The owner of the Home Party Club is hoping to bring back the nightclub scene to Hays with the opening of his new bar.

HPC, 229 W. 10th, as the club will be known, has housed multiple businesses. It was the Home bar, cross-fit center, and most recently the Home Event Center.

Brent Legleiter, 37, a Hays native, wants the business to return to a traditional nightclub, serving alcohol and catering to a crowd who wants to dance.

The building can accommodate up to 5oo people and has three bars. The club has no kitchen, so no hot food will be served.

Two of the bars will be liquor bars. The third bar will offer beer or seltzer-type drinks in bottles and cans. He said he is working to bring in some craft beers in addition to your standard favorites.&nbsp;The club does not have beer on tap.

Legleiter said he and his staff are still working on the cocktail menu but hope to establish some signature drinks.

"We want something, no matter what your taste buds, you will enjoy," he said.

HPC will open at 8 p.m. Thursdays, Fridays and Saturdays, possibly expanding to Wednesday nights. There will be a $5 cover charge for those 18 to 20. There will be no cover charge for those 21 and older.

Thursday nights will be country music nights. Friday and Saturday will be club music, including hip-hop, electronica and remixes. Patrons can choose their music via the jukebox until 10 p.m. when the DJ takes over.

&nbsp;"We don't want to cater to just one genre of music," Legleiter said. "We want to incorporate all genres of music, so everybody can have a great time and nightlife here in Hays."

If the club opens on Wednesdays, they plan to do a be-your-own-DJ night, utilizing the club's jukebox.

The bar has pool tables and dart boards.&nbsp;

Legleiter said he plans on having some local bands, but most of the music will be via DJ.

HPC launched the weekend of Nov. 24 with a soft opening. A grand opening is coming, but a date is yet to be announced.

Legleiter also owns Extra Life Gaming in Hays. He has previous experience working in local bars, including as a DJ at the former Home. He formerly owned the Outer Limits bar in Munjor.

"For the people who have been around in Hays for a while, everybody knows the Home. It had that nostalgic feeling," Legleiter said. "[I wanted to] bring it back. Since we don't really have a full-fledged nightclub like the Rose, Home, the Pink Cadilac, it felt like the right time, especially after the pandemic to bring back the nightclub life to Hays."

Home Party Club brings night club scene back to Hays

Sunflower Electric Power Corporation named Mike Brewer a director and Jeff Moyer an alternate director on the board of directors on Oct. 18, 2023. Brewer and Moyer represent Pioneer Electric Cooperative in Ulysses, Kan., and Southern Pioneer Electric Company, Liberal, Kan.

Each of Sunflower’s six member cooperatives—Lane-Scott Electric Cooperative, Pioneer Electric Cooperative, Victory Electric Cooperative, Western Cooperative Electric, Wheatland Electric Cooperative, and Prairie Land Electric Cooperative—has two representatives elected by local distribution cooperative members. Sunflower’s board meets monthly to strategize on the current and future operation of Sunflower and the best approaches to continue providing its members with reliable wholesale energy at the lowest possible cost.

Brewer has served on the Pioneer and Southern Pioneer boards of trustees for nine years. Previously an alternate director for Sunflower, he succeeded Martie Floyd, who had served as director since 2019.

“It is a privilege and a blessing to represent Pioneer on the Sunflower board of directors,” Brewer said. “The energy industry is facing a period of dynamic changes, and I look forward to working with the board to address the many challenges affecting the power generation industry to ensure Sunflower’s members receive reliable power supply at the lowest cost possible––now and in the future.”

A native of Ulysses, Brewer is a semi-retired, self-employed farmer. After spending two years in the U.S. Army during the Vietnam War, he managed crop and livestock production operations and spent 13 years in the banking industry. In his career, he has also served on past boards of directors for Farm Bureau, Grant County Soil Conservation, Grant County Economic Development, Grant County Hospital, USD 214 School Board, among others. Brewer has two daughters and three grandchildren.

A trustee for Pioneer and Southern Pioneer since 2019, Moyer currently serves as vice president of Pioneer’s board of trustees.

“I am humbled and honored to be appointed as an alternate for the Sunflower board,” Moyer said. “I have learned there is always more to learn, and with the complex and rapidly changing environment of the electric industry, it is paramount we stay vigilant in serving the best interest of our members. Sunflower is such an important part of the success of our region, the communities, and its members, and I look forward to working with a very talented and intellectual group of people to navigate the future.”

Born and raised in Ulysses and a graduate of Dodge City Community College and Kansas State University, Moyer is currently a pilot and aircraft mechanic for Moyer Aviation Inc. In addition to being an active church member and elder, he has served as a Cub and Boy Scout leader for 13 years, where he currently serves as a committee member for the local Boy Scout Troop 186. Moyer and his wife, Artrisha, have three children, Jazstyn, Jett, and Jyntri.

Dr. Peter Laipson, a higher education executive with more than two decades of senior higher education leadership experience, was chosen from a nationwide pool of candidates to lead Fort Hays State University, North Central Kansas Technical College (NCK Tech), and Northwest Kansas Technical College’s (Northwest Tech) <a href="https://hayspost.com/posts/872fe3dc-9a11-4d55-8042-0157823209d0">strategic affiliation initiative</a>.

As the Director of Strategic Affiliation, Laipson will coordinate the efforts of governance and implementation teams from the three institutions currently working to create robust, efficient, and cost-effective solutions that meet the key affiliation goals of delivering market-smart and highly accessible programs and unparalleled student services.

"I am eager to work with all three institutions to help move this initiative forward -- and enthusiastic about the opportunities it will create for the students and communities of rural Kansas," Laipson said.

FHSU President Tisa Mason believes Laipson is the right professional for this challenging role, stating, “Peter’s depth of experience as a higher education leader impressed Presidents Burks (NCK Tech), and Schears (Northwest Tech), the search committee, the Affiliation Steering Committee, and myself. Peter has the right skills and experience necessary to shepherd this very comprehensive and complex affiliation plan to successful implementation.“

Laipson last served as the founding Chief Academic Officer at High Meadows Graduate School of Teaching and Learning in Cambridge, Mass. In this role, he served as part of the senior leadership team that collaborated with the Massachusetts Institute of Technology to create a competency-based graduate program for STEM educators.&nbsp;Prior to High Meadows, Laipson served as Provost and Vice President at Bard College at Simon’s Rock in Great Barrington, Massachusetts.&nbsp;He oversaw&nbsp;all functions of Bard’s residential early college, including the direction of strategic initiatives, fundraising, and management of a $21 million annual budget.

Laipson’s professional experience includes service as the dean of faculty and department chair for History at Concord Academy in Concord, Mass., teaching experience at the college and high school levels, and consultancy work for several college preparatory academies. Laipson currently serves as a Senior Fellow at Mastery Transcript Consortium (MTC), a national and global nonprofit membership organization that helps make mastery learning—or competency-based education—available to all learners.

Dr. Laipson earned his Ph.D. and M.A. in History from the University of Michigan and a B.A. in Religious Studies from Brown University.

They wrapped up
important business for their farm organization after debating and adopting
policy statements for 2024. 

These policies will now become the road map for the
organization during the upcoming legislative session.&nbsp;

🎥 CVB: December is jam-packed with holiday activities in Hays

The annual Thunder on the Plains Car Show is celebrating
another successful event earlier this fall, passing a huge fundraising milestone as they prepare
for a major change in their annual event date.

Every year since 2016, the Thunder on the Plains Car Show
committee has not only put on a car show in Hays but also
worked to raise funds that are then donated to local nonprofit groups. 

“We've grown every year in giving back, and this year, we will have given back over $100,000 to the community,” &nbsp;Thunder on the Plains secretary and treasurer
Jackie Lang said. “We want people to know that we're more than just putting on
a car show. We want to give back to the community.”

Lang said they distributed $3,000 in the first
year in 2016, and that grew to $25,000 in 2022. They will surpass $100,000 donated since 2016 this year.

Thunder on the Plains committee member Shelby Doty said each
year their goal has been to raise more money than the year
before.

Three years ago, they started hosting an auction on the day
of the car show to help raise funds. Lang said they are grateful for all of the
donations that they receive for their auctions.

“We get a lot of things that are donated in kind from our
sponsors,” Lang said. “Doing the live auction has really increased our ability
to raise funds.”

Lang said they have well over 200 sponsors that help support
the car show each year.

“We couldn't do it if we didn't have our sponsors,” Lang said. “There's the sponsors that we can count on every year, just being there
big for us.”

What makes the fundraising efforts even more impressive is
that the committee was made up of just 10 members this year who were able to
put together all of the donations.

This year was also the second year that the group has awarded
scholarships to Ellis County students pursuing a career in the automotive
industry at North Central Kansas Technical College.

Doty said they have awarded five scholarships through the
first two years, and they are excited to present their next rounds of
scholarships in 2024.

On top of the fundraising milestone, the group is also proud
to announce the annual car show has a new permanent home and date after dealing
with changes each of the last few years.

Beginning in 2024, the Thunder on the Plains Car Show will always
be on the second Saturday in June at Municipal Park. This year the show will be on June 7 and 8.

Lang said because there are so many events hosted in
downtown Hays around Municipal Park in September, it was difficult to guarantee
the same weekend every year.

Both Doty and Lang said they believe the change from the
fall car show to the early summer will be a positive move. They said they have received good
feedback.

“We've had really good comments from people,” Lang said. "You're
always going to compete with other car shows. There's always going to be
another car show somewhere. We might lose a few people
depending on what show they prefer to go to. We might gain some people
because we're new to their timelines.”

In 2023, the car show had the most vehicles preregistered
in the event’s history with more than 130.&nbsp; There were about 250
cars, pickups, motorcycles and tractors that attended this year’s event.

The committee members will host the Stars and Stripes Breakfast
on Sunday, Jan. 14 at the Hays VFW to kick off their year, and then they will be
working on fundraising for the 2024 event.

Tickets are available through Thunder on the Plains
committee members.

another successful event earlier this fall, passing a huge fundraising milestone as they prepare
for a major change in their annual event date.Every year since 2016, the Thunder on the Plains Car Show
committee has not only put on a car show in Hays but also
worked to raise funds that are then donated to local nonprofit groups. “We've grown every year in giving back, and this year, we will have given back over $100,000 to the community,” &nbsp;Thunder on the Plains secretary and treasurer
Jackie Lang said. “We want people to know that we're more than just putting on
a car show. We want to give back to the community.”Lang said they distributed $3,000 in the first
year in 2016, and that grew to $25,000 in 2022. They will surpass $100,000 donated since 2016 this year.Thunder on the Plains committee member Shelby Doty said each
year their goal has been to raise more money than the year

 </figure>Three years ago, they started hosting an auction on the day
of the car show to help raise funds. Lang said they are grateful for all of the
donations that they receive for their auctions.“We get a lot of things that are donated in kind from our
sponsors,” Lang said. “Doing the live auction has really increased our ability
to raise funds.”Lang said they have well over 200 sponsors that help support
the car show each year.“We couldn't do it if we didn't have our sponsors,” Lang said. “There's the sponsors that we can count on every year, just being there
big for us.”What makes the fundraising efforts even more impressive is
that the committee was made up of just 10 members this year who were able to
put together all of the donations.This year was also the second year that the group has awarded
scholarships to Ellis County students pursuing a career in the automotive
industry at North Central Kansas Technical College.Doty said they have awarded five scholarships through the
first two years, and they are excited to present their next rounds of
scholarships in 2024.<figure>

 </figure>On top of the fundraising milestone, the group is also proud
to announce the annual car show has a new permanent home and date after dealing
with changes each of the last few years.Beginning in 2024, the Thunder on the Plains Car Show will always
be on the second Saturday in June at Municipal Park. This year the show will be on June 7 and 8.Lang said because there are so many events hosted in
downtown Hays around Municipal Park in September, it was difficult to guarantee
the same weekend every year.Both Doty and Lang said they believe the change from the
fall car show to the early summer will be a positive move. They said they have received good
feedback.“We've had really good comments from people,” Lang said. "You're
always going to compete with other car shows. There's always going to be
another car show somewhere. We might lose a few people
depending on what show they prefer to go to. We might gain some people
because we're new to their timelines.”<figure>

 </figure>In 2023, the car show had the most vehicles preregistered
in the event’s history with more than 130.&nbsp; There were about 250
cars, pickups, motorcycles and tractors that attended this year’s event.The committee members will host the Stars and Stripes Breakfast
on Sunday, Jan. 14 at the Hays VFW to kick off their year, and then they will be
working on fundraising for the 2024 event.Tickets are available through Thunder on the Plains
committee members.

to share an exciting second-chance match opportunity with its friends and
supporters. 

The Patterson Family Foundation, known for its impactful
philanthropy, issued a generous match challenge to rural community foundations
in Kansas in 2023, offering up to $70,000 in matching dollars. 

During Match Month last February, the Heartland Community
Foundation successfully raised an impressive $59,098 in Ellis County, a
testament to the incredible community spirit that thrives in the area. We have
recently discovered that we have a second chance to capture the remaining
$10,902! But we have to do it before the New Year!

"This second-chance offer is an unexpected opportunity
for us to secure the remaining $10,902 from the Patterson Family Foundation.
It's a chance we don't want to miss!" said Sarah Meitner, executive
director. 

All donations received will go to the Ellis County Legacy
Fund, our permanent community endowment. 

This impact fund supports a wide range of community causes,
including youth programs, senior services, arts and culture, parks, healthcare,
and more. Each donation, regardless of size, leaves a lasting impact on the
community, positively affecting the lives of those who call it home. During
Match Month last February, the Dane G. Hansen Foundation matched donations to
HCF with $2-for-every-$1 donated, up to $50,000. The Patterson Family
Foundation announced in March, after Heartland completed its Match Month
campaign, that it was sweetening the offer to community foundations with a
$1-for-$1 match of its own, up to $70,000! 

We were able to qualify for match dollars with a retroactive
application but didn’t have the opportunity to promote the offer from the
Patterson Family Foundation. Until now! 

Rooks County and Trego County each raised more than $70,000
to capture all of the match dollars available; the second[1]chance
opportunity only applies to Ellis County. 

“What you’re seeing is an investment from the Dane G. Hansen
Foundation and the Patterson Family Foundation into the community foundations
because of the important role that community foundations play for the future of
the areas served,” Meitner continued. “We thank them for this incredible offer
and considerable investment into Ellis, Rooks, and Trego County -- especially
the chance now to capture the remaining $10,902!”

Community Foundation's annual Match Month campaign in February, which plays a
vital role in overall grantmaking efforts.

Victoria Coalition to host Holiday Home Tours to benefit St. John's Place

The Community Assistance Center was in need of shopping carts to assist clients without a car in transporting canned goods and heavier food items home.

They have had carts in the past; however, due to age and use, there were only a few carts in service, and the center was in need of more.

The center assured Women Who Lead, an Ellis County nonprofit led by women, they were mindful of who was given a cart, noting one lady had her cart for more than five years.

If a client moves or circumstances change, the cart is returned to the center. 

 Women Who Lead donated 10 new carts to help alleviate the problem.

Members of the Women Who Lead donated 150 toys to the Toys for Tots program with the assistance of Thirsty's in Hays.

🏀🎥 Indians host Manhattan in regular season home opener

The High Plains Mental Health Center Governing Board is pleased to announce Craig Poe has been appointed as the next executive director. Long-time administrator Walt Hill has announced plans to retire in early 2024 following 45 years of dedicated service. Poe is expected to assume administrative duties effective Jan. 1.

Poe comes to HPMHC from Pawnee Mental Health Services, the Community Mental Health Center serving 10 counties in north-central Kansas, where he serves currently as chief operating officer. He is a sixth-generation Kansan with deep family ties to Northwest Kansas. “From the successful implementation of the region's crisis stabilization center to the early adoption of telehealth technology – under Walt’s direction, High Plains Mental Health Center is widely acknowledged for its innovation and leadership,” Poe said. “I’m deeply grateful to Walt for laying the foundation for this transition and excited for the opportunity to build on his leadership success as we move forward at High Plains.”

Poe has had senior management roles in multiple industries. Previous positions include regional sales manager in the water filtration industry, followed by a general manager role with Coleman Worldwide Moving. As he developed his business skills, Poe gravitated toward human resources and became HR director for Midwest Concrete Materials.

Over time, Poe said he came to realize many employees turned to HR professionals seeking counsel and support when facing personal or family hardships. In this role, he experienced the honor and unexpected responsibility of assisting employees — or their families — in the course of life’s most extreme challenges. This experience left an indelible imprint, giving him experience in the challenging work of assisting others in troubling times.

As he honed his skills in conflict management, mediation, and mentoring, Craig transitioned to community mental health, inspired by his respect and admiration for those in this field. As the COO of Pawnee Mental Health, and the future executive director of High Plains Mental Health Center, Craig said his experience informs everything he does, reminding him why we do what we do to serve others.

New executive director appointed for High Plains Mental Health Center

The Fort Hays State University FHSU LDRS 310 team, consisting of Derek Mesa, Lauren Stallbaumer, Jackson Piper, and Milton Guzman, raised $2,502.53 for First Call for Help. Their event was called “First Call to Ball." It was held at the Hays Recreation Commission, which donated the space for the event.

There were 20 local businesses that donated or sponsored a team for the event. We had eight teams register, each with anywhere from three to five players on the team. 

All the money raised will mostly go towards our food pantry, but also some of it towards our hygiene stash. 

We have just recently become members of the Kansas Food Bank so each month/quarter we will order food from them, and they will deliver it to Hays. This membership was needed because on donations alone, we were no longer able to meet our clients’ needs. 

We are so thankful to our LDRS 310 team and their instructor, Seth Kastle, for allowing us to present our project idea to his class.

$2,500 raised for First Call For Help by FHSU Leadership 310 group

By JOHN P. TRETBAR Eagle Communications Crude prices continue their losing streak. The near-month Nymex contract for light sweet crude dropped below $74 for the first time in two weeks. London Brent fell below $79 by lunchtime Monday.

Kansas Common closed out the month of November at $66.25 per barrel at CHS in McPherson. The average price for the month is a fraction below $67.60 per barrel ($67.592) , a five month low. That's down nearly eight dollars from October, and about seven dollars less than the average in November of last year. Prices in McPherson dropped another two dollars on Friday to start the week at $64.25 per barrel.

Regulators report 100 new intent-to-drill notices across the state last month. That's 1,288 so far this year, down more than 300 from a year ago. A search of the Kansas Corporation Commission Web site returns five new intents in Barton County, six in Ellis County, and three in Russell County.

The weekly Rotary Rig Count from Baker Hughes on Friday was up five oil rigs and down one gas rig for a total of 625 active drilling rigs nationwide. The count in Texas was up three rigs over the week before.

The Kansas Rig Count from Independent Oil &amp; Gas Service is down three in eastern Kansas to 16 active rigs. The tally west of Wichita dropped by one rig to 23. The weekly total is down more than nine percent from last week.

Independent Oil and Gas Service reports 38 newly-completed wells since last week. There were four in Ellis County, out of 29 in Western Kansas. That's 1,589 so far this year, or about 124 more completions than at this point last year.

Kansas regulators okayed 16 new drilling locations across the state, with nine in western Kansas including one in Russell County.

U.S. Crude production reached another all-time high last week, marking the fifth weekly tally this year to break the record. The Energy Information Administration reports domestic operators pumped of 13,239,000 barrels of crude oil per day, an increase of 25,000 barrels per day from a week earlier, and more than a million barrels a day greater than the same week a year ago. 

Energy Information Administration reported a 1.6 million barrel increase in U.S. crude inventories. The total rose to 449.7 million barrels as of November 24, which is slightly higher than the five-year average for this time of year.

The government says imports averaged 5.8 million barrels per day, down nearly 700-thousand barrels per day. Average imports over the last four weeks are less than one percent higher than during the same four weeks last year.

More output cuts are on the way from the OPEC-Plus oil exporters. Saudi Arabia will reportedly continue its voluntary million-barrel reductions and the group's other members are promising to chip in with more voluntary cuts totaling another million barrels per day.

Some of the biggest players in the Permian Basin, including Occidental Petroleum, Concho Resources, and Diamondback Energy, have come out against a proposed nuclear waste facility in southeast New Mexico. The companies signed on to a letter from the Permian Basin Coalition to oppose the temporary storage facility proposed by Holtec International. The letter by U.S. Senior Senator Martin Heinrich argues against moving the nation's nuclear waste to the proposed temporary facility before a permanent facility is approved.&nbsp;&nbsp;

News from the Oil Patch: U.S. weekly output breaks record for 5th time this year

TOPEKA – Today, Secretary of State Scott Schwab announced
the kickoff for the first statewide election in 2024, the Presidential
Preference Primary (PPP).

Last week marked the first important deadline of the March
19, 2024, Presidential Preference Primary when the Republican and Democratic
parties notified the Secretary of State’s Election Division that they would be participating
in the preference primary. The PPP replaces caucuses that parties had conducted
in recent years to determine how delegates to the national conventions would be
allocated.

Earlier this year, the Kansas Legislature authorized the
state-run PPP, which had only been used in Kansas in 1980 and 1992. Our office
worked with the legislators to ensure that funds are allocated to reimburse
counties for the cost of the primary.

“Although Kansans are not used to voting in March for a
Presidential Preference Primary, it is equally important to participate in this
electoral process,” Schwab said. “I encourage voters to exercise their right
and participate in this unique election, this will be the third state-run PPP
in Kansas history.”

This election is nontraditional -- the timelines and
statutes governing this election vary from a normal primary or general
election. For instance, there is no three-day grace period for any mail-in
ballots following election day.

Secretary of State announces kickoff for first statewide election in 2024

Alcoholic beverages purchased from participating businesses may now be consumed within the confines of the newly created Common Consumption Area of downtown Hays.&nbsp;

The district encompasses 7th to 13th Streets, Oak to Fort, and 9th to 10th Streets from Fort to Ash. It is open year-round from 6 a.m. to 2 a.m.&nbsp;

Hays city commissioners <a href="https://hayspost.com/posts/551fb23f-78c3-4025-9f13-2f531caa1d44">approved the concept on Aug. 24</a> after several&nbsp; discussions during earlier work sessions.&nbsp;

City staff then worked with the Kansas Department of Revenue Alcohol and Beverage Control to purchase the $100 one-year state permit for Hays as well as requirements for marking the area's boundaries.

"It's what I call 'signs and lines'," said Collin Bielser, deputy city manager.&nbsp;

"We have (green and red) signage on stop signs, utility poles, and sidewalk decals, utilizing as much existing infrastructure as we were allowed."

There are also painted messages across roads and alleys indicating an entrance to or exit from the common consumption area.&nbsp;&nbsp;

The installation work was done in-house.&nbsp;

The city's permit must be displayed within the district. It's been placed in the shadow box at the downtown pavilion.&nbsp;

Letters from the city finance department were sent to approximately 100 downtown businesses notifying them the district is now live.

Businesses that do not sell alcohol retain the right to decide whether allow&nbsp; alcoholic beverages on their property.&nbsp;

Those businesses that sell alcohol and are located in or adjacent to the district can apply for a permit to participate in the common consumption area.&nbsp;

My business will respect that," Musil said.&nbsp;"We will train our employees to respect the businesses that don't want drinks in their stores. I can certainly understand that. We're going to do everything we can to be nice to our neighbors and hopefully everybody else will too."Businesses participate in the district by applying through the state. The information is forwarded to the city which does not charge a participation fee.&nbsp;Bielser said he expects other businesses to soon follow the lead of the Paisley Pear.&nbsp;Prior to a change in Kansas law early this year, city streets had to be shut down to traffic if alcohol was to be carried or consumed in public. "Common consumption areas have been talked about by past city commissioners, but closing city streets is something that kind of deterred from actually implementing it," Bielser said."But now that you don't have to have that, the city commission felt it would enhance the downtown area as an entertainment venue when we have art walks, Brews on the Bricks, events like that."&nbsp;&nbsp;Non-profit organizations may also choose to participate in the common consumption area for special events but must&nbsp;be located in or adjacent to the district, have a temporary liquor permit issued by the state and have an approved application to participate in the district.A link to the city's information page about the common consumption area is available<a href="https://www.haysusa.com/898/Common-Consumption-Area"> here</a>.&nbsp;"I greatly appreciate the education piece that we've added to the website," said Alaina Cunningham, commissioner.&nbsp;"I think that's valuable to patrons so they can try to understand and avoid any ticketing potentially."
