I remember plainly a column years ago in the Hutchinson News by then regular contributor Amanda Miller. It left me scratching my head; until I read it through and realized how spot-on it was pertaining to my time in the outdoors.

The article was entitled” The Power of Low Expectations” and caught me off-guard, because Amanda, as seen through her writing style, always seemed to be quite bubbly and cheerful. The gist of the article however, was that we often set ourselves up for what we see as constant failure, or we miss any enjoyment in the task at hand because we set our expectations unreasonably high.

When I was a kid, an older coworker always used to say “If all else fails, lower your expectations.” Although witty, I disregarded most of what he told me, because this was a man that said he went home each night and tossed his hat in the backdoor; if the hat stayed in, he too went inside, but if it came flying back out, he went away and tried again later. Today, however I can see the value in at least monitoring our expectations as we go.

My wife Joyce is usually the one who maintains the better outlook when we go afield. Listening to the great horned owl call near our deer blind, or watching a group of does and fawns slip silently across the waterway in front of us, or hanging out the open blind window to watch a colorful songbird below as it flits from branch-to-branch all make her just as happy as harvesting a nice buck. Reading a book when the fish aren’t biting brings her just as much joy as if the fish were throwing themselves into the boat. Me, on the other hand, not-so-much.

In my defense, I’m a goal-oriented creature so failing to attain a goal drives me mad. Also, according to my wife, I often shift into “conquer mode” where all that matters is “conquering” what I / we are there to do. While these are not bad qualities for life, they are lousy road-blocks to enjoying the outdoors. When trapping, my expectations are full traps, (after all, isn’t that the point) so when my traps aren’t catching predators, I beat myself up and spend all my time trying to diagnose what I’m doing wrong, when I should stop and appreciate the beauty of God’s creation around me and the beautiful, luxurious fur of the ones I do catch. When we have hunted deer for a couple days and have not yet seen or harvested our annual venison, (that’s why we’re there isn’t it) I begin to spend my time analyzing every detail to find the flaws in our plan, when I should be hanging out

the open blind window to watch the songbird, or listening for the owl. When it has been a spell without a fish biting, I get antsy and am ready to leave (after all we are there to catch fish) when I should be marveling that God created something that breathes under water and lives in huge basins of water called lakes.

Maybe I don’t need to lower my expectations as much as alter them to allow for time to appreciate God’s Creation around me. In her column, Amanda went on to say, “Whether they be unreasonable or maybe even quite reasonable, not all expectations should be grasped too firmly; my contentment should be based on something much firmer than whatever I planned on happening.” Hmmm, good advice as we continue to Explore Kansas Outdoors.

Exploring Kansas Outdoors: If all else fails, lower your expectations???

Three area Catholic parishes all within 30 miles of each other have closed in recent decades because of declining population and/or priest shortage.

That hasn’t stopped the determined residents and past parishioners from keeping their remaining properties in good condition.

Led by that strong commitment and in honor of their ancestors – and energized by the persistence of a retired priest – those three groups of former parishioners celebrated Masses on consecutive Sundays in September.

And if Father Reggie Urban has anything to say about it, that will continue in years to come. Fr. Reggie is now retired, but just like these churches – he is still active.

“You can close a parish, but our faith is never closed,” Fr. Reggie said at the third Mass on Sept. 22 in McCracken’s St. Mary’s Church.

That former parish and St. Mary Help of Christians in Loretto, both located in Rush County, are part of the Diocese of Dodge City.

But Loretto actually is closer to Pfeifer, a member of the Diocese of Salina and just 4.3 miles northeast of Loretto in Ellis County.

Those two churches have a long history all their own, some of it controversial. But during a three-week period in September, Fr. Reggie brought everyone together “for the good of those who love God.”

Several people were seen at both the Loretto and Pfeifer celebrations on the first two weekends.

One couple, Glenn and Rhonda Stramel from Munjor, actually attended all three Masses.

Glenn grew up in Pfeifer, and Rhonda (Brenner) grew up in McCracken’s St. Mary’s Parish. And of course, if you were from Pfeifer, you have ties with Loretto as well.

“We are so grateful to Fr. Reggie for having these Masses,” Rhonda said, glancing around the interior of her hometown church after Mass. “… a lot of memories here.”

At all three well-attended Masses, folks could be caught glancing around at the beautiful stained glass windows as music wafted through the air.

After serving in the Grand Island Diocese of Nebraska for 25 years and the Diocese of Dodge City for 14 years, Fr. Reggie semi-retired in 2017 due to health reasons and moved to Hays.

He is still kept busy, filling in for several area parishes and says he is “semi-retired” because he “feels like a semi going down the interstate.”

Fr. Reggie is known as an upbeat priest, and he smiles a lot.

He couldn’t quit smiling on three weekends earlier this month.

The Gothic-style church stands tall and elegant against the wide- open sky, gracing the rolling river valley of the Smoky Hill basin with its elegance.

Holy Cross has been a staple of this small Ellis County community since it was built by German-Russian immigrants more than 100 years ago.

The church measures 165 feet high and 165 feet long. It was built in the form of a cross in 1918 and is known as The Cross in the Valley. It is also known as "the 2-cents church" because parish families paid 2 cents for each bushel of wheat they produced to fund construction.&nbsp;

While regularly scheduled Masses are no longer held in the magnificent building after the Diocese of Salina dissolved the parish 30-some years ago, several committed former parishioners and descendants of the original settlers, vowed to keep the church building in good condition and formed Holy Cross Charities, Inc.

The church is still open to the public all year long and for weddings and funerals as well.

Holy Cross annually celebrates its anniversary Mass on the Sunday closest to the Exaltation of the Holy Cross, which is Sept. 14.

Bishop Gerald Vincke often comes to Ellis County to celebrate this Mass, which well attended year in and year out.

“I love coming to this beautiful church in the valley,” Bishop Vincke said during his homily on Sept. 15.

Two of those present at this year’s Mass were Gary and Arlene (Urban) Stramel, who had attended the Mass in Loretto the weekend before.

They have strong ties to both towns. Gary grew up in Pfeifer and Arlene, in Loretto.

Gary met Arlene at a baseball game, and “I never dated anyone else,” he said.

“I crossed the county line – and the diocese, too,” Arlene said with a laugh.

They married and have been part of the Immaculate Heart of Mary Parish in Hays for nearly 60 years.

However, Gary is still heavily involved with Holy Cross Charities, which is working on two major goals: to repair the stained glass windows and get the church placed on the National Register of Historical Places.

Led by Gary’s sister, Janice Seib, board members have started that long, arduous process.

The church, located about 10 miles south of Victoria, is open from 8 a.m. until sunset every day.

As a longtime priest in the Diocese of Dodge City, Fr. Reggie was well aware of the closing of Loretto, which hadn’t had regular Masses at its church in nearly 40 years.

And St. Mary’s is his ancestral parish.

About two months ago, Fr. Reggie asked Bishop John Brungardt, the shepherd of the Dodge City Diocese, about starting up a yearly Mass at Loretto, much like Pfeifer and McCracken.

Fr. Reggie also pointed out that the Sept. 8 weekend would be a good time to do so in conjunction with Pfeifer’s annual celebration the following weekend.

“I about fell out of my chair when he said, ‘Yes,’ ” Fr. Reggie said. “But, here we are.”

This one was near and dear to his heart. He grew up near Loretto, whose original church was founded and built in 1912 by numerous Urban relatives.

More than 100 years later, Fr. Reggie beamed during his homily in his home church.

“Being able to come here today for something other than a funeral is long overdue,” he said.

While disappointment obviously came with the church’s closing, Fr. Reggie urged everyone to be thankful on this day.

“Let go of any hurt or anger and concentrate on the present moment for the sake of the future,” he said.

“Let’s celebrate and have a great time together. Let’s remember the picnics, the baseball games, the two-room schoolhouse and the Christmas plays,” he said, concluding with the German word for “high time.”

“Let the hochste zeit (höchste zeit) begin!”

Like many other parishes, St. Mary’s was established in the late 1800s. But this particular church building was not yet 75 years old when the parish was dissolved and merged with St. Michael’s Parish in La Crosse in 1998.

Susan (Thompson) Keith, who grew up in St. Mary’s, now lives in Ellsworth but wanted to make sure to participate in this particular Mass.

“When they talk about people having so much history with this church, I got to thinking I was baptized here, made my First Reconciliation and First Communion here, confirmed, married,” said Thompson, whose July wedding in 1993 was one of the last marriages consecrated at St. Mary’s.

St. Mary’s Heritage Association now maintains St. Mary’s church, rectory and cemetery.

St. Mary’s currently has four Masses a year: Thanksgiving weekend, one around Labor Day weekend, McCracken Rodeo weekend and Memorial Day weekend.

Fr. Reggie noticed an overhead light was not working and said he hoped it could be fixed by next year because he plans to be back in 2025 and several years thereafter.

“As long as I can, I will be doing this,” said Fr. Reggie, who turned 74 in August. “Hopefully into my 90s.”

And, of course, that statement came with a smile.

NWester: Taking the ‘in’ out of inactive for area Catholic church buildings

U.S. Department of Agriculture (USDA) Rural Development Kansas Director Christy Davis today announced that USDA Rural Development is moving forward in the awards process with KPP Energy and seven other applicant’s new clean energy projects through the Powering Affordable Clean Energy (PACE) program. The KPP Energy project, if approved, will receive $35 million to help lower electricity bills for households, expand reliable access to renewable energy and create jobs for rural families and small businesses in Kansas.

“Rural electric utilities and power generation are the backbone of Kansas power delivery” Davis said. “When we invest in them, we strengthen Kansas energy security and opportunities in the state.”

Today’s announcement is part of a larger national announcement that includes possible projects in seven other states. The details of the finalist’s project in Kansas are:

· A plan by KPP Energy to use a $35 million investment to build seven facilities that will produce 18.5 megawatts of solar energy across central parts of the state. This is enough locally generated electricity to power 3,700 homes. The communities near the proposed new power generation facilities include Clay Center, Ellinwood, Greensburg, Hillsboro, Marion, Wellington, and Winfield.

By using renewable energy from natural sources, these investments would make it more affordable for people to heat their homes, run their businesses, power cars, schools, hospitals and more.

In May 2023, USDA made $1 billion available through PACE to fund new clean energy projects and energy storage in rural America. This program provides low interest loans with up to 60% loan forgiveness to renewable energy developers, rural electric cooperatives and other rural energy providers for renewable energy storage and projects that use wind, solar, hydropower, geothermal and biomass.

To date, USDA has selected 27 projects totaling more than $916 million to move forward in the PACE application process.

USDA expects to continue making PACE awards in the coming months.

This assistance supports infrastructure improvements; business development; housing; community facilities such as schools, public safety and health care; and high-speed internet access in rural, Tribal and high-poverty areas. Two new grants from the National Aeronautics and Space Administration (NASA) will fund the development of Science, Technology, Engineering, and Mathematics (STEM) educator workshops at Fort Hays State University.&nbsp;

A grant submitted via NASA’s Kansas Space Grant Consortium by Paul Adams, dean of the College of Education, and Ann Noble, director of FHSU’s Science and Mathematics Education Institute (SMEI), will fund a LEGO Robotic workshop for western Kansas teachers.

The $16,739 award will provide teachers with a robot kit, training on how to work with their students and robots, and support to prepare teams to participate in the SMEI Western Kansas Robotics Competition in March 2025.&nbsp;Teachers will also learn about NASA’s engineering programs, their use of robots, and potential careers in robotics that teachers can share with their students.

A second grant, submitted by Janet Stramel, professor and Edna Shutt Williams Endowed Chair of Teacher Education, and Ann Noble, will support teacher training and professional development in western Kansas. The Wind Wizards: Learning about Renewable Energy grant&nbsp;will fund a renewable energy workshop for teachers scheduled for Oct. 10 and 11.

“The Wind Wizards workshop will equip middle school teachers with the tools and knowledge to bring renewable energy into the classroom,” Stramel said.&nbsp; “By focusing on hands-on learning and real-world applications, this grant can help teachers inspire the next generation of STEM leaders, especially from underrepresented communities, as they explore careers in sustainable energy."

The $15,964 award will provide teachers with a KidWind kit, training on how to work with their students with the kits and support to prepare teachers and students for the 2025 Kansas KidWind Challenge, a challenge focused on designing and producing materials to help teachers bring clean energy to life in their classrooms. Along with the instruction from a renewable energy expert, teachers will learn about STEM careers related to wind energy to share with their students.

Rooks County Health Center celebrates 16 years with community open house

PLAINVILLE—Murphy Brown LLC has filed a permit application to the Kansas Department of Health and Environment for a swine facility near Plainville.

The proposal involves a 300-head boar breeding facility two miles west and one mile north of the town.

A public notice was issued on Aug. 22, notifying the community that a water pollution control permit is under consideration for the project.

Rooks County Commissioner John Ruder said that although Rooks County is not zoned, the facility still requires approval from the county commission.

"Our county attorney and another local attorney, who is interested in this project, found a statute stating that all swine facilities must be approved by county commissioners," Ruder said.

&nbsp;A 30-day comment period started on Sept. 5 and will end on Oct. 5. Individuals can submit their concerns directly to the <a href="https://www.kdhe.ks.gov/436/Livestock-Waste-Management">Livestock Waste Management of KDHE</a>.

Residents can express their concerns during the weekly Rooks County Commission meetings at 9 a.m. every Tuesday at the Rooks County Courthouse, 115 N. Walnut in Stockton.

Ruder listed potential advantages, such as increased tax revenue and job creation. He said he hopes to have a Murphy's representative speak to the residents.

"We sent an email to the facility owners and asked them to come to a meeting and tell us their plans," Ruder said.

Ruder acknowledges the community's concerns regarding groundwater contamination, odor and water usage.

Attorney Ashley Comeau of Jeter Law Firm opposes the swine facility, representing clients who could be affected by its operation.

Comeau raises concerns about why the facility is proposed so close to Plainville and the Rooks County Health Center, given the county's large size.

"Rooks County is almost 900 square miles, and they selected a location three miles from Plainville. That seems unnecessary," she said.

Due to concerns about its proximity to the city limits, Comeau said she would be more open to the facility being further away.

Comeau is a business and property owner in Plainville. Many of her clients' main concerns include water scarcity and the potential risk of groundwater contamination.

In 2020, residents living near Murphy-Brown's hog production facilities in North Carolina filed a <a href="https://law.justia.com/cases/federal/appellate-courts/ca4/19-1019/19-1019-2020-11-19.html">lawsuit</a> under state nuisance law, citing odor, pests and noise generated by the company’s hog farm operations.

The jury found in favor of the facilities' neighbors, awarding plaintiffs $75,000 in compensatory damages and a total of $5 million in punitive damages. North Carolina's cap on punitive damages reduced the total to $2.5 million.&nbsp;

In 1998, the United States filed a <a href="https://casetext.com/case/us-v-smithfield-foods-inc-2#:~:text=In%20the%20end%2C%20the%20district,to%20proceed%20in%20state%20court.">lawsuit </a>against Smithfield, the parent company of Murphy Brown LLC, for releasing wastewater from its hog processing facility into the Pagan River in Virginia.

Smithfield was found liable for multiple violations of the Clean Water Act, and the court imposed a $12.6 million civil penalty.

Ray Atkinson, senior director of External Communications at Smithfield, said while the facility will be smaller than other farms, it will still generate jobs.

"This will create about a dozen specialized jobs in the area," Atkinson said.

Smithfield would offer in-house training and certifications for residents handling technical operations.&nbsp;The facility would also be fully enclosed and equipped with air conditioning and filtration systems.

Atkinson acknowledges the houses within a mile or so of the proposed site.

Comeau said she is concerned about the long-term effects of the facility and its potential expansion in the area.

"We've invested our livelihoods and plan to be here long term. What does this facility look like 10 to 20 years from now?" she said.

A public member spoke at the Sept. 17 Rooks County meeting, saying he has been in contact with people in Iowa and North Carolina where Smithfield has established facilities.

"They've noted a pattern over the last 30 years when Smithfield enters their communities. They do so with a small facility, let that run for about five years and then start expanding," he said.

Hays Post contacted other Plainville residents for comments, but they declined to speak on the record. However, concerns about the facility have been shared on social media.

Murphy Brown LLC submits permit for hog farm 3 miles from Plainville

Three new housing and business development projects in Hays are moving forward after several funding mechanisms were approved by city commissioners on Thursday.&nbsp;

Hays developers plan two downtown housing projects.

Adam Pray has purchased the former Hays State Bank building at 11th and Main to redevelop into a new luxury short-term rental Airbnb called Chestnut Suites.

The city approved a $300,000 Community Development Block Grant&nbsp; agreement between Hays and the state commerce department and between Hays and Chestnut Suites, along with a repayment agreement with the developer for the $3.2 million project.

An ordinance establishing a Reinvestment Housing Incentive District (RHID) was also approved, and a development plan for housing and public facilities at 10th and Walnut will be considered. 

Hays developer Michael Graham Rentals is planning to build 48 apartments on the site of the former railroad depot parking lot in downtown Hays.

The district is expected to generate about $1.1 million of revenue during its maximum 25-year term. The revenue would reimburse the developer for an estimated $692,000 in RHID-eligible project costs on a pay-as-you-go basis.

"The investment you guys are making in downtown Hays is just fabulous," said Mayor Sandy Jacobs to Pray and Graham, who were in the audience.

"We're so lucky to have guys like you," said Mason Ruder, vice-mayor. "You're taking this risk and investing it right back in the community."

Commissioner Alaina Cunningham said she thought even the residents already living near the two planned developments will be excited about the new projects.&nbsp;

Funds were authorized for the 27th and Main Street business development project.&nbsp;<a href="https://hayspost.com/posts/838fe958-24ab-4afe-a463-4daa732a1c4f">Astra Bank</a>&nbsp;is relocating and building a new facility on that site.

&nbsp;The city will pay $89,000 to construct the stormwater management infrastructure at the south end of the property and $205,000&nbsp;to extend 26th Street through the development, which is half of the cost. The bank will pay the remainder.

Access to the new bank will be from 26th Street.&nbsp;&nbsp;

The city of Hays has purchased 1100 Fort, the existing Astra Bank building, to redevelop it as a new police station and municipal court facility.

Commissioners also awarded a $3.03 million bid by APAC-Kansas, Hays, for construction related to school improvements along the East 13th Street corridor between Canterbury Drive and Commerce Parkway.

The reconstruction is a joint project between the city, Ellis County, the Kansas Department of Transportation and USD 489.&nbsp;The school district will reimburse the city $763,000 for their portion of the project. 

The city’s portion of the project includes reconstructing the road from Anthony Drive to Commerce Parkway, including widening sections of East 13th Street from two to three lanes, installation of a multi-use path along the north side of the entire project and a mill and overlay of the complete roadway.&nbsp;

USD 489 is responsible for adding two right-turn lanes, pedestrian crossings, and upgraded signals at 13th and Canterbury.

Mayor Shaun Musil, Commissioner Reese Barrick, City Manager Toby Dougherty and Finance Director Kim Rupp were absent from the meeting.

 </figure>Commissioners also awarded a $3.03 million bid by APAC-Kansas, Hays, for construction related to school improvements along the East 13th Street corridor between Canterbury Drive and Commerce Parkway.The reconstruction is a joint project between the city, Ellis County, the Kansas Department of Transportation and USD 489.&nbsp;The school district will reimburse the city $763,000 for their portion of the project. The city’s portion of the project includes reconstructing the road from Anthony Drive to Commerce Parkway, including widening sections of East 13th Street from two to three lanes, installation of a multi-use path along the north side of the entire project and a mill and overlay of the complete roadway.&nbsp;USD 489 is responsible for adding two right-turn lanes, pedestrian crossings, and upgraded signals at 13th and Canterbury.Mayor Shaun Musil, Commissioner Reese Barrick, City Manager Toby Dougherty and Finance Director Kim Rupp were absent from the meeting.

Her songs have been heard on television shows and in commercials. She has performed on many national television shows including: In Performance At The White House (PBS), A Capitol 4th (PBS), Austin City Limits, The Tonight Show with Jay Leno, Live With Regis And Kelly, and The View. What if the alfalfa stand is short (less than 12 inches)?

In this case, the recommendation would be to avoid cutting it as the alfalfa tonnage would likely be low enough, not justifying costs. Additionally, avoiding cutting a short stand of alfalfa if there is insufficient growth to warrant harvesting from an economic standpoint actually helps the stand. This decision may also depend on stand thickness, but there should be about 12 to 15 inches of plant height to warrant harvesting. If there isn’t that much growth, wait for sufficient second growth once rainfall is received.

What are the best management options for drought-stressed alfalfa stands? Is it too late to cut a stand now, assuming there won’t be a hard freeze until November?

Always use caution when harvesting alfalfa in the fall, especially if the plant is already drought-stressed. Cutting the crop without leaving 6-8 weeks of re-growth before the first freeze can damage the stand and reduce persistence for subsequent years. Here, growers should base the anticipated timing of the freeze event on the average freeze date for their location and not count on a later date. Thus, if the crop is drought-stressed, the most appropriate management would be to wait until a good hard freeze before harvesting it. If yield is limiting enough not to cover harvest costs later in the fall, an option would be to graze after a hard freeze event (below 25F for 4+ hours). These measures would give the stand the best possible situation going into the fall. That way, you will have a good stand and (hopefully) precipitation to work with the next year.

Alfalfa stands decline in both tonnage and quality as they age and thin. Stands past their economically productive life also serve as a weed and disease source for surrounding fields. Operators should carefully weigh their projected returns from rotating out of alfalfa to maximize profit. Fields having less than four to five plants per square foot are considered poor and should be rotated. Another method is counting the number of stems per square foot when growth is around 5 inches tall. More than 55 stems per square foot indicate that yields are not limited, 40 to 55 stems indicate yields are somewhat limited, and fields with less than 40 stems per square foot should be considered for rotation.

“Rule of Hat” Method: If you do not have a measuring square, a standard baseball cap with brim measures approximately half a square foot, so stem counts can be doubled or threshold halved. For example, if 30 stems are counted under the hat, then multiply 30 by 2 to estimate 60 stems per square foot.

The Hays USD 489 approved the construction of a new concession stand/bathroom building for the new middle school/JV field at Monday's meeting.

Vogts Construction will be the contractor for the project, which will cost $753,700. HTK Architects will receive $68,700 for design, bidding and construction administration.

"This is a project we've been talking about for a while and a project that is long overdue," Superintendent Ron Wilson said.

However, the middle school will move into the former high school building when the new high school is completed.That field will also used for soccer practice and games, as well as middle school band practice.There are no bathrooms available for that field now. When it is used, people usually have to use restrooms inside of the high school, which is "quite a haul," Wilson said.The district budgeted $800,000 for the structure from its capital outlay fund.Local school groups can run and keep the funds sold at the concession stand. When the high school leases Lewis Field at Fort Hays State University, it receives none of the proceeds from the concessions.Wilson said a new concession stand is also part of the new varsity high school field, and school groups will also be able to benefit from sales at that location.The middle school building will not be a storm shelter.Board member Derek Yarmer said he had concerns with the project's cost.&nbsp;He asked why the middle school students couldn't use the high school varsity field.Wilson said the varsity field will be used for high school practice and games almost every night."I don't think it's that expensive," Wilson said. "The second thing is, I take a lot of pride in how our facilities look, and I think our community does as well. I don't think this is extraordinary in any way. It has no architectural features in any way. It's just brick."Yarmer said he thought the building should have been metal.He suggested that any money saved on this building could be used to improve the other district schools being renovated as part of the bond projects.Board member Ken Brooks said he did not think the district would save significant money by building a metal building instead of a brick building.Yarmer said, "It's a building that gets used a handful of times per year that has no academic value to the students.""You're spending three-quarters of a million dollars on a place to tinkle," he said. "It seems like a bad use of funds."The building will be on the northwest side of the field on the home side.&nbsp;Board member Allen Park said he was also concerned about the project's cost.&nbsp;Board Vice-President Jayme Goetz said during the Maroon and Gold Scrimmage, two women in their 70s had to be driven across the parking lot to the high school because the field did not have accessible bathrooms.The motion to approve the project passed 4-3, with Yarmer, Park and Board President Curt Vajnar voting against it.Wilson said the district hoped to have the building finished for use by the time spring sports begin.
