NEW YORK (AP) — A Marine veteran who used a chokehold on an agitated subway rider was acquitted on Monday in a death&nbsp;<a href="https://apnews.com/article/nyc-subway-chokehold-daniel-penny-jordan-neely-4ccbcc2442a39e90d1271907dc4fd35c">that became a prism</a>&nbsp;for differing views about public safety, valor and vigilantism.

A Manhattan jury cleared Daniel Penny of criminally negligent homicide in Jordan Neely’s 2023 death. A more serious&nbsp;<a href="https://apnews.com/article/daniel-penny-nyc-subway-chokehold-death-trial-e7db3b52395aa61a80adbac5cf8ea9b4">manslaughter charge was dismissed</a>&nbsp;earlier in deliberations because the jury deadlocked on that count.

Both charges were felonies and carried the possibility of prison time.

Penny, who had shown little expression during the trial, briefly smiled as the verdict was read. Both applause and anger erupted in the courtroom, and Neely's father and two supporters were told to leave after making various remarks — including vulgarities from one of the supporters. Another person also left, wailing with tears.

Penny, 26, served four years in the Marines and went on to study architecture.

Neely, 30, was a sometime subway performer with a tragic life story: His mother was killed and stuffed in a suitcase when he was a teenager.

As a younger man, Neely&nbsp;<a href="https://www.curbed.com/2023/05/jordan-neelys-life-as-a-michael-jackson-impersonator.html">did Michael Jackson tributes</a>&nbsp;— complete with moonwalks — on the city’s streets and subways. But Neely also struggled with mental illness after losing his mother, whose boyfriend was convicted of murdering her.

Hospitalized for depression at age 14, Neely later was diagnosed with schizophrenia that at times made him hallucinate and become paranoid, according to medical records seen at the trial. Neely also used the synthetic cannabinoid K2 and realized it negatively affected his thinking and behavior, according to a 2019 hospital record. The drug was in his system when he died.

Neely told a doctor in 2017 that being homeless, living in poverty and having to “dig through the garbage” for food made him feel so worthless and hopeless that he sometimes thought of killing himself, hospital records show.

About six years later, he boarded a subway under Manhattan on May 1, 2023, hurled his jacket onto the floor, and declared that he was hungry and thirsty and didn’t care if he died or went to jail, witnesses said. Some told 911 operators that he tried to attack people or indicated he’d harm riders, and several testified that they were afraid.

Neely was unarmed, with nothing but a muffin in his pocket, and didn’t touch any passengers on the train. One rider said he made lunging movements that alarmed her enough that she shielded her 5-year-old from him.

Penny, who was on his way from a college class to the gym, came up behind Neely, grabbed his neck, took him to the floor and “put him out,” as he told police at the scene.

<a href="https://apnews.com/article/daniel-penny-subway-chokehold-death-trial-47250fa1d6efb00cb7463ff9b6566edd">Passengers' video</a>&nbsp;showed that at one point during the roughly six-minute hold, Neely tapped an onlooker’s leg and gestured to him. At another juncture, Neely briefly got an arm free. But he went still nearly a minute before Penny released him.

“He’s dying,” an unseen bystander said in the background of one video. “Let him go!”

A witness who&nbsp;<a href="https://apnews.com/article/daniel-penny-jordan-neely-nyc-subway-chokehold-3f5adc56d065cfdfaae2e0e77974591e">stepped in to hold down Neely’s arms</a>&nbsp;testified that he told Penny to free the man, though Penny’s lawyers noted the witness’ story changed significantly over time.

Penny told detectives shortly after the encounter that Neely threatened to kill people and the chokehold was an attempt to “de-escalate” the situation until police could arrive. The veteran said he held on after the train stopped because he wasn’t sure the doors were open and Neely periodically squirmed.

“I wasn’t trying to injure him. I’m just trying to keep him from hurting anyone else. He’s threatening people. That’s what we learn in the Marine Corps,” Penny told the detectives, who had read him his rights.

However, a Marine Corps combat instructor — who trained Penny —&nbsp;<a href="https://apnews.com/article/daniel-penny-jordan-neely-manhattan-da-dc33e039f156ae4e4235e1ad36e40c11">testified that the veteran misused</a>&nbsp;a chokehold technique he’d been taught.

Prosecutors&nbsp;<a href="https://apnews.com/article/daniel-penny-subway-chokehold-death-trial-neely-2ac2a4bce3ec74382722e9ac0e694283">said Penny reacted far too forcefully</a>&nbsp;to someone he perceived as a peril, not a person. Prosecutors also argue that any need to protect passengers quickly ebbed when the train doors opened at the next station, seconds after Penny took action.

Although Penny himself told police he’d used “a choke” or “a chokehold,” one of his lawyers, Steven Raiser, cast it as a Marine-taught chokehold “modified as a simple civilian restraint.” The defense lawyers contended that Penny didn’t consistently apply enough pressure to kill Neely, and they brought their own forensic pathologist to the stand to buttress their claim.

Contradicting a&nbsp;<a href="https://apnews.com/article/daniel-penny-subway-chokehold-death-trial-436b3a5c79e9dbd34b351c4f3a2ac302">city medical examiner’s finding</a>, the defense pathologist&nbsp;<a href="https://apnews.com/article/daniel-penny-subway-chokehold-death-trial-436b3a5c79e9dbd34b351c4f3a2ac302">said Neely died not from the chokehold</a>&nbsp;but from the combined effects of K2, schizophrenia, his struggle and restraint, and a blood condition that can lead to fatal complications during exertion.

SHAWNEE COUNTY—Law enforcement are investigating a suspect on drug allegations

Just before 10:30a.m. December 5, a deputy with the Shawnee County Sheriff’s Office attempted to conduct a traffic stop on a white 1996 Toyota Avalon with an expired license plate near NE Twiss Avenue and NE Sardou Avenue, according to Deputy Abigail Christian.

During the investigation, a K-9 Unit assisted and illegal narcotics were located. The passenger, Daniel L. Carpenter, 61, of Topeka, was arrested and booked into the Shawnee County Department of Corrections on requested charges of&nbsp;Possession of opiate, opium, narcotic or certain stimulant and Possession of drug paraphernalia.

The majority of these have been snow geese (40) in the last 3 days. The organization reported calls over the weekend from Atchison, Overland Park, Olathe, Lawrence, Tonganoxie, Kansas City Kansas, Shawnee and Clinton Lake. 

The birds may show signs of injury when brought in but rapidly decline and exhibit symptoms of avian influenza Sudden death: Without any prior signs of illness.

Swelling: Of the eyelids, head; Difficulty breathing: open mouth, wheezing, nasal discharge, coughing, or sneezing: Birds may have blood-tinged discharge; Neurological impairment: Birds may lack coordination, have tremors, seizures, or have a twisted neck

Other symptoms: Birds may stumble or fall down, have diarrhea, have a hunched appearance, or have ruffled feathers and die within a few hours or a day of intake.

The organization reported they are not admitting geese to their facility at this time as this is a highly contagious disease that is spread by respiration, fecal matter and contact and they must protect the birds already in our care at risk. 

 There is no treatment for birds with avian flu and the kindest thing that can happen is for them to be euthanized so they don't suffer needlessly. 

Operation Wildlife has reached out to Kansas Department of Wildlife and Parks and other animal control agencies across the Kansas City metro for help.

 If you come across one of these animals please report it as soon as possible or call Operation Wildlife and they will direct you with whom to contact. If you have chickens, ducks, parrots, etc you can use Lysol spray on your clothing and shoes to disinfect yourselves so you don't take it home to  your animals.

‘Geese falling from the sky’: Bird flu spreading in Kansas

DOUGLAS COUNTY —Sheriff's deputies assisted the Kansas Highway&nbsp; Patrol Saturday with a vehicle pursuit and taking a suspect into custody after the driver of a suspect stolen vehicle headed west through Douglas County.

Just after 1:30p.m., a Kansas Highway Patrol Trooper conducted a tactical-vehicle intervention to the suspects's westbound Honda three miles west of the Lecompton Interchange.

No one was injured. The driver, who was also wanted for assault in Missouri, was traveling a slow speeds through Douglas County. There were no other occupants in the car.&nbsp;

Douglas County deputies did stop westbound traffic until the driver could be taken into custody and the road could be cleared.&nbsp; Authorities did not release the nae of the suspect.

KHP, deputies capture wanted suspect in stolen car on I-70

DAMASCUS —U.S. Central&nbsp; forces conducted dozens of precision airstrikes targeting known ISIS camps and operatives in central Syria on Sunday, according to a statement from the U.S. Central Command.

The strikes against the ISIS leaders, operatives, and camps were conducted as part of the ongoing mission to disrupt, degrade, and defeat ISIS, in order to prevent the terrorist group from conducting external operations and to ensure that ISIS does not seek to take advantage of the current situation to reconstitute in central Syria.

The operation struck over 75 targets using multiple U.S. Air Force assets, including B-52s, F-15s, and A-10s. 

Battle damage assessments are underway, and there are no indications of civilian casualties.

CENTCOM, together with allies and partners in the region, will continue to carry out operations to degrade ISIS operational capabilities even during this dynamic period in Syria.

"There should be no doubt - we will not allow ISIS to reconstitute and take advantage of the current situation in Syria," said General Michael Erik Kurilla, "All organizations in Syria should know that we will hold them accountable if they partner with or support ISIS in any way."

U.S. carried out dozens of airstrikes on ISIS camps in Syria

CLAY COUNTY —Two people died in an accident just after 5:30p.m. Sunday in Clay County.

The Kansas Highway Patrol reported a 2013 Chevy Malibu driven by&nbsp; Deanna L.&nbsp; Hess, 56, Clay Center, was southbound on Kansas 15 just south of 2nd Road.

The Malibu crossed the center line and struck the driver's side of a 2016 Chevy Impala driven by&nbsp; Lisa L. Stevenson, 53, Salina.&nbsp;

Hess and Stevenson were pronounced dead at the scene and were transported to Neill-Schwensen-Rook Funeral Home.&nbsp; EMS transported a passenger in the Impala identified as 13-year-old Ravean&nbsp;Stevenson to Salina Regional Health Center. The teen was not wearing a seat belt, according to the KHP.

2 Kansas women dead, teen injured in 2-vehicle crash

The latest package will include more drones and munitions for the High Mobility Artillery Rocket Systems, or HIMARS, that the U.S. has provided. While&nbsp;<a href="https://apnews.com/article/ukraine-russia-war-nato-membership-711864994f05597cc8b7816c1e6b236b">these weapons are critically needed now</a>, they will be funded through the Ukraine Security Assistance Initiative, which pays for longer-term systems to be put on contract.

The weapon systems purchased are often intended to support Ukraine’s future military capabilities, not make an immediate difference on the battlefield.

The $988 million package is on top of&nbsp;<a href="https://apnews.com/article/ukraine-russia-725-million-weapons-us-biden-38eaf70cad013d25cc7c505f7a3b6bcf">an additional $725 million in U.S. military assistance</a>, including counter-drone systems and HIMARS munitions, announced Monday that would be drawn from the Pentagon’s stockpiles to more quickly get to the front lines. The U.S. has provided Ukraine with more than $62 billion in military aid since Russia’s invasion in February 2022.

“The baton will soon be passed,” Austin said. “Others will decide the course ahead. And I hope that they will build on the strength that we have forged over the past four years.”

NEW YORK (AP) — The&nbsp;<a href="https://apnews.com/article/unitedhealthcare-ceo-brian-thompson-shooting-79a9710978fc7adbb23d3fed4ea2f70d">search</a>&nbsp;for UnitedHealthcare CEO&nbsp;<a href="https://apnews.com/article/unitedhealthcare-ceo-manhattan-shooting-death-48590215ba756741bbaadeeb6255d135">Brian Thompson</a>&nbsp;’s killer since Thompson was ambushed Wednesday outside a Midtown Manhattan hotel has stretched beyond New York City. While still looking to identify the suspect, the FBI has offered a&nbsp;<a href="https://apnews.com/article/unitedhealthcare-ceo-manhattan-shooting-death-dee5ad726a345a8209ecc0df7e44756e">$50,000 reward</a>&nbsp;for information leading to his arrest and conviction. That’s on top of a $10,000 reward offered by the NYPD.

The gunman used a fake ID and paid cash during the 10 days he was in the city, NYPD Chief of Detectives Joseph Kenny told reporters Friday. He also kept his face covered except while checking in at a hostel. He was captured on some of the thousands of surveillance cameras blanketing Manhattan, allowing police to build a timeline of his movements.

Here's what we know so far about what the NYPD describes as a planned attack.

10:11 p.m. — The suspected shooter arrives in New York City on a Greyhound bus at the Port Authority terminal. The bus originated in Atlanta and made six or seven stops on the way to New York. Police could not immediately determine where he got on the bus.

The man then takes a taxi to the area of the New York Hilton Midtown and is there for about a half hour.

About 11 p.m. — The man takes a taxi to the HI New York City Hostel at 891 Amsterdam Ave., where he stays until the morning of the shooting. He presents an ID that police believe to be fake. Two roommates in a shared room that had bunkbeds never saw his face, police said, because he kept his mask on.

When speaking with an employee in the hostel lobby, he briefly pulled down his facemask and smiled — a moment captured on surveillance images that have been widely circulated by police.

The man was checked out of the hostel, where guests are automatically checked out if they don’t show at the desk by a certain time. Police don’t believe he stayed someplace else and checked back into the same hostel the next day.

About 5:30 a.m. — The suspected shooter leaves the hostel well before dawn.

5:41 a.m. — He appears on video at 54th Street and Sixth Avenue walking back and forth in the area of the Hilton hotel where United Healthcare’s parent company, UnitedHealth Group, is holding its annual investor conference.

Police deduce that he rode a bicycle to the Hilton because it took him such a short time to get there. “Could he have stolen the bike? These are things we’re still looking into,” Kenny said.

At some point, he went to a nearby Starbucks and purchased a bottle of water and at least one energy bar before returning to the hotel.

6:44 a.m. — He shoots Thompson as the executive arrives alone, on foot, having walked from a hotel across the street. The man flees.

6:48 a.m. — The man enters Central Park by bicycle at the 60th Street and Center Drive entrance. It's in the park and away from security cameras that police believe he discards a gray backpack.

6:56 a.m. — He leaves the park at West 77th Street and Central Park West, still on the bicycle.

6:58 a.m. — He passes another camera on 85th Street and Columbus Avenue, still on the bicycle.

7 a.m. — He's at 86th Street, no longer with the bicycle.

7:04 a.m. — He enters a taxi northbound at 86th Street and Amsterdam Avenue.

7:30 a.m. — He's near the George Washington Bridge and the bus terminal there. It offers commuter service to New Jersey and Greyhound routes to Philadelphia, Boston and Washington.

After the attack, investigators find the words&nbsp;<a href="https://apnews.com/article/unitedhealthcare-ceo-manhattan-shooting-death-7f6581ba6b0b520938d82c361e77a83c">“deny," “defend” and "depose,”</a>&nbsp;written in permanent marker on ammunition at the scene. The words mimic a phrase used by insurance industry critics.

Kenny and Police Commissioner Jessica Tisch reveal that investigators believe the gunman left New York City on a bus. Investigators say he entered the George Washington Bridge Bus Station but have not found video of him leaving or getting on a bus.

“It could possibly be a disgruntled employee, or a disgruntled client," Kenny says of a possible motive in a briefing.

Police find what they say is the man's backpack. Its contents are not disclosed.

Police continue to search Central Park; scuba divers are seen scouring a pond. The NYPD releases additional photos showing the suspected shooter next to and in the back seat of a taxi. In both images he is seen wearing a blue, medical-style face mask.

Despite recovering a fingerprint from the Starbucks purchase and sending items for&nbsp;<a href="https://apnews.com/article/unitedhealthcare-ceo-manhattan-shooting-death-48590215ba756741bbaadeeb6255d135">DNA testing</a>, police have yet to publicly identify the suspect.

Scuba divers are again seen at a Central Park pond. Police decline to comment on the investigation.

Last week,  Judge David Kaufman sentenced 60-year-old Stacy A. Munsell to just more than 32-years in prison, according to the Sedgwick County District Attorney's office.

In March of 2021, Munsell of Wellington, was charged with 5 counts of aggravated criminal sodomy, 9 counts of aggravated indecent liberties with a child, attempted aggravated criminal sodomy, criminal sodomy, attempted criminal sodomy, 2 counts of indecent liberties with a child, and furnishing alcoholic liquor or cereal malt beverage to a minor, according to the Sedgwick County District Attorney.&nbsp; All 20 crimes were felonies.&nbsp;&nbsp;At the time the crimes were committed, he was on parole for two sex-related crimes, according to Wichita Police.

In October, Munsell agreed to plead guilty to four counts of kidnapping and furnishing alcohol to a minor and prosecutors amended or dismissed the sex crime charges, according to the district attorney's office.

Sheriff: Man accused of selling methamphetamine in Kansas

JEFFERSON COUNTY—Two people died in an accident just after 5a.m. Sunday in Jefferson County.

The Kansas Highway Patrol reported a 2002 Chevy Silverado driven by Dylan Robert&nbsp;Harvey, 28, Topeka, was&nbsp;northbound in the southbound lanes of Kansas 4 Highway just south of 62nd Road.

The pickup struck a southbound 2006 Jeep Wrangler driven by Gavin Wade&nbsp;Royer, 33, Valley Falls, head-on.

WASHINGTON (AP) — President Joe Biden said Sunday that the&nbsp;<a href="https://apnews.com/article/syria-bashar-assad-war-1468a97ff95bb782f5933856d99c9a8d">sudden collapse of the Syrian government under Bashar Assad</a>&nbsp;is a “fundamental act of justice” after decades of repression, but it was “a moment of risk and uncertainty” for the Mideast.

Biden spoke at the White House hours after after rebel groups completed a takeover of the country after more than a dozen years of violent civil war and decades of leadership by Assad and his family. Biden said the United States was unsure of Assad’s whereabouts, but was monitoring reports he was seeking refuge in Moscow.

The outgoing Biden administration and President-elect Donald Trump were working to make sense of new threats and opportunities across the Middle East.

Biden credited action by the U.S. and its allies for weakening Syria’s backers — Russia, Iran and Hezbollah. He said “for the first time” that they could no longer defend Assad’s grip on power.

“Our approach has shifted the balance of power in the Middle East,” Biden said, after a meeting with his national security team at the White House.

Trump said Sunday that Assad had fled his country, which&nbsp;<a href="https://apnews.com/article/syria-bashar-assad-war-1468a97ff95bb782f5933856d99c9a8d">his family had ruled for decades</a>, because close ally&nbsp;<a href="https://apnews.com/hub/vladimir-putin">Vladimir Putin,</a>&nbsp;the Russian president, “was not interested in protecting him any longer.”

Shapiro, however, was careful not to directly say Assad had been deposed by the insurgents.

As they pushed toward the Syrian capital of Damascus, the opposition freed political detainees from government prisons. The family of missing U.S. journalist&nbsp;<a href="https://apnews.com/article/syria-austin-tice-washington-hostage-58e79b5bcb117cac5674b27ff66d5d69">Austin Tice</a>&nbsp;renewed calls to find him.

🎥Biden, Trump  issue statements on collapse of government in Syria

ORLANDO, Fla. (AP) — The parents of a 14-year-old Missouri boy who&nbsp;<a href="https://apnews.com/article/florida-orlando-d03a753b6ac928a86222c0f3b1134619">fell to his death</a>&nbsp;from an Orlando amusement park ride in 2022 have won a $310 million verdict against the attraction's Austrian builder.

Late Thursday, the Orange County jury ordered that the manufacturer Funtime pay $155 million each to Tyre Sampson's parents, Nekia Dodd and Yarnell Sampson. He died on March 24, 2022, after falling 70 feet (21 meters) from the Orlando Free Fall ride at Icon Park. The trial lasted only a day as Funtime never appeared in court to defend itself.

Icon Park, which rented the ride's space to Orlando Slingshot, the ride's owner and operator, had already settled with&nbsp;<a href="https://apnews.com/article/business-lawsuits-florida-orlando-9b95f3f27e54da9b7e527304816562ae">Sampson's family</a>&nbsp;for an undisclosed amount.

“The jury’s decision confirms what we have long argued: Tyre’s death was the result of blatant negligence and a failure to prioritize safety over profits,” the family's lawyers, Ben Crump and Natalie Jackson, said in a statement. “The ride’s manufacturers neglected their duty to protect passengers, and (Thursday's) outcome ensures they face the consequences."

The family will now have to seek an order from an Austrian court to collect the damages.

Funtime did not respond to an email sent to its headquarters Friday seeking comment. The company's website shows that it manufactures thrill rides that throw, drop and spin passengers at high speeds and from tall elevations, including attractions named Vomatron, Sling Shot and Chaos Pendle.

Sampson, a football standout who stood 6 foot, 2 inches tall (1.9 meters) and weighed 380 pounds&nbsp; was visiting Orlando on spring break from the St. Louis area when he went with friends to the downtown amusement park.

They rode the Orlando Free Fall, which placed 30 riders in seats attached to a tower, secured them with a shoulder harness and then dropped them 430 feet (131 meters). It didn't have seat belts, something most drop rides have as an additional safety measure.

Because of Sampson's size, the harness didn't lock properly and he was ejected from his seat when the ride braked 70 feet from the ground.

His parents argued that Orlando Slingshot and Funtime should have warned their son&nbsp;<a href="https://apnews.com/article/college-football-sports-football-florida-orlando-52e9cf71dbb45d8e95da6a7703da26d3">about the risks</a>&nbsp;of someone his size going on the ride and didn’t provide an appropriate restraint system. Adding seat belts would have cost $660.

The state ordered the ride closed after the accident and it never reopened. It is now&nbsp;<a href="https://apnews.com/article/amusement-ride-spring-break-florida-orlando-missouri-46055b0eda7e95e910bf75302c0dcc84">being demolished</a>.

(AP) — The parents of a 14-year-old Missouri boy who&nbsp;<a href="https://apnews.com/article/florida-orlando-d03a753b6ac928a86222c0f3b1134619">fell to his death</a>&nbsp;from an Orlando amusement park ride in 2022 have won a $310 million verdict against the attraction's Austrian builder.Late Thursday, the Orange County jury ordered that the manufacturer Funtime pay $155 million each to Tyre Sampson's parents, Nekia Dodd and Yarnell Sampson. He died on March 24, 2022, after falling 70 feet (21 meters) from the Orlando Free Fall ride at Icon Park. The trial lasted only a day as Funtime never appeared in court to defend itself.Icon Park, which rented the ride's space to Orlando Slingshot, the ride's owner and operator, had already settled with&nbsp;<a href="https://apnews.com/article/business-lawsuits-florida-orlando-9b95f3f27e54da9b7e527304816562ae">Sampson's family</a>&nbsp;for an undisclosed amount.“The jury’s decision confirms what we have long argued: Tyre’s death was the result of blatant negligence and a failure to prioritize safety over profits,” the family's lawyers, Ben Crump and Natalie Jackson, said in a statement. “The ride’s manufacturers neglected their duty to protect passengers, and (Thursday's) outcome ensures they face the consequences."The family will now have to seek an order from an Austrian court to collect the damages.Funtime did not respond to an email sent to its headquarters Friday seeking comment. The company's website shows that it manufactures thrill rides that throw, drop and spin passengers at high speeds and from tall elevations, including attractions named Vomatron, Sling Shot and Chaos Pendle.Sampson, a football standout who stood 6 foot, 2 inches tall (1.9 meters) and weighed 380 pounds&nbsp; was visiting Orlando on spring break from the St. Louis area when he went with friends to the downtown amusement park.They rode the Orlando Free Fall, which placed 30 riders in seats attached to a tower, secured them with a shoulder harness and then dropped them 430 feet (131 meters). It didn't have seat belts, something most drop rides have as an additional safety measure.Because of Sampson's size, the harness didn't lock properly and he was ejected from his seat when the ride braked 70 feet from the ground.His parents argued that Orlando Slingshot and Funtime should have warned their son&nbsp;<a href="https://apnews.com/article/college-football-sports-football-florida-orlando-52e9cf71dbb45d8e95da6a7703da26d3">about the risks</a>&nbsp;of someone his size going on the ride and didn’t provide an appropriate restraint system. Adding seat belts would have cost $660.The state ordered the ride closed after the accident and it never reopened. It is now&nbsp;<a href="https://apnews.com/article/amusement-ride-spring-break-florida-orlando-missouri-46055b0eda7e95e910bf75302c0dcc84">being demolished</a>.___

Jury awards $310 million to parents of teen killed in fall from park ride

SHAWNEE COUNTY —Law enforcement are investigating a fatal pedestrian accident.

Just after midnight Sunday morning, police responded to a reported injury accident involving a vehicle and pedestrian near the 2500 Block of SE Adams in Topeka, according to Police LT. Matt Danielson.

A southbound vehicle stuck a man who was pronounced deceased at the scene.&nbsp; The roadway was shut down during the overnight hours for the investigation, but it was reopened at approximately 7:00 a.m. Sunday.&nbsp;

Police did not release the name of the victim or other details.

Kansas man dies in pedestrian accident

DETROIT (AP) —Stellantis is recalling more than 300,000 Ram Heavy Duty pickup trucks because a faulty part could cause certain braking and tracking systems to fail.

The Netherlands-based automaker said the hydraulic control unit on the trucks is prone to failure, which can cause the anti-lock brake, electronic stability control and traction control systems to not work properly. Stellantis said regular braking systems are not affected by the defective part and that it's unaware of any related injuries.

The trucks in question are all model years 2017-18 and include the Ram 2500, 3500, 4500 and 5500. The recall includes a total of 317,630 trucks, including a small number of them in Canada, Mexico and elsewhere.

Stellantis said it will advise customers who may be affected as to when they may obtain service, which will be free of charge.

Recall: 300,000 Ram trucks for braking system defect

TOPEKA — Kansas Republicans are poised to turn the campaign trail promise of property tax relief into reality with expanded supermajorities in the Legislature and potentially unprecedented control over the state’s budget process.&nbsp;

However, state tax revenue continues to trend below projections, and Democratic Gov. Laura Kelly wants legislators to hit pause before taking action in 2025.

Laura Kelly wants legislators to hit pause before taking action in 2025.House Speaker Dan Hawkins, a Wichita Republican, said property tax relief will be “job one” when the Legislature convenes in January.“For too long, Kansans have struggled with the ever-increasing cost of property taxes,” Hawkins said in a Nov. 27 statement. “Governor Kelly wants legislators to ‘take a breath’ instead of passing necessary legislation to ease the burden of property taxes on Kansans.”Instead, he said, Kansans need “breathing room from the burden of sky-high property taxes.”Lawmakers’ ideas for relief are bound by the state’s limited authority over local property taxes. Legislators could further modify the state mill levy or, like&nbsp;<a href="https://iowacapitaldispatch.com/2024/12/03/property-tax-legislation-expected-in-the-2025-session-legislative-leaders-say/" target="_blank">Iowa</a>&nbsp;lawmakers in 2023, cap the tax levy rates for cities and counties.Hawkins’ statement was in response to Kelly’s Nov. 25 comments to reporters at her Topeka residence when she emphasized her preference for a wait-and-see approach to further tax cuts.In an&nbsp;<a href="https://kansasreflector.com/2024/11/16/kansas-tax-revenue-projected-to-decline-by-72m-after-tax-cut-bill/#:~:text=Officials%20estimated%20the%20state%20government,by%20more%20than%20%2412%20million.">updated revenue estimate</a>&nbsp;for fiscal year 2025, which ends June 30, the state was projected to take in $400 million less than the year before and $72 million less in tax revenue than initial estimates.The state likely won’t immediately see the full impacts of the bipartisan legislation adopted during a special session in June, which implemented income and property&nbsp;<a href="https://kansasreflector.com/2024/06/21/gov-kelly-signs-tax-reduction-bill-passed-with-bipartisan-majorities-in-special-session/">tax reductions</a>&nbsp;that estimated $1.2 billion in savings for Kansans over three years.Grace Hoge, a spokeswoman for the governor, said Wednesday that state revenues are still predicted to outweigh expenditures in the coming years.“Now, we must remain cautious with future tax cut proposals and budgetary discussions to ensure Kansas does not return to the days of budget shortfalls and underfunded services,” she said.Actual revenue has failed to meet projections lately. After revising estimates on Nov. 15 to lower projections by $72 million for the fiscal year, revenue for November continued to fall below expectations. The state collected about $675.5 million in taxes during the month, nearly 4%, or more than $25 million, below projections.“It is important to remember that a comparison of just one month is not a reliable basis upon which to identify a trend for the balance of the fiscal year,” the report from the Kansas Legislative Research Department said.State tax collections beat projections by $17.8 million in October, $15.1 million in September, and $6.6 million in August.The reports released in the next two months will reflect the holiday shopping season and corporation income tax payment estimates, which are due multiple times per year, including December.
