Three-day weather outlook

For the fourth consecutive year, First Care Clinic was recognized as a 2023 Health Center Quality Leader, ranking among the top 10 percent of health centers in the nation for best overall clinical performance. These Health Resources and Services Administration (HRSA) badges are awarded each year to health centers that have made notable quality improvement achievements in the most recent Uniform Data System (UDS) reporting period.

First Care Clinic CEO, Eric Flax stated, “To be recognized as a Quality Leader is quite an achievement. It requires our staff to consistently deliver high-quality, patient-centered care day in and day out. Recognition such as this does not happen by accident, and the fact that First Care has been recognized as a Quality Leader for several years in a row proves that. Our staff takes pride in the care we provide our patients, and they deserve all the credit for this accomplishment!”

First Care Clinic was also named National Quality Leader in Heart Health, which is given to the top 1 to 2 percent of all health centers that reach goals in heart attack and stroke prevention in patients. These goals include the use of aspirin when appropriate, blood pressure control, cholesterol management, smoking cessation and prevalence reduction, and reductions in daily sodium use and physical inactivity.

This year, First Care Clinic was one of only seventeen HRSA-supported health centers in the nation to earn the first-ever National Quality Leader in Cancer Screening. This badge highlights health centers’ key role in providing potentially life-saving access to breast, cervical, and colorectal cancer screenings. Awardees met two or more of the Healthy People 2030 targets for breast, cervical, and colorectal cancer screenings.

Oscar Mayer first launched the Wienermobile in 1936 during the Great Depression, according to the company's website.

WICHITA — A former northwest Kansas U.S. Postal Service workers was sentenced Wednesday to 24 months of probation for criminal conduct related to her employment.

According to court documents, Tammy L. Frink, 50, of Beardsley, pleaded guilty to one count of opening mail by a postal employee.

On Sept. 21, 2022, Frink, while working at a post office in McDonald, opened a sealed greeting card destined for an address in Missouri. Frink did not have authority or permission to open the piece of mail.

Frink was ordered to serve 60 hours of community service and pay a total restitution of $1,686 with the U.S. Postal Service receiving $1,075 and $611 to five individuals who were victims in other instances of mail theft linked to Frink.

"This sentence represents our commitment to work with our law enforcement partners to maintain the integrity and trust in the U.S. mail," said Ryan Petry, acting special agent in charge, United States Postal Service Office of Inspector General, Central Area Field Office.&nbsp;

"The majority of postal employees are hard-working pubic servants dedicated to moving mail to its proper destination. The USPS OIG, along with the U.S. Attorney's Office, remains committed to safeguarding the U.S. Mail and ensuring the accountability and integrity of U.S. Postal Service employees.

The United States Postal Service Office of Inspector General investigated the case.

Assistant U.S. Attorney Matt Treaster prosecuted the case.

Former northwest Kansas postal employee sentenced for opening mail 

SALINA – Catholic Charities introduces Jessica Allen as the new director of development.

Allen, a dedicated Catholic Charities Ambassador since 2021, brings a wealth of experience and passion for service to her role.

Beyond her professional achievements, Jessica has also demonstrated an extraordinary commitment to community service. For the past 15 years, she has been a dedicated volunteer with the Love, Chloe Foundation, embodying the spirit of philanthropy and compassion. 

Alongside her husband Matt and their four daughters, Jessica also actively participates in the St. Elizabeth Ann Seton Catholic Parish in Salina. 

"We are thrilled to welcome Jessica Allen as our new director of development. Her dedication to service, coupled with her impressive professional background, makes her an invaluable asset to our organization," said Megan Robl, executive director. New development director introduced at Catholic Charities

The city of Victoria in the coastal plains of Texas is home to a beautiful Catholic cathedral and tradition-rich football.

It’s hard to compare that Texas city with Victoria, Kan., whose “Cathedral of the Plains” actually was raised to the status of a minor basilica in 2014.

But when it comes to spinning tales of their town’s success in high school football, Victoria, Kan. (population 1,150) can definitely share bragging rights with cities as large as Victoria, Texas, a city of 65,000-plus just 50 miles from the Gulf of Mexico.

In fact, “our” Victoria – smack dab in the midst of land-locked rural Kansas – more represents the small town on which the book and movie “Friday Night Lights” were based than does the metro area of Victoria County, Texas.

That popular sports film was based on a true story from the 1980s. When the film was released in October 2004, Victoria High School (the Kansas version) was well on its way to winning its first eight-man state football title.

The Knights went on to claim three more state championships during the next 11 years and are currently enjoying a season that has taken them deep into the 2023 playoffs, cementing their legacy in Kansas eight-man football.

But ask anyone associated with the Knights in the 1980s, and they will tell you that the tradition of winning football state championships began long before the calendar turned over to 2000.

Victoria rode the momentum of its first state football title in 1981 – when it won the Class 2A, 11-man division – to two more championships in 1985 and ’88.

Several players and coaches from the teams of the ‘80s still live in the area and remain supporters of the Knights today. Some will take to the road to Dighton for Friday’s sectional game or tune in to the radio broadcast on KFIX Eagle Radio 96.9 FM.

Numerous players from the ’80s showed up for a reunion in their hometown last month to watch some outstanding high school football – and reminisce.

Members of those first three state championship teams were honored at halftime of the Friday night game, then gathered at one of the former players’ garage afterward. They were back together again Saturday night at the local VFW building for a supper and more storytelling.

Chris Windholz had the distinction of playing on a state championship team (1988) and serving as the head coach for the first eight-man title team (2004).

Some made the trip from all across Kansas – and even several other states – for the reunion. And Doug Moeckel, head coach of the 1985 and ’88 teams, came in from Topeka.

“We just felt so much support and didn’t want to let our school or our city down,” David Younger said of the Knight squads that followed the 1981 team.

Younger, who now lives in Windsor, Colo., was a fifth-grader that year and was a freshman on the 1985 title team before starting as a senior on the 1988 squad.

“I’ll always remember the camaraderie among us,” Younger said. “It was special.”

Rod Goetz (1981 team), who still lives in the Victoria area, agreed. He told how he and his classmates decided to trade partying for working out the summer before their senior season.

“We got a lot closer that summer, and I think it really made a difference in the fall,” he said. “After working out, we would go out to eat out together and all got along really well.”

Two players from that team even roomed together growing up.

Twin brothers Stan and Stuart Dome both stayed around Ellis County after graduation and still support the Knights.

Some players and coaches gave talks at the Saturday dinner. They and others in the crowd got emotional as they relived their glory days.

“You guys taught us the things that make us the men we are today,” Stan Dome told the coaches present.

Bob Leikam, who scouted opponents for the 1981 team and was a long-time teacher in Victoria, said the feeling of appreciation was mutual.

“People ask me what’s so special about Victoria,” Leikam said. “It’s hard to put into words, but it is special. I spent 33 years here, because I wanted our children to grow up with you kids. I’m thankful to have been a part of it.”

Each team had something different to talk about.

The 1981 team will always be remembered for a fake-punt play in the championship game that ultimately gave the Knights the momentum en route to upending previously unbeaten Frontenac to finish with a 12-1 mark.

The 1985 team started the season 2-4 before reeling off seven-straight wins – the last two by 8-6 scores, outlasting Centralia on a snowy field in the title game.

And the 1988 squad went undefeated to finish 13-0 (including four shutouts) while outscoring its opponents 394-107.

“It takes a lot of luck to win it all, but that’s not the main thing,” added Jerry Brungardt, an assistant coach for all three of the state championship teams in the ’80s. “It’s the character of people that floats the boat.”

An online description of the heart of Texas high school football is “a celebration of unity and community pride, where towns and cities come alive on game days, rallying behind their local teams. The fervor and passion surround each matchup of Texas high school football are unparalleled.”

Stan Dome, for one, would beg to differ on that last sentence.

“I remember back then, we often had a larger crowd for our away games than the home team,” he said. “It was something we’ll never forget.”

That senior season meant so much to the Dome brothers that they later had clocks made with a photo of them standing by the state championship trophy.

“That clock is still hanging, too,” Stan Dome said, “and it still keeps good time.”

Good times continued long after that special 1981 season. Several players from that first state title team had relatives later win state championships in either 11-man or eight-man.

One of those was Dave Kisner, whose younger brother, Jeff, was a member of the 1985 team. Jeff’s two sons also get to experience the joy of winning it all, too, during the Knights’ eight-man state championship runs.

“It was such a wonderful ride,” said Jeff’s wife, Janine, who also grew up in Victoria. “… great memories.”

The Knights of the 2020s hope to make more good memories.

If Victoria (8-1) beats Dighton (6-4) Friday night, it will advance to the sub-state championship round. Because of the east-west formula for the playoffs, the sub-state site won’t be determined until the conclusion of the Minneola-Coldwater sectional game. The state championship game is set for Nov. 25 in Newton.

Stay tuned. If all goes as planned, the Knights will be making a road trip on Thanksgiving weekend.

The Victoria USD 432 school board race ended Tuesday night with four new members being added to the board of education.

Four spots were up for election on Tuesday with Mathew Orr, Brenton Hoffman, Haley Gagnon and Terry Dinkel securing the highest number of votes.

<a href="https://hayspost.com/posts/c3308acd-0982-4e55-8fa4-678d8f2568af">Mathew Orr</a>, vice president of Operations for Hess Services, received 188 votes. Orr is a Victoria City Council member and is hopeful to help the Victoria area.

“ I took the opportunity to step over in an area where I think I can best benefit the community,” he said. “I don't particularly have any larger and grander aspirations other than helping our kids in the school district and keeping our community strong.”

The Ellis County canvas will be at 8 a.m. Tuesday. At that time the county canvas board will consider provisional ballots and any mail-in ballots postmarked by Election Day.

Bobbi Dreiling, Ellis County Clerk, said there were about 50 provisional ballots received across the county on Election Day.

Sponsorships now open for 36th-annual Ag Appreciation Dinner by Hays Chamber

Nothing like history conferences to tug old knowledge from the brain’s dark recesses and shake it up with fresh concepts. 

Recently, Trego County Historical Museum hosted the annual Smoky Hill Trail Conference. Organizers assembled stellar presenters to inform, entertain, and intrigue member’s interests.

I loved all the presentations, but one literally caught my eye. Denver historian Wes Brown has spent a lifetime collecting old and rare maps, several pertinent to this region and the trail that crosses it. He shared these, supplementing his visuals with details regarding development of what became Colorado and Kansas.

Those original maps paired with fellow attendee Jim Mayhew’s map tied into an article I wrote long ago. Add a recent trip across western Kansas and eastern Colorado and my overfull brain reeled as history leapt to life. Anyone who finds Kansas boring needs to study it and compare old maps to their current atlas.

The article mentioned focused on how the Arkansas River that flows across southern Kansas marked an international border. At the time I wrote that piece, this concept surprised several readers. 

Originally, this waterway separated U.S. territory from Spain, which acquired the region the Arkansas flowed across as a result of the Adams-Onis Treaty (aka the Florida Purchase Treaty) of 1819. This agreement added Florida to U.S. territory and established an official boundary. It designated the Arkansas River as part of the border between America and New Spain. Spain, intent on supplementing its coffers, protected trade in her new world territory and discouraged entrepreneurs willing to travel from Missouri to Santa Fe.

In short time, Mexico declared independence from Spain and successfully won the resulting war in 1821. Mexico encouraged cross-border trade relationships that made the Santa Fe Trail a successful exchange route beginning in 1821 with William Becknell’s delivery of goods.

While this victory over Spain changed Mexico’s government and its trade relationships, the established border remained until 1846, when the U.S. defeated Mexico in the Mexican-American War and annexed Texas. 

While I’d read text books that depicted modern illustrations of this border, seeing nearly 200-year-old maps with a sharply-defined river and its contributing streams combined with a different era’s terminology made it real versus theoretical.

One of those 19th century maps identified Territorial Kansas, revealing that it extended from the Missouri River to the Continental Divide. It showed physical attributes like waterways and mountain ranges but unlike today’s maps, few human settlements existed. As a result, this map’s clearly labeled Bent’s New Fort located north of the Arkansas River stood out like a beacon on the prairie.

After we recently visited that still isolated region, I reflected on how minor details like the Kansas-Nebraska Act and statehood prevented Old and New Bent’s Forts from becoming Kansas historical destinations. This map validated such thoughts. I also considered how including the Front Range with its traffic, cities, and industry would alter the world perception of western Kansas.

Seeing some of Mr. Brown’s map collection and listening to his presentation breathed life into history. It demonstrated how primary sources vividly link present to past. The people who created these documents are long dead, but their work lives when historians share.

KDWP and a team of partners from the U.S. Fish and Wildlife Service, Conservation Science Global, Evergy, and private landowners are confident data derived from the study will help wildlife managers and developers better address potential conflicts between bald eagles and development infrastructure, as well as further the scientific community’s understanding of bald eagle ecology in the central Great Plains.

Research on Kansas bald eagle populations began in 1989 with the first contemporary documentation of an active bald eagle nest at Clinton Reservoir in Douglas County. Since then, approximately 299 nesting territories have been reported to the U.S. Fish and Wildlife Service and Kansas Biological Survey. And, new nesting territories are reported each winter and spring, indicating good population prospects for the species in Kansas.

“For 34 years, conservationists have done outstanding work documenting breeding activity and population expansion across the state,” said KDWP terrestrial ecologist&nbsp;Zac Eddy. “Having said that, little-to-no research has been completed on the ecology of the species. So, we still know very little about eaglet survival, seasonal range size, landscape and airspace use, and response to anthropogenic development or man-made structures in our state. With this research study, we aim to change that.”

Most recently, researchers affixed identification bands and GPS telemetry backpacks on an additional 15 bald eagle nestlings hatched this year in Barton, Stafford, Kingman, Reno, Chase, Morris, Geary, and Pottawatomie counties.

The process to complete this field work includes:

• Identifying successful nests, which will have eaglets aged 7 to 9 weeks old at the time of capture. Nests are accessed by experienced tree climbers or by use of bucket trucks.&nbsp; • Capturing the eaglets in their nests and lowering them to the ground.&nbsp; • Taking morphometric measurements – or measurements of the bird’s size, shape, and length – to estimate age and sex of the birds&nbsp; • Attaching identifying leg bands to each leg&nbsp; • Obtaining blood and feather samples for genetic and environmental contaminant testing&nbsp; • Fitting GPS telemetry backpacks to each bird before returning them to their nests.

The GPS telemetry units – powered by onboard solar panels and lithium-ion batteries – began collecting data as soon as the nestlings left their natal nests.

“The units collect timestamped data points documenting location, altitude, heading, and speed at intervals of 3-5 seconds in flight and 15 minutes at roost,” added Eddy.

Continued data collection will offer researchers a robust assessment of juvenile eagles’ seasonal ranges and airspace use in the context of topography, weather, land cover, and energy infrastructure, while potentially allowing conservationists to document their movements from the time of fledging through establishing nesting territories of their own.

Since then, approximately 299 nesting territories have been reported to the U.S. Fish and Wildlife Service and Kansas Biological Survey. And, new nesting territories are reported each winter and spring, indicating good population prospects for the species in Kansas.“For 34 years, conservationists have done outstanding work documenting breeding activity and population expansion across the state,” said KDWP terrestrial ecologist&nbsp;Zac Eddy. “Having said that, little-to-no research has been completed on the ecology of the species. So, we still know very little about eaglet survival, seasonal range size, landscape and airspace use, and response to anthropogenic development or man-made structures in our state. With this research study, we aim to change that.”Most recently, researchers affixed identification bands and GPS telemetry backpacks on an additional 15 bald eagle nestlings hatched this year in Barton, Stafford, Kingman, Reno, Chase, Morris, Geary, and Pottawatomie counties. The process to complete this field work includes:• Identifying successful nests, which will have eaglets aged 7 to 9 weeks old at the time of capture. Nests are accessed by experienced tree climbers or by use of bucket trucks.&nbsp; • Capturing the eaglets in their nests and lowering them to the ground.&nbsp; • Taking morphometric measurements – or measurements of the bird’s size, shape, and length – to estimate age and sex of the birds&nbsp; • Attaching identifying leg bands to each leg&nbsp; • Obtaining blood and feather samples for genetic and environmental contaminant testing&nbsp; • Fitting GPS telemetry backpacks to each bird before returning them to their nests. The words “holiday” and “healthy” usually aren’t found together, especially when it comes to food. Indulgent treats and drinks are a tradition for the holiday season, and they should be enjoyed! People are brought together around meals to celebrate, create lasting memories, and connect with others. 

However, the holiday season can be a difficult time to maintain good health, and many find weight management a challenge during the winter months. 

Many assume this is because of high-calorie foods, but many other factors play into winter weight gain. People are less active, tend to drink more alcohol, and some have irregular circadian rhythms. All these obstacles can result in unwanted weight gain, and this is why it’s important to learn how to make a health plan for the winter months.

One of the most important ways to stick to your health plan is to get into a routine before the gatherings begin. 

Creating a healthy eating plan, exercise regimen, and sleep schedule are all important to start before you relax for the holidays. Once a healthy lifestyle is a habit, it is much easier to get back on track after the holiday season.

If you are looking for more tips related to holiday health, the Great Bend Activity Center will host an event called "Focus on the ‘Stars’: Cooking Healthy for the Holidays" on November 15 at noon. Key topics will include ingredient substitutions, indoor physical activity, and leftovers. Finally, those who join will get to sample a healthy take on a holiday treat!

The Hays USD 489 school board race ended in a tie for the fourth and final spot on the school board.

Four spots were up for election on Tuesday. The top three vote-getters were <a href="https://hayspost.com/posts/0ef676f6-e0ff-4a1c-b697-d9f74d3d7649">Derek Yarmer, physician</a>; <a href="https://hayspost.com/posts/7acb9e0e-4c56-4e6f-a618-4312a49cd922">Allen Park, retired USD 489 administrator</a>; and <a href="https://hayspost.com/posts/4f225559-3a1c-4499-af0d-d0c7affa85a1">Ruth Ruder, bank vice president</a>.

<a href="https://hayspost.com/posts/74087102-4ca2-4d13-89e0-5ddd64e94d6f">Jayme Goetz</a>, Fort Hays State University instructor, and <a href="https://hayspost.com/posts/d484e173-9cdf-49f3-b7fa-5effce503aab">Craig Pallister</a>, retired Hays Middle School principal, are tied for the fourth and final spot on the board with 1,486 votes each.

That race will likely be decided during the canvas at 8 a.m. Tuesday, Nov. 14.

At that time any mail-in ballots postmarked by Election Day and any provisional ballots will be considered by the canvas board.

There were about 50 provisional ballots cast on Election Day from all polling locations, Bobbi Dreiling, Ellis County Clerk, said.

Goetz would be new to the board, and Pallister has served one term on the board.

Pallister said he did not want to comment at this time.

Goetz said, "Craig Pallister is very knowledgeable. To lose to him would not be a loss at all to the district. Other than that, it’s just a waiting game."

Yarmer and Ruder will be new to the board. Park will begin his second term in January.

Yarmer said Tuesday night he thought people wanted a change, and the vote reflected that.

"I think I campaigned on fiscal responsibility and getting our schools built on time and on budget," he said.

Park said, "I'm honored and excited to serve another four years for USD 489."

"We have an awesome responsibility and an awesome opportunity to make a difference for the kids in our community," he said.

As he enters his second term he said he wanted the board to further involve the community and work to make information available to the community.&nbsp;

"I think we did a good job during the bond of getting information out to the public," he said. "I think we can do a better job of getting information out to people so people are not in the dark, and people can ask questions and get answers to those questions."

Ruder said on election night she was excited and shocked.

"I can't wait to work with all of the other board people that are there now and look forward to working with the administration and teachers and working for the kiddos," Ruder said. "I'm very excited to move forward."

The winning candidates will take their seats in January.

Other candidates who ran included David Clingan, James Feyerherm, Dennis Wilkie, Lori Hertel and Duff Watson.

Only 4,468 voters (22.68 percent of registered voters in Ellis County) voted in Tuesday's election.

Hays USD 489 BOE race in tie for fourth spot; two newcomers to join board

 </figure>By BECKY KISER Hays PostAll three incumbents running for Hays city commission were re-elected Tuesday.&nbsp;Top vote-getter with 31 percent of the ballots was Mason Ruder, who will serve a four-year term."I was shocked," Ruder said in an interview Tuesday after the ballots&nbsp; were tabulated in the Ellis County Administrative Center, 718 Main."It's so important people get out and vote because a lot of the decisions we make here affect [residents] almost immediately."For the people to have faith in me, they think we're on the right track," he said. "Let's keep growing Hays. We have a lot of work to do."&nbsp;&nbsp;<figure>
