The Hays USD 489 superintendent announced at a meeting Wednesday night he intends to recommend to the school board that Hays High keeps the Indian as its mascot.

A discussion has been ongoing for months on the mascot, which included <a href="https://hayspost.com/posts/2e344d95-8dd4-40f8-90f7-7af806ca7df9">a public meeting</a>, committee meetings and a community survey.

The discussion was prompted by the passage of a bond that will include the construction of a new high school.

<a href="https://hayspost.com/posts/95524f54-c469-4f74-9e53-ac4a396229ae">Although the discussions have included some vocal residents who wanted to eliminate the Indian mascot, citing the mascot as hurtful and racist,</a> 90 percent of people who responded to the community survey said they wanted to retain the high school's Indian mascot.

"I've learned through this process that there's a tremendous amount of pride in this community with the Hays Indian," Ron Wilson, superintendent, said. "It's overwhelming in support of being a Hays Indian.

"I've also learned there are things that are offensive in our imagery in the way we sometimes portray the Indian mascot. I think this has been great conversation and it has allowed us to establish what an Indian is or shouldn't be."

The Kansas Legislature would need to take action to mandate the mascot changes, and Wilson said the Legislature is considering much more significant legislation on public schools than mascots at this time.

Multiple critics of the Indian mascot said they thought the Indian head with the headdress is inappropriate.&nbsp;

Tony Crough, HHS football coach, said he thinks the HHS faculty want a mascot they and the students can be proud of.

"If we're going to be the Indians, we need to be able to be proud to be the Indians," he said, "not necessarily the offensive things like the headdress. If we say we're going to be proud and rally behind the Indians, we don't not want to be able to put 'Indians' on the shirt. Let's not sit on the fence."

Wednesday, members of the rebranding committee also discussed the need to be more consistent with the images and colors used in Hays High branding.

Wilson said the agenda for the next school board meeting had not been set as of Wednesday night. However, he could bring his recommendation to the school board as soon as the Monday meeting.

A vote would not be necessary if the board agrees to keep the mascot as it is. All members of the school board, except Tammy Wellbrock, were at the rebranding committee meeting Wednesday night.

Board member Meagan Zampieri-Lillpopp has been a vocal opponent of the Indian mascot. She has repeatedly said she thinks the Indian mascot is hurtful to Native Americans

During the meeting and before Wilson's announcement she said of the mascot, "I think [always] in my life if someone said 'You're hurting us,' that I stopped hurting them."

Wilson said he anticipates the district will form a group to further evaluate the high school and middle school branding. This would include establishing more consistent logos and color schemes.

The rebranding committee also has discussed extending the maroon and gold as well as the Indian mascot to the middle school. Under the bond, the current high school will be remodeled into a middle school.

At the very least, carrying the mascots through both schools would negate the need to pull up the gym floor and repaint other areas of the school, said Bruce Rupp, HMS assistant principal and athletic director.

"If it's good enough for the high school, it's good enough for the middle school," Tom Albers, HMS principal, said of the Indian mascot.

Craig Pallister, school board president and former HMS principal, said he would like to see more discussion around the HMS mascot, which is now the Falcons.

Superintendent will recommend Hays High keeps Indian mascot

Social media is great at promoting falsehoods. Even with deer season wrapping up around central Kansas in mid-January, Cheyenne Bottoms Wildlife Manager Jason Wagner said certain rules still apply. That's not always what he sees in conversations on social media. 

"What a lot of people are saying, they're going on Walk-In Hunting and collecting shed antlers," he said. "That is not allowed on Walk-In Hunting. Walk-In Hunting is for the sole purpose of actively hunting."

The Walk-In Hunting Access program began in 1995 to increase the hunting experience by giving hunters access to certain private lands. But that land is still private and specifically used for active hunting, not collecting antlers, morel mushrooms, or even fishing. Permission from the landowners is still required for all non-Walk-In Hunting activities.

Another misconception pertains to treestands used during deer season. Regulation says all treestands must be removed within 14 days of the final day of deer season. The rule helps ensure all hunters have access to a given spot each year, and it's also a safety issue as squirrels or other animals may chew through the straps. Fallen stands are often left for someone else to pick up. Wagner emphasized this regulation applies to all stands, even with game besides deer still in season.

"The regulation says all treestands," he said. "It doesn't say all deer stands, it says treestands must be removed within 14 days of the close of deer season." 

With the 14 days now passed, Wagner encourages hunters who wish to keep their property to remove their treestands. Those found or reported will be removed or destroyed by KWDP staff.

Wildlife regulations, social media myths do not always mesh

Mike Brown is a former Johnson County commissioner, a failed primary candidate for GOP Secretary of State Scott Schwab’s job, and someone who has expressed sympathy for former President Trump’s lies regarding the 2020 election results. And as of last weekend, he is also the new chairperson of the Kansas Republican party. For those Republicans who want to forget election conspiracies and focus on their party’s substantive platform, this is probably frustrating.

It needs to be remembered that for many ordinary citizens across the country, the continued claims of voter fraud and rigged elections promoted by Trump make little sense. Recent polls show that election denialism has declined, and that only a third of those not already caught up in conspiracy theorizing say they find such paranoia understandable. In short, obsessing and nitpicking over close elections, especially in the wake of the attack on the Capitol in 2021 inspired by Trump’s loss, is increasing seen by many as pointless, dangerous, and strange.

Kansas Republicans, though, have a more complicated history with denialism. Long before Trump started ranting about how he was robbed—and started harassing GOP officials and his own vice-president to get them to support his lost cause—Kansas had Kris Kobach, who for years as Secretary of State focused less on his job than on prosecuting supposed illegal voters, leading to costly losses in court. Kansas Republicans, in short, have seen hysteria over election security overshadow their other responsibilities and priorities before.

Still, despite Kobach’s return to Topeka as Attorney General—after failing in races for governor and the U.S. Senate—many Kansas Republicans likely had reason to feel hopeful for the direction of the state party. Despite the closeness of his loss to Governor Kelly, Derek Schmidt left the stage without recriminations (and Kobach, securing his own very narrow win, said nothing about suing the governor). Schwab won re-election handily in the midst of national under-performance by Republicans, all while insisting the Kansas elections were secure and reliable. Perhaps they were shaking off the preoccupations of their former national leader?

Most rank and file Republicans in the state hopefully are. But some Kansas Republicans are unfortunately still obsessed with the idea, despite lacking any evidence, that nefarious actors are faking votes and corrupting election results. And now they have a state party chair on their side.

When running against Schwab in the Secretary of State GOP primary, Brown mocked his opponent for refusing to claim the same voter-hunting power Kobach had previously abused, insisted that all ballot drop-boxes should be banned, and implied that Schwab was at fault for not investigating outlandish, unsubstantiated claims about ballot-dumping and more. As party chair, he obviously won’t be involved in setting priorities for the Secretary of State, much less shaping voter legislation. Nonetheless, his narrow, 88-90 vote triumph among state party leaders is likely depressing to those Kansas Republicans hoping to move their party out of Trump’s shadow.

Of course, Trump may well be back at the top of the national GOP ticket come 2024, so perhaps the state Republican party is just getting ready to fall in line. But for Republicans who recognize how hopeless and dangerous adhering that paranoid line is—and they do exist!—Brown’s selection likely seems like as an unfortunate stop backwards, while others try to push ahead.

INSIGHT KANSAS: Two steps forward, one step back for Kan. GOP

TOPEKA — Governor Laura Kelly today announced that 66 airport projects across the state have been selected for Kansas Airport Improvement Program funding for planning, constructing, or rehabilitating public-use general aviation airports.

Several northwest Kansas airports were among those receiving funding.

“Whether it be airplane manufacturing, a link in the supply chain logistics, or travel, the Kansas aerospace industry is an essential part of our state’s economy,” Kelly said.&nbsp;“These grants ensure the safety and longevity of Kansas airports, all while contributing to economic growth and job creation.”

The aviation industry represents over $20.6 billion in economic impact across a broad spectrum of supply chain and manufacturing industries in Kansas.

“Every mode of transportation is a link to the state’s economic vitality,”&nbsp;said Calvin Reed, Secretary of Transportation.&nbsp;“These airport improvements are a few of many important efforts to empower the aviation industry across Kansas.”

The KAIP typically receives $5 million annually through the bipartisan Eisenhower Legacy Transportation Program and requires airport sponsors to participate in project costs by paying a minimum of 5% of the total project. This year, the program awarded more than $11 million to 66 approved projects, with a total project value of nearly $14.4 million.

The Kansas Department of Transportation’s Division of Aviation received 153 applications seeking a combined total project value of more than $66 million for this round of KAIP grants. Projects were scored according to impact on flight safety, economic growth, and regional benefit.

“We’re grateful to satisfy 22% of the total airport improvements requested this year,”said Bob Brock, Director of the Division of Aviation, Kansas Department of Transportation.&nbsp;“We look forward to new and ongoing partnerships with aviation stakeholders to achieve stronger aviation infrastructure for the future.”&nbsp;&nbsp;&nbsp;

NW Kansas airports among these receiving state grants

GREAT BEND — The gaming world of eSports has been around for some time, but the
explosion in popularity over the last few years has caused many markets to get
involved. The Great Bend Recreation Commission is now in the process of
bringing eSports, video games turned into a spectator sport, to the community
to enjoy. 
Getting advice from Barton Community College eSports coach Curtis Rose, Great
Bend Rec Business Director Joe Henry said the Rec wants to create tournaments
and leagues for gamers to compete, but also for those interested in watching.

"There's
 almost an equal component of interest in actually playing and watching 
someone else play," said Henry. "That's why there are such huge revenue 
streams in on-demand streaming and live streaming. Half of the 
demographic out there, when they're not playing they want to watch." 
The Recreation Commission plans to purchase seven PlayStation 5 consoles and
several television monitors. Tournaments and leagues would be set up to play
Madden NFL, NBA 2K, Rocket League, Super Smash Brothers and Mario Kart. The
competitions, lasting roughly three hours, would most likely take place at the Rec
Center on Stone Street. "I've come across some research that 
socially and cognitively there are massive benefits for children who 
aren't very well socialized," said Henry. "They get in these communities
 where they're in headsets and talking with each other. They're going to
 things with like-minded individuals. It's showing a lot of social and

explosion in popularity over the last few years has caused many markets to get
involved. The Great Bend Recreation Commission is now in the process of
bringing eSports, video games turned into a spectator sport, to the community
to enjoy. 
Getting advice from Barton Community College eSports coach Curtis Rose, Great
Bend Rec Business Director Joe Henry said the Rec wants to create tournaments
and leagues for gamers to compete, but also for those interested in watching.<figure>

 almost an equal component of interest in actually playing and watching 
someone else play," said Henry. "That's why there are such huge revenue 
streams in on-demand streaming and live streaming. Half of the 
demographic out there, when they're not playing they want to watch." 
The Recreation Commission plans to purchase seven PlayStation 5 consoles and
several television monitors. Tournaments and leagues would be set up to play
Madden NFL, NBA 2K, Rocket League, Super Smash Brothers and Mario Kart. The
competitions, lasting roughly three hours, would most likely take place at the Rec
Center on Stone Street. "I've come across some research that 
socially and cognitively there are massive benefits for children who 
aren't very well socialized," said Henry. "They get in these communities
 where they're in headsets and talking with each other. They're going to
 things with like-minded individuals. It's showing a lot of social and 
cognitive benefits."

Hays orthopedic surgeon recognized for literary contributions


INDIANAPOLIS —&nbsp;Samsung American Legion
 Scholarship has selected Rylie Fairbank, a senior at Hays High School, as one of 10 elite scholars. Fairbank, chosen from more than 4,600 applicants who attended Boys Nation and Girls Nation, will receive a $10,000 scholarship for undergraduate expenses and a trip
 to Washington to be honored for their achievements.&nbsp;&nbsp;


The scholarship, endowed by electronics leader Samsung in appreciation of U.S. veterans, particularly those who served during the Korean War, has been administered by
 The American Legion since 1996. Direct descendants of war-time veterans are eligible for the scholarship. Fairbank's grandfather, a Korean War veteran, died in late January.&nbsp;


To become a scholarship recipient, applicants must first be selected as a state finalist from the American Legion Boys State or American Legion Auxiliary Girls State program.&nbsp;&nbsp;


The American Legion Committee on Youth Education then selects 10 applicants based on academic excellence and dedication to community service.&nbsp;&nbsp;


In Washington, scholarship recipients will tour national monuments, visit the Samsung Solutions Center, and meet with members of Congress to discuss veterans' legislation.&nbsp;&nbsp;

Winds are expected to be sustained Saturday at 14 to 19 mph, gusting up to nearly 40 mph. The high temperature Saturday and Sunday will be near 50, with a high of nearly 60 expected by Tuesday.

Tuesday night brings a slight chance of rain , with a 20 percent chance of precipitation into Wednesday morning. There is a 40 percent of chance of snow Wednesday night, the NWS said.

St. John’s Place gifted to Victoria Community
Coalition, 501(c)3 granted

VICTORIA — As efforts to find a use for the former rest home
in Victoria continue, plans have solidified and currently include apartments, a
child care center, a community center, a park and space for the Ellis County Historical
Society — all under the banner St. John’s Place.

But while excitement builds, Victoria Community Coalition
Chair Jeff Pfeifer shared the significant investment needed to see those plans
come to fruition with the Ellis County Commission during its regular meeting Tuesday.

He opened his comments by noting the facility had originally
served all of Ellis County. 

“Residents came from the entire area, and employees came
from the area,” Pfeifer said. “It was a huge asset to the county. It provided
jobs, provided activities for school kids. It was a great resource as a
community asset.”

Since 2012, it has been unoccupied after the rest home closed
and residents were moved to a facility in Hays.

The closing “had a huge impact on the community,” Pfeifer said.

Pfeifer purchased the building in 2021, the coalition was formed and developed
plans for use.</a>

“We have had a huge community effort to get something going,”
he said. “I think everybody was tired of seeing the building sitting there and
have talked about what a waste it was.”

<a href="https://hayspost.com/posts/2ac039a1-30b9-4f98-870a-c2724081446d">Following a
series of community meetings discussing the potential of the building,</a> the coalition
received its non-profit 501(c)3 designation in December, and Pfeifer
transferred ownership of the property to the community-focused group.

“The VCC is the owner of a 40,000-square-foot building, 6-and-a-half
acres and a lot of potential for Ellis County,” Pfeifer said.

Through the process of the meetings and an effort to find
the best use of the building, housing and childcare space were determined to be
potential options for the building, leading to the development of a phased plan
that will include those priority uses and more, he said.

“We have got to start somewhere,” Pfeifer said.

The current plans for At St. John’s Place include 20 apartments
for seniors, a child care center for up to 24 children, a community/senior
center, a park and space for the Ellis County Historical Museum.

<a href="https://hayspost.com/posts/bcc44562-c5a5-4f88-b16b-9a25fe00c875">The
society had announced plans to utilize space in the facility for storage and a satellite
location that would focus on the area’s Volga German heritage in October.</a>

While the society had initially hoped to be moving items into
the space before the end of 2022, the plan was delayed.

<a href="https://hayspost.com/posts/b11df2d8-2d8b-4ad9-b90b-5a869678e54f">“We are
still working on that,” said Ellis County Historical Society Executive Director
Amanda Rupp during the annual meeting of their board of directors. “When it
goes silent, a little bit people assume or get a little nervous, but we are
still working on that with the (Victoria Community Coalition.)</a>

“That’s not going away, it’s just a timing issue. We’ve been
held up a little bit with insurance,” Pfeifer said. “It’s still in the works,
and we’re pretty excited about it. It’s a huge opportunity for the county.”

Rupp said they hope to be inside the location and open
within a year.

While the society continues in its efforts, the coalition looks
to begin work on the facility's north side during the first phase of building
rehabilitation.

Work during phase 1 will be located in the newest part of
the building and includes a studio apartment, six one-bedroom apartments, four
two-bedroom apartments, common areas, a new north entrance, parking and the
child care center.

Cost is anticipated at around $3 million for phase 1.

The coalition hopes to secure around $1.35 million from state
grants and other funds, $1 million from large foundation grants and the remaining
$650,000 from community donors.

“I think it’s ambitious, but a building this size, an opportunity
this size, warrants it,” Pfeifer said.

A community donor campaign is planned for March, and the coalition
plans to apply for a $650,000 Moderate Income Housing grant this week. The Victoria
City Council unanimously voted last month to approve the application, as MIH
grants go exclusively through local governments.

“This is a competitive grant,” Pfiefer told the Victoria
council. “Just submitting is not a done deal.”

But this year, extra money has been earmarked for those
grants.

“It's really exciting because they put in $20 million,” said
Justine Benoit,&nbsp;Northwest Kansas Planning and Development economic development
coordinator. “Usually, the pot was like $3-4 million. So there's a lot more
money in there.”

She also said that even if the application is not approved, it
can be submitted again, and the Kansas Housing Resources Corporation – the agency
that oversees the grants – would offer guidance to strengthen future
applications.

Pfeifer asked the county commission to pen a letter of
support that would accompany the application.

The commission approved the support unanimously. They also unanimously
approved waiving landfill fees for materials removed from the building during
ongoing demolition.

HUTCHINSON — Emily Buller, Hays Middle School Earth and Space Science&nbsp;teacher, has&nbsp;been selected for Cosmosphere’s 2023 LaunchLearning Fellowship, an honor which comes with over $800 in free resources teachers can share with their school and district. The 2023 class of LaunchLearning Fellows includes 45 teachers from around the state.

Fellows were chosen following a competitive selection process. Teachers selected demonstrate outstanding commitment to excellence in STEM education. The Cosmosphere welcomes the new class of Fellows for their first in-person professional development day on Friday, Feb. 17.&nbsp;

Throughout the year, Fellows will receive extensive training on how to bring the excitement of space science and space exploration into their classrooms through in-person meetings with Astronauts and leaders of the space industry, a Fellowship Summer Camp experience that inspires educators’ creativity and leadership in STEM education, and monthly strategy sessions to dig deep into a STEM topic, share best practices, and meet space science subject matter experts.

Hays teacher selected for prestigious Cosmosphere fellowship

This week, the Kansas House of Representatives debated twelve bills and one resolution in the chamber.

On Tuesday, we debated House Bill 2027, which when a person is arrested or charged with felonious killing of the decedent and it would prevent the distribution of assets until after the court proceeding.

House Bill 2125 provides for charitable event permits and demonstration permits to provide tattooing, cosmetic tattooing, or body piercing services.

House Bill 2042 changes the name of the Larned Correctional Mental Health Facility to the Larned State Correctional Facility.

Wednesday, I introduced House Resolution 6011 which commemorated the 150th Anniversary of the Ellsworth Route of the Chisolm Trail.

House Bill 2060 establishes the Special Education and Related Services Funding Services Task Force.

House Bill 2234 changes the measure of the cost threshold from “total project cost” to “construction cost.”

House Concurrent Resolution 5004 urges the U.S. Congress to fully fund the Federal government’s original funding promise under the Individuals with Disabilities Education Act.

Thursday, House Bill 2314 would prohibit the use of TikTok on state-owned devices or on any state network.

House Bill 2096 requires certain premium taxes be paid 90 days after each calendar year.

House Bill 2262 stipulates that six months of an embalmer apprenticeship is to be completed prior to an individual attending mortuary science school.

Many of the committees in the House of Representatives have been working diligently this past week discussing and passing legislation out of their respective committee so that the legislation can be debated on the House floor. The committee process will continue Monday and Tuesday of next week as we will be debating bills on the House floor all day starting Wednesday, February 22, through Friday, February 24.

We have reached the moment of the legislative calendar that is referred to as “Turnaround.” This is the midpoint of the legislative session and if bills are not passed by the House, then they can no longer proceed in the legislative process. This week in the House Appropriations Committee we continued the budget process.

Here are some of the budgets that we addressed this week:

Tuesday, we analyzed the budgets for the Kansas State Board of Healing Arts, Behavioral Sciences Regulatory Board, State Historical Society, State Library, Kansas Commission on Veterans Affairs Office, and Health Care Stabilization Fund Board of Governors.

Wednesday, we continued the budget discussions with the Kansas Dental Board, Kansas Public Retirement System (KPERS), and Board of Examiners in Optometry, Kansas Department on Commerce, Kansas Commission on Peace Officer’s Standards and Training, Kansas Sentencing Commission, Kansas Legislature, Legislative Coordinating Council, Legislative Research Department, Legislative Division of Post Audit, and the Office of the Revisor of Statutes.

Thursday, we heard the budgets regarding the Board of Barbering, Board of Cosmetology, and Office of the Governor. We also had a briefing with the Kansas Housing Resource Center to discuss the rural housing initiatives that were funded last year.

Friday, we concluded the week with budget discussions from the Government Ethics Commission, Office of the State Treasurer, Pooled Money Investment Board, and the Kansas Department of Health and Environment-Health.

The committee process will continue Monday and Tuesday of next week as we will be debating bills on the House floor all day starting Wednesday, February 22, through Friday, February 24.We have reached the moment of the legislative calendar that is referred to as “Turnaround.” This is the midpoint of the legislative session and if bills are not passed by the House, then they can no longer proceed in the legislative process.
