It doesn’t seem possible that it has been three years since our Cottonwood Extension District formed, joining the K-State Research &amp; Extension operations for Barton and Ellis Counties. As our team of seven agents and two support staff work hard to bring research based, non-biased information to lifelong learners in our area, I am excited report some of the successes of 2020.

I hope you have had an opportunity to utilize our services in the past year. 2020 provided many challenges for families, but some neat learning opportunities were created by those challenges. As virtual meetings and educational programs became the norm, participants, young and old, adapted to the world of technology.&nbsp;

Perhaps your family is involved in 4-H or an after-school program. If so, we have two experienced agents, Michelle Beran and Susan Schlichting, leading the youth development program in the Cottonwood District. If you visit the Kansas 4-H web site you will find links to the Clover classroom with project challenges in photography, pollinators and communication, with more to come in 2021. &nbsp;

Our District Agriculture and Natural Resource agents. Alicia Boor and Stacy Campbell, have specialized to focus on livestock programming and crops respectively. Both Alicia and Stacy have produced teaching videos related to hot topics that are posted on our Cottonwood District Face book page.

Master gardeners in Ellis and Barton Counties receive guidance from our District Horticulture Agent, Lauren Fick. Lauren has worked hard to provide a fresh new look on our web sites’ horticulture page. She also prides herself in answering yard, garden and tree questions in a timely manner.&nbsp;

And finally, Berny Unruh and I are committed to bringing Extension educational programming related to nutrition, health and wellness, food safety, family resource management, aging issues, and family life in general. The Stay Strong, Stay Healthy workshop that focuses on strength, balance and flexibility, reached 70 individuals district wide in 2020. More workshops are scheduled for 2021.

I would be remiss not to mention our two experienced office professionals. Brenda Walton, in the Great Bend office, takes the lead with the finances for the district while Theresa Meis, in the Hays office, focuses on communicating our efforts through newsletters and our web site. Both Brenda and Theresa handle a multitude of other duties that keep our offices running smoothly.&nbsp;

It is great news that K-State Research and Extension has answers to many of life’s questions, typically at no or low cost. Unlike what you might find through a Google search, the answers we provide are research based and non-biased. I hope you will take a look at our Cottonwood web site and like our Cottonwood Facebook page. We hope to see you at some of our upcoming programs.&nbsp;

While our Cottonwood Executive Board remains the same for next year, it is not too early to consider stepping up and running for a position during 2021. KRUG: Cottonwood Extension District making an impact

The practice of Religious Freedom, like most other spheres of human 
activity, has been radically affected by the coronavirus pandemic.

Recently more than <a href="https://abc11.com/united-house-of-prayer-for-all-people-charlotte-covid-19-church/8128891/" target="_blank">200 COVID-19 cases and 12 deaths were linked to a church</a>
 in Charlotte, N.C., which held large gatherings over a week in early 
October reportedly without enforcing proper coronavirus safety 
precautions.

This is not the first time such an outbreak has been identified. 
Other significant COVID-19 outbreaks have been traced to religious 
services, including <a href="https://people.com/health/49-cases-of-coronavirus-so-far-linked-to-small-church-event-in-maine/" target="_blank">one at a Maine church</a> and <a href="https://people.com/health/40-members-alabama-church-get-coronavirus-after-revival/" target="_blank">another in Alabama</a>.
 This is the first time, however, that linkage was disclosed after a 
Supreme Court decision last week that turned back new COVID-19 
restrictions on places of worship in New York state.

In last week’s decision, just moments before midnight on Thanksgiving Eve, the Supreme Court — including newly confirmed Justice Amy Coney Barrett
 — considered a challenge by the Roman Catholic Diocese of Brooklyn to 
pandemic restrictions on religious gatherings. The 5-4 decision blocked 
orders imposed by New York state that sharply limited the number of 
attendees at religious services because of the COVID-19 pandemic.

The unsigned opinion asserted that the orders violated the Free 
Exercise Clause of the First Amendment because they “single out houses 
of worship for especially harsh treatment.” Hardware stores, 
acupuncturists and liquor stores were among establishments immune from 
similar restrictions.

As coronavirus cases continue to surge throughout the country, many 
of us are being asked to follow stricter guidelines, including travel 
restrictions, banning of contact sports and wearing a mask.

Should these same guidelines be placed on religious organizations? Will the decision in the <a href="https://www.supremecourt.gov/opinions/20pdf/20a87_4g15.pdf" target="_blank">Roman Catholic Diocese of Brooklyn, N.Y. v. Cuomo</a> change the course on religion cases, now that conservative Barrett has replaced the late liberal Ruth Bader Ginsburg? Does the decision give free rein to religious organizations to ignore government regulations of all kinds?

Tracking the issue in a series of orders and legal rulings in Kentucky gives us much to examine. On Nov. 18, Gov. Andy Beshear
 issued a temporary school-related restraining order and unveiled new 
restrictions that, if approved, could apply until mid-December for 
restaurants, bars, gyms, offices, indoor gatherings, weddings and 
funerals.

An executive order was then signed by Beshear requiring all schools 
to halt in-person classes starting Nov. 23, allowing elementary schools 
to reopen after Dec. 7 if their county is not in the state’s “red zone,”
 with middle and high schools unable to reopen until after Jan. 4.

Two days later, Attorney General Daniel Cameron’s 
office joined a lawsuit filed by Danville Christian Academy, which took 
issue with the orders applying to private, religious schools in 
Kentucky. The lawsuit sought a temporary restraining order.

<a href="https://www.wkyt.com/2020/11/26/judge-rules-kentuckys-religious-schools-can-have-in-person-classes/" target="_blank">U.S. District Judge Gregory Van Tatenhove</a>
 ruled that religious and private schools were exempt because the order 
“infringes on their constitutional rights.” However, the U.S Court of 
Appeals for the Sixth Circuit <a href="https://www.courier-journal.com/story/news/education/2020/11/29/kentucky-coronavirus-appeals-court-ruling-religious-schools/6436082002/" target="_blank">struck down that temporary restraining order</a>,
 saying the Beshear order is broadly applicable and does not 
discriminate against a certain group. They also say they are “not in a 
position to second-guess the governor’s determination regarding the 
health and safety of the commonwealth at this point in time.”

Cameron, tweeting after the Court of Appeals’ decision, called it 
“frightening that the governor believes he can suspend religious 
liberty.”

Cameron continued, “We’re disappointed with the Sixth Circuit’s 
ruling allowing the governor to close religious schools, but we’re 
already hard at work to take this matter to the U.S. Supreme Court. The 
governor is not above the law and we urge him to drop this ill-conceived
 appeal and to halt his attacks on religious freedom.”

One thing seems to be certain, whether it is New York, Kentucky or 
North Carolina — the U.S. Supreme Court will be busy sorting out all of 
these matters as COVID-19 cases continue to rise during the holiday 
season.

When the Supreme Court faced similar pandemic cases before Ginsburg 
died, the court ruled in favor of restrictions. Given Barrett’s 
background and testimony at her confirmation hearings, it’s clear she 
will be a protector of religious causes — perhaps tilting the scales 
long-term in such cases. But at what cost?

FIRST FIVE: Religious freedom in the age of a global pandemic

BELLE PLAINE, Kan. (AP) — He was born as America was recovering from the Great Depression and about to enter World War II — periods of national sacrifice his son would recall decades later in an <a href="https://priceandsons.funeraltechweb.com/tribute/details/2456/Marvin-Farr/obituary.html?fbclid=IwAR2sFpY85b47Te88ZpEqNdq003pL_chx6cQd1F4fIGMGBjkzJ9gsDMJ82-4">obituary lamenting </a>his death from COVID-19 even as many people refused to wear “a piece of cloth on their face to protect one another.”

After Dr. Marvin James Farr of Scott City, Kansas, died Tuesday in isolation at a nursing home, his son penned an&nbsp;<a href="https://priceandsons.funeraltechweb.com/tribute/details/2456/Marvin-Farr/obituary.html?fbclid=IwAR3jTmLpu-HZTT4Hd2voA3ROhkDRdoH11-m64WwMwCOHD4eIAv0RTwFD6o0" target="_blank">obituary</a>&nbsp;in which he noted that his father was preceded in death by more than 260,000 Americans infected with the coronavirus.

The obituary written by Courtney Farr has been widely shared on social media and cited in newspapers. He wrote about how his father died “being cared by people dressed in confusing and frightening ways” and said “his final days were harder, scarier and lonelier than necessary.” He also recounted how his father, a farmer and a veterinarian, filled his life with an understanding of the science of life.

“The science that guided his professional life has been disparaged and abandoned by so many of the same people who depended on his knowledge to care for their animals and to raise their food,” the obituary said.

Courtney Farr&nbsp;<a href="https://www.facebook.com/courtneyfarr" target="_blank">posted on Facebook&nbsp;</a>that he was in shock at the number of people who have seen the obituary.

“It’s resonated with a lot of people, and that warms my heart,” he wrote. “Often when we experience loss, pain or trauma, we feel so alone. And there’s such incredible power to learning that you are not, that someone else also knows.”

He also hit back against claims that he had made his father’s obituary political.

“Well, his death was political,” he posted. “He died in isolation with an infectious disease that is causing a national crisis. To pretend otherwise or to obfuscate is also a political decision.”

Health officials have reported 391 confirmed cases of COVID-19 and five deaths in rural Scott County, which has a population of fewer than 5,000 people.

Statewide, the Kansas Department of Health and Environment has reported 168,295 cases of COVID-19, up 6,234 since Wednesday, and 1,786 deaths, up 107.

 🏀WATCH: TMP-Marian vs Hugoton

The state has reported two COVID-19 clusters in long-term care facilities in Northwest Kansas.&nbsp;

The state reported&nbsp; 25 cases linked to Locust Grove Village in La Crosse and 18 cases linked to Solomon Valley Manor in Stockton.

Solomon Valley reported via Facebook on Friday it had three active cases among employees with 19 employees recovered from COVID. The facility has had one resident death, has six residents with active cases and 17 residents who have recovered.

The facility is testing weekly, and had zero deficiencies on its Targeted Infection Control Survey that was conducted Nov. 24 and 25.

Amanda Atkisson, administrator, was unavailable for further comment.

Locust Grove Administrator&nbsp;Charlotte Rathke said the facility has had staff and resident recoveries and is on the"downside of the issue."

The Rush County infection rate peaked with 19 cases on Nov. 23.

"It is hard on the resident and the families that they are not able to come. We are trying to do other types of visitations like Facetimes and window visits, but it's just not the same as being in person with your loved one."

Staff quarantines have meant employees have had to work longer hours and non-certified staff are doing support work in various departments. The facility has also brought in temporary staff.&nbsp;

"Yes, people are tired and exhausted from not working the normal routine, but we have been able to meet all of the residents' needs," Rathke said.&nbsp;

She encouraged people to do all they could to control COVID spread in the community.

"What we do out in our community certainly impacts our elders," Rathke said. "People come into the building, so it takes all of us to be successful in guiding through this. We thank you for your support and prayers as we move through it."

As of Friday, there were 32 COVID-19 inpatients at HaysMed, down from 37 on Thursday, with 22 of those active patients and 10 in the recovery phase.

The 146 cases is the second largest increase in a single report since the 148 new cases reported on Nov. 22. The department updates case counts on Monday, Wednesday and Friday.

The 37th annual Five State Photography exhibition and competition will kick off Saturday with an open house from 10 a.m. to 4 p.m. at the Hays Arts Center, 112 E. 11th.

The exhibition typically accompanies the Winter Art Walk, but that event was canceled due to COVID-19 concerns.

<a href="https://hayspost.com/posts/024f0df7-b2ba-478d-ac7b-5af52920b8df">Submissions this year were also made differently, with photographers sending entries unframed</a>, to be later framed by the Arts Council for the exhibition.

<a href="https://hayspost.com/posts/024f0df7-b2ba-478d-ac7b-5af52920b8df">Despite the change in format this year</a>,&nbsp;Hays Arts Council executive director&nbsp;Brenda Meder said this year's show drew considerable interest from photographers.

"We received 453 photographs this year, from Kansas, Nebraska, Oklahoma Missouri and Colorado," Meder said.

She said while Kansas photography always dominated entries, with the digital submission this year, regional entries increased significantly.

"Tons of people that have never been part of our project before — they entered. Some didn't make it in, but a lot of them did," Meder said. "We had a lot of people this year, unfortunately, (who) didn't make the boards because we had so many people enter."

Initially, she said they planned to frame and present only 100 photos, but so many came in, they expanded the number to 150.

"So there will be 150 photographs in this year's Five State Photography, and we are very excited about it," Meder said.

During the open house, the Arts Center will also host the Fort Hays State University Senior exhibitions of Tristan Smith and Matthew Miller and Amy Warfield in their annex space at 1010 Main.

"With all of the other wonderful things going on downtown, including the new skating area over in the pavilion, I figure that it will keep people moving and fluid on what I hope is a great day," Meder said.

Following the opening exhibition, the show will remain in the gallery until Feb. 12.

In conjunction with the updated quarantine guidelines issued by the Centers for Disease Control and Kansas Department of Health and Environment on Wednesday, ECHD is issuing similar guidance for Ellis County.

Quarantine Guidelines for Positive Cases: Individuals with a positive COVID-19 test result will continue with a required 10 day isolation period that begins at the onset of symptoms or date of test (whichever is longer).&nbsp;

Quarantine Guidelines for Close Contacts: There are two options, one with testing and one without testing. Both require the individual to be symptom-free throughout the duration of the quarantine period.

Option 1- 7-Day Quarantine (Testing and No Symptoms)&nbsp;

Option 2 - 10-Day Quarantine (No testing and No symptoms)

ECHD will continue to recommend that all exposed individuals self-monitor for symptoms for 14 days from exposure and contact their healthcare provider if symptoms develop.&nbsp;

Due to high-risk environments, residents in long-term care facilities, assisted-living facilities and incarcerated individuals are not eligible for shortened quarantine periods.&nbsp;

Grow Hays announces 2021 board of directors

SHARON SPRINGS — Eric Starns has accepted the position of general manager overseeing the western Kansas ag retail locations that are part of CHS United Plains Ag and the CHS locations based out of Quinter, Kan. Before starting this new role on Nov. 16, Starns had been the grain division manager at CHS United Plains Ag.

Starns has been with CHS since March 2010, when he joined the company as location manager in Sharon Springs, managing the shuttle loader facility there. He then moved into the role of grain merchandiser for CHS United Plains Ag in April 2013, becoming grain division manager in October 2014.

“Eric knows this area well and understands the unique challenges facing the agriculture industry in western Kansas,” said Alan Peter, board chair for the CHS United Plains Ag Producer Board.

He grew up on a family farm near Brewster and graduated from Fort Hays State University in 2001.

“Eric will bring a detailed focus to customer service as he works with the local producer board and leadership team to lead day-to-day operations,” Peter said. “He will also work closely with CHS employees and the producer board to create strategic plans and bring forth solutions that will benefit farmers and ranchers in western Kansas and southeastern Colorado.”

FHSU grad named GM for western Kansas CHS ag retail locations

The annual Dr. Fred P. Ruda Teaming Up for Tots Day at Fort Hays State University, a Christmas toy-building project, was canceled because of COVID-19 concerns.

However, students and faculty in the Department of Applied Technology still plan to assemble 200 wooden toys for children who otherwise might not receive a Christmas gift.

The TUFT project was started in 1990 by Ruda, former chair of the department. FHSU students designed the toys. Volunteers of all ages from the university and the Hays community would converge on the woodshop in Davis Hall to sand, glue, nail, assemble and apply oil finish to the toys. The project moved to the new Center for Applied Technology in 2017.

Kim Stewart, current department chair, said that because of the pandemic, the faculty decided to have students in FHSU’s chapter of the Technology and Engineering Education Collegiate Association (TEECA) construct the toys the first week of December. The toys will be delivered to the local TUFT organization, which then distributes them in time for Christmas.

As in years past, the Materials, Processes and Production class taught by Dr. Duane Renfrow, associate professor of applied technology, will design and cut the pieces for a wooden pick-up truck and create instructions to guide the assembly process. The TEECA students then will assemble the toy trucks.&nbsp;

“We really believe it’s still important to continue this project,” Stewart said. “Although we are saddened we can’t have university and community members participate this year for safety reasons, it’s a tradition that has gone on for more than 30 years, one that we still want to continue.”

And, 4) the millions of mail in ballots sent out months ago to every warm body in America (even cold ones) was a scheme to encourage voter fraud and steal the the election through cheating and chaos.&nbsp;&nbsp; Dems, with the help of 95% of America's media, claim there is no evidence of voter fraud.&nbsp; The voter fraud is all over the place and will come out after Republican lawsuits that are all within the law and our constitution.&nbsp; Mark my words, the fraud is massive. especially as it relates to election software.&nbsp; A prominent no nonsense female lawyer by the name of Sydney Powell said it's like bursting out of a fire hose and she can prove the fraud.&nbsp; To further prove my point about corruption, let's look at the three years and 35 million taxpayer monies spent by Dems to destroy a Trump presidency. Top dogs like Barack Hussein Obama, Joe Biden, Hillary and multiple FBI personnel&nbsp; could end up paying a big price, even possible prison time.&nbsp; The claim Trump colluded with Russia to win the 2016 election was a complete falsehood in that there was never ever any evidence. The attempted coup was corruption at its worst. In fact, it was treason and there's overwhelming evidence to prove the attempted coup by the people just mentioned. Never before in our history has an outgoing president tried to overthrow an incoming president's right to the White House. That's what many banana republics and third world countries do quite often.&nbsp; It boggles the mind that corrupt Joe Biden could even be the Democrat's presidential candidate. After weeks of ludicrous left wing testimony, it all ended up to be a hoax, and another black eye for the party.&nbsp; Democrats Pelosi, Nadler and Schiff told one lie after another during the process.&nbsp; Part of the reason for the impeachment was to protect Vice President Biden, who under Obama, was put in charge of our relations with Ukraine.&nbsp; Biden was caught on TV for God and all of us to see and hear him say that "SOB" Ukraine official investigating my son Hunter's energy company gets fired or the country does not get a billion in foreign aid of U.S. taxpayer monies. Instead Dems tried to implicate Trump over some words he had with Ukraine's new president, none of which amounted to anything regarding impeachment. Hunter Biden was raking in millions for being on the Ukraine Burisma board of directors with absolutely no experience.&nbsp; The energy company, of course, was expecting something from VP Biden in return by putting his son on the board.&nbsp; Just one reason Biden Sr. is known as "quid pro Joe."&nbsp; Yup, massive corruption of "you line my pockets and I will line yours with U.S. taxpayer dollars." "Quid pro Joe" denies he knows anything about the his son and brother's businesses overseas.&nbsp; That's an outright lie. There's overwhelming evidence to the contrary. The point about Biden I am trying to make is that the Democrat Party may have chosen a candidate for president as the most corrupt politician in American history.&nbsp; That furthers my argument that we act like a third world country with the worst political party ever.&nbsp; Based on what I presented thus far in the way of facts (not opinion) does any open minded sane person think it is beyond reason for Democrats not to try stealing elections if they could?&nbsp; It all begs the question "how in the world does a political party and individuals within it get away with virtually anything and everything?"&nbsp; How in the world and in the Good Lord's name can this be happening in a country known for being the most democratic and Christian on planet earth?&nbsp; We may have to strike the word Christian. Now we know, with massive corruption in the last four years and previous eight, why our president Barack Hussein said "we are no longer a Christian nation." Speaking of religion, I would suggest many give considerable thought about what to say to powers above when it's time to leave planet earth.&nbsp; And, as a Christian myself, I'm as serious as one can be about this issue.&nbsp; These "united states" of America have been corrupted to the core. That is evident as one looks at the treatment Democrats get versus Republicans.&nbsp; I'm appalled at the unequal justice.&nbsp; Nobody's paying a price for the massive corruption unless you consider the criminal behavior our president has had to put up with for four years.&nbsp; It's a miracle Donald J. Trump still stands! Not only does Trump daily have to withstand the onslaught of a political party and their media, there are many other forces out to destroy him like Democrat billionaire donors, Big Tech, big banks, academia, and what is called the "deep state" and "establishment."&nbsp; Ninety five percent of media is in the tank for Joe Biden as president and spends 100% of its time attacking Trump.&nbsp; If Biden wins the presidency he can thank our corrupt media which succeeded in getting over half of Biden voters to literally hate Donald J. Trump, and even his family.&nbsp; &nbsp;If 73 some million who voted for Trump just love the man, why such pathological hate from Democrats?&nbsp; When millions upon millions choose our president on the basis of Biden being likeable and Trump not, we have become a third world country.&nbsp; America's media decides who our president will be and not you and I as voters. Our founders are turning over in their graves! In the tank for Biden polls were so far off, all pollsters should forever be a thing of the past.&nbsp;&nbsp; Media is the enemy of the people. It hid Biden in a basement never ever going to him to explain his corruption.&nbsp; There were a dozen questions every voter needed to know about Biden's radical agendas and platform should he become president, but in the tank Biden journalists acted as if they didn't even care.&nbsp; Nor did media ever report on the incredible Trump accomplishments that in four years exceeded Biden's 47 years as a politician living on the taxpayer's dime. Media isn't even a friend to its own Democrat base. Who among us wants to be indoctrinated and brainwashed? Who among us wants to be fed negative and false information from the time we get up in the morning until we go to bed?&nbsp; Who among us wants to be kept in the dark about what is really going on in the realm of American politics and government? Who among us wants a new president that might face impeachment the minute he takes office? Let's face it readers, common sense alone leads most of us Americans to believe Biden could not possibly become our president without voter fraud.&nbsp; He didn't even campaign much for the job. He hid out in his basement to avoid his notorious gaffes and many signs of old age cognitive impairment.&nbsp; He is a corrupt politician and except for media his chances to win should be logically and mathematically impossible.&nbsp;&nbsp; Who in their right mind wants Biden's radical agendas like socialism, open borders, higher taxes, elimination&nbsp; of gas and oil, defunding the police, or putting in place a scheme that would prevent a Republican from ever occupying&nbsp; the White House again or Republicans controlling congress?&nbsp; And, let's not forget unrestricted barbaric abortions like partial birth abortions, even killing a baby that survives an abortion. I don't think most Americans want our most sacred document known as the Constitution completely changed or eliminated altogether.&nbsp; Communist China and good old Russia would love for all of that to happen.&nbsp; There is every indication that should Biden win he would shortly thereafter turn over the most powerful political office in the world to his running mate Kamala Harris. She has been dubbed the most far left liberal voting senator in congress. It's all a scheme to get a minority and female, not directly chosen by voters, into the White House nefariously. On the other hand, we have a president Trump setting historical records all over the place and having many rallies clearly showing millions of Americans just love the man. Common sense alone speaks volumes when we look at the big picture! Some reputable people are claiming Trump not only won the election, but won in a landslide.&nbsp; Only time will tell whether we are truly a democratic republic, or a third world country.&nbsp;

 </figure>By LES KNOLLIn my letter to the editor I will make my case that at this point in time the Democrat Party is the worst political party ever in American history.&nbsp; The corruption is massive and unprecedented.&nbsp; To begin with let's look at our current national election where our president and even some congressional candidates are yet to be determined.&nbsp; The election was supposed to be determined over a week ago.&nbsp; Seventy some million Trump voters believe the election is being stolen by Democrats, and their minions.&nbsp; The means to steal this year's election were put into motion years ago.&nbsp; Four very important things took place.&nbsp; 1) Democrats have always pushed for open borders with the hope illegals would vote and help steal elections.&nbsp; 2) Dems have pushed and pushed to eliminate photo IDs or any kind of verification when voting. 3) Dems have filed hundreds of lawsuits over the years forcing states to change election voting laws that makes it easier to commit voter fraud. And, 4) the millions of mail in ballots sent out months ago to every warm body in America (even cold ones) was a scheme to encourage voter fraud and steal the the election through cheating and chaos.&nbsp;&nbsp; Dems, with the help of 95% of America's media, claim there is no evidence of voter fraud.&nbsp; The voter fraud is all over the place and will come out after Republican lawsuits that are all within the law and our constitution.&nbsp; Mark my words, the fraud is massive. especially as it relates to election software.&nbsp; A prominent no nonsense female lawyer by the name of Sydney Powell said it's like bursting out of a fire hose and she can prove the fraud.&nbsp; To further prove my point about corruption, let's look at the three years and 35 million taxpayer monies spent by Dems to destroy a Trump presidency. Top dogs like Barack Hussein Obama, Joe Biden, Hillary and multiple FBI personnel&nbsp; could end up paying a big price, even possible prison time.&nbsp; The claim Trump colluded with Russia to win the 2016 election was a complete falsehood in that there was never ever any evidence. An almost 20-year tradition in Downtown Hays, the Frostfest Parade, will look a little different this year. Downtown Hays Development Corp. has consulted with the Hays Police Department and determined a traditional parade is not in the community's best interest. With COVID-19 cases still at a high, many alternatives were considered.

"We don't want to say the parade is canceled," said Sara Bloom DHDC executive director. "But we're calling on the community to create an extraordinary event, unlike any parade we've ever had before."&nbsp;

DHDC is looking to the community to "be" the Frostfest parade. The community is encouraged to decorate their vehicles, throw on some glow sticks, and break out those Santa and elf hats. From 6 to 8 p.m. Dec. 19, DHDC hopes Main Street will turn into a magical, illuminated wonderland of cheerful car loads.&nbsp;

Suppose your business had plans to be a part of the parade? In that case, DHDC hopes you will still be a part of the fun and looks forward to seeing your entry on Main Street, wishing the community a Merry Christmas.&nbsp;

"This is the best year to create this type of Christmas event," Bloom said. "The DHDC Physical Improvement Committee worked really hard this year to make Main Street the brightest it's ever been. The wreaths have new lights, the tree in UP Park has triple the bulbs on it, it's all just really beautiful and creates a wonderful ambiance."&nbsp;

Santa and Mrs. Claus are usually the grand finale of the parade each year and they will still have a large role in this year's event. 1012 Main will be temporarily turned into Santa's workshop. The transformation will begin on the 15th. Then on the evening of the 19th, kids will be able to see Santa working hard in his workshop and checking his list twice. They'll even be able to drop off their letters. DHDC asks that this Santa remain the only "live" Santa present at the event.

"We're trying to create as much Christmas magic as possible while keeping the community's health top of mind," Bloom said. "Everyone involved in this decision agreed we didn't want to cancel. The community needs Frostfest, but we need to keep people safe too.”

&nbsp;Characters such as a reindeer, a snowman, a Christmas tree, and more will also be making appearances on The Bricks. Watch for them to be strolling Main Street and waving to passing vehicles. Glow sticks and other treats will be distributed in front of the Chestnut Building, 1200 Main Street, by multiple businesses, including DHDC.&nbsp;

The parade won't be the only event experiencing a change. The Annual Downtown Dollar Giveaway will be moving to a virtual format. The drawing was planned for 5:00 pm inside The Strand Event Center. Instead of creating a large gathering, the prizes will now be drawn virtually via a Facebook live on The Bricks in Downtown Hays Facebook page, same date and time. If you are a ticket holder, you're encouraged to watch the live on December 19 at 5:00 pm, but winners will have 48 hours to come forward with the winning ticket and claim their prize.&nbsp;

 🏀WATCH: TMP-Marian vs Life Prep

TOPEKA—The Kansas Supreme Court has authorized the temporary relocation of Thomas County District Court offices from the Thomas County Courthouse to 1105 Taylor Ave. in Colby.

The move will allow for renovations to the courthouse. District court offices will remain in the temporary location until they move to a new judicial center being built next to the courthouse.

Thomas County District Court offices will be closed Thursday, December 3, and Friday, December 4, for the move. Offices will reopen at the temporary location Monday, December 7.

All COVID-19 safety protocols will be observed at the temporary location. These include answering questions about symptoms of or possible exposure to COVID-19, wearing a face mask while in the building, and maintaining 6 feet of physical distance from others.

The authorization does not allow for jury trials to be conducted at the temporary location because the facility does not meet the&nbsp;<a href="https://kansascourts.org/l/r_mXcDniw5m0LCoJudPzBal2jvWzj8xpZlc_PXbRu1Q" target="_blank">Supreme Court Mandates and Guidance Regarding Resuming Jury Proceedings</a>.

If jury trials are required, Chief Judge Kevin Berens of the 15th Judicial District must submit to the Office of Judicial Administration (OJA) a jury trial plan for conducting court proceedings at an alternate location that meets Supreme Court administrative orders, mandates, and guidance.

In addition to Thomas County, the 15th Judicial District is composed of Cheyenne, Logan, Rawlins, Sheridan, Sherman, and Wallace counties.

HaysMed is full and turning transfers from rural hospitals away, the hospital's medical director said Wednesday morning.

The hospital's census for COVID patients has been in the mid-30s for the past month, which is about half of the hospital's staffed beds, Dr. Heather Harris, HaysMed medical director, said during a University of Kansas Health System press conference on Wednesday.

The average age of COVID patients admitted to HaysMed is 76, which is trending younger, Harris said. The average length of stay is 10 days, which is considered a long stay.

Those who are going home can have long recoveries, coming home weak or on oxygen.

HaysMed receives referrals from 40 counties in Kansas.

The hospital has closed to transfers only twice in the last 14 years. In the month of November, HaysMed denied 103 transfers from other hospitals.

Harris said the closure has affected the hospital's ability to care for patients. HaysMed has always remained open for acute heart attack and stroke patients. However, when it closes for transfers, it stops accepting all other patients outside Ellis County.

"I think some of the rural areas felt like they were protected due to their geography from the virus," Harris said. "Clearly, that is not the case."

Dr. David Wild, vice president of performance improvement at the health system, said the issue with transfers is happening across the state, and it is meaning patients are waiting longer and transported farther for care.&nbsp;

"There is no doubt that there is an impact on patients across the community with diseases other than COVID," he said.&nbsp;&nbsp;

A couple of western Kansas counties still don't have mask mandates. Those counties have accounted for 30 of HaysMed's inpatients.

"I think the rural folks need to be cautious as well," Harris said. "Wear masks, try to social distance and don't gather in big groups and try to protect yourself so you don't get sick."

Harris said the continuing crisis has been difficult on local caregivers.&nbsp;

"People are dying of this illness," she said. "I see that being a strain for both the nursing staff and the providers. When you care for people for 10 plus days and the patients can't have family in the hospital, you become connected to those folks.&nbsp;

"We are in the business of healing people. I think that is a strain too. People are getting weary. People are strained and stressed and sad."

Kevin Myers, HaysMed infection prevention director, said all of the PPE caregivers have to wear makes it difficult to provide the human touch they are used to offering, which is a struggle for both patients and caregivers.

Clinic providers are also seeing a surge in COVID patients.

Ellis County had a 27 percent to 30 percent positive rate through November. Sixty to 100 people are being tested every day.

Although COVID numbers were lower Monday, Harris said that is only the result of testing being lower over the Thanksgiving weekend. She anticipated numbers will be up Wednesday and Friday and into the next week.

Myers said the upcoming cold and flu season will likely make caring for the community even more difficult, a factor that keeps him up at night.

Over half of the people reporting as COVID positive are unsure from whom they contracted the virus, Harris said.

"I ask the question, 'Have you been around someone?' but I don't know the question is all that important anymore at this point," she said, "because lots of people are just shocked because they didn't know they were around anyone who had been sick.

"I think you have to be careful in all settings now."

Myers said a pocket of people still don't want to believe COVID-19 is real.

"When it finally hits the home front, they have a lot of questions, " he said. "That is why it is important for us to be there."

Myers said he is still taking calls to answer questions that he thought would be common knowledge by now.&nbsp;

"It is like starting over on Day One with some people, but it is totally OK," he said. "I am here to help people get back up to speed because they have been suppressing it or denying it for so long."
