🎙 Women Who Lead celebrate holidays through giving, service

The&nbsp;<a href="https://haysartscouncil.org/five-state" target="_blank">Hays Arts Council Winter Art Walk</a>&nbsp;will be presented from 10 a.m. to 4 p.m.  on Saturday, Dec. 6.&nbsp;Most of the exhibits are in downtown Hays and at Fort Hays State University.

From ceramics to photography, and authors to live music, you'll find a wide mix of visual, literary and performance arts, said&nbsp;Chandler Reich, Hays Arts Council executive director.

The 5-State Photography Competition and Exhibition, in its 42nd year, will anchor the art walk at the Hays Arts Center.&nbsp;

The exhibition is the result of a juried, competitive exhibition open to any photographer living in Kansas, Nebraska, Missouri, Oklahoma and Colorado. &nbsp;

This year, 648 photos were entered, with 150 selected for exhibition by juror John Finch, a longtime wildlife photographer who has worked around the world. He also determined cash awards totaling $1,500.

Finch told Reich he may have been a little more critical in judging the landscape and wildlife photography because of his background.

"He told us he starts just by looking at the pictures, and then he starts selecting based on his first impression," Reich said.&nbsp; "Once he gets that narrowed down, he starts looking at the technical things.

"I'm really excited for everything to be up and for people to see his choices."

The 5-State Exhibition will be on display through February 2026.

There are 17 venues to visit during Saturday's art walk.&nbsp;

Reich said having the event on Saturday makes it easier for most people, including out-of-town visitors, to view all the exhibits.

For the youngest participants, a children's art show and hot cocoa will be offered at the K-State Cottonwood Extension Office, sponsored by Little Explorers Daycare.

Many art students from Fort Hays State University and Hays High School will showcase their work, including ceramics, paintings, printmaking and sculpture.&nbsp;

The Hays High Orchestra will be performing in the Downtown Pavilion in Union Pacific Park from 10 a.m. to noon.

Fort Hays State University sculpture professor Toby Flores will show his own sculpture and forged works in his gallery at 708 Main.

More live music can be enjoyed from 1 to 3 p.m. at the Hays Public Library by the Sweet Remedy Band, where authors Kale Link and Jeanne Riedel will talk about their books, and photography by Chris Schmidt will be featured.

Christmas music by Buffalo Bridge 11 a.m. to 12 p.m. will be presented at Custom Creations.

Handmade holiday creations from Bethesda Place, in conjunction with the WeKan Center, will be available for purchase at the Bethesda Place Christmas Store, 126 W. Ninth.

There will be one exhibit outside the downtown Hays area.

Fiber arts by Micki Armstrong and Kari Schultz and show quilting by Phyllis Marcum will be featured at the Sew Easy Stitch Lounge, 2506 Vine.&nbsp;

There is no fee to attend the art walk.&nbsp;

🎙 TMP, Hays High students compete in Youth Entrepreneurship Challenge

During its Tuesday meeting, the Ellis County Commission continued discussions on capital improvement projects, but staff reported the costs would be $3.7 million lower than initially estimated.

At last week’s commission meeting, Hutton representatives outlined initial project scopes and budget estimates for several improvements. The following are updated costs:

• Sheriff's office and communications department renovation, estimated cost of $2,986,097<br>• Combined EMS/fire facility in Ellis, estimated cost of $2,634,875<br>• Administrative Building fan coil units replacement, estimated cost of $1,700,000<br>• Courthouse HVAC replacement, estimated cost of $3,200,000<br>• Fire storage building at public works, estimated cost of $250,000<br>• Landfill transfer station expansion, estimated cost of $250,000

Hutton estimated the total cost at about $14.49 million, but commissioners lowered that figure to about $10.78 million after further review.

Darin Myers, county administrator, recommended removing the transfer station expansion from the bond package and instead funding it through solid waste reserve funds, with the project planned for 2027.

The commission explored issuing a $10 million to $11 million bond to cover the projects. Myers said the financing plan would not result in any increase in property taxes.

The Sheriff’s Office and communications renovation includes redesigned office space, upgraded security features and a new dispatch room. Once the Hays Police Department vacates the building in 2026, its former entrance area will be converted into a training room.

Myers said the main renovation totals about $2.4 million, but when adding jail security upgrades, relocating radio and dispatch equipment, the cost rises to about $2.9 million.

The new EMS and fire facility’s cost was lowered by almost $1 million by eliminating items such as storage space and drive-through bays. However, Myers said that adding those bays back in would depend on whether the city of Ellis wants them, which would increase the overall cost.

The courthouse’s Variable Refrigerant Flow heating system has been unreliable since it was installed in 2014, leading the county to spend $20,000 to $30,000 each year on repairs.

The commission expressed interest in switching to a water-to-air heat pump system with a lifespan of up to 40 years.

The administrative building has about 110 fan-coil units, many of which are leaking condensation and damaging ceiling tiles. Myers said some units are unused or have been replaced recently, so the actual number that needs replacement will be lower than 110.

The fire storage building will be placed on Public Works property at a lower-than-anticipated cost, with the commission receiving a local contractor estimate and even firefighters volunteering to do portions of the interior work.

The following are updated costs:</p><p>• Sheriff's office and communications department renovation, estimated cost of $2,986,097<br>• Combined EMS/fire facility in Ellis, estimated cost of $2,634,875<br>• Administrative Building fan coil units replacement, estimated cost of $1,700,000<br>• Courthouse HVAC replacement, estimated cost of $3,200,000<br>• Fire storage building at public works, estimated cost of $250,000<br>• Landfill transfer station expansion, estimated cost of $250,000</p><p>Hutton estimated the total cost at about $14.49 million, but commissioners lowered that figure to about $10.78 million after further review.</p><p>Darin Myers, county administrator, recommended removing the transfer station expansion from the bond package and instead funding it through solid waste reserve funds, with the project planned for 2027.</p><p>The commission explored issuing a $10 million to $11 million bond to cover the projects. Myers said the financing plan would not result in any increase in property taxes.</p><p>The Sheriff’s Office and communications renovation includes redesigned office space, upgraded security features and a new dispatch room. Once the Hays Police Department vacates the building in 2026, its former entrance area will be converted into a training room.</p><p>Myers said the main renovation totals about $2.4 million, but when adding jail security upgrades, relocating radio and dispatch equipment, the cost rises to about $2.9 million.</p><p>The new EMS and fire facility’s cost was lowered by almost $1 million by eliminating items such as storage space and drive-through bays. However, Myers said that adding those bays back in would depend on whether the city of Ellis wants them, which would increase the overall cost.</p><p>The courthouse’s Variable Refrigerant Flow heating system has been unreliable since it was installed in 2014, leading the county to spend $20,000 to $30,000 each year on repairs.</p><p>The commission expressed interest in switching to a water-to-air heat pump system with a lifespan of up to 40 years.</p><p>The administrative building has about 110 fan-coil units, many of which are leaking condensation and damaging ceiling tiles. Myers said some units are unused or have been replaced recently, so the actual number that needs replacement will be lower than 110.</p><p>The fire storage building will be placed on Public Works property at a lower-than-anticipated cost, with the commission receiving a local contractor estimate and even firefighters volunteering to do portions of the interior work.</p>

🎙 Post Podcast: Time to talk turkey 

Economic development incentive requests approved by the Hays City Commission Thursday will help move forward several housing and business developments.

 Commissioners approved the issue of industrial revenue bonds for the 24/7 Travel Store truck stop planned for the Interstate 70 Exit 157.

The city commission has already created a tax increment financing district on the property. The developer, Triplett, Salina, will also request a community improvement district from the city in the future.

Most of Hays' general fund operations are financed by the local retail sales tax.&nbsp;

The project cost is about $11.1 million, with estimated annual retail sales of $5 million and fuel sales of $20 million.&nbsp;

The issuance of industrial revenue bonds was also approved for Agiliti Hays, the medical equipment manufacturer on south Commerce Parkway, which plans to buy, renovate and expand its campus buildings.

A total 140 new jobs would be added in phases to the current 91 positions. The company also has a site in Ellis which employs about 60 people and will remain open.

The estimated sales tax benefit is $101,036. Utilization of the industrial revenue bonds, which have no taxpayer commitment, also&nbsp;allows a property tax abatement for up to 10 years for the $6.55-million project.&nbsp;

During a public hearing, Eddie Herrman, HaysMed president and CEO, talked about how the hospital would have a closer partnership with Agiliti as it begins building medical beds.&nbsp;

Larry Askew, based in Kansas City with Agiliti, said the company had many options nationwide in locating a new manufacturing facility.

"All of the incentives that we have sought and are acquiring with the state are all performance-based," Askew said.

"This is not an attempt at a grab or to do anything other than grow organically in a very healthy way in the community."&nbsp;

"Regarding the abatements and benefits we're giving up, there's so much economic benefit that we are gaining through this expansion with Agiliti to our own communities, that it's very valuable," said Alaina Cunningham, commissioner.

"When companies look at whether they want to bring retail into this town, they look at how many jobs are here, how many houses are being built," said Commissioner Reese Barrick.

"These are families coming in. It's going to affect our schools' growth. I think this is a huge win."

A Reinvestment Housing Incentive District (RHID)  was approved for the former Lincoln School, 1906 Ash.

The incentive district would finance the project on a pay-as-you-go basis over 25 years, estimated to generate $1.3 million in incremental property tax revenues collected on the project site. Eligible project costs are estimated to be about $4.3 million.

Hays developer Michael Graham plans to renovate the building into a 26-unit multi-family housing facility and to construct seven additional structures on the property, each with four units.&nbsp;

Graham was at the meeting and thanked the city commissioners for their support.&nbsp;

Other agenda items approved by the commission included

• Concurrence with a bid solicited from the Kansas Department of Transportation (KDOT) for construction of the north side multi-use path from 41st and Hall east to Sternberg Museum. The&nbsp;low bid came from Morgan Brothers of La Crosse for $1.6 million.&nbsp;The city will pay $387,000, and KDOT will pay the remaining $1.2 million.

• Financing of a Midwest Energy utilities agreement for the Tallgrass Phase 4 housing development in east Hays. The city earlier agreed to finance infrastructure costs. The total amount is $797,457 to be funded with bond proceeds offset by Reinvestment Housing Incentive District revenues.

• Approved the renewal of the Blue Cross Blue Shield health plan for city employees in 2026. The premium increase was 12.8%, below the national average, said Erin Giebler, human resources director.&nbsp;

• Presentation of awards to city employees for 5, 10, 15, 20, 25 and 30 years of service.&nbsp;

A new committee was formed in April to come up with ideas for the silver anniversary.

"This was an initiative they thought so important to bring more to downtown Hays from the holiday lighting and decorations to events," said Lee Ann June, executive director. "We have amazing sponsors that are making it possible."

More custom lighting which can be used each year will be added inside the pavilion and throughout the Union Pacific Railroad Park, 10th and Main.&nbsp;

Other "Christmas Magic on Main Street" sponsors will help with new special events, including a holiday movie at The Fox, horse-and-buggy rides throughout downtown, children's activities, and a soup and chili feed for 500 people. All the events are free.&nbsp;

"It's so wonderful to see so many groups come together across Hays and make it a warm holiday season," June said.&nbsp;

The "Jubilee," the annual Christmas tree lighting ceremony to kick off the special season, will be on Nov. 29 and include photo opportunities with Santa and Mrs. Claus in their sleigh.&nbsp;

Special coupon sales from downtown businesses will begin Nov. 13, featuring entries for the Downtown Dollars Giveaway.&nbsp;&nbsp;

"We'll have weekends where you get two entry tickets when you shop locally, which we love," June said.&nbsp;

On Dec. 20, $4,000 in Downtown Dollars will be given away.&nbsp;

A special Nov. 7 Chamber Chat with The Chamber in Hays will focus on the downtown holiday events.
