A former Ellis County law enforcement officer has pleaded no
contest to possessing child pornography and stealing guns from the Hays Police Department.

On Tuesday, Blaine D. Dryden, Hays, entered no contest pleas in
Ellis County District Court to aggravated internet trading of child
pornography, sexual exploitation of a child and theft of a firearm. As a
result, he was found guilty on all three charges by Chief Judge Glenn Braun.

Under the plea agreement, Dryden faces a minimum of 91 months, or more than seven and a half years in prison. 

Dryden was originally charged with aggravated internet
trading of child pornography and seven counts of sexual exploitation of a
child, with the additional charge of theft of a firearm.

According to information presented at Tuesday’s hearing by
the Kansas Attorney General’s Office, which is handling the case, in November
2019 the Hays Police Department received a tip about child pornography being
shared through Facebook. 

The investigation led officers to a location in the 1600
block of West 29th in Hays. After it was determined that Dryden resided
at the residence, the Kansas Bureau of Investigation was called to handle the
investigation.

Dryden was employed with the Ellis County Sheriff’s Office at the time and served as a lieutenant with the department until June 16, 2020.
He worked for the sheriff’s department for nearly six and a half years.

The Kansas Attorney General’s office said Dryden uploaded
and sent a sexual image of a young girl to a woman in Nebraska.

During the investigation, Dryden admitted to uploading the
image to law enforcement officials. They also discovered similar images and
several electronic devices at Dryden’s Hays residence. 

After the investigation was complete, law enforcement officials
served a second search warrant at the same location in the 1600 block of West
29th in April in connection with firearms stolen from
the Hays Police Department.

The state attorney general’s office determined that Dryden was
in possession of four guns connected to Hays Police Department
investigations.

Dryden had falsified paperwork claiming he had destroyed the
guns when, in fact, he did not, the attorney general's office said.

Sentencing will be scheduled for later this year, and Dryden was
remanded to the Ellis County jail.

The Hays school board approved its budget at its meeting Monday night with a slight mill levy decrease.&nbsp;

The mill levy decreased from 41.241 mills last year to 41.236 mills for the 2021-22 school year.

The school district's valuation increased from $322,681,782 in 2020-21 to $335,274,898 for the 2021-22 school year.

Because the district's valuation increased, the school board had to conduct a revenue-neutral hearing. This hearing is required by law for any entity that has a revenue increase.

Chris Hipp, assistant superintendent of business services, said the district has one of the lowest tax rates in the state.

During the KAYS Morning Show on Monday, Superintendent Ron Wilson said the low tax rate can be attributed to a strong local valuation and the district's lack of a bond.

The district is basing its budget on flat enrollment this year.&nbsp;

The district has been able to sustain about 6 percent in its contingency reserve. The district uses those funds in cases of unforeseen expenses, including to pay a more than $21,000 gas bill the district received after February's cold snap.

That gas bill had been $65,000, but with the help of the Kansas Association of School Boards, the district was able to negotiate the bill down to $21,699.

Board Vice-President Craig Pallister&nbsp;said the Kansas Legislature has long recommended school districts spend at least 60 percent of their expenditures on instruction. He noted the district's budget was well above that at 62 percent for 2021-22.

"I would like to see professional development grow," he said. "Because we say the most important person in that school and that classroom is the teacher. We need to get them training."

Wilson said the district is doing more professional development this year than any year in recent memory. It is using state partnerships to reduce costs to the district.

Casey Herrman, board candidate, said during the public comment period student fees are outrageous.

The carry-over in that fund is $716,000. Herrman said he did not understand why fees remained so high when the fund continues to increase.

About 30 people attended the school board meeting Monday, many to express their opposition to masks in schools. Nine of those people spoke during the public forum portion of the meeting.&nbsp;

The school district does not have a mask mandate at this time.

Wilson said 17 students have tested positive for COVID-19 as of Monday. Six more are in the testing process. <a href="https://hayspost.com/posts/52b11376-f7f4-4fc7-bedd-8e90885942e8">See details of the district's COVID precautions.</a>

The board approved engineering contracts with Integrated Consulting Engineers for design work on air-conditioning projects at Wilson Elementary School and Hays High School.

The design fee for the HHS project is $120,000. The Wilson design fee is $52,500.

ICE has done design work for the district before.&nbsp;

The district is not required to send design contracts out for bid. Board member Allen Park said he wished the contracts had been sent for bids anyway.

Wilson said he hoped work could begin on the projects in the spring.

The board also approved the new HHS student handbook.

🎙Hays USD 489 board approves budget with lower mill levy

The floodwaters may have receded months ago, but the small community of Natoma is still trying to address the devastation that May flooding brought.

Mayor Rick Dunlap said the recovery process has been slow.

That process has been made more difficult by a lack of recovery funds.&nbsp;

Ryan Cook, city treasurer, said the not enough people nor structures were affected by the flood to qualify for Federal Emergency Management Agency relief funds.

Dunlap and Dale Eickhoff, city council president, are both on the fire department and helped with evacuations on the day of the flood.

"Even though it affected a third of our community, it did not qualify because what it destroyed did not meet the threshold that FEMA has today,"&nbsp;Eickhoff said.

Cook said the community did qualify for Small Business Administration funds. The community also received thousands in private donations. ICT Great Plains, a company that owns an electric transmission line outside of Natoma, donated $12,000 to the Community recovery fund on Monday.

The Osborne Community Foundation donated $5,000 to match local funds that had already been raised.&nbsp;

Rep. Troy Waymaster, R-Bunker Hill, and Sen. Elaine Bowers, R-Concordia, were both in Natmoa Monday for the donation presentations.

"When I was on the phone with the governor when this all happened, the [FEMA] threshold was $4.4 million. Gov. Kelly said they won't hit that threshold for FEMA to respond," Waymaster said. "It is unfortunate and should not be that way.&nbsp;

"If there is an emergency happening, regardless of what the dollar amount is, FEMA should react to it. In '93, they didn't have that threshold. Why do they have it now?"

Eickhoff said, "A town the size of Natoma has a huge loss to them, and it doesn't qualify. It was a huge loss none the same. In comparison to anyone else, we had a disaster, yet it doesn't meet their criteria."

Dunlap said the full damage to the community is yet to be seen. Officials had to let the water table go down in order to start assessing the damage to the city's water and sewer systems.

The floodwaters overran the city's water plant, and the city was on a boil water advisory for a time.

City sidewalks and streets were also damaged by the rushing water.

Most of the people who had homes that were heavily damaged by the flood have moved into other homes in the area.&nbsp;

"I think a lot of people were thinking they'd receive a check to rebuild, and that is not how this works," Dunlap said.

The Post Office, which was damaged in the flood, remains closed. Repairs included asbestos removal. A date for reopening the building has not yet been set.

"Over here on First Street and the next one over you could see the pavement, and then six minutes later, you couldn't see it," he said. "It had risen 2 feet that fast."

Local officials, including Dunlap and Eickhoff, tried to coordinate rescue efforts. The water came up so fast that many people were stranded in their homes and had to be rescued.

The water was too swift for boats, and eventually, rescue crews had to use a high loader to navigate the water.

"That was our whole main concern the first day was getting people out, and it took most of the day," Dunlap said.

Natoma still recovering after May flood, will not qualify for FEMA relief

Saturday, the Hays Aquatic Park was filled with a different kind of patron — the four-legged kind — as they hosted the annual dog swim to wrap up the season.

In conjunction with Doggie Play Day, participants were not only able to let their four-legged family members enjoy the cool water on a warm August Saturday, but they also got to take home crafts made with the help of the pets.

After their worst week in nine months crude prices rose five percent on Monday. Brent crude dropped to its lowest price since May on Monday, but later jumped five percent, recovering somewhat from a seven-day losing streak in which prices dropped 8 percent. Both benchmarks marked their biggest week of losses in more than nine months. WTI was nine percent lower, but posted 5 percent gains on Monday.&nbsp; Near-month light sweet crude on the Nymex settled Friday at $62.32 per barrel, the lowest settlement for the benchmark contract since May 21.&nbsp; In midday trading Monday that contract was up more than $3 to $65.54. Most analysts credit a rise in global stock prices and a weaker dollar for the rise in oil prices. Kansas Common crude starts the week at $52.50 per barrel, down a dollar and a half from a week ago, and down $12 from the first of the month. Gasoline prices are slightly lower across the U.S., and across Kansas. Triple-A says the national average was cent and a half lower than a week ago, a half cent higher than a month ago, and nearly a dollar per gallon higher than a year ago. On Monday, the U.S. average was just over $3.16 per gallon. The average across Kansas was just over $2.90 per gallon. On Monday, most stations in Hays were down to $2.83 per gallon. Prices in Great Bend were down to $2.79 per gallon. The weekly Rig Count in Kansas from Independent Oil &amp; Gas Service was largely unchanged with eight active rigs in eastern Kansas and 24 west of Wichita.&nbsp; Drilling was underway on one lease in Barton County. Baker Hughes reported 503 active drilling rigs nationwide for the week, an increase of eight oil drilling rigs but a drop of five rigs seeking natural gas. The count in Texas was down one, but New Mexico, North Dakota, and Utah were each up one. Kansas regulators last week okayed 22 permits for drilling at new locations across the state, five of them east of Wichita and 17 in Western Kansas, including one new drilling location in Ellis County. Operators completed 16 new wells statewide last week. That makes 508 newly-completed wells so far this year. Independent Oil &amp; Gas Service reports eleven new completions in eastern Kansas and five in the western half of the state, including one in Stafford County. The latest report from the Kansas Geological Society shows drillers have discovered three new oil fields in Kansas, located in Lane and Rawlins counties, bringing the total so far this year to 13 new fields. That total includes three in Ellis county and one in Russell County. A weekly report from the Energy Information Administration pegged U.S. stockpiles at 435.5 million barrels, down more than three million barrels, and about six percent below the five-year average for this time of year. U.S. crude production topped 11 million barrels a day for the tenth straight week. The U.S. Energy Information Administration reports domestic output for the week through August 13th was up slightly over the week before, to just over 11.4 million barrels per day. U.S. crude imports were down last week to 6.4 million barrels per day. The four-week average for imports is up more than 14% over last year. The Association of American Railroads says domestic oil-by-rail shipments last week were up slightly from the week before, but at 10,314 tankers, were down nearly five percent from a year ago.&nbsp; A U.S. government watchdog report blames "preventable construction issues" for the most recent in a long string of oil spills from the Keystone Pipeline. The report from the Government Accountability Office showcases a review of the pipeline's history and construction. The GAO said Keystone's four largest spills were caused by design, manufacturing or construction issues. In a statement, GAO said those &nbsp;issues contributed to the spills more frequently than industry-wide trends. A statement from four Democratic congressional committee chairs labeled the operator TC Energy's record as being among the worst in the industry in terms of volume of oil spilled per mile transported. Brent crude dropped to its lowest price since May on Monday, but later jumped five percent, recovering somewhat from a seven-day losing streak in which prices dropped 8 percent. Both benchmarks marked their biggest week of losses in more than nine months. WTI was nine percent lower, but posted 5 percent gains on Monday.&nbsp; Near-month light sweet crude on the Nymex settled Friday at $62.32 per barrel, the lowest settlement for the benchmark contract since May 21.&nbsp; In midday trading Monday that contract was up more than $3 to $65.54. Most analysts credit a rise in global stock prices and a weaker dollar for the rise in oil prices. Kansas Common crude starts the week at $52.50 per barrel, down a dollar and a half from a week ago, and down $12 from the first of the month. Gasoline prices are slightly lower across the U.S., and across Kansas. Triple-A says the national average was cent and a half lower than a week ago, a half cent higher than a month ago, and nearly a dollar per gallon higher than a year ago. On Monday, the U.S. average was just over $3.16 per gallon. The average across Kansas was just over $2.90 per gallon. On Monday, most stations in Hays were down to $2.83 per gallon. Prices in Great Bend were down to $2.79 per gallon. The weekly Rig Count in Kansas from Independent Oil &amp; Gas Service was largely unchanged with eight active rigs in eastern Kansas and 24 west of Wichita.&nbsp; Drilling was underway on one lease in Barton County. Baker Hughes reported 503 active drilling rigs nationwide for the week, an increase of eight oil drilling rigs but a drop of five rigs seeking natural gas. The count in Texas was down one, but New Mexico, North Dakota, and Utah were each up one. Kansas regulators last week okayed 22 permits for drilling at new locations across the state, five of them east of Wichita and 17 in Western Kansas, including one new drilling location in Ellis County. Operators completed 16 new wells statewide last week. That makes 508 newly-completed wells so far this year. Independent Oil &amp; Gas Service reports eleven new completions in eastern Kansas and five in the western half of the state, including one in Stafford County. The latest report from the Kansas Geological Society shows drillers have discovered three new oil fields in Kansas, located in Lane and Rawlins counties, bringing the total so far this year to 13 new fields. That total includes three in Ellis county and one in Russell County. A weekly report from the Energy Information Administration pegged U.S. stockpiles at 435.5 million barrels, down more than three million barrels, and about six percent below the five-year average for this time of year. U.S. crude production topped 11 million barrels a day for the tenth straight week. The U.S. Energy Information Administration reports domestic output for the week through August 13th was up slightly over the week before, to just over 11.4 million barrels per day. U.S. crude imports were down last week to 6.4 million barrels per day. The four-week average for imports is up more than 14% over last year. The Association of American Railroads says domestic oil-by-rail shipments last week were up slightly from the week before, but at 10,314 tankers, were down nearly five percent from a year ago.&nbsp; A U.S. government watchdog report blames "preventable construction issues" for the most recent in a long string of oil spills from the Keystone Pipeline. The report from the Government Accountability Office showcases a review of the pipeline's history and construction. The GAO said Keystone's four largest spills were caused by design, manufacturing or construction issues. In a statement, GAO said those &nbsp;issues contributed to the spills more frequently than industry-wide trends. A statement from four Democratic congressional committee chairs labeled the operator TC Energy's record as being among the worst in the industry in terms of volume of oil spilled per mile transported. Members of the Hays Volga German Society, organizers of Oktoberfest Hays, have announced the 49th annual Volga German Oktoberfest will take place Friday, Oct. 1, from 10:30 a.m. to 7 p.m., and Saturday, Oct. 2, from 10 a.m. to 6 p.m., in Municipal Park.&nbsp;

Oktoberfest Hays also announced the traditional raising of steins and wearing of lederhosen will be part of the 2021 event. The free admission event will feature two days filled with German traditions, from food and drinks, to music, contests, dancing, a cornhole tournament, kids activities and more.&nbsp;

Registration is still open for vendors to become an integral part of a longstanding Hays tradition. Oktoberfest Hays consistently attracts thousands of visitors and residents who attend every year. In addition, the event provides the opportunity to expose businesses to a diverse demographic, due in part to the multitude of activities offered for every age and family size.&nbsp;

Pre-emergence herbicides with residual activity are an important component of high-yielding cropping systems. They are used less frequently in wheat production compared to other cropping systems in Kansas, but residual herbicides applied prior to wheat emergence can be part of a good weed management system in wheat production. Most residual herbicides labeled for pre-emergence application in wheat are Group 2 (ALS-inhibiting) herbicides, which are associated with herbicide resistant populations of kochia, marestail (horseweed), bushy wallflower, flixweed, henbit, and brome species in Kansas. Products in Groups 14 (the PPO-inhibiting herbicides) and 15 (the long-chain fatty acid inhibiting herbicides) are also labeled; however, they are generally more dependent on rainfall for activation than the Group 2 herbicides.

Herbicides without residual activity may be applied with or without residual herbicides in the weeks prior to planting wheat. Older products include the Group 2 herbicides Amber, Olympus, and Pre-Pare, as well as Group 4 (plant growth regulating) herbicides like 2,4-D, dicamba, or fluroxypyr (StareDown,). It is especially important to be aware of planting interval restrictions for Group 4 herbicides, which range from 10 to 45 days.

When selecting pre-emergence herbicides for use in wheat production, keep in mind that many of these products are also labeled for use in emerged wheat. Unless using a planned split-application, avoid repeated use of products from the same herbicide group to slow the development of herbicide-resistant weed populations in your fields.

Field bindweed is a particularly troublesome weed for which a special discussion is justified. In a 12-year experiment conducted at the Agricultural Research Center in Hays, field bindweed reduced wheat yield 2 to 50%. Management of this weed during wheat establishment is important because field bindweed continues to grow until temperatures drop below 20°F.

The herbicides most commonly recommended for field bindweed control include various formulations of 2,4-D, dicamba, and glyphosate. Dicamba tends to provide greater control for fall applications compared to 2,4-D or glyphosate, especially if plants are drought-stressed. Another commonly used product is Facet (quinclorac). It is most effective when applied just before the first killing frost. Other herbicides that are labeled for fall application to control or suppress field bindweed in wheat include Affinity, Aim, and Cimarron.

Satisfactory control of field bindweed will not be achieved with a single herbicide application. It will take multiple years of herbicide applications to deplete the energy stored in the root system and control an established infestation.

In a 12-year experiment conducted at the Agricultural Research Center in Hays, field bindweed reduced wheat yield 2 to 50%. Management of this weed during wheat establishment is important because field bindweed continues to grow until temperatures drop below 20°F.The herbicides most commonly recommended for field bindweed control include various formulations of 2,4-D, dicamba, and glyphosate. Dicamba tends to provide greater control for fall applications compared to 2,4-D or glyphosate, especially if plants are drought-stressed. Another commonly used product is Facet (quinclorac). It is most effective when applied just before the first killing frost. Other herbicides that are labeled for fall application to control or suppress field bindweed in wheat include Affinity, Aim, and Cimarron.Satisfactory control of field bindweed will not be achieved with a single herbicide application. The Kansas Highway Patrol reported a 2014 Freightliner semi driven by Simon U. Miller, 56, Salina, was north bound on Kansas 232 at Kansas 181. The vehicle took the curve too fast and overturned.

EMS transported Miller to the hospital in Russell. He was properly restrained at the time of the accident, according to the KHP.

Dr. Serpan completed medical school at the University of Kansas School of Medicine, Salina Campus. She completed a residency at Pierre Rural Family Medicine. She will be seeing patients at Family Medicine at HaysMed.

The Kansas Department of Health and Environment on Monday reported 32 new COVID-19 cases in Ellis County had been identified since Friday.&nbsp;

🎙Post Podcast: Hays Catholic schools back in session

The 1200 block of Felten Drive in Hays is adorned with the Stars and Stripes proudly waving in almost every yard.

The work is thanks to one man — Jerry Jacobs, a retired veteran whose hobby is making flag poles.

"I just love being patriotic, and I love watching the flags fly," he said.

Jacobs, 78, was in the National Guard for six years during the 1970s and on active duty for 18 months at Fort Hood in Texas. That is where he learned to operate a lathe, which he uses in his flag pole production.

Jacobs builds every flag pole, upon request, to exacting standards.

He's built 14 poles to date, six of which are on his block, Jerry said as he rocked in a white wooden rocker on his front porch, which is adorned with all sorts of patriotic decor.

"Everyone was anxious to get a flag and show their patriotism," Kathy Jacobs, Jerry's wife, said of their neighbors.

Fencing railing from chain-link fences is used so that the pole will not bend in the strong Kansas wind. Jacobs uses a special self-designed bearing system and weight so the flags will pivot around the poles in the wind and not wrap around the poles.

Each pole is fitted with a solar light to illuminate the flag at night. In addition, he uses metal decorative pieces for the finials on tops of the poles.

Jacobs recycles all sorts of brass and other items for this purpose, including candle holders and incense burners. Each pole is also stamped with a date.

Kathy said Jerry is passionate about his projects.

"It's funny, sometimes we'll be in bed and I'm just about ready to fall asleep, and he'll say, 'Should I use that 3/4-inch screw or 7/8?' I say, 'Shut up! Go to bed! Quit thinking!' But he's always building something."

He built a gun cabinet, but Kathy uses it as a hutch for her dishes.

With the exception of the framing, Jerry, who once ran his own air-conditioning business, built the house the couple lives in today on Felten Drive.

Jacobs patriotism is not just displayed on the exterior of his home. In his downstairs man cave, he has a 1776 flag and a 48-star flag alongside a portrait of President Eisenhower.&nbsp;

Kathy said Jerry goes all out decorating for the holidays. He has painted a large collection of bowling balls in holiday motifs. For the Fourth of July, he's painted balls in red, white in blue. He painted bowling balls to look like large Christmas ornaments. He has "bunny balls" for Easter and yet another set for Halloween. Has more than 60 Christmas balls alone.&nbsp;

The porch has hooks from which to suspend the decorated bowling balls.&nbsp; Storing and hanging the decorations is no small feat. Each ball weighs about 16 pounds.

Word got around that he was decorating the bowling balls, and they just started showing up outside of his shop, Kathy said.

When asked why he likes to decorate, he said, "I just like to be different. Celebrate the occasion, you might say."

Hays vet builds flag poles to share love of country with neighbors

One of the largest and fastest-growing discount retailers has signed a deal that would see a location in Hays in 2022.

Ollie's Bargain Outlet Hays signed an agreement to lease space in the Big Creek Crossing shopping center, 2918 Vine, taking over the anchor store location on the north side of the facility that was home to Gordman's.

"They have a cult-like following, and they have really started an aggressive expansion," said Big Creek Crossing property manager James Younger. "They looked at the Hays market and they liked the Hays market."

Based on their interest, negotiations began and a deal has been signed.

"They are coming in the first quarter of 2022," Younger said. "There is going to be some renovation that is going to be taking place on the space."

"I'm pretty confident that it is going to fit in well," said Branson Hoffman, Big Creek Crossing marketing director. "You look at Stage. You look at Gordman's that used to be in there. You are looking at discounted retail. ...I think Ollie's is going to be the same thing."

"It's going to be exciting," Younger said. "Obviously, we have that construction period ... but it will be good. It will be opening with an additional down in Garden City Plaza in Garden City."

The openings in Hays and Garden City are only a small part of the company's plans, Hoffman said.

"These guys, I think they are careful. They are not going to just throw up left and right, but they are aggressive," he said. "They are popping up all over."

Ollie's stores typically feature simple layouts in a warehouse-style setting.

"That generates to consumer savings," Younger said.&nbsp;

The stores operate by buying discounted bulk items from other retailers, then selling those items to consumers at a discounted rate.

"The concept works," Hoffman said. "Look at Marshall's, Ross and all these other stores. The concept works."

He said the variety of merchandise also changes frequently.

"I think this will be an addition to the community and to this mall, specifically because when people want to go walk around and meander and just see what is available, this is it," Branson said. "This is where you go."

"It's a great store to look around and get things that you didn't even know you needed," Hoffman said.

With Ollie's, Younger said the shopping center is again nearly full, but like other retailers that have moved into the shopping center in recent years, Ollie's will be an exterior-only entrance.

And most stores that have left the center were due to corporate bankruptcies rather than local decisions.

"We're getting pretty low on available space," Younger said.

Major discount retailer to set up shop in Hays in 2022

Dr. Hendratta Ali, associate professor of geosciences, was announced this week as the 2021 President's Distinguished Scholar at Fort Hays State University.

"She has 15 peer-reviewed publications, over 50 refereed abstracts, and presented both nationally and internationally. Recently, she has secured two National Science Foundation grants that total near $400,000," said Dr. Jill Arensdorf, provost and vice president for academic affairs and emcee of the ceremonies at the 2021 FHSU fall convocation.

"Hendratta also mentors both undergraduate and graduate students in the field of geology, which has led to these students receiving numerous awards," said Arensdorf. "Thank you, Hendratta, for your contributions to the university, to your discipline, and the world."

The President's Distinguished Scholar Award was first conferred in 1989. Nominees for this honor are evaluated by analysis of their performance in the categories of research and creative activities, service, and instruction. Acceptable levels of performance must be demonstrated in service and instruction, with the primary focus of this award on research and creative activities.

An evaluation committee, composed of five of the most recent award winners, reviews applications, and a recommendation is forwarded to President Tisa Mason. The provost chairs the committee and is responsible for administering the award process.

Several other awards were also presented at the convocation.

Dr. April Park, associate professor of psychology, was named Faculty Member of the Year. Commerce Bank provides a $1,000 stipend for the award. The award was presented to her by Arensdorf, and Shane Smith, president of Commerce Bank.

The Faculty Member of the Year is selected from the past year's recipients of faculty awards for teaching, for research and scholarly activity, and for service.

"April was selected as the recipient for this award because she defines excellence in scholarly activity," said Arensdorf. "April's impact on her students continues to enhance their learning experience and reflects her goal to be the best professor, researcher, mentor, and colleague possible."

Park, and Dr. Jonathan Sumrall, associate professor of geosciences, were the winners of last year's awards for research and scholarly activity.

The 2020-2021 awards for service were awarded to Dr. Sarah Broman Miller, assistant professor of teacher education, and Jacque Jacobs, program specialist in communication sciences and disorders.&nbsp;

Last year's outstanding teaching awards went to Selena Bonomelli, instructor of health and human performance, and Dr. April Terry, associate professor of criminal justice.&nbsp;

Ms. Brooke Mann, instructor of psychology, was named the John Heinrichs Outstanding Research Mentor.

This award recognizes faculty members for their commitment, time, and energy in promoting undergraduate research. All current faculty and unclassified staff members at levels comparable to academic faculty are eligible. The winner's home department is awarded $500 of budget funding to benefit the recipient. The Office of the Provost, the Undergraduate Research Environment Committee, and the Office of Scholarships and Sponsored Projects sponsors the award.

Arensdorf introduced Mann during the convocation event, "Brooke has shown outstanding mentorship by supporting her students throughout the research process. She is committed to the growth and learning of these individuals by making it a priority to oversee and assist in preparing their materials for presentations and conferences. She is open to student ideas and broadening her own research interests to enhance the experience for all of our students."

The "Closing the Loop" Departmental Assessment Award went to the Department of Leadership Studies. The department receives $2,000, provided by Voya Financial, in additional operating budget for the year. This award recognizes a department that implements improvements in its degree programs.

"The department exemplifies the characteristics of using the collected data to adjust and improve student learning in each of their programs on campus, online, and in China." Arensdorf said. "Their report provided details on the improvements and adjustments made based on their prior year's assessment data. This shows clear evidence the department understands the value of assessment and continues to strive for academic excellence in their program."

The Department of Computer Science won the Advancing Assessment Award, receiving an additional $1,000 in operating budget funds, sponsored by the Office of the Provost and the Office for Institutional Effectiveness and Quality Improvement. This award recognizes departments that make advances in their program assessment procedures.

The department used comparative analysis of their assessment results at three different levels for two different delivery modes.&nbsp; This indicates the program assessment has improved to an even higher level and indicates that the department and program are well prepared to make adjustments for improved student learning and academic success.

President Tisa Mason presented the President's Award, Fort Hays State University's highest honor, to the Teaching Innovation and Learning Technologies department. Given by the president to recognize substantial contributions to the university through professional and personal achievements, this award is not given often and had not been awarded since 2014.&nbsp;

Mason described the contributions of the FHSU colleagues in TILT, “In just three short weeks, TILT helped overhaul the entire China program to deliver online learning when the pandemic shut down the 2020 spring semester. During the pandemic, the team worked tirelessly to create and update the website to provide resources for students and faculty. They oversaw a significant transition to Blackboard, the university's online student learning system, during the midst of this. They also recognized a need for online student connection and oversaw a Tiger2Tiger student support program. They also continued to meet with faculty to develop new courses for programs, incorporated new ideas from the pandemic into the fall professional development day, and are constantly scanning and implementing cutting-edge technologies to improve teaching and learning at Fort Hays State University.”

The provost chairs the committee and is responsible for administering the award process.Several other awards were also presented at the convocation.Dr. April Park, associate professor of psychology, was named Faculty Member of the Year. Commerce Bank provides a $1,000 stipend for the award. The award was presented to her by Arensdorf, and Shane Smith, president of Commerce Bank.The Faculty Member of the Year is selected from the past year's recipients of faculty awards for teaching, for research and scholarly activity, and for service."April was selected as the recipient for this award because she defines excellence in scholarly activity," said Arensdorf. "April's impact on her students continues to enhance their learning experience and reflects her goal to be the best professor, researcher, mentor, and colleague possible."Park, and Dr. Jonathan Sumrall, associate professor of geosciences, were the winners of last year's awards for research and scholarly activity.The 2020-2021 awards for service were awarded to Dr. Sarah Broman Miller, assistant professor of teacher education, and Jacque Jacobs, program specialist in communication sciences and disorders.&nbsp;Last year's outstanding teaching awards went to Selena Bonomelli, instructor of health and human performance, and Dr. April Terry, associate professor of criminal justice.&nbsp;Ms. Brooke Mann, instructor of psychology, was named the John Heinrichs Outstanding Research Mentor.This award recognizes faculty members for their commitment, time, and energy in promoting undergraduate research. All current faculty and unclassified staff members at levels comparable to academic faculty are eligible. The winner's home department is awarded $500 of budget funding to benefit the recipient. The Office of the Provost, the Undergraduate Research Environment Committee, and the Office of Scholarships and Sponsored Projects sponsors the award.Arensdorf introduced Mann during the convocation event, "Brooke has shown outstanding mentorship by supporting her students throughout the research process. She is committed to the growth and learning of these individuals by making it a priority to oversee and assist in preparing their materials for presentations and conferences. She is open to student ideas and broadening her own research interests to enhance the experience for all of our students."The "Closing the Loop" Departmental Assessment Award went to the Department of Leadership Studies. The department receives $2,000, provided by Voya Financial, in additional operating budget for the year. This award recognizes a department that implements improvements in its degree programs."The department exemplifies the characteristics of using the collected data to adjust and improve student learning in each of their programs on campus, online, and in China." Arensdorf said. "Their report provided details on the improvements and adjustments made based on their prior year's assessment data. This shows clear evidence the department understands the value of assessment and continues to strive for academic excellence in their program."The Department of Computer Science won the Advancing Assessment Award, receiving an additional $1,000 in operating budget funds, sponsored by the Office of the Provost and the Office for Institutional Effectiveness and Quality Improvement. This award recognizes departments that make advances in their program assessment procedures.The department used comparative analysis of their assessment results at three different levels for two different delivery modes.&nbsp; This indicates the program assessment has improved to an even higher level and indicates that the department and program are well prepared to make adjustments for improved student learning and academic success.President Tisa Mason presented the President's Award, Fort Hays State University's highest honor, to the Teaching Innovation and Learning Technologies department. Given by the president to recognize substantial contributions to the university through professional and personal achievements, this award is not given often and had not been awarded since 2014.&nbsp;Mason described the contributions of the FHSU colleagues in TILT, “In just three short weeks, TILT helped overhaul the entire China program to deliver online learning when the pandemic shut down the 2020 spring semester. During the pandemic, the team worked tirelessly to create and update the website to provide resources for students and faculty. They oversaw a significant transition to Blackboard, the university's online student learning system, during the midst of this. They also recognized a need for online student connection and oversaw a Tiger2Tiger student support program. They also continued to meet with faculty to develop new courses for programs, incorporated new ideas from the pandemic into the fall professional development day, and are constantly scanning and implementing cutting-edge technologies to improve teaching and learning at Fort Hays State University.”

First Call for Help of Ellis County will have an open house and ribbon cutting on Tuesday to celebrate the official completion of its First Step Housing Project, 607 E. 13th.

 </figure>News releaseFirst Call for Help of Ellis County will have an open house and ribbon cutting on Tuesday to celebrate the official completion of its First Step Housing Project, 607 E. 13th.The open house will be from 10 a.m. to 4 p.m., with the ribbon cutting ceremony at 4 p.m., said Linda Mills, First Call’s executive director. Parking is available on Montgomery Street.The $250,000 project will provide transitional housing for up to eight individuals in need of housing for up to six months at a time. First Call is currently accepting applications for the first residents.Those individuals must be residents of Ellis County, must pass drug and alcohol screening, must have no felony convictions for violent crimes, and must be “committed to striving for stability in future housing,” Mills said. All will be expected to hold jobs and to complete an online “financial literacy” course provided by the FDIC.The First-Step Housing Project features four bedrooms, each with a private handicapped-accessible bathroom, and a common kitchen and laundry area.The project, which took six years from planning to completion, is the first ever of its kind in Ellis County, Mills said. Applications are available by calling (785) 623-2800.Donors contributing $5,000 and more include the Schmidt Foundation, Dane G.
