Early Childhood Transition Task Force&nbsp; Purpose: The task force is charged with reviewing Kansas’ early childhood care and education system and developing a roadmap for creating a cabinet-level agency dedicated to supporting our youngest Kansans.

Legislative Compensation Commission Purpose:&nbsp;To study compensation, salary, and retirement benefits of legislative members.

Coordinating Council on Early Childhood Developmental Services Purpose:&nbsp;Solicit information and opinions from concerned agencies, groups, and individuals on proposed policies and recommendations for the delivery of health, education, and social services for young children from birth through age five with or at risk for disabling conditions and for their families.

WaKeeney resident reappointed to state Behavioral Sciences Regulatory Board

It’s no fun being between a rock and a hard place, but that’s the spot Kansas public schools are in today.&nbsp; It’s an unfortunate circumstance begging for action by the Legislature and Kansas State Board of Education.

The two major problems facing schools currently are:&nbsp; 1) teacher shortages and 2) low student achievement. Both have plagued Kansas schools for at least 20 years.

Kansas student achievement on the most recent National Assessment of Student Progress reading and math exams declined again—a situation that can’t improve without schools fully staffed with well-prepared teachers.

The rock/hard-place dilemma is that in the past, the answer to increasing the teacher workforce was to relax the rules for qualifying teachers.

Following precedent, Kansas started down the traditional road again last year by creating an emergency substitute teacher license. Instead of requiring a minimum of 60 hours earned college credit, substitute teacher qualifications are now holding a high school diploma and being at least age 18.

To speed national workforce development, the U.S. Department of Labor is offering funding for apprenticeship programs in a range of occupations including teacher preparation.

These apprentice programs pair accelerated on-line post-secondary education with on-site training. The programs are proving effective for technical careers, and so far, 16 states will&nbsp;receive teacher education funding.&nbsp;KSDE is looking into this as well as creating its own teacher apprentice program.

The best programs place teacher candidates who have completed 60 hours college general education into public schools with 15 to 20 hours paid work per week as paraprofessionals, who assist a teacher, usually with small group activities.

Teacher candidates complete requirements for the bachelor’s degree that include practice teaching experiences in multiple classroom levels with in-person teacher candidate evaluation by credentialed supervisors.

The least effective apprenticeship programs allow 18 year-olds to work as paraprofessionals as little as five hours per week or become full-time classroom teachers with little college-level preparation. The apprenticeship can occur in a single classroom for the full four years of college study which may be shortened through accelerated, eight-week, all on-line courses. The apprentices’ classroom teaching may be with small-groups only, in one grade only with candidate teaching evaluation reduced to student-produced, 15-minute videos observed by on-line reviewers.

COVID taught us that “all online, all the time” is not the best way for students to learn and it follows, also not the best for teacher candidates. Pre-service teachers also need experience through research based, faculty-led roundtables to learn the wide-range of student needs, develop problem solving abilities and practice communication skills—all difficult to accomplish in an exclusively online, one class in one school environment.

If properly organized, paid apprenticeship for teacher candidates can reduce their college costs, give pre-service teachers valuable hands-on experience and speed-up preparation without abbreviated, fully online courses or candidate’s teaching skills evaluated remotely.

Kansans might also consider that in 2023, the median teacher starting salary in Kansas is $40,699 while the average starting salary for college graduates nationally is $58,860.

Kansas ranked 36 nationally in public school salaries in 2021.

The median yearly income of one earner in Kansas is $51,957.

The state projects a $3.2 billion cash surplus by June 2024 and nearly $1 billion more in the rainy day fund.&nbsp;

Raising teacher salaries may be the fastest and most effective way to solve the teacher shortage.

A Fort Hays State University master's of art student has an exhibition showing now at the Moss-Thorns Gallery of Art that explores death and resurrection.

The title of Bethany Panhorst's MFA exhibit is "Of Dust" and is on display at the gallery through July 7.

"Death periodically intrigues us," Panhorst said in her artist statement, "but more so when we feel that we are standing at a safe distance. I grapple with the ugliness and mystery of death but also hope for an end of loss and sorrow. From a position of belief in death's passing, I create ceramic sculptures of the human body."

Panhorst said she drew deeply from her Christain faith in creating the works for this show.

"I wanted to seek something that would connect my art with my Christain faith," she said at the exhibit's opening. "I have always liked the human figure. Using clay fell into place and fit.

"In the Bible in Genesis, it talks about man being formed from the dust and clay. I was also thinking about the body returning to dust and dirt."

She said in the Bible, there are many passages that talk about the body being raised to resurrection or sent to hell.&nbsp;

Her art includes ceramic sculpture with some mixed media elements in addition to photography and a video.

Her images were produced through darkroom work with some manipulation and printed on aluminum.

"It's a very hands-on process and you have a lot of control," she said of the darkroom-processed photography. "There's also something about the quality of the film and the printing in the darkroom that you just don't get anywhere else. Black and white is so beautiful."

The colors in her ceramic work also are muted in whites, blacks and grays. She said she thought the color palette met the serious tone of the exhibit.&nbsp;

Panhorst tried new techniques for several pieces in the exhibit. This included the use of lithopane for pieces, including "Shining Eyes." A very thin layer of porcelain is poured using slip casting, which makes the piece translucent.&nbsp;

Panhorst mounted these pieces in wood in front of light plates. In the areas where there is more porcelain, there are shadows and depth, which results in a piece of artwork that looks more like a print or a drawing, she said.

The ghostly appearance of the sculptures fit her theme.

"It's really like magic," she said. "I wasn't sure it was going to work out. It took a couple of years to really learn the process."

She also used a slip-dip process. She took organic material, in the case of "Breath" she used baby's breath flowers and cotton balls, dipped them in clay and fired them.&nbsp;

The organic material burns away leaving the fired clay.

"It leaves this really beautiful shell of the texture and captures a lot of the impression of what was there," she said.

Panhorst was from a military family and moved often growing up. She spent most of her youth in Savannah, Ga., and moved to Hays for graduate school in 2019.

She has finished her degree and will be teaching high school art in the fall in Colorado Springs, Colo.

Hays resident makes Dean's List at MidAmerica Nazarene University

TOPEKA - Kansas Insurance Commissioner Vicki Schmidt has&nbsp; announced that the Kansas Insurance Department has made its annual distribution to local Firefighter Relief Associations (FRAs). 

Pursuant to the Kansas Firefighters Relief Act, $174,948.78 has been distributed among four local FRAs throughout Ellis County.

“Firefighters put their lives on the line to keep us safe, and the Kansas Firefighters Relief Act acknowledges that by providing additional protections for firefighters and their loved ones,” said Schmidt. “The Act not only gives first responders needed safety nets, but it also allows local communities to provide their citizens with improved firefighting equipment and resources.”

The funds from the Kansas Firefighters Relief Act are generated by a two percent tax paid by&nbsp;insurance companies on fire and lightning insurance premiums written in Kansas. Associations&nbsp;primarily use their distributed funds for insurance premiums and safety enhancements. The relief&nbsp;funds may pay for the health, accident, disability, and life insurance premiums of local firefighters.

Safety enhancements such as new firetrucks, fire station building improvements, and firefighting gear can be purchased via relief funds loaned to local governing entities.

This year’s statewide distributions totaled over $16.8 million, distributed to 554 FRAs.

There is nothing like the taste of fresh vegetables that come straight to the table from the garden, and often when there is a produce surplus folks turn to processing options such as freezing or canning to make it last throughout the year.

In anticipation of that summer season, I would like to offer tips on how to have a successful canning experience.

First, make sure everything is working properly. 

Canning jars and rings should be free from cracks and no rust on the rings. Handwashing is recommended to keep them from rusting prematurely. Lids, however, cannot be used more than once. 

Next, make sure your canner is in good working order. Dial gauge canners need their valves and gauge checked. Your local extension office can test the gauge for Presto, National, Maid of Honor and Magic Seal canners. 

Check the seal between the pot and lid, looking for cracks or dried rubber. If the seal isn’t good then the canner will not get to the proper pressure. 

The rubber plug can also wear out and sometimes need replaced.

As far as preparing the food, it is recommended to remove the peels to prevent unintended bacteria growth.

After the jars have been processed, they should be placed on a towel on the counter in an isolated place, with no drafts and allowed to cool down naturally.

Finally, write the date the food was canned on the lid before putting them in storage. It is recommended that jars be used within one year and rotate them out for next year’s supply.

And just a reminder about canning recipes. Information about food comes at us from many directions. We might scroll through Facebook, Pinterest or another social media platform and be attracted by a new recipe. Most of the time, recipes for main courses or desserts will not pose food safety risks. Maybe a friend told you about a new canning method. Food preservation recipes that have not been tested for safety could be harmful, or even deadly if the canned food contains the toxin that causes botulism. 

These are some questions to ask yourself:

• Who is the author of the research or publication? The U.S. Department of Agriculture and universities have conducted reputable food preservation research.

• Is the food preservation information based on current scientific research or opinion? Outdated canning recipes should be retired. An exception: if ingredient amounts and processing times are exactly the same as current food preservation recipes, they could be used.

• Where did you find the information? Examine the URL on the website. Does it end with “.edu” (indicating a university or other educational organization) or “.gov” (indicating a government site)? Universities and government sources are credible sources of food preservation information.

Please make sure your canning recipes are from credible sources before trying them. While home canning can be a safe and convenient way to store food, it must be done safely.

Smith Center resident celebrates KDOT work anniversary 

LOGAN COUNTY—One person was injured in an accident just after 10a.m. Friday in Logan County.

The Kansas Highway Patrol reported a 2004 Chevy Trailblazer driven by Clayton A.&nbsp;Brommer, 57, Wichita, pulled out onto U.S. 83 at West 8th Street and struck a northbound 2000 Buick Park Avenue driven by&nbsp; James W. Woodall, 71, Oakley, in the right rear quarter panel. 

After impact the SUV struck an REA pole, backed up and left the scene.&nbsp;

EMS transported Woodall to the Logan County Hospital.&nbsp;Brommer was not injured. His SUV did not have valid registration and he was not wearing a seat belt, according to the KHP.

With the Kansas Shrine Bowl less than a month away, the
final touches of the events surrounding the all-star football game in Hays are
starting to fall into place and that includes the appearance of a Pro Football
Hall of Famer.

The 2023 President of the <a href="https://www.kansasshrinebowl.com/2023-shrine-bowl.html">Kansas Shrine Bowl</a>, Donnie Bohannon
recently spoke with the Hays City Commission about plans for the 50th
annual All-Star Football game July 15 in Hays.

Bohannon said he has been working to build up the Kansas
Shrine Bowl Alumni Association. NFL Hall of Fame running back and Kansas native Barry Sanders will be in Hays, at this year’s game, to be inducted into
the Kansas Shrine Bowl Hall of Fame.

“That's been a goal,” Bohannon said, “and I'm so excited for
the city and the Shrine Bowl.”

Bohannon said a documentary crew has contacted the Shrine
Bowl about coming to Hays as part of the festivities as they film a documentary
on Sanders. 

“They'll be filming the parade. They'll be filming some of
the game (and) they'll be filming his induction ceremony,” Bohannon said. “I
can't say enough how excited I am for the event coming up.”

Sanders, a Wichita North graduate, played for the West team
in the 1986 game. Sanders went on to Oklahoma State where he won the Heisman
Trophy and was drafted by the Detroit Lions in 1989. After a 10-year NFL career, he was inducted into the Pro Football Hall of Fame in 2004.

Bohannon said they are looking for places around the
community to host Sanders and the film crew.

The events for this year’s Shrine Bowl start Friday, July 14
with the golf tournament. They also will have a community kickoff at 9 a.m. on that
Friday morning and then a 50th Birthday Banquet later in the
afternoon.

Gameday, on Saturday, July 15, kicks off with the parade on
Main Street at 10 a.m. followed by a pep rally at 11 a.m. 

There also will be an alumni reunion Saturday afternoon
followed by a fan fest and then the game at 7 p.m. at Lewis Field Stadium on
the Fort Hays State campus.

The annual all-star game and events surrounding the game
raise money for the Kansas Shriners in support of the Shriners Hospitals for
Children. The charity has given more than $3.7 million to Shriners Hospitals
for Children.

The warm weather is a perfect time for street improvement projects in Hays.

Crews from the public works department have been busy resurfacing some pavement markings.

"Service Division employees used 84 gallons of paint and 750 pounds of glass beads to freshen up pavement markings in various locations across the city," said Collin Bielser, deputy city manager, to the city commission.

Employees also made repairs to the pavement on East 12th Street and at 26th and Schwaller.

The sewer lining project continues. The work is being done by contractor Mayer Specialty Services, Goddard, and is 83 percent complete, according to Bielser. The Department of Water Resources has upgraded a portion of the sewer lines  on Fort Street between 11th and 12th streets.

Holy Family Elementary is pleased to announce Mandy Meagher as their new principal. 

Geoff Andrews, superintendent of Schools for the Salina Diocese, said, “I have enjoyed working with Mandy the last three years at Sacred Heart in Colby, and I am excited to welcome her to the Hays Catholic Schools. She is a servant leader who loves Catholic education and will continue to help Holy Family Elementary thrive.”

 “Mandy not only has many gifts and abilities to serve as principal, but she also seems to have a great love and enthusiasm for our schools,” said Fr. Nick Parker, pastor of Immaculate Heart of Mary Parish and Holy Family Elementary, Hays. “We are happy and excited to have her at Holy Family Elementary.” 

Meagher received both her bachelor’s degree in elementary education and her master's degree in education administration from Fort Hays State University.

 She began her career in the classroom in 2005, teaching kindergarten for fifteen years before being named the principal at Sacred Heart Elementary in Colby, Kansas, where she was currently serving before being hired by Holy Family. 

For the last seven years, she has also served St. Nicholas of Myra Parish as the Director of Religious Education. Meagher and her family are parishioners of St. Nicholas of Myra Parish. They have been a part of the HFE Family for the last ten years as their three children attended Holy Family. 

“I am excited to serve the HFE family in this new role. HFE has been a special part of our family, as it has been for so many others in our community," said Meagher.

 "I am excited to work with the extraordinary faculty and staff as together we continue to build on the strong tradition of Catholic Education in our community. I can’t wait to see all our students in August and work with their families as we prepare for the upcoming school year,” she said.

A Hays nurse practitioner is opening a clinic to help people with foot care.

A year ago, Kansas passed legislation that now allows nurse practitioners to provide health care without having a cooperative agreement with a doctor.

This has opened opportunities for nurse practitioners such as Babe Breit to offer additional services in their communities.

Breit, APRN-BC, MSN-FNP, has extensive experience in health care and wound care. She has been a nurse practitioner since 2001. She is certified by the American Nurses Certification Center.

Her experience includes family practice, radiation oncology, chronic wound care and rheumatology. She currently works with Centurion providing correctional care for the Kansas Department of Corrections for urgent, chronic and acute care for various conditions. This work is separate from her clinic.

Her new clinic&nbsp;<a href="http://breitclinic.com/">Breit Advanced Practice&nbsp;Clinic</a>, will offer a variety of foot care services.

These include nail trimming and removal, thinning of calluses, treatment for fungal nails and treatment of ingrown or infected nails.&nbsp;

In her medical experience, Breit said she has found some people can't properly care for their feet. This can become an issue for the elderly or clients who have mobility issues.

Other clients may not have the dexterity in their hands to deal with nails that are thick or become ingrown or curled.

People who have diabetes or vascular disease can have serious complications from foot issues.

A simple callous, corn, ingrown nail or blister from improperly fitted footwear can lead to wounds, which left untreated, can ultimately lead to a bone infection or an amputation, Breit said in her clinic brochure.

Diabetics can develop peripheral neuropathy and lose feeling in their feet. They may not realize they have an injury to their foot until they have developed a serious infection, she said.

"If you are unable to feel your feet and if you are not capable or able to look at your feet every day once or twice a day, you can wind up with an injury that leads to an infection," she said.&nbsp;

"What I would like to do is try to prevent that from occurring," she said.

Prevention of foot infections through regular foot care is much less expensive and time-consuming, she said.

People whose work requires them to stand all day, especially on hard surfaces, can develop very thick callouses on their feet. She said it can be like having a rock in your shoe all of the time.&nbsp;

Over time people can have tissue damage that can lead to ulceration and an infection.&nbsp;

Thick callouses also can result in fissures and cracks that can be painful.

Breit can thin those callouses with instruments that have been cleaned and chemically sanitized in an autoclave to Centers for Disease Control standards.

"They are quite painful," Breit said of foot callouses. "I just want to make people feel better."&nbsp;

Breit is also licensed to offer other types of general medical care.

Although Hays is served by a podiatrist, Breit said she is offering in-home care.

Breit will not have a brick-and-mortar office. She will provide all of her care at the homes of her clients. She said she also is willing to provide services to clients in nursing care or assisted living.&nbsp; There will be no additional cost for the home visits within Hays. Outside of Hays, standard mileage will apply.

The clinic only accepts private pay for services. Some services may be reimbursed by insurance depending on the carrier, service and condition being treated. Clients must submit the bills to insurance themselves.

The cost is $150 per visit for new patients and $100 per visit for established patients. Ingrown nail treatments cost $225. Nail removals cost $250.

Hays nurse practitioner to offer in-home foot care

Three people from Hays were honored with mental health awards during the 2023 Kansas Recovery Conference on June 6 in Wichita.

Gina Anderson, the director of High Plains Independence in Hays, was honored with the Su and Dennis Budd Exemplary Life Award.

This award was initiated to honor two special mental health consumers whose leadership and advocacy efforts have shaped the consumer experience in Kansas. The annual award is given to consumers whose energy and spirit stand out and who encourage and inspire others on their recovery journeys.

Anderson also was honored for her six years of service with the Kansas Consumer Advisory Council.&nbsp;

Debra Michels of Hays was honored with the Unity Award. This award recognizes those who have successfully united consumers and non-consumers for the enhancement of their recovery in a cooperative manner. Nominations for this award were accepted from consumer-run organizations, mental health centers, clubhouse programs, individual consumers and mental health treatment providers.

Dr. Mark Romereim, Hays psychiatrist, was awarded the Chamberlain -Rapp Recovery Champion Award. This award is given annually to a mental health provider who has exhibited outstanding leadership skills on behalf of Kansas consumers and the recovery movement in the state.&nbsp;

Hays residents honored with mental health awards

The Hays High Trap Team traveled to Wichita during the weekend to participate in the Kansas State High School Clay Target League Trap Tournament.

Chase Wittman of Hays High was the&nbsp;top varsity female shooter in class 2A​​ and took third place for her season average.

It was an eventful weekend to say the least! The team had a nice afternoon trip down to Wichita followed by some shopping, a big supper, and some fun and games. And just like that, after the team called it a day, the tornado sirens go off at 11:30 Saturday night. The team gathered in the lobby and waited out the storm before trying to get some sleep before their big day.

Sunday morning was all business for the team. They shot some practice rounds and were ready to get things going. HHS' six squads started shooting for scores at 9:30 a.m. It was cool and breezy at first, something the HHS squads are used to dealing with. The squads might have been a little sluggish out of the starting blocks but for the most part, the team seemed to improve as the day went on.

The great news came at the end of the day during the awards ceremony. That’s when the squads found out they had a state champion amongst them. 

Below is a list of students who ended the day on the leaderboards. The number in parentheses is where they placed. The number behind the name is their score followed by the reverse run, which is used to break a tie.
