In the aftermath of the tragic murder of George Floyd in Minneapolis, MN, the urgent need for effective de-escalation techniques within law enforcement became painfully clear. During this time, the National De-escalation Training Center (NDTC) emerged as a beacon of hope, providing comprehensive training programs to reduce use-of-force incidents and save lives.

Dr. Tamara Lynn, Chair of the Criminal Justice Program at Fort Hays State University (FHSU), leads the charge. Driven by the desire to make a difference, she wasted no time in seeking information about joining the NDTC as a regional center. With FHSU's centralized location, the university became the ideal hub for coordinating training across the central United States.

Dr. Lynn's vision extended beyond law enforcement careers to encompass diverse fields within the criminal justice system. She recognized the value of de-escalation training for students pursuing careers in corrections, probation and parole, juvenile services, and other roles where tensions can escalate rapidly.

The goal is to equip current and future students with de-escalation techniques, ultimately reducing use-of-force incidents and the needless loss of life. Driven by a relentless passion, Dr. Lynn aims to make a difference, not only for her students and the criminal justice professionals they will become but also for communities nationwide.

Today, the NDTC is making significant strides in its mission to provide essential de-escalation training to law enforcement agencies across the central United States. The Fort Hays State University Criminal Justice Program acts as the Region 2 headquarters for the NDTC, allowing for coordinated efforts in seven states: Colorado, Iowa, Kansas, Missouri, Nebraska, Oklahoma, and Wyoming.

The program offers a range of training modalities, ensuring that law enforcement officers receive the necessary skills to effectively de-escalate high-pressure situations. From face-to-face courses to online training, the NDTC leaves no stone unturned in its efforts to shape a culture of de-escalation within law enforcement agencies.

The impact of the NDTC's work has not gone unnoticed. Recently, the program received two federal grants totaling $2.75 million to support its training initiatives. The community recognition and financial support prove the relevance and importance of the NDTC's mission.

Collaboration has been another key driver of the NDTC's success. Through partnerships with agencies like the Tampa Bay Police Department, the program has secured grants specifically tailored to de-escalation training. This collaborative spirit was recently rewarded with an esteemed award, underscoring the impact of the NDTC's expertise.

The NDTC has made strategic appointments within its administrative team to sustain its growth and development. Dr. Tamara Lynn and Morgan Steele, distinguished faculty members at FHSU's Criminal Justice Program, now hold crucial positions within the NDTC, enhancing the organization's strength and expertise.

Since its inception, the NDTC has successfully trained over 1,000 law enforcement personnel across its seven-state region. Participants from California, Connecticut, Florida, Kentucky, and New York have also completed these indispensable training programs facilitated by trainers from FHSU.

The testimonials from officers who have completed NDTC courses speak volumes about the impact of de-escalation training. Numerous officers express gratitude for the knowledge they have gained, often noting how they wish they had acquired these valuable skills earlier in their careers. The de-escalation techniques taught by the NDTC have empowered officers to defuse potentially dangerous situations without resorting to force.

Looking ahead, the NDTC has ambitious plans to enhance its training programs further and expand its reach. A grant application has been submitted in collaboration with New York University to integrate Virtual Reality into the training curricula. This innovative step would provide officers with realistic scenarios to practice and refine their de-escalation skills.

Additionally, the NDTC is focused on improving officer encounters with autistic individuals. Dr. Lynn and her colleagues are seeking grants to fund a specialized training program tailored to these encounters' unique needs and challenges. Such initiatives demonstrate the NDTC's commitment to continuously advancing law enforcement practices.

In June 2024, FHSU and the NDTC will host an Evidence-based Policing Symposium in Denver, Colo. This symposium will bring together academics and practitioners to discuss effective strategies and policies in law enforcement, fostering collaboration and innovation in the field.

The Hays USD 489 school board will meet at 6:30 tonight to hear a report on the Mental Health Intervention Teams at Hays High School and Hays Middle School.

Lyndsey Crisenbery, Hays High School, and Jamie Malone, Hays Middle School, will share information regarding the programs' successes. The programs are in partnership with High Plains Mental Health Center, Hays.

Superintendent Ron Wilson will give a bond update on Roosevelt Elementary School and HHS.

The board will consider a bid for&nbsp;$135,000 for the replacement of the Wilson Elementary parking lot as well as a&nbsp; preventive maintenance service agreement with Glassman Corp. for $86,934.

The board also will consider district calendars for the 2024-25 and 2025-26 school years. Both are similar to this year's school calendar with one Monday off per both for in-service.

The board also will hear an audit report from Adams Brown and have a second reading on Kansas Association of School Boards recommended policy changes.

Hays USD 489 school board to hear report on mental health program

Abuse is the No. 1 reason children are removed from their homes and every day, 14 children enter St. Francis Ministries for help.

The multi-faceted child, adult and family services organization was founded in 1945 in western Kansas. It also serves Nebraska, Texas, Oklahoma, Arkansas, Mississippi, and will soon expand into Ohio.

An informational presentation about the need for foster care families in Ellis County was presented Friday during the Chamber in Hays lunch.

Shawna Lyon is the adoption director in the Hays-based office, 3000 Broadway. She's also the interim independent living director.

Trish Bryant, Salina, is special assistant to the president. She is the former chief operating officer and will retire on June 30. Bryant started working for St. Francis Ministries right after graduating from Fort Hays State University and has been with the non-profit organization for 40 years.&nbsp;&nbsp;

"There's a wide array that we do," Bryant said. "The children entering St. Francis either have been removed from their parents and are put in custody of the state, and then we work with the state to provide care for them. It could also include any outpatient or prevention service."

More than 90 percent of the children served by St. Francis come from low-income families.

Overall, about half of the kids removed from their homes are able to go back to them.

St. Francis also works with families on prevention, keeping them intact in the first place.

"Our therapists try to get them to develop structure in the home, work on parenting skills, reach out to community resources," Bryant said.

"At the end of the day, we don't want kids coming out of their homes. We don't want [Kansas Department of Children and Families] giving us referrals," she said. 

"We want the children to be in their homes where they're safe with their parents. We do everything we can to make that happen."

There are out-of-home programs available including reintegration, foster care, adoption and independent living.&nbsp;

St. Francis also provides community-based services including fatherhood programs, job support and outpatient behavioral health.&nbsp;&nbsp;

In Ellis County, there are 59 children in foster care, said Lyon. "They have been removed from a parent's home or a caregiver's home in Hays, Ellis, Victoria.&nbsp;

"The state requires that we place kids with kinship whenever possible," she said. "Our goal is for 50 percent of our youth that go out of home to be placed with kinship.&nbsp;

"The need is always there. ... Any of you could be called as part of a kinship mentor or kinship option for one of your family members who may need a placement for their child. It touches all of us," Lyon said.

Of the 59 children that are in out-of-home placement, 37 will get reintegration services.&nbsp;

"That means we've got staff working with them, working with their families to try to get those children reintegrated back home,"&nbsp;Lyon said.

"If reintegration isn't possible and the judge determines parental rights need to be terminated, those children transfer to adoption," she said.

In Ellis County, 14 children are served through the St. Francis Ministries adoption program.

There is one local child being served through permanent custodianship. There are seven youth ages 16-21 who are in the independent-living program.

Although Ellis County is their home county and where the court case is based, they may not live in Ellis County.

"We can place children anywhere in Kansas — any foster home, any kinship home, any residential facility. We do have some kids that live out-of-state with family through an interstate compact," she said.&nbsp;&nbsp;

Among the 37 youth currently out-of-home receiving reintegration services, 17 are placed in Ellis County.&nbsp;Eight of the 14 kids eligible for adoption are in Ellis County. There are no independent living youth in Ellis County. The majority are in the Wichita area.&nbsp;

St. Francis is working with about 14 siblings locally.

"We try really hard to get those kids placed together," Lyon said. "We understand the sibling connections are really important." Two of the sibling sets are in the adoption process. "We're trying to adopt them together."

After children are reintegrated, they undergo aftercare services.&nbsp;

"We know the family is still going to need some help to keep those kids at home," she said.&nbsp;

There are 12 Ellis County children undergoing aftercare service.&nbsp;

"So, we've been successful in getting 12 children returned home after they've been in the foster care system," Lyon said.

Seven adopted children are in aftercare service.

"Their finalizations happened within the last six months or so," she said. "They live here in Ellis County, and we're currently checking in on them to make sure things are going OK."

A family or someone in Ellis County who may be interested in becoming a foster care parent can get information on how to do that at the <a href="https://saintfrancisministries.org/">St. Francis Ministries website</a> or by calling the agency's toll-free number 1-800-423-1342.

To become a licensed foster care parent in Kansas, applicants must first undergo a background check and complete a series of training classes.

"There's a great need for foster parents," Bryant said, "and any time you can put a child in a family home, they thrive so much better."

Last Christmas, a tricycle was donated and shipped to an Ellis County child who has been removed from their home and is living with relatives in Missouri.

Kansas teens in foster care may benefit from a proposed alternative to finding a permanent home.

A bill in a Kansas House committee would allow foster children older than 16 to enter into custodial arrangements with relatives and close friends.

The bill needs committee approval to advance to the House for consideration.

Supporters of the bill say Kansas could be the first state to establish such an program.

We do have some kids that live out-of-state with family through an interstate compact," she said.&nbsp;&nbsp;Among the 37 youth currently out-of-home receiving reintegration services, 17 are placed in Ellis County.&nbsp;Eight of the 14 kids eligible for adoption are in Ellis County. There are no independent living youth in Ellis County. The majority are in the Wichita area.&nbsp;St. Francis is working with about 14 siblings locally."We try really hard to get those kids placed together," Lyon said. "We understand the sibling connections are really important." Two of the sibling sets are in the adoption process. "We're trying to adopt them together."After children are reintegrated, they undergo aftercare services.&nbsp;"We know the family is still going to need some help to keep those kids at home," she said.&nbsp;There are 12 Ellis County children undergoing aftercare service.&nbsp;"So, we've been successful in getting 12 children returned home after they've been in the foster care system," Lyon said.Seven adopted children are in aftercare service."Their finalizations happened within the last six months or so," she said. "They live here in Ellis County, and we're currently checking in on them to make sure things are going OK."<figure>

'Great need for foster parents' in Ellis County, says St. Francis Ministries 

An event that combined ashes and glitter for the celebration of Ash Wednesday has sparked a backlash in the Hays community.

Fort Hays State University students or members of the public were able to be blessed with the traditional ashes or ashes mixed with glitter at the Memorial Union.

Organizers billed the event as a means to foster inclusion of the LGBTQ+ community.

More than 200 people commented on a Facebook posting on the event. Some comments were supportive.

However, other community members expressed outrage about the event calling it "disgusting," sacrilege" and "evil."&nbsp;

The event was sponsored by the FHSU group US4U. This is the fifth year that the group has hosted the event since 2017.

"There is a tradition of exclusion, and we don't feel it really reflects what Jesus was about," Cheryl Duffy, Us4U adviser, said. "Jesus was about love and inclusion, and we want to open up that tradition to everyone.

"Ash Wednesday is a meaningful, reflective day. We want everyone to be able to experience that."

The Us4U information cards given at the event said, "Glitter is a sign of hope, which does not despair. It signals our promise to repent, to show up, to witness, to work. Glitter never gives up — and neither do we. Glitter+Ash captures the relationship between death and new life."

Jaelyn Sutter, group president, said people of any orientation can be religious.&nbsp;

"I feel that community has felt left out and excluded from religion," she said. "It is important to make sure they feel safe and they have an opportunity like everyone else."

In response to the backlash, Sutter said, "We stand for love and supporting the community. We are not going to let that affect us or influence us or change us."

Anna Towns, group member, said, "We are continuing a tradition our religious practice has always done; adding the glitter is just an option. It's not the only thing. We also have traditional ashes people can get. This was not meant in any way to be a mockery of other religions."&nbsp;

In years past, the event, which lasted two hours, drew about 30 people split fairly evenly between people who wished to receive traditional ashes and the glitter ashes, Towns said.

"This is a day that requires all of us to remember where we come from and where we end up," he said. "That is a thing that should bring us unity. We all experience that.&nbsp;

"Specifically being able to bring in the unity of the LGBTQ+ community that has so often been excluded from church spaces is a very important thing for us to be able to do."

Houchen suggested those who feel anger and offense would turn to scripture.&nbsp;

"Romans 12 is pretty clear that if someone offends them, you feed them and clothe them and you care for them. That's our response as Christians, regardless of how we feel about a situation. Our response has to be one of love."

Brenda Rodger, pastor at Trinity Lutheran Church, was also present as a supporter.

Troy Miller, a pastor at the United Methodist Church in Hays, was originally slated to participate in the event. However, he canceled.

He said on Facebook, "Please know that after this advertisement came out, which I had no part in producing, I respectfully withdrew my participation. Being a local United Methodist pastor, I was asked by this student group to join other local pastors to impose ashes at the Union. I was not expecting this."

Critics of the event not only had issues with the nature of the event, but also how it was publicized.

The event was announced over the daily calendar system for FHSU. See the full announcement below.

Some of the critics were offended about the tone of the announcement, including the phrase, "Get your ash on campus!"

Laura Cune said she did not condemn the LGBTQ+ community as whole but was upset by this event.

In a lengthy Facebook post, she said, "I felt like my faith was not important to someone else. Not just someone else, a lot of someone elses. In fact, I felt like my faith was a joke. The first two sentences of the announcement are alarming, yes. I don’t think I’ve ever heard of “getting ashes to-go” on Ash Wednesday, because, to me, Ash Wednesday is a holy day that is celebrated within a church. There is no drive-thru, no to-go — you attend mass/service and celebrate the beginning of the Lenten period leading up to Easter, the most important time within our faith."

Kamryn Summers said on Facebook, "This is so saddening. I pray for everyone’s souls. Let yourself be saved by Jesus. Do as Jesus did. He left us a book on how to worship him. As tomorrow we worship him with his ashes, not glitter."

"God’s people better rise up. ... Not just here but across our nation and world. This is spiritual warfare and there is no other correct description. PERIOD!" said&nbsp;Ruby Goldman McGuill&nbsp;on Facebook.

Some also took aim directly at the university for allowing the club to announce the event on a university-wide system. Some community members even threatened to stop donating to the university.

FHSU University Communications made a statement about the posting of the event through the university calendar system Wednesday morning.

"The inclusion of the university brand mark in the header is not intended to serve as an affirmed or implied endorsement of the beliefs and views held or expressed by any Student Organization," the statement said. "In the interest of ensuring that the First Amendment right of every individual is respected, FHSU remains viewpoint-neutral on this and other Student Organization-led events."

The “Glitter + Ash” event scheduled for today (February 14) on campus is sponsored by Us4U and the United Methodist Campus Ministry. Both are recognized Student Organizations at Fort Hays State University, and both followed established protocols for creating, announcing, and holding this event. As with any Student Organization-led event, email communications about this event included an FHSU-branded header graphic. HaysMed Pediatric Clinic now offering same-day appointments

Registration is open for the Healing Kids’ Hearts Retreat for children who have lost a loved one.

The free event for children ages 6 to 12 will take place from 10 a.m. to 3 p.m. Saturday, March 23, at the Hays Senior Center, 2450 E. Eighth St. Lunch will be included at no cost.

The retreat is sponsored by the Center for Life Experience in Hays. The center is one of the few organizations in Western Kansas that provides grief support services for children.

Laura Allen, executive director of the center, said children do not process grief the same way that adults do.

 “The day’s activities will provide children a safe and confidential environment to learn about healthy grief and loss in responding to the death of a loved one,” she said.

For most participating children, that loved one is a parent or grandparent, but sometimes the child has lost a beloved teacher or special friend. Children who have attended in the past are welcome to attend again, she said.

“Led by trained volunteers, this retreat offers a variety of activities through which children learn that there are multiple ways to grieve. They will learn positive ways to honor the person who has died and create lasting memories that can provide comfort,” Allen said.

Among the planned activities are creating special keepsakes, drawing and writing, a balloon launch, and more.

Each child is matched with a trained adult “buddy,” who helps guide and support the child throughout the day, she said.

Registration is also open for adult volunteers to help at the retreat. All volunteers will go through a background check and will be expected to attend a training session, Allen said.

Registration for both children and volunteers is available by calling Allen at (785) 259-6859 or by emailing laura@cflehope.org. Since spaces are limited, she urged parents to register their children as soon as possible.

Retreat being offered for children dealing with grief

Wild West Festival President Jeff Ridgway announced Wednesday the Hays-based event will be hiring a new event coordinator

Sandi Maier was the festival's long-time coordinator and only paid employee.

The committee released the following statement Wednesday afternoon:

"Sandi Maier is no longer serving as the event coordinator for the Wild West Festival. The committee is thankful for the many years Sandi has served in this role.

"The Wild West Festival will be working to identify a new event coordinator for the festival. The committee remains focused on bringing a quality event to our community. Those interested in helping the Wild West Festival continue to be successful are encouraged to reach out to any current member of the committee."

Ridgway said the committee is seeking to replace Maier as soon as possible. Her replacement will also likely be part-time.

He said he did not wish release any details about Maier's departure from the Wild West Festival. Maier also said she did not wish to comment.

Ridgway said the committee has already started the process to hire a new coordinator. He said the committee would like to hire the new coordinator as soon as possible.

"It is important to us that we continue to be successful in putting the right resources in place and the right team in place for this event to be successful for the whole community," he said.

The Wild West Festival will be July 3-6 this year.&nbsp;

The event usually includes a parade, concerts and fireworks. In the past it has also included a carnival, but the festival was not able to book a carnival in 2023.

By CRISTINA JANNEY Hays PostWild West Festival President Jeff Ridgway announced Wednesday the Hays-based event will be hiring a new event coordinatorSandi Maier was the festival's long-time coordinator and only paid employee.The committee released the following statement Wednesday afternoon:"Sandi Maier is no longer serving as the event coordinator for the Wild West Festival. The committee is thankful for the many years Sandi has served in this role. "The Wild West Festival will be working to identify a new event coordinator for the festival. The committee remains focused on bringing a quality event to our community. Those interested in helping the Wild West Festival continue to be successful are encouraged to reach out to any current member of the committee."Ridgway said the committee is seeking to replace Maier as soon as possible. Her replacement will also likely be part-time.He said he did not wish release any details about Maier's departure from the Wild West Festival. Maier also said she did not wish to comment.Ridgway said the committee has already started the process to hire a new coordinator. He said the committee would like to hire the new coordinator as soon as possible."It is important to us that we continue to be successful in putting the right resources in place and the right team in place for this event to be successful for the whole community," he said.The Wild West Festival will be July 3-6 this year.&nbsp;The event usually includes a parade, concerts and fireworks. Wild West Festival to hire new event coordinator

During a special Board meeting on Jan. 30, the Barton Community College Board of Trustees announced Dr. Marcus Garstecki as Barton’s sixth president.

With over 25 years of experience in higher education, Dr. Garstecki has led enhancements in student recruitment efforts, implemented a comprehensive enrollment plan, and helped develop strategies for leveraging scholarship dollars, all of which led to increased enrollment at Northern State University (NSU) in Aberdeen, S.D. He currently serves as the chief enrollment management officer at NSU.

Dr. Garstecki was named a finalist following a nationwide search that began in September. After virtual interviews with the search committee, the College hosted a visit to the Barton County campus and other campus locations, which included open forums that allowed for input from the community and employees.

Board of Trustees Chairman Mike Johnson said the Board is excited to welcome Dr. Garstecki and his wife, Kacie, and son, Jackson, to the Barton family. He said the Board looks forward to working with him and continuing to build on existing relationships in the community while also seeking new areas of collaboration and partnership. &nbsp;

“He brings a wealth of knowledge and experience to us,” he said. “Not only will he help maintain Barton's position as one of the leading community colleges in the region, but he will also provide the leadership that will help us evaluate and critique our current operations, which will position Barton well in the ever-changing educational landscape.”

After accepting the position, Dr. Garstecki shared his appreciation to the Board and committee for the opportunity to return to Kansas, where his higher education experience started in 2001.

“My wife Kacie and I are beyond excited to join the Barton Community College family,” he said. “We sincerely appreciate the hospitality and warm welcome we received during the interview process. One thing that we were looking for through this process was a place that felt like home. While we were on our visit, we sensed a genuine, close-knit, family atmosphere from everyone we met, making this an easy decision for us.”

With a history of accomplishments, he has served as the vice president for student affairs and dean of students at Dakota State University-Madison, where he led enrollment efforts that resulted in significant increases in freshmen, transfer, and re-entry students, as well as increased retention percentages. These efforts led to the school’s largest enrollment numbers to that point. Before that, he was vice president for the Mid-Plains Community College-North Platte campus, where he led strategic planning initiatives, including improvements in the arts, workforce training, and high school partnerships.

“I am passionate about the role that rural community colleges play in providing higher education access to all students while helping our communities grow and thrive,” he said. “I look forward to working with the Board of Trustees, faculty and staff, the leadership team, students, and each of the communities we serve to continue building upon the solid foundation that has already been established and leading Barton Community College to even greater heights.”

Dr. Garstecki will step into the role as president in July following the retirement of current president, Dr. Carl Heilman.

“I am honored to be selected as the next president of Barton Community College,” he said. “I want to thank Chairman Johnson and the entire Board of Trustees for the trust you have placed in me to lead this great college into the future.”

A suspect facing charges in Colorado led the Kansas Highway Patrol in a chase Monday on Interstate 70.

According to a Trego County Sherriff's Office Facebook <a href="https://www.facebook.com/photo/?fbid=704713281836780&amp;set=a.243282714646508">post</a>, at about 5:19 p.m., the suspect's vehicle was located west of WaKeeney in Trego County.

A video from Jan. 29 allegedly depicts 30-year-old Thomas Allan Villarruel driving against oncoming traffic while being pursued by several police vehicles.

 </figure>By TONY GUERRERO Hays PostA suspect facing charges in Colorado led the Kansas Highway Patrol in a chase Monday on Interstate 70.According to a Trego County Sherriff's Office Facebook <a href="https://www.facebook.com/photo/?fbid=704713281836780&amp;set=a.243282714646508">post</a>, at about 5:19 p.m., the suspect's vehicle was located west of WaKeeney in Trego County.A video from Jan. 29 allegedly depicts 30-year-old Thomas Allan Villarruel driving against oncoming traffic while being pursued by several police vehicles.Kansas Highway Patrol Trooper Tod Hileman said Villarruel was wanted for an alleged offense when an attempt to locate was broadcast at about 3:15 p.m."The vehicle matched the description of a suspect that was wanted out of Colorado for a domestic violence crime," Hileman said.Villarruel was driving a 1993 Chevy C15 pickup when the Kansas Highway Patrol initiated a traffic stop at 5:59 p.m. The suspect immediately fled, Hileman said.The vehicle crossed over the median into oncoming traffic, leading to a chase with officers."Troopers attempted to end the pursuit by pushing him into a guardrail, which they were successful in doing, but he was still able to drive down the highway," he said.Villarruel continued westbound before crossing the median again and heading eastbound toward WaKeeney, according to the Facebook post.The WaKeeney Police Department deployed stop sticks at the 127-mile marker, slowing the pursuit and allowing officers to disable the vehicle around the 129-mile marker.&nbsp;"It's when the WaKeeney Police Department spiked his tires that a second Kansas Highway Patrol vehicle spun him out and ended the pursuit," Hileman said.Willarruel was apprehended and taken into custody without any additional incidents, as reported by the Trego County Sheriff's Office.Pending charges include fleeing and eluding law enforcement and engaging in reckless driving, Hileman said.The Trego County Sheriff's Office thanks the Kansas Highway Patrol and the WaKeeney Police Department for their assistance in the incident.
