After 40 years of serving in law enforcement, fifth-generation law enforcement officer Ed Howell is retiring as chief of the Fort Hays State University Police Department.

Howell began his career in law enforcement in 1982 and worked for the Ellis and Russell police departments. He was hired by FHSU Police Department in 1985, eventually being promoted to chief in 2004. He also was commissioned sheriff's deputy with the Barton, Ellis and Russell County Sheriff's Departments in joint agreement with the police departments he served with.

Howell said he was indoctrinated into the profession at an early age through his many family ties.

Howell's great-great-grandfather, Edward Howell, a Civil War veteran, was the town marshall in Jennings and the deputy sheriff in Decatur County. He was also a preacher and farmer.

His great-grandfather, Isaac Newton Howell, was a deputy sheriff in Cripple Creek, Colo., as well as a preacher and farmer.

His great uncle, John Howell, was the assistant police chief in Salina, and his father, Elmer Howell, was a Norton police officer from 1954 to 1995 as well as a Norton County Sheriff's deputy.

Ed Howell's nephew, Dylan, is a Highway Patrol trooper.

Despite his law enforcement legacy, he discouraged his own son from wearing a badge.

"I told my son, nothing against the profession, but it needs to end with me," he said. "You don't understand the hours."

When his son was growing up, Howell spent many hours away from his family. When his son was younger, Howell hardly saw him, because he worked a 7 p.m. to 3 a.m. shift.

As he climbed the ranks in the FHSU PD, he was transferred to the Monday through Friday day shift and finally was able to spend more time with his family.

These long hours and his family legacy is also one of the reasons Howell said he decided to retire this year. His father worked his whole adult life in law enforcement. By the time he retired, his health was not such that he could enjoy his retirement.

Howell is taking advantage of a voluntary separation agreement being offered this year to retire at 60. He said he is looking forward to traveling.

Howell has seen many changes at the FHSU PD, as well as in the greater field of law enforcement.

Howell was the champion of the Center for Public Safety (COPS) in Custer Hall, which now houses the University Police Department. When Howell began with the department, the university police department was in a space of only about 500 square feet. 

The center now has an interview room, High Technology Crime Unit, major incident center and dispatch center, which can serve as a backup for the Ellis County dispatch.

The COPS center is reflective of Howell's philosophy of policing, which focuses on community policing and prevention.

"It's not us versus them," Howell said. "It's us as a community. What we try to do is change aberrant behavior. If we have people who don't offend, aren't we all successful?

"On the other hand, if they don't take advantage of the message we try to teach them, don't complain to me when we enforce it."

Howell said working with people is one of the aspects of his job that he enjoys most.

He said some of his fondest memories have been seeing someone who had an issue with drugs or alcohol turn their life around.

Howell deals with all backgrounds, academic levels and ages from juveniles to senior citizens. However, he said that diversity challenges him and he appreciates that challenge. Every day is different.

Howell said the most challenging aspect of his career has been death notifications. 

"One thing you struggle with is that every time you have a death notification or a death investigation, that takes a toll on everybody, whether that be the family or the investigating officers because you know you're looking a human life that is no longer with us. ...

"We all know that we're not going to live forever, but when you see the aftermath, it's pretty heart-wrenching."

The shooting at Columbine and later at Virginia Tech also significantly changed not only university policing but law enforcement responses across the country to active shooters.

FHSU developed an emergency management plan, which not only deals with police matters but all types of crises, most recently the university's response to COVID-19.

Society has changed over his career and so has the perception of police, said Howell, who has served in every leadership position for the Kansas Peace Officers Association, including as president in 2015. At that time he was only the second university police officer to hold all of those offices.

Negative perceptions of police have become more prevalent, although he said movements such as defund the police have not been as active in Kansas as elsewhere in the nation.

"Understand the majority of law enforcement has a lot of integrity," he said. "However, you're not going to be 100 percent. Unfortunately, the ones that violated that public trust are where they need to be."

Howell has participated in a litany of state and local boards and has many honors.

When he was a member of the Ellis Police Department, he was honored by the U.S. Attorney General for apprehending a suspect in case that resulted in the seizure of 356 pounds of high-grade marijuana that had been smuggled into the area from Mexico. The street value of the drugs at the time was $350,000.

The suspect's plane was being tracked by law enforcement officials over the area. When the suspect realized he was being tracked, he parachuted the bales of marijuana out of his plane. He landed and tried to blend in with travelers at a WaKeeney truck stop but was arrested by Howell at that location.

Howell has served on the Kansas Human Trafficking Advisory Board, Northwest Regional Homeland Security Council, Legislative Committee for the Kansas Peace Officers Association, local domestic violence services board, Hays Rotary Club and Ellis County Historical Society board.

He was recently honored with a lifetime membership in the Kansas Peace Officers Association.

Howell said when he finally takes off his badge and gun, the end will be bittersweet. He said in some ways the end of his career will be a relief. Other aspects he will miss.

"I hope I made a positive difference and influenced people to change negative behaviors to positive," he said.

FHSU is interviewing for Howell's replacement. Howell said the university has a target date for hiring a new chief within the next two to three weeks. Howell's last day was June 11.

FHSU Police Chief Howell retires, ending 40-year law enforcement career

The Hays Arts Council’s Summer Art Walk will return this
month, bringing various art and music to locations throughout downtown Hays.

The event is scheduled from 6:30 to 9:30 p.m. June 17.

“It’s going to be a really lovely event,” said Hays Arts
Council Executive Director Brenda Meder. “I’ve got two great exhibits planned
for our main gallery space.”

One of those exhibits will be artist Wendy Tan.

“Her ceramic work is brilliant,” Meder said. “But she’s been
focusing more on the sculpture.”

Her ceramic work was in the Smokey Hill Art Exhibition, but her
paintings will be in the gallery for this event.

The gallery will feature work from Fort Hays State
University graduate student Bethany Panhorst.

“It’s going to be a really cool exhibition,” Meder said. “I
love what Bethany does.”

The gallery will also feature illustrations from Kathleen
Kuchar on display and work from the center’s summer youth art classes.

Along with the art displays, the evening will also bring
music to downtown as the Hays Chamber’s Young Professionals organization will host
a free public concert at 7:30 p.m. featuring Anthony and the Animals in the
Downtown Hays Pavilion in Union Pacific Park, 10th and Main.

“I’m thrilled to have it,” Meder said. “There’s nothing more
‘arts’ than music and dance.”

“This is kind of our big shebang for the year," said Thomas
Graham, Hays Chamber’s Young Professionals committee chair. “We want to put
something on for the community everybody can come out and enjoy.

“We’re really excited,” he continued. “It’s really organized
just to be, for the family and for the community.”

Food trucks and snow cones will also be available, he said.

While activities are coming together for the Summer Art Walk,
Meder said all artists are welcome to participate.

“We don’t care what your art form is, if it’s original work
that you create, even if it’s more like in the fine craft area or something, that’s
OK,” Meder said. “People love seeing a variety. If you want to come out and
just perform on the streets that night, great. But if you line something up and
are a musician performing someplace, let me know in advance, and we will get
that on the list.”

To be listed on the print program, she said artists or
businesses must get the information to the council before June 7, but it is not
required.

website the week of the event.

Summer Art Walk returns to downtown Hays June 17

The Society of Friends of Historic Fort Hays will offer a free-to-the-public, two-day encampment event to commemorate and celebrate local Fort Hays period history. “Historic Fort Hays Days: Where History Lives!” will be a celebration of culture and history on June 11-12, 2022 at the Historic Fort Hays Site at 1472 US Hwy 183 Alternate.

Planned activities for the two-day event and 19th&nbsp;Century festivities include period encampments of Cheyenne and Arapaho Nations, infantry soldiers, Buffalo Soldiers, scouts, historical figure portrayals, vintage dress-up photos, historical speakers under the Chautauqua-style tent, music, dancing, vintage baseball game, old time preaching on Sunday morning, and much more.

9:00 a.m.: Take in the encampment on the grounds: Cheyenne and Arapaho village, Buffalo Soldiers, scout camp with Buffalo Bill, sutler’s store, blacksmith demonstrations, fort tours, bread and butter demonstration, wagon rides, vintage&nbsp;photos, gun displays and more.

Historic Fort Hays Days announces schedule of events

MANHATTAN — A total of 8 members from the Northwest district were awarded their State FFA Degree during the 94th Kansas FFA Convention, June 1-3, 2022, on the Kansas State University campus.

The state degree is the highest honor the Kansas FFA Association can bestow upon its members. In order to achieve this award, members must meet the following requirements: have received their Chapter FFA Degree, been an FFA member and agricultural education student for at least two years, earned at least $2,000, or worked 600 hours in their Supervised Agricultural Experience program, given a six-minute speech about agriculture or FFA, participated in eight different leadership activities, received a “C” average or better in high school and shown a record of outstanding leadership and community involvement.

The members who met these qualifications and their respective FFA chapters from the Northwest district are:&nbsp;Hays&nbsp;– Amelia Kathleen Jaeger, Karli Shae Neher, Cyrus Walter Vajnar;&nbsp;Lakeside&nbsp;– Julie Anne Schindler, Reilly Stremel-Smith, Carter Machelle Walsh;&nbsp;Russell&nbsp;– Kirsten Kyger;&nbsp;Smith Center&nbsp;– Kaley Wagner.&nbsp;

Man hospitalized after motorcycle rear-ends SUV

The National Weather Service is warning of possible thunderstorms across western Kansas beginning Sunday afternoon through Tuesday night.&nbsp;

The NWS reported there is a 10 percent chance of showers or thunderstorms after 5 p.m. Sunday. Overnight, there is a 70 percent chance of showers or thunderstorms.

The chance of rain or storms returns Monday evening, with a 40 percent to 70 percent chance, continuing into Tuesday afternoon.&nbsp;

There is a chance of large hail and damaging winds, the NWS, noting an isolated tornado could not be ruled out. Two-inch hail and wind gusts of up to 75 mph are possible.

After a partly sunny Wednesday, chances of more rain return early Thursday morning.&nbsp;

NWS: Chance of thunderstorms returns to open the week

The same day StonePost Lofts in the remodeled former Washington Elementary School opened for tenants, all 18 units were filled.

"We need housing. We need housing all across Kansas," according to&nbsp;Alissa Ice,&nbsp;director of housing development for Kansas Housing Resources Corp. (KHRC), Topeka.

Ice and Sen. Jerry Moran, R-Kansas, were part of Tuesday's open house and Hays Chamber ribbon cutting ceremony for the new income-qualified apartment building at 305 Main.

The building itself, however, is not new. Built in 1926, the facility is listed on the National Register of Historic Places.&nbsp;&nbsp;

Washington was one of the oldest buildings owned by USD 489. The school district had determined it would be too expensive to renovate for other uses.

Hays USD 489 sold the shuttered school to Overland Property Group (OPG), Overland Park, for $500,000. OPG&nbsp;received federal and state tax credits for the remodeling project.

"The city, the chamber, Grow Hays, all knew it was important not to have a vacant space on Main Street," said Moran, a former Hays resident, "and to utilize this as an opportunity to fulfill a need that every community in Kansas desperately has."

Moran told the crowd he hears the need for workforce housing from city leaders across the state.

"You can walk through a manufacturing plant in every community in Kansas and the plant manager or the owner of the business will tell me 'we could expand our business, hire more people, grow our community, make more money, and contribute more to the Kansas economy, but we have no place for our workers to live.'"&nbsp;

A housing needs assessment was conducted in 2021 by the state's Office for Rural Prosperity. It was the first such survey in more than 30 years.

It reiterated what was already known, Ice said. Kansas needs more housing all over the state.&nbsp;

"In this area, almost 40 percent of our renter households are cost-burdened," according to Ice. "There's a need for all types of units, along with the typical single-family home.

"These 18 affordable units in a historic building in a beautiful, accessible part of this city will start to chip away at that need," she said. "Most important, it provides affordable homes to families for at least the next 30 years."

StonePost Lofts is the fourth housing project completed in Hays by OPG.

The remodel had to follow strict guidelines due to the building's historic status.&nbsp;

"Every single detail has to be scrutinized to a whole new level," Matt Gillam, OPG developer said. He thanked a long list of project partners.&nbsp;

"Designing the development just doesn't happen like normal. You have to go through countless reviews so the smallest things have huge implications.

"[We] highlight history while being thoughtful of space for future residents."

Allen Park, former longtime principal at Washington, was happy to see most of the building's original design remained intact.

"It looks the same," Park said with a big smile on his face.

He pointed out the numbers and animals inlaid on the tile floor of the former first grade classroom, which is now one of the larger apartments.

Because the complex is full, Maralene Fry, community manager, had to get permission from several residents for tours of their apartments.

The heavy wood classroom doors, now doors to private apartments complete with bathrooms and washer/dryer combos, were propped open to allow peeks inside.&nbsp;&nbsp;

"It's a building many kids came through with laughter and learning in these halls.&nbsp; It sat empty for a little while, and now, laughter and learning can come back through," said Mason Ruder, Hays mayor.&nbsp;

"It's nice to see a building that had so much history go through it can now be another part of the growing process of the city of Hays."&nbsp;

After receiving nominations from the Office of U.S. Senator Roger Marshall, M.D., a dozen Kansas high school seniors have been offered appointments to attend one of the U.S. Military Service Academies.

“As a U.S. Senator, one of my greatest honors is helping students realize their dreams of serving in the U.S. Military,” Marshall&nbsp;said. “All of these young men and women have outstanding resumes and impressive professional goals. As a veteran myself, I applaud their desire to give their time and talents to lead and serve our great nation.”

honor society has initiated 91 new members, including senior Carlos Schwindt, a 2019 graduate of Thomas More Prep-Marian from La Crosse.

Jennifer Harrison, president of KU’s Phi Beta Kappa chapter and 
director of the Business Leadership Program and Jack Dicus Business 
Honors Program, presided at the May 15 ceremony. Initiates were 
individually recognized, presented with a certificate of membership, and
 invited to sign their names in the chapter register — a tradition that 
dates to 1912.

Leah Stein, a graduating senior in sociology who was inducted into 
Phi Beta Kappa in 2021, gave the student response address. She is a 
graduate of Sacred Heart Cathedral Catholic School and Dodge City High 
School.

Election to Phi Beta Kappa recognizes a student’s high academic 
achievement while pursuing a broad and substantive liberal arts 
curriculum. To be eligible for consideration for membership, students 
must be seniors with a minimum grade-point average of 3.65 on a 4.0 
scale or juniors with a minimum 3.9. Anonymous transcripts of candidates
 are reviewed holistically by a committee of Phi Beta Kappa faculty and

How about we go to a garden store? Or, what if the garden store could come to you?&nbsp;

Today we’ll meet an innovative young rural-preneur who has created a mobile system to bring vegetables, herbs, ornamentals and plant care information to the public.&nbsp;

Renata Goossen is the founder of Renata’s Garden in her hometown of Potwin. Her parents gardened, her dad raised tomatoes, and her mother’s family operates Henry Creek Farms, a fourth-generation family farm.&nbsp;

“I grew up in 4-H,” Goossen said. She tried the horticulture project and found that she loved it. “Our Butler County extension horticulture agent, Larry Crouse, was excellent at encouraging young people with judging and plant identification. Our extension agents influenced me greatly.”&nbsp;

“In junior high, I started a project I called Renata’s Garden,” she said. She raised special varieties of plants, created a catalog and marketed those plants to the community.&nbsp;&nbsp;“Thankfully I have great parents who were willing to drive me to deliver those plants when we went to school or 4-H functions.”&nbsp;

Goossen attended Kansas State University where she earned her degree in horticulture.&nbsp;&nbsp;“The College of Agriculture is really great at helping you find where you fit,” Goossen said. “I had great professors who helped me.”&nbsp;

She earned several scholarships and business internships, including serving as a horticulture marketing specialist for a growers business in Ohio. “I was taken aback that more hort businesses weren’t using extension resources,” Goossen said. As a student, she conducted and published undergraduate research and traveled to Europe with a study abroad program.&nbsp;

In the Netherlands, she observed mobile street vendors. It reminded her of seeing a renovated school bus which had been used for summer feeding programs back in Butler County.&nbsp;

After graduation from K-State, Goossen considered her options. “I liked dealing with the consumer and I also liked the reward of successfully growing a crop,” she said.&nbsp;

She decided to combine the two and create a mobile horticultural retail business of her own, using the name Renata’s Garden again. She built a greenhouse and produces specialty plants such as Celebrity Tomato, Large-Leaf Italian Flat Leaf Parsley, Patio Baby Eggplant, Snackabelle Pepper, Marigold Strawberry Blonde flowers, Everleaf Emerald Tower Basil, and many more.&nbsp;

She purchased and renovated an old school bus, painted a floral design on the exterior, and refitted it with benches custom-designed to hold flats of her plants with space for pots, soil and other supplies underneath. The bus has “Renata’s Garden” and “Plant Bus” printed in big letters on the front and side.&nbsp;

Goossen drives the bus to various locations where customers can purchase the plants she has raised. “I wanted to put a Kansas twist on the European mobile cart idea,” she said.&nbsp;

“I set it up like a pop-up shop and notify people where I’ll be on my social media and website,” Goossen said. She makes a circuit of Wichita, Newton, El Dorado and surrounding communities where she stops for a day or a few hours for the public to step on board and purchase her plants.&nbsp;

Plant care and education are important to Goossen. She includes a QR code on each plant label which links to the plant care information for that specific plant. She also produces a weekly YouTube program, called&nbsp;Unearth Horticulture, that discusses plant care.&nbsp;

“I love seeing people’s eyes light up when they see the inside of the bus,” Goossen said.&nbsp;&nbsp;“People are excited to embrace this kind of business. When there’s a little kid trying edible flowers for the first time or an older person who gets on the bus and says, `I’ve never seen anything like this,’ those moments are amazing.”&nbsp;

It's a remarkable business to originate in a rural community such as Potwin, population 421 people. Now, that’s rural.&nbsp;

Or, what if the garden store could come to you?&nbsp;Today we’ll meet an innovative young rural-preneur who has created a mobile system to bring vegetables, herbs, ornamentals and plant care information to the public.&nbsp;Renata Goossen is the founder of Renata’s Garden in her hometown of Potwin. The Hays City Band is a volunteer community ensemble that is made of area students, current and retired teachers, hobbyists and professional musicians. All are welcome.

If you’d like to play in the band, rehearsals will take place in Hays Middle School’s orchestra/choir room (if you are unsure where that is, park in the west lot of HMS and there will be signage to guide you in).

Rehearsals will be Mondays in June (June 6, 13, 20 and 27)&nbsp;from 7 to 9 p.m. The band will perform at the Hays Downtown Pavilion this year&nbsp;on the last three Tuesdays on June 14, 21 and 28. All concerts will&nbsp;start at 7:30 p.m.

All three performances are free and open to the public.

Hays City Band seeks members, sets summer concerts

The Sternberg Museum of Natural History is celebrating the 70th&nbsp;anniversary of the discovery of the Fish-Within-a-Fish with Defiance Brewing Company’s latest creation&nbsp;Gillicus Island, named after the famous fossil.&nbsp;Gillicus Island&nbsp;is a wonderful New England style IPA, loaded with Sabro, Citra, and Mosaic hops that lend to a bouquet of tropical fruits. The idea for the collaboration was created by Curtis Schmidt, the Sternberg Museum’s Zoological Collections Manager, and Brett Straight, the Brand Master of Defiance Brewing Company.

“It’s the first time we have done a project like this,” said Straight, “so, we are excited to be able to work with another local entity to promote western Kansas, specifically Hays, Kansas.”

“I thought it was great way to reach a new audience,” said Schmidt, “for both the Museum and Defiance. It will be interesting to see how the public reacts and if it sparks their curiosity.”

The name&nbsp;Gillicus&nbsp;comes from the smaller fish fossil within the large fish. Although sometimes overlooked compared to the impressiveXiphactinus,&nbsp;the&nbsp;Gillicus&nbsp;being in a well-preserved state makes it a more significant find. There are other&nbsp;Xiphactinus&nbsp;fossils with gut content, but none compare to the Fish-Within-a-Fish. The specimen was found on a hot summer day in Gove County by George F. Sternberg in 1952.

Gillicus Island&nbsp;will be released late June and will be available throughout Kansas. Check with your local provider for the product.

Sternberg Museum, Defiance release Gillicus Island brew

The Kansas Department of Transportation was one of six DOTs selected to receive a 2021 Perpetual Pavement Award: By Design, for a 4-mile section of U.S. 281 in Russell County from the Asphalt Pavement Alliance.

The award recognizes newly designed and constructed asphalt roads built over new or reconditioned subgrade that meets criteria. Other state DOTs honored include Arkansas, California, Iowa, Maryland and Washington.

“We were very excited and honored to have received national recognition for this project,” said KDOT Area Engineer Kevin Zimmer. “U.S. 281 is a vital truck route that connects oil and gas fields and agricultural and freight products to the region. We will continue to keep making improvements to it through KDOT’s highway transportation programs.”

The two-lane section of U.S. 281 extends from milepost 145 to 149 and was constructed by APAC Shears Division as part of KDOT’s T-WORKS program. It was constructed on an offset alignment around an area that had previously caused issues on the highway.

“One key indicator of quality in construction is a smooth, long-life pavement,” said Amy Miller, National Director of the APA. “Long-life asphalt pavements serve the community, reduce the money needed for maintenance and conserve raw materials.”
