SEDGWICK COUNTY— Law enforcement authorities are investigting an armed robbery and have made an arrest.

Just after 10 a.m. Monday, police responded to an armed robbery call&nbsp; Little Caesar’s in the 2500 block of South Seneca, according to officer Charley Davidson.

A 37-year-old female employee told police as she exited the back of the business, a suspect later identified as 41-year-old Joshua Freimark got out of a white four-door sedan and approached her.&nbsp; 

Freimark then pushed her to the ground, pointed a gun at her, took the bank money bag she was holding, and fled on foot.&nbsp; 

An unknown person driving the white sedan also fled.&nbsp; The employee sustained minor injuries.

A WPD officer was following up on information regarding the robbery and learned of Freimark’s involvement.

On Thursday, officers located&nbsp; Freimark at his home on in the 3800 block of East Ross Parkway and arrested him without incident.&nbsp; Officers also recovered two handguns, two ballistic vests, two rifles, a sawed-off shotgun, and ammunition inside the home.&nbsp;

Freimark is being held on a requested charge of aggravated robbery.

He has previously been arrested and convicted on charges that include aggravated battery, aggravated robbery, criminal possession of a firearm, possession of drugs, driving while suspended and driving while a habitual violator, according to Davidson.

Police arrest Kan. man who stole business bank deposit bag 

WICHITA, Kan. (AP) — A homicide investigation is under way in Sedgwick County after a man in his 20s was found in a ditch.

&nbsp;The victim was found Friday morning near Valley Center after authorities received a call about a vehicle parked in the road.

Deputies found an unoccupied Dodge pickup and the man unresponsive in a nearby ditch. The Sedgwick County Fire Department pronounced the man dead at the scene.

KDHE adds states to travel quarantine list

DUFUR, Ore. (AP) — The social distancing rules repeated like a mantra in America’s urban centers, where the coronavirus is spreading exponentially, might seem silly in wide-open places where neighbors live miles apart and “working from home” means another day spent branding calves or driving a tractor alone through a field.

But as the pandemic spreads through the U.S., those living in rural areas, too, are increasingly threatened. Tiny towns tucked into Oregon’s windswept plains and cattle ranches miles from anywhere in South Dakota might not have had a single case of the new coronavirus, but their main streets are also empty and their medical clinics overwhelmed by the worried.

Residents from rural Alabama to the woods of Vermont to the frozen reaches of Alaska fear the spread of the disease from outsiders, the social isolation that comes when the town’s only diner closes, and economic collapse in places where jobs were already tough to come by.

“Nobody knows what to do and they’re just running in circles, so stay away from me is what I’m saying,” said Mike Filbin, a 70-year-old cattle rancher in Wasco County, Oregon, one of the few parts of the state that has yet to see a case of COVID-19.

“Right now, we’re pretty clean over here, but we’re not immune to nothin’ — and if they start bringing it over, it’ll explode here.”

To make matters worse, some of the most remote communities have limited or no internet access and spotty cellphone service. That makes telecommuting and online learning challenging in an era of blanket school and work closures, and it eliminates the possibility of the FaceTime card games and virtual cocktail hours that urban Americans have turned to in droves to stay connected.

The routine ways that rural Americans connect — a bingo night, stopping in at a local diner or attending a potluck — are suddenly taboo.

“Rural people are reliant on their neighbors and have more confidence and trust in their neighbors,” said Ken Johnson, a senior demographer at the Carsey School of Public Policy and professor of sociology at the University of New Hampshire. “Now you have people who are supposed to self-isolate themselves. What does that mean when people you depend on, in order to help you, are going to put themselves and their families at risk? I don’t know what that will do in rural America.”

Neil Bradshaw, the mayor of Ketchum, Idaho, is starting to see the answer in his own community.

The rural resort town has struggled since the arrival of COVID-19, and he fears if the virus lingers too long, it could devastate it. The town is nestled next door to the tony skiing destination Sun Valley Resort and is known as the second-home haven for dozens of celebrities.

It’s also become the epicenter of Idaho’s caseload, with at least 35 cases and known community spread of the virus. At least 14 of the cases are among health care workers, forcing the town’s small medical workers to bring in replacement staffers from nearby cities.

“Our town thrives on people coming to town, and for the first time in our history we are discouraging visitors,” said Bradshaw, of the town of 2,700 people. “Initially people had different levels of adoption, but there’s tremendous community pressure that we’re all in this together. We’ve gone from being a vibrant town to a ghost town.”

The town’s coffers rely on a local option tax, and if that drops by half the city will have lost $700,000 in revenue, he said.

Some communities have pushed back on shutdowns that have brought daily life to a standstill. Leaders from seven Utah counties, for example, sent a letter earlier this week to Gov. Gary Herbert urging a “return to normalcy,” and said the closure of schools and business was causing panic and hurting the economy.

“As of (Monday, the total deaths attributed to the virus in the United States stands at ninety,” the letter states. “Not nine hundred, not nine thousand, not ninety thousand. Ninety. This number is sure to rise in the near future but we need to keep our wits about us.”

Others worry about outsiders bringing the disease to truly remote areas that aren’t equipped to deal with it. Across the nation, there are over 51,000 general intensive care beds in urban counties, compared with just 5,600 in rural counties, according to data compiled by The Associated Press.

Those beds serve a smaller population than in urban areas, but it would still take fewer people in rural areas to overwhelm a typical hospital. In fiscal year 2018, the average rural hospital had eight ICU beds, compared with 20 for a typical hospital in an urban area.

In Georgiana, a small town in southern Alabama, the only hospital closed last year and residents have now been forced to flock to the health clinic instead when a person in a town 5 miles (8 kilometers) away was diagnosed with COVID-19. More than 30% of Georgiana’s 1,600 residents are over age 60, putting them at higher risk with limited medical facilities to serve them, said Mayor Jerome Antone.

The town’s older residents, he said, are “aggressively upset” even though no one there has been diagnosed yet.

In Alaska’s Point Hope, an Inupiat whaling village at the edge of the Arctic Ocean nearly 700 miles&nbsp; north of Anchorage, tribal leaders have been preparing and discussing potential issues such as air travel into town. The state’s limited road system doesn’t reach the community of 900 people, which relies on planes for much of its connection to the outside world.

This week, one of the two airlines that serve Point Hope will begin restricting flights to cargo and passengers with medical or other essential needs.

Still, residents worry the recent deaths of two elders will bring out-of-town mourners for the funerals.

“We have all kinds of different people who come into our village,” said acting Mayor Daisy Sage. “This coronavirus is serious.”

Thousands of miles away, in South Dakota, falling prices for beef are generating as much — or more — worry than the virus.

Sam Stoddard, a cattle rancher near the small community of Kadoka, population 650, said futures markets for beef have dropped up to 30% because of the coronavirus. He’s worried about longtime ranchers being able to hang on.

If the market remains terrible, he said, ranchers can put off selling their calves until later in the year — but no one knows how long the economy will be in upheaval, leaving everyone stressed.

At the same time, the state has not shuttered businesses, leaving residents wondering what to expect next. South Dakota has 30 confirmed cases of the coronavirus.

“Normally this time of year we’re more worried about a big blizzard coming in and killing 10% of our calves. You know it’s coming, and you can prepare for it,” said Stoddard, who lives 35 miles (56 kilometers) from the nearest town of any size.

“With this, you don’t know what’s coming or what you should be doing.”

Rural America watches pandemic erupt in cities as fear grows

FORD COUNTY —One person died in an accident just before 2:30p.m. Friday in Ford County.

The Kansas Highway Patrol reported a 2007 Kia Sedona driven by Tammy S. Carter, 52, Ensign, was westbound on U.S. 56 at Mcartor Road. The vehicle traveled left of center and collided with an eastbound 2014 Western Star semi driven by Jefferson Lionel Waker, 37, Garden City.&nbsp;

Carter was pronounced dead at the scene. Walker was not injured.

She was not wearing a seat belt, according to the KHP.

The Kansas Highway Patrol reported a vehicle was westbound on U.S. 56 at  Mcartor Road just before 2:30p.m. Friday. The vehicle traveled left of center and collided with an eastbound vehicle.&nbsp; The KHP released no additional details.&nbsp;

Update: Kansas woman dies after crash with a semi

In response to the COVID-19 pandemic currently impacting all states, including Kansas, the Kansas Department of Health and Environment and the Kansas Department of Agriculture strongly encourage all land owners and managers to voluntarily reduce the number of acres that they intend to burn this spring.

“With the potential for this pandemic overwhelming the state’s medical facilities, any additional respiratory concerns that could be produced from breathing smoke from prescribed fire need to be mitigated,” Dr. Lee Norman, KDHE Secretary, said.

Common health problems related to smoke can include burning eyes, runny nose, coughing and illnesses such as bronchitis. Individuals with respiratory issues, including COVID-19, pre-existing heart or lung diseases, children and the elderly may experience worse symptoms.

With resources of the county emergency response staff already being taxed with COVID-19 response, it is important to minimize responses that would come with prescribed fire activity.

DOUGLAS COUNTY —The Lawrence Police department has been notified that one of its officers tested positive for coronavirus. This is the first positive case in the department, according to a media release.

The affected officer first experienced symptoms on late Tuesday evening, and immediately took steps to limit exposure to other persons, per recommendations from the CDC and Lawrence-Douglas County Public Health. The officer was not on duty at the time they began experiencing symptoms, and has not been on duty since Monday. The officer is experiencing mild symptoms, and is not requiring hospitalization. The officer will remain isolated until guidance from Lawrence-Douglas County Public Health deems it appropriate for them to return to work.

The department is following best practices and taking necessary steps to protect all members of the department and the community.

For privacy reasons, the department did not disclose any identifying information about the officer. Lawrence-Douglas County Public Health is reviewing any close contacts the officer may have had and will be monitoring them for the development of symptoms. The officer has not traveled recently, and has not had contact with any known carriers of the virus, so the point of infection is unknown at this time.

WICHITA, Kan. (AP) — A man who kidnapped 9-year-old Nancy Shoemaker and watched as the Wichita girl was raped and strangled in 1990 has been granted parole, her family said.

Her father, Bo Shoemaker, said that the family was notified of the decision to grant parole to Donald Wacker.

Wacker and Doil Lane snatched the girl&nbsp;<a href="https://apnews.com/3ce0fdb2c5df45b5a1f2de547cfb4763">off a busy Wichita street on July 30, 1990</a>&nbsp;and drove her to a field in Sumner County where Lane raped and strangled her with a belt as Wacker watched. Her body was found seven months later.

“All we know for sure now is that the board granted him parole and he will be released on or after November 1,” Bo Shoemaker said, adding he was also told Wacker needed to meet some unspecified criteria before release.

The Kansas Department of Corrections said it will be unable to release information until April 3.

Wacker was given a 16-year to life sentence in 1992 for kidnapping and aiding a felony in connection with Nancy’s abduction and death. Lane was convicted and sentenced to life without parole for 66 years. He is serving a life sentence in Texas for a similar crime there.

On Friday afternoon, commissioners in Saline County issued a 30-day stay-at-home order that is scheduled to begin 12:01 a.m. Monday.

A full investigation of the positive coronavirus case, as outlined by CDC and KDHE, is underway to determine previous contacts with the employee, according to the health department. Any patient, visitor or employee that is deemed at risk for potential exposure will be notified by Infection Control with further instructions.&nbsp;

Salina confirms positive coronavirus test; County issues stay-at-home order

 The House approved the sweeping measure by a voice vote, as strong majorities of both parties lined up behind the most colossal economic relief bill in the nation's history. 

Rep. Thomas Massie, R-Ky., attempted to slow action on the bill by demanding a roll call vote. His requests were denied. The demand would have forced many lawmakers to make the journey to Washington to cast a vote on legislation that is certain to pass anyway, and it infuriated President Donald Trump and lawmakers from both parties.

The bill will ship payments of up to $1,200 to millions of Americans, bolster unemployment benefits, and offer loans, grants and tax breaks to businesses large and small. It also will flush billions more to states, local governments and the nation's all but overwhelmed health care system.&nbsp;

There was no doubt the House would give overwhelming final congressional approval to the largest economic bailout legislation in U.S. history. For the most part, Democrats who saw a taxpayer giveaway to big business and Republicans who considered it ladened with waste were set to back the measure for the greater good of keeping the economy alive.

But libertarian Rep. Thomas Massie, R-Ky., was threatening to slow action by demanding a roll call vote. That would force many lawmakers to make the journey to Washington to cast a vote on legislation that is certain to pass anyway, and it infuriated President Donald Trump and lawmakers from both parties.

Trump, who is certain to sign the legislation, tweeted that Massie is “a third rate Grandstander” and said he should be drummed out of the GOP. “He is a disaster for America, and for the Great State of Kentucky!” Trump wrote.

Massie, who opposes the massive bill, was in the chamber during the debate, chatting occasionally with others and checking his phone. He did not respond to reporters’ repeated efforts to reach him. Posting on Twitter, he cited a section of the Constitution that requires a majority of lawmakers — some 216 of them — to be present and voting to conduct business.

The debate was mostly conciliatory, with members of both parties praising the measure as a rescue for a ravaged nation. The lecturns in the chamber’s well were wiped down between many of the speeches.

“While no one will agree with every part of this rescue bill, we face a challenge rarely seen in America’s history. We must act now, or the toll on lives and livelihoods will be far greater,” said Rep. Kevin Brady, R-Texas.

“We have no time to dither,” said Rep. Gerald Connolly, D-Va. “We have no time to engage in ideological or petty partisan fights. Our country needs us as one.”

Freshman Rep. Haley Stevens, D-Mich., donned pink latex gloves and yelled well beyond her allotted one minute, saying she was speaking “not for personal attention but (to encourage you) to take this disease seriously.” Much of what she said could not be heard above Republican shouts.

Numerous high-ranking Republicans called Massie in an attempt to persuade him to let the voice vote proceed, according to a top House GOP aide. They included House Minority Leader Kevin McCarthy, R-Calif., and Rep. Mark Meadows, R-N.C., whom Trump has chosen as his new chief of staff. The aide spoke on the condition of anonymity to describe private conversations.

Democratic leaders urged lawmakers who are “willing and able” to come to the Capitol to do so. And members of both parties were clearly upset with Massie.

“Heading to Washington to vote on pandemic legislation. Because of one Member of Congress refusing to allow emergency action entire Congress must be called back to vote in House,” Rep. Peter King, R-N.Y., wrote on Twitter. “Risk of infection and risk of legislation being delayed. Disgraceful. Irresponsible.”

South Dakota GOP Rep. Dusty Johnson posted a selfie of himself and three other lawmakers from the upper Midwest traveling to Washington on an otherwise empty plane.

But key elements are untested, such as grants to small businesses to keep workers on payroll and complex lending programs to larger businesses.

Policymakers worry that bureaucracies like the Small Business Administration may become overwhelmed, and conservatives fear that a new, generous unemployment benefit will dissuade jobless people from returning to the workforce. A new $500 billion subsidized lending program for larger businesses is unproven as well.

The bill finances a response with a price tag that equals half the size of the entire $4 trillion-plus annual federal budget. The $2.2 trillion estimate is the White House’s best guess of the spending it contains.

The legislation would provide one-time direct payments to Americans of $1,200 per adult making up to $75,000 a year and $2,400 to a married couple making up to $150,000, with $500 payments per child.

Unemployment insurance would be made far more generous, with $600 per week tacked onto regular state jobless payments through the end of July. States and local governments would receive $150 billion in supplemental funding to help them provide basic and emergency services during the crisis.

The legislation also establishes a $454 billion program for guaranteed, subsidized loans to larger industries in hopes of leveraging up to $4.5 trillion in lending to distressed businesses, states, and municipalities. All would be up to the Treasury Department’s discretion, though businesses controlled by Trump or immediate family members and by members of Congress would be ineligible.

There was also $150 billion devoted to the health care system, including $100 billion for grants to hospitals and other health care providers buckling under the strain of COVID-19 caseloads.

Republicans successfully pressed for an employee retention tax credit that’s estimated to provide $50 billion to companies that retain employees on payroll and cover 50% of workers’ paycheck up to $10,000. Companies would also be able to defer payment of the 6.2% Social Security payroll tax. A huge tax break for interest costs and operating losses limited by the 2017 tax overhaul was restored at a $200 billion cost in a boon for the real estate sector.

An additional $45 billion would fund additional relief through the Federal Emergency Management Agency for local response efforts and community services.

The House is set to pass&nbsp;the sprawling $2.2 trillion measure&nbsp;on Friday morning after an extraordinary 96-0 Senate vote late Wednesday. President Donald Trump marveled at the unanimity Thursday and is eager to sign the package into law.

The relief can hardly come soon enough. Federal Reserve Chairman Jerome Powell said Thursday&nbsp;the economy “may well be in recession”&nbsp;already, and the government reported&nbsp;a shocking 3.3 million burst of weekly jobless claims, more than four times the previous record. The U.S. death toll has surpassed 1,200 from the virus.

“There’s so many things we didn’t get in ... that we need to,” Pelosi told reporters Thursday.

The legislation will pour $1,200 direct payments to individuals and a flood of subsidized loans, grants and tax breaks to businesses facing extinction in an economic shutdown caused as Americans self-isolate by the tens of millions. It dwarfs prior Washington efforts to take on economic crises and natural disasters, such as the 2008 Wall Street bailout and President Barack Obama’s first-year economic recovery act.

First the measure must clear Congress. Leaders in both parties had hoped to pass the measure with a sparsely attended voice vote — remarkable for a bill of such magnitude — so scattered lawmakers don’t have to risk exposure by travelling back to Washington.

But now it is feared iconoclastic Rep. Thomas Massie, R-Ky., an opponent of the bill, may seek to force a roll call vote. Democratic leaders summoned members back to Washington, at least those who are able and willing to return.

Friday’s House session will also be unprecedented. Originally scheduled as a non-working “pro forma” meeting, the session will be extended to a debate on the bill — all conducted under social distancing rules to minimize the risk of transmitting the virus.

Rep. Jim Jordan, R-Ohio, one of the House’s conservative leaders, said he wasn’t aware of anyone planning to block a voice vote Friday but planned to talk more with colleagues before the vote.

“If that’s the method used to get this to the American people, to get this passed, then I think lots of members are probably OK with that,” Jordan said Thursday as he drove back to Washington. “I know the plan is for it to be a voice vote, and that’s what the leadership has said they’re for, and I think that’s fine.”

Wednesday night’s unanimous Senate vote on the bill was especially striking — a united front that followed days of sometimes tumultuous negotiations and partisan eruptions. Democrats twice voted to block the bill to seek further add-ons and changes.

“The power of the argument that we had — that you need a strong government to solve these problems, both health and economic — carried the day,” Schumer told The Associated Press on Thursday. “Had we not stood up on those two votes it wouldn’t have happened.”

Underscoring the effort’s sheer magnitude, the bill finances a response with a price tag that equals half the size of the entire $4 trillion-plus annual federal budget. The $2.2 trillion estimate is the White House’s best guess of the spending it contains.

“We call them checks in the mail, but most of them will be direct deposits,” Treasury Secretary Steven Mnuchin told CNBC on Thursday. “It will be within three weeks. We’re determined to get money in people’s pocket immediately.”

WASHINGTON (AP) — The House will give final approval Friday to the massive $2.2 trillion economic rescue bill with robust backing from both parties, Speaker Nancy Pelosi said, a vote that would cap Congress' tumultuous effort to rush the relief to a nation battered by the coronavirus.

Pelosi spoke Thursday morning, just hours after the Senate used an overnight vote to approve the measure 96-0. With House members dispersed around the country, Pelosi and Republican leaders were planning to bless the measure by a voice vote, probably with just a sprinkling of lawmakers present in the chamber.

“It will pass with strong bipartisan support,” said Pelosi, D-Calif. President Donald Trump has implored lawmakers to finish with the package so he can sign it into law.

Just after 2:30a.m., a 2010 Ford Mustang driven by Tyra Snider, 34, Salina, was southbound on&nbsp;Dover Circle in Salina, according to Police Captain Paul Forrester.

The driver failed to stop at West Cloud Street and drove into a fuel pump at the Convenience Shop, 1121 West Cloud Street.

Snider complained of shoulder, back, and head pain and was transported to Salina Regional Health Center, according to Forrester.

Kan. woman hospitalized after crash into store's gas pump

SEDGWICK COUNTY — Law enforcement authorities are investigating a&nbsp; home invasion attack and have five suspects in custody.

On November 29, 2019, police responded to a burglary report at a storage facility in the 1800 block of West 21st&nbsp;Street North in Wichita, according to officer Charley Davidson.&nbsp; 

&nbsp;A 19-year-old female employee of the storage facility&nbsp; reported a burglary of two storage units at the business.&nbsp; Through the investigation, investigators learned of 36-year-old Mikeal Brown’s involvement in the burglaries.&nbsp;&nbsp;

Just after 10 p.m. on Wednesday March 25, officers responded to a residential robbery call at a home in the 3900 block of West 13th&nbsp;Street North in Wichita.&nbsp; 

Upon arrival, officers located a damaged front door on the home and contacted a 35-year-old resident.&nbsp; She reported the front door being forced open, and several known individuals entering her home, battering her, and taking items.&nbsp;

Police quickly were able locate five suspects and arrest Brown on two counts of aggravated burglary, two counts of theft, and one count of robbery, according to Davidson.

Police also arrested 40-year-old Jason Stone of Wichita on one count of robbery; 56-year-old Brenda Dickerson of Wichita on charges of robbery and domestic battery; Calvin Allen of Wichita for one count of robbery, and Sherika Barnes of Wichita on charges of robbery and domestic battery.

Police arrest 5 for home invasion attack on Kansas woman

SEDGWICK COUNTY— The spread of the coronavirus across Kansas prompted officials to set some inmates free.

Sedgwick County announced Thursday it had released about 200 inmates from the county jail to free space to isolate inmates who become ill with the virus in the coming weeks.

 According to Sedgwick County District Attorney Marc Bennett.

"On March 12, the jail provided my office a list of everyone in the jail (including those housed at the annex or out-of-county). 

 We started with 1,645 inmates involving 1,689 district court cases; From there we whittled out defendants being held of cases with SL4 and above which got us down to 1307 cases involving 1038 defendants.

From that group 154 are awaiting sentencing (according to a list provided by a the district court); 

There had been approximately 95 cases awaiting a hearing for a probation violation according to information from the jail earlier this week. (that number changed by Friday)


 
We went through the list and identified 150 people last week that could be released on bond without posing a community safety risk – namely, traffic cases; property crimes; drug cases.  Efforts are under way currently to go through the remaining cases again to look for additional cases that may be viable for release without posing a community safety risk. 


 
We started the process of handling probation violation hearings Wednesday.&nbsp; More probation violation hearings and sentencing hearings are being scheduled.  We continue to work with the defense counsel to provide the court with lists of cases ready for hearing while complying with victim notification requirements."

The state reported Thursday that it has at least&nbsp;<a href="https://apnews.com/c043c295047975299ee4e582efcb8964">168 confirmed cases</a>&nbsp;of&nbsp;<a href="https://apnews.com/VirusOutbreak">the coronavirus</a>, an increase of 42 from Wednesday. Three corornavirus-related deaths have been reported.
