In a short meeting on Thursday, the newly elected Hays city commissioners were sworn into office and the governing body reorganized.

Jamie Breit, city clerk, issued the oath of office to incumbents Shaun Musil and Sandy Jacobs, and newcomer David Vilaysing. The entire commission then voted to elect Mason Ruder to a second term as mayor and Alaina Cunningham as vice-mayor.

Jacobs, the previous mayor, was thanked for her service after she highlighted some of the major accomplishments of her mayoral term.

"As a body, this commission has made huge strides with our R9 project, housing, economic growth, commitment to our police with a new facility, parks, and our airport," Jacobs said.&nbsp;

"Leadership, to me, has never been about position or title but about listening, bringing people together and keeping our community at the center of every decision."

Vilaysing, the new commissioner who will serve a two-year term, said he has been meeting with department heads the past couple of months and touring the city's facilities.

"During those tours," he said. "I saw countless examples of department leaders finding ways to be resourceful, to preserve our resources and embracing innovation.&nbsp;

"Along with the educators, health care professionals, civic groups, the chamber of commerce, they're all out there being the backbone of the city," Vilaysing said.&nbsp;

Ruder, a sixth-generation Ellis County resident, said 2026 will also be filled with celebration for the 150th anniversary of the arrival of Volga-German settlers in Ellis County, and the 250th anniversary of the signing of the U.S. Declaration of Independence.&nbsp;

Water supply to rural residences and agricultural operations without rural or public water systems is usually obtained from a private well or surface water supply. 

In Kansas, more than 73,000 individuals rely on private wells for a water supply. When public and rural water systems that use well water are added to the private well numbers, 34.6% of the Kansas population relies on groundwater for their water supply.

Municipal and rural water systems must maintain water quality standards specified by local, state, or federal requirements; however, owners of private wells are responsible for the water quality of their wells. Permanent contamination of groundwater can decrease property values, affect human and animal health, and involve legal liability.

Testing water from private wells has shown that some wells do not meet the safe drinking water standards used for public water systems. The primary reasons for this reduction in water quality from private wells include:

· contamination sources upslope or near the well;

· failure to construct the well in accordance with current standards;

· inadequate well maintenance and service; and

· lack of protection from activities that risk contamination.

Following the guidelines for recommended separation distance and direction from potential contamination sources when locating a well can help protect private well water quality. 

When private wells are appropriately sited and constructed, routine maintenance is required to ensure wells continue to be safe. Wells that do not receive regular maintenance are more likely to produce unsafe water.

🎙 Forward Ever: Ted Harbin, author of 'World's Toughest Rodeo'

One of the best ways to keep your mind and body functioning at its best is to exercise. 

When I worked with small children we always used to say, “the best exercise for the brain is exercise!” The same holds true as we age. 

Exercise produces a wide range of benefits for not only our physical health, but also mental health. Regular participation in strengthening exercises can help you build muscle and increase bone density. It can also help relieve stress and reduce depression symptoms. 

The Stay Strong, Stay Healthy program focuses on improving the health and well-being of older adults. The goal of the program is to provide safe, structured and effective strength training for adults. No one is too inactive, or too young to participate. Strength training promotes quality of life and independence, especially for adults over 60. 

Stay Strong, Stay Healthy is an evidence-based program that has been shown to increase strength, balance, and flexibility.

You might be asking yourself, “I wonder what we’ll do?” It is an eight-week program that meets twice a week for one-hour. We will do warm up exercises, easy strengthening exercises, with or without weights, based on your preference, and finish with cool-down stretches and breathing exercises. 

The best part is there are no membership fees like at a gym and there is no special clothes or equipment needed. We will have weights available if you want to use them. You will work at your own pace and progress as you are able. There are modifications to the exercises based on your own fitness level.

Regular classes will begin January 5, 2025, and will be held on Mondays and Wednesdays at 9:30 a.m. for 16 sessions. All classes will be held at our office in Hays located at 601 Main Street. There will be a one-time fee of $20 to participate in the eight-week program.

Regular participation in strengthening exercises can help you build muscle and increase bone density. It can also help relieve stress and reduce depression symptoms. </p><p>The Stay Strong, Stay Healthy program focuses on improving the health and well-being of older adults. The goal of the program is to provide safe, structured and effective strength training for adults. No one is too inactive, or too young to participate. Strength training promotes quality of life and independence, especially for adults over 60. </p><p>Stay Strong, Stay Healthy is an evidence-based program that has been shown to increase strength, balance, and flexibility.</p><p>You might be asking yourself, “I wonder what we’ll do?” It is an eight-week program that meets twice a week for one-hour. We will do warm up exercises, easy strengthening exercises, with or without weights, based on your preference, and finish with cool-down stretches and breathing exercises. </p><p>The best part is there are no membership fees like at a gym and there is no special clothes or equipment needed. We will have weights available if you want to use them. You will work at your own pace and progress as you are able. There are modifications to the exercises based on your own fitness level.</p><p>Regular classes will begin January 5, 2025, and will be held on Mondays and Wednesdays at 9:30 a.m. for 16 sessions. All classes will be held at our office in Hays located at 601 Main Street. 🎤 Post Podcast: New fund at Heartland Community Foundation helps with food insecurity

Downtown Hays invites the community to bundle up and experience the magic of the 25th annual&nbsp;FrostFest Illuminated Parade on Sunday, December 7 at 6:00 p.m. This year marks a major milestone as FrostFest&nbsp;celebrates a quarter-century of glowing floats, community pride, and holiday wonder — and with 50+ registered&nbsp;parade entries, it’s shaping up to be the most spectacular procession yet.

This year’s theme, “Timeless Traditions,” reflects the parade’s long-standing place in Hays’ holiday season. Floats&nbsp;and entries will shine in a nod both to the parade’s 25th anniversary and to the nostalgic traditions that return year after year.

“Reaching 25 years of FrostFest is something truly special,” said Lee Ann June, executive director of The Bricks. 

“This parade is woven into the heart of the community. Families come every year, businesses and organizations&nbsp;pour their creativity into their floats, and the glow on Main Street feels like pure Christmas magic. We couldn’t be&nbsp;more excited to celebrate this milestone with a record number of entries.”

This year, FrostFest also honors the Christmas Magic on Main Street Tree Topper Sponsor, Werth Wealth&nbsp;Management, who will serve as the Grand Marshal of the 2025 parade in recognition of their generous support of&nbsp;the Christmas Magic on Main Street imitative.

In addition, thanks to the support of the Hays Convention &amp; Visitors Bureau, parade participants will compete for&nbsp;cash prizes across multiple categories including among others, People’s Choice — adding an extra spark of friendly&nbsp;community competition to this year’s festivities.

The FrostFest Illuminated Parade is part of the larger Christmas Magic on Main Street season — a community-driven initiative supported by sponsors, donors, and volunteers who help bring festive events, lights, and holiday&nbsp;activities to Downtown Hays.

Spectators are encouraged to arrive early, dress warmly, and enjoy the twinkling lights, festive music, and&nbsp;community spirit that make FrostFest a beloved holiday tradition.

🎙 Women Who Lead celebrate holidays through giving, service

The&nbsp;<a href="https://haysartscouncil.org/five-state" target="_blank">Hays Arts Council Winter Art Walk</a>&nbsp;will be presented from 10 a.m. to 4 p.m.  on Saturday, Dec. 6.&nbsp;Most of the exhibits are in downtown Hays and at Fort Hays State University.

From ceramics to photography, and authors to live music, you'll find a wide mix of visual, literary and performance arts, said&nbsp;Chandler Reich, Hays Arts Council executive director.

The 5-State Photography Competition and Exhibition, in its 42nd year, will anchor the art walk at the Hays Arts Center.&nbsp;

The exhibition is the result of a juried, competitive exhibition open to any photographer living in Kansas, Nebraska, Missouri, Oklahoma and Colorado. &nbsp;

This year, 648 photos were entered, with 150 selected for exhibition by juror John Finch, a longtime wildlife photographer who has worked around the world. He also determined cash awards totaling $1,500.

Finch told Reich he may have been a little more critical in judging the landscape and wildlife photography because of his background.

"He told us he starts just by looking at the pictures, and then he starts selecting based on his first impression," Reich said.&nbsp; "Once he gets that narrowed down, he starts looking at the technical things.

"I'm really excited for everything to be up and for people to see his choices."

The 5-State Exhibition will be on display through February 2026.

There are 17 venues to visit during Saturday's art walk.&nbsp;

Reich said having the event on Saturday makes it easier for most people, including out-of-town visitors, to view all the exhibits.

For the youngest participants, a children's art show and hot cocoa will be offered at the K-State Cottonwood Extension Office, sponsored by Little Explorers Daycare.

Many art students from Fort Hays State University and Hays High School will showcase their work, including ceramics, paintings, printmaking and sculpture.&nbsp;

The Hays High Orchestra will be performing in the Downtown Pavilion in Union Pacific Park from 10 a.m. to noon.

Fort Hays State University sculpture professor Toby Flores will show his own sculpture and forged works in his gallery at 708 Main.

More live music can be enjoyed from 1 to 3 p.m. at the Hays Public Library by the Sweet Remedy Band, where authors Kale Link and Jeanne Riedel will talk about their books, and photography by Chris Schmidt will be featured.

Christmas music by Buffalo Bridge 11 a.m. to 12 p.m. will be presented at Custom Creations.

Handmade holiday creations from Bethesda Place, in conjunction with the WeKan Center, will be available for purchase at the Bethesda Place Christmas Store, 126 W. Ninth.

There will be one exhibit outside the downtown Hays area.

Fiber arts by Micki Armstrong and Kari Schultz and show quilting by Phyllis Marcum will be featured at the Sew Easy Stitch Lounge, 2506 Vine.&nbsp;

There is no fee to attend the art walk.&nbsp;
