DECATUR COUNTY —Authorities investigating a fatal northwest Kansas crash that occurred just after 3a.m. February 18, released the identity of the victim as 26-year-old&nbsp; <a href="https://www.paulsfh.com/obituaries/Katlyn-Marie-Klima?obId=27316083#/celebrationWall">Katlyn Klima of Oberlin.</a>

On Friday, the Kansas Highway Patrol reported a 2012 Chevy Equinox driven by&nbsp;Klima was southbound on Kansas 383 seven miles northeast of the Kansas 123 junction at Dresden.

The road curves to the left and the vehicle traveled off the road to the right. The driver overcorrected and caused the vehicle to slide sideways into the east ditch. 

The vehicle spun 180 degrees in the ditch, rolled one time and came to rest on its wheels facing north. The driver was ejected when the vehicle rolled.

Klima was pronounced dead at the scene and transported to&nbsp;<a href="https://www.paulsfh.com/obituaries/Katlyn-Marie-Klima?obId=27316083#/celebrationWall">Paul's Funeral Home.&nbsp;</a> She was not wearing a seat belt, according to the KHP.

The bitterly cold north wind will turn to warming south winds beginning Friday afternoon, the National Weather Service in Dodge City said.

On Saturday, the high temperature will be in the low-50s, jumping all the way to the low-70s by Sunday.

Sunday also bring an increasing chance of rain or thunderstorms. Winds will pick up Sunday afternoon, gusting to 36 mph. There is a 40 percent chance of precipitation in the afternoon, increasing to 60 percent in the evening.&nbsp;

Skies will be clear to start the work week, and highs will remain in the upper-50s to low-60s through Wednesday.

Increasing chance of rain over warm NW Kan. weekend

RUSSELL COUNTY —Law enforcement authorities are investigating two suspects on multiple charges after a traffic stop in Russell County.

Just after 7 a.m. Thursday, Kansas Bureau of Investigation agents and investigators executed search warrants at two properties in Russell, Kansas, and on a vehicle that KHP stopped along I-70, around 3 miles east of Dorrance, according to a media release from the KBI.

The vehicle was occupied by Richard Kerns, 63, of Russell, and Beverly Driscoll, 65, of Russell.

During the searches, law enforcement located over 2.5 pounds of methamphetamine, and approximately 15 firearms.

Kerns and Driscoll were arrested on requested charges that include distribution of methamphetamine, possession of drug paraphernalia, possession with the intent to distribute on or within 1,000 feet of a school, and several weapons violations. They were booked into the Russell County Jail.

KBI finds meth, 15 firearms after Russell Co. investigation 

Hays USD 489 will once again begin shepherding new students and parents into the district during the annual Kindergarten Roundup, set to begin at 6:30 p.m. Monday in Hays High School, Gym B.

The event gives is an opportunity for district administrators to share with parents the information needed to enroll children in the district, Wilson Elementary principal Anita Schieve said.

"First, we want to give you information about every school and just about kindergarten in general," she said. "We also want to talk to you about what the requirements are for a student to get enrolled in kindergarten, like what appointments you need to have scheduled and what forms you'll need to fill out."

Those forms include pre-enrollment information and school choice for the student.

"We also have some tours scheduled at every individual elementary, so that if you don't know which school yet, and you haven't been in any of the schools, you can come and visit us see the school," Schieve said.

The tours are scheduled during different parts of the day, and often offer an opportunity to meet building staff as well.

"Those online forms need to be completed before or by March 10," Scheive said.

Parents will be notified of their child's placement in early April.

Schieve said the district tries to accommodate every placement request, and it's rare that the child would be placed in their second-choice school.

Decisions on placement consider various factors, including an already existing connection to a particular school and available space.

For children to enter the district, they must be 5 years old by Aug. 31 and while the district does not screen students for required skills, to help prepare students to enter the district, Schieve said the development of social skills is important.

"We talk
a lot about helping teach kids some of those soft skills," she said. "Play games with them
so that they can feel they can practice taking turns handling frustration, and losing. It's important to learn how to lose and how to compromise."

To build those skills, Schieve said parents should set up playdates
with other children their age so they can learn how to compromise, help them
name feelings and show empathy. 

"Talk them through that," she said. "How could we help make this better, help them learn how to apologize, help
them recognize that sometimes things happen that we can't control.

"Just handling some of those social situations are huge for managing and
navigating kindergarten."

Representing 174 years of classroom experience, seven members of the class of 2023 Kansas Master Teachers were announced this week by Emporia State University.

Among the honorees is Jerry Braun, gifted education teacher at Hays Middle School and High School.

The week also included in-person training for all the sales team and management teams on upcoming product innovations, organizational policies and processes, and conversations with manufacturing partners about the future of agriculture in Kansas and globally.&nbsp;&nbsp;

Dan Byers, LDI Store and Technology Manager, received the prestigious Gerald Funk Award.&nbsp;&nbsp;

The Gerald Funk Award, “Commitment Beyond Measurement,” was created in 2022 to recognize an employee’s dedication to providing LDI customers with a phenomenal experience and service. Gerald Funk, a 14-year member of the LDI sales team, was recognized with the inaugural award for his devotion to customer service, collaboration and positive support of his teammates, and eagerness to continuously learn and improve his knowledge of AGCO equipment and precision agriculture technology. Gerald started his career with AGCO equipment in 1975.&nbsp;&nbsp;&nbsp;

&nbsp;“LDI values integrity, excellence, financial strength and teamwork,” said LDI COO Brent Lang. “Dan has embodied these values and “commitment beyond measurement” in his actions this year and over his many years of dedicated service to our growers, customers, and the LDI team.”&nbsp;&nbsp;

NW Kan. employees among top honorees at LDI Unite Meeting

BUNKER HILL —&nbsp;Research shows more and more families find PBS KIDS programs anytime, anywhere in digital spaces – watching on smart devices and the internet, as well as traditional television.&nbsp; The PBS KIDS 24/7 multicast channel, also distributed as a streaming service, is where many kids in the Smoky Hills PBS viewing area are turning to catch Smoky Hills PBS’s children’s programs.

PBS KIDS programs prepare kids for school and lead them to a bright future, but as more Kansans watch on their own schedule, Smoky Hills PBS is changing its daytime schedule.

Beginning Feb. 27, Smoky Hills PBS’s daytime PBS KIDS programming block will run from 7:30 a.m. to 12 p.m. and then pick up again from 3 p.m. to 5:30 p.m. during the weekdays. 

There will be a block of time from 12 p.m. to 2:30 p.m. for general audience programming.&nbsp; Smoky Hills PBS will start running the Downton Abbey series at 12 p.m., during this general audience block, and then switch over to how-to programs including cooking, travel, and lifestyle programming coming in April.&nbsp;&nbsp;

“Our aim is to meet our audience where they are,” said Betsy Schwien, general manager of Smoky Hills PBS.&nbsp; “Right now, we find that this move will benefit both our youngest viewers and also our adult viewers, bringing them programming in the afternoons that they too can enjoy.”

🎥Kansas lawmakers vote to restrict transgender athletes

ELLIS COUNTY—One person was injured in an accident just after 7:30a.m. Thursday in Ellis County.

The Kansas Highway Patrol reported a 2011 Ford Fusion driven by&nbsp;Aaron M. Gray, 45, Russell, was southbound on Commerce Parkway at Interstate 70.

The Fusion struck a 2018 Ford Escape driven by Roger C. Agnew, 30, Hays, who failed to stop at the stop sign.

EMS transported Gray to Hays Medical Center. Agnew was not injured. Both drivers were properly restrained, according to the KHP.

The United Way of Ellis County ended its campaign just under its goal but will be able to increase funding for its 15 partner agencies.

United Way raised $335,800 during its campaign, which is slightly less than the organization raised last year and less than its $370,000 goal.

Erica Berges, United Way executive director, said the organization increase funding for its agencies by $10,000 for a total award of $280,000 this year.

"The board has been looking at our finances, and we are in pretty good shape," Berges said, "so we decided to up the amount that we are giving this year. We know the partner agencies are facing higher prices like everybody is. We want to make sure we can give out as much money as we can. ...

"With some of the agencies, they are seeing an even higher need for their services than in previous years. That means more work for them and they need more money to provide those services," she said.

Award letters have been sent to the partner agencies, and awards will be publically announced soon, Berges said.

Berges said some large corporations have changed how they are reporting their United Way giving. Large corporations may report local payroll donations to their corporate headquarters, but the local United Way chapter may not know what they are getting until the donations come in.

Berges said she did not want to guess what those donations may be and did not include those estimates in the campaign total.

A Fort Hays State University Leadership 310 class is sponsoring a Dine-Out Day tonight at IHOP to support United Way partner agency First Call for Help.

Funds will be used to support various First Call for Help programs, some of which include a food pantry, diaper pantry, Backpacks for Kids and the First Step Housing program.

Big Give Day Hays, a joint fundraiser for United Way and the Heartland Community Foundation, raised $4,000 on Feb. 13. Proceeds will be split between the two nonprofits.

Thirsty's sponsored a taco bar, and freewill donations were accepted. Nex-Tech was an event sponsor and several local businesses also provided items for a raffle.

The United Way has set its annual golf tournament for June. The organization also will have other events to highlight its partner agencies throughout the year.

"A big thank you to the community," Berges said. "It's so surprising how giving this community is. When we look at some of the other United Ways across the state of similar size, we always surpass them in giving. I want to thank the community for having such a big heart."

🎙 Ellis County United Way misses goal, but still ups agency funding

Two agricultural district rezoning requests and final plats will be voted upon by the Hays City Commission Thursday.

Both requests have previously been unanimously approved by the Hays Area Planning Commission.

An application by Richard Werth of L &amp; M Development, LLC, has been submitted to request a change in zoning from agriculture district to residential suburban district for a tract of land east of the Hays City Airport along Airflyte Drive, near 280th Ave. and Old Highway 40, called Airflyte Acres 2nd Addition. 

The proposed area is outside city limits and there are no plans for annexation.&nbsp;If developed, the area will be served by private utilities. Existing and proposed streets will continue to be maintained by other parties.&nbsp;

Airflyte First Addition, located east of the subject property was platted in 1961, with only half of the plat developed.&nbsp;

An application has been submitted by the Pfannenstiel Family Trust for the final plat of the Heritage Heights Addition, west and northwest of Tractor Supply, 235 W. 48th St., which consists of 27 acres. The applicant has proposed three large lots and two lots for existing residences within the plat. The large lots will be able to accommodate larger industrial type uses. A rezoning request has also been submitted from agricultural district to light industrial district.&nbsp;

Access will be primarily from 48th St. The property is currently not within the city limits of Hays. The need for annexation would be determined upon development of the property.   The property has city water and sanitary sewer nearby, but it would need to be extended in order to serve the property.

City staff is recommending approval of both requests.&nbsp;

Commissioners will also consider awarding a bid for replacing several deteriorated areas of the cart path at Fort Hays Municipal Golf Course.

Reconstruction includes hole #10, hole #18, and the entire front-nine, plus an alternate project to allow small sections of the cart paths to be re-routed to proper locations. 

Low-bidder for all the work is  $444,472.13 by Morgan Brothers, La Crosse.

Other agenda items are related to water with an update on water conservation programs by Hollie Dickman, water conservation specialist and an update on the R-9 Ranch long-term water supply project by Toby Dougherty, city manager.

Gifts made to FHSU’s Kansas Comprehensive Grant Match Fund will specifically impact students at Fort Hays State who are Kansas residents, enrolled full-time, and demonstrate significant financial need. Should donations to this fund total $2.4 million, Fort Hays State could offer nearly $5 million in additional scholarship support. This needs-based grant impacts FHSU students who dream of completing a bachelor’s degree but may not graduate without assistance.

“Need-based student financial aid is one of the most important tools that our state has to keep a college education accessible and affordable for Kansas families,” said Kansas Board of Regents chair Jon Rolph. “The Kansas Comprehensive Grant Match will create opportunities for students across our state to earn a degree and unlock lifelong opportunities. The Kansas Highway Patrol reported a 2007 Kenworth semi driven by Alfredo G.&nbsp;Castelli Gomez, 61, Dodge City, was westbound on Interstate 70 three miles west of the Oakley exit.

Gomez thought a passing vehicle was going to strike him and moved over too far to the right. The semi overturned in south ditch.

Hays man takes Alford Plea in criminal case involving a minor

TOPEKA — House members celebrated a “historic” effort to address the state’s looming water crisis by advancing <a target="_blank" href="https://kansasreflector.com/2023/02/16/kansas-house-committee-advances-bills-to-conserve-water-in-ogallala-aquifer/">a pair of bills</a>
 that would earmark funding for water-related projects and hold 
Groundwater Management Districts accountable for conservation efforts.

The chamber gave first-round approval to House Bill 2279, which deals
 with the GMDs, and House Bill 2302, which sets aside 1.231% of state 
sales tax revenue to support water plans. Both bills received bipartisan
 support.

Water issues have been brought into focus by the unimpeded depletion 
of the Ogallala Aquifer, which farmers have used for decades to irrigate
 crops in western Kansas, and an ongoing drought. The House formed a 
water committee two years ago, but efforts to take meaningful action 
were torpedoed last year by large agricultural interests.

“This is a historic day,” said Rep. Ken Rahjes, R-Agra. ” This is the
 beginning of a journey that many of us have been on for years to get to
 where we are, hopefully secure a funding source for what really affects
 all of us.”

Rep. Lindsay Vaughn, D-Overland Park, said the aquifer will run out 
of water within her lifetime if nothing changes. But, she said, “there’s
 still hope.”

“We’re hoping to address this the Kansas way, through grit and 
compassion, and by bringing all people to the table to address this very
 serious concern, to conserve and sustain the aquifer for future 
generations and for the benefit of the entire state of Kansas,” Vaughn 
said.

Some parts of the aquifer have an estimated 10 or 20 years of water left. <a target="_blank" href="https://kansasreflector.com/2023/02/15/audit-finds-western-kansas-keeps-losing-water-despite-local-efforts/">A state audit found efforts by GMDs</a> to save the aquifer vary widely.

HB 2279 would require GMDs to produce an annual written report on 
expenses and activities, with an explanation of how money was used to 
conserve groundwater and prevent deterioration of the aquifer. GMDs also
 would have to file action plans with state agencies.

Rep. Jason Goetz, of Dodge City, said the legislation will address concerns with transparency and accountability.

“It’s great to see people working together to solve this without mandating a solution,” Goetz said.

HB 2302 would provide about $50 million annually to support water 
projects across the state. It also pays down longstanding debt for 
Milford and Perry Lake reservoirs, and would allow the Kansas Water 
Authority to add 10 full-time positions for engineers, geologists, 
hydrologists, environmental scientists and those with similar areas of 
expertise.

The House planned to take final action on the two bills later this 
week. If adopted, they would go to the Senate for consideration.

In a committee hearing Monday, the chairman, Rep. Jim Minnix, R-Scott City, praised committee members for their historic work.
