In an effort to support local businesses dealing with restrictions and recommendations to combat the spread of the COVID-19 virus, the Hays Area Chamber of Commerce has developed a list of restaurant hours and the status of their dine-in options.

The full list was published Tuesday and may have changed as business hours are quickly adjusting in light of outbreak concerns, but chamber President and CEO Sarah Wasinger said they will update information as quickly as possible.

Great Bend business recognized as 'Emerging Business of the Year'

PHILLIPSBURG — Two Phillipsburg residents were arrested Wednesday on drug-related charges following the execution of a search warrant.&nbsp;

"At approximately 1:15 p.m., we executed a search warrant in the 100 block of B Street in Phillipsburg with the assistance of Rooks County Sheriff's K9 Deputy Kota and his driver," according to an announcement by the Phillips County Sheriff's Department.

"As a result, Derek J. Shields, 31, and Nicole Dechant, 28, both of Phillipsburg, were taken into custody with charges pending for possession of controlled substances, possession with intent to distribute methamphetamine, possession of drug paraphernalia and no drug tax stamp."

Shields was convicted of drug possession in 2010, according to Kansas Department of Corrections records.

"All persons are innocent until proven guilty in a court of law," the announcement said.

Hazardous Fuels Mitigation Project canceled

As the COVID-19 situation continues to evolve, High Plains Mental Health Center is implementing additional measures to keep our staff and our clients safe, while also making sure we meet the needs of our clients.

Other than crises and inpatient psychiatric screens, we temporarily will discontinue providing most services face-to-face.&nbsp;Services will continue to be provided by telephone — or by video conferencing, in some instances. This applies to clinical services, most medical services and case management/support services. Certain medications will continue to be administered in person. These changes will be effective Friday, March 20. This change was made to address growing client concerns about social distancing amid the novel coronavirus pandemic. Our staff will attempt to contact clients who have already confirmed in-person appointments this week to advise of the changes. These changes will be effective until at least April 3, and staff will re-evaluate at that time.

In addition, psycho-social rehabilitation groups and community trainings and events have been canceled, heeding the advice of state and federal health officials to practice social distancing. Placements for our Homeward Bound family respite program will be temporarily halted, with extra support offered to these families. &nbsp;

The Hays Police Department has taken a proactive approach in light of the COVID-19 outbreak to protect their officers and the public.

"We are obviously taking it very seriously," said Police Chief Don Scheibler. "We are encouraging our people to take some proactive steps."

As shifts come on duty and leave, they are disinfecting the vehicles and the squad room, along with maintaining a clean work environment throughout the building, he said.

Scheibler said they are also working to maintain social distancing between officers and staff.

When they are interacting with the public they are also implementing social distancing and limiting hands-on contact.

"We are having a more stand-off approach. We are not going to be shaking hands with people and stuff like that, trying to limit the spread," Scheibler said. "We hope people don't get offended. It's not us trying to be rude or disrespectful."

They have also implemented plans to help keep offenders safe, by issuing citations to appear when appropriate or filing long-form reports to the Ellis County Attorney.

"We are trying to limit the number of people we are putting into the jail system," Scheibler said, "understanding that some people still need to be arrested."

Suspects in violent crimes or crimes of domestic violence, for example, he said, will still be detained.

"We are still arresting people," Scheibler said.

In case someone does become infected, the department has a plan ready.

"We have an emergency operations plan, so there is a plan in place," Scheibler said. 

That plan exists outside of the current outbreak concerns.

"If something should happen, a major disaster like a tornado striking town, there's a plan in place to make sure we have enough people to cover the streets," he said.

Scheibler also encouraged everyone to respect the recommendations limiting group activities.

"Any events that expect 50 or more people," he said, "we expect people to cancel.

"At this point, my expectations are for people to be responsible and not engage in conduct that is going to be a danger, not only to them but also the most vulnerable people of our community," he said. "This is truly a threat to the elderly and, if we are careless with this, if we just throw caution to the wind ... we are exposing other people to danger.

"We encourage people to take care of themselves and take care of their neighbors, buy what you need, but let's not go to the store and buy a month's worth of something because that's going to limit others from buy what they need," Scheibler said.

"If we take basic safety precautions," he said. "We will be all right."

HPD taking precautions to protect officers, public during outbreak

Hays Superintendent Ron Wilson announced Wednesday a timeline for further announcements on the district's move to continuous learning <a href="https://hayspost.com/posts/5e71424aafae0f4d5f5d5ac7">in the wake of Tuesday's announcement of school building closings.</a>

Building administrators were working Wednesday to communicate with their staff to answer questions about how teaching and learning might look going forward, Wilson told the Hays Post by email.

The district should have the task force's recommendations for their continuous learning plans by Thursday and plan to meet with building administrators Friday to discuss the plans.

The district plans to honor spring break, which was set for the week of March 23.&nbsp;

More information on how students will access learning will likely be released Monday, March 30, Wilson said.

The district plans to continue offering free grab-and-go lunches from 11:30 a.m. to 12:30 p.m. this week at Lincoln Elementary School. The service will stop during the scheduled spring break and resume on Monday, March 30, at times and locations that will be announced.

Wilson noted all facilities and school activities are canceled through May 30.

"I might also like to add that we ask our USD 489 families to remain patient and flexible during these unknown times as our administrators and staff work to develop these plans to provide the best educational opportunities for our students in their future," Wilson said.

USD 489 releases timeline for move to continuous learning

Effective Wed., March 18, 2020, and until further notice, City of Hays facilities will be closed to the public. 

This includes all departments except for the Hays Regional Airport, which will remain open to accommodate commercial air service and general aviation. 

The City of Hays will continue to provide services to the community, and there will be no interruption to essential services. 

This action is being implemented to ensure the safety and well-being of the public and our employees.

Customers and the public will need to utilize the City’s online resources at <a href="https://www.haysusa.com/">www.haysusa.com</a> to make utility payments, apply for permits, and communicate with city staff.

Staff in each department will also be available by phone. 

We apologize for the inconvenience this may cause but we appreciate the public’s cooperation while we continue to implement measures to protect the health of the community.

 of species. The idea for this list came about from KDWPT fisheries biologists who noted that when creel survey clerks asked anglers what they were fishing for, many had replied, “Whatever’s biting.”

Here’s how it works. Kansas’ top “Whatever’s Biting” waters are each assigned a total score based off of the water’s “Density Ratings” for select species, as seen in the
2020 Kansas Fishing Forecast (<a href="https://ksoutdoors.com/Fishing/Fishing-Forecast" target="_blank">ksoutdoors.com/Fishing/Fishing-Forecast</a>). Density Ratings identify how many high-quality sized
 fish a water contains. For example, a lake may have a lot of crappie, but few fish over 8 inches; therefore, Density Ratings are a good way to determine which lakes to fish for the greatest opportunity of catching quality fish.

Top 10 lakes in the 2020 “Whatever’s Biting” list received scores based on the lake’s combined Density Ratings for bluegill, largemouth bass, channel catfish and crappie. For reservoirs, the scores are a composite of Density Ratings for black bass (smallmouth,
 largemouth and spotted bass, channel catfish, crappie, percids (walleye and saugeye) and temperate basses (white bass, striped bass and wipers). &nbsp;

Area reservoirs, lakes dominate in 'Whatever's Biting'

HaysMed, part of The University of Kansas Health System, has announced they are expanding their COVID-19 Hotline to 7 days a week to meet public demand. 

The hotline will be available seven days a week from 8:00 a.m. to 4:30 p.m. The number is 877-261-7140. 

The hotline is designed for anyone who has questions about the novel coronavirus.

HaysMed COVID-19 Hotline now open weekends

Even as light rain was falling and temperatures were only reaching the high 30s, the spirits of Fort Hays State University students remained high as they quickly moved out of their dorm rooms Tuesday afternoon.

FHSU students expected to remain on campus through the week, but on Monday the decision was made to cancel classes and move the students out immediately due to concerns over the COVID-19 outbreak.

"I think overall it's an inconvenience, but they understand and the community has been extremely willing to help out with everything that has been going on," said Jacki Dougherty, FHSU Student Government community relations director. "Thankfully a lot of people have come together to help out."

She said she had seen on the campus media outlet, Tiger Media Network, individual students offering to help store personal items in their own homes as students were moving out.

Professional Movers Kansas also stepped up to offer their services to students for free.

"We just tried to help out," said Kasey Deutscher, owner. 

With such short notice is was a bad situation, he said.

"I know being a college student sometimes people don't have that much money and it's a lot of stress, so I thought it was just the right thing to do," he said. "Yeah, we could have made a little bit of money, but I just feel it was the right thing to do and help people out."

Deutscher said he hopes to see the students again as they come back to FHSU.

"We want people to feel good about the community, and we wanted people to have a good positive thing to come out of this," he said.

Joey Linn, FHSU vice president of student affairs, said while students are still reeling from the quick announcement, everyone is staying upbeat and handling the situation well.

"Right now it's kind of deer in the headlights. They are worried about what their next step is," he said.

There are a lot of hugs and tears, he said, as students say goodbye to their classmates, and it's extremely sad to see the students moving out early.

"But the overall attitude is really positive," Linn said.

The students also seemed to be very understanding about the short notice.

"I understand it is on a very short time scale, and the university wasn't expecting to have to close this quickly," said&nbsp;Lia Boese, FHSU student as she was packing her vehicle to leave.&nbsp;

"I know that no one was expecting the presidential announcement I heard that had triggered all of this," she said.

Although Boese said she understood the reason, she called the situation frustrating.

"I'm glad they canceled classes this week, at least, so we aren't worried about classes in addition to trying to get out of here by 5 p.m.," Boese said.

"I think they understand," said Kansas Third District Congressional Candidate Adrienne Vallejo Foster, who was helping her freshman son move from the dorms.

She received the call at 3 p.m. Monday he would have to be out of the dorms and said while it is difficult for the students and parents, protecting the most vulnerable people in the community is paramount.

"That's the most important thing right now," she said.
"I get it. It's tough, but oftentimes it's never easy to do the right
thing."

Community rallies to support FHSU students as they depart campus

The Heartland Community Foundation, which serves Ellis, Rooks and Trego Counties, is accepting applications for spring grants. Online applications open March 15 are due Friday, May 15, 2020.  

This year, over $150,000 is available to charitable projects in Ellis, Rooks and Trego Counties, with more than $50,000 available per county. This cycle will fund local community projects that meet one or more of the following criteria: 

· Projects focused on improving quality of life. 

· Projects that support the public health of Ellis, Rooks and Trego Counties. 

· Projects supporting education, health care, community social services and security, conservation and environment, arts and culture, and community beautification.  

Funding for the spring grant cycle is provided by the Dane G. Hansen Community Grant Fund, the Heartland Healthy Living Fun, the Heartland Area Action Fund, the Ellis County Legacy Fund, the Rooks County Legacy Fund, the Stockton Community Fund and the Trego County Legacy Fund. 

Grants are limited to projects in Ellis, Rooks and Trego counties and will be awarded through a competitive application process. Nonprofit organizations, including government and public entities, educational institutions and churches, are encouraged to apply. Applications must be submitted online by 11:59 p.m. on May 15. Rolling Plains Motor Speedway announced Tuesday afternoon all racing activities at the track will be suspended until further notice due to COVID-19 concerns.

A car show had been planned this weekend in preparation for the annual Sunflower Classic next week.

"The health and welfare of every one of our fans, racers, crew members and volunteers is of the utmost importance at this time," according to the announcement on Facebook.

"Track officials along with city, state and national officials will continue to monitor the situation," the announcement said.

RPM cancels upcoming events

The Hays Fire Department will be inspecting and flow testing fire hydrants on Wed., March 18, 2020 in the area of Hall St. to Willow between 33rd St. and 27th St., Vine St. to Barclay St. between 33rd St. and I-70, and the area along Highway 183 Alternate between I-70 and 27th St. 

This is part of a coordinated effort by the city of Hays to inspect all fire hydrants and flush all water mains annually. 

Inspecting fire hydrants ensures that the valves operate properly and that there is no damage or obstructions that will prevent or interfere with the prompt use of fire hydrants in an emergency. 

Firefighters are also checking the pressure and volume of water mains in each neighborhood for firefighting purposes. 

The associated flushing of water mains allows chlorine to be distributed throughout the system to eliminate bio-filming in the water mains. 

Slight discoloration of the water supply may be encountered although there will be no health risks to the consumer.

Task Force devising plan for Continuous Learning

Unprecedented circumstances that threaten the safety of our students and the professionals who work with them every day require swift, thoughtful and coordinated action. On Tuesday, March 17, Gov. Laura Kelly announced that school buildings across the state must be closed for the duration of this school year for the purpose of general student and staff attendance. However, learning will continue for Kansas students.

A 25-member task force comprised of many of the state’s top educators in Kansas continues working to develop plans for Continuous Learning. The task force will deliver their recommendations to Kansas Commissioner of Education Dr. Randy Watson by Wednesday evening.

Kansas education is among the finest in the country. Closing classrooms and moving to a Continuous Learning plan can’t begin to replicate our state’s education structure as we know it, but it can help ensure strategies that will provide a bridge back to the world-class learning our students benefit from today.

Essential staff members – as determined by local district officials – may be needed through Friday, March 20, to assess and prepare for facility maintenance. While schools are closed, administrative offices and support facilities may remain open as needed.

Once buildings are thoroughly sanitized, they will be able to reopen for small groups of school personnel to implement a plan for Continuous Learning.

We realize this is a difficult time, but Kansans always have persevered - and we will continue to do so. We will work together to get through this, and we will overcome this challenge and emerge stronger.

Gov. Kelly announces all KS schools closed for rest of school year

Effective Tuesday and until further notice, the Salina Catholic Diocese has canceled all but funeral masses.

Bishop Gerald L. Vincke addressed the matter in a letter posted Tuesday on the diocese website.&nbsp;

Dear Priests, Deacons, Religious and Lay Faithful of the Diocese of Salina,

With deep sadness and in conjunction with the bishops of Kansas, effective 1 pm on March 17, 2020, and until further notice, all public celebrations of the Holy Mass in the&nbsp;Diocese of Salina&nbsp;are cancelled except for funeral Masses.&nbsp; Some of you will be understanding, others will be saddened, others angry, and others will feel like this decision is over-the-top and media driven.&nbsp; Please know that this decision was a very difficult one. In making this decision, we have the very young, the aged, and those most immune compromised in mind as we respect the dignity of every human person.&nbsp;&nbsp;&nbsp;

Confirmation Masses are postponed to a later date.&nbsp; Funeral Masses are limited to immediate family members. No funeral luncheons may be held. A funeral liturgy outside of Mass must be limited to immediate family members also. In addition to celebrating the funeral Mass or funeral liturgy outside of Mass, families and pastors are encouraged to schedule Memorial Masses for their loved ones in the future, when public health restrictions are relaxed, so that larger numbers may gather if desired.&nbsp; Priests are invited to continue to offer Mass privately for the Mass intentions scheduled.&nbsp;

All communal penance services are cancelled. Priests should continue as much as possible to offer individual confessions at regularly scheduled times.&nbsp; Confessions are to be heard only behind a screen or other barrier and not face to face. At no time should there be more than 10 people gathered in the church waiting for confession.&nbsp; Baptisms may continue but only parents, godparents and immediate family members who are asymptomatic may attend.&nbsp;

Please do not come to any of the above if you are sick, if you have been exposed to the coronavirus, if you suspect you have been exposed or if you have been advised by a doctor not to go out in public or attend public gatherings.&nbsp;

I know that many of you will feel that we are taking away Jesus when we need Him the most.&nbsp;Others will say that if we had more faith, all will be well.&nbsp; But the Lord also invites us to be prudent and charitable, too.&nbsp; I am encouraging all priests to keep the Church doors open as much as possible so that the faithful can pray.&nbsp; In many ways, we can unite ourselves with Jesus, who even more deeply felt abandoned even by his Heavenly Father during his agony.&nbsp;&nbsp;&nbsp;

Vincke addressed the matter in a letter posted Tuesday on the diocese website.&nbsp;Dear Priests, Deacons, Religious and Lay Faithful of the Diocese of Salina,With deep sadness and in conjunction with the bishops of Kansas, effective 1 pm on March 17, 2020, and until further notice, all public celebrations of the Holy Mass in the&nbsp;Diocese of Salina&nbsp;are cancelled except for funeral Masses.&nbsp; Some of you will be understanding, others will be saddened, others angry, and others will feel like this decision is over-the-top and media driven.&nbsp; Please know that this decision was a very difficult one. In making this decision, we have the very young, the aged, and those most immune compromised in mind as we respect the dignity of every human person.&nbsp;&nbsp;&nbsp;Confirmation Masses are postponed to a later date.&nbsp; Funeral Masses are limited to immediate family members. No funeral luncheons may be held. A funeral liturgy outside of Mass must be limited to immediate family members also. In addition to celebrating the funeral Mass or funeral liturgy outside of Mass, families and pastors are encouraged to schedule Memorial Masses for their loved ones in the future, when public health restrictions are relaxed, so that larger numbers may gather if desired.&nbsp; Priests are invited to continue to offer Mass privately for the Mass intentions scheduled.&nbsp;All communal penance services are cancelled. Priests should continue as much as possible to offer individual confessions at regularly scheduled times.&nbsp; Confessions are to be heard only behind a screen or other barrier and not face to face. Salina Catholic Diocese cancels most masses

RUSH COUNTY— One person died in an accident just before 9:30a.m. Tuesday in Rush County.

The Kansas Highway Patrol reported a 1998 Cessna fixed-win piloted by Anthony P. Thompson, 56, Apopka, FL., crash landed in a field near Kansas 4 Highway and 170 Road one mile south and one half mile west of 160 Road, Ave L.

Thompson was pronounced dead at a the scene.&nbsp; The FAA is investigating.

Troop E Technical Trooper Michael Racy says the crash killed at least one person.

KHP received a report approximately at 9:29 this morning and responded to the scene in a wheat field near K-4 and 170 Road. The location is northwest of La Crosse.

Racy says FAA investigators from Dodge City are on site as KHP provides security.

The <a href="https://hayschamber.com/">Hays Chamber</a> has been forced to close its doors to the public due to the corona virus, but it is still working with local businesses and the community to weather the crisis.

Although the Chamber anticipates many Chamber events in the upcoming weeks will be postponed, the Chamber is still trying to keep businesses connected to the community.

Sarah Wasinger, Chamber director, said the Chamber is compiling a list of open child care providers. The Chamber will not be vetting the providers, she said.

Please contact the Chamber if you are a provider that is open or if you are in need of the list of child care providers.

"It is smart if you have the ability to shop local," Wasinger said, "you need to keep local businesses in mind. They don’t have support of a chain. Those who own businesses make a big impact on the community, and if&nbsp; you could support small businesses at this time, that would be very helpful."
