COLBY — Through funding provided by Thrive Allen County, two local organizations have partnered to provide free, in-person and virtual support for all residents of northwest Kansas who need help navigating the Health Insurance Marketplace.

“Healthcare and health insurance are complex subjects that give many people a lot of anxiety,” said Travis Rickford, director of LiveWell Northwest Kansas, the lead organization making these free services available. “But, in order to take care of your health and well-being, and that of your family, it’s so important to be aware of your options.

“We at LiveWell are so grateful for the support we’ve gotten from Thrive Allen County and for our partnership with Citizens Health of Colby. Together, we have been able to secure two trained Marketplace navigators who will be able to help northwest Kansas people with Marketplace health insurance enrollment services.”

Now available as the only Marketplace navigators offering support for the whole region are Julian Cadavid, a bilingual care coordinator at LiveWell, and patient resource manager Valerie Ohlrogge of Citizens Health. Trained to provide nonbiased support, this free service is offered without affiliation towards any insurance company. There are three companies who offer insurance plans through the Marketplace, said Ohlrogge: Blue Cross Blue Shield of Kansas, Ambetter by Sunflower, and Medica, who offers Advanced Premium Tax Credits.

For the average Kansas median income, she said, plans are less than $100 per month.

Ohlrogge stresses that open enrollment is from Nov. 1 through Jan. 15. Additionally, in order to have coverage for the 2022 year, applicants must enroll in a plan by Wednesday, Dec. 15, 2021.

Cadavid and Ohlrogge are on hand to help people and small businesses throughout the 12 northwestern-most Kansas counties learn about the Kansas Marketplace Exchange. They are trained to help people look for affordable health coverage options, can explain the different programs, help people learn about preventative health benefits, financial assistance, how to complete eligibility and enrollments forms, and more.

“We’re excited to partner with Citizens Health in the implementation of this program,” he said. “They have extensive experience offering this service already and their participation allowed for LiveWell to expand its reach throughout the entire region.

“When more northwest Kansas residents are insured, families are able to access important healthcare services that lead to an overall improved quality of life. We’re working hard to help people understand health insurance options and ensure everyone has access to affordable, quality healthcare and preventative services. It’s our goal to make sure uninsured people find coverage and take steps toward health and wholeness.”

Rickford said both Cadavid and Ohlrogge are certified and eager to begin meeting with people. Cadavid recently received his navigator certification from the Center of Medicaid and Medicare Services and will be stationed in Goodland at the Goodland Regional Medical Center specialty clinic.

“Being able to speak both English and Spanish, I’m especially glad for the opportunity to help Hispanic and Latino families,” said Cadavid. “And, we’re also thankful that Goodland Regional Medical Center is able to provide space for me to meet with clients.”

Over the past eight years, Ohlrogge has worked as a navigator or certified assister at Citizens Health.

“There are a lot of misconceptions about the Health Insurance Exchange,” said Ohlrogge. “Our goal is to inform people of the available resources in our area that could make a positive impact on their lives. A fire was reported to have damaged a structure at the Ponderosa Tree Farm at 34095 N Road, Ogallah.

A fire was reported near U.S. Highway 183 and Homestead Road, and a fire reported at U.S. Highway 40 at 370th.

&nbsp;A multi-vehicle accident was reported on Old Highway 40.

More fires were reported on Y Road near Cedar Bluff.

The Hays Post will report more on these incidents as information becomes available.

The City of Hays has also issued a travel advisory.

Due to high winds, power lines and tree limbs are down throughout the City of Hays.

Also, numerous intersections are without traffic signals at this time.

Please avoid travel unless absolutely necessary, the advisory said.

Beef producers are no strangers to adversity. They deal with Mother Nature, meat substitutes and industry misconceptions; however, they do not fight alone. We have allies in each other and in our agriculture checkoff counterparts. These partnerships amplify the Beef Checkoff programs that increase demand for beef.

Beef producer Philip Weltmer is on the front lines, volunteering his time to represent Kansas producers on the Beef Checkoff. His family owned Weltmer Livestock in Smith Center for 36 years, in addition to running a cow-calf and feeding operation. As a cattleman, Weltmer has been involved in the collection and contribution of funds to the Checkoff. Now he oversees the disbursement of funds by serving on the Federation of State Beef Councils.&nbsp;

The 2021 Beef Improvement Federation Commercial Producer of the Year currently serves as co-chair of the Nutrition and Health Committee. “The Nutrition and Health Committee is probably the largest research committee. We're seeing more need for private research,” Weltmer said. False claims of red meat as a contributor to cancer and poor heart health continue to plague the beef community. Checkoff-funded and peer-reviewed research, like Beef in an Optimal Lean Diet and Beef in a Mediterranean Diet demonstrate clear evidence that red meat has a place in a healthy diet. Similarly, the American Academy of Pediatricians recommends beef for children as young as 6 months. “School lunch programs are based on those dietary guidelines and we're big believers that meat protein needs to be in front of our children,” said Weltmer.

The Checkoff’s promotion of nutrition and expansion of markets for beef is vital to the industry. “The majority of producers believe the same thing: we need to promote our beef, and promote it now,” Weltmer said. To leverage Checkoff funds, the Kansas Beef Council values partnerships with other commodity checkoffs like the Kansas Corn Commission.&nbsp;

The beef and corn industries have a natural partnership, with more than 117 million bushels of corn used in Kansas. “Corn has been a great partner,” Weltmer said. Coordination with the Kansas Corn Commission has successfully increased demand in foreign markets such as Korea, Mexico and Japan.

The partnership with grain checkoffs and the U.S. Meat Export Federation (USMEF) as a contractor strategically uses funds to introduce new ideas and promote beef internationally. “USMEF has people on the ground who know the culture. They know how advertising needs to be done. They have a lot of middle- and upper-class consumers that crave quality,” Weltmer said of Japan and Korea.

While exporting beef has been a topic of conversation, Weltmer notes that less than 10% of our middle meats leave the United States. Furthermore, exporting certain cuts significantly increases revenue. “A tongue is basically worth grinding price in the United States, but they were bringing upwards of $12 a pound in Japan,” Weltmer said. Conversely, we must import lean beef to supply the 90/10 or 85/15 ground beef consumers demand. “Due to advancements in efficiency and breeding programs, we simply don’t have the lean meat to keep up” Weltmer stated.

With an ever-changing industry landscape, Weltmer is confident in the work he and his fellow board members accomplish and values the partnerships that increase demand for our beef. He said, “Our main goal is to promote beef and bring as much value to our producers as possible. I think our programs achieve that. I truly do.”

Ellis County tax deadline approaching

TOPEKA — The state of Kansas 
signed a contract to open in 2023 a licensed 14-bed acute psychiatric 
hospital in Hays for youth up to 18 years of age, officials said Monday.

The facility to be operated by KVC Hospitals, a network of nonprofit 
children’s psychiatric hospitals and residential treatment centers, 
would help fill a void in western Kansas for services sought by children
 in crisis. After closure of a hospital for children at Larned State 
Hospital, KVC provided in-patient youth psychiatric hospital serves from
 2010 to 2019.

The contract with the Kansas Department for Aging and Disability 
Services running through 2027 would include 10 “no-eject, no-reject” 
beds for patients from the Larned State Hospital area struggling with 
depression, anxiety, suicidal thoughts and trauma.

“This facility will provide critical mental health services in an 
underserved region of our state,” said Gov. Laura Kelly, who is seeking 
re-election in 2022. “My administration is committed to making continued
 improvements like these for all Kansans kids.”

KVC Hospitals agreed to provide full medical, clinical and nursing 
assessment within 24 hours of admission, around-the-clock supervision by
 skilled nurses, intensive psychiatric care and medication management, 
case coordination and innovative treatment to help youth regulate 
emotions.

“As we continue to see increasing numbers of youth in crisis with 
more severe symptoms, these services are needed in Hays now more than 
ever before,” said Bobby Eklofe, president of KVC Hospitals.

Laura Howard, secretary of KDADS, said the facility would reduce 
waiting times for children needing intervention. The contract comes at a
 time of “critical consequence” surrounding child psychiatric services 
in Kansas, she said.

KDADS worked with United Methodist Health Ministry Fund and the 
Wichita State University Community Engagement Institute to develop 
strategies for sustaining adequate staff necessary to delivery of acute 
psychiatric hospitalization services to children. The conversation led 
to selection of Hays for a hospital capable of stabilizing youth and 
equipping them with skills and resources to continue treatment in home 
communities.

Three Hays USD 489 teachers were honored at the school board meeting Monday night for achieving national board certification.

Those recognized included Jessie Groff, who has been with the&nbsp;district for 12 years; Laurenda Jacobs, who has been with the district for 18 years, and Tracy Archer, who has been with the&nbsp;&nbsp;district for 10 years.

National Board Certification is a&nbsp;voluntary, advanced teaching credential&nbsp;that goes beyond state licensure.&nbsp;

With these three completing the certification, the district has 15 National Board Certified teachers.

USD 489 has had 20 Nationally Board Certified teachers since the certification became an option for teachers, with one of those five former teachers serving as a BOE member, Curt Vajnar.

Out of the 3 million teachers in the United States, only about 125,000 teachers&nbsp;are Nationally Board Certified.

"The fact that USD 489 has 15&nbsp;speaks highly of the dedication our teachers have to serving our students at the highest level, as well as&nbsp;the desire to improve themselves," Superintendent Ron Wilson said.

"We are proud of the time and effort you three have put into passing the National Board Certification and truly grateful you have chosen to teach the students of USD 489. We are better because of you."

Outgoing board members Lance Bickle and Mike Walker were also honored at the board meeting. Bickle has served on the board since 2013. Walker served one four-year term. Both men served as both president and vice president of the board during their tenures.

"I think the quality of a good school board member is always reflected in the standards they set for themselves and they eventually set for new board members coming in," Wilson said.

"I think where Mike and Lance have been exceptional is that they have set a standard&nbsp; for their time on the school board with their integrity and just their teamwork approach, which has been a blessing to work with. ...

"You have definitely made a difference, and it has been an honor to work with you."

Bickle thanked the staff, students, board members, administration and voters

"As Ron said, it is a team approach to go through all of this," he said. "One single board member can't do anything, but working as a team is where we actually get something done. 

"Things haven't always been rosy. When I started eight years ago, it was a very different district from where it is now. We've made tons of progress on getting things back on track from financial wise to procedures and policies."

Walker said "I do want to tell the public you do have some fantastic people working from the top all the way to the bottom. ... I appreciate everyone I've had a chance to work with. It's been an honor to work on the board."

Monday night was the last school board meeting for both men. New school board members Ken Brooks and Meagan Zampieri-Lillpopp will take their seats in January.

3 Hays teachers honored for certification; outgoing board members saluted

The week that summer and fall 2021 graduates of Fort Hays State University have been awaiting is here. Following are a few reminders for Friday’s in-person ceremonies at Gross Memorial Coliseum (GMC).

Those ceremonies will begin at 8:30 a.m. Central time for undergraduate, master’s, and Ed.S. candidates in the Robbins College of Business and Entrepreneurship, the College of Health and Behavioral Sciences, and the Werth College of Science, Technology, and Mathematics.

The 11 a.m. ceremony will recognize undergraduate, master’s, and Ed.S. candidates in the College of Arts, Humanities, and Social Sciences, and in the College of Education.

Masks are not required for the in-person ceremonies, but they will be available at each door, along with sanitizer.

Saturday’s virtual ceremonies will begin at 8 a.m. Central time with Ed.S. and master’s students, followed by the undergraduate ceremony at 10 a.m.

This will better ensure they avoid traffic congestion, get a parking spot, and arrive on time for their ceremony. Shuttles will be available before and after both ceremonies with the drop-off station at Gate 3.</li><li>Faculty and staff attending are also encouraged to park on the main part of campus and walk or take the shuttles to the ceremonies.</li><li>All guests are encouraged to carpool when possible. Fewer cars will ease traffic congestion and increase the amount of parking at GMC.</li><li>VIP parking is available on the west side of GMC, with handicapped parking on the east side.</li><li>The graduates and faculty will be seated on the main floor of the coliseum. Guests will be seated in the upper level.</li><li>&nbsp;The elevator is accessible by Gate 3. Seating for persons with mobility impairment and patrons in wheelchairs is available on the main floor; a commencement staff member will escort the individual(s) and one guest to the disability seating area on the GMC floor. There are no reservations for this area, and seating is limited. Drivers will find Gates 2 and 3, at the northwest and southwest corners, most convenient for dropping off passengers with disabilities.</li><li>An interpreter for those who are hearing impaired will be located near the left side of the stage and shown within the commencement livestream video feed.</li>

Imagine what a person must look like to a tiny ant — enormous.

Wendy Tan in her master's of fine arts exhibit "Enormous" turns the tables on human beings by flipping perspectives. She has created giant ant sculptures from iron, bronze and aluminum. 

"We look at the ants that are so small, and we swap the role," Tan said. "The ants are like a human."

Tan's exhibit will be on display through Dec. 17 at the Moss-Thorns Gallery of Art on the Fort Hays State University campus.

"What would you feel if these giant ants were real?" Tan said. "It's not horrible or scary. I want to create harmony."

Many of the ants in Tan's sculptures take on human characteristics. They're mothers, fathers, friends, lovers and members of teams.

"Their social life is kind of like ours," Tan said. "They have queens. They have soldiers. They have captains to decide what to do like us in our human life."

A pyramid of&nbsp; interlocking ants is titled&nbsp; "Teamwork." Tan said teamwork is important in sculpture, especially in metal pouring.

"We cannot do our own," she said. "We have to help each other."

Tan also created a giant dandelion, which is a focal point in the exhibit. As the natural light in the gallery shifts during the day, shadows emerge and create varying visual perspectives.

Another dandelion is a focal point in "Make a Wish." However, since the inception of the pandemic, some viewers have interpreted the dandelion as the corona virus.

"It is like make a wish for it to go away," she said.

Tan injects humor into her work with "Got Stuck," which is a giant ant that appears to be stuck in a gallery wall.

Tan said she was inspired to create both the ant sculptures and the abstract paintings that are part of the exhibit growing up in the forests of Malaysia. 

Tan used latex house paint for her paintings. She imagined that she was painting the many bushes of vary colors in the forest. 

"I imagine I shrink down myself and walk into that painting," Tan said. "You imagine you are small and walk into the bushes" 

She was inspired to the use the latex paint by Jackson Pollock, who used the same medium. It is more challenging than oils in that it has a fast dry time. However, Tan said she appreciates the soft effect she can achieve with the medium. 

Tan will graduate with her MFA from FHSU in May.

Tan flips perspectives in 'Enormous' exhibit at Moss-Thorns Gallery

By the time he finished eighth grade, Jeremy Breit knew he wanted to be a teacher. By his sophomore year of high school, he decided to pursue this goal at Fort Hays State University.&nbsp;

Breit, who grew up in Hoisington, found FHSU to be the perfect fit for him. It was the right size school, the ideal distance from home, with highly recommended programs in his areas of interest.&nbsp;

“I visited Fort Hays State and fell in love with it,” Breit said. “It really was a home-away-from-home.”

An elementary education major, Breit recently completed his student teaching at La Crosse, where he taught third grade. This year, upon completion of his degree, Breit will begin his professional career as the new third-grade teacher at La Crosse Elementary, successfully fulfilling his childhood goal.

Katelyn Schmidt, a fourth-grade teacher at La Crosse Elementary and Breit’s cooperating teacher, praised Breit for his work this year.

“Jeremy is a real go-getter, always asking questions in order to learn more. The way he builds relationships with his students, he really has the heart of a teacher,” Schmidt said. “We are lucky to have him here at La Crosse.”

Even before acquiring his degree and beginning his teaching career, Breit was recognized as an outstanding student with great potential.

He was selected as a Kansas Teacher of Promise, a recognition given to only two students per year from each&nbsp;Kansas college and university that offers teacher education programs.&nbsp;

The Kansas Teacher of Promise&nbsp;program is sponsored by the Kansas State Department of Education. Each year, those chosen for the honor are invited&nbsp;to participate in a professional learning and recognition opportunity. Teachers of Promise attend a workshop presented by the current Kansas Teacher-of-the-Year team, where they get the chance to learn from some of the best educators in the state.&nbsp;

Even with all the awards – and praise that comes with those recognitions – Breit remains humble when discussing his achievements.

“I am honored to receive recognition from the FHSU faculty,” he said. “I was in class with a lot of really great people, and I was fortunate enough to learn from them and some excellent professors at Fort Hays State. I hope I can live up to and fulfill the expectations of this award.”

While looking forward to his new position, Breit also wants to maintain the close connections he has made during his time at Fort Hays State. During his time in Hays, Breit worked for the FHSU Alumni Association and was heavily involved in homecoming activities.

“Homecoming was always my favorite time of the year,” Breit said. “I always enjoyed meeting with alumni during those events, and I’m interested in being involved in the festivities now as an alumnus.”

Fort Hays State's Breit looks forward to promising future

The Hays USD 489 school board approved a $6.01 million bid for the replacement of the Hays High School HVAC system at its meeting Monday night.

The low bidder was Glassman Corp. The project will replace the original HVAC system for Hays
 High, which was installed in 1979. It will include a majority of the 
building. Repairs to the school's gyms and wrestling room HVAC systems have already been completed.

The project will be completed in two phases over the summers of 2022 and 2023.

The project will be funded in part through $2.5 million in federal COVID relief funds. 

The bid was well over the $4.5 million estimate for the project.

Dwayne Vaughn, engineer of Integrated Consulting Engineers of Wichita, said multiple factors went into the project not hitting its budget. 

The estimate was taken from the Roosevelt Elementary School HVAC project that was let at the beginning of 2021.

Since that bid, equipment cost have increased 18 percent, piping increased 50 to 55 percent and sheet metal that will be used for the duct work increased by 55 to 62 percent.

The equipment supplier warned of another impending price increase as the first of the year, which would cost the district an additional $109,000. Vaughn urged the school board to approve the bid, so the order could be placed before the end of the year and thus avoid the price increase.

"I don't see this settling out for the next two years," Vaughn said. ... "I hate being the bearer of bad news. ... I don't think it's going to get any cheaper."

The life cycle of the new equipment is estimated to be 25 to 30 years.

The board also passed a resolution that would allow it to roll the remaining $3.5 million needed to fund the HVAC project into a future bond issue.

The board is considering several options for a bond, including those that would involve major renovations at the school.

If a bond does not pass, the district would likely pay for the remaining portion of the HVAC project through a lease agreement with capital outlay funds, Superintendent Ron Wilson said.

The district will receive $3.6 million in the third round of federal COVID relief funds. Wilson outlined for the board the other items on which it plans to spend the federal money.

These included • An additional kindergarten teacher to help reduce class sizes • Additional first-grade teachers aides • High school credit-recover teacher • Teachers for extended after school learning • Summer school • Funds for contact tracing and an additional school nurse • Instructional coach • District outreach coordinator • LETRS literacy and writing training for teachers

Most of these items were supported in the second round of COVID funding and are being extended an additional year, Wilson said.

Board member Craig Pallister said he was pleased the district is using federal funds to address the students' learning loses during the pandemic.

"It's not just a one-year fix," he said.&nbsp; ... "We need to take advantage of funds to help kids learn when we have the opportunity."

Board member Lori Hertel added, "Not just part of the building, it’s building students."

The Kansas Academy of Math and Science at Fort Hays State 
University has announced that TMP-Marian sophomore Kyle 
Wasinger has been admitted for the 2022-23 school year. 

KAMS students live on 
campus and take college level courses while earning their high school 
diploma. Kyle is the seventh TMP-Marian student in the past seven years to 
be accepted to the prestigious program.
