This week is the third week of the 2024 legislative session and many more bills were introduced in the Kansas House of Representatives. Here is a look at some of those bills:

House Bill 2564 would establish a farm-to-food bank program that would expand Kansas agricultural food products to be used for the Kansas’ emergency food system. This bill would expand the availability of nutritious, locally grown, raised, or produced foods to be spread throughout the state of Kansas by requiring the program to use 75% of appropriated funds to acquire and distribute Kansas agriculture food products to every county of the state.

House Bill 2562 would protect vulnerable adults from being financially exploited by requiring reporting of any suspected exploitations and providing civil and administrative immunity to individuals who report that reasonably suspect financial exploitation has occurred, been attempted, or is being attempted.

House Bill 2168 would allow the use of fiber, grain, and seeds of industrial hemp for feeding livestock, poultry and pets. The bill would also relax current regulations on industrialized hemp, reduce license and registration fees while extending the license and registration period, and exempt certain providers from fingerprinting and background check requirements.

House Bill 2567 establishes the Kansas National Guard Educational Master’s for Enhanced Readiness and Global Excellence, also referred to as “EMERGE,” program and the program’s repayment fund. This is a bill that I have co-sponsored.

House Bill 2548 is also referred to as the “No Patient Left Alone Act" and requires hospitals, adult care homes, and hospice facilities to allow in-person visitations and authorizes these types of facilities to adopt visitation policies and procedures.

These are a handful of bills introduced and we will need to see if they will have a scheduled hearing in their committee.

The House Appropriations Committee began its work on the Kansas state budget this week. We began the process of having budgets reported from the budget committees to the Appropriations Committee. Recommendations were heard regarding eleven agency budgets for the state budget.

The committee also had an informational hearing presented by Secretary Calvin Reed with the Kansas Department of Transportation. He updated us on the IKE Transportation Plan and the Build Kansas Program that was created during last session. We also conducted four bill hearings throughout the week.

House Bill 2468 – Disaster Recovery Bill

On Wednesday, January 24, the House Appropriations Committee conducted a hearing on the bill that I introduced last session on how the state plans and recovers from a natural weather-related disaster. This bill derives from the lax response from the state of Kansas after the devastating Four-County fire on December 15, 2021. After the events of this wildfire, the governor placed me on the Governor’s Wildfire Taskforce.

While serving on the Wildfire Taskforce and listening to the members of the taskforce in Crisis City, Kansas, I began crafting House Bill 2468. House Bill 2468 establishes a structured disaster response, for all disasters, not only wildfires, and has a single-point of contact with the Adjutant General and Kansas Department of Emergency Management. House Bill 2468 would create a systematic process of contacting other state agencies that may be utilized before, during, and after the disaster event. This bill also creates a Disaster Contingency Fund that local communities, affected by a natural disaster, can utilize to match federal dollars. Catholic Charities of Northern Kansas outlined its plans to expand and offer new services during a Chamber in Hays Chamber Chat Friday.

For more than 60 years, Catholic Charities has been offering financial and housing aid, as well as personal care and basic needs.

Executive Director of Catholic Charities of Northern Kansas Megan Robl said at the presentation Friday that despite being a Catholic organization, they are dedicated to assisting the entire community.

"All of our services are provided to everyone in need, regardless of religion, race or nationality," she said.

The "Before the Build Breakfast and Preview" presentation also highlighted the assistance provided in other areas, including transportation, food, hygiene, pregnancy support, adoption and counseling services.

Eligibility for financial and emergency assistance programs is determined by the family's household income. For more information on the services offered, click <a href="https://ccnks.org/gethelp">here</a>.

Catholic Charities opened its first office in Hays with one staff member in 1983 and now serves 16 counties in the western Diocese region.

Its current office, 122 E. 12th St., is not large enough,especially for storing essential items.

"To address these challenges, an incredibly generous local couple stepped forward and truly changed the trajectory of our mission across northwest Kansas," Robl said.

Verlin Pfannestiel and Elaine Pfannestiel recently donated a 9,000-square-foot building at 1015 Centennial Blvd. to Catholic Charities.

 The facility is undergoing development to function as its headquarters in western Kansas.

"We'll have a welcoming entrance space that's nice and secure for both staff and visitors," Robl said. "We'll also have a beautiful big warehouse for storing large amounts of food and hygiene items."

A second thrift store, from its current location in Salina, will be added to provide low-cost goods and clothing for families.

The expansion will not only triple the office space but will also incorporate a training room, a workroom and a break room.

Director of Development Jessica Allen provided an update on the project's progress and its alignment with its goals.

"Our fundraising goal is $1,216,000, we're 80 percent there, so we only have $250,000 left," she said.

The opening of the new location is anticipated to be this fall.

During the presentation, Bishop Jerry Vincke said he was grateful to everyone involved in the expansion. He said it will benefit a lot of people.&nbsp;

"I'm thrilled about this possibility because it's going to make what we do so much even more prevalent in our communities," he said, "not only in Hays but throughout the rest of the diocese as well."

Vincke said Catholic Charities is dedicated to assisting and guiding those in need, aligning with the mission of Jesus.

"We're continuing the ministry of Jesus, proclaiming good news to the poor, giving hope to those who are lost and confused, and telling people that God is with them through it all," he said.

Special contributors to the project participated in the sledgehammer ceremony, taking turns striking a wall that was still under construction.

Some project expenses have received backing from the Kansas Department of Commerce, Community Service Tax Credit Program and the Patterson Family Foundation.

Robl said she was grateful to all attendees, and a ribbon-cutting ceremony is also planned for the future.

"We are so excited to see the progress of the project come to fruition, and we cannot wait to schedule a ribbon cutting to celebrate the grand opening," Robl said.

The Hays Support Center at&nbsp;122 E. 12th. St. is open 8 a.m. to 5 p.m. Mondays through Thursdays and 8 a.m. to 2:30 p.m. on Fridays.

This past Monday, I attended my first USD 489 school board meeting. First, let me say, I have incredible respect and admiration for the USD 489 teachers. They are tasked with educating the youngest of our community and their influence has the potential to last a lifetime.

Prior to the Jan. 22 board meeting, I sent a respectful letter to each school board member, explaining my genuine concerns and ensuring they would not be blindsided by my public statements and inquiry.

Last July, the school board approved the new district calendar for the 2023-24 school year, which replaced traditional, half-day teacher in-services with nine, “full-day” in-services. These newly designed in-service periods occur on the first or second Monday of the month for every month of the school year. Such “full-day” in-service periods, consequently, result in “days off” for the students in the community. The previous, “half-day” in-services allowed students to attend class until roughly 1 p.m. Those who had no after-school care options could remain at school for a minimal cost. This structure allowed their parents to continue working on those in-service days. This year, the administration and school board decided it would be better to give students entire days off for their newly-crafted in-services. My concern is for the young families who do not have afterschool care options.

This new calendar change has caused parents to miss work, and, consequently, miss income. Those parents who do choose to work run the risk of leaving their children unsupervised at home, not to mention, students in the greatest need miss their free/reduced-cost breakfast and lunch on those days. Do I dare pose the question: “What are the high school students who are out of school doing during such days with limited-to-no supervision?” Would the district administrators and teachers themselves allow for such limited supervision in their own classrooms/buildings for more than a single minute? I doubt that is a risk they would be willing to take. ...

After my brief three minutes speaking to the school board, no response was given or explanation for the change from half days to full days. Those who live in Hays know that affordable day care, and most communities across the country, is almost nonexistent. Any time a young family has a child out of the traditional school hours, it is very disruptive to the parents who are working.

So, let’s add up the time in the school calendar year that the children are not in school:

· USD 489 calendar for 2023-24 has 196 available school days (i.e., 8/16/23 - 5/16/24).

· During that period, there are 23 full days and two half days off for various holidays (i.e., fall/spring/winter breaks, MLK day, Labor Day, etc.)

· This year there are an additional nine Mondays off for teacher in-service days for “collaborative planning.”

· This sums to roughly 33 total days that our children are not being educated in the classroom during this calendar school year. To state another way, that equates to 17 percent of the available school days students are not in the classroom.

Are all these breaks essential for learning? What metrics did the administration and the school board use to decide on this additional time out of the classroom? Do they have similar metrics to show the benefits of this schedule? Since the students are missing so much time on those Mondays, are the in-service agenda(s) available to the public?

Was there no other way this in-service time could be done and still allow students to remain in school?

It is no secret that since COVID, students across the country have began to lag behind and underperform compared to previous years. So why did the administration and school board approve nine additional days of no school for our children, while, simultaneously, causing additional disruptions in the workplace? I believe they were working on the 2024-25 calendar. … Does this calendar follow the same Mondays off? Has the administration and school board considered the hardship this is causing those parents who have no afterschool care? Has the school considered the economic impact local businesses feel with a shortage of work staff on such in-service days on Mondays?

It is my hope that the school board will put this on the agenda for the next meeting, Feb. 5, 2023. I plan on attending. Feel free to join me as a concerned parent. I hope they will publicly answer some of these questions.&nbsp;

This past Monday, I attended my first USD 489 school board meeting. First, let me say, I have incredible respect and admiration for the USD 489 teachers. They are tasked with educating the youngest of our community and their influence has the potential to last a lifetime.Prior to the Jan. 22 board meeting, I sent a respectful letter to each school board member, explaining my genuine concerns and ensuring they would not be blindsided by my public statements and inquiry.Last July, the school board approved the new district calendar for the 2023-24 school year, which replaced traditional, half-day teacher in-services with nine, “full-day” in-services. These newly designed in-service periods occur on the first or second Monday of the month for every month of the school year. Such “full-day” in-service periods, consequently, result in “days off” for the students in the community. The previous, “half-day” in-services allowed students to attend class until roughly 1 p.m. Those who had no after-school care options could remain at school for a minimal cost. This structure allowed their parents to continue working on those in-service days. This year, the administration and school board decided it would be better to give students entire days off for their newly-crafted in-services. My concern is for the young families who do not have afterschool care options.This new calendar change has caused parents to miss work, and, consequently, miss income. Those parents who do choose to work run the risk of leaving their children unsupervised at home, not to mention, students in the greatest need miss their free/reduced-cost breakfast and lunch on those days. Do I dare pose the question: “What are the high school students who are out of school doing during such days with limited-to-no supervision?” Would the district administrators and teachers themselves allow for such limited supervision in their own classrooms/buildings for more than a single minute? I doubt that is a risk they would be willing to take. ...After my brief three minutes speaking to the school board, no response was given or explanation for the change from half days to full days. Those who live in Hays know that affordable day care, and most communities across the country, is almost nonexistent. Any time a young family has a child out of the traditional school hours, it is very disruptive to the parents who are working.So, let’s add up the time in the school calendar year that the children are not in school:· USD 489 calendar for 2023-24 has 196 available school days (i.e., 8/16/23 - 5/16/24).· During that period, there are 23 full days and two half days off for various holidays (i.e., fall/spring/winter breaks, MLK day, Labor Day, etc.)· This year there are an additional nine Mondays off for teacher in-service days for “collaborative planning.”· This sums to roughly 33 total days that our children are not being educated in the classroom during this calendar school year. To state another way, that equates to 17 percent of the available school days students are not in the classroom.Are all these breaks essential for learning? What metrics did the administration and the school board use to decide on this additional time out of the classroom? Do they have similar metrics to show the benefits of this schedule? Since the students are missing so much time on those Mondays, are the in-service agenda(s) available to the public?Was there no other way this in-service time could be done and still allow students to remain in school?It is no secret that since COVID, students across the country have began to lag behind and underperform compared to previous years. LETTER: Writer questions benefits of Hays USD 489 in-service days

Hays' state Rep. Barb Wasinger, R-Hays, was appointed as chairwoman of the new Legislative Modernization Committee last year. 

"The [House] Speaker was very generous saying, 'You take it where you want to go,'" Wasinger said.

The committee had already realized that any changes they wanted to make in the capitol would have to go through the state's IT Department.

"We started to investigate what our IT Department does, and we've been regularly meeting with the governor's IT staff. We determined we really need to get the executive, legislative and judicial branches working together on IT," she said.&nbsp;

"Well, then, the judiciary got hacked, and we went into hyperdrive," Wasinger said. "The judiciary was truly in hyperdrive."

The members' roles quickly came into focus after the Kansas court system suffered an Oct. 12 <a href="https://hayspost.com/posts/b873d378-8956-4dbe-a6fd-0ec4c5ab75d1">cyberattack</a> that prevented the electronic filing of documents and blocked online access to records for weeks.

Judicial branch officials blamed&nbsp;a <a href="https://hayspost.com/posts/b3fd0ce6-352e-4a61-be25-defcc3868caf">ransomware group&nbsp;based in Russia</a>, saying it stole data and threatened to post it on a dark website if its demands were not met.&nbsp;&nbsp;

"But we realized we need to be doing something to secure every agency in the state of Kansas," Wasinger said. 

There are just a handful of agencies within the legislative branch that need to be protected. The executive branch has 58 agencies, while the judiciary has connections with all the courts in Kansas.&nbsp;

"We have a lot of things to look at. We had already talked to the executive [branch] about keeping our own IT silos. We all need control over our own houses, but we need someone that's coordinating all that," she said.

Wasinger visited with State Supreme Court Chief Justice Marla Luckert about the idea who said she was thrilled that the committee planned to take action.

"We particularly realize that we need to be doing something as a group, that we can apply security throughout the state of Kansas, and protect Kansans' private data as well as the systems that we have come to rely on," Wasinger said.

The judicial hack stopped all filings of court cases electronically.&nbsp;

In the 23rd Judicial District, which includes Ellis, Gove, Rooks and Trego counties, having to revert to filings by hand was taxing on court employees, said Mike Smith, district court administrator.

"Just the amount of extra work that is involved doing a paper file and going back to a system that we hadn't used in years. We're really not equipped to use it again," Smith said.

"We have a digital system that processes information electronically. It's not set up to do things by hand like we used to do a long time ago," he said. "I can't stress enough how much I appreciate the clerks' work that they've done.

Smith says the 23rd District court system is back up and running as it was before the Oct. 12 shutdown, with minimal limitations.

"There are some features of the case management system that are not enabled that we are waiting on," he said.

"It's also been a huge inconvenience for anyone in the public who has dealings with the court system."

One example of the inconvenience is background checks of people who want to be adult volunteers with the Girl Scouts of Kansas Heartland, which covers 80 counties in Kansas, including Ellis County.&nbsp;

"In our case, we used to do them in bulk. We'd take everybody's that came in during a week and just upload them, and get a response for the whole batch," said Muriel Boyce, director of communications. "Now it's definitely something that you take more time and individually do.&nbsp;

Boyce said the manual check hasn't kept people from working with Girl Scouts, but just slowed the process.

"Once the system is fully functional again, we will run everyone back through a second time to ensure that nothing was missed or that everything is still OK and cleared," she said.

Rep. Wasinger and her committee have talked with several cybersecurity experts.

"We can't fix everything tomorrow, but we need to start today to try to get things fixed," she said.&nbsp;

"I've learned more about cybersecurity than I ever dreamed and found out how frightening [hacks are].&nbsp;People will always try to rob you, whether it's peace of mind or data, and they'll always find new ways.

"But we need to have a system set up for every part of the government, and we want one person in charge of all the IT directors.&nbsp;

&nbsp;"... So, we're talking about a big shift in how the state has worked up until now," Wasinger said. "What I feel good about is we have all three branches agreeing that we need to do something."

Luckert has said the court system <a href="https://hayspost.com/posts/a3713eb9-b01d-4aa8-955e-798ef241421d">needs $2.6 million in supplemental funding to properly respond</a> to the October cyberattack. She also said the judiciary did not pay any ransom money.

"We have to lay a framework on how we're going to handle this IT plan," Wasinger said. "We have to figure out the funding route for it, and the division of duties."&nbsp;

The forensic investigation of the cyberattack is ongoing.

Heartland Community Foundation launches 2024 Match Month

<a href="http://www.hayschamber.com">The Chamber in Hays</a>&nbsp;is set to once again give area residents the opportunity to speak directly with area leaders during the 2024 Legislative Coffee series.

The first session is scheduled to begin at 8:30 a.m. Saturday at the Hays Public Library, 1205 Main.

The series is free and open to the public.

Sarah Wasinger, president and CEO of the Chamber, said the annual series is one of the most important endeavors of the year for the Chamber.

"The Legislative Coffee session serves as a crucial platform for citizens to stay informed about legislative developments in our area,” Wasinger said. “It is an invaluable opportunity to have a direct dialogue with our legislators, enabling the community to voice concerns and seek clarification on important matters."

The session invites attendees to pose questions to individual legislators or the panel as a whole, creating a dynamic and interactive environment. This engagement fosters a sense of transparency and accountability, essential for a thriving democratic society, she said.

Amanda Randa knew when she was young she wanted to work with children.

She considered teaching or psychology, but when she became pregnant with her second child she saw an opportunity to stay home with her children and realize that dream by working as a child care provider.

"Helping shape their little minds and being their second mom, I love it," she said.

Randa has been an in-home child care provider for seven years.

She has been chosen as the December Child Care Champion.&nbsp;Patrick Hertel nominated her for the award.

"[She is] always super nice and easy to work with," Hertel said. [She] always is quick with a smile. Kids are really happy, and my kids always look forward to day care time."

He said her child care has structured days with a set schedule. 

"[I am] very pleased with the results. [She] stays transparent with parental communication well ahead of time. [She's] one of the best we've had!" Hertel said.

Randa, 36, grew up in Hays and is a Thomas More Prep-Marian graduate. She has three sons ages 13, 8 and 6.

"Being able to stay home with my kids has been wonderful," she said. "They are all in school now, but that was great."

She said she also appreciates being able to help other families.

"You want to be able to trust your provider," she said. "You want to know your kids are in good hands and they are going to get played with and fed well and treated right so you don't have to worry about it while you're at work or doing the things that you need to get done. It takes a worry off of your plate."

The first year Randa was a provider, she cared for all boys and one girl. Since all of her children are boys, she able to first see the differences in how girls develop and play.

"Seeing the difference in the way boys and girls play and interact with each other is so comical," she said.

She said the boys play more rough, but the girls are more likely to use their voices. Female toddlers can be screamers, she said.

Randa and the children regularly work on craft projects. They also play with Play-Doh and bubbles, color, and paint. She has a water table and the children play with kinetic sand and water. At Halloween, they played with pumpkin guts.

The children also love to hear Randa read books to them. She has an extensive library from which to choose. The children's favorite book is "Creepy Pair of Underpants" by Aaron Reynolds.

The book is about a bunny whose mother takes him to the store to buy underpants. She picks out plain white underpants but allows the bunny to pick out one pair he likes.

He chooses a Frankenstein pair of underpants. He decides they are creepy and tries to get rid of them, but they keep coming back.

Finally, the young bunny decides he loves his creepy pair of underpants because they glow in the dark, light up his room at night and help him not to be afraid of the dark anymore.

Randa has six children in her care — two babies and two toddlers. Her numbers vary when school is not in session.

COVID was a challenge for her as a child care provider.

Finding enough children to maintain a steady income for her family has also been a challenge.

One year, she had three families move in a short time. She scrambled to find children to fill her open spots. She said open spots can be scary from a financial standpoint.

Randa said she and other in-home child care providers are experiencing greater difficulty filling their open spots as more child care centers open in Hays. Having vacancies can quickly and deeply affect her family's finances.

Randa said if a person is considering opening an in-home child care service they should reach out to other in-home providers in the area. Many business resources are also available on the Kansas Department of Health and Environment website.

Child Care Champion seeks to take worry off parents' plates

Governor Kelly recently rolled out her proposed budget for the 2025 fiscal year. Her priorities include an array of strategic initiatives including cuts to property and sales taxes, expansion of Medicaid, and increased investments in education and Kansas water systems.

Kelly’s budget also includes a plan to provide pay raises to state workers, implementing a 5% pay raise and increasing the minimum wage to $15 per hour for state employees.

In announcing her balanced budget, Kelly emphasized that she is a fiscal conservative. However, she believes that raising state worker wages is critical if the public sector wants to compete for talent with private sector counterparts.

While Kelly wants to increase the minimum wage for state workers, there is no plan to raise it for all Kansas workers. Kansas will continue to follow the federal minimum wage standard of $7.25 per hour. This rate hasn’t changed in Kansas since 2010.

Kansas is not exactly an outlier as more than a dozen states do not exceed the federal standard. However, this is changing over time. As of January 1, more than half of the U.S. states have adopted a minimum wage higher than the federal minimum wage, including every state which borders Kansas except Oklahoma. This may put pressure on employers to raise wages in border cities, such as those in the Kansas City metro area.

Raising the minimum wage is not an easy political task. It has inspired extensive debates across the states.

Supporters, including the Fight for 15 movement that started in 2012, emphasize that raising the minimum wage is an important step in addressing income inequality. They note that wages have not kept up with the cost of living, nor have they kept up with worker productivity. They argue that a meaningful raise can improve the financial well-being of low-wage workers. Further, as wages improve, fewer people would rely on social welfare programs, saving taxpayer dollars.

Wage increases could also stimulate economic growth. Workers with higher incomes tend to spend more, contributing to local and state economies. Finally, advocates suggest that higher wages can enhance productivity and job satisfaction among employees. This benefits employers by reducing turnover and increasing employee loyalty.

On the other hand, critics express concerns about potential drawbacks. Small businesses may face challenges adjusting to the higher labor costs. Critics worry that if these businesses struggle to cover the additional costs, they may cut jobs or even close.

Additionally, opponents argue that a significant minimum wage hike could trigger inflation, affecting overall economic stability. This could occur if employers pass along the costs associated with these raises to consumers in the form of increased prices for goods and services. This could counteract some of the intended positive effects on workers’ real income.

Finding a balanced approach that addresses the needs of workers and the potential impact on businesses and broader economy is essential when considering such a policy shift. Kansas is sure to feel pressure to raise wages for all in the future.
