The executive board of SPARK, a Kansas committee of appointed leaders proposed late last month to divvy-up some $150 million of Kansas federal COVID relief funding.&nbsp; For K-12 schools, $4 million was proposed for electronic access projects and $50 million divided into $1,000 stipends for families of low-income/low performing students to buy approved educational materials and services.&nbsp; The remainder was proposed to go to economic development.&nbsp;&nbsp;

The total American Rescue Plan Act funding for all Kansas institutions named in the legislation will be about five billion.

SPARK stands for Strengthening People and Revitalizing Kansas.&nbsp; It’s made up of elected officials, business executives and community members.&nbsp; Four advisory panels will inform the executive board which will recommend allocations to the Kansas State Finance Council, a bi-partisan legislative group chaired by the governor.&nbsp;&nbsp;

While there seems to be a wide consensus among legislators and the public that schools need help, there is little public discussion of how ARPA ear-marked for K-12 education will fit into a comprehensive plan to build schools back better.&nbsp;&nbsp;

This is not surprising because COVID caused a range of difficulties for students and schools and the responsibility for addressing those difficulties cannot readily be seen as belonging to any one government entity.&nbsp;&nbsp;

For example, how far will the proposed $4 million go toward making fast and reliable learning technology available for students in all parts of the state? Can the multiple agencies that currently provide government grants and programs for increased broadband also benefit K-12 school technology beyond ARPA funding?&nbsp; Can bundling available funding fully provide needed technology for schools?&nbsp;

Another challenge for the committee is prioritizing allocation.&nbsp; Offering money to families of low-income/high-need students to spend in rebuilding learning lost during COVID could certainly be useful.&nbsp; However, schools face many problems—teacher shortages, substitute teacher shortages, students who are having social/emotional difficulty in returning to traditional learning, students who are not performing at grade level and enrollment decline.&nbsp;&nbsp;&nbsp;

A $1,000 appropriation of $50 million for learning aids would reach only about 500 students out of a total of 471,000 Kansas students.&nbsp;&nbsp;

Bringing into focus resources for K-12 public education from multiple funding pools and making investments that reach the most students most effectively demand a comprehensive plan that will do the following:

SPARK is an apt name for this enormously powerful committee charged to disperse government largess heretofore unimaginable.&nbsp; The committee’s work will have impact for at least a decade.&nbsp; It’s a pivotal moment for Kansas public education.&nbsp; The committee needs to get this right because its choices will be of major public consequence.

 <li>Recruit a full, highly qualified, diverse educator work-force that includes teachers, substitutes and other school personnel.</li>
 </ul><ul>
 <li>Reach out to public school experts across the country, Kansas parents and teachers to identify and implement best practices for remediating COVID learning loss, enabling student achievement at grade level and attending to students’ social/emotional difficulties.&nbsp;&nbsp;&nbsp;&nbsp;</li>

Get Financially Prepared: Take Steps Ahead of Disaster compiled by K-State’s Family Resource Management Program Focus Team is an excellent resource that you can download or stop by the Extension Office and get a copy. <a href="https://bookstore.ksre.ksu.edu/pubs/MF3055.pdf">https://bookstore.ksre.ksu.edu/pubs/MF3055.pdf</a>&nbsp; To be prepared, you should have a household inventory, check your insurance coverage, and prepare a grab-and-go box.

	Preparing a household inventory will take time but will definitely be worth it. A written inventory of your belongings, backed up by a video of each room in your home, can help prove what your lost and what was damaged.

UNRUH: Be prepared

As an incessant windstorm ripped across 
the state on Dec. 15, wind gusts of up to 100 mph also fanned wildfires 
that devastated counties to our west.

The largest of those was a 
fire that burned across parts of northern Ellis and Russell counties. 
According to information from the Kansas Forest Service, more than 
121,000 acres were burned, as were houses, outbuildings, vehicles, and 
livestock.

The devastation did not go unnoticed by a longtime Salina bank with 
ties to the agriculture community. The Bennington State Bank (BSB) has 
announced that it will donate a total of $150,000 to three organizations
 helping those affected by the wildfire in the Paradise area.

“Our
 hearts go out to the families and Kansas farmers who suffered extreme 
damage and loss caused by the windstorm and fires. As an ag bank, we 
live, work, and serve in the communities impacted by this disaster and 
we want to do our part to help,” said Darren Gragg, president and CEO of
 The Bennington State Bank.

The funds were divided among the 
Paradise Area Disaster Relief Fund coordinated by Paradise United 
Methodist Church, Heartland Community Foundation, and Russell County 
Area Community Foundation, according to information from the bank.

“On behalf of the Paradise Fire Relief Fund and our friends and 
neighbors, we would like to offer our deep appreciation for the 
generosity and kindness of The Bennington State Bank and their 
customers,” said Stacy Ellsworth of the Paradise United Methodist 
Church.

According to information from The Bennington State Bank, 
the donation will help organizations give grants to local families, 
ranchers, and nonprofit organizations offering relief services in areas 
impacted by the natural disaster.

“We sincerely thank Bennington State Bank for their generous donation to the Heartland Disaster Relief Funds and all of the people who have reached out with support for those impacted. Kansans helping Kansans is one of things that make our community so special. We will make sure that the money collected in the Disaster Relief Funds goes to those who need it most,” said Sarah Meitner, executive director of the Heartland Community Foundation.

Angela Muller, executive director of the Russell County Area 
Community Foundation, described the bank donation as a "permanent safety
 net."

"We are grateful to Bennington State Bank for their 
generosity and kindness toward those affected by the windstorm and 
wildfires. The Russell County Disaster Relief Fund is available to make 
grants to firehouses, local government, relief organizations and other 
charitable entities assisting area neighbors affected by this disaster,"
 Muller said. "The fund is a permanent safety net to Russell County to 
aid in the aftermath of an emergency, as well as disaster preparedness 
and recovery efforts."

Kan. bank donates $150,000 to fire relief efforts around Paradise

On this episode of the Post Podcast Ellis County Sheriff Scott Braun shares information about protecting animals during cold weather.

With winter weather well in place in the area, Ellis County Sheriff Scott Braun says it's time to think about those animals that are outside. He talks to us about that and more on this episode of the Post Podcast.

We've got a lot of animals out there, this is about the time when we start getting a lot of phone calls from concerned citizens and, and a lot of times, it's justified. But I just want to touch on what's required by state statute doesn't mean that you can't go above and beyond, it just means that this is the minimum. So by state statute, they have to have shelter, they have to have water, and they have to have food. And so we get a lot of phone calls from, from concerned citizens about not having those things, and we do do those checks on a regular basis, if we receive them. Unfortunately, we cannot make them take them inside, if they meet all those requirements, and it's been pretty cold, I would encourage those people to take their dogs inside and animals to, to make sure they're safe. You know. But as far as an enforcement action, we can't take any unless they're not meeting one of those standards. So a lot of people are, are concerned with that. And when we leave, we kind of leave sometimes with a feeling that we didn't do anything, it's because we just can't, and I want to explain that to the people and and we do encourage you to call in if there are those concerns, and we'll definitely take a look at it for sure. 

So that's got to be difficult to not be able to, you know, take that action, because I'm sure you know, any of your deputies, you know, dog, cat, whatever is out there, and it's cold, and you just got to walk away, that's got to be rough.

Yeah, it is, you know, and again, it's extremely cold in animals are really tough there, you know, but at the same time, you know, they get cold, like everything, like we do. And so if we can give them that safe environment, I would encourage people to do so. But I can't make them do that. Yeah, so I have a husky at home and stays outside most of the time. But when it was really cold, put him put the dog in the garage, got him out of the wind, even though they have a dog house. So that type of thing. And, and that dog loves the cold. So

I was gonna say Huskies are like the one you don't have to worry about. They'll go play in the snow all day long.

Oh, yeah, lays in the middle of the pile. So so I get that. But we were just concerned with the extreme cold and we have a place to put him so we put her inside and just getting up there in age. So it wasn't a big deal. So I encourage people to do that. So the other thing I'd like to talk about is talking about the cold. You know, we're traveling right now we're gonna have some extreme colds again on Friday, I believe it is coming in. Yeah, I'm hearing zeros. Yeah. So make sure your batteries are good to go. Make sure you have a blanket in there. Possibly a heat source if you can, make sure you have a cell phone charger. And also let people know I know, we're so used to being on the road and talking and those types of things. But let people know your plans, maybe the road you're going to take, if you're two couple hours later, something like that. contact law enforcement. And we'll run those roads to look for them. We'll put an ATL out to try to locate that vehicle, make sure they're safe. Sometimes things happen. And we want to make sure that no one freezes. So make sure you have gloves and hats and a heavy coat. Maybe throw some coveralls in there if you have them, those types of things and just be safe and try to stay with your vehicle if you can do not get out and walk unless you can see a farmstead or something close by if you're running those roads, but obviously cell phones work pretty well. But everything fails. So take some precautions.

Yeah, I'm glad you mentioned that. Because this is something I'm teaching my kids as they're growing up in this world of technology, and they've always got access to the internet, they've always got a cell phone in their hands. If that's not always the case, and those old school precautions that we used to think about 2030 years ago, are just as relevant even though most of the time unnecessary.

Yeah, it doesn't hurt to put it in your trunk. It's there, you know, it's not like it's gonna cost you any more fuel to haul that around. Right? So I would encourage you to do so. And again, make sure people know the route you're going to take and in approximate time that you're going to be there that will help us and where they're coming from. So And last but not least, I know that we've heard a lot about this. The fires up north that started out west and worked away through Russell County. I want to recognize the Rural Fire Ellis County rural fire and those other agencies that came in to assist during the fires. I also want to definitely thank our dispatch center, all of the staff that was working the amount of call volume that they received and that was overwhelming. I tell you what, they are all true heroes for What they do, and they kept us safe.

Yeah, and for those of us that kind of see a little bit behind the scenes with what you guys do, I mean, a lot of things went wrong that day and not in a bad way unexpectedly. But everything like we're and you know, everybody came together and made it all work and it ended up I think the best outcome we could have hoped for in that day.

Yeah, obviously, the best outcome is not having it happen at all, but unfortunately did and I'm with you. It is amazing how the community pulls together. Law enforcement, first responders, just in general how counties that were not affected by we're sending people by the groves to help help with those fires to get them out and protect farmsteads and homes. There were obviously some buildings damaged in that but I tell you what our rural fire people were trying to save homes for the for our farmers and there were homes lost and unfortunately, we lost the life too. And that's really sad. But in overall think it could have been a lot worse and I think everybody did an outstanding job and I just want to thank you.

He talks to us about that and more on this episode of the Post Podcast.Scott Braun We've got a lot of animals out there, this is about the time when we start getting a lot of phone calls from concerned citizens and, and a lot of times, it's justified. But I just want to touch on what's required by state statute doesn't mean that you can't go above and beyond, it just means that this is the minimum. So by state statute, they have to have shelter, they have to have water, and they have to have food. And so we get a lot of phone calls from, from concerned citizens about not having those things, and we do do those checks on a regular basis, if we receive them. Unfortunately, we cannot make them take them inside, if they meet all those requirements, and it's been pretty cold, I would encourage those people to take their dogs inside and animals to, to make sure they're safe. You know. But as far as an enforcement action, we can't take any unless they're not meeting one of those standards. So a lot of people are, are concerned with that. And when we leave, we kind of leave sometimes with a feeling that we didn't do anything, it's because we just can't, and I want to explain that to the people and and we do encourage you to call in if there are those concerns, and we'll definitely take a look at it for sure. James Bell So that's got to be difficult to not be able to, you know, take that action, because I'm sure you know, any of your deputies, you know, dog, cat, whatever is out there, and it's cold, and you just got to walk away, that's got to be rough.Scott Braun Yeah, it is, you know, and again, it's extremely cold in animals are really tough there, you know, but at the same time, you know, they get cold, like everything, like we do. And so if we can give them that safe environment, I would encourage people to do so. But I can't make them do that. Yeah, so I have a husky at home and stays outside most of the time. But when it was really cold, put him put the dog in the garage, got him out of the wind, even though they have a dog house. So that type of thing. And, and that dog loves the cold. SoJames Bell I was gonna say Huskies are like the one you don't have to worry about. They'll go play in the snow all day long.Scott Braun Oh, yeah, lays in the middle of the pile. So so I get that. But we were just concerned with the extreme cold and we have a place to put him so we put her inside and just getting up there in age. So it wasn't a big deal. So I encourage people to do that. So the other thing I'd like to talk about is talking about the cold. You know, we're traveling right now we're gonna have some extreme colds again on Friday, I believe it is coming in. Yeah, I'm hearing zeros. Yeah. So make sure your batteries are good to go. Make sure you have a blanket in there. Possibly a heat source if you can, make sure you have a cell phone charger. And also let people know I know, we're so used to being on the road and talking and those types of things. But let people know your plans, maybe the road you're going to take, if you're two couple hours later, something like that. contact law enforcement. And we'll run those roads to look for them. We'll put an ATL out to try to locate that vehicle, make sure they're safe. Sometimes things happen. And we want to make sure that no one freezes. So make sure you have gloves and hats and a heavy coat. Maybe throw some coveralls in there if you have them, those types of things and just be safe and try to stay with your vehicle if you can do not get out and walk unless you can see a farmstead or something close by if you're running those roads, but obviously cell phones work pretty well. But everything fails. So take some precautions.James Bell Yeah, I'm glad you mentioned that. Because this is something I'm teaching my kids as they're growing up in this world of technology, and they've always got access to the internet, they've always got a cell phone in their hands. If that's not always the case, and those old school precautions that we used to think about 2030 years ago, are just as relevant even though most of the time unnecessary.Scott Braun Yeah, it doesn't hurt to put it in your trunk. It's there, you know, it's not like it's gonna cost you any more fuel to haul that around. Right? So I would encourage you to do so. And again, make sure people know the route you're going to take and in approximate time that you're going to be there that will help us and where they're coming from. So And last but not least, I know that we've heard a lot about this. The fires up north that started out west and worked away through Russell County. I want to recognize the Rural Fire Ellis County rural fire and those other agencies that came in to assist during the fires. I also want to definitely thank our dispatch center, all of the staff that was working the amount of call volume that they received and that was overwhelming. I tell you what, they are all true heroes for What they do, and they kept us safe.James Bell Yeah, and for those of us that kind of see a little bit behind the scenes with what you guys do, I mean, a lot of things went wrong that day and not in a bad way unexpectedly. But everything like we're and you know, everybody came together and made it all work and it ended up I think the best outcome we could have hoped for in that day.Scott Braun Yeah, obviously, the best outcome is not having it happen at all, but unfortunately did and I'm with you. It is amazing how the community pulls together. Law enforcement, first responders, just in general how counties that were not affected by we're sending people by the groves to help help with those fires to get them out and protect farmsteads and homes. There were obviously some buildings damaged in that but I tell you what our rural fire people were trying to save homes for the for our farmers and there were homes lost and unfortunately, we lost the life too. And that's really sad. But in overall think it could have been a lot worse and I think everybody did an outstanding job and I just want to thank you.

Let’s go Down Under to Australia.&nbsp;

A special shipment is arriving from the United States. It is a working chute for cattle – but not just for any cattle: This is a chute designed for Texas longhorns. Now, customers are discovering the chute is excellent for handling other types of animals as well.&nbsp;

Last week we met Joe Sedlacek, owner of Lazy J Longhorns near Greenleaf, Kan. Since 2008, he has been working fulltime at raising world record-setting Texas Longhorns. One of Joe’s home-raised steers was a three-time world champion because of the steer’s long horns.&nbsp;

Joe continues to raise and market longhorn steers and breeding stock. He also uses a registered Charolais bull to cross with certain longhorns. This produces a beefy, naturally hornless calf which is excellent for the market. “It also keeps the quality higher in my registered longhorn herd,” Joe said.&nbsp;

Joe points out that there are several advantages of the longhorn breed, perhaps because they originated in the wilds of Texas more than a century ago.&nbsp;

“Their eating habits are more like a goat than a cow,” Joe said. “They will eat more types of vegetation than a typical beef cow, so I can run more longhorns per acre than straight Angus. Longhorns are really good moms and are really intelligent.”&nbsp;

As with other animals, longhorns need occasional vaccinations and other herd health procedures. Many cattleman have metal working chutes and headgates to hold the cattle still while they get their shots.&nbsp;

“No headgate is going to work with a steer with ten foot long horns,” Joe said.&nbsp;&nbsp;He sought to design a better system for handling his longhorn cattle.&nbsp;

He had a welder come out to adapt his existing working chute. “I said, `Could you change this and add this and this?’&nbsp;

The welder said, `Why don’t you build what’s in your head as a new one instead?’” Joe said. So Joe sketched out the design he had in mind and a new one was built.&nbsp;&nbsp;“I worked for five years trying to perfect it,” Joe said.&nbsp;

“Safety of the animal and the operator was my first priority,” Joe said. He ended up with a system of panels in a clamshell design that can enclose the animal, using vertical bars and a nine-grid pattern to hold in place an animal of virtually any size.&nbsp;

“I had no idea of selling these, but everybody who saw me use one wanted one,” Joe said. It became a business.&nbsp;

In order to differentiate it from chutes made by other builders, they started calling it the Joe Chute. The name stuck. In 2016, the Joe Chute was named the official working chute of the Texas Longhorn Breeders Association of America.&nbsp;&nbsp;&nbsp;

Unlike some chutes that have clanging handles, the Joe Chute is quiet. The gates can be adjusted to fit animals of almost any size, down to a baby calf.&nbsp;&nbsp;

“When you hold them tightly in place, it can calm them down,” Joe said. “I know a guy who brands wild horses in it.” Temple Grandin, the animal welfare scientist, has even certified the Joe Chute.&nbsp;

Commercial beef producers have become interested in the chute. Uses have branched out to include exotic animals as well. “Anheuser Busch has one of these in St. Louis that they use for cattle and elk,” Joe said. “The zoo in Pueblo, Colo. uses theirs for zebras and camels and I expect other zoos will want them as well.”&nbsp;&nbsp;

Hundreds of the chutes have been produced and shipped as far away as Alberta, Canada and Australia. It’s an impressive record for a company based in the rural community of Greenleaf, population 331 people. Now, that’s rural.&nbsp;

NORTON COUNTY—A Kansas man was injured in an accident just after 9a.m. Friday in Norton County.

The Kansas Highway Patrol reported a 2003 Sterling driven by Billy T. Lowry, WaKeeney, was westbound on Kansas Highway 9 seven miles east of U.S. 283. 

The vehicle dropped the right side tires onto the right shoulder. The vehicle began to skid back onto the roadway and then rolled over onto the right side and slid down into the south ditch.

EMS transported Lowry to the hospital in Norton. He was not wearing a seat belt, according to the KHP.

After 2022 opened with snowfall and an Arctic chill, forecasters are expecting unseasonably warm temperature to return next week.

The National Weather Service in Dodge City is calling for clear skies and high temperatures in the mid-40s by Saturday and into the mid-50s Tuesday, Wednesday and Thursday.

The next chance of precipitation is a slight chance on Thursday.

NWS: After chilly start to '22, warmer weather on the way

Downtown Hays Development Corporation announced today the appointment of three new additions to the board of directors.

The three new directors are Chelsey Ladd, Kiley Rupp, and Bryan Vonfeldt.

Ladd is a native of Hays and a graduate of Fort Hays State University with a B.S. in Organizational Leadership and a B.A. in Political Science. She currently serves as the Director of Constituent Services for the Office of U.S. Senator Jerry Moran. In that role, she manages the day-to-day operation of Senator Moran’s constituent services division, leading a team of 10 caseworkers.&nbsp;She is very active in the Hays community serving on the Fort Hays State University Alumni Association Board of Directors and the&nbsp;Hays Kiwanis Club Board of directors. Previously she was a Hays Chamber Ambassador and a member of the Hays Young Professionals. She also participates in a number of annual community events, such as Special Olympics Kansas, Night to Shine, Pack the Pantry and volunteers with various local organizations whenever opportunities arise.&nbsp; Additionally, she is an active member in her church, Hays First United Methodist Church. In her free time, Chelsey enjoys spending time outdoors, listening to music, reading, traveling to new places and spending quality time with her family and friends.&nbsp; Ladd, her husband Aaron and their son Theodore reside in Hays, Kansas.

Rupp is the owner of Body+Soul Day and Wellness Spa and recently founded The Collective at Body+Soul. Rupp has been in the beauty industry for over 15 years and during that time was able to experience several roles within the industry including behind the chair, editorial stylist, instructor, and salon/spa management. In 2014 Rupp attended SWIHA in Tempe, Arizona and earned her 200hr yoga instructor certification through Yoga Alliance. She was recognized by the Hays community as Businesswoman of The Year in 2021. Her passion for creating a sense community can be felt from the moment you step foot into these businesses. She is enthusiastic, entertaining, loves to travel, and loves spending time outdoors. Kiley is a Nebraska native, but has lived in Hays for seven years. She and her husband have three kids and three dogs.

VonFeldt has served as the Chief Financial Officer of Astra Bank since 2013. VonFeldt is a graduate of Fort Hays State University with a B.S. in Finance and a Masters’ degree in General Business. The on-going joke is that he couldn’t get a Masters in Finance because he had already taken every banking and finance class the University offered. VonFeldt’s banking career began with First National Bank of Hays in 2007 and has encompassed a little bit of everything including, Teller, Operations, Investment Officer and Loan Officer. In 2018, Bryan completed the three-year Graduate School of banking program at SWGSB, located on campus at SMU. Bryan lives in Hays with his wife, Brittney, and two children, Logan (7) and Kinlee (3). He has also been the Head coach for the TMP High School Boys golf team over the past 14 seasons and is an adjunct professor at FHSU for the Robbins Banking Institute. Bryan also serves on other local boards and committees including, FHSU Foundation, Heart of America Corp., and Heartland Parishes.

“Each of these individuals have the potential to make significant impacts on the organization,” Sara Bloom, Executive Director said. “It’s why they were chosen. This group, the current board, of men and women are exemplary leaders looking for other leaders to come alongside them and inspire, dream, and do. I have no doubt these three will do just that.”

All three new members began their 3-year term on January 1, 2022. DHDC board members can serve up to three consecutive terms before&nbsp; stepping down.&nbsp;

DHDC is a 501(c)3 created in 2001. It strives to be the binding force and catalyst for organizations impacting Historic Downtown Hays. In that role, she manages the day-to-day operation of Senator Moran’s constituent services division, leading a team of 10 caseworkers.&nbsp;She is very active in the Hays community serving on the Fort Hays State University Alumni Association Board of Directors and the&nbsp;Hays Kiwanis Club Board of directors. Previously she was a Hays Chamber Ambassador and a member of the Hays Young Professionals. She also participates in a number of annual community events, such as Special Olympics Kansas, Night to Shine, Pack the Pantry and volunteers with various local organizations whenever opportunities arise.&nbsp; Additionally, she is an active member in her church, Hays First United Methodist Church. UPDATE: TMP-M games postponed due to COVID concerns

Due to the exceedingly rising cases in COVID-19 and the COVID-19 omicron variant, the Kansas Dental Charitable Foundation has made the difficult decision in rescheduling the Kansas Mission of Mercy event in Hays.

The new dates for the KMOM Event will be Friday, March 25, and Saturday, March 26. The event was originally scheduled for mid-February.

The 21st Kansas Mission of Mercy dental clinic will still be held at the Ellis County Fairgrounds, in Hays on March 25 and 26 where approximately 1,000 patients will receive free dental cleaning, fillings and/or extractions, at no cost to them. During the previous 20 KMOM projects, volunteer dentists, dental hygienists, dental assistants, and others provided 31,135 patients with over $20 million in free dental care.&nbsp;

A new volunteer registration link will be created for this new date.

Members of the media are invited to be present on set up day, March 24, or at any time during the clinic on March 25-26. Doors of the clinic will open to patients at 5:30 a.m. on both days. Dentists and other partners who are spearheading this unique, privately funded, volunteer effort will be on hand.&nbsp;

COVID uptick forces free dental clinic to reschedule

The Kansas Department of Health and Environment on Friday reported 97 new COVID-19 cases in Ellis County had been identified since Wednesday.

KDHE: 97 new COVID cases in Ellis Co. since Wednesday

The first work session of the year for the Hays city commission lasted just 15 minutes Thursday night. The agenda items that were approved to move on for commission action will impact the city for years to come.

Among projects discussed by commissioners were a final plat for Heart of America Third Addition to give more property for a proposed development in east Hays.

According to Jesse Rohr, director of public works,&nbsp;there are two parties&nbsp; in the early stages of development projects and&nbsp;have requested some adjustments to the lots to make them more desirable for their&nbsp;development plans.

 Another project involves reconstruction on Vine Street, this time at the south end.

In 2019, the city was awarded a $1 million grant from the Kansas Dept. of Transportation (KDOT)&nbsp;City Connecting Link Improvement&nbsp;Program (CCLIP) to help fund the cost to reconstruct the&nbsp;pavement on Vine south of 13th Street.

Kaw Valley Engineers was hired by the city in 2020 to design the project. KDOT let the project and&nbsp;opened bids on December 15, 2021.&nbsp;

Only one bid was received, from Smoky Hill Construction, Salina, for $3.5 million. It's the same company that was hired for the north Vine Street project and traffic roundabouts.&nbsp;

Because Vine Street is also U.S. Highway 183, KDOT will be administering the construction as required by the Federal Highway Administration (FHA).

Mayor Sandy Jacobs asked John Braun, city project manager, if there was any concern about a single bid.

"A lot of the contractors I've been talking are saying they've got more work than they can do. ... I think that's the case here too," Braun said.

The bid from Smoky Hill is less than what the city of Hays budgeted several years back.&nbsp;

"It's a good bid," Braun said, "and a good contractor. We're happy that they bid on this contract, but, yeah, everybody's got more than enough work to do."

Jacobs is also happy that Smoky Hill got the contract.

"I think we're just exceptionally pleased with everything I'm aware of on that whole process of them finishing (the north Vine Street project) ahead of time, which is huge. I'm really impressed with that company, as I've heard from a lot of people in the community. They were glad as well."

"We should point out it was about $200,000 under budget," added Shaun Musil, commissioner.&nbsp;&nbsp;

The city's cost share of the project is $2.7 million to be paid out of city commission capital reserve.

Construction will begin project this spring and be completed within 115 working days.

The project includes replacement of the concrete pavement, select areas of curb and gutter, sidewalk ramps, new pedestrian crossings at 8th Street, storm sewer inlet tops, and pavement markings. 

The work will begin at the south city limit, which includes the intersection of Vine Street and the US-183 bypass and proceeds north to approximately 350 feet south of the intersection of 13th and Vine, near McDonald's restaurant.

TREGO COUNTY — Black bass, crappie, white bass and wipers are just a few of the prized sportfish anglers can catch at Cedar Bluff Reservoir in Trego County, but one particular species has had Kansas Department of Wildlife and Parks Fisheries biologists’ special attention the past several years – walleye.

In an effort to gather data that can be used to guide future walleye management practices at Cedar Bluff Reservoir, District Fisheries Biologist Dave Spalsbury has implemented the following harvest exception:

The exception, which went into effect on January 1, 2022, has been posted on area signage, to include information kiosks, boat ramps, and other access points around the reservoir.

Change enacted at Cedar Bluff to improve walleye population

Barton County Sheriff Brian Bellendir is criticizing Kansas Governor Laura Kelly for failing to adequately respond to security and operational issues at Larned State Hospital. Bellendir was a guest Thursday on 1590 KVGB and 95.5 FM's County Edition.&nbsp;

Bellendir cited the escape from the facility of 43-year-old Isaac Watts on Monday night. Watts was being held at the hospital for a mental evaluation after being charged with kidnapping and attempted second-degree murder in Grant County. He was apprehended by Garden City Police the next day. In June, 42-year-old John Freeman Colt escaped from the hospital's Sexual Predator Treatment Program and remained at large until his capture in Utah in September.&nbsp;

Bellendir was joined by 58 other county sheriffs in Kansas last October in sending a letter to Kelly to express their concern about the hospital's management. &nbsp;

"The Governor didn’t even bother to send us a response,” Bellendir reported. “The gist of that letter was that something needs to change over there drastically. We’re not talking about forced escapes and we’re not talking about overpowering people. These guys are just walking out of the facility. There needs to be, in my opinion, a change of leadership over there.” &nbsp;

Safety is not the only issue Bellendir is concerned about. He said that he knew of nine people in western Kansas this week who are on a waiting list to be admitted.&nbsp;

"We can’t get people into the state hospital who are in mental crisis. When you’ve got eight or nine people waiting to get in, the state needs to step up here. This is a disservice to those people as well.” &nbsp;

Kelly announced on Tuesday that she is directing the state agency in charge of Larned State Hospital to hire an independent firm to conduct a review of the facility's operations. Bellendir is not pleased with that approach. He said that process could take at least a year to complete and&nbsp;change&nbsp;is needed before then.&nbsp;
