ELLIS COUNTY— A Kansas man died in an accident just before 8p.m. Friday in Ellis County.

The Kansas Highway Patrol reported a 2002 GMC Sierra 1500 pickup driven by Curtis D. Keil, 60, Russell, was eastbound on Interstate 70 three miles east of Ellis.

The pickup entered the south ditch. The driver lost control of the vehicle as he attempted to return to the highway.

The pickup traveled across the eastbound traffic lanes, rolled through the median into the westbound traffic lanes and the driver was ejected. The pickup came to rest on its wheels in the north ditch.&nbsp;

EMS transported&nbsp;Keil to Hays Medical Center where he was pronounced dead.&nbsp; He was not wearing a seat belt, according to the KHP.

Thanks to a generous donation from a faculty member and some ambitious students, a recently launched center at Fort Hays State University now has a visual symbol to call its own.

Paige Simpson, a graphic design student from Salina, won the logo contest for the Center for Empowering Victims of Gender-based Violence (CEVGV) – and the $300 first-place prize that went along with it.&nbsp;This logo includes words that embody the values of the center, such as empower, love, grow, and transform. It will be used to represent the center in all official documents and communication tools.

The CEVGV, a&nbsp;regional hub for collaborative research and service,&nbsp;was established in March 2020&nbsp;with support from the Departments of Criminal Justice, Communication Studies, Sociology, and Art and Design. It&nbsp;is housed in the Department of Criminal Justice.

In 2018, Dr. Ziwei Qi, assistant professor of criminal justice, and Dr. Hsin-Yen Yang, associate professor of communication studies, were selected as entrepreneurship faculty fellows by the Robbins College of Business and Entrepreneurship and the Office of the Provost at FHSU.

This fellowship supports Drs. Qi and Yang to pursue their innovative approaches to empowering survivors of gender-based violence from rural communities to gain economic independence and long-term security. Their initiative addressed the importance of social entrepreneurship, safe housing, employment, counseling, and healthcare for survivors’&nbsp;financial freedom and social justice. Dr. Tamara Lynn, chair of the Department of Criminal Justice, became the center’s third co-founder along with Drs. Yang and Qi.

Dr. Keith Campbell, professor of sociology, was interested in helping the center get off the ground and offered a $500 personal donation.

"I have been following the work of Drs. Ziwei and Hsin-Yen as they formulated their ideas on how to assist women in need,” Campbell said. “When they decided to start a center and had a formal structure, I felt that this was my opportunity to assist financially. I am pleased that I have been able to provide this assistance, and I encourage others to consider donating to this important cause."

The co-founders believed that having students engaged in the logo design could help them better understand the center’s mission.

A total of 11 entries were turned in to the logo contest and judged by the panel of four judges.

Simpson’s first-place entry was followed by one designed by Crystal Rojas, a junior political science major, who won the second-place prize of $120. Maria Moore, a junior English major, was the winner of the $80 third-place prize.

The winning entry was one of several success stories for Simpson, who is now working as a freelance designer for Leo Burnett Worldwide out of Chicago,&nbsp;one of the most creative communications companies in the world. FHSU has had a relationship for more than 25 years with Leo Burnett, which conducts portfolio reviews of FHSU students each year. Simpson won a scholarship for the top junior portfolio last year, then won the overall portfolio competition this year as well.

Simpson came to Fort Hays State to study graphic design at the suggestion of Eric Montoy, an FHSU alum under whom she worked an internship during the summers while she was attending Ottawa University.

“Eric taught me a lot, but he told me if I really wanted to learn graphic design from the best, I should go to Fort Hays State and learn from Karrie, Chaiwat, and Travis,” she said in reference to faculty in the art and design department.

Karrie Simpson Voth is a professor and department chair, Chaiwat Thumsujarit is a professor of graphic design, and Travis Schlitter is an assistant professor of motion design.

“I have gained a lot of valuable knowledge at Fort Hays State,” Simpson said, “and will continue my journey working with more talented people at Leo Burnett.”

I appreciated the thought-provoking insights provided by Chief Don Scheibler and Detective J.B. Burkholder in the article by James Bell (Hays Police Department warns of increasing danger of drugs in the city) in the June 14 issue of Hays Post online. 

Our state motto is "To the Stars Through Difficulties," but the reported widespread use of illegal drugs among young people in Hays suggests they are being driven by less lofty goals. An athlete recently asserted that the majority of college players regularly smoke marijuana. Yet it is hard to believe that could be true, since the most inspiring coaches, most effective mentors, and most successful teammates are all so focused on health, fitness, and self-discipline. 

I believe sports, social activity, and a balanced lifestyle remain essential aspects of the solutions that Chief Scheibler and Detective Burkholder would hope to see in the Hays community. Perhaps modeling more honesty and open debate in our politics would also encourage our students and children to put forth the necessary effort that allows people to learn from each other through conversations based on mutual respect. 

There are so many good examples among the adults in Hays, especially those who teach in our local schools. None of these answers will be easy, but the statements by the law officers quoted in your article make it clear that doing nothing is not a viable option if we want to keep faith with previous generations of Kansans.

GREAT BEND — Forty years 
ago this week, much of Great Bend was covered with floodwater. The Great
 Flood of 1981&nbsp;hit the town on June 15th&nbsp;of that year. Torrential rains,
 as much as 20 inches in 12 hours, caused flooding at the Dry Walnut 
Creek&nbsp;in southwestern Barton County.&nbsp;&nbsp;

Bob Suelter, Great Bend City Attorney, recalled&nbsp;some of&nbsp;the effects of the flood.&nbsp;&nbsp;

"A
 lot of it got in our storm sewers and that backed water up into the 
basements,” Suelter said. “I had a friend that said&nbsp;that&nbsp;he went down in
 the basement, and he got all of his drains plugged off.&nbsp;He stuck a 
tennis ball clear down in the crook of his toilet, and he said he was 
afraid it would come out.&nbsp;So&nbsp;he sat there,&nbsp;he fell asleep, and&nbsp;he said 
apparently the pressure built up enough to shoot that tennis ball at 
him, woke him up in the middle of the night. The water started pouring 
in, and he just went&nbsp;upstairs&nbsp;and waited to clean it up.”&nbsp; &nbsp;&nbsp;

At 
its worst, the floodwaters covered about 75 percent of Great Bend and 
were 6-feet deep in some homes.&nbsp;Appearing on 1590 KVGB’s&nbsp;City 
Edition&nbsp;this past&nbsp;Wednesday,&nbsp;Suelter&nbsp;remembered&nbsp;how&nbsp;Great Bend residents
 pitched in to&nbsp;deal with&nbsp;the mess.&nbsp;

"We just cleaned up peoples’ 
houses,” Suelter remembered.&nbsp;”There&nbsp;were lines on the walls upstairs&nbsp;on 
some of them&nbsp;[showing]&nbsp;how high&nbsp;it got. A lot of basements were filled 
up. People were having to get a mud pump and stick it in the basement 
and suck all the water out.”&nbsp;

It was estimated that damage exceeded $42 million.&nbsp;&nbsp;

The
 1981 flood reopened the&nbsp;controversial&nbsp;debate about building a&nbsp;flood 
control&nbsp;project to prevent similar flooding in the future.&nbsp;After years 
of debate, the construction of the project was&nbsp;approved. It was 
completed&nbsp;about ten years after the flood.&nbsp;

Dangerously Biased, a Hays-based band was announced as a winner in the Wichita Riverfest Ad Astra Song contest Friday, with their entry No Friends Like Strangers, and now hopes their winning entry will push the band to the Riverfest stage.

The song can be seen below as performed by Matt Isley, who along with Sophi Thompson make up Dangerously Biased.

The song was one of four winners selected in the contest that are currently featured on the <a href="https://www.facebook.com/wichitariverfest">Riverfest facebook page.</a>

Along with a $500 prize the group is now in the running to perform at during Riverfest.

The entry with the most likes and loves by 11:59 p.m. Sunday on the festival's facebook page will be the People's Choice winner and will be invited to perform during the popular festival in Wichita.

Hays band wins chance to perform at Wichita Riverfest; voting open through Sunday

TOPEKA –&nbsp;The Kansas Department of Health and Environment has issued a boil water advisory for the city of Portis public water supply system located in Osborne County. This advisory is not related to COVID-19.

Customers should observe the following precautions until further notice:

The advisory took effect on June 18 and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. KDHE issued the advisory because of a loss of pressure in the distribution system due to system repairs on a waterline break. Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination.

Regardless of whether the public water supplier or KDHE announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.

🎙Post Podcast: DHDC works to strengthen downtown Hays with events; collaboration

Arlen Walters loved everything about baseball. He loved the camaraderie. He loved the competition. He loved making history. Walters played and managed for the Hays Larks in the 1950s and 1960s, when the town team was comprised of local players who knew each other on and off the field. “I loved playing baseball; I would have loved playing in the major leagues if they would have let me,” said Walters, whose best position was center field but who also played every position for the Larks except for catcher and right field. “The last 40, 50 years, it’s been primarily college players, who play one or two years and move on. In the early days, if you were able to play, some of those guys played into their 40s.” Walters, now 85 and living in Las Vegas, was 11 years old when the local team was named the Larks in 1946. He remembers going to the park for almost every game that summer, sunflower seeds in hand. He watched his uncle, Ed Walters -- who was a star player -- and his teammates play. “They were my idols,” Walters said. Walters played in the last game of the 1953 season for the Larks, then played full seasons from 1954 through 1957. He played a few games in 1958 before being drafted. After serving in the Army, Walters returned to Hays and played for the Larks from 1962 through 1965. &nbsp;“It was a lot of fun,” Walters said. “There were pretty good rivalries. Victoria and Hays liked to beat each other. Catharine and Hays liked to beat each other. “You knew everybody,” he added. “You knew all the people in Catharine, most of the people in Victoria.” Walters remembered a home-field advantage at Catharine, and the fence at Munjor. “When you went to Catherine you had to be a little careful playing in the outfield, because you could step in a bit of cow dung while chasing a fly ball,” he said. “Over in Munjor they had a snow fence for the outfield. Occasionally, a guy chasing a fly ball would go right through it.” It was fun, but it was serious once the players stepped across the white lines. “Sometimes a little bitter rivalry, but after the game we went and got a beer together,” Walters said. “We just had a lot of fun playing against each other.” Walters enjoyed success at the plate for the Larks. He led the team in hitting three times, batting .341 in 1955; .405 in 1963; and .381 in his final season, 1965. Walters even hit three homers in a game, but of all the games he played in a Larks uniform, one stands out. On July 25, 1962, the Larks trailed rival Victoria 1-0 heading into the bottom of the ninth inning. Ace pitcher Tony “Red” Pfeifer had shut down the Larks hitters, striking out 12 batters going into the ninth. But Ken Haas led off the inning with a home run to tie the game, and the Larks loaded the bases for Walters, who came to the plate with one out. Pfeifer, who had struck out Walters his three previous times at the plate, had a 0-2 count on him. Walters got a pitch he liked, and belted a grand slam to give the Larks a 5-1 victory. “That was the best feeling I had,” Walters said. Walters heard somebody say something as he was rounding the bases. “On the way by, ‘Red’ said, ‘nice hit, Arlen,’ ” Walters recalled. “That’s the way we played each other.” Walters also is proud of something he did as Larks manager. He believes he added the first Black player to don a Larks uniform. That player was an outfielder by the name of Ken Jones, who showed up before a game early in the 1963 season. “He came out one evening before a game,” Walters said. “He said, ‘I would like to try out for your team.’ I said, ‘Grab a bat, and let’s see what you can do.’ I got ‘Raschi’ Pfeifer to pitch to him, and he looked good to me. I said, ‘Come on, we’ll get you a uniform.’ ” Jones played for the Larks in 1963 and 1964. “I honestly think he was the first African-American player to put on a Larks uniform,” Walters said. “He was a nice fellow. I always felt pretty good about that.” Walters came back for the 50th Larks reunion, and is back in Hays for the 75th anniversary celebration this weekend. He still remembers that first year in 1946, when the squad became the Larks after a name-the-team contest. “It’s hard to believe, but I was there that first year,” said Walters, who still fondly remembers his years in a Larks uniform. “Just the friendship and competition with a bunch of nice fellows.”

Epworth Towers recently completed a $6.9 million renovation of the income-based apartments in Hays.

The project was funded through tax credits through the Kansas Housing Resources Corporation. Construction on the project began in July 2019 and was completed in April.

The building was built in 1981 and had not had a major renovation since that time.

"We had never gone into the bones of the building, which really needed it,"&nbsp;Debra Staab, property manager, said.

New windows and new elevators were installed. The old windows were leaking. Apartments were remodeled from top to bottom with new carpet, paint and appliances.

A closet in the apartments was made slightly smaller to accommodate additional cabinet space in the kitchens.

The old boiler system was replaced, and residents can now control the heating and cooling systems in their own apartments.

In the summer and in the fall, some people wanted heat and others wanted cooling, Stabb said. Both heat and cool couldn't be accommodated at the same time under the old boiler system.

The sewer system was replaced. More security cameras were added and upgraded lighting installed during the renovation.

A new generator was installed that will keep the lower floor and exterior lights running in the case of a power outage.

Common spaces were also renovated, including sun rooms on each of the building's six floors and a community room on the ground floor.

The building, 2800 Augusta Lane, Hays, has 90 units with 88 one-bedroom apartments and two two-bedroom apartments.&nbsp;

The apartment complex did not rent any apartments during the renovation. Tenants were temporarily moved to vacant apartments while their rooms were remolded.

The complex is now pushing to fill all of its units.

It is offering a $500 cash move-in bonus. Renters need to be 55 or older and have an annual income of $28,000 or less to qualify to rent an apartment in the complex.

Residents can have a pet, and a meal program delivers low-cost meals to the Towers.

Now that COVID restrictions have been lifted, the complex is planning a summer barbecue for the residents and will be resuming other activities, including regular free health checks and bingo.

The residents are responsible for cleaning their apartments and their own laundry. Laundry facilities are provided. However, there is a full-time maintenance person on staff.

"It is a very community setting," Staab said. "Some people move in kicking and screaming. Their families bring them and they're leaving their house after 40-plus years. They get here and it such a burden lifted off of them. They don't have to worry about taking care of things, because we take care of it all for them."

The property is conveniently located close to a bank, grocery store and convenience store.&nbsp;&nbsp;

Farmers: Enter wheat for prizes, cash at the Ellis County Fair

Fort Hays State University’s Dane G. Hansen Scholarship Hall is currently recruiting community builders with entrepreneurial mindsets to join the cohort of students that reside in the hall.

Hansen Scholarship Hall is among the newer residence halls on campus, built in 2016, and provides living space to a select group of undergraduate and graduate students at FHSU. The residence hall includes 33 private rooms (11 on each floor) and offers student access to multi-purpose study rooms, a fully equipped commercial-grade kitchen, and in-house laundry facilities.

Beyond the appealing living space and amenities, the main focus of living in the scholarship hall is about the students themselves.

“We are creating an environment that supports students with the entrepreneurial spirit,” said Dr. Jane Talkington, assistant professor of management and advisor for the scholarship hall. “All of the students have one thing in common – they want to create, market, and a make a living with these skills.”

Having extensively studied community behavior, writing a dissertation titled “Fostering Innovation in Communities of Innovators, Talkington understands the skillset required to live in a communal setting with a common goal. “We are teaching a mindset - how to identify a problem, generate possible solutions, evaluate those solutions to find the most feasible, and implement that solution,” she said.

The scholarship hall provides a living environment for students who are interested in developing a variety of skills while striving for educational, communal, and personal success.

“What is unique about Hansen Hall is the spirit of generosity,” Talkington stated. “Everyone has individual skills to contribute to the whole instead of focusing solely on individual development at the university. We are providing a different perspective and developing a practice of generosity and helping others.”

The opportunity for engagement and growth is plentiful, including live cooking demonstrations alongside international students, participation in the local art walks to display student work, faculty dinners, and a student governance system that includes the mayor, deputy mayor, and six city commissioners.

Fort Hays State’s Hansen Hall offers unique student community

	During the next few weeks, our Cottonwood District team members are gearing up for the Barton and Ellis County Fairs. Our days are filled with scheduling consultation judging and making sure volunteers are recruited to help things run smoothly. Since last year’s virtual Fair didn’t provide as much interaction with the youngsters, I am really looking forward to our 2021 version. It is always rewarding to help a young 4-H’er who is preparing to visit with the judge about their exhibit.&nbsp;

	June 15th is an important date for 4-H families in Barton County. Pre-entry forms are due in all project areas so that judging schedules and other details can be worked out. &nbsp;

	The Barton County Fair dates are July 7th – 11th and the Ellis County Fair spans the week of July 10th – 17th. Several of our fair events overlap this year which is unfortunate, but unavoidable. I hope you are making plans to visit one or both of our Fairs this year. You will be impressed with the way volunteers transform the exhibit buildings into a fun place to showcase the work of 4-H’ers during the past year.&nbsp;

	Along with our 4-H and Youth Agents, Michelle Beran and Susan Schlicting, we are enjoying energetic help from Tamara Robertson and Mattie Rossi, our summer interns. Of course you will see all agents and our office professionals working to help make each Fair a success. Both of our Extension Offices will have limited hours during Fair week but you can leave phone messages and we’ll get back with you.&nbsp;

One event I was asked to help coordinate for this year’s Barton County Fair, is a Family Fun Bicycle Ride that is set for Saturday, July 10th, from 8-9 AM at the Expo grounds. Several folks have volunteered to make this a fun event. We’ll have 25 bicycle helmets for kids to give out on a first come-first served basis. The helmets will be fitted by Pilot club members and are sponsored by the Barton County Fair Association and Cottonwood Extension District. We will also be providing the opportunity to register your families bicycles with the Great Bend Police Department. Todd VanSkike, from Golden Belt Bicycles, will have a repair station set up at our event to take care of simple adjustments and pump up tires.

KRUG: County fair activities are coming soon

Fusarium head blight (head scab) is most common in eastern and central Kansas. The disease is rare in western Kansas, where dry conditions generally suppress disease development. However, it has shown up in many fields this week in our area and I am hearing further west as well.&nbsp; &nbsp;

Some quick facts about Fusarium head blight

The life cycle of the fungus that causes Fusarium head blight, survives in the residues of previously grown crops. The fungus reproduces on these residues during periods of wet weather, with spores moved by wind or splashing rain to developing wheat heads. Planting wheat in fields with large amounts of corn or wheat residue often increases the risk of disease. Wheat is most vulnerable to infection during flowering and early stages of grain development. The disease is most likely to develop when temperatures are between 65 and 80 Fahrenheit; frequent rainfall creates extended periods of high relative humidity, which favors disease reproduction and infection during these growth stages.

Fusarium head blight is a difficult disease to manage, and no single management option provides high levels of disease control. Therefore, the disease is best managed with a combination of genetic resistance and fungicides. A fungicide application to control head scab must be made during flowering, before symptoms are present. When symptoms are visible, a fungicide will no longer be effective for control.

The disease is rare in western Kansas, where dry conditions generally suppress disease development. However, it has shown up in many fields this week in our area and I am hearing further west as well.&nbsp; &nbsp;Some quick facts about Fusarium head blight<ul>
 <li>Symptoms of head scab include one or more spikelets that have become tan or bleached in color, while the stem typically remains green. In some cases, pinkish-orange structures of the fungus are also visible on infected spikelets. Symptoms can be quickly masked by maturity and may be easily missed.</li><li>The disease damages the grain directly, with infected kernels appearing white and chalky. Some kernels have a pink discoloration.</li><li>The fungus that causes Fusarium head blight survives in the residues of corn, wheat, barley, oats, and many wild grasses. CAMPBELL: Late-season wheat disease

GOVE COUNTY—Two people were injured in an accident just before 1:30p.m. Thursday in Gove County.

The Kansas Highway Patrol reported a 2016 Ford passenger vehicle driven by Edward J. Miller, 55, Joplin, Missouri, was&nbsp; westbound in the driving lane on Interstate 70 just west of the Park exit.

The vehicle rear-ended a 2014 Volvo passenger vehicle driven by Ryan C. Rairden, 38, Leavenworth.

The impact caused the Ford to spin out and come to rest in the median. The Volvo pulled over to the shoulder.

EMS transported passengers in the Ford Stephanie A. Miller, 52, and Tessa P. Miller, 17, both of Joplin to Gove County Medical Center. Rairden and Edward Miller were not injured. The 17-year-old was not wearing a seat belt, according to the KHP.

2 hospitalized after I-70 rear-end crash

The Ellis County Historical Society will host an open house on its main museum campus from 7 to 9 p.m. Friday. This will make a great stop on your art walk stroll, the building sits at the corner of Seventh&nbsp;and Main streets.

The society had to close the main museum gallery space and move the majority of the archives to a temporary location for the past 18 plus months due to aging building damage.

Currently efforts are being made to make the large usable space inside the brick building into storage areas for the large collections that are being displaced from other areas.

The society’s board is inviting the public to see that magnitude of the challenges ahead along with a chance to discuss solutions in person. Please stop by for a peek behind the scenes, maybe even pick up a membership, sponsorship or volunteer form while you are there.&nbsp;

In 1971 the Ellis County community incorporated the non-profit entity of its own Ellis County Historical Society as a public trust for the safe keeping, preservation and telling of the proud heritage to residents, researchers and tourists.

During the years, the society has asked thousands of people to commit their treasures to its care. They have given the society an impressive collection of historical artifacts, documents, recordings and photos valued at more than $1 million.

As the society celebrates its 50th&nbsp;anniversary, it stands at a critical crossroad. There are only two directions at this junction. One path is a way forward and a new beginning. The second option is to close its doors permanently to the detriment of Hays and surrounding communities in Western Kansas.

"We will continue to seek new and better forms of private fundraising, including new grant applications as possible. Along with private donations ECHS is in dire need of significant public funding from the City of Hays and Ellis County," the society said in a news release.

"We have a passion to keep ECHS viable for our community. Over the past year we have made serious plans and applied a maximum amount of elbow grease through the donation of many hours of time from our generous volunteers. Much is needed. We are ready and willing!"

The Summer Art Walk in Hays will return this Friday night, allowing area residents to see various artistic expressions from painting to music at locations throughout downtown.

The event is scheduled from 6:30 p.m. to 9:30 p.m.

"This is a really great lineup for this Summer Art Walk," said&nbsp;Hays Arts Council executive director Brenda Meder.&nbsp;

At the Arts Council, 112 E. 11th, she said three exhibitions will be showcased, anchored by Storm, featuring local and regional artists.

"They are all storm-inspired pieces," Meder said. "Some of them are very literal, with some of the most gorgeous, stormy, and almost turbulent looking skies. Some of them are more metaphorical and address different kinds of storms that happen in our lives. There are even a few pieces in there that are a little bit more socio-political from the storm perspective."

Margie Hammerschmidt will be featured in her first exhibition,&nbsp;Two Years with Brush ‘n Paint, in the center as well.

"We wanted to get her started in a way that fit the amount of work she had, and so our hall gallery is going to be featuring these wonderful paintings," Meder said.&nbsp;

Ellinwood artist Robert Joy will also be featured in the center with Things Imagined.

In conjunction with the Art Walk, the Hays Public Library will celebrate the completion of a significant remodel, with a special celebration beginning at 5 p.m.

"We want to celebrate that and let people know what we did and recognize the people that played a big part in the remodel," said&nbsp; Hays&nbsp;Public Library communications coordinator, Callie Kolacny.

During that celebration the Hays Chamber will host a ceremonial ribbon cutting and the Downtown Hays Development Corporation will host a brick presentation.

Kolacny said the library event will be a good kick-off for the Art Walk.

"We're going to have our presentation, and then we will be all done in time for everybody to just enjoy downtown Hays and walk around and do the Art Walk."

Along with a variety of visual arts presented at the library and other downtown businesses, live music will be featured during the Art Walk as well.

There will be a Community Acoustic Jam session in front of the Fox Theatre, 1202 Main.

"It's a wonderful group of individuals who like making music together, mostly on stringed instruments, and they just play together."

At the Paisley Pear Wine Bar, Bistro and Market, 1100 Main, along with works from Groovy Doodle, Wade Richard is set to perform from 8 p.m. to 10 p.m.

And wrapping up live music for the evening, the Hays Young Professionals will host a street dance featuring Anthony and the Animals in the Downtown Pavilion, 10th and Main from 7:30 to 11 p.m., according to Hays Chamber president and CEO Sarah Wasinger.

"It's free to attend for the public," she said. "All you have to do is bring a lawn chair, maybe some awesome dance moves, a cooler with some cold beverages, and it's just going to be a great time to enjoy a wonderful evening in downtown Hays."

🎙Summer Art Walk and more set to kick off downtown Friday in Hays

Representatives from 20 outside agencies presented their 2022 budget requests to the Ellis County Commission on Monday.

Nearly all of the requests were the same as last year, as requested by the commission, for a total of $1.14 million.

Executive Director Doug Williams told the commission they
are requesting that each taxing entity in Ellis County to levy ½ mill for
economic development through Grow Hays.

“We believe that that’s the most equitable and sustainable
way to fund economic development,” Williams said. “We see it done in other
places. It’s successful. It seems to us to be the most prudent way to do it.”

County Administrator Darin Myers said one mill for Ellis
County was roughly $387,000. Half of that would be approximately $193,500.

The commission elected not to fund Grow Hays, formally Ellis
County Coalition for Economic Development, in 2019. Each of the last two years,
Ellis County has allocated $27,500 for Grow Hays.

Williams told the commission that despite the challenges of
2020 they believe Ellis County had a good year and should be proud of the year
the county had.

He told the commission that they have not seen an investment
from the community that allows them to “maximize our potential.”

“I see how other communities fund their economic development
and what their achievements are, what their results are, and I can tell you
that by and large those who fund economic development at a high level get high
return,” Williams said.

“It’s an investment that pays dividends,” he added.

Williams said southwest Kansas has been able to use its resources to expand and said that needs to be done in Ellis County.

He said Fort Hays State University, Interstate 70, North Central
Kansas Technical College and Hays Medical Center are all resources that Ellis
County should take advantage of.

debating the ½ mill but wondered what the taxpayers would see from the increase
in funding. Williams told the commission, “they’re going to see the same
things they have been but more.”He added that they plan to use the funding to add two more
positions — one will help with business recruitment and retention.“There needs to be a return on investment, absolutely and we
plan to deliver that,” Williams said. “We feel like we are now but we understand
