The Kansas Department of Transportation has started a resurfacing project on 7 miles of I-70 in Thomas County.

Project work consists of a mill and overlay in both the eastbound and westbound lanes starting near exit 45 at Levant and ending at exit 53 at Colby. Traffic will be reduced to one lane through the work zones with a lowered speed limit. Minor delays not exceeding five minutes should be expected.

KDOT anticipates work to be completed by mid-May, weather permitting.

Venture Corporation of Great Bend is the primary contractor for the $4.2 million project.&nbsp;

A WaKeeney man was sentenced to two consecutive life
sentences and will spend at least the next 50 years in prison after a Trego
County jury found him guilty of raping a 6-year-old last year.

In January, a jury found Nathan Russ guilty of two counts of
rape and one count of aggravated indecent liberties with a child.

Russ was arrested in Illinois in July of last year after
police in WaKeeney were alerted to possible child abuse.

Following the jury trial, Russ was sentenced to two life
sentences for rape and 25 years to life for the aggravated indecent liberties
with a child conviction earlier this month.

The two rape convictions fall under Jessica’s Law, which require
a life sentence. They will run consecutive with one another, so Russ with serve
back-to-back life sentences. The aggravated indecent liberties with a child
conviction will run concurrent to the life sentences.

Under Kansas law, Russ will not be eligible for parole for 50
years.

Ground work on the Phase 2 splash pad in the new ARC Park in Hays, 33rd and Hillcrest, is scheduled to begin Tuesday.

"Everything is happening rather quickly up there," Jeff Boyle, parks director, reported to Hays city commissioners Thursday evening. Mayor Sandy Jacobs applauded with delight.

Boyle noted it will be several weeks before the splash pad's concrete work will be visible.&nbsp;&nbsp;

Ground was broken Oct. 9, 2020 for the 3-phase project, which has been spearheaded by local parents of special needs children and directors at the Arc of Central Plains.&nbsp;

Installation of Phase 1 playground structures has been slowed by recent wet weather. The main feature is nearly completed and other accessible play equipment will soon be erected.

"The playground is really getting going," Boyle said.&nbsp;

The Accessible Recreation Park (ARC) is funded primarily by private and business donations, numerous fundraisers, and grants. The city of Hays agreed to pay for building the parking lot, using a portion of its share of the Ellis County one-half cent sales tax.

City commissioners also agreed in November to make a <a href="https://hayspost.com/posts/5f45176a-34e8-4aa4-a6a4-55cd51140e84">$300,000 donation towards splash pad</a>.&nbsp;

Kaw Valley Engineering was hired by the city to design the 46-stall concrete lot, which has to be safe and accessible with handicapped parking spaces and a passenger drop-off area.

"They matched the elevations of all the other items, the playground and the splash pad, so all the sidewalks and everything will be seamless," Boyle explained. "No hills or anything to deal with.

"I think with the popularity that we're going to see with this park is a good thing because parking on 33rd Street, in my opinion, is extremely dangerous, especially with young kids."

ARC Park is located within the existing 7 Hills Optimist Park which has several soccer, football and basketball fields, a playground, picnic shelter, and other amenities.&nbsp;

There is street parking surrounding the park, but Boyle says building such a high use park requires a consideration of off-street parking.

There were six bids for construction of the parking lot. T&amp;T Builders, Hays, had the low bid of&nbsp;$200,136, below the budgeted $250,000. The company has done other work in Hays, including concrete work at the Bickle/Schmidt Sports Complex and a large parking lot at Fort Hays State University.&nbsp;

Sarah Meitner, Arc of the Central Plains board president, was in the audience and asked by Jacobs if she was satisfied with the design.

"It was our intention all along to have adequate space for handicapped parking spots, bus parking, and the drop-off area, which adds to the mobility options and having that accessibility."

The ARC Park is currently offering up to 10 personalized memorial benches- for a $5,000 sponsorship each - which will be placed in the drop-off area for people waiting to be picked up.&nbsp;

A donor wall will also be mounted in the drop-off area.&nbsp;

There are two entrances to 7 Hills Optimist Park, one off 33rd Street and another off Canal Boulevard.

Meitner says a sign will be placed at the 33rd Street entrance reading "Welcome to 7 Hills Park, Home of the ARC Park and Optimist Playground."

Additional sponsored benches may be placed throughout the ARC Park, outside of the fenced area.&nbsp;

Jacobs also asked about the requirements for the number of handicapped parking spaces. Boyle said the design at present meets the minimum federal requirements.&nbsp;

"It would be fairly simple to add to that number, if we think it's necessary," Boyle said.

The parking lot must be completed before July 1. T&amp;T told Boyle it's ready to go if commissioners approve the low bid at next week's meeting. "I would anticipate it being done long before July 1st," Boyle said.&nbsp;

Commissioner Shaun Musil noted that several trees will have to be removed in order to build the parking lot.&nbsp;

Boyle said the city expects to replant mature trees and said Meitner has secured donations of trees from local nurseries. The city may also transplant trees from its tree farm east of Commerce Parkway.

The project was slowed by the coronavirus pandemic during 2020. A revised opening date for the playground was moved to May 1, 2021, with a July 4th opening for the splash pad.&nbsp;

Jacobs has been an outspoken proponent of the ARC Park, calling it a economic contributor to Hays' economy. Meitner and other volunteers project a large volume of users making the new park a destination location, and expect families with special needs children pulling off Interstate 70 to take a break and enjoy the fun.&nbsp;

Phase 3 of the ARC Park is a baseball field featuring a turf infield and outfield, with in-ground bases so individuals with limited mobility can also enjoy playing ball. Youth teams in the community will be allowed to play on it.

🎥 New ARC Park splash pad construction starts Tuesday; city to pay for parking lot

The Wonder Women League donated dignity bibs, busy boards and books to two Hays long-term care homes this week.

A dignity bib is designed to look like the front of a shirt, most generally for men; however, designs for women are also available. They provide an element of dignity for the residents in that they don’t have to wear a typical bib when eating.

The WWL provided nine bibs, three busy boards and two busy books to the Good Samaritan Society and nine bibs to&nbsp;Ascension Living Via Christi Village.

The busy board and books give elders something to do with their hands. They have ties or latches that elders can manipulate.&nbsp;

According to the league's Elder Care Committee, the boards and books are needed, especially during COVID isolation from families, for those who are suffering from dementia or are having feelings of loneliness.

Elder Care Committee members included Jan Klaus, LaVonne Giess, Sherry Dryden, Marie Froelich, Pat Klaus and Sandee Werth.

Held is recognized internationally as one of the leading singing actors today. The American bass-baritone has appeared in major roles in the world’s finest opera houses, including The Metropolitan Opera, The Vienna State Opera, The Royal Opera House Covent Garden, The Paris Opera and many more. His accolades are many and his distinction is worldwide. He is also a seasoned clinician and routinely provides private coaching and masterclasses at Yale University, according to&nbsp;<a href="http://wichita.edu/">Wichita.edu</a>.&nbsp;

Barton Vocal Instructor Jessica Perez said Held is one of the best vocalists in the world and will work with performers on their selections and provide instruction to strengthen the presentation using various vocal techniques. PHILLIPSBURG — Tuesday afternoon, the city of Phillipsburg announced via social media the theft of a street sign, but they say there is still time to avoid trouble, if the the theif does the right thing.

The theft is believed to have occurred between 10 p.m. and 6 a.m. from a location at Seventh and Kansas.

"The City reported the theft to the Phillips County Sherriff’s office," the announcement said. "We are currently working to contact the sign manufacturer to utilize the GPS tracking system to locate the stolen sign."

&nbsp; The sign is valued around $4,900 and so the city said the theft would be prosecuted as a Felony.

But the thief may still have time to avoid trouble they said.

"If the sign is returned to the location before the manufacturer utilizes its GPS tracking software, the City will not file felony charges," the city said.

Hills said consumer circumstances throughout the pandemic are reshaping the approach to insurance. "I would expect to see at least a short-term decline in, or at least a shift in the type of, demand for car insurance," he wrote. "I believe we can expect this short-run change in consumer demand to have occurred in at least one of two ways: A shift in demand from full-coverage to minimal liability coverage (as is required by law) and a shift in demand from traditional coverage to pay-per-mile coverage." He also noted that the successful implementation of a remote or hybrid work schedule could find many employees on the road less, which will also impact insurance choices. His knowledge on the topic blends his profession as an instructor with his background and experiences. Although born in Seattle, Wash., Hills grew up in Derby, Kan. He moved to Provo, Utah, and got a bachelor's degree with a double major in economics and mathematics while minoring in Spanish at Brigham Young University. After two years in Uruguay serving on a church mission, he finished his undergraduate degree and moved to the Washington, D.C., area to work for the Board of Governors. Following his tenure at the Board, he attended New York University and earned a master's degree in economics. Before coming to Colby, he served in higher education instructional positions as a teaching fellow and instructor at NYU, a research assistant and teaching assistant at BYU, as well as doctoral internship and senior research assistant posts. Those roles helped Hills develop a philosophy he uses daily in his first year at CCC. Colby CC instructor published for insurance expertise

LAWRENCE — The 40th class of University Scholars and their faculty mentors were recently recognized during digital receptions hosted by the University of Kansas. The University Scholars Program is designed to recognize and encourage academically talented and motivated sophomores who have demonstrated intellectual achievement and curiosity.

Competitively selected from KU’s sophomore class, University Scholars receive a $1,500 scholarship and are assigned a faculty mentor to support the development of their academic interests and engagement with research. The close and continuing working relationships between professors and University Scholars, as well as the seminar’s role as a vehicle for interdisciplinary exchange on a topic of contemporary interest, provides a rich and challenging environment for all participants. The University Scholars program prepares students for academic excellence now, while at KU, and in leadership roles once they have graduated.

This spring, Giselle Anatol is teaching the interdisciplinary University Scholars seminar, titled “Marginalized Bodies &amp; ‘Medicine’ in Literature,” which will interrogate why diseases like COVID-19 rage through low-income and communities of color and affect low-income populations so disproportionately.&nbsp;&nbsp;

“I have always been fascinated by literary representations of doctors, patients and traditional medicine, as well as alternative healing practices,” said Anatol, KU professor of English, who noted that she started her own college career as an undergraduate studying biology and pre-medicine. “This [literature] became all the more timely when COVID-19 hit, and statistics became available about disparities in death rates among different communities.”&nbsp;

Each year CASA hosts its Valentine’s Evening event. This fundraiser includes a dinner, live auction, silent auction and games. However, with the effects of COVID still prevalent, CASA decided to not host the 2021 Valentines Evening. In place of this major fundraiser, it is having an online auction,<a href="http://charityauction.bid/CASAauction">&nbsp;Lucky Bids for CASA Kids.</a>

Some of the items up for grabs this year include Brews on the Bricks tickets, Lee Brice concert tickets, gift cards to area businesses and restaurants, a guided hunting package, a Ring Camera, fire pit with S'more package, fitness memberships, meat bundle, Kendra Scott jewelry, coffee for a year, KU signed basketball, Kate Spade purse package, and much more.

In 2020, about 100 new Child in Need of Care cases opened in the 23rd Judicial District (Ellis, Rooks, Trego and Gove counties). Some examples are children without adequate parental care; who have suffered physical, emotional, or sexual abuse or neglect; or who have been abandoned.

CASA of the High Plains’ mission is to advocate for the best interests of abused and neglected children so they can find safe, permanent homes as soon as possible. CASA provides compassionate, highly trained volunteers who are empowered by the courts to provide this advocacy in the 23rd Judicial District.

CASA is reaching for a goal of at least $10,000 through this online event. All proceeds from the event will go toward the recruitment, training and managing of CASA volunteers, so that they can advocate for these children who desperately deserve and need their help.

Lucky Bids of CASA Kids online fundraising auction runs through March 28

Fort Hays State sophomore guards Lauryn Reither and Allison McFarren are leaving the Tiger program after two seasons with the program. 

Both announced on Twitter that they are entering the transfer portal.

Both saw limited action this season. Reither played in 21 games in 2020-21 and did see double figure minutes in the last five contests including a season-high 22 in the MIAA Tournament finals against Nebraska-Kearney. The Oklahoma City native a little over two points and one rebound per game.

McFarren, who is a Wichita native who attended Bishop Carroll HS, played in 14 games this season and averaged less than one point per contest.&nbsp;

Fort Hays State head coach Tony Hobson signed four high school seniors as part of the 2021-22 recruiting class.

🏀 FHSU's Reither, McFarren enter transfer portal

<a href="https://www.midlandmarketing.org/">Midland Marketing</a> is building five additional grain bins at its facility at Toulon, which will increase the facility's capacity by 1 million bushels.

The current capacity at the facility, 2011 Highway 40, is 860,000 bushels.

The concrete bins will be 132 feet tall. The three larger bins will have a capacity of 220,000 bushels each, and the two smaller bins will have a capacity of 165,000 bushels each.

Wes Martin, Midland Marketing central area manager, said Toulon is one of Midland's busiest locations, and the expansion will eliminate the need to truck crops out of the facility or store crops on the ground during harvest.

Last fall, the facility took in almost 1.3 million bushels of crops.

The new facility will also be one of the fastest in Midland's network, Martin said.

"It is just going to flow better for our customers," he said.&nbsp;&nbsp;

Work on the bins began at beginning of December, and Midland hopes to have the project completed by wheat harvest in June. Martin said the construction has experienced several weather delays, but is still on track.

The three larger bins will have a capacity of 220,000 bushels each, and the two smaller bins will have a capacity of 165,000 bushels each.<figure>

 </figure>Wes Martin, Midland Marketing central area manager, said Toulon is one of Midland's busiest locations, and the expansion will eliminate the need to truck crops out of the facility or store crops on the ground during harvest.Last fall, the facility took in almost 1.3 million bushels of crops.<figure>

HaysMed nurses earn vascular access certification

Changes to the format are allowing Fort Hays State University to bring back summer camps hosted by the Kansas Academy of Mathematics and Science. The camps were canceled last year because of the COVID-19 pandemic.

High school students entering their freshman or sophomore year are invited to participate in a variety of interactive residential camps in June.

Students will participate in various hands-on academic activities during the day with FHSU faculty. Campers will participate in several socially distanced activities in the evenings, and camp staff will be available day and night for the students.&nbsp;

• June 6-10 – Engineering Design &amp; Art: 3D Scanning and Printing, Digital Manipulation, and Lost Wax Casting. At this interactive camp, students will learn to use and navigate advanced 3D-modeling software to create a self-portrait using wax castings, ceramic molds, and sculpting techniques. Campers will also have the opportunity to use equipment at the FHSU for Applied Technology to create one-of-a-kind art projects.&nbsp;

• June 13-17 – Math, Code, &amp; Magic. At this interactive, computer science-based camp, students will learn and acquire basic Java programming skills to reveal the secrets behind some of magic's most difficult card tricks. Using hands-on lab time and graphic user interface learning, campers will work to uncover the mathematics behind some amazing and magical “read your mind” card tricks.&nbsp;

• June 20-24 – EcoTech: Birds &amp; Bytes: This camp features exciting introductory biology &amp; computer programming projects to help students discover how hands-on ecology and high-tech tools can work hand-in-hand. Campers will get to conduct water studies at the historic Cheyenne Bottoms, create real smartphone nature-tracking apps, capture and collect data on small mammals, and build DIY trail cameras. Campers will even get to develop their computational thinking skills by programming a Raspberry Pi microcomputer.

• June 27-July 1 – Faster than the Speed of Sight: At this camp, students will learn how to use a high-speed camera to analyze video of events that are too fast to see with the naked eye. Questions such as "how long is the blink of an eye" and "do a baseball and basketball really fall at the same rate" will be answered as students collect video recordings of experiments and measure data in a high-speed learning environment.&nbsp;

The registration fee per camp is $100 for Kansas residents and $400 for non-Kansas residents. The registration deadline is May 1, with a priority deadline of April 1. The camp fee includes a residential room, meals and snacks, camp supplies, and a camp T-shirt. Admittance to each camp will be on a first-come, first-served basis.

The size of each camp has been reduced from 20 to 12 students to adhere to COVID protocols.&nbsp;

There will be only one camper per residence hall room, and the lower number of campers will allow for social distancing on buses, in classrooms, and in the dining halls. Face masks will be required to be worn at all times, and there will be symptom checks every day.

Camps are subject to format change or cancellation pending pandemic guidelines at the time of each camp. Participation is limited to one camp per student.

KAMS camps return to FHSU for summer of 2021

A Hays resident is facing attempted rape charges following allegations of a home invasion and the sexual assault of a resident.

At around 3:41 a.m. Sunday, Hays Police were dispatched to the 400 block of West Sixth for a report of a male that had entered the home, Hays Police Chief Don Scheibler said. 

But before officers arrived, the suspect had been subdued, he said.

"Officers arrived on scene and found the suspect lying down on the porch," Scheibler said.&nbsp;

Upon investigation, officers found the suspect had been pacified by an acquaintance of the person in the home who had been sexually assaulted by the suspect, he said.

The suspect — later identified as Bryan Alberto Chihuahua, 22, Hays — resisted arrest, leading to additional charges, according to Scheibler.

Chihuahua was arrested on suspicion of attempted rape, aggravated burglary, battery, felony interference with law enforcement and theft.

Formal charges from the Ellis County Attorney's office are pending.

Chihuahua was seen by a District Court on Monday, according to Ellis County Attorney Robert Anderson, and was released on a $75,000 bond.

While on bond, Chihuahua has been ordered to refrain from illegal activity and drug or alcohol consumption, reside with his parents, consent to GPS monitoring, maintain contact with his attorney, and be present at scheduled hearings, he said.

"The Ellis County Attorney is in the process of reviewing the matter for formal charging decisions," Anderson said. "The court has given the state a deadline of March 22 to file charges.

"Arrests and subsequent charges should be viewed merely as an accusation," he added. "All defendants are presumed innocent until and unless proven guilty beyond a reasonable doubt."

Suspect arrested following burglary, sexual assault in Hays

The Ellis County Health Department on Friday reported the average number of new coronavirus cases per day in the last seven days remained at one.

The seven-day average of percent of positive tests rose from 2.3 percent Monday to 3.6 percent Wednesday.

The Schmidt Foundation Scholars scholarship includes 30 hours of tuition and fees for fall and spring courses, books, room and board. Once accepted, recipients can renew their scholarship for up to three additional years by maintaining their academic standing and continuing to meet the scholarship requirements.&nbsp;<figure>
