TOPEKA&nbsp;– Lieutenant Governor and Secretary of Commerce David Toland announced $380,000 has been awarded to 40 Kansas counties, including Ellis County, in the first round of Rural Opportunity Zone (ROZ) Local Marketing Grants.&nbsp;

The funds are intended to help counties market the unique ROZ financial incentives available to new residents: Student loan repayment assistance and/or 100% state income tax credit.

Counties that have annually contributed and supported the matching requirement of the program will receive between $5,000 and $15,000 to better support and promote their program. Funding will assist the counties and local partner organizations as they develop customized marketing strategies best suited for their community.

“There is not a one-size-fits-all solution when effectively marketing what each unique Kansas community has to offer its residents,”&nbsp;Lieutenant Governor and Secretary of Commerce David Toland said.&nbsp;“The ROZ marketing grant will provide support to showcase each community’s potential to be that perfect place for someone relocating to Kansas.”

Awarded funds can be used for initiatives such as:

• Creating or improving a community’s ROZ marketing approach to highlight the opportunities for relocation. • Creating a new promotional relocation video. • Supporting a talent recruitment campaign at colleges and universities

“These new funds are intended for sponsoring counties and local partner organizations to allow for their creativity to flow and focus on how to effectively highlight their communities,”&nbsp;Director of Office of Rural Prosperity Trisha Purdon said. “Communities now will have the financial resources to market their rural communities to people looking to move to rural Kansas. I’m thrilled to see how each county promotes their town and everything it has to offer.”

Ellis, northwest Kansas counties receive monies for Rural Opportunity Zone marketing

August is National Breastfeeding Month, and the&nbsp;<a href="https://www.facebook.com/profile.php?id=100064626344476">La Leche League of the Western Plains</a><a href="https://www.facebook.com/profile.php?id=100064626344476" target="_blank">,</a>&nbsp;along with the&nbsp;<a href="https://www.facebook.com/groups/1586943164889168" target="_blank">Ellis County Breastfeeding Coalition,</a>&nbsp;is inviting mothers, mothers-to-be and their supporters to a breastfeeding awareness event from&nbsp;10 to 11 a.m. on&nbsp;Aug. 14 in Massey Park, 17th and Allen, Hays.&nbsp;Refreshments will be served.

"Moms need lots of support, even experienced moms," said Monique Koerner, family and community wellness agent, Cottonwood Extension District and co-leader of the La Leche League of the Western Plains.&nbsp;

"I've worked with moms who have successfully breastfed three babies. But then there is the fourth one—something is different and more difficult with this baby."

Local La Leche League meetings are held at the Hays Public Library every second Wednesday of the month at 10 a.m.

"To be able to sit next to another mom, along with experienced and trained leaders who've gone through it themselves, is very helpful," Koerner said.

Co-leader of the group is Natalie Oborny, Hays.&nbsp;

Breastfeeding information is an important part of prenatal education for pregnant women, Koerner said.

"We have a different informal topic at each meeting. If a mom comes in with a specific question, we start with that. La Leche League helps all moms," she said.

Often, the focus is on reminding moms to take care of themselves.

"It's a support group with mental health awareness and social-emotional benefits, all wrapped up together," Koerner said. La Leche League was started by a bunch of stay-at-home moms, and they've built it into a worldwide campaign for parents."&nbsp;

Thursday was the kickoff of World Breastfeeding Week, August 1-7.

Kansas Gov. Laura Kelly signed a proclamation on Monday for Kansans to observe breastfeeding month. The theme this year is "Nourish, Sustain, Thrive."

Breastfeeding positively affects the health of infants and toddlers. "They're less likely to get sick," Koerner said.

There are also lots of positive health impacts for nursing mothers.

Women who breastfeed their children lower their risk of breast cancer. Breastfeeding also reduces the risk of ovarian cancer, high blood pressure and Type 2 diabetes, as reported by the Agency for Healthcare Research and Quality. Other studies show that breastfeeding can help lower the risk of osteoporosis and stroke.  &nbsp;

Breastfeeding also positively impacts families financially and the environment.&nbsp;

Koerner said she benefitted greatly from the group when her children were young.&nbsp;

"I wouldn't be the person I am today without it," she said.

Local La Leche League invites moms to learn about breastfeeding during national awareness month

During this past season, we have seen widespread wheat streak mosaic virus across the state. Because of this, abundant curl mites will be active in the state. Producers should be vigilant about volunteer management between now and planting. Recent moisture may lead to higher levels of volunteer wheat emergence in the coming weeks.

Volunteer wheat control is one of the most important preventative measures for wheat streak mosaic virus. If volunteer wheat is allowed to stand, it creates a “green bridge,” allowing wheat streak mosaic and wheat curl mites to survive locally. Volunteer wheat should be terminated at least two weeks before planting to allow sufficient time for mites to die off. Growers should be mindful of volunteer wheat that may “hide” in double-cropped soybeans or cover crops and may be difficult to control.&nbsp;

Breaking the “green bridge”&nbsp;- wheat curl mites will move off growing wheat as the green tissue dries down and dies. After moving off the existing wheat at or near harvest time, the mites need to find green tissue of a suitable host soon, or they will die (death of the whole population will take approximately 2 weeks).

Producers often like to wait several weeks after harvest before making their first herbicide application to control volunteer wheat. This allows as much volunteer wheat as possible to emerge before spraying it or tilling it the first time. Glyphosate and atrazine are two herbicides that are often used for this purpose. Additional information about controlling volunteer wheat can be found in a recent eUpdate article: “<a href="https://eupdate.agronomy.ksu.edu/article/controlling-weeds-after-wheat-harvest-597-1">Controlling weeds after wheat harvest</a>.” Often, a second application or tillage operation will be needed later in the summer to eliminate the green bridge to fall-planted wheat by ensuring all volunteer wheat is dead within ½ mile of wheat being planted in the fall. Wet weather through late summer often favors multiple flushes of volunteer wheat. Also, it favors the growth of other grassy weeds that can support moderate populations of the curl mites and virus.

Management with genetic resistance: One tool in the toolbox&nbsp;- other than timely control of volunteer wheat, genetic resistance is also an important tool for WSMV control. Genetic resistance to wheat streak mosaic can also reduce the risk of severe disease problems. There are currently several wheat varieties adapted to Kansas that have wheat streak mosaic resistance. Other hosts for the wheat curl mite&nbsp;- volunteer wheat is not the only host of the wheat curl mite. Over the years, multiple research studies have evaluated the suitability of wild grasses as hosts for both the curl mite and the wheat streak virus. There is considerable range in the ability of a grassy weed species to host the mite and the virus. Barnyardgrass is among the more suitable hosts for both the virus and mites, but fortunately, it is not that common in wheat fields. In contrast, although relatively poor hosts, various foxtails could be important disease reservoirs simply because of their abundance. These grasses may play an important role in allowing the mites and the virus to survive during the summer months, particularly in the absence of volunteer wheat.

The K-State Research and Extension publication, MF3383 -&nbsp;<a href="https://www.bookstore.ksre.ksu.edu/pubs/MF3383.pdf">Wheat Streak Mosaic</a>, includes information about grassy weed hosts of the mite and the virus and the contribution of these hosts to the risk of severe wheat streak mosaic infections. Take note of significant stands of these grasses in marginal areas and control them as you would volunteer wheat.

RAWLINS COUNTY —One person was injured in an accident during a police pursuit just before 3p.m. Friday in Rawlins County.

The Kansas Highway Patrol reported law enforcement were in pursuit of a 2012 Dodge Journey driven by Kayla Vonae&nbsp;Williams, 36, Omaha, Nebraska, northbound Kansas 117 six miles north of the U.S. 36 Junction at a high rate of speed. 

The SUV traveled off the roadway to the left, struck a large dirt embankment, became disabled and caught on fire.

EMS transported&nbsp; Williams to the Rawlins County Health Center. She was not wearing a seat belt, according to the KHP.&nbsp; Authorities did not report what prompted the chase.

Current and former HaysMed medical staff have raised concerns about the hospital's financial losses, staff treatment, medical staffing levels, medical staff departures and patient care.

Staff members said problems within the hospital have stemmed from the administration's leadership, including CEO Edward Herrman.

More members of the medical staff have come forward offering concerns about the hospital administration since the Hays Post published the above story Friday morning.

The Hays Post sent specific questions to HaysMed on Thursday, asking about layoffs and the hospitals' financials and leadership.&nbsp;

The Hays Post also requested a copy of the hospital's annual report and minutes from the board's latest board meeting. Those material were not provided.

However, the hospital issued the following statement Friday afternoon.

Ellis County families can pick up backpacks filled with free school supplies and hygiene kits. The school supplies are appropriate to the children's grades in school.

About 700 backpacks were packed for the annual project. More than 400 children were pre-registered.&nbsp;

The community donates the supplies and new backpacks.

A Russell County candidate for county commission has reported that her campaign signs have been stolen and vandalized but expressed frustration about the response from local law enforcement.

Republican Jamie Gage, a candidate for Russell County Commissioner in District 5,&nbsp;said in the past month, her promotional materials, ranging from yard signs to large banners, have been stolen or defaced.

"The signs had been written all over with marker, with derogatory nasty comments and displayed them in my hometown Bunker Hill," she said.

In addition, Gage said about 500 defamatory flyers were printed and distributed in businesses and on car windshields in Bunker Hill and Dorrance. The flyers were also mailed.

Gage said two large banners have been stolen, with the most recent theft occurring on Tuesday on 193rd Street in Bunker Hill.

According to Gage, there are eight suspects involved in attempts to undermine her campaign, including family members from outside the county.

"[My mother-in-law] is the one that printed them out and displayed them at a couple of bars in Dorrance, our gas station here in Bunker Hill and a couple of businesses in Russell, one of which was Dollar General," she said.&nbsp;

Gage said she was the alleged victim in a pending assault case from an incident at a bar in Dorrance. She claims that individuals involved in that assault are also allegedly participating in the theft of her campaign signs.

She said she is familiar with the suspects, as she and her husband have previously offered them financial assistance and employment.

"Some of these people involved were people that my husband and I have helped," she said. "It's sad that my husband's family is doing this for no reason. There's absolutely no reason."

Gage said she has received threats and is hesitant to appear in public because of these incidents.

"There's been death threats made on my life to where I can't even go out in public or large crowds," she said.

Gage has filed a report at the Russell County Sheriff's Office, but she said she is dissatisfied with their investigation. While the sheriff's department said it is actively investigating, it did not provide a statement.

Republicans Mitch Driscoll, Kevin Mravinec, Alan Kuntzsch, Anthony Mahoney, and Jamie Gage, along with Democrat Tom Mahoney, are running for Russell County Commissioner in District 5 in the Kansas primary election on Aug. 6.

As Fort Hays State University (FHSU) gears up to launch its new strategic plan for the years 2024-2027, let’s reflect upon and celebrate the accomplishments of the 2019-2024 plan. Titled “Unlocking Untapped Potential,” the previous plan served as a comprehensive roadmap developed with the insight and contributions of the entire university community. Centered around five key goals—Academic Excellence, Student Success, Strategic Growth, Resources and Infrastructure, and Community and Global Engagement—each initiative was designed with specific, measurable outcomes in mind.

This column highlights the key accomplishments and challenges in achieving Goal 1: Academic Excellence, focused on fostering evidence-based best practices in teaching, supported by scholarly activities and professional development. Led by Dr. Jeffrey Briggs and Dr. Bradley Will, the initiatives under this goal made significant strides.

One of our major achievements was the early success in increasing the percentage of academic programs engaged in learning outcome assessments. These assessments, which ensure our academic programs’ integrity, effectiveness, and relevance, were a key focus area. Starting from 57 percent engagement in 2019, we surpassed our goal early, reaching an impressive 81 percent by 2023. These assessments now permeate every academic program, emphasizing continuous improvement and relevance.

The general education program’s success lies in its robust learning outcomes assessment. By 2021, the university had defined a unified set of desired outcomes tested and adopted for all general education courses. An initial pilot saw a third of the courses assessed, but by 2022, they had achieved a remarkable 100 percent assessment across all outcome sets. This early success allowed FHSU to refine its focus further, shifting towards collecting data on individual course sections. By the end of 2023, we gathered data from 72 percent of university course sections, and assessed 773 course sections.

Professional development for faculty is another crucial aspect of our pursuit of academic excellence. By 2024, we aimed for 75 percent of eligible faculty to receive and utilize funding for professional development through conferences and other external activities. We initially met this target in 2019. However, the COVID-19 pandemic presented significant challenges, causing a drop in conference attendance to 22 percent in 2022 when many activities moved online. In 2024, we saw a recovery to 66 percent, a testament to our resilience and adaptability.

In addition to external development opportunities, the Teaching Innovation and Learning Technologies (TILT) department significantly enhances on-campus professional development activities. The goal was for at least 55 percent of all teaching faculty to engage in on-campus professional development by 2024. This participation increased from 37 percent in 2019 to 58 percent in 2024.

Recognizing the importance of faculty research, a new outcome was adopted in 2021, focusing on funding for faculty research projects. This initiative aimed to foster an environment where innovative research could flourish, contributing to academic and professional growth.

Implementing goal one was not without its challenges. According to our goal chairs, ensuring that efforts impacted all academic programs and students required a focus on programmatic buy-in and sustained prioritization. Town hall sessions with constituents helped to pinpoint critical areas, leading to a strong emphasis on learning outcome assessments and faculty professional development.

The past five years have seen a cultural shift at FHSU, with program assessment becoming a universal practice. More than 80 percent of all programs now engage in annual assessments, contributing to continual program improvement and enhanced student success. Faculty and staff development opportunities have expanded, with significant participation increases thanks to the efforts of the TILT department and other institutional units.

Looking forward, the focus will be on "closing the loop"—using assessment data to drive meaningful changes and improve student achievements.

Drs. Jeffrey Briggs and Bradley Will have acknowledged the critical contributions of key individuals and departments to successfully implementing these initiatives. Andy Cutright, the University Director of Assessment, and the University Assessment Committee played pivotal roles in evolving the academic program assessment process. Similarly, the leadership of Dr. Andrew Feldstein, Nicole Frank, and the TILT staff was instrumental in advancing faculty and staff development opportunities, often leveraging technology to enhance the learning environment.

The progress made under this goal has led to tangible benefits for both students and faculty. As program assessment and professional development become more ingrained in the university's culture, the impact on teaching, learning, community engagement, and scholarly endeavors has been profound.

As we move forward, several new challenges and opportunities will emerge.

“Understanding evolving faculty and staff development needs and staying current with technological advances that impact instructional approaches will be critical,” Dr. Briggs said. “Furthermore, using assessment data to drive tangible changes remains a significant challenge that the university is now better equipped to tackle.”

“Coordinating and prioritizing academic excellence initiatives within the university strategic plan has directly benefited students and faculty, leading to improved outcomes in teaching, learning, community engagement, and scholarly endeavors,” Dr. Will said. “Knowing that the work of all involved in the strategic plan process has had a tangible positive impact is very gratifying.”

Provost and Vice President for Academic Affairs Jill Arensdorf eloquently encapsulated the essence of the strategic plan achievement by stating, “The University Strategic Plan focused on an outcomes-based approach that led to thoughtful, strategic decisions each year. I am proud of the work that FHSU faculty, staff, and students contributed to the creation of the plan over five years ago and the implementation of numerous unique strategies and action steps. Reaching our participation goal in program learning outcome assessment ahead of schedule is a testament to the dedication and perseverance inherent in our academic community.”

As FHSU prepares for the next chapter in its strategic journey, the groundwork laid by the 2019-2024 plan positions the university well to continue unlocking untapped potential and driving forward into a future filled with promise and opportunity. These assessments, which ensure our academic programs’ integrity, effectiveness, and relevance, were a key focus area. Starting from 57 percent engagement in 2019, we surpassed our goal early, reaching an impressive 81 percent by 2023. These assessments now permeate every academic program, emphasizing continuous improvement and relevance.The general education program’s success lies in its robust learning outcomes assessment. By 2021, the university had defined a unified set of desired outcomes tested and adopted for all general education courses. An initial pilot saw a third of the courses assessed, but by 2022, they had achieved a remarkable 100 percent assessment across all outcome sets. This early success allowed FHSU to refine its focus further, shifting towards collecting data on individual course sections. By the end of 2023, we gathered data from 72 percent of university course sections, and assessed 773 course sections.Professional development for faculty is another crucial aspect of our pursuit of academic excellence. By 2024, we aimed for 75 percent of eligible faculty to receive and utilize funding for professional development through conferences and other external activities. We initially met this target in 2019. However, the COVID-19 pandemic presented significant challenges, causing a drop in conference attendance to 22 percent in 2022 when many activities moved online. In 2024, we saw a recovery to 66 percent, a testament to our resilience and adaptability.In addition to external development opportunities, the Teaching Innovation and Learning Technologies (TILT) department significantly enhances on-campus professional development activities. The goal was for at least 55 percent of all teaching faculty to engage in on-campus professional development by 2024. This participation increased from 37 percent in 2019 to 58 percent in 2024.Recognizing the importance of faculty research, a new outcome was adopted in 2021, focusing on funding for faculty research projects. This initiative aimed to foster an environment where innovative research could flourish, contributing to academic and professional growth.Implementing goal one was not without its challenges. According to our goal chairs, ensuring that efforts impacted all academic programs and students required a focus on programmatic buy-in and sustained prioritization. Town hall sessions with constituents helped to pinpoint critical areas, leading to a strong emphasis on learning outcome assessments and faculty professional development.The past five years have seen a cultural shift at FHSU, with program assessment becoming a universal practice. More than 80 percent of all programs now engage in annual assessments, contributing to continual program improvement and enhanced student success. Faculty and staff development opportunities have expanded, with significant participation increases thanks to the efforts of the TILT department and other institutional units.Looking forward, the focus will be on "closing the loop"—using assessment data to drive meaningful changes and improve student achievements.Drs. Jeffrey Briggs and Bradley Will have acknowledged the critical contributions of key individuals and departments to successfully implementing these initiatives. Andy Cutright, the University Director of Assessment, and the University Assessment Committee played pivotal roles in evolving the academic program assessment process. Similarly, the leadership of Dr. Andrew Feldstein, Nicole Frank, and the TILT staff was instrumental in advancing faculty and staff development opportunities, often leveraging technology to enhance the learning environment.The progress made under this goal has led to tangible benefits for both students and faculty. As program assessment and professional development become more ingrained in the university's culture, the impact on teaching, learning, community engagement, and scholarly endeavors has been profound.As we move forward, several new challenges and opportunities will emerge.“Understanding evolving faculty and staff development needs and staying current with technological advances that impact instructional approaches will be critical,” Dr. Briggs said. “Furthermore, using assessment data to drive tangible changes remains a significant challenge that the university is now better equipped to tackle.”“Coordinating and prioritizing academic excellence initiatives within the university strategic plan has directly benefited students and faculty, leading to improved outcomes in teaching, learning, community engagement, and scholarly endeavors,” Dr. Will said. “Knowing that the work of all involved in the strategic plan process has had a tangible positive impact is very gratifying.”Provost and Vice President for Academic Affairs Jill Arensdorf eloquently encapsulated the essence of the strategic plan achievement by stating, “The University Strategic Plan focused on an outcomes-based approach that led to thoughtful, strategic decisions each year. I am proud of the work that FHSU faculty, staff, and students contributed to the creation of the plan over five years ago and the implementation of numerous unique strategies and action steps. Reaching our participation goal in program learning outcome assessment ahead of schedule is a testament to the dedication and perseverance inherent in our academic community.”As FHSU prepares for the next chapter in its strategic journey, the groundwork laid by the 2019-2024 plan positions the university well to continue unlocking untapped potential and driving forward into a future filled with promise and opportunity. Heart of a Tiger: Celebrating Success: Fort Hays State University’s Strategic Plan 2019-2024

Hays Medical Center has been facing financial difficulty.

According to a report on the American Hospital Directory, HaysMed had an annual loss of $5.6 million as of June 2023.

Although the hospital has cut back staff and relied on traveling nurses to deal with its financial issues, <a href="https://projects.propublica.org/nonprofits/organizations/480972107/202343179349308014/full">its current and former leadership earned more than $2 million in 2022, according to its 990 forms filed with the IRS.</a>

Eddie Herrman, CEO, earned $726,311 in 2022, according to the 990 form.

His contract was recently renewed by the board.

Former HaysMed urologist Wallace Michael Curry took to social media to sharply criticize the hospital's leadership following the contract renewal.

Brain Lang reportedly resigned from the HaysMed board in the wake of the renewal. However, the Hays Post reached out to Lang to confirm his resignation and inquire about his reasons for departing the board, but he did not return phone calls.&nbsp;

The Hays Post also submitted written questions to HaysMed about Lang's reported departure and a list of other concerns Curry addressed, including the hospital's financial health and staffing issues.

HaysMed has not returned any answers to those questions as of the posting of this story.

Wallace is not the only recent doctor to leave HaysMed. Longtime OBGYNs Drs. Lee Hodny and Joel Fort, and Dr. Anthony Acursso, oncologist, also have closed their practices.

Former longtime nurse Carol Groen, who retired in 2021 after 46 years, said the culture at the hospital is not good. She attributes this to the hospital's leadership.

Groen said she loved her job and the people she worked with.

However, she said some of the revelations coming out in the last two days on social media about the hospital have been "shocking."

Groen, who worked in accreditation, said the administration edited her reports to the board.

"There were times I had to take stuff out because that admin team only tells the board what they want the board to know," she said. "You can't always blame the board because they may not always know. But with what is happening now, they have to know what's going on."

"I think they keep things from them because the admin team wants to paint a picture that everything is going OK," she said.

"When I was there, several of us talked about it on a pretty regular basis: until they change that top administrative team, they are going to continue to have problems," Groen said.

Groen, as well as other medical staff who did not want to be named for fear of retaliation, said the hospital has a high turnover in its nursing staff.

She said that even in 2021, nurses were bullied by the administration.

"I felt when I worked there that I couldn't say anything," she said. "I needed my job. My kids were growing up, and my husband and I didn't want to leave this community."

At least three other members of the medical staff, who did not want their names used, said they had quit HaysMed because of issues with management and lack of raises.&nbsp;

Two moved out of state, but said they wanted to move back to be closer to family. A third said he was commuting hours to another community to work.

The hospital is using traveling nurses, which Groen said is not ideal.

"They have agency nurses in charge of floors, people who come in who live miles away from here that don't know our population, that don't know our patients, that don't know our processes."

Groen said she is concerned about the quality of patient care in light of the layoffs and turnover.

A nurse currently employed at the hospital who did not wish to have her name published for fear of retaliation said she also has concerns about patient care.

"You can talk to any nurse or CNA. They say they are all about patient care, but if they were, they would staff the hospital properly," she said, "and they would stop cutting nurses, turning away nurses, and hiring travels."

Hays Post asked HaysMed about the number of layoffs that had occurred at the hospital, but that was part of the questions that have yet to be returned.

A litany of people described instances on social media and contacted the Hays Post directly, alleging issues with their care at HaysMed in the last several years. These ranged from an incorrectly applied cast to death.

The HaysPost hopes to address these concerns in a later story.

Groen said she wants to see the hospital improve for the sake of her family and the community.

"I want Hays Medical Center to step up and make the changes. We deserve that in the community. Because if that place goes under, this town is in bad shape."

HaysMed losses $5M; current, former staff express concerns about care, administration

MANHATTAN – Kansas farmers seem to be positioned for a bounce-back in net farm income as 2024 rolls along, according to a report from Kansas State University farm management economist Gregg Ibendahl.

And while, technically, that is good news, it is tempered by the fact that Kansas farmers are coming off one of the toughest years in about a decade. K-State reported earlier this year that 2023 net farm income in the state was, on average, $89,667 – about 56% below the year before.

But in his most recent analysis of 500 grain farms in the&nbsp;<a href="https://agmanager.info/kfma">Kansas Farm Management Association’s database</a>, Ibendahl says “I’m predicting a 23% to 30% increase in net farm income” in 2024 for Kansas farms.

“But that’s really from a very low base to start with, so overall, net farm income is going to be below what it has been for the previous 5-6 years.”

In pure numbers, Kansas farms may see 2024 net farm income hit an average $118,000, according to Ibendahl. In central and western Kansas, those numbers may top $156,000 and $149,000, respectively; net farm income in the east, however, may slow to $72,336 – the only region in the state that won’t see a rise compared to 2023.

Signs are mixed for 2025, he said. Average net farm income in the state may be just below his forecast for 2024, though slightly higher in the west and east and slightly lower in the central region.

“Remember that 2022 was a very good year in Kansas,” Ibendahl said. “Farmers were experiencing very good grain prices and everything looked pretty good. There was quite a bit of crop insurance that helped net farm income that year.”

“But in 2023, we had a case where grain prices dropped, which contributed to lower farm income and farm revenue. We also had a case where we had a big drop in inventory values for the stored grain that farmers had at the end of 2022, because of lower grain prices.”

Poor growing conditions in parts of Kansas also caused a dip in 2023’s grain revenue numbers, Ibendahl said. Crop insurance helped to pull many farmers from bigger losses, in many cases.

In 2024, Ibendahl said, “grain prices haven’t improved a whole lot; they’re still down from what they were a couple years ago. But we’re not going to see the big drop in inventory like we did in 2023, so that factor alone will help the revenue side.” He also doesn’t expect U.S. farmers to receive the level of government assistance that they have in recent years.

Longer term, ongoing conflicts in Ukraine and other parts of the world threaten oil prices, which in turn affects fertilizer prices. Ibendahl also keeps a watchful on inflation and interest rates, and knows that adverse weather will negatively affect production.

“Last year, we had 30% of our farms that had negative farm income,” Ibendahl said. “This year, that may jump to as much as 35% even though I’m looking at a slight increase in net farm income. What that means is that maybe more than one-third of our farms have the potential to have negative net farm income in 2024.”

“You can’t go too many years and have negative net farm income and expect to remain a farmer. So that’s something to look at going forward.”

Kansas net farm income may be headed for bounce-back in 2024

LAWRENCE — The Kansas Geological Survey and its research partners recently completed an airborne survey in northwest Kansas that will allow scientists to create a 3-D image of the High Plains aquifer in that area at a level of detail that has not previously been possible.

With funding from the Governor’s Office and the Kansas Water Office, the KGS and Northwest Kansas Groundwater Management District No. 4 contracted with Aqua Geo Frameworks, LLC of Fort Laramie, WY, to conduct the first-ever airborne electromagnetic survey of this type in Kansas.

“We are hopeful that the results of the survey will help change the narrative of what the future holds for this portion of the High Plains aquifer in western Kansas,” said Jim Butler, KGS senior scientist and project lead.

To conduct the survey, a low-flying helicopter towed a large frame holding scientific equipment designed to measure the electrical resistivity of materials below the land surface. Beginning on May 28, AGF flew 2,443 miles over portions of Cheyenne, Sherman, Wallace, Rawlins, Thomas, Decatur, and Sheridan counties. Flights could not be flown over residential areas and other buildings, livestock feeding operations, or wind turbines.

In addition to reconnaissance flight lines that allowed researchers to gather general information about aquifer conditions, the research team identified some areas within GMD4 for more detailed examination using closely spaced flight lines. 

One area of special interest was the Sheridan-6 Local Enhanced Management Area, a groundwater conservation area established in 2013 in Sheridan County in response to serious aquifer depletion.

“The irrigators in the LEMA have decreased groundwater pumping by over 30% relative to the pumping prior to the establishment of the conservation area,” Butler said. “We wanted to get further information about the ‘innards’ of the aquifer so we could better assess what the future holds for the LEMA.”

The research team completed its last flight on June 16. The surveys provided resistivity measurements to about 1,000 feet below land surface, but the project’s focus was on the interval above the Pierre Shale, which marks the bottom of the High Plains aquifer and lies 200 to 300 feet below the surface over most of GMD4.

Resistivity measurements help scientists distinguish types of rock and other materials underground. Sands and gravels — prime aquifer materials that readily yield water to wells — have high resistivity. Clays, silts, and shales that yield little, if any, water to wells have low resistivity.

“Resistivity measurements will provide information about how intervals of sands and gravels are distributed in the aquifer and the role that less-transmissive materials play in the aquifer’s response to pumping stresses,” Butler said. 

“We are already obtaining important information about variations in aquifer composition and thickness across the district and getting hints about possible areas of higher recharge to the aquifer. Ultimately, survey results will provide valuable insights into the geologic factors that are controlling the distribution and yield of pumping wells and how those factors will impact the future of the aquifer in GMD4.”

Using preliminary data from the flights, researchers have created cross sections of the subsurface. To ensure the AEM equipment worked properly, they compared the new data to existing well records that describe the sediments encountered during drilling.

“While the existing records provide information about vertical variations in sediment type at individual well locations, they provide little information regarding the lateral extent and connectedness of sediment bodies. The AEM data give us a much clearer picture of what’s going on between wells,” said Geoff Bohling, a KGS associate scientist on the project. “Both records work together, however, to establish the connection between electrical resistivity and sediment type, so the existing records are critical to interpretation of the AEM data.”

The Ogallala aquifer is the major water resource for agricultural, industrial, and municipal use in GMD4. Intensive pumping of the aquifer over the last 60 years has resulted in large groundwater level declines in Sherman, Thomas, Sheridan, and Cheyenne counties.

The KGS and AGF plan to conduct a similar airborne survey of Western Kansas GMD1 in 2025. GMD1 covers portions of Greeley, Lane, Scott, Wallace, and Wichita counties. Contingent on funding, the research team will survey parts of Southwest Kansas GMD3 in 2026. GMD3 includes all or part of Finney, Ford, Grant, Gray, Hamilton, Haskell, Kearny, Meade, Morton, Seward, Stanton, and Stevens counties.

The Kansas Geological Survey is a non-regulatory research and service division of the University of Kansas. KGS scientists study and provide information about the state’s geologic resources and hazards, including groundwater, oil and natural gas, rocks and minerals, and earthquakes.

The surveys provided resistivity measurements to about 1,000 feet below land surface, but the project’s focus was on the interval above the Pierre Shale, which marks the bottom of the High Plains aquifer and lies 200 to 300 feet below the surface over most of GMD4.Resistivity measurements help scientists distinguish types of rock and other materials underground. Sands and gravels — prime aquifer materials that readily yield water to wells — have high resistivity. Clays, silts, and shales that yield little, if any, water to wells have low resistivity.“Resistivity measurements will provide information about how intervals of sands and gravels are distributed in the aquifer and the role that less-transmissive materials play in the aquifer’s response to pumping stresses,” Butler said. “We are already obtaining important information about variations in aquifer composition and thickness across the district and getting hints about possible areas of higher recharge to the aquifer. Ultimately, survey results will provide valuable insights into the geologic factors that are controlling the distribution and yield of pumping wells and how those factors will impact the future of the aquifer in GMD4.”<figure>

 </figure>Using preliminary data from the flights, researchers have created cross sections of the subsurface. To ensure the AEM equipment worked properly, they compared the new data to existing well records that describe the sediments encountered during drilling.“While the existing records provide information about vertical variations in sediment type at individual well locations, they provide little information regarding the lateral extent and connectedness of sediment bodies. The AEM data give us a much clearer picture of what’s going on between wells,” said Geoff Bohling, a KGS associate scientist on the project. “Both records work together, however, to establish the connection between electrical resistivity and sediment type, so the existing records are critical to interpretation of the AEM data.”The Ogallala aquifer is the major water resource for agricultural, industrial, and municipal use in GMD4. Intensive pumping of the aquifer over the last 60 years has resulted in large groundwater level declines in Sherman, Thomas, Sheridan, and Cheyenne counties.The KGS and AGF plan to conduct a similar airborne survey of Western Kansas GMD1 in 2025. GMD1 covers portions of Greeley, Lane, Scott, Wallace, and Wichita counties. Contingent on funding, the research team will survey parts of Southwest Kansas GMD3 in 2026. GMD3 includes all or part of Finney, Ford, Grant, Gray, Hamilton, Haskell, Kearny, Meade, Morton, Seward, Stanton, and Stevens counties.The Kansas Geological Survey is a non-regulatory research and service division of the University of Kansas.
