued Ticketmaster and its parent company Thursday, saying they are forcing consumers to pay more to see live events through a variety of illegal tactics.

The FTC said Live Nation and its subsidiary, Ticketmaster, have deceived artists and consumers by advertising lower ticket prices than what consumers must pay and falsely claiming to impose strict limits on the number of tickets consumers can buy for an event.

In reality, the FTC said, Ticketmaster coordinates with ticket brokers who bypass those ticket limits. The FTC said brokers use fake accounts to buy up millions of dollars worth of tickets and then sell them at a substantial markup on Ticketmaster’s platform. Ticketmaster benefits from the additional fees it collects from those sales, the FTC said.

The Associated Press left messages seeking comment Thursday with Beverly Hills, California-based Live Nation Entertainment.

Ticketmaster controls 80% or more of major U.S. concert venues’ primary ticketing, according to the FTC. Consumers spent more than $82.6 billion buying tickets from Ticketmaster between 2019 and 2024, the agency added.

“American live entertainment is the best in the world and should be accessible to all of us. It should not cost an arm and a leg to take the family to a baseball game or attend your favorite musician’s show,” FTC Chairman Andrew Ferguson said in a statement.

The lawsuit was filed in the U.S. District Court for the Central District of California. Joining the lawsuit were the attorneys general of Colorado, Florida, Illinois, Nebraska, Tennessee, Utah and Virginia.

Ticketmaster has been in lawmakers’ sights since 2022, when it&nbsp;<a href="https://apnews.com/article/taylor-swift-ticketmaster-concert-tickets-parents-34399cca6403c97f0983a5c69c7edec0">spectacularly botched ticket sales</a>&nbsp;for Taylor Swift’s&nbsp;<a href="https://apnews.com/article/taylor-swift-eras-tour-end-06a41d7c717486f2c0e99a7304789912">Eras Tour</a>. The company’s site was overwhelmed by fans and attacks from brokers’ bots, which were scooping up tickets to sell on secondary sites. Senators&nbsp;<a href="https://apnews.com/article/ticketmaster-entertainment-inc-amy-klobuchar-minnesota-business-fd6bd24fbe88a259aa83496a898a05f9">grilled Live Nation</a>&nbsp;in a 2023 hearing.

But reform in the industry&nbsp;<a href="https://apnews.com/article/american-concert-ticket-sale-reforms-taylor-swift-a5ddb8282a2c72f6dedafc8139c75921">has been slow</a>. The Biden administration took action with a&nbsp;<a href="https://apnews.com/article/ticketmaster-concert-fees-tickets-79923046fbb8ad53583ff761aab7f1d2">ban on junk fees</a>, requiring Ticketmaster to display the full price of a ticket as soon as consumers begin shopping. That rule went into effect in May.

President Donald Trump has also taken aim at the industry. In March,&nbsp;<a href="https://apnews.com/article/trump-ticket-scalpers-executive-action-live-events-f70082930c9efbeba454f5c2a13084fb">with Kid Rock by his side</a>&nbsp;in the Oval Office, Trump signed an executive order directing U.S. officials to ensure ticket resellers are complying with Internal Revenue Service rules. The order also directed the FTC to “take enforcement action to prevent unfair, deceptive, and anti-competitive conduct in the secondary ticketing market.”

In August, the FTC&nbsp;<a href="https://apnews.com/article/key-investment-group-ftc-ticker-resellers-swift-eras-tour-3eba108c09f1e6ec59978648273b1567">sued Maryland-based ticket broker</a>&nbsp;Key Investment Group use, alleging it has used thousands of fictitious Ticketmaster accounts and other methods to buy tickets for events, including Swift’s tour.

U.S. sues Ticketmaster over alleged illegal resale tactics

SEDGWICK COUNTY —Law enforcement investigating a fatal hit-and-run have arrested&nbsp;&nbsp;a 21-year-old suspect in connection with a fatal hit-and-run that took place on Wednesday night in Wichita.

Just after 9 p.m. Wednesday, police were dispatched to the scene of a reported hit-and-run at the intersection of Murdock and Broadway in Wichita, according to a media release.&nbsp; First responders found 57-year-old Daniel Forshey lying in the roadway. Sedgwick County EMS arrived shortly after and pronounced Forshey dead at 9:11 p.m.

The Wichita Police Accident Follow-Up Unit interviewed witnesses and obtained video footage of the suspect vehicle. Initial investigations indicate that Forshey was riding his bicycle eastbound on Murdock when he was struck by a white 2006 Dodge Ram 1500.

After hitting Forshey, the suspect, later identified in the county booking report as 21-year-old Blaine L. Hughes, drove into a Jump Start parking lot before fleeing southbound on Topeka.

In the early morning hours of September 18, patrol officers from the east bureau located the Hughes' truck and took him into custody without incident.

“This was a heartbreaking tragedy. Mr. Forshey was simply riding his bicycle when his life was taken by a driver who chose to flee rather than stop and help,” said Wichita Police Chief Joe Sullivan. “To the Forshey family, our hearts are with you. To those who think they can run from responsibility: Know this, we will use every resource, every tool, and every piece of technology available to find you. Thanks to video evidence and the relentless work of our officers, we quickly identified the suspect, located him, and placed him in custody. Leaving the scene of an accident is not only unacceptable, it is inexcusable, and you will be held accountable.”

Frustrated by the stalling tactics, Senate Republicans moved last week to make it easier to confirm large groups of lower-level, non-judicial nominations. Democrats had forced multiple votes on almost every one of Trump’s picks, infuriating the president and tying up the Senate floor.

The new rules allow Senate Republicans to move multiple nominees with a simple majority vote — a process that would have previously been blocked with just one objection. The rules don’t apply to judicial nominations or high-level Cabinet posts.

“Republicans have fixed a broken process,” Thune said ahead of the vote.

The Senate voted 51-47 to confirm the four dozen nominees. Kansas U.S. Senators Jerry Moran and Roger Marshall voted with the majority.

 Thune said that those confirmed on Thursday had all received bipartisan votes in committee, including deputy secretaries for the Departments of Defense, Interior, Energy and others.

Among the confirmed are Jonathan Morrison, the new administrator of the National Highway Traffic Safety Administration, and Kimberly Guilfoyle as U.S. ambassador to Greece. Guilfoyle is a former California prosecutor and television news personality who led the fundraising for Trump’s 2020 campaign and was once engaged to Trump’s son, Donald Trump Jr.

Moran, Marshall help Senate confirms dozens of Trump nominees in test of new rules

MISSION, Kan. (AP) — A Kansas sheriff’s deputy was charged Thursday with murder in the death of a jail inmate who sustained broken ribs after his back was kneeled on after he was wheeled from the infirmary to his cell, according to an autopsy report.

Wyandotte County District Attorney Mark Dupree said deputy Richard Fatherley has been charged with second-degree murder and an alternative count of involuntary manslaughter in the July 5 death of 50-year-old Charles Adair at the county's detention center in Kansas City, Kansas. Adair had been arrested one day earlier on misdemeanor warrants for failure to appear on multiple traffic violations.

Dupree provided no details on how the man died, but the autopsy said Adair was being removed from his wheelchair when he got into an altercation with jail staff. According to the autopsy, the altercation ended with one officer kneeling on Adair's back. In addition to the rib fractures, Adair also sustained a sternal fracture, the autopsy report said.

While Dupree declined to say whether Fatherley was the one who knelt, he also said no one else would be charged.

The autopsy listed Adair’s manner of death as&nbsp;<a href="https://apnews.com/article/jail-death-homicide-kansas-11eb41bc670e83577c0f4f8c9afef3dc">homicide</a>&nbsp;and his cause of death as complications from “mechanical asphyxia,” a condition in which breathing is obstructed. Also contributing to Adair’s death was cardiovascular disease and cirrhosis, the autopsy found.

“Our family is still heartbroken over the loss of my brother,” the man’s brother, Anthony Adair, said in a statement released through the group Justice for Wyandotte. “While we are grateful to see that charges have been filed, it is important for us to be able to see the camera footage of Charles’ final moment.”

The sheriff’s office declined a records request from The Associated Press seeking video of what happened. Asked about video during a news conference, Dupree said that all information in the case would be reviewed by a judge at the preliminary hearing and then would be made available in court.

Fatherley, who was assigned to the detention center but was not a certified law enforcement officer, is on paid administrative leave. He received a summons on Thursday afternoon calling for him to appear in court, but has not been booked into jail. Dupree said that's customary for officers in the county facing charges.

“He was not a flight risk,” Dupree said. “He was, in fact, cooperative with the investigation” and is expected to continue cooperating.

Dupree added that he would file a request for an out-of-county judge to oversee the case “due to the potential conflict of interest.”

Fatherley’s attorney, James Spies, said the second-degree murder charge requires the state to prove that the defendant showed an extreme indifference to life, and, “This case simply does not meet the elements of this crime.”

He noted that the prosecutor’s alternative charge is involuntary manslaughter, which requires proof that a defendant acted with “typical” recklessness.

“We’re going to be pursuing an acquittal in this case,” Spies said. “My client acted reasonably within the scope his employment.”

No charges were&nbsp;<a href="https://apnews.com/article/wichita-kansas-a51f619b8b196987e74b046ac399680c">filed</a>&nbsp;after a similar autopsy finding in the 2021 death of Cedric Lofton, a 17-year-old who became unresponsive while restrained at a Wichita juvenile intake center. In that case, Sedgwick County District Attorney Marc Bennett said the state’s “stand-your-ground” law prevented him from bringing any charges because staff members were protecting themselves.

Spies said Adair's death was “a tragic accident” but was not a result of Fatherley’s actions.

Nikki Richardson, executive director of Justice for Wyandotte, countered that the autopsy report suggested that pressure had been applied to Adair using something called the shoulder pin maneuver.

“It is only supposed to be used when an officer feels their life is in danger,” Richardson said. “It is hard at this point in time with the facts to see where a jail staff or sheriff or officer would feel endangered when a person is leaving the infirmary and they’re in a wheelchair.”

Any conviction on a second-degree murder charge carries a sentence of up to 41 years in prison while a manslaughter conviction carries up to 11 years.

Kansas deputy charged with murder in the death of a man in custody

ATLANTA (AP) — U.S. Health Secretary Robert F. Kennedy Jr.’s hand-picked vaccine advisory committee on Thursday recommended the Centers for Disease Control and Prevention adopt new restrictions on a combination shot that protects against chickenpox as well as measles, mumps and rubella.

The panel advised that the vaccine known as MMRV not be given before age 4 and that children in this age group instead get separate vaccines — one against MMR and another for varicella, or chickenpox. The vote was 8-3, with one member abstaining.

The Advisory Committee on Immunization Practices put off an expected vote on hepatitis B shots given to infants on the day they are born. On Friday, it’s expected to decide whether to recommend that some babies can wait a month for those shots, and to also take up COVID-19 shots.

The committee makes recommendations to the CDC director on how already-approved vaccines should be used. CDC directors have almost always accepted those recommendations, which are widely heeded by doctors and guide vaccination programs. Committee Chairman Martin Kulldorff said committee members aim to reassure the public and remove unnecessary risks and harms.

But many doctors and public health experts say the committee is creating fear and mistrust around vaccines at a time when&nbsp;<a href="https://apnews.com/article/vaccination-rates-cdc-kindergarten-0d261546a130dc256735d7b1ff8c6a5f">U.S. vaccination rates are already falling</a>. Kennedy, a leading antivaccine activist before becoming the nation’s top health official, has made or proposed&nbsp;<a href="https://apnews.com/article/vaccines-rfk-kennedy-trump-covid-fda-novavax-b50f4d6fbcca378eb89b059bc8a91477">numerous changes</a>&nbsp;to the nation’s vaccine system, including&nbsp;<a href="https://apnews.com/article/kennedy-cdc-acip-vaccines-3790c89f45b6314c5c7b686db0e3a8f9">firing the entire 17-member panel</a>&nbsp;earlier this year and&nbsp;<a href="https://apnews.com/article/cdc-acip-vaccine-committee-9f58e1f004075b081718ff078de88d76">replacing it</a>&nbsp;with a group that includes several anti-vaccine voices.

Thursday's meeting “promoted false claims and misguided information about vaccines as part of an unprecedented effort to limit access to routine childhood immunizations and sow fear and mistrust in vaccines,” Dr. Susan Kressly, president of the American Academy of Pediatrics, said in a statement. “Instead of emerging with clear guidance about vaccines that we know protect against serious illnesses, families are left with confusion, chaos and false information.”

Experts are also concerned the panel's actions could narrow access to the vaccines. The group voted 8-1, with three abstentions, to keep MMRV covered for kids as young as 12 months under the Vaccines for Children program, which pays for about half the shots given to kids in the U.S.

Several committee members expressed confusion during that follow-up vote on whether to align payments under the program with the more restrictive vaccine guidance they had just passed. Another federal official noted that there are other government insurance programs, including Medicaid, that will need to stop paying for that early combo dose because they have to follow CDC recommendations.

Discussions on the MMRV vaccine focused largely on rare instances of feverish seizures associated with the first dose, given to kids between ages 1 and 2.

Committee member Dr. Cody Meissner said such seizures may be “a very frightening experience” for families, but medical experts agree they're not linked to brain function or school problems.

The panel last dealt with the issue in 2009, when it said either the combination shot or separate MMR and chickenpox shots&nbsp;<a href="https://www.cdc.gov/mmwr/preview/mmwrhtml/rr5903a1.htm">were acceptable for the first dose</a>, but that separate doses were generally preferred. Today, 85% of kids receive separate doses for the first round, according to information presented at the meeting.

Some doctors and public health experts say they are not aware of any new safety data that would explain the revisiting of those vaccination recommendations — and, in fact, many of the studies discussed Thursday were more than a decade old.

Dr. Richard Haupt, a vice president at Merck, which makes the MMRV vaccine ProQuad, said it’s been evaluated through clinical trials and post-approval studies, and the slight increase in feverish seizures after the first dose led to current CDC recommendations. Combination vaccines improve completion and on-time vaccination at a time when the nation is seeing a troubling decline in vaccination coverage, he said.

Mike Osterholm, a University of Minnesota expert on infectious diseases, said he doesn't see the need for a new recommendation.

“It’s solution looking for a problem,” he said in an interview. “We have managed the MMRV vaccine situation for a number of years without any issues in terms of safety. It is a situation where it also allows a parent to have that discussion with their healthcare provider."

The vaccine panel also discussed the hepatitis B shot

As many as 2.4 million people in U.S. are estimated to have hepatitis B, which can cause serious liver infections, and half are unaware of infection, a CDC presenter told the panel.

In adults, the virus is spread through sex or through sharing needles during injection-drug use. But it can also be passed to a baby from an infected mother, and as many as 90% of infected infants go on to have chronic infections. The virus can also live on surfaces for more then seven days at room temperature, and unvaccinated children living with anyone with a chronic infection are at risk.

A hepatitis B vaccine was first licensed in the U.S. in 1981. In 2005, the ACIP recommended a dose within 24 hours of birth for all medically stable infants who weigh at least 4.4 pounds (2 kilograms). The infant shots are 85% to 95% effective in preventing chronic hepatitis B infections, studies have shown.

Following the 2005 recommendation, hepatitis B cases among infants fell from 5,494 cases per year in 2005 to 2,214 cases in 2023.

During Thursday’s discussion, some committee members questioned whether babies born to moms who test positive for hepatitis B are the only ones who truly need a vaccine in the first day of life.

By giving virtually all babies the hepatitis B right after birth, “Are we asking our babies to solve an adult problem?” asked committee member Dr. Evelyn Griffin.

But Meissner expressed bewilderment at some of this discussion.

“This an absolutely safe vaccine,” he said. “I’m not sure what we’re gaining by avoiding that first dose within 12 to 24 hours after birth.”

Several outside medical experts asked why the committee was debating the issue at all.

“The signal that is prompting this is not one of safety," committee member Dr. Robert Malone responded. "It’s one of trust. And it’s one of parents uncomfortable with this medical procedure being performed at birth in a rather unilateral fashion without significant informed consent.”

Osterholm said there will be consequences.

“As more doubt is sown in the safety of vaccines by this committee and political leaders in our health department, we’re going to see fewer people getting vaccinated and the return of the diseases we largely conquered," he said. "It will make us less safe and less healthy as a nation.”

Kennedy, a leading antivaccine activist before becoming the nation’s top health official, has made or proposed&nbsp;<a href="https://apnews.com/article/vaccines-rfk-kennedy-trump-covid-fda-novavax-b50f4d6fbcca378eb89b059bc8a91477">numerous changes</a>&nbsp;to the nation’s vaccine system, including&nbsp;<a href="https://apnews.com/article/kennedy-cdc-acip-vaccines-3790c89f45b6314c5c7b686db0e3a8f9">firing the entire 17-member panel</a>&nbsp;earlier this year and&nbsp;<a href="https://apnews.com/article/cdc-acip-vaccine-committee-9f58e1f004075b081718ff078de88d76">replacing it</a>&nbsp;with a group that includes several anti-vaccine voices.Thursday's meeting “promoted false claims and misguided information about vaccines as part of an unprecedented effort to limit access to routine childhood immunizations and sow fear and mistrust in vaccines,” Dr. Susan Kressly, president of the American Academy of Pediatrics, said in a statement. “Instead of emerging with clear guidance about vaccines that we know protect against serious illnesses, families are left with confusion, chaos and false information.”Experts are also concerned the panel's actions could narrow access to the vaccines. The group voted 8-1, with three abstentions, to keep MMRV covered for kids as young as 12 months under the Vaccines for Children program, which pays for about half the shots given to kids in the U.S.Several committee members expressed confusion during that follow-up vote on whether to align payments under the program with the more restrictive vaccine guidance they had just passed. Another federal official noted that there are other government insurance programs, including Medicaid, that will need to stop paying for that early combo dose because they have to follow CDC recommendations.<h2>Panelists focus on rare seizures</h2>Discussions on the MMRV vaccine focused largely on rare instances of feverish seizures associated with the first dose, given to kids between ages 1 and 2.Committee member Dr. Cody Meissner said such seizures may be “a very frightening experience” for families, but medical experts agree they're not linked to brain function or school problems.The panel last dealt with the issue in 2009, when it said either the combination shot or separate MMR and chickenpox shots&nbsp;<a href="https://www.cdc.gov/mmwr/preview/mmwrhtml/rr5903a1.htm">were acceptable for the first dose</a>, but that separate doses were generally preferred. Today, 85% of kids receive separate doses for the first round, according to information presented at the meeting.Some doctors and public health experts say they are not aware of any new safety data that would explain the revisiting of those vaccination recommendations — and, in fact, many of the studies discussed Thursday were more than a decade old.Dr. Richard Haupt, a vice president at Merck, which makes the MMRV vaccine ProQuad, said it’s been evaluated through clinical trials and post-approval studies, and the slight increase in feverish seizures after the first dose led to current CDC recommendations. Combination vaccines improve completion and on-time vaccination at a time when the nation is seeing a troubling decline in vaccination coverage, he said.Mike Osterholm, a University of Minnesota expert on infectious diseases, said he doesn't see the need for a new recommendation.“It’s solution looking for a problem,” he said in an interview. “We have managed the MMRV vaccine situation for a number of years without any issues in terms of safety. It is a situation where it also allows a parent to have that discussion with their healthcare provider."<h2>The vaccine panel also discussed the hepatitis B shot</h2>As many as 2.4 million people in U.S. are estimated to have hepatitis B, which can cause serious liver infections, and half are unaware of infection, a CDC presenter told the panel.In adults, the virus is spread through sex or through sharing needles during injection-drug use. But it can also be passed to a baby from an infected mother, and as many as 90% of infected infants go on to have chronic infections. The virus can also live on surfaces for more then seven days at room temperature, and unvaccinated children living with anyone with a chronic infection are at risk.A hepatitis B vaccine was first licensed in the U.S. in 1981. In 2005, the ACIP recommended a dose within 24 hours of birth for all medically stable infants who weigh at least 4.4 pounds (2 kilograms). The infant shots are 85% to 95% effective in preventing chronic hepatitis B infections, studies have shown.Following the 2005 recommendation, hepatitis B cases among infants fell from 5,494 cases per year in 2005 to 2,214 cases in 2023.During Thursday’s discussion, some committee members questioned whether babies born to moms who test positive for hepatitis B are the only ones who truly need a vaccine in the first day of life.By giving virtually all babies the hepatitis B right after birth, “Are we asking our babies to solve an adult problem?” asked committee member Dr. Evelyn Griffin.But Meissner expressed bewilderment at some of this discussion.“This an absolutely safe vaccine,” he said. “I’m not sure what we’re gaining by avoiding that first dose within 12 to 24 hours after birth.”Several outside medical experts asked why the committee was debating the issue at all.“The signal that is prompting this is not one of safety," committee member Dr. Robert Malone responded. "It’s one of trust. And it’s one of parents uncomfortable with this medical procedure being performed at birth in a rather unilateral fashion without significant informed consent.”Osterholm said there will be consequences.“As more doubt is sown in the safety of vaccines by this committee and political leaders in our health department, we’re going to see fewer people getting vaccinated and the return of the diseases we largely conquered," he said. Mosby-Sherman was standing near the driver’s side door of an Audi, which crashed into the back side of a white SUV. Officers observed him pulling a small child from the Audi and then fled on foot from the accident. Officers took him into custody and safely recovered the child. The Audi was confirmed stolen.&nbsp;

Officers recovered a firearm and three vehicle key fobs, including one for an Audi, on the ground where the defendant was taken into custody.&nbsp; Mosby-Sherman met the requirement for bond and is no longer in custody, according to online jail records.

SHAWNEE COUNTY —Law enforcement are investigating a suspect on multiple allegations after a traffic stop arrest in Kansas.

Just before 2a.m. on Tuesday, a sheriff's deputy conducted a traffic stop on a black 2003 Chevrolet Trax with an unreadable license plate near SW 11th Street and SW Lincoln Street, according to Deputy Abigail Christian.

During the investigation, it was discovered that the driver had a suspended driver’s license and illegal narcotics were located.

Just after 4:30a.m., Frederick L. Sanders, 53, of Topeka, was booked into the Shawnee County Dept. of Corrections on&nbsp; requested charges of Distribute opiate/opium/narcotic/certain stimulant,&nbsp;Possession of an opiate, opium, narcotic or certain stimulant, Use/possess with intent to use drug paraphernalia, Driving while license suspended and for the&nbsp;Display of license plate. According to online jail records he met the requirement for bond and was released from custody at 8:41a.m.
