When NCK Tech President Eric Burks presented the college's annual impact report to the Hays City Commission, he was also able to report the affiliation agreement sought with Fort Hays State University and Northwest Tech, Goodland, had just passed the Kansas House on a vote of 121-1.

"It had tremendous support and now moves on to the senate," Burks said in a Zoom meeting Thursday. "We hope it passes out of there with similar support." 

The senate received the bill Monday. The request has already been approved by the Kansas Board of Regents.&nbsp;

NCK Tech, with campuses in Hays and Beloit, already has an agreement with FHSU which allows the technical college students to live on the FHSU campus, and utilizes part of the Center for Applied Technology building for NCK Tech welding training. Credit transfer programs easily allow a NCK Tech grad to earn a four-year FHSU degree.

The affiliation agreement would deepen the relationship between the three schools.&nbsp;

"Really, it's all about increasing student and community success for rural Kansas. We're looking at the demographics that we're all going to be facing (of a declining, aging population) and if we don't do something (to attract and keep young people in rural Kansas), we're not going to have anything."

The agreement has two core principles, to meet students where they're at and engaging local business and industry.&nbsp;

Burks cited an example of telecommunications and network training in a partnership with Hays Nex-Tech.

The college was approached by Nex-Tech with a program idea to help fill the gap of Nex-Tech technicians who were leaving the area or retiring.&nbsp;

A partnership was developed for a two-year associate degree program.

Nex-Tech is providing the equipment and facility, while NCK-Tech provides the instructor, recruitment of more students and the program credits.&nbsp;

The school's prior IT curriculum on the Beloit campus was altered to meet the specific needs of Nex-Tech and the IT industry.

Nex-Tech and other area companies are financially sponsoring students to participate in the program.

"It's really been a win, win, win. Nex-Tech is helping train and find those next generation employees that they need."&nbsp;

Another NCK Tech partnership program is planned for launch in the fall of 2024 to add respiratory therapy&nbsp;training to be taught at HaysMed. Start-up costs will be funded by the HaysMed Foundation.&nbsp;

Burks thanked city commissioners for their letter of support of the affiliation agreement.&nbsp;

He acknowledged the three schools have in the past sometimes viewed themselves as competitors.&nbsp;

"Instead, we're locking arms and we're attacking something bigger than all three of us, which is the demographics shift we face.&nbsp;

"We can find ways to help students stay in this region and that's going to serve our area well and help keep population, and hopefully, attract population over time."

According to the Chronical of Higher Education, NCK Tech has ranked in the top 10 graduation rates nationally in six of the past seven years.&nbsp;

The Hays High School Student Council has joined forces with the Wonder Women League to provide female hygiene products for free to high school students.

HHS does not have sanitary napkin or tampon vending machines in its bathrooms. This means that female students have to borrow these items from friends or request them from the nurse's office if they are needed during the school day.

The student council requested $3,125 to buy the vending machines and initially stock them in the high school student bathrooms.

Members of the Wonder Women League met with student council members on Friday to present a check for the project.

The vending machines should be ordered next week and installed before the end of March.

The hygiene products will be available through the vending machines for free.&nbsp;

The Wonder Women League also donated $500 to Hays Area Children's Center on Feb. 2.&nbsp;

These funds will be used for sanitation equipment as well as dishes, cups and serving utensils for the center's food service program.

The funds will help the nonprofit center maintain its mission of providing affordable child care to local families.

The Special Olympics Kansas Basketball and Cheerleading Tournament is
quickly approaching and more than 200 volunteers are needed to make the event unforgettable for more than 750 athletes and coaches.


On March 17 and 18, Special Olympics athletes from all over central and western Kansas will
converge on Hays. Athletes will have the opportunity to participate in cheerleading, individual
skills and team basketball play throughout the two days.


Volunteers are still needed in nearly all areas of the event. Some volunteer roles include
scoreboard, scorebook, individual skills and referee.

Three-day weather outlook

Live in Kansas and the Midwest for very long, and it becomes commonplace to expect a wide variety of spring and summer weather. Tornadoes, damaging winds, large hail, flash flooding and lightning often dominate the news headlines in this part of the country.&nbsp;

But Chip Redmond says those weather hazards can happen most&nbsp;anytime&nbsp;of year.&nbsp;

“You can’t just focus on a couple weeks of the year,” said Redmond, manager of the&nbsp;<a href="https://mesonet.k-state.edu/">Kansas&nbsp;Mesonet</a>, a network of weather monitoring stations throughout the state. “For example, we see tornadoes most often in the spring and early summer, but we could see them year-round. We’ve had tornadoes in December before.”&nbsp;

The National Weather Service in Topeka has designated&nbsp;<a href="https://www.weather.gov/top/swaw">March 6-10 as Severe Weather Preparedness Week in Kansas</a>, including a statewide tornado drill on Tuesday, March 7 at 10 a.m. All Kansans are urged to participate in the drill by practicing the plans they have in place for seeking shelter from a tornado.&nbsp;

“You’ve got to keep that plan fresh,” Redmond said. “Anytime there’s a wind threat, whether it’s a tornado or severe winds, the best thing to do is to get centrally located in your house – typically a bathroom that has four interior walls around it, or underneath the stairwell in a basement. You want as many walls between you and the outside in all directions.”&nbsp;

Redmond suggests people keep a weather safety kit that includes such items as non-perishable food, blankets, boots, extra clothes, helmets, weather radio, batteries, a charging device for phones and even a map to track the path of the storm while listening to news reports.&nbsp;

He also recommends that parents practice the plan with children well in advance of severe weather threats; doing so helps to ease children’s anxiety in a real emergency.&nbsp;

Though parts of Kansas are starved for rain, flash flooding is also a common threat in spring and summer. It’s also a tricky threat.&nbsp;

“Honestly, flash flooding kills more people than tornadoes in most years,” Redmond said. “That’s because people really underestimate the power of water.”&nbsp;

He said water can quickly rise in areas that people don’t expect – such as across a roadway – and the current is often turbulent.&nbsp;

“There’s a good meteorologist slogan for when&nbsp;water’s&nbsp;on the road: ‘Turn Around, Don’t Drown,’” Redmond said. “You don’t know what kind of turbulence and current that water has underneath, and for that matter, you don’t know the state of the road underneath the water. Find another way to your destination.”&nbsp;

To stay safe from lightning, the meteorologist’s advice is ‘When Thunder Roars, Go Indoors.’ Lightning strikes the U.S. 25 million times a year, according to the National Weather Service, accounting for an average of 47 deaths.&nbsp;

“Staying safe in severe weather really is having situational awareness all the time,” Redmond said. “Whether you’re driving down the road or going to bed at night, know the forecast and know what’s going on around you all the time. Forecasts aren’t perfect; they can change very quickly.&nbsp;So&nbsp;make a habit of checking the weather in the morning, during the day and before you go to bed.” &nbsp;

KOERNER: Severe weather could hit at any time

The Hays Fire Department will be inspecting and flow testing fire hydrants on Wednesday, in the area of Willow St. to Indian Trail between 33rd St. and 41st St. 

This is part of a coordinated effort by the city of Hays to inspect all fire hydrants in the city and flush all water mains annually. 

Inspecting fire hydrants ensures that the valves operate properly and that there is no damage or obstructions that will prevent or interfere with the prompt use of fire hydrants in an emergency. Firefighters are also checking the pressure and volume of water mains in each neighborhood for firefighting purposes. 

The associated flushing of water mains allows chlorine to be distributed throughout the system to eliminate bio-filming in the water mains. Slight discoloration of the water supply may be encountered although there will be no health risks to the consumer. 

All reasonable efforts will be taken to minimize the inconvenience to the public.

Nex-Tech's Tech Edge marks 10 years with June event in Hays

When culture-war battles reach a fevered pitch as they have in this year’s legislative session, a dynamic is created that makes rational decisions difficult.

Legislation passed under such circumstances can result in, frankly, a mess.&nbsp;

As of March 6, the future of Kansas students is at stake under the revamped HB 2218 voucher bill.&nbsp; Now SB 83, the bill is strategic, but not quite rational and not a true compromise offer.&nbsp;

SB83 weds the highly controversial HB2218 voucher bill to funding for increased teacher pay and special education funding.

With only Republican support for SB83, it’s hardly a stretch to believe the move is an attempt to force Governor Kelly into signing the bill and thus secure teacher raises amid a growing teacher shortage and increase special education funding that she requested previously.&nbsp;&nbsp;

Compromise legislation is at the core of American politics; however, compromise means a middle state between conflicting opinions. In this case, some bi-partisan support exists for teacher pay increases and for special education funding as required by federal policy.&nbsp; This makes SB83 more of a power play than a true compromise.&nbsp;&nbsp;

Currently,&nbsp; SB83&nbsp;offers parents the yearly per-pupil state funding amount of about $5,000 in vouchers for their students in grades one to 12&nbsp;and preschoolers with disabilities.&nbsp; Eventually, qualifying students would be those with parental income of less than 300 percent of the poverty line which currently is $180,000 per year for a family of four. &nbsp;

Parents could use the vouchers for accredited and nonaccredited private schools, micro-schools,supporting individual home school activities and other educational opportunities.

Overall, how would students fare if SB83 becomes law?&nbsp;&nbsp;

For rural students,&nbsp;it’s hard to tell, since in more than 60 of Kansas’ 105 counties there are no private schools students may attend.&nbsp;&nbsp;

For rural students, sports, music, and activities that go beyond school are the heart of community life.&nbsp; Moreover, school districts are frequently the largest employer in rural counties. Funding loss caused by vouchers could mean a significant reduction in teaching staff.&nbsp;

There is no body of research to inform us whether rural students would do better under the fragmented system offered in SB83.&nbsp; Yet, it’s a stretch to believe that micro schools and individual learning activities could replace the resources or state certified teachers needed for rigorous STEM and other courses rural schools offer and students need to succeed in 21st&nbsp;century careers.&nbsp;

I grew up in a small, farming community, pulling tax dollars away from rural schools saddens me because I can see the loss this legislative step toward school privatization would bring for students, the rural economy and the values of farm life.

For low- and middle-income urban students&nbsp;SB83 doesn’t offer practical benefits because the $5,000 voucher wouldn’t cover tuition at many private schools in urban areas and, if it did, it wouldn’t cover additional transportation costs or after school childcare.&nbsp;&nbsp;

For high income students&nbsp;whose family income is near the $180,000 cap, a voucher would merely cushion private school tuition since these families often are already using private schooling.&nbsp;

SB83 would create two school systems--the taxpayer funded public school system governed by elected school board members and an expensive, disorganized, under-regulated voucher system that may possibly attract many but realistically would benefit few.&nbsp;

An up-down vote in the legislature is only fair when an issue like school vouchers is splitting the state.&nbsp;&nbsp;

INSIGHT KANSAS: Vouchers and what’s at stake for students

Ellis County Emergency Management, in conjunction with; Saint Francis Ministries, Hays USD 489, Hays Medical Center, Ellis County EMS, Hays Fire Department, and Hays Polic Department, will be conducting a training exercise.

This exercise will have two scenes, 3000 Broadway Ave. and 201 W. 29th St. The training exercise will be a simulated tornado strike, that will stress operational communications, operational coordination, re-unification, and planning. The training exercise is scheduled to start at 10 a.m. today in coordination with the State-wide Tornado Drill and conclude at noon.

Observers are welcome to attend, but must be reminded that they do so from a safe distance, and not impede, block or interfere with the exercise.

The training will help continue with community preparedness and allow the participating agencies to update/modify their existing policies and procedures if necessary.

This is only a test: Disaster drill set for Tuesday in Hays

Kansas First District Congressman Tracey Mann grew up in the small town of Quinter and now lives in Salina.

The Republican lawmaker sees a lot of "Kansas common sense" in the rules package passed by the new U.S. House of Representatives membership which will govern how the body operates for the next two years.&nbsp;

"It's not rocket science," Mann told the audience at&nbsp;Saturday's Hays Chamber legislative coffee at the Hays Public Library.

Mann was one of the featured speakers at the event, joined by state Sen. Rick Billinger, R-Goodland, and state Rep. Ken Rahjes, R-Agra.

"I think the majority of Kansans will agree with these things, things like no more proxy voting, no more multi-subject bills. The days of bills covering 10-20 topics are over, at least for the next two years," Mann said.

The 72-hour rule now requires there be at least 72 hours notice before a bill is voted on, "which means no more dropping a 3,000 page bill at 3 in the morning - which is literally what happened - and then we had to vote on it that afternoon.&nbsp; I voted no. If you're not able to read a bill, you can't expect people to vote for it."&nbsp;

The new rules also require a return of regular order. The 12 departments of the federal government, i.e., Department of Agriculture, Department of Homeland Security, Pentagon, etc., must submit their budgets separately, be scrutinized, and then passed out individually, instead of lumped together in one large omnibus bill.&nbsp;

Any budget passed out of the House must also be balanced.&nbsp;

"The rules changes are going to be pretty significant," Mann said.

The congressman also outlined the three areas he deems as ongoing threats to the United States - the record $32 trillion federal debt, China, and the country's drift away from "basic western Kansas values."

The current U.S. farm bill will expire Sept. 30. Mann, who comes from a northwest Kansas farm family and now serves on the House agriculture committee, said crop insurance will be his top priority.&nbsp;

"In our district we are low moisture, high risk agriculture. We've gotta have tools in place to help manage that risk. I think crop insurance is a very effective public/private partnership and the most cost-effective way to deliver a constant food supply."&nbsp;

According to Mann, the Big First District of Kansas generates the third largest ag economy among the 435 Congressional districts nationwide.&nbsp;

In answer to an audience member's question, he said there may not be any earmarks, formally known as Congressionally-directed spending, in the new five-year farm bill.

"There's different opinions on earmarks. Last Congress, I did not support earmarks. The majority of Republicans did not support earmarks. Now that they're coming back around, there's a lot of discussion about what the process out to be. ... Typically, the earmarks are on the appropriations bills."

Both Mann and Rahjes have co-sponsored legislation opposing Chinese ownership of U.S. farmland.

"China owns farmland next to our military bases (in North Dakota). I've signed onto legislation to do away with that. I know the state is doing that as well," Mann said with a nod to Rahjes.&nbsp;

Another audience member asked about the viral avian flu outbreak which necessitated the culling of poultry flocks and drove up retail egg prices.

"Part of this will be in the farm bill, really looking at food safety and food security. ... I would be supportive of a vaccine bank for the poultry, beef and swine industries."&nbsp;

Mann also addressed the recent sale of U.S. oil from the Strategic Petroleum Reserve to China.&nbsp;

"It should only be used for emergencies, not for political purposes, not to take the edge off of prices."

A resolution has already passed on the House side that would prevent any presidential administration from depleting the Strategic Petroleum Reserve and selling the oil overseas. The bill is now in the Senate.&nbsp;

"It had some bipartisan support," Mann said. "I'm optimistic it will get passed on the Senate side and we'll see what the president does with it."

As I continue to highlight&nbsp;a few of the 40 projects that 4-H offers, my focus&nbsp;this week&nbsp;is on Clothing and Textiles, Forestry, and Woodworking.

One of my favorite projects as a 4-H member was the Clothing and Textiles project! Beyond the practical aspects of learning about fabrics and how to sew, the Clothing and Textiles project also helps youth with learning about fabric care: when something says to wash in cold water, what does that mean? When a label states “dry clean only”, what do you do with that? Another important life skill is learning to calculate the cost per wear; in other words, if you purchase a cheap item but if it falls apart after 3 washings versus a more expensive item that you may wear weekly for 2 years. Which is truly the better purchase? The Buymanship part of Clothing and Textiles also includes how to select an outfit for a particular event and that fits you appropriately while working within a budget.&nbsp;These are important life skills no matter your&nbsp;job and career choice.

As part of the Ag and Natural Resources 4-H curriculum, Forestry provides an opportunity to learn about trees, their impact on our environment, and management. Additionally, the Forestry project encourages youth to go outside and explore. They develop collections of trees&nbsp;and can learn about related careers such as the Forestry Service, Natural Resources Conservation Service, ag-management fields,&nbsp;the&nbsp;<a></a>National Park Service, and Wildlife and Parks.

The Woodworking project is one of my favorites to view because this is not something in my skill set! The Woodworking project requires that you enjoy working with wood, using tools, and building things such as a table, wooden toy, or a chair. Very practical skills begin with measuring things and using hand tools to learning to safely operate&nbsp;routers and jointers. These are great skills whether you are looking at a career in carpentry or are interested in developing a lifelong hobby.

When you visit a county or the Kansas State Fair this year, I hope that you will take time to view these projects knowing a little more about the learning objectives of our 4-H members!

Law enforcement and first responders will be participating in a disaster drill Tuesday in Hays.

Crews will be on scene at the St. Francis Ministry Office, 3000 Broadway, and Hays Middle School, 201 W. 29th St.

The drill will begin at 10 a.m. and conclude at about noon.

The tale of red-haired orphan Anne Shirley will come to 12th
Street Auditorium as Hays High School presents Anne of Green Gables at 7
p.m. on March 9 through 11.

“Lucille
Maude Montgomery’s classic 1905 novel has been adapted for the stage by
award-winning playwright Joseph Robinette and is under the direction of Bill Gasper,”
according to a press release announcing the production.

“It's a
really it's a coming of age story, I feel like and it's just a lot of fun,”
said Addy Brull, who plays the titular character. “It's such an amazing show.
It's family-friendly and everybody is sure to love it.”

“In a nutshell, it is a
coming-of-age story in which a young girl (Anne Shirley) overcomes the
adversity of losing her parents, living in an orphanage, and bouncing from one
harsh family to another to achieve success,” Gasper said. “It stresses the
importance of independence, family, nature, faith, and education. Taking place
in the early 20th century, the book explores the strict gender roles of that
period and how Anne defies those stereotypes to prove she is equal to her male
counterparts.”

The
story has been adapted for stage and film numerous times since its
publication, and Gasper, in his 17th year directing the Spring Play
at Hays High, said he had been considering Anne of Green Gables for
previous productions, but this year decided to “give it a go.”

“I'm glad I did,” he said. “It's simply a great story.”

But mounting the classic
tale required considerable effort, including finding a large cast that includes
23 students on stage and another 6 students behind the scenes.

“It
takes a village,” said Devlyn Jochum,
who plays Marilla Cuthbert. “We have a
gal doing our costumes… people all need different costumes from a specific time
period. That's quite difficult to do. We have people in charge of building and
painting our sets, in charge of stocking those sets with props and things. And
then of course, we're responsible for learning lines. We have people working
lights and the soundboard.”

“Everything
has to work pretty smoothly, but once it does, it's really fun.”

“It’s one of the largest casts I’ve had in a
while, which presents its own set of challenges,” Gasper said. “Overall though,
I couldn’t be more pleased with the effort and the outstanding performances
taking place on the stage. Parents, relatives and community members should be
very proud of the talent that exists at Hays High School.”

After months of work, Spencer Mills-Kulmula, who plays Rachel Lynde,
said the production has nearly come together as they continue dress rehearsals.

“It's
flowing nicely,” Mills-Kulmula said. “There's still some kinks, which is how it
goes for everything. But we're working those out.”

“We're
definitely getting really good at our characterization right now,” Brull said. “I
feel like what we're doing the most of is just smoothing out our character to
get it fully ready for the show.”

“And I
would say that genuinely the best part of putting on something like this, making
the audience believe what they're seeing and being so immersed into that scene,”
Mills-Kulmula said. “Yeah, it's really coming along nicely.”

The performance will be a “highlight reel” of all the most memorable moments from the book,
Gasper said as they move quickly from scene to scene and from season to season.

“Robinette does a nice
job in keeping things moving and relatively cohesive, especially since it
covers several years of Anne's life,” he said.

Monday kicks off Severe Weather Preparedness Week in Kansas.

The week is scheduled to include a statewide tornado drill at 10 a.m. Tuesday.

In 2022, 56 tornadoes were recorded in Kansas, according to information from the National Weather Service. That number was five below the 1950-2022 average of 61, 29 below the 30-year average of 85, and 11 below the 10-year average of 67, yet higher than 2021 and 2020 combined.

According to the weather service, the longest tracking tornado was an EF1 tornado that was on the ground for 21.76 miles in Dickinson and Morris counties on April 29. The strongest tornado, an EF3, also was recorded on April 29 in Sedgwick and Butler counties. 

In fact, 14 tornadoes were recorded on April 29, the most prolific tornado-producing day in 2022 for Kansas. June saw the most tornadoes - 22 - for one month in 2022, and Kansas had 17 days in 2020 with at least one tornado. 

Thomas County in northwest Kansas holds the record for most 2022 tornadoes in one county: eight.

The length of the 2022 tornado season in Kansas was 154 days, from March 29 to Aug. 29.

While the bulk of spring severe and tornadic weather is still ahead of us this year, Kansas has already seen tornadoes in 2023.

Kansas Severe Weather Preparedness Week begins Monday

After one more warm, pleasant day to start the work week, the National Weather Service in Dodge City is calling for a cooldown and precipitation through the week.

The anticipated high Monday is in the mid-50s, dropping all the way to a high in the mid-30s by Tuesday. There is a 20 percent chance of rain after midnight Tuesday afternoon and Tuesday evening, the NWS said.

A rain-snow mix is possible through Wednesday and into Thursday night, although the NWS is not predicting substantial moisture from the system.
