Kan. police officer injured when someone throws bottle 

KANSAS CITY (AP) — The mayor of Kansas City, Missouri, is backing an ordinance that would strike possession of marijuana from the municipal code, a move that would eliminate even fines for those who possess marijuana.

Mayor Quinton Lucas said in a news release Thursday that he would introduce the ordinance with all four black members of the City Council. Lucas said eliminating laws that disproportionately affect black people can help “improve police-community relations."

Missourians voted in 2018 to legalize medical marijuana, but recreational use of the drug remains illegal. In Kansas City, voters in 2017 decided to reduce the penalties for possession to a $25 fine.

Although black and white people have comparable rates of usage, black people are 3.6 times more likely than whites to be arrested for possession of marijuana, according to the American Civil Liberties Union.

The news release described the move as one of many taken by Lucas and the City Council to create a “more equitable community.” Earlier this year, the mayor's office launched a pardon program for past nonviolent, minor municipal marijuana offenses.

KC mayor wants to stop penalizing marijuana possession

KANSAS CITY&nbsp; (AP) — Police are investigating the death of a person whose body was pulled from a lake south of Kansas City.

The body was pulled from Terrace Lake early Thursday morning.

Police responded shortly after 5:45 a.m. to the lake after a caller to 911 reported seeing the body in the lake.

The Kansas Highway Patrol reported a 1966 Beech single engine fixed wing aircraft piloted by James Earl Robinson, 75, Cotuit, Massachusetts was attempting to land on runway 1 of Garnett Municipal Airport. 

Upon landing, the aircraft rolled over the end of the landing strip into a ditch.

Robinson and a passenger Becky L.&nbsp;Robinson, 75, Cotuit, Massachusetts, were not injured.&nbsp; The NTSB is in charge of the investigation.

KHP: Small plane rolls into ditch during landing

MADISON, Wis. (AP) — A Kansas-based hunting advocacy group filed a lawsuit Wednesday seeking to force the Wisconsin Department of Natural Resources to restart in-person hunter education courses.

Wisconsin law requires anyone born after Jan. 1, 1973, to complete a hunter education course to obtain a hunting license and hunt alone. DNR officials&nbsp;<a href="https://gowild.wi.gov/customers/safetyedclass" target="_blank">canceled department-sponsored in-person courses</a>&nbsp;in March as the coronavirus pandemic seized the country and have refused to recognize completion certificates as part of the state’s push to slow the virus’ spread through social distancing.

“Defendants’ actions ... greatly restrict or outright eliminate the options for Wisconsinites to become licensed hunters, putting our state’s proud hunting heritage — a heritage that has helped sustain our state for generations — at risk,” Hunter Nation’s lawsuit argues.

Hunter Nation is based in Mission, Kansas. Its constitution calls for promoting the right to hunt and hunting as a way of life. The group’s website states that it will work to restore hunters to “their rightful place as America’s truest conservationists.”

The Wisconsin Institute for Law and Liberty, a conservative activist law firm, filed the lawsuit on the group’s behalf in Marathon County Circuit Court.

The hunting group alleges that the DNR is denying people the right to hunt and lacks the authority to cancel in-person educational courses. The state constitution guarantees the right to hunt and state law requires the DNR make hunter safety courses available to the public, the lawsuit argues. The state Supreme Court struck down Democratic Gov. Tony Evers stay-at-home order in May and the governor’s state of emergency declaration expired that same month, the lawsuit adds.

The DNR is offering online courses, but students under 18 still must attend an in-person field day and take a written test, which they can’t do under the DNR’s “ban” on in-person education, the lawsuit argues.

Aduts can take the online course without attending a field day or taking a written test, but the DNR’s website makes it clear that an online course isn’t adequate for adults who lack hunting or firearms experience, the lawsuit contends.

DNR spokeswoman Sarah Hoye declined to comment on the lawsuit. Officials from the agency said in a statement before the lawsuit was filed that they have put hunter safety courses “on pause” but haven’t suspended them for the remainder of the year. They said they’re waiting for the state Department of Public Instruction to post guidelines for schools on returning to in-person instruction before deciding whether to restart the courses.

Kan. group sues to restart DNR hunter education courses

SEDGWICK COUNTY —Law enforcement authorities are investigating a shooting and have released a description of the suspect.

Just before 1:30 a.m. Wednesday officers responded to a shooting call at the Frontier Motel, 1623 S. Broadway in Wichita, according to officer Charley Davidson.

Upon arrival, officers contacted a 51-year-old man who had a gunshot wound to his chest. He was transported to an area hospital for medical treatment of a non-life-threatening injury.

The investigation revealed the 51-year-old man and a 51-year-old woman were inside of one of the motel rooms, and a suspect began knocking on their door. The victim reported he did not know the suspect so he did not open the door. 

A verbal disturbance ensued between the victim and a suspect and the suspect fired multiple times through a window, striking the victim.

The suspect then fled the scene in a dark colored SUV.

The suspect is described as an unknown Hispanic male, 5-foot-8, 240 pounds, wearing a blue t-shirt and shorts.

Investigators were working to determine all the circumstances of the shooting.

Wichita police reported just before 9a.m. that Jose Antonio Rojas has been found and is safe.&nbsp; Authorities released no additional details.

SEDGWICK COUNTY — Law enforcement need&nbsp; help locating 67-year-old Jose Antonio Rojas of Wichita.&nbsp; 

He was last seen leaving his apartment in the 6500 block of East 34th&nbsp;Street North in Wichita at approximately 5 p.m. on Wednesday.&nbsp; 

Jose left in a 1993 Red Ford F-150 with a green right fender and a Kansas license plate 471MZW.&nbsp; 

He is described as 5-foot-8, 300 pounds, black hair and brown eyes.&nbsp; 

&nbsp;He has early-onset dementia, has been diagnosed with diabetes, and has other medical complications requiring him to need medication and assistance.

Police: Missing Kansas man found safe

TOPEKA—Chief Justice Marla Luckert has announced two new administrative orders regarding the safe operation of Kansas courts during the COVID-19 pandemic.

"Kansas courts continue to take steps to protect the health and safety of court users, employees, and judges," Luckert said. "People often have little or no choice but to attend court, so we need to do what we can to make sure the court environment is as safe as possible."

In&nbsp;<a href="https://kansascourts.org/l/BITvAGpy_ZLyz6qLZsRRl2EELcr2Drv99cxdYWS3khc" target="_blank">Administrative Order 2020-PR-076</a>, the Kansas Supreme Court updates requirements for safely operating both district and appellate courts. It replaces&nbsp;<a href="https://kansascourts.org/l/BITvAGpy_ZLyz6qLZsRRl2LYGqQ4x48LV62scy4gfZs" target="_blank">Administrative Order 2020-PR-054</a>&nbsp;issued May 1, although it keeps in place many of its requirements for courts opening their facilities to the public.

It lifts the 10-person limit for courtrooms and the 12-person limit for panels seated for jury selection, as long as each person has at least 6-feet of social distancing.

New administrative orders announced regarding safe operation of KS courts

TOPEKA—The Kansas Supreme Court has amended Rules 20 through 24, known collectively as the Kansas eCourt Rules.

The amendments took effect June 12 and apply in district courts using the new centralized case management system and will apply in other courts as they begin using the system.

The term "filing user" has been amended to make clear this does not include any judicial branch employees, judges, temporary judges assigned to a case, retired judges or justices assigned to a case, or current Court of Appeals judges or Supreme Court justices acting in their official capacities.

The added term "transcript" means any written verbatim record of a court proceeding or deposition.

Change under Rule 22(d): Inaccessible Documents

Using the public portal to the new centralized case management system, the public has access to many more documents than compared to the FullCourt system it is replacing.

But criminal complaints and warrants are treated differently under the centralized case management system. An arrest warrant, search warrant, or bench warrant that has not been executed is not accessible to the public using the centralized case management system's public access portal.

Supreme Court amends Kansas eCourt Rules

KANSAS CITY, Kan. (AP) — Police say a woman has been arrested in a deadly hit-and-run crash over the weekend in Kansas City, Kansas. 

Police say 25-year-old Kendra Womack turned herself in shortly after fleeing the scene of the early Sunday crash. 

Investigators say Womack was driving a sport utility vehicle eastbound when she broadsided a car at an intersection. 

The driver of the car, 42-year-old Myron Gardner of Kansas City, Kansas, died at the scene, and two other adults and two children in the car were injured. 

Police say Womack fled the crash on foot. Womack has been charged with failure to stop at an accident resulting in death. She is being held in the Wyandotte County Jail on $100,000 bond.

Woman turns herself in after fleeing deadly Kansas crash

O'FALLON, Mo. (AP) — A white suburban St. Louis police detective who was captured on video apparently hitting a black suspect with a police SUV then kicking and punching the man was charged Wednesday with two counts of assault and armed criminal action.

Special Prosecutor Tim Lohmar announced the charges against Florissant Detective Joshua Smith, 31,&nbsp;<a href="https://apnews.com/0fe99145d556b5687a881f6845fc7082">who was fired</a>&nbsp;June 10. The violent arrest June 2 came amid nationwide protests and unrest sparked by the police killing of&nbsp;<a href="https://apnews.com/0fe99145d556b5687a881f6845fc7082">George Floyd</a>&nbsp;in Minneapolis.

“It’s situations like this that good cops hate because it makes everybody look bad,” Lohmar said at a news conference.

About one-third of Florissant’s 51,000 residents are black. The St. Louis suburb is just north of Ferguson, where&nbsp;<a href="https://apnews.com/9aa32033692547699a3b61da8fd1fc62">Michael Brown’s death</a>&nbsp;at the hands of a white police officer in 2014 was a catalyst for the&nbsp;<a href="https://apnews.com/347ceac3ea08978358c8c05a0d9ec37c">Black Lives Matter</a>&nbsp;movement. The St. Louis region has been the site of dozens of protests since Floyd’s May 25 death.

The arrest happened a day after&nbsp;<a href="https://apnews.com/83b1ecab54f039bbd30346a218a4c994">four St. Louis police officers</a>&nbsp;were shot and a retired St. Louis police captain was fatally shot during a violent night in the city. Florissant Police Chief Timothy Fagan has said Smith was on duty because of civil unrest in the area.

Officers were pursuing a vehicle occupied by three men because it had been seen near an earlier shots-fired incident, Florissant Mayor Tim Lowery said. The pursuit ended on a residential street in nearby Dellwood.

What happened next was captured by a resident’s doorbell camera and posted online by media outlet Real STL News soon thereafter.

Attorneys for the 20-year-old man who was struck released a second video Tuesday, from another home’s security camera, closer and with a different angle. It shows a car slowing on a residential street. Two men in the front seat jump out of the still rolling car, before a third man jumps out of the back seat.

The unmarked police SUV appears from behind the car and drives across part of the front lawn, striking the third man and knocking him onto the driveway as he loudly cries out in pain. An officer gets out of the SUV and appears to kick and hit the man on the ground as the man yells out, “OK! OK! OK!” and repeatedly says, “I don’t have nothing.”

“When you see the second video it’s clear that he intentionally ran into him and used the vehicle as a weapon,” the man’s attorney, Jerryl T. Christmas, said. “It’s difficult to watch, and difficult to listen to the audio because of the way he’s screaming and hollering.”

One of the assault charges against Smith is a felony, the other a misdemeanor. The armed criminal action charge, a felony, was filed because the officer used the vehicle as a weapon, Lohmar said, calling it a “4,000-pound missile.”

The range of punishment for both felonies is 10 to 30 years in prison, Lohmar said. Anyone convicted of armed criminal action must serve a minimum of three years in prison.

Smith’s attorney, Scott Rosenblum, has said what happened was an accident. He did not immediately respond to an email seeking comment Wednesday.

Smith's police report said the man darted in front of him and he tried to swerve to miss him, Lohmar said.

“The video evidence just proves that is patently false,” Lohmar said.

Fagan said the man was treated at the hospital for an ankle injury, but Christmas said his injuries were far worse. He said the man’s leg was “shattered” and required multiple surgeries.

“He was traumatized,” Christmas said.

Fagan said police are seeking municipal charges against all three men for possession of drug paraphernalia and resisting arrest. No weapons were found on the men or in their car.

In addition to Lohmar’s investigation of the officer, U.S. Attorney Jeff Jensen said his office, the Civil Rights Division at the Department of Justice and the FBI also are reviewing the case to determine if a federal response is warranted.

The arrest led to several&nbsp;<a href="https://time.com/5849983/missouri-police-strike-man-car/">peaceful protests</a>&nbsp;outside police headquarters in Florissant, including a “die-in” in which participants lay face down with their hands behind their backs. A few dozen protesters also gathered Monday outside Lohmar’s office urging prosecution of Smith.

Fagan called it “a sad day for the Florissant Police Department but an important day for the community.” He said he wanted the community to know that officers who break the law will be held accountable.

(AP) — <a href="https://media.amtrak.com/2020/06/amtrak-encourages-safe-travel-during-national-safety-month/">Amtrak will cut service</a> later this year on most of its long-distance routes nationwide to three times a week instead of the current daily service because ridership has fallen significantly during the coronavirus pandemic.

Amtrak spokeswoman Kimberly Woods said Wednesday that the cuts will take effect Oct. 1 and remain in place until at least the summer of 2021, but daily service could be restored if demand improves along its long-distance routes.

Jim Mathews, president and chief executive of the Rail Passengers Association advocacy group, said he thinks the cuts are short-sighted and will hurt long-term demand for these routes.

“The long-distance services declined the least among Amtrak’s three business lines during the coronavirus-induced slowdown, and its services remain essential to the hundreds of small communities across the United States with fewer options than Philadelphia or Boston or New York City,” Mathews said.

The train routes being cut to three days a week include the Southwest Chief in Kansas, California Zephyr, Capitol Limited, City of New Orleans, Coast Starlight, Crescent, Empire Builder, Lake Shore Limited, Palmetto, and Texas Eagle. The Sunset Limited and Cardinal trains already operate three times a week.

Amtrak said its Auto Train, which runs from the Washington, D.C., suburbs to the Orlando, Florida, area, is the only long-distance route that will continue to operate daily.

Amtrak to cut back on its longer routes because of virus

TOPEKA – The Kansas Department of Health and Environment (KDHE) has added three states to the quarantine list: Alabama, Arizona and Arkansas, and removed six states from the list: Connecticut, Illinois, Massachusetts, New Jersey, New York and Rhode Island. 

This is effective for persons returning June 17, and moving forward. The state will review and update this list on July 1.

Please note these quarantine orders do not apply to critical infrastructure sectors needed to continue operations during this pandemic. Public health, including hospitals, clinics, law enforcement, meatpacking supply, etc. need to have the staffing resources to continue serving Kansans. While KDHE strongly recommends these quarantine restrictions for everyone, we do recognize that services need to continue. KDHE encourages facilities to ensure they have updated their Emergency Preparedness Plans and implement protocols to ensure that no employee comes to work symptomatic.

TOPEKA – The Kansas Department of Health and Environment (KDHE) has added three states to the quarantine list: Alabama, Arizona and Arkansas, and removed six states from the list: Connecticut, Illinois, Massachusetts, New Jersey, New York and Rhode Island. This is effective for persons returning June 17, and moving forward. The state will review and update this list on July 1.A comprehensive list of those individuals in Kansas needing to quarantine for 14 days includes those who have:Traveled to:<ul>
 <li>Maryland on or after May 12.</li><li>Alabama, Arizona and Arkansas on or after June 17.</li><li>Been on a cruise ship or river cruise on or after March 15.</li><li>International travel on or after March 15.</li>
 </ul>Others needing to continue quarantining:<ul>
 <li>Received notification from public health officials (state or local) that you are a close contact of a laboratory-confirmed case of COVID-19.</li>
 </ul>Please note these quarantine orders do not apply to critical infrastructure sectors needed to continue operations during this pandemic. Public health, including hospitals, clinics, law enforcement, meatpacking supply, etc. need to have the staffing resources to continue serving Kansans. While KDHE strongly recommends these quarantine restrictions for everyone, we do recognize that services need to continue. 3 states added to travel quarantine list in Kansas

SEDGWICK COUNTY—Law enforcement authorities are investigating a fatal shooting and have identified the victim as 53-year-old David Leddy of Wichita, according to officer Charley Davidson.

Just after 3:30 a.m. Wednesday, police responded to a disturbance with shots fired at a home in the 1200 block of North Pinecrest.&nbsp; Upon arrival, officers located Leddy in the front of the residence with a gunshot wound.&nbsp; He was pronounced deceased on the scene.

The investigation revealed a disturbance ensued earlier in the day at the home between Leddy and a 19-year-old man who did not live there.&nbsp; During the disturbance, Leddy’s vehicle was damaged, and the 19-year-old was battered.

The 19-year-old’s 41-year-old mother and three friends, a 44-year-old woman, a 54-year-old man, and a 31-year-old woman, later arrived at the home.&nbsp; A disturbance then ensued in front of the house, and shots were fired that struck Leddy.

Investigators are currently working to locate additional individuals involved with this incident.

WICHITA, Kan. (AP) — Police say a shooting in northeast Wichita has left one man dead. Officials say the shooting happened around 3:30 a.m. Wednesday at a home in the Lambsdale neighborhood. 

Police say officers were called to the home for a report of a disturbance with a weapon, but when they arrived, they found a man in his 50s dead at the scene with a gunshot wound. 

Police say several people were at the home when officers arrived, and they were taken in for questioning. Police say they are also searching for another person. The victim's name has not yet been released.

Police ID man shot to death at Kansas home after disturbance

On June 4th, the Senate wrapped up the end of Special Session (which followed the Veto Session in May) and ended the 2020 Legislative Session.

 It was a shortened session due to Covid-19 which stalled the regular session on March 23rd.&nbsp; We returned May 21st&nbsp;for Sine Die and Veto Session.&nbsp; 

Seventeen bills were sent to the Governor – 6 Senate bills and 11 House bills.&nbsp; A total of 261 Senate bills were introduced in 2020, with an additional 208 Senate bills carried over from the 2019 Session.&nbsp; The Governor signed one additional bill for Special Session which was HB2016.&nbsp; The 2021 Legislative Session will convene January 11, 2021, at 2:00 p.m.

The 2020 Special Session is the 24th special session in Kansas history. The first was called in 1874 and the most recent were: 2005 (School finance), 2013 (“Hard 50” law), and 2016 (School finance).

The regular and veto Session ended May 21st&nbsp;with no opportunity for a Veto override attempt due to a previous Resolution passed by both Chambers when we adjourned in March.&nbsp; 

The Governor vetoed HB2054, which was the Emergency Disaster bill, on May 26th&nbsp;which had passed both the Senate and House and called us back to a Special Session on June 3rd.&nbsp;&nbsp;

 HB2016 is very similar to the vetoed bill with a few changes which came about by both Chambers and the Governor’s office working together on a compromise.&nbsp;&nbsp; 

Below are a few highlights of the bill – more details can be found at&nbsp;<a href="http://www.kslegislature.org/li_2020s/">www.kslegislature.org</a>&nbsp;under the 2020 Special Session red lettering on the home page and typing HB2016 in the search box- the SN column (Supplemental Note) will be the easy to read version with expiration dates and each section listed.&nbsp;

The bill includes $1.25B in Coronavirus federal funding (Coronavirus Relief Fund – CRF) to be spent with the approval of a majority of the State Finance Council (SFC) and the Governor.&nbsp; This Council includes eight legislators – the President of the Senate, the Speaker of the House, the Senate Majority and Minority leader, the Chairperson of Senate Ways and Means, the House Majority leader and Minority leader, the Chairperson of the House Appropriation committee and Governor Kelly.&nbsp; This process has been used for federal disaster funds in the past.&nbsp;

The Governor’s emergency declaration is extended through September 15th&nbsp;but is then prohibited from further declarations through the end of 2020 unless approved by the SFC.&nbsp; Before September 15th&nbsp;the Governor cannot close any business, restrict gatherings or travel and after September 15th&nbsp;these declarations must be approved by the SFC.&nbsp; The Governor must consult with SFC 24 hours before closing any business and can only close businesses for 15 days unless 6 SFC members approve.&nbsp;

The bill allows County Commissions to issue orders less restrictive than the state if they included findings from a local health officer that the full statewide provisions are not necessary to protect county residents.&nbsp; This is the local control piece which was in much of the discussion from the beginning of the virus infection in March.&nbsp;&nbsp;&nbsp;

The Governor will need to receive approval from the Kansas Board of Education to close schools.

The Governor will not be able to change the timing of elections or how elections are conducted.

The Secretary of Health or a county health officer can conduct contact tracing to protect public health.&nbsp; The information can only be used for public health purposes and data will remain confidential and be destroyed when tracing ends.&nbsp; The language of this session was requested and written by the Kansas Attorney General as Kansas has no laws on the books to address contact tracing.&nbsp;

First responders will be alerted to the presence of a COVID case in order to wear appropriate personal protective equipment.&nbsp;

Telemedicine will allow doctors to prescribe medication without an in-person visit.&nbsp; Doctors licensed in other states are allowed to use telemedicine as well for Kansas patients.&nbsp; Physicians will be allowed to practice at a medical facility without becoming a member of its staff.&nbsp; Hospitals will be allowed to admit more patients than they are currently licensed to and modify rooms in case of a surge of the virus within reasonable safety requirements.&nbsp;

The bill will provide immunity for healthcare services and workers due to COVID-19 (except for negligence and recklessness) and will also include this protection for manufactures and distributors for COVID-19 products (such as masks and sanitizers).&nbsp; Adult care facilities while not strictly immune would have to prove that harm was caused even though they followed the rules and were compliant with the law.&nbsp; The bill also creates infection control inspection for every facility with 90 days (the original HB2054 had a 30-day inspection timeline).

The Chief Justice of the Kansas Supreme Court may authorize the use of two-way video conferencing to ensure the health and safety of all involved during ANY statewide declared disaster emergency.

Alcoholic liquor may be sold for consumption off-premises as long as it is legal for both the seller and consumer to be selling or consuming the alcoholic liquor, respectively and the consumer receives the beverage with a dated receipt and in a tamper-evident container. This provision will expire upon the expiration of the federal disaster emergency related to COVID-19.

A notary public may notarize a document without an in-person appearance as long as the notary public abides by executive order or other relevant state law.

DEPARTMENT OF COMMERCE AWARDS – DEVELOPMENT BLOCK GRANT CORONAVIRUS RESPONSE SUPPLEMENT (CDBG-CV) – SENATE DISTRICT #36

On June 2nd, the Department of Commerce announced&nbsp;awards of nearly $9 million in Community Development Block Grant Coronavirus Response Supplement (CDBG-CV) funds to 66 Kansas communities.&nbsp;&nbsp;CDBG-CV grants are part of the state’s allocation from the federal Coronavirus Aid, Relief, and Economic Security (CARES) Act and are designed to help Kansas communities respond to the needs of their residents and businesses during the reopening phase of the state.&nbsp; Grants were available in two categories – Economic Development and Meal Programs. Economic Development grants provide communities with funding to help local businesses retain jobs for low-to-moderate income people by covering working capital expenses such as inventory, wages and utilities. Meal Program grants can be directed toward organizations such as Meals on Wheels, local food banks or to support organizations providing meals for children affected by the loss of school meal programs.

To date, the Department of Commerce has received 106 award applications totaling more than $32 million. While all funds for this round of CDBG-CV have been awarded, the Department of Commerce expects to receive approximately $7 million in additional funding in a second round of CDBG funds through the CARES Act.

CDBG-CV awards in Senate District:&nbsp; the city of Beloit; counties Cloud, Jewell, Marshall, Mitchell, Osborne, Phillips, Smith all receiving $132,000.00 and Russell County awarded $178,000.00.

The State of Kansas saw total tax collections for May Fiscal Year 2020 at $448.7 million; 6.6% or $27.8 million above the estimate. That is down 20.3% or $114.4 million compared to the same month last fiscal year.&nbsp; 

Total tax collection growth over April Consensus Revenue Estimates were attributed to online sales and withholding taxes.&nbsp; Individual income tax collections were up $5.9 million or 2.8% compared to the estimate with $215.9 million collected. That is 22.3% or $62.0 million less than last May. 

The increase from the estimate can be attributed to reduced bond payments from withholding and an extra payroll period for the semi-monthly withholding tax filings. 

Corporate income tax collection receipts were down 167.9% or $8.4 million from the estimate at negative $3.4 million. This is due to the state processing more refunds than it received in corporate income tax collections. 

When compared to the same month last fiscal year, those collections are down $14.4 million. Compared to May of last fiscal year, collections are down $27.3 million or 13.6%. Compensating use tax collections are 25.5% or $7.7 million more than expected at $37.7 million. When looking at last year’s numbers, these collections are $1.2 million or 3.2% more than May of last fiscal year. 

This can be attributed to the increased registration of online retailers to collect and remit Kansas taxes. On average, the state is seeing 300 new registrations per month.

Every ten years, the Kansas Legislature looks at the US Census numbers and assigns committees to review and redraw the legislative boundaries for the state-both state offices and federal offices.&nbsp; 

According to the state constitution, redistricting is to be completed in the second year after the federal census.&nbsp; The United States Constitution and federal statutes require a federal census to be conducted every ten years and also require that Congressional districts reapportioned based on this census data.&nbsp; 

The Kansas constitution and state law also requires the reapportionment of the state senate districts, the state house of representative districts, and the school board districts in the state based on the census information.&nbsp; 

Expect rural districts in both the Senate and the House to grow in geographical size and urban districts to shrink due to population decline and shift.&nbsp;

SECRETARY OF STATE – CARES FUNDS AND 2020 VOTING

Secretary of State Scott Schwab announced on May 7th&nbsp;the distribution of Coronavirus Aid, Relief and Economic Security (CARES) Act funding to Kansas counties for the 2020 elections amid the COVID-19 pandemic.&nbsp; 

In March, the United States Congress passed the CARES Act which included $400 million in Help America Vote Act (HAVA) funding to states. The funding must be used in 2020 to prepare for, prevent and respond to the coronavirus pandemic for the 2020 Federal election cycle. 

Kansas received approximately $4.6 million in HAVA funding, $2.6 million of which will be used to reimburse counties with COVID-19 related expenditures.&nbsp; 

Personal protection equipment, plexiglass shields and disposable stylus pens will be at polling places for those voting in person.&nbsp;

Since 1996, Kansas has allowed all voters to request an advance mail ballot without needing an excuse.&nbsp;
