All fertilizers are salts and can cause germination problems if too much is placed with the seed. Too much fertilizer may inhibit germination completely, which results in a loss of stand. In other instances, too much fertilizer placed with the seed may simply delay germination, or it may result in weak seedlings with poorly developed root systems. In either case, the affected seedlings will be at a competitive disadvantage and a loss of yield potential may result.&nbsp;

Several points should be kept in mind when evaluating seed-placed fertilizer.&nbsp;

- Soil between the seed and the fertilizer band provides a buffer.&nbsp;

- The potential for injury from seed-applied fertilizer is greater for sandy and/or dry soils.&nbsp;

- Certain types of fertilizers should never be applied with the seed, even at low rates. No urea-containing fertilizer (urea, UAN solution) should be placed in direct seed contact. The hydrolysis of urea to ammonia can result in ammonia toxicity to seedlings.&nbsp;

- Reduce rates 30 percent for grain sorghum. We suggest no seed placed fertilizer for soybeans, sunflowers, or dry beans.&nbsp;

The amount of fertilizer Nitrogen (N) plus Potassium (K2O) applied in direct seed contact should not exceed the values presented in the above table. These guidelines are relatively conservative. Some producers have gotten by with using higher rates at times. However, rates higher than those in this table have real potential for causing germination problems in some years.

If N and Phosphorus (P) are applied without any K2O, such as using 11-52-0 or 10-34-0 then rates can be increased. In corn on 30 inch rows in medium to fine textured soils, the maximum amount of fertilizer that can be safely applied with the seed is 72 lbs./ac of 11-52-0 and 6.9 gal/ac of 10-34-0. In sandy or dry soils 54 lbs./ac of 11-52-0 and 5.2 gal/ac of 10-34-0. In grain sorghum, 30 inch rows in medium to fine textured soils 50 lbs./ac of 11-52-0 and 4.9 gal/ac of 10-34-0. In sandy or dry soils 38 lbs./ac of 11-52-0 and 3.6 gal/ac of 10-34-0. Remember this is assuming no added potassium (K20).&nbsp;

PHILLIPS COUNTY — Law enforcement authorities are investigating four suspects on drug charges after an arrest in northwest Kansas.

On April 21, a traffic complaint about an SUV traveling at a high rate of speed resulted in Phillips County Sheriff 's deputies assisting the Kansas Highway Patrol in the recovery of a significant amount of marijuana and drug paraphernalia, according to a media release.

Four New York state residents were returning from the Colorado 420 festivities and allegedly thought it was a good idea to travel home with some souvenirs.  This resulted in them spending some time in taxpayer-provided lodging at the Phillips County courthouse. 

Charges of possession of marijuana and possession of drug paraphernalia are pending. The sheriff's office released no additional details Friday afternoon.

Souvenirs from marijuana holiday land four in NW Kan. jail

The business relationship between the University of Kansas Health System and Hays Med will soon end, but with the decision, no impact to services are expected.

The decision was announced to employees Thursday and was confirmed by the University of Kansas Health System media relations director Jill Chadwick on Friday.

She described the situation as amicable and will not change in any way the medical staff or services that currently work at Hays Med.

"In terms of patients and the public, nothing is going to change," Chadwick said. "Everybody still has access to health care. We are still going to be in Hays, and people will still have the opportunity to get access to any specialist that they might need."

The system operates in 66 counties as part of its mission to help provide rural areas access to specialized health care and she said they look forward to continuing to do so.

"We will still be working with them (HaysMed)," Chadwick said. "We will still be getting referrals, we will still be treating patients, just like we do in 66 other counties."

The decision to end the relationship was mutual, she said, and reflects only a difference in business administration between the two parties.

"We had a shared vision five years ago, but now we don't share the same vision," Chadwick said. "We decided that we still want to care for patients ... but it's this side of the business we want to change."

A timeline for the change has not been set, she said but as details are worked out visitors to the facility will see no changes.

"It has no public impact or patient impact," Chadwick said.

"While we have worked together over the past five years, we have mutually decided that stepping back and working independently best supports the long-term health and wellness of our communities," a statement from Hays Med said. "Taking this step allows both entities to actively pursue the unique approaches to serving their respective populations.  This action also applies to the Pawnee Valley Community Hospital in Larned, which is a managed partner of HaysMed."

The statement from Hays Med also noted providers are supportive of the decision.

“The medical staff at HaysMed supports this decision,” said Dr. Heather Harris, medical director and physician at Hays Family Medicine. &nbsp;

“In our opinion, administration and the board did what was in the best interest of staff and patients of Hays and western Kansas," he said.

UPDATE: KU, HaysMed end business relationship; health care remains the same

A major stage in the development of improved traffic flow on the northwest side of Hays will get underway next month.

City commissioners Thursday night approved a contract for improvements to the intersection of 230th Avenue and 55th Street just north of the Interstate 70 Exit 157.

The low bid of $1,878,301 from Hess Services of Hays - which was below the engineer's estimate - was just $9,100 less than the next lowest bid from Smoky Hill Construction, Salina.&nbsp;The construction engineering agreement with Driggs Design, Hays, at a cost of $140,800 puts the total project cost at $2 million.

At the request of Ellis County,&nbsp;the city in December 2019 assumed responsibility for a $1.5 million Kansas Department of Transportation economic development grant for the project.

The improvement work will be paid with the KDOT grant. 

The $500,000 overage will be paid by the developer of the Hays Truck Plaza, D&amp;J Land and Development LLC. A new truck stop is being built just north of the intersection.&nbsp;

All project costs will be reimbursed to the city by the KDOT grant and the truck stop developer.&nbsp;

The intersection sits at the southwest edge of the Ellis County Northwest Business Corridor project which will improve the width and surface condition of two county roads along a four-mile stretch north and west of Hays. The north/south section is 230th Avenue.

The well-traveled hilly avenue passes by several heavy industrial sites, Goodman Energy Center, Celebration Community Church, and private residences.

Intersection improvements include grading, pavement, curb and gutter, storm sewer,&nbsp;sidewalk, and pavement markings, according to Hays Project Manager John Braun.

 Hess Services has hired subcontractor Morgan Brothers, LaCrosse, to do the concrete paving, while Hess will do the earthwork and storm sewer improvement.

Mayor Sandy Jacobs asked if the intersection would have to be closed during the work, which is expected to take 120 days.

The project will be "done in three phases and they're finding ways around," Braun said.

"It's mostly because of the elevation differences. They're flattening the hills and raising the valleys. The offset difference between trying to construct half of it and keeping a lane of traffic open and keeping it safe and the amount of space it would take, just wouldn't be possible. So they actually have to shut down entire sections at a time, and they're finding ways around."

Commissioners also approved four low bids as recommended by Jeff Crispin, water resources director:

* $119,000 from Integrity Municipal Systems, Poway, Calif., for a replacement lime slaker used in the process of softening city water&nbsp; * $94,705 from Foley Power Solutions, Topeka, for two portable generators, one each for water production and water reclamation * $108,937 from Pipe Detectives, Jamestown, N.D., for light cleaning and video inspection of 22 miles of sanitary sewer line * $65,246 from Downey Drilling, Lexington, Neb., for rehabilitation of four city water wells and two Smoky Hill River wells near Schoenchen

The following volunteer committee member appointments recommended by Jacobs were approved:

The March 2021 financial statement presented by Kim Rupp, finance director, was accepted and a cereal malt beverage license for the Hays Kiwanis Club for the Wild West Festival in July was approved.

Commissioners also heard a recent progress report by city departments from Collin Bielser, assistant city manager.&nbsp;

🎥 Intersection improvements to aid new travel plaza, Northwest Business Corridor

The Kansas Department of Health and Environment on Friday reported just one new case of COVID-19 identified in Ellis County since Wednesday.

As of Friday, the University of Kansas Health System reported four COVID-19 inpatients at HaysMed, three active and one in recovery.

🎙 Post Podcast: Grilling safely starts with good equipment

As part of the Kansas Masonic Foundation's statewide classic car raffle, the Hays Masonic Lodge is selling tickets for a chance to win a 1963 Ford Thunderbird Factory Roadster in incredible condition.&nbsp;

The car will be in Hays the last week in April, and Lewis Automotive Group has agreed to not only place the car on display in the showroom, but to <a href="https://www.lewisfordofhays.com/enter-to-win-a-1963-ford-thunderbird.htm">buy a raffle ticket for those who test drive any vehicle on April 27 through April 30.</a> The tickets are available now through March 2022 from area Masons or <a href="https://kansasmasonic.foundation/event/thunderbird-raffle/">online</a>. The car will also be downtown for the spring art walk on Friday, April 30.&nbsp;

The proceeds from each raffle ticket are divided with 75% or $15 of the $20 cost returning to the lodge to be used for charitable works in the community. Over the past five years, this raffle has returned more than $1 million dollars to lodges throughout the state. During last year's raffle, the Hays Masonic Lodge raised money for the Community Assistance Center and the Firefighter's Relief Association, donating $1,000 to each cause.

The lodge will retain none of the funds raised, so every dollar raised is done so for the community. Hays Masons raffling 1963 Thunderbird Roadster 

The Defense POW/MIA Accounting Agency (DPAA) announced Thursday that Navy Fireman 1st Class Harold E. Bates, 27, of Rush Center, Kansas, killed during World War II, was accounted for on Feb. 5, 2021. On Dec. 7, 1941, Bates was assigned to the battleship USS Oklahoma, which was moored at Ford Island, Pearl Harbor, when the ship was attacked by Japanese aircraft. The USS Oklahoma sustained multiple torpedo hits, which caused it to quickly capsize. The attack on the ship resulted in the deaths of 429 crewmen, including Bates. From December 1941 to June 1944, Navy personnel recovered the remains of the deceased crew, which were subsequently interred in the Halawa and Nu’uanu Cemeteries. In September 1947, tasked with recovering and identifying fallen U.S. personnel in the Pacific Theater, members of the American Graves Registration Service (AGRS) disinterred the remains of U.S. casualties from the two cemeteries and transferred them to the Central Identification Laboratory at Schofield Barracks. The laboratory staff was only able to confirm the identifications of 35 men from the USS Oklahoma at that time. The AGRS subsequently buried the unidentified remains in 46 plots at the National Memorial Cemetery of the Pacific (NMCP), known as the Punchbowl, in Honolulu. In October 1949, a military board classified those who could not be identified as non-recoverable, including Bates. Between June and November 2015, DPAA personnel exhumed the USS Oklahoma Unknowns from the Punchbowl for analysis. To identify Bates’ remains, scientists from DPAA used dental and anthropological analysis. Additionally, scientists from the Armed Forces Medical Examiner System used mitochondrial DNA (mtDNA) analysis. Bates’ name is recorded on the Courts of the Missing at the Punchbowl, along with the others who are missing from WWII. Rush Center sailor who died at Pearl Harbor identified

The Hays Public Library has hired Amy Lucio for the position of early literacy coordinator. Lucio will be tasked with organizing and leading storytimes, working with daycares and preschools, and overseeing the new early literacy area.

Lucio was raised on a farm in Jewell County in north-central Kansas. For over 20 years, she has taught in the Dallas area. Her focus has been bilingual and ESL education, and she has experience teaching several grade levels.&nbsp;

“In collaboration with the daycares and schools in the Hays community, I hope to share the early literacy practices I've learned from my years as a teacher to prepare children for kindergarten and encourage them to become lifelong learners,” Lucio said.&nbsp;

Lucio is a graduate of Kansas State University. She began working at the Hays Public Library on April 12.

Hays Public Library hires early literacy coordinator

Thomas More Prep-Marian Junior High recently announced that Melissa Schoepf will transition into the role of junior high assistant principal, sharing those duties for a year with current assistant principal Bob Leikam. These duties will accompany her current position as high school instructor, math department head and softball head coach.&nbsp;

Schoepf will work closely alongside Leikam, TMP-M class of 1975, who has served as assistant principal since the opening of the junior high in 2012. Leikam, a 42-year veteran of education, will transition to part-time teaching for the 2022-23 school year when Schoepf will take the reins.

Leikam is excited about the future of the junior high. 

“Undoubtedly, this has been one of the most rewarding chapters of my professional life. As with all things, though, we must eventually bow out to youth and allow them to continue to carry the torch.&nbsp; I have the utmost confidence in Melissa. She will do an excellent job,” Leikam said.

Schoepf, who joined TMP-Marian along with Leikam in 2012, has made a tremendous impact. 

"Mrs. Schoepf has been a great leader in many different ways over her years at TMP-Marian. We look forward to working with her in making the junior high a great place for all the current and future students and staff," said Chad Meitner,&nbsp;TMP-Marian principal.

"I am really excited to begin this transition into junior high. The Thomas More Prep-Marian community holds a special place in my heart. I look forward to learning and working with the administration to continue the proud tradition of the Monarchs,” Schoepf said.

Schoepf, Leikam to share TMP-Marian Junior High administrative duties

The National Sexual Violence Resource Center recently announced a Hays nurse was one of the recipients of its 2021 Visionary Voice Awards.

The center recognized Jessica Albers, sexual assault nurse examiner, as one of 29 recipients of the award. Albers is part of the forensics nursing program at HaysMed and is a state consultant with the Kansas Coalition Against Sexual and Domestic Violence.

This is a diverse group of honorees from across the country who represent a wide range of disciplines. They were selected for their outstanding work toward ending sexual harassment, misconduct and abuse. 

“We’re honored to present this year’s Visionary Voice Awards to these change makers who are committed to supporting survivors and preventing sexual violence, even during a year of unprecedented challenges and crises,” said center Executive Director Yolanda Edrington.

“This year’s awards also recognize groups and organizations that are bringing individuals together to support survivors and make meaningful change in their communities,”&nbsp;Edrington said.

Albers has been a sexual assault nurse examiner for more than 10 years, and is board-certified in the care of adult, adolescent and pediatric patients.

She is the statewide sexual assault nurse examiner clinical consultant for the Kansas Coalition Against Sexual and Domestic Violence and also practices as a forensic nurse at the University of Kansas Health System, HaysMed. 

She is the president elect of the Kansas Chapter of International Association of Forensic Nurses.

She was instrumental in updating the Kansas Bureau of Investigation’s Sexual Assault Evidence Collection Kit to reflect current best practices. 

Albers is committed to educating multidisciplinary partners across the state on topics, such as sexual violence, elder abuse, child abuse, interpersonal violence and non-fatal strangulation.

She has assisted in developing several&nbsp; sexual assault nurse examiner programs in rural Kansas. She implemented an annual two-day&nbsp; sexual assault nurse examiner clinical training, which uses live models to provide a hands on experience for nurses from across the state. 

Albers trains emergency departments on providing sexual assault forensic examinations in the 76 percent of hospitals across Kansas that do not have a sexual assault nurse examiner program available.

Goodland resident honored by KDOT for 10 years of service

WASHINGTON — The Treasury Department and the Internal Revenue Service today issued <a href="https://www.irs.gov/pub/irs-drop/rp-21-20.pdf">Revenue Procedure 2021-20&nbsp;PDF</a>
 for certain businesses that received first-round Paycheck Protection 
Program (PPP) loans but did not deduct any of the original eligible 
expenses because they relied on guidance issued before the enactment of 
tax relief legislation in December of 2020.

Under prior guidance, businesses that received PPP loans to cover 
payroll costs, interest on covered mortgage obligations, covered rent 
obligation payments, and covered utility payments could not deduct 
corresponding expenses.

With the Dec. 27, 2020, enactment of the Consolidated Appropriations 
Act, 2021, businesses now may claim these deductions even though they 
received PPP loans to cover original eligible expenses. These businesses
 can use the safe harbor provided by this guidance to deduct those 
expenses on the return for the immediately subsequent year.

FHSU extends Giving Day deadline after overwhelming response

In conjunction with the National Drug Take-Back Day, the Ellis County Drug Enforcement Unit, including members of the Ellis County Sheriff’s Office and the Hays Police Department, will be collecting unused and unwanted drugs Saturday in Hays.

The free event is scheduled from 10 a.m. to 2 p.m. on the north side of the Ellis County Law Enforcement Center, 105 W. 12th.

During the event, deputies will meet participants at their car window as they pull up and will be conscious of COVID-19 concerns.

"We will be wearing masks to make sure you are safe and comfortable," Ellis County Sheriff Scott Braun said. "We'll take your bags or you can throw them personally into those containers, but one way or another we will get those off your hands."

Drugs that can be dropped off include tablets, capsules, patches and other solid forms of prescription drugs.

By removing the drugs, the department hopes to lower the risk of someone using the drugs in ways that can be harmful.

"The Drug Enforcement Unit has seen a need for this and so has the DEA that started this program because people were using drugs that were left in the counter and the medicine cabinet," Braun said.

And during the COVID-19 pandemic, use has increased significantly.

"According to the Centers for Disease Control and Prevention, the U.S. has seen an increase in overdose deaths during the COVID-19 pandemic, with 83,544 Americans overdosing during the 12-month period ending July 1, 2020, the most ever recorded in a 12-month period," according to the department. "The increase in drug overdose deaths appeared to begin prior to the COVID-19 health emergency but accelerated significantly during the first months of the pandemic."

Even more so, the amount of drugs collected nationally over the 10-year life of the programs shows the everyday need to remove unwanted drugs from homes.

"Since the time that it has started (nationally) 10 years ago, there have been over 6,800 tons of prescription drugs taken off the streets that don't end up in our kids' hands," Braun said.

While the effort helps keep people safe, it is also a good environmental effort, he said.

"Back in the day, we used to dump them down the toilet and then they would destroy and hit our water system," Braun said. "We found that is not the best practice."

He said the collection is kept anonymous to alleviate and privacy concerns.

Further Bruan said participants can blackout names on prescription bottles, or remove labels prior to drop off if they have concerns.

"I can assure you, your identity is kept safe and we will make sure that it makes it to the appropriate locations," he said.

While the effort brings attention to the issue, residents can also drop off unwanted drugs in a permanent drop box maintained by the department.

"We have a bin in the sheriff's office lobby, and we take them all year long," Braun said. "We will make sure they are secure and will make it to St. Louis to be destroyed."

The <a href="https://hayspost.com/posts/712dcc64-a37d-4914-8899-cf2b7c9cd9fb">six inches of snow</a> Hays residents woke up to Tuesday morning melted rapidly and was pretty much gone by the time people got home from work by 5:30 p.m.

The spring snow came during a hard overnight freeze Monday of 23 degrees.

Although April snow isn't unheard of in Hays, and larger amounts of snow have fallen during "the cruelest month," this is the latest date in April that Hays has seen the white stuff.

According to Joe Becker, agricultural tech supervisor at the K-State Agricultural Research Center and keeper of official weather records, the snow measured April 20 is the latest snowfall in April recorded in 152 years in Hays.

Becker's chart below shows&nbsp; a record eight inches of snow fell earlier in the month, on April 8, 1919. Previously, the latest April snowfall in Hays was on April 11, 1953, at 6.8 inches.

Monday night storm breaks record for latest snowfall in April

39-year-old Bonnie of Hays has waited 10 years for a placement in a residential home with others with intellectual disabilities.

She waited until a crisis finally allowed her to qualify for a placement in a group home.

An online predator lured her into her confidence and was close to having her disability benefits transferred into his name before Bonnie's guardian, her aunt&nbsp;Barb Sherfick, was able to stop him.

Bonnie is living in an apartment owned by a family member, but&nbsp;Sherfick said she needs more support and guidance. This is the second time Bonnie, who has the mental capacity of about a 10-year-old, has been the victim of an online predator.

Sherfick said she hopes her niece's upcoming placement will open up her world to appropriate friendships, opportunities to be more active in the community and maybe even a job.

She said, sadly, it has just been a long time to wait.

"We are praying that she is placed in Hays or Great Bend, so we can visit and be close, but there are no guarantees,"&nbsp;Sherfick said. "They need more facilities in the state and more funding of these people."

Bonnie's situation is common in Kansas. As of the beginning of April, more than 4,500 people with intellectual and developmental disabilities are on a waiting list to receive state-funded services in Kansas, said Jerry Michaud, president/CEO of the Developmental Services of Northwest Kansas.

The state is currently serving people who entered the list as of Nov. 2, 2011.

Unfortunately, many people who are on the waiting list end up in a crisis situation, such as Bonnie, before the state will take them off the waiting list, Michaud said.

The waiting lists put burdens on families. It also limits opportunities for individuals with disabilities, Michaud said.

"Each individual family is going to have its own unique circumstances," Michaud said. "Of course, they have aspirations like you or I with our own child, we would aspire they reach a certain age and they move on to the next stage in their life and they continue to grow and develop and mature in those ways.

"Families, I believe, have similar aspirations that their son or daughter would have life that is as productive as they can be and engaged in the community to the extent that they are able, but the options for that to happen in what would be the normal rhythm hit the road block when it comes to the resources that are needed for those folks to be successful out of the family's home."

The special education system in Kansas allows many students with intellectual disabilities to continue to remain in school until they are 21.

However, because the waiting list for community services is so long, many of those young adults "graduate to the couch," Michaud said.

Even those individuals who are high functioning and can live independently, usually need some kind of continuum of support, Michaud said. Those supports could include case management, assistance with grocery shopping, medication management or assistance with finances.&nbsp;

"They may just struggle to do meal planning or get to the store, make the right choices when they get to the store and budget," said Natalie Ellis, DSNWK communication support specialist.

Individuals with greater needs may require assistance around the clock so they can remain healthy and safe. Individuals may need assistance with basic tasks, such as eating and using the bathroom.

"Think of an individual who may use a wheelchair so their ability to rise to go into the restroom and change to do those kinds of things [may be limited,]" Michaud said. "As a child, they might be 20 pounds, and [then] 40 pounds, 70 pounds, 100 and some pounds. The need doesn't change. It just gets more challenging."

A family member may be caring for this person, but as the caretaker ages their physical ability to care for the physical needs of someone who is disabled may diminish.

Individuals who are on the waiting list can be those who are more independent or those who have more intense support needs, Michaud said.

"There is a lot of love that is part of those families in supporting their son or daughter," he said. "There is no question about that, but it is the reality of carrying on. It takes the best of intentions of will on the part of a family and strains it. It's just the reality. Helping them and supporting them is what we have to do ... what we should do. It's the right thing to do."

Bonnie lived at home with family members for years, but her parents. However, as those family members aged, they could no longer care for Bonnie.

However, as those family members aged, they could no longer care for Bonnie.Bonnie's aunt said she wished she could give Bonnie more one-on-one care, but she works.Michaud said he sees this often in families across northwest Kansas."Suddenly the circumstances change in terms of the support that was filling in at home, and suddenly the person may find themselves in a crisis situation," Michaud said. "That has been the avenue into the IDD system."Entering services in this way is not the best for the individual or those providing the individual services, Michaud said. He described the system of having a roller coaster effect on families."It is a reaction or a response to something that says there is no other alternative," he said.That individual may have made unfortunate choices that have to be dealt with.&nbsp;Sometimes law enforcement may have been involved with the individual. If challenges aren't dealt with, they are magnified, Michaud said.The Kansas Legislature has expressed its interest in conducting an interim study on how to address the waiting list.Funding is a significant factor in decreasing the waiting list. Intellectual and developmental disabilities are lifelong challenges and support services to address those challenges are needed for the life of that individual as well, Michaud said.However, Kansas also has issues of capacity and beauracy.If the Legislature provided enough funding tomorrow to fund services for everyone on the waiting list, there would not be enough slots available with the current service providers to fill those needs, Michaud said.Not only is the capacity about the infrastructure to, for example, house someone in a group home, but also having the staff to work with that individual, Michaud said.Service providers, including DSNWK, have historically struggled with employing qualified staff in part because of low pay for care workers.Yet another obstacle for providers is the way people come off of the waiting list. When a spot for services opens, often when someone dies, the state takes the next person on the list.&nbsp;The person who died may be from Northwest Kansas, but the next person on the list might be from Kansas City.&nbsp;The service provider now has capacity, but can't serve anyone and the service provider in Kansas City may not have the capacity but has to create services for the person who is being funded.This process creates a lot of instability for the service providers, Michaud said. DSNWK has 12 openings in its 18-county coverage area. However, the agency can't fill them because of the way the waiting list is managed."I would contend that in order to address a problem that has been developing over decades, it is going to take a little bit of time to figure that out," Michaud said. "But now is the time to put mechanisms — the plans — in place, so we don't continue to kick this can down the road and have our state's response to service needs wait until it blows up before we actually put the service into place."I know we all long for something different than that."Michaud said he has a dream in which individuals graduate from the school system and they make a smooth transition into services that help them accomplish life's milestones at their own pace."When they approach and reach adulthood, there is a natural transition and support system that understands that all along the path and so when they graduate, their life graduates to the next level of their life being a life full and with purpose and value," Michaud said."That is our heart's desire, but there are a lot of moving gears behind the scenes for that to take place. As a system, we need to be thinking about that, but our gears are jammed up."
