The Ellis Police Department released more details Friday
afternoon into the disappearance of a 53-year-old Ellis woman.

According to Ellis Chief of Police Avery Smith, the body of
53-year-old Twila Wilson was found just after 9:30 a.m. Friday approximately
1,000 feet to the west of the Cottonwood Street railroad crossing.

Wilson was initially reported missing just after 7 a.m. Friday
after she failed to show up for work.

Smith said that they believe that she was hit by the train
as the was walking along the tracks. An autopsy was performed and he said the
cause and manner of Wilson’s death is still under investigation.

Office of the Chief of Police On 07/01/2022 at 0709, The Ellis Police Department was
notified of a possible missing person. Twila Wilson, 53, of Ellis was reported
missing after not showing up for work. Twila’s vehicle was located in the 900
block of Cottonwood Street along with her cell phone. Law Enforcement then
began searching several possible locations in an attempt to check Twila’s
welfare.

At 0932, Twila was located deceased approximately 1000 feet
to the west of the Cottonwood Street railroad crossing. At this time, it is
believed that Twila was struck by a train as she was walking along the tracks.
The 23rd Judicial District Coroner’s Office was contacted and an autopsy was
performed. The cause and manner of death is still under investigation.

Our sincere condolences go out to the Wilson family as they
deal with this tragic situation and we pray they find peace in this difficult
time.

The Ellis County Sheriff’s Office, Kansas Highway Patrol,
23rd Judicial District Coroner’s Office, and Hays Communications Center

this is an active investigation.

Three-day weather outlook

Today, the Cities of Hays and Russell received an official ruling from the Chief District Judge of the Edwards County District Court denying Water PACK’s Petition for Judicial Review of the State’s order allowing the conversion of water irrigation rights of the R9 Ranch in Edwards County to municipal use.

The district judge’s decision affirmed the Kansas Department of Agriculture’s chief engineer’s 2019 approval of the cities’ change applications.

The City of Hays purchased the about 7,000-acre R9 Ranch and its 30 water rights in southwestern Edwards County in 1995, and a year later Russell purchased an 18-percent interest in the property, with the intention of someday using the water as part of the cities’ water supply.

Both Hays and Russell are water conservation leaders in the state, and both have voluntarily agreed to using the water resource sustainably.

By converting the R9 to municipal use, it is anticipated that the aquifer will be benefitted by 225,000 acre-feet of water, when compared to normal farming practices.

<a href="https://hayspost.com/posts/5dfd348f57544d3fe90e814c">The property is being converted back to its natural state with native grasses and vegetation to restore habitat and will one day provide hunting and other recreational opportunities for all Kansans. &nbsp;</a>

Mayor Mason Ruder of Hays and Mayor Jim Cross of Russell issued the following joint statement.

“This is a great day for Hays, Russell and the region. As a result of today’s ruling, we are one step closer to realizing the vision that community leaders initiated nearly 30 years ago. Our regional economy, worth $2.8 billion, is dependent on having access to a reliable water source, and the R9 Ranch will provide this vital resource for future generations to come.”

Unless Water PACK appeals the judge’s ruling, the cities will begin to navigate the state’s Water Transfer Act, which is required if more than 2,000 acre-feet of water is moved more than 35 miles.

Hays, Russell receive favorable ruling in R9 Ranch water use

THOMAS COUNTY—Two people were injured in an accident just after 8a.m. Thursday in Thomas County.

The Kansas Highway Patrol reported a 2019 Dodge Ram driven by 20-year-old Madeline E Kawnak of Aurora, Colorado, was eastbound on Interstate 70 at the Brewster exit.

The pickup traveled into the south ditch, continued eastbound and traveled off exit 36 over pass. The pickup came to rest on County Road 2 facing east after striking the guard rail.

EMS transported the driver and a passenger&nbsp; William R.&nbsp; Laverty, 21, Langhorne,&nbsp; Pennsylvania, to the hospital in Colby. They were properly restrained, according to the KHP.

A nonprofit, nonpartisan advocacy group was in Hays on Tuesday to facilitate discussion and advance research on barriers to women.

Child care and health care were the two top topics of discussion among the women present with some saying they are reluctant to expand families or change jobs because of a lack of child and health care.

United WE, which stands for United Women's Empowerment, is a nonprofit based out of Kansas City, Mo. Its mission is to advance all women's economic status and promote civic leadership among women.

Infant care in Kansas is 1.3 times more expensive than college tuition, according to the Untied WE.

One woman at the event said she has two children, ages 2 and 3. She would like to have another child, but said has decided not to expand her family at this time because she can't afford the child care for an additional child.

She said not only is child care not affordable, but it can also be very difficult to find. Her children have already been in five child cares but she keeps having to move the children because the providers have closed. 

Billie Crawshaw, participant, said, "A lot of my friends who have children are working to provide day care. All of their income goes to day care." 

Another women, who worked in the food and beverage industry, said she struggles to find child care during the evening when she works.

United WE officials said they are hearing reports from women across the state that they can't find care for school-aged children during the summer.

Providers have to count their own children 11 and younger in their head counts during the summer. This reduces the number of child care spots available and income for the providers.

A Plainville resident said state regulations for home child care make it difficult for providers to stay in business.

She said legislation is being proposed to increase the age of children considered in their child count to 15 and younger. She said child care is especially scarce in rural areas and the strict regulations are closing what few providers are available in small communities.

Another woman said her daughter's job in Salina would not allow her to take her full maternity leave, despite her experiencing a high-risk pregnancy. She had to quit the job. 

She then her daughter couldn't find child care for her premature baby.

Sarah Meitner, a Hays mother with a special needs child, said she can't find summer child care or after-school care for her special needs son. She has to arrange her work schedule around being home when he gets out of school. 

Several women said they would be unable to take a job that did not have health care.

Participants said even with good health-care benefits, some still struggled to pay for health-care costs. 

Although telehealth services are filling some gaps in western Kansas and rural areas, Crawshaw, Kansas Department Health and Environment Working Healthy Benefit specialist, said she works with individuals who do not have phones or access to internet.

That is not only a barrier to accessing care but applying for services and completing insurance paperwork.

Several of the women also expressed concerns about affording medication for themselves or family members, as well as struggling with what they deemed onerous paperwork required by insurance companies for reimbursement.

Women at the town hall also expressed concerns about accessing leave to care for the health needs of their children or elderly parents. Almost all of the participants said they had to care for either children or elderly family members and some had to care for both.

Most of the women said they had access to family leave, but it was unpaid. 

Montse Anza, 24-year-old Hays student, said her father was in a diabetic coma last year. Her mother only received one week of leave from her job. Anza had to return home to help take care of her father because her mom had to go back to work.

Karla Crawford, participant from Natoma, said she frequently has to take time off to care for her elderly parents.

"The thing that bothers me the most is that is going to affect my Social Security when I go to retire," she said. "If I was married that would be one thing, but do I have to married?"

Crawford has children with special needs. When they were younger, she had to miss work to take her children to health care appointments.

"When you miss work like that, sometimes you miss bonuses. Sometimes you miss pay raises because of your attendance. It shouldn't affect those things," Crawford said.

She has to arrange her work schedule around being home when he gets out of school. <h2>Health care, family leave </h2>Several women said they would be unable to take a job that did not have health care.Participants said even with good health-care benefits, some still struggled to pay for health-care costs. Although telehealth services are filling some gaps in western Kansas and rural areas, Crawshaw, Kansas Department Health and Environment Working Healthy Benefit specialist, said she works with individuals who do not have phones or access to internet.That is not only a barrier to accessing care but applying for services and completing insurance paperwork.Several of the women also expressed concerns about affording medication for themselves or family members, as well as struggling with what they deemed onerous paperwork required by insurance companies for reimbursement. Women at the town hall also expressed concerns about accessing leave to care for the health needs of their children or elderly parents. Almost all of the participants said they had to care for either children or elderly family members and some had to care for both.Most of the women said they had access to family leave, but it was unpaid. Montse Anza, 24-year-old Hays student, said her father was in a diabetic coma last year. Her mother only received one week of leave from her job. Anza had to return home to help take care of her father because her mom had to go back to work.Karla Crawford, participant from Natoma, said she frequently has to take time off to care for her elderly parents."The thing that bothers me the most is that is going to affect my Social Security when I go to retire," she said. "If I was married that would be one thing, but do I have to married?" Crawford has children with special needs. When they were younger, she had to miss work to take her children to health care appointments."When you miss work like that, sometimes you miss bonuses. Sometimes you miss pay raises because of your attendance. It shouldn't affect those things," Crawford said.

The Kansas Insurance Department recently made its annual distribution to local Ellis County Firefighter Relief Associations.

Pursuant to the Kansas Firefighters Relief Act, $157,958.27 has been distributed among four local FRAs within Ellis County.

The funds from the Kansas Firefighters Relief Act are generated by a 2 percent tax paid by insurance companies on fire and lightning insurance premiums written in Kansas. Associations primarily use their distributed funds for insurance premiums and safety enhancements.

The relief funds may pay for the health, accident, disability, and life insurance premiums of local firefighters.

Safety enhancements such as new firetrucks, fire station building improvements and firefighting gear can be purchased via relief funds loaned to local governing entities.

“Firefighters work to keep us safe, and the Kansas Firefighters Relief Act acknowledges those efforts by providing additional protections for firefighters and their loved ones,” said Insurance Commissioner Vicki Schmidt. “The Act not only gives first responders needed safety nets, but it also allows local communities to provide their citizens with improved firefighting equipment and resources.”

GREAT BEND — The Shafer Art Gallery’s upcoming exhibit will feature works from emerging artist Rebel Mahieu and the late Steve Dudek, which will be kicked off with an opening reception at 6:30 p.m.&nbsp; July 8.

Attendees will enjoy refreshments, as well an artist talk from Mahieu.  

Shafer Gallery Director Dave Barnes said Mahieu is a 15-year veteran faculty member in the Art Department at Colby Community College. 

“She has a very bold, very tactile approach to image making,” he said.  “In fact, I would call her art making fearless. Her pieces bridge the gap between 2D and 3D and often leap off the wall at you. 

"Her art is full of an infectious energy. Rebel hasn’t shown much in our area, and we are proud to introduce a new artist to our visitors.”

Mahieu was born in Beloit in 1972 and grew up on a farm north of Glen Elder.  She received an associate of arts degree from Cloud County Community College, studied commercial design at Kansas State University, and received a bachelor of arts degree in art education with an emphasis in printmaking from Fort Hays State University in 1995. In 2012, she received a master of liberal studies degree in sculpture from FHSU.

Steve Dudek is a well-known artist and educator from Barton who passed away in January 2019. 

“Steve was a painting instructor here for 40 years and one of the most beloved painters of nature in the mid-west,” he said. “A series of large watercolors were recently uncovered that had not been exhibited in our area. We are very proud and happy to have permission to share these amazing works with the Barton community.

"Steve once wrote, ‘Nature’s beauty, power, uniqueness and danger have always intrigued me. My work has been solely concerned with those issues. Even though my works are realistic… by emphasizing rhythmic patterns, sparkling colors and dynamic forms I can show how I feel. I am using reality as a starting point to let me express myself’...

"and I always thought that quote was so profound and beautiful and really described the type of person Steve was.”

There will also be a special memorial reception celebrating Steve Dudek’s life and work on Aug. 8, with more details available in the coming weeks.

PRATT — A three-year investigation in northwest Kansas involving Cheyenne, Sherman, Wallace and Logan counties has come to a close, thanks to numerous public tips and the diligent efforts of Kansas Department of Wildlife and Parks game wardens. Throughout the investigation, game wardens executed multiple physical and electronic search warrants and conducted many interviews, leading to the discovery of 25 deer — mostly mule deer — one antelope, eight turkeys and other wildlife that had been taken illegally. Many of the deer had been shot out of season and with firearms by the guilty parties who were in possession of archery permits only; Many deer were also taken without a permit. Of the 13 deer scored, game wardens were able to determine the average antler size at 173 inches.

In all, 140 charges were filed for nine individuals for violations from 2015-2019. Of the nine individuals charged, three individuals received more than four charges. The charges are as follows:

Tracy pled guilty to 12 charges and was ordered to pay $750 in fines and $1,688 in court costs. Tracy also received a two-year hunting revocation.</li><li>Sean Winter received 18 charges relating to the illegal take of wildlife. Sean pled guilty to six charges and was ordered to pay $5,800 in fines and restitution. Sean also received a 12-month hunting revocation and forfeited a firearm.</li>

Thursday will bring triple-digit temperatures to the area during the day, with a high of 101 projected.

NWS: Storm chances return to area through the weekend

The national average for a gallon of regular gasoline last week registered
at $4.90. The average price in Kansas was $4.59 per gallon. The cost to fuel a
vehicle may have some citizens looking at other means of transportation. 
Todd VanSkike, owner of Golden Belt Bicycle Company in Great Bend, said despite
the rise in gas prices, there hasn’t been a huge uptick in bicycle purchases
from people wanting to shed their vehicles for two wheels.

He does acknowledge for
the price to fill up with gas a few times, you could get around town without the worry of gas prices. 
"You want to save money on gas, you can save an infinite amount by 
getting a nice bike," joked VanSkike. "Something reliable for $500 or 
$600, just a good Trek bike. You can ride around town and that thing 
will last you 20 years."

With an increased effort to include sharrows, bicycle signs and designated bike
paths, Great Bend is becoming more navigable for bicyclists. 
"Great Bend is well-equipped for routes around town, especially with the
 Trans-America route coming through here the last couple of years," said
 VanSkike. "There's been a real eye-opening to cycling and using the 
town's infrastructure better for riding bikes." 
In 2019, Great Bend was included as a stop on the Trans-America Bicycle Trail
that stretches from coast to coast in the United States.&nbsp; &nbsp;&nbsp;

The Kansas Department of Health and Environment on Wednesday reported 22 new COVID-19 cases had been identified in Ellis County from June 18 and 24.

KDHE reports updated case numbers weekly on Wednesdays.

Several northwest Kansas counties (see map below) were included among those with high incidence of coronavirus. Ellis County was moved from the high incidence to the substantial incidence category.

KDHE: 22 COVID cases in Ellis Co. in past week

Advancement Director Troy Ruda has announced he will be leaving Hays Catholic Schools for a position in Albuquerque, N.M.&nbsp;

“It is with great excitement that I announce that our family has accepted a wonderful opportunity for our future. We will be relocating to Albuquerque, New Mexico, to embark on our next journey. I have accepted a position with a funeral service corporation as the Director of Operations for the State of New Mexico which operates funeral homes and cemeteries all over the United States and Canada,” announced Ruda.

Prior to joining Hays Catholic Schools in 2017, Ruda served as a Funeral Director and Location Manager with Horan &amp; McConaty Funeral Services in Denver, Colo.&nbsp; “Funeral service, to me, has always been a tremendous calling. I am blessed to be called back to this career, to utilize my skills and abilities in one of our corporal works of mercy, and to do God's merciful work on earth,” said Ruda.

The Superintendent of the Salina Diocese Catholic Schools, Geoff Andrews, is working with Bishop Jerry Vincke and the administration of HCS to fill the role of development and fundraising according to the recently completed strategic plan for Catholic schools.&nbsp;

“I greatly appreciate Troy’s commitment to the Hays Catholic Schools and his engagement with furthering the mission of Catholic education in Ellis County and across the Diocese. While he will be missed, I look forward to working with stakeholders to explore the next steps in the growth of stewardship in our Heartland Parishes.”

In his time with Hays Catholic Schools, Ruda strived to continue the development of the St. Thomas More Society, the Auction for Christian Education, organizational fundraising, and the growth of the Endowment Foundation. In addition, he worked to unify the Catholic school mission of the Heartland Parishes through his work with marketing, donor relations, and strategic planning.

In a note to coworkers, Ruda wrote, “I have tremendous pride in the work that we have accomplished together over the last 5 years. We have come a very long way, and I can't wait to see what you do next. As a Hays native and proud 1993 alum of St. Joseph's Elementary (Holy Family Elementary) and TMP-Marian, you will always have my sincere support.”

In addition, he worked to unify the Catholic school mission of the Heartland Parishes through his work with marketing, donor relations, and strategic planning.In a note to coworkers, Ruda wrote, “I have tremendous pride in the work that we have accomplished together over the last 5 years. We have come a very long way, and I can't wait to see what you do next. As a Hays native and proud 1993 alum of St. Joseph's Elementary (Holy Family Elementary) and TMP-Marian, you will always have my sincere support.”

The Hays Convention and Visitors Bureau is celebrating 40 years by hosting a free Hays Kite Festival from 11 a.m. to 5 p.m. on Saturday, July 2, at Bickle-Schmidt Sports Complex, 1376 U.S. 183 Bypass. 

The giant kite show will be provided by Great American Kites and Events, out of Polo, Mo. The company provides games and activities, and encourages folks to bring their own kites.

Great American Kites and Events produces events all over the country, and owner Sean Beaver has a connection to Hays. 

“My wife Stephany (Rosenholtz) attended TMP,” Beaver said, “and we are both really excited to be back in Hays for the Wild West Festival weekend.”

The mission of the Hays CVB is to promote the City of Hays to visitors, and supporting special events fits into that mission. 

“We wanted to add another family-friendly event to the already popular Wild West Festival weekend, to see if we could encourage even more people to spend their Independence Day weekend in Hays,” said Melissa Dixon, CVB executive director.

Sunflower Kitchen food truck (Hays) and Sno White Shaved Ice (Oakley) are planning on setting up in the sports complex parking lot to provide food and beverages. Attendees are also allowed to bring their own coolers, drinks and lawn chairs into the sports complex. Glass bottles are not allowed. 

Pets on leashes are allowed at the complex, but owners must clean up after their pets.

Hays Kite Festival celebrates 40 years of CVB

At its monthly meeting Monday, the Ellis County Historical Society Board of Trustees voted unanimously to promote Amanda Rupp to executive director. Rupp has been acting as the interim director since March 2021. She has degrees from Fort Hays State University in&nbsp;Art History and Graphic Design&nbsp;and had&nbsp;worked&nbsp;in various capacities for ECHS&nbsp;from 2012 to 2015.

During her tenure, Rupp&nbsp;has led the society to new growth and reorganization. 

“We have been very impressed with the hard work, true dedication and excellent outcomes Amanda has given to the society in the past&nbsp;sixteen&nbsp;months," said Priscilla Hunt, 2021 board president. "Under her leadership, we look forward to a vibrant and flourishing future for our organization and for the people we serve."&nbsp;

Together with the ECHS Board, Rupp will guide the society in carrying out its mission. She&nbsp;has a passion for working with Ellis County communities to&nbsp;“Save Our Past’s&nbsp;Future."

“I was born in Ellis County and&nbsp;I love the people of&nbsp;western Kansas.”&nbsp;Rupp said.“I want to see the society create&nbsp;new&nbsp;community partnerships which celebrate and teach our unique history and culture to current and future generations. We have challenges in funding and a lot of work to do with our artifacts.&nbsp;But we have a plan and we&nbsp;have a golden army of volunteers who are helping us with their sweat equity and hours of personal time to meet and exceed our goals. It is very exciting, and we want everyone to join us.”

Ellis Co. Historical Society names new executive director

By JACKIE MUNDT Pratt County farmer and rancher Harvest is a farmer’s Super Bowl. It’s the culmination of a year’s work and his way to measure success. After the last load of wheat heads to town, there is a final buzz of activity. Equipment is cleaned and put away, paperwork sorted and other things neglected during harvest are checked on. The stress of constant activity, anticipation and worry, ebbs and there is room to breathe; a moment of thankfulness and rest. That brief rest is a special time for a farm family. Though a farmer’s work is never done, a fresh sense of accomplishment reminds a farmer that even God rested occasionally. The win of harvest gives farm families a small window for a holiday. Marc and I love both love to plan trips and travel to fun destinations, but he often struggles to commit to plans far enough in advance to book tickets or make firm commitments with friends. He can’t predict the weather, if irrigators will break down, when crops will be ready to harvest, if cattle fences will need unexpected mending, a storm causing damage or all the other unpredicted but steady tasks that keep farmers busy 365 days a year. But when the stars align, a brief vacation is in order. We love to grab a road map and snacks and jump in the car for a day of exploring the hidden gems of our neighboring towns in Kansas. Some people may read this and think I mean Wichita, Kansas City or one of our larger cities. Though these cities have some wonderful attractions, they are rarely the focus of our Kansas adventures. A little over a decade ago when I first moved here, the Kansas Sampler Foundation had just completed their “8 Wonders of Kansas” publications. That list joined personal recommendations from friends and our paper atlas to create ready inspiration for any of a dozen day trips we have ready for moments when the opportunity arises for us to travel this beautiful and unique state. If you have never seen the “8 Wonders of Kansas” or taken a day trip to the small towns who have pulled together resources to create museums, preserved history, share local art, or supported unique customs and businesses, you are missing out. Another joy of these day trips is that very little planning allows us to be flexible and see where the road leads us. This year our postharvest adventure started with my dad’s (a farmer who sees helping during wheat harvest as his annual vacation) interest in the Kansas Motorcycle Museum in Marquette. Lunch at the Ranch House, an extensive and well maintained motorcycle collection and a very trendy and cool Smoky Hill Distillery awaited us on Main Street in Marquette. Next we decided to travel to neighboring Lindsborg for the view from Coronado Heights, the Old Mill Museum and the Dala Horse artists at Hemslojd. We meandered home through Lyons for a tasty dinner at the County Seat. Our day in towns with less than 4,000 people included rare items, interesting culture and history, great food and drink, and wonderful family memories. Small town Kansas may not be on the top of your vacation bucket list, but it is full of interesting people who freely share their passion with the people who step into their towns every day. That is what make traveling through our state so amazing. The next time you have a moment to pause for an adventure, I hope you will get out and see what the small towns around our state have to offer. Maybe I will see you there.
