<a href="https://apnews.com/article/minnesota-metro-surge-ice-523d18d5d75c81cbf9f24c602f1884ff">White House border czar Tom Homan</a>&nbsp;said the administration was unwilling to agree to Democrats' demands that federal officers clearly identify themselves, remove masks during operations and display unique ID numbers.

“I don’t like the masks, either,” Homan said, But, he said, “These men and women have to protect themselves."

Democrats also want to require immigration agents to wear body cameras and mandate judicial warrants for arrests on private property.

Senate Minority Leader Chuck Schumer, D-N.Y., said Democrats are only asking for federal agents to abide by rules followed by law enforcement agencies around the country.

“And the question that Americans are asking is, ‘Why aren’t Republicans going along with these commonsense proposals?’” Schumer said. "They’re not crazy. They’re not way out. They’re what every police department in America does.”

Sen. Markwayne Mullin, R-Okla., said he could back Democrats calls to equip immigration officers with body cameras and would support efforts to bolster training. But he balked at their demands that federal officers remove masks and clearly identify themselves, noting some officers taking part in immigration enforcement operations have faced doxing and other harassment.

“What are you going to do, expose their faces so you can intimidate their families?” Mullins said. "What we want is ICE to be able to do their job. And we would love for local law enforcement and for states to cooperate with us.”

Republican Sen. Katie Britt of Alabama, a Trump ally who had pushed for a two-week extension of DHS funding while negotiations continued, said it was "shortsighted of Democrats to walk away" from talks.

Trump made enforcement of the nation's immigration laws a centerpiece of his 2024 campaign for the White House and he promised to be aggressive in detaining and deporting people living in the United States without legal permission.

DHS reports it has deported more than 675,000 migrants since Trump's return to office last year and claims some 2.2 million others have “self-deported” as the Republican president has made his&nbsp;<a href="https://apnews.com/hub/immigration">immigration crackdown</a>&nbsp;a priority.

“President Trump is not going to back away from the mission, the mission that American people said they wanted him to complete, and that is securing our border and making sure that we actually do interior enforcement," Britt said.

Homan was on CBS' “Face the Nation,” Schumer and Mullin appeared on CNN's “State of the Union” and Britt was interviewed on “Fox News Sunday.”

No clear path to ending the partial government shutdown 

BOSTON (AP) — More than a decade before he became the country's first president, George Washington was leading a critical campaign in the early days of the American Revolution. The Siege of Boston was his first campaign as commander-in-chief of the Continental Army and, in many ways, set the stage for his military and political successes — celebrated on&nbsp;<a href="https://apnews.com/article/presidents-day-history-george-washington-birthday-f9cdcb41b3128c63af0ffdf5066e10b9">Presidents Day</a>.

Following the Battles of Lexington and Concord, militias had pinned down the British in Boston in April 1775. The Continental Congress, recognizing the need for a more organized military effort, selected Washington to lead the newly formed army.

On this day&nbsp;<a href="https://apnews.com/article/america-250-declaration-of-independence-democracy-d49050f62425ed6ddecc5dfb42ba8a20">250 years ago</a>, Washington would have been nearing the end of an almost yearlong siege that bottled up as many as 11,000 British troops and hundreds more loyalists. The British were occupying Boston at the time, and the goal of the siege was to force them out.

A critical decision made by Washington was sending Henry Knox, a young bookseller, to Fort Ticonderoga in New York to retrieve dozens of cannons. The cannons, transported hundreds of miles in the dead of winter, were eventually used to fire on British positions. That contributed to the decision by the British, facing dwindling supplies, to abandon the city by boat on March 17, 1776.

Historians argue that the British abandoning their positions, celebrated in Boston as Evacuation Day, rid the city of loyalists at a critical time, denied the British access to an important port and gave patriots a huge morale boost.

“The success of the Siege of Boston gave new life and momentum to the Revolution,” Chris Beagan, the site manager at Longfellow House in Cambridge, a National Historic Site that served as Washington's headquarters during the American Revolution. “Had it failed, royal control of New England would have continued, and the Continental Army likely would have dissolved."

The siege was also a critical test for Washington. A surveyor and farmer, Washington had been out of the military for nearly 20 years after commanding troops for the British during the French and Indian War. His successful campaign ensured Washington remained the commander-in-chief for the remainder of the revolution.

Doug Bradburn, president of George Washington’s Mount Vernon, said Washington took the first steps to creating a geographically diverse army that included militiamen from Massachusetts to Virginia and, by the end of the war, a fighting force with significant Black and Native American representation. It was the most integrated military until President Harry S. Truman’s desegregated the armed forces in 1948, he said.

Washington, a slave owner who depended on hundreds of slaves on his Mount Vernon estate, was initially opposed to admitting formerly enslaved and free Black soldiers into the army. But short of men, Washington came to realize “there are free Blacks who want to enlist and he needs them to keep the British from breaking out” during the siege, Bradburn said.

Ridding Boston of the British also turned Washington into one of the country's most popular political figures.

“He comes to embody the cause in a time before you have a nation, before you have a Declaration of Independence, before you’re really sure what is the goal of this struggle,” Bradburn said. “He becomes the face of the revolutionary movement.”

The second one is the wooden teeth myth. It was rumored that Washington had wooden dentures and scholars, well into the 20th century, were quoted as saying his false teeth were made from wood. Not true. He never wore wooden dentures, instead using those with ivory, gold and even human teeth.

During his lifetime, Washington had myriad pursuits. He was known as an innovative farmer, according to the George Washington’s Mount Vernon, and an advocate for Western expansion, buying up to 50,000 acres of land in several Mid-Atlantic states. After returning to Mount Vernon, he built a whiskey distillery that became one of the largest in the country.

His connection to&nbsp;<a href="https://apnews.com/article/slavery-exhibit-removed-philadelphia-trump-executive-order-dd764277133f47ec1173e8dc16703958">slavery</a>&nbsp;was complicated. He advocated for ending slavery, and his will called for freeing all the slaves he owned after the death of his wife, Martha Washington. But he didn't own all the slaves at Mount Vernon so he couldn't legally free all of them.

Presidents Day: No, George Washington didn't have wooden teeth

HAMILTON COUNTY —Law enforcement are investigating a shooting at a southwest Kansas cafe on Valentine's Day.

Just after 7p.m. Saturday,&nbsp;the Hamilton County Sheriff’s Office received a report of a shooting at Maria’s Cafe in Coolidge, Kansas, according to a media release.

Shortly after the initial report, an additional call was received regarding a vehicle that had been struck by gunfire within the city of Coolidge. Additional reports of gunshots were later received from across the state line in Colorado. No injuries were reported in Coolidge.

The Prowers County Sheriff’s Office located and took one subject into custody in connection with the incident.&nbsp; Police have not released the name of the suspect of possible charges.

Just before 3p.m. Tuesday, police were dispatched to a shooting in the 7400 Block of Armstrong in Kansas City, Kansas.

First responders located Barnes outside an apartment complex, the victim of apparent gunshot wounds. He was getting off the school bus in front of his home at the time of the shooting, according to <a href="https://www.gofundme.com/f/a-heartfelt-farewell-for-jai-barnes-jr">an online fundraiser.</a>

He was transported to an area hospital where he died from his injuries.&nbsp;There are currently no suspects in custody.

The development comes as law enforcement gathers more potential evidence in the search for&nbsp;<a href="https://apnews.com/article/savannah-guthrie-nancy-guthrie-mom-missing-88e8731270d05e6e667730d2ed8633d3">Nancy Guthrie</a>, 84, which heads into its third week.

Nancy Guthrie was last seen at her Tucson home on Jan. 31 and was reported missing the following day. Authorities say her blood was found on the front porch. Purported&nbsp;<a href="https://apnews.com/article/savannah-guthrie-mom-missing-ransom-deadline-arizona-3977f842fd3d1fd66952d1d763944b9d">ransom notes</a>&nbsp;were sent to news outlets, but two deadlines for paying have passed.

Authorities have expressed concern about Nancy Guthrie’s health because she needs vital daily medicine. She is said to have a pacemaker and have dealt with high blood pressure and heart issues, according to sheriff’s dispatcher audio on broadcastify.com.

The FBI on Tuesday&nbsp;<a href="https://apnews.com/article/savannah-guthrie-mom-missing-arizona-b765fed6b9669441383b75860263ac99">released surveillance videos</a>&nbsp;of a person wearing a handgun holster outside Guthrie’s front door the night she vanished. A porch camera&nbsp;<a href="https://apnews.com/article/nancy-guthrie-nest-camera-footage-kidnapper-bd5f1d886543e23f2d105535031c9445">recorded video</a>&nbsp;of the person with a backpack who was wearing a ski mask, long pants, jacket and gloves.

On Thursday, the FBI called the person a suspect. It described him as a man about 5 feet, 9 inches (1.75 meters) tall with a medium build. The agency said he was carrying a 25-liter “Ozark Trail Hiker Pack” backpack.

On Sunday, the FBI said in a statement that a glove, found in a field near the side of a road about 2 miles (3.2 kilometers) from the home, had been sent off for DNA testing. The agency said that it received preliminary results Saturday and was awaiting official confirmation.

Late Friday, law enforcement agents&nbsp;<a href="https://apnews.com/article/nancy-guthrie-kidnapping-investigation-64736b14fa5dbd8961325ea6147e78e7">sealed off a road</a>&nbsp;about two miles (3.2 kilometers) from Guthrie’s home as part of their investigation. A series of sheriff’s and FBI vehicles, including forensics vehicles, passed through the roadblock.

Investigators also tagged and towed a Range Rover SUV from a nearby restaurant parking lot. The Pima County Sheriff’s Department said the activity was part of the Guthrie investigation.

Investigators collected DNA from Guthrie’s property which doesn’t belong to Guthrie or those in close contact with her, the sheriff’s department said. Investigators are working to identify who it belongs to.

Evidence requiring forensic analysis is being sent to the same out-of-state lab that has been used since the beginning of the case, the department said.

The FBI has said approximately 16 gloves were found in various spots near the house, most of which were searchers’ gloves that had been discarded.

The Pima County sheriff and the FBI announced&nbsp;<a href="https://pimasheriff.org/" target="_blank">phone numbers</a>&nbsp;and a&nbsp;<a href="https://tips.fbi.gov/home" target="_blank">website</a>&nbsp;to offer tips. Several hundred detectives and agents have been assigned to the case, the sheriff’s department said.

The FBI said it has collected more than 13,000 tips since Feb. 1. The sheriff’s department, meanwhile, said it has taken at least 18,000 calls.

The sheriff’s department has not said whether any tips have advanced the investigation.

On Tuesday, sheriff deputies detained a person for questioning during a traffic stop south of Tucson. Authorities didn’t say what led them to stop the man but&nbsp;<a href="https://apnews.com/article/savannah-guthrie-mom-missing-arizona-6f1016e390e2c59d82604731f795a8ba">confirmed he was released</a>.

The same day, deputies and FBI agents conducted a court-authorized search in Rio Rico, about an hour’s drive south of the city.

And on Sunday night, Savannah Guthrie posted an Instagram video in which she issued an appeal to whoever abducted her mother or anyone who knows where she is being kept. “It is never too late to do the right thing,” Guthrie said. “And we are here. And we believe in the essential goodness of every human being, that it’s never too late.”

Nancy Guthrie lived alone in the upscale Catalina Foothills neighborhood, where houses are spaced far apart and set back from the street by long driveways, gates and dense desert vegetation.

Savannah Guthrie grew up in Tucson, graduated from the University of Arizona and once worked at a television station in the city, where her parents settled in the 1970s. She joined “Today” in 2011.

'Today' show host posts new video 2 weeks after mother's abduction

WASHINGTON (AP) — U.S. military forces boarded another sanctioned tanker in the Indian Ocean after tracking the vessel from the Caribbean Sea in an effort to target illicit oil connected to Venezuela, the Pentagon said Sunday.

Venezuela had faced U.S. sanctions on its oil for several years, relying on a shadow fleet of falsely flagged tankers to&nbsp;<a href="https://apnews.com/article/venezuela-oil-trump-sanctions-maduro-a2ef5b45b48365861e0a724d8c27dce3">smuggle crude into global supply chains</a>. President Donald Trump ordered a quarantine of sanctioned tankers in December to pressure&nbsp;<a href="https://apnews.com/article/venezuela-us-maduro-what-to-know-a57528ff315a7f70ed51a1721f5e0bc2">then-President Nicolás Maduro</a>&nbsp;before Maduro was apprehended in January during an American military operation.

Several tankers fled the Venezuelan coast in the wake of the raid, including the ship that was boarded in the Indian Ocean overnight. The Defense Department said in a post on X that U.S. forces boarded the Veronica III, conducting “a right-of-visit, maritime interdiction and boarding.”

“The vessel tried to defy President Trump’s quarantine — hoping to slip away,” the Pentagon said. “We tracked it from the Caribbean to the Indian Ocean, closed the distance, and shut it down.”

The Veronica III is a Panamanian-flagged vessel under U.S. sanctions related to Iran, according to the website of the Treasury Department’s Office of Foreign Assets Control. The Panama Maritime Authority said Sunday in a brief statement that the ship was no longer registered there and had been canceled in December 2024.

The Veronica III left Venezuela on Jan. 3, the same day as Maduro’s capture, with nearly 2 million barrels of crude and fuel oil, TankerTrackers.com posted Sunday on X.

“Since 2023, she’s been involved with Russian, Iranian and Venezuelan oil,” the organization said.

Samir Madani, co-founder of TankerTrackers.com, told The Associated Press in January that his organization used satellite imagery and surface-level photos to document that at least 16 tankers left the Venezuelan coast in contravention of the quarantine.

The Trump administration has&nbsp;<a href="https://apnews.com/article/venezuela-oil-tanker-us-military-trump-086d42db3d56f0e952014f97fa30faaf">been seizing tankers</a>&nbsp;as part of its broader efforts&nbsp;<a href="https://apnews.com/article/us-venezuela-oil-tanker-77f2c1441dda8217b37f9e38c3ae9131">to take control</a>&nbsp;of the Venezuela’s oil. The Pentagon did not say in the post whether the Veronica III was formally seized and placed under U.S. control, and later told the AP in an email that it had no additional information to provide beyond that post.

President Donald Trump ordered a quarantine of sanctioned tankers in December to pressure&nbsp;<a href="https://apnews.com/article/venezuela-us-maduro-what-to-know-a57528ff315a7f70ed51a1721f5e0bc2">then-President Nicolás Maduro</a>&nbsp;before Maduro was apprehended in January during an American military operation.</p><p>Several tankers fled the Venezuelan coast in the wake of the raid, including the ship that was boarded in the Indian Ocean overnight. The Defense Department said in a post on X that U.S. forces boarded the Veronica III, conducting “a right-of-visit, maritime interdiction and boarding.”</p><p>“The vessel tried to defy President Trump’s quarantine — hoping to slip away,” the Pentagon said. “We tracked it from the Caribbean to the Indian Ocean, closed the distance, and shut it down.”</p><p>Video posted by the Pentagon shows U.S. troops boarding the tanker.</p><p>The Veronica III is a Panamanian-flagged vessel under U.S. sanctions related to Iran, according to the website of the Treasury Department’s Office of Foreign Assets Control. The Panama Maritime Authority said Sunday in a brief statement that the ship was no longer registered there and had been canceled in December 2024.</p><p>The Veronica III left Venezuela on Jan. 3, the same day as Maduro’s capture, with nearly 2 million barrels of crude and fuel oil, TankerTrackers.com posted Sunday on X.</p><p>“Since 2023, she’s been involved with Russian, Iranian and Venezuelan oil,” the organization said.</p><p>Samir Madani, co-founder of TankerTrackers.com, told The Associated Press in January that his organization used satellite imagery and surface-level photos to document that at least 16 tankers left the Venezuelan coast in contravention of the quarantine.</p><p>The Trump administration has&nbsp;<a href="https://apnews.com/article/venezuela-oil-tanker-us-military-trump-086d42db3d56f0e952014f97fa30faaf">been seizing tankers</a>&nbsp;as part of its broader efforts&nbsp;<a href="https://apnews.com/article/us-venezuela-oil-tanker-77f2c1441dda8217b37f9e38c3ae9131">to take control</a>&nbsp;of the Venezuela’s oil. Around noon April 23, 2024, police responded to the 1400 block of Minnesota Avenue in Wichita following reports of a shooting., according to police spokesman Andrew Ford. First responders found 34-year-old&nbsp; Norman E. Carter III with multiple gunshot wounds to his upper body.

Responding officers immediately started life-saving measures until Sedgwick County EMS arrived and transported Carter to a local hospital. He was pronounced dead at 1:01 p.m, according to Ford.&nbsp; It was his birthday, according to<a href="https://www.heavenlygatesmortuary.com/obituary/norman-carter">&nbsp;his obituary.</a>

Police detained a person of interest in their investigation and later booked&nbsp; &nbsp;Cavitt into jail.

In December, the Division of Drug and Crime Control was requested to investigate allegations of sexual assault involving a Belton Police Department employee. On February 12, 2026, following the investigation,&nbsp;Division of Drug and Crime Control  investigators obtained probable cause to arrest Goodsell for raping a woman.&nbsp;Division of Drug and Crime Control  investigators arrested Goodsell in Lees Summit, MO, where he was later transported to the Pettis County Jail and placed on an investigative hold.

On February 13, the Pettis County Prosecuting Attorney formally charged Goodsell with Rape-First Degree. Goodsell is being held in the Pettis County Jail, without bond.

Kansas City area officer jailed for alleged sex assault

A glove containing DNA found about two miles from the house of “Today” show host&nbsp;<a href="https://apnews.com/hub/savannah-guthrie">Savannah Guthrie’s</a>&nbsp;mother appears to match those worn by a masked person outside her front door in Tucson the night she vanished, the FBI said Sunday.

The glove, found in a field near the side of a road, was sent off for DNA testing. The FBI said in a statement that it received preliminary results Saturday and was awaiting official confirmation.

The discovery was revealed days after investigators had&nbsp;<a href="https://apnews.com/article/savannah-guthrie-mom-missing-arizona-b765fed6b9669441383b75860263ac99">released surveillance videos</a>&nbsp;of the masked person outside Guthrie’s front door. Late Friday night, law enforcement agents&nbsp;<a href="https://apnews.com/article/nancy-guthrie-kidnapping-investigation-64736b14fa5dbd8961325ea6147e78e7">sealed off a road</a>&nbsp;about two miles (3.2 kilometers) from Guthrie’s home as part of their investigation. A series of sheriff’s and FBI vehicles, including forensics vehicles, passed through the roadblock.

The investigators also tagged and towed a Range Rover SUV from a nearby restaurant parking lot late Friday. The sheriff’s department later said the activity was part of the Guthrie investigation but no arrests were made.

On Tuesday, sheriff deputies detained a person for questioning during a traffic stop south of Tucson. Authorities didn’t say what led them to stop the man but&nbsp;<a href="https://apnews.com/article/savannah-guthrie-mom-missing-arizona-6f1016e390e2c59d82604731f795a8ba">confirmed he was released</a>. The same day, deputies and FBI agents conducted a court-authorized search in Rio Rico, about an hour’s drive south of the city.

Earlier in the investigation, authorities had said they had collected DNA from Nancy Guthrie’s property which doesn’t belong to Guthrie or those in close contact with her. Investigators were working to identify who it belongs to.

The FBI also has said approximately 16 gloves were found in various spots near the house, most of which were searchers’ gloves that had been discarded.

FBI: DNA from recovered glove appears to match glove in Guthrie video

KANSAS CITY —Law enforcement are searching for suspects in a deadly nightclub shooting in Kansas City, Missouri.

Just after 2a.m. Sunday Jackson County Sheriff’s deputies were in the area of 28th and Southwest Boulevard working off duty for a nightclub/bar business there when they heard the sound of gunfire inside the bar, according to KCPD Captain Jake Becchins.

At the same time 911 received calls for a shooting inside the business.&nbsp;On arrival officers were led inside the business where they located 3 adult female shooting victims. 

Officers began rendering aid and called for EMS to come in.&nbsp;EMS declared one shooting victim deceased at the scene. EMS&nbsp; then transported the other two&nbsp; victims to the hospital for treatment. At the hospital one of the two victims was declared deceased, and the other victim has what is believed to be non-life threatening injuries, according to Becchina.

While officers were at the scene they were notified of a 4th shooting victim, an adult male, who arrived at the hospital by private vehicle. That victim is reported to be in critical condition.&nbsp;Homicide detectives were at the scene now and are investigating. They are talking to people who were at the scene when officers arrived and canvassing for additional witnesses.&nbsp;

&nbsp;Preliminary information indicates the victims were inside the business when there was an interaction with one or more suspects that escalated and led to shots being fired which struck the victims.&nbsp;There is no information at this time regarding suspect description. Police did not release the names of the victims.

2 women dead, 3 others injured in KC nightclub shooting

KANSAS CITY (AP) —Amazon’s smart doorbell maker Ring has terminated a partnership with police surveillance tech company Flock Safety.

The announcement follows a backlash that erupted after a 30-second Ring ad that aired during the&nbsp;<a href="https://apnews.com/article/super-bowl-ads-ai-telehealth-glp1-9ccfc8c730981fd91f44a5bec24e2242">Super Bowl</a>&nbsp;featuring a lost dog that is found through a network of cameras, sparking fears of a dystopian surveillance society.

But that feature, called Search Party, was not related to Flock. And Ring’s announcement doesn’t cite the ad as a reason for the “joint decision” for the cancellation.

Ring and Flock said last year they were planning on working together to give Ring camera owners the option to share their video footage in response to law enforcement requests made through a Ring feature known as Community Requests.

“Following a comprehensive review, we determined the planned Flock Safety integration would require significantly more time and resources than anticipated,” Ring’s statement said.

“The integration never launched, so no Ring customer videos were ever sent to Flock Safety.”

Flock reiterated that it never received Ring customer videos — and that ending the planned integration was a mutual decision that allows both companies to “best serve their respective customers.” In a statement, Flock added that it “remains dedicated to supporting law enforcement agencies with tools that are fully configurable to local laws and policies.”

Flock is one of the nation’s biggest operators of automated license-plate reading systems. Its cameras are mounted&nbsp;<a href="https://apnews.com/article/immigration-abortion-license-plates-cameras-cc5f29df94a29ee2c6c2feb2151c8f5e">in thousands of communities</a>&nbsp;across the U.S., capturing billions of photos of license plates each month. The company has faced public outcry amid the Trump administration’s aggressive&nbsp;<a href="https://apnews.com/article/immigration-border-patrol-surveillance-drivers-ice-trump-9f5d05469ce8c629d6fecf32d32098cd">immigration enforcement</a>&nbsp;crackdown. But Flock maintains that it does not partner with Immigration and Customs Enforcement (ICE), or contract out with any subagency of the Department of Homeland Security for direct access to its cameras. The company&nbsp;<a href="https://apnews.com/article/immigration-abortion-license-plates-cameras-cc5f29df94a29ee2c6c2feb2151c8f5e">paused pilot programs</a>&nbsp;with Customs and Border Protection and Homeland Security Investigations last year.

Still, Flock says it doesn’t own the data captured by its cameras, its customers do. So if a police department, for example, chooses to collaborate with a federal agency like ICE, “Flock has no ability to override that decision,” the company notes on its website.

Beyond the Flock partnership, Amazon has faced&nbsp;<a href="https://apnews.com/article/ces-worst-show-ai-0ce7fbc5aff68e8ff6d7b8e6fb7b007d">other surveillance concerns</a>&nbsp;over its Ring doorbell cameras.

In the Super Bowl ad, a lost dog is found with Ring’s Search Party feature, which the company says can “reunite lost dogs with their families and track wildfires threatening your community.” The clip depicts the dog being tracked by cameras throughout a neighborhood using artificial intelligence.

Viewers took to social media to criticize it for being sinister, leaving many wondering if it would be used to track humans and saying they would turn the feature off.

The Electronic Frontier Foundation, a nonprofit that focus on civil liberties related to digital technology, said this week that Americans should feel unsettled over the potential loss of privacy.

“Amazon Ring already integrates biometric identification, like face recognition, into its products via features like ‘Familiar Faces’ which depends on scanning the faces of those in sight of the camera and matching it against a list of pre-saved, pre-approved faces,” the Foundation wrote Tuesday. “It doesn’t take much to imagine Ring eventually combining these two features: face recognition and neighborhood searches.”

Democratic Sen. Edward Markey of Massachusetts also urged Amazon to discontinue its “Familiar Faces” technology.

In a published letter addressed to Amazon CEO Andrew Jassy, Markey wrote that the backlash to the Super Bowl commercial “confirmed public opposition to Ring’s constant monitoring and invasive image recognition algorithms.”

But the work of ICE and CBP will mostly continue unabated, despite Democrats' demands for changes at those agencies. President Donald Trump's tax and spending cut law from 2025 provided ICE with about $75 billion and CBP with about $65 billion — money they can keep tapping for the Republican's deportation operations.

“Some are just now recovering from the financial impact of the 43-day shutdown” said Ha Nguyen McNeill, a senior official performing the duties of TSA administrator. “Many are still reeling from it.”

Why is a Homeland Security shutdown happening?

Essentially, it's because Trump acquiesced to Democrats' request that homeland security funding be stripped from a broader spending package to allow more time for negotiation over demands for&nbsp;<a href="https://apnews.com/article/government-partial-shutdown-ice-funding-homeland-security-35abc94e6579e701f03d9c18ca5a7c44">changes to immigration enforcement</a>&nbsp;such as a code of conduct for federal agents and a requirement that officers show identification. DHS was temporarily funded only through Friday.

The rest of the federal government is funded through Sept. 30. That means most federal programs are unaffected by the latest shutdown, including food assistance, and pay for most federal workers and for service members will continue uninterrupted.

Other agencies affected are the Secret Service and the Federal Emergency Management Agency.

The vast majority of employees at the Secret Service and U.S. Coast Guard will continue their work, though they could also miss a paycheck depending upon the shutdown's length.

At FEMA, the shutdown will disrupt the agency's ability to reimburse states for disaster relief costs. Some workers will be furloughed, limiting the agency's ability to coordinate with state and local partners. Training for first responders at the National Disaster and Emergency Management University in Maryland will be disrupted.

It’s up to each federal agency to designate which of its employees are “essential” or “excepted,” both of which mean the same thing in this case. They keep working during a shutdown, typically without getting paid until government funding is back in place.

Lawmakers have been particularly concerned about the potential impact on the TSA and airports.

Topeka, Kan.&nbsp;–&nbsp;Kansas Insurance Commissioner Vicki Schmidt on Friday announced a Reno County man has been sentenced to 21 months in prison for insurance fraud, making false information, and forgery.

Larry Wilson, aged 54, pleaded guilty on December 11, 2025, in Reno County District Court to one felony count of insurance fraud, two felony counts for making false information, and two felony counts for forgery. Wilson fraudulently filed an insurance claim to collect lost wages for workdays he stated were missed due to injuries sustained in a prior auto accident. Wilson forged his supervisor’s signature on falsified documents to validate his claim for missed work. He pleaded guilty and was sentenced to 21 months in prison with 12 months of probation following his release.

“Insurance fraud costs all Kansans in the form of increased premiums every year,” Commissioner Vicki Schmidt said. “The Department will continue pursuing penalties against anyone committing insurance fraud in Kansas.”

The Kansas Department of Insurance investigated this case which was prosecuted by the Kansas Attorney General’s Office.

NEW YORK (AP) — It’s been a confusing time for people with student loans. Collections restarted, then were put on hold. At the same time, borrowers had to stay on top of changes to key forgiveness plans.

Last year, the long-contested SAVE plan introduced by the Biden administration ended with a settlement agreement. President Donald Trump’s “Big Beautiful Bill” introduced new borrowing limits for graduates and raised challenges to the Public Service Loan Forgiveness program. While several changes for&nbsp;<a href="https://apnews.com/hub/student-loans">student loan borrowers</a>&nbsp;will take effect this summer, other key questions remain unresolved.

More than 5 million Americans were in default on their federal student loans as of September, according to the Education Department. Millions are behind on loan payments and at risk of default this year.

Borrowers “genuinely struggle to afford their loans and then to hear that the administration is making it more expensive and taking away some of the tools and resources that help folks afford their loans is really, it’s panic-inducing,” said Winston Berkman-Breen, legal director at Protect Borrowers.

Last month, the Education Department announced that it would delay involuntary collections for student loan borrowers in default until the department finalizes its new loan repayment plans. The date for this is still unclear.

If you’re a student loan borrower, here are some key things to know:

“Seven and a half million borrowers who are currently enrolled in SAVE need to be moved to another plan,” Berkman-Breen said.

As part of the agreement, the Education Department says it will not enroll new borrowers, deny pending applications, and will move all current SAVE borrowers into other repayment plans.

The Education Department is expected to develop a plan for borrowers to transition from the SAVE plan, yet borrowers should be proactive about enrolling in other repayment plans, said Kate Wood, a lending expert at NerdWallet.

If you are looking to enroll in an income-driven repayment plan

Borrowers can apply for the following&nbsp;<a href="https://apnews.com/article/income-repayment-plans-pause-forgiveness-student-loans-b50dc92f50577ac5c6a9d9ed4a2f9dfd">income-driven plans</a>: the Income-Based Repayment Plan, the Pay as You Earn plan, and the Income-Contingent Repayment plan.

“They all have similar criteria, and they function similarly. Your payment is set as a percentage of your income, not how much you owe, so it’s usually a lower payment,” Berkman-Breen said.

The payment amount under income-driven plans is a percentage of your discretionary income, and the percentage varies depending on the plan. Since many people are looking to switch plans, some applications to income-driven repayment plans might take longer to process, said Jill Desjean, director of policy analysis at the National Association of Student Financial Aid Administrators.

What is next for borrowers who were enrolled in this repayment plan is yet to be determined.</p><p>“Seven and a half million borrowers who are currently enrolled in SAVE need to be moved to another plan,” Berkman-Breen said.</p><p>As part of the agreement, the Education Department says it will not enroll new borrowers, deny pending applications, and will move all current SAVE borrowers into other repayment plans.</p><p>The Education Department is expected to develop a plan for borrowers to transition from the SAVE plan, yet borrowers should be proactive about enrolling in other repayment plans, said Kate Wood, a lending expert at NerdWallet.</p><h2>If you are looking to enroll in an income-driven repayment plan</h2><p>Borrowers can apply for the following&nbsp;<a href="https://apnews.com/article/income-repayment-plans-pause-forgiveness-student-loans-b50dc92f50577ac5c6a9d9ed4a2f9dfd">income-driven plans</a>: the Income-Based Repayment Plan, the Pay as You Earn plan, and the Income-Contingent Repayment plan.</p><p>“They all have similar criteria, and they function similarly. Your payment is set as a percentage of your income, not how much you owe, so it’s usually a lower payment,” Berkman-Breen said.</p><p>The payment amount under income-driven plans is a percentage of your discretionary income, and the percentage varies depending on the plan. Since many people are looking to switch plans, some applications to income-driven repayment plans might take longer to process, said Jill Desjean, director of policy analysis at the National Association of Student Financial Aid Administrators.</p><p>You can find out which repayment plan might work best for you by logging on to the Education Department’s&nbsp;<a href="https://studentaid.gov/loan-simulator/" target="_blank">loan simulator</a>.</p><h2>If you’re working toward your Public Service Loan Forgiveness</h2><p>There are no changes to the&nbsp;<a href="https://apnews.com/article/public-service-loan-forgiveness-debt-cancellation-62536bdb25f04b5138d2d0a2aeec4e58">Public Service Loan Forgiveness Program</a>&nbsp;yet. Last year, the Trump administration announced plans to change the eligibility requirements for participating nonprofits.</p><p>The policy seeks to disqualify nonprofit workers if their work is deemed to have “substantial illegal purpose.” The Trump administration said it’s necessary to block taxpayer money from lawbreakers, while critics say it turns the program into a tool of political retribution.</p><p>The proposal says&nbsp;<a href="https://apnews.com/article/public-service-loan-forgiveness-debt-cancellation-62536bdb25f04b5138d2d0a2aeec4e58">illegal activity</a>&nbsp;includes the trafficking or “chemical castration” of children, illegal immigration, and supporting foreign terrorist organizations. This move could cut off some teachers, doctors, and other public workers from federal loan cancellation.</p><p>“This is something that obviously is very stressful, very nerve-wracking for a lot of people, but given that we don’t know exactly how this is going to be enforced, how these terms are going to be defined, it’s not really something that you can try to plan ahead for now,” Wood said.</p><p>While this policy is currently being challenged by 20 Democrat-led states, it’s expected to take effect in July. In the meantime, Wood recommends that borrowers enrolled in the PSLF program continue making payments.</p><h2>If your student loans are in default</h2><p><a href="https://apnews.com/article/student-loans-debt-wage-garnishment-de1f286a8264cb5b2c0aad939e29c2e2">Involuntary collections</a>&nbsp;on federal student loans will remain on hold. The Trump administration announced earlier this month that it is delaying plans to withhold pay from student loan borrowers who default on their payments.</p><p>Federal student loan borrowers can have their&nbsp;<a href="https://apnews.com/article/wage-garnishment-student-loans-borrowers-487645f5cd25ff4631b0ea1aa2ae6561">wages garnished</a>&nbsp;and their federal tax refunds withheld if they default on their loans. Borrowers are considered in default when they are at least 270 days behind on payments.</p><p>If your student loans are in default, you can contact your loan holder to apply for a loan rehabilitation program.</p><p>“They essentially come up with a payment plan where you’re making a reduced payment,” Woods. “After five successful payments on that rehabilitation plan, wage garnishment will cease.”</p><h2>If you’re planning to attend graduate school</h2><p>Trump’s “&nbsp;<a href="https://apnews.com/article/nursing-professional-degree-trump-student-loans-d1ac078af2c76c709b914c51ad93a9fa">Big Beautiful Bill</a>&nbsp;” has changed the amount graduate students can borrow from federal student loans. Graduate students could previously borrow loans up to the cost of their degree; the new rules cap the amount depending on whether the degree is considered a graduate or a professional program.</p><p>Wood said that if you’re starting a new program and taking out a loan after July 1, you will be subject to the new loan limits.</p><p>Under the new plan, students in professional programs would be able to borrow up to $50,000 per year and up to $200,000 in total. Other graduate students, such as those pursuing nursing and physical therapy, would be limited to $20,500 a year and up to $100,000 total.</p><p>The Education Department is defining the following fields as professional programs: pharmacy, dentistry, veterinary medicine, chiropractic, law, medicine, optometry, osteopathic medicine, podiatry and theology.</p><h2>If you want to consolidate your loan</h2><p>The online application for loan consolidation is available at&nbsp;<a href="https://studentaid.gov/loan-consolidation/" target="_blank">studentaid.gov/loan-consolidation</a>. If you have multiple federal student loans, you can combine them into a single loan with a fixed interest rate and a single monthly payment.</p><p>The consolidation process typically takes around 60 days to complete.
