IRS Free File program sees early increase in use; filings up nearly 10%

Housing prices are remaining strong, but Hays is not keeping up with demand, said Doug Williams, Grow Hays executive director, at a quarterly luncheon on housing in Hays on Tuesday.

Hays had 232 housing transactions in 2023, which has been on a steady downward trend from 337 in 2020, when the nation saw historically low interest rates.

Interest rates went from 3.5 percent to 6.5 or 7 percent. Costs of building have also increased.

"Fortunately, in our market, we don't have bubbles and bursts," Williams said. "We have little peaks and valleys, but they are pretty gentle, as opposed to the coasts, where you can have really, really highs and really, really lows."

The total dollar volume of sales was also down from a high of almost $70 million in 2020 to $57 million in 2023.&nbsp;

This did not include the Heart of America Development's second phase of the Tallgrass Addition, which accounted for 17 homes for a total of $3.8 million in 2022 and 19 homes for a total of $4.27 million in 2023.

"It's not an easy time to build homes in this environment," Williams said. "You've got lots of competition for subcontractors. They've dealt with material shortages and fluctuating prices when they started this."&nbsp;

Hays home prices have continued to rise since 2019, from an average of $182,000 in 2019 to $246,000 in 2023.

Williams said this is an issue of supply and demand. A lack of housing stock in specific price ranges is increasing prices.

"It has priced some people out of the market," he said. "However, it's always amazing to me how resilient our market is."

The number of year-end home listings in Hays was slightly up in 2023 to 70, compared to 50 at year-end in 2020, 40 in 2021 and 48 in 2022.

Real estate agents also consider months supply of housing. Less than six months supply of housing is considered a seller's market, and more than six months supply of housing is considered a buyer's market. Hays was at 3.5 months as of 2023, which was up from a low of 1.8 months in 2021.

Williams said the "sweet spot" for housing has been homes in the $150,000 to $250,000 range. Forty percent of the homes sold in Hays in 2023 were in this price range, and the homes in the Tallgrass Addition have also been in this price range.

To sustain population growth of 1 percent for the city of Hays, the community needs to add 88 living units per year, according to a study. One percent growth would be adding about 220 new residents per year.

The community was 400 units short over the last 10 years of that goal, Williams said.

In 2023, Hays added 68 units, 55 in 2022 and 71 in 2021.

He anticipated Hays would have 20 or fewer single-family housing starts in 2024. The community has run out of lots.

The Tallgrass Addition should have 12 more lots under development in 2024.

"We have identified some multi-family lots that we think will happen this next year. I would say there will be 40 or more of those," he said.

He said he expects housing prices and rents to remain stable, with the possibility of rents increasing slightly.

Although many Hays residents have recently complained about property taxes, Williams said the city's property taxes are lower than those of similar Kansas communities.

The city of Hays mill levy was lower in 2023 than Pittsburg, Emporia, Garden City and Dodge City.

Hays' median home price in 2023, $235,000, is lower than Garden City and Dodge City.

Property tax based on the median home price is lower than Garden City, Dodge City and Emporia.

Phases one and two of the Tallgrass Addition, adjacent to the NCK Tech campus, are complete. All 36 homes in phase one are occupied, and four or five homes in phase two are now occupied.

Wheatland Drive will be redone this spring, and the Tallgrass phase three homes will be built along that road. Once the sewer, water and road are completed, home construction will begin in that addition.

Grow Hays is also working on The Grove housing addition, which will be on Canterbury north of HaysMed. This addition is meant to appeal to older residents.

Engineering contracts for the infrastructure have been approved. The addition will include 50 single-family residences, eight duplexes and six six-plexes.&nbsp;

The development will include a community center, which will be the new home of the Hays Senior Center, house a child care center and provide multi-use meeting rooms for the community.

Grow Hays has raised $5.75 million of the $6 million needed for the community center. Construction will begin this summer and be completed in about a year.

The house on the corner of what used to be a wheat field will be relocated.

Williams identified several needs he sees in the Hays housing market.

The city does not have housing lots available in the northwest portion of the city or housing in the mid-price range in the eastern portion of the city.

The city also needs more diverse rental options. Although the city has many two-bedroom rentals, it doesn't have many three-bedroom rentals or three-bedroom rentals with two-car garages.

One of the challenges of development is the cost of infrastructure. It's difficult for developers to make any money without some kind of incentives, such as Rural Housing Incentive Districts, Williams said.

Developing a street costs $1,200 to $1,400 per linear foot. To make that math work, there need to be homes on both sides of the street, he said. If you figure 100-foot lots, that is $60,000 to $80,000 per lot.

Some owners are not willing to sell or not willing to sell at a price that would make it affordable for a developer to develop the lots, Williams said.

"There just aren't many people who want to get into that game and make no money, which is basically what you're looking at. The question becomes why," Williams said.

The city also has other physical barriers to expansion, including the interstate, state-owned land to the south and the Big Creek floodplain.

Construction will begin this summer and be completed in about a year.The house on the corner of what used to be a wheat field will be relocated.<h2>Needs</h2>Williams identified several needs he sees in the Hays housing market.The city does not have housing lots available in the northwest portion of the city or housing in the mid-price range in the eastern portion of the city.The city also needs more diverse rental options. Although the city has many two-bedroom rentals, it doesn't have many three-bedroom rentals or three-bedroom rentals with two-car garages.<h2>Challenges</h2>One of the challenges of development is the cost of infrastructure. It's difficult for developers to make any money without some kind of incentives, such as Rural Housing Incentive Districts, Williams said.Developing a street costs $1,200 to $1,400 per linear foot. To make that math work, there need to be homes on both sides of the street, he said. If you figure 100-foot lots, that is $60,000 to $80,000 per lot.Some owners are not willing to sell or not willing to sell at a price that would make it affordable for a developer to develop the lots, Williams said."There just aren't many people who want to get into that game and make no money, which is basically what you're looking at. The question becomes why," Williams said.The city also has other physical barriers to expansion, including the interstate, state-owned land to the south and the Big Creek floodplain.

🎙 Hays still short of housing stock; prices steadily rising

More than 50 years ago, artists Robbie (Hoff) Lamoreux, Randy Schlitter, and Margie (Denning) Hammerschmidt studied art together in classes at Hays High School under the instructions of Mr. Crawford Russell and Mr. Robert Channel. After graduating in 1972, Robbie, Randy, and Margie went their various ways and pursued different paths, but creating visual art remained important to each of them. At their recent 50-year Class Reunion in October 2022, the three classmates reconnected and began to explore the possibility of continuing their art journeys together.

In a current exhibit in the Schmidt Gallery of the Hays Public Library, 1205 Main, entitled “Three Point Perspective” they have brought together a sampling of their artwork, representing their unique perspectives, tied together with their shared beginnings. The exhibit will be on display until the last week of April.

Their painting styles, techniques, and mediums are diverse and are influenced by their own experiences and growth as individual artists.

Robbie lives with her husband Gary outside Baldwin City, KS where they raised their two children and owned and operated Arrowhead Hardware in Baldwin for over 30 years. Robbie now works part-time at an antique store in the nearby town of Ottawa. She is widely recognized for her watercolors that reflect fresh and clear colors of local subject matter including sunflowers.

Randy lives with his wife Michele “Shelly” in Hays. He owns and operates RANS Aircraft. His drawing and design talents have been instrumental in his success as an aircraft designer. His art style spans the range of realistic pencil drawings, abstract and fantasy acrylics, and organic and geometric paintings.

Margie lives in Hays with her husband Elden where they raised their two children. Margie retired after a 40-year career in healthcare, after which her interest in horticulture led her to study and become a Master Gardener. Examining botany drawings reignited her interest in art and she has since created a wide portfolio of watercolor paintings of the natural environment and personal connections as well as commissioned work.

In addition to combing their work into the current art exhibition at the library, these three artists have recently spent time together creating art. Perhaps more importantly, they are committed to continue to inspire and encourage each other in their art progression, just as they did back in the Hays High School Art Room Annex in the 1970’s. Three-Point Perspective, Collection of artwork by 3 artists at Hays Public Library

U.S. Department of Agriculture (USDA) Kansas Rural Development Director Christy Davis today announced $25.736 million in funding for two projects to help ensure Kansans in rural areas have access to reliable electricity.

“Rural electric cooperatives are the backbone of power delivery in Kansas and Rural Development is committed to helping cooperatives modernize and expand their service,” Davis said.

This announcement is part of a larger national announcement of 39 projects in 21 states through the Electric Infrastructure Loan and Loan Guarantee Program. Funding will help utility providers and electric cooperatives build and improve electric infrastructure, smart-grid technologies and renewable energy systems.

· A $21 million loan will be used to connect 360 consumers and build and improve 66 miles of line. This loan includes $349,062 in smart grid technologies. Western Cooperative Electric provides electric service to approximately 12,100 consumers over 4,020 miles of line in 13 counties. Headquartered in WaKeeney, Western Cooperative Electric services consumers in Barton, Ellis, Ellsworth, Gove, Graham, Lincoln, Ness, Osborne, Rooks, Rush, Russell, Sheridan and Trego counties.

· A $4,736,000 loan will be used to connect 148 consumers and build and improve 51 miles of line. Nemaha-Marshall Electric is headquartered in the city of Axtell, serving 3,546 consumers through 1,464 miles of line through Jackson, Marshall, Nemaha, Pottawatomie and Washinton counties.

Kansas SBDC at FHSU to offer Business Resiliency Bootcamps

I write this letter for educational purposes because there has been a text sent out by the ACLU to my constituents to request their support that I put a polling location on Fort Hays State University campus.

What polling location you use when you vote on Election Day is driven by where you live. Being a student and/or faculty member on campus on the day of the Election doesn’t mean that you can vote at that polling location. Only those who live in Ward 1 Precinct 1 or 2 would be able to vote on campus. If you are a student or faculty member that lives elsewhere in Ellis County and you attempt to vote on campus, the Election Board worker will direct you to your correct polling location, as you will not be in the poll book at that location.

While I did close down the polling location that was closest to FHSU, I did so because of the historically low voter turnout. I had to close another poll site because of it being nonADA compliant, and being a good steward of the County’s money, I found it economically feasible to combine a low performing poll site with the one I closed down.

The opportunity was presented to me to use Messiah Lutheran Church, which is a perfect location for all four Wards and Precincts because it has a large room for the Election, as well as ample parking.

I would also like to take this time to remind, not only the students, but everyone in the county that we offer early voting at the Administration Center, which is only .40 miles from campus, starting two weeks prior to any election, or you can request an advance mail ballot.

I was asked by the students to offer Saturday early voting; therefore I will be offering early voting on the Saturday prior to Election Day to accommodate those students as well as others that cannot get away from school and/or their jobs during the week. Saturday voting will take place from 8 a.m. to 1 p.m. at the Administration Center, 718 Main.

One October a few years ago, I watched a large number of hawks following combines through a soybean field, snatching up rodents kicked out of hiding by the machines as they lumbered through the fields. The dictionary defines symbiotic (symbiosis) as “The living together of two kinds of organisms to their mutual advantage.” Maybe “symbiotic” is not quite the right word to describe the above scenario, but you have to admit there are times where animals and birds use human activities to their advantage.

For example, years ago I had some peacocks. Any of you who presently own or have ever owned peacocks will agree with me that they can be a real pain in the butt, but while I had those pesky fowl, I had gardens that were absolutely insect-free. They would follow me when I mowed the lawn, back a few feet and on the side of the mower where the grass was discharged, and would turn themselves inside out to be the first to snatch a bug shot out from the mower, especially those big green hoppers I called “katydids.” Symbiotic or not, they knew that when the lawn mower was pushed across the yard, snacks would come their way.

Awhile back, we stopped to see a friend at a business on a side street smack in the middle of downtown Hutchinson. As we pulled into the parking lot, the large dumpster for the business sat straight ahead of us inside a four-sided enclosure, and perched on the back corner of the enclosure was what appeared to be a hawk decoy, put there to ward off pigeons I presumed. As I stared at the decoy, it swiveled its head around and stared back at me; it was a mature red tailed hawk with a squirrel held firmly in its talons. I was slightly surprised to see a red-tailed hawk in downtown Hutchinson, and since there were no houses or trees for several blocks around, I was really puzzled as to where the hawk had managed to snag the squirrel.

Our friend there was not surprised to hear about the hawk and added some details that explained where the hawk had likely found the squirrel. The business is very near the railroad, and that time of the year, he said there always seemed to be dabs of grain strewn along the tracks, evidently from rail cars moving wheat, soybeans, corn and milo. Pigeons, squirrels and birds came from all over that part

of town to feast on the grain, making for a virtual smorgasbord for stealthy predators like the hawk. He told us he once observed a hawk catch a pigeon nearby as it snacked on the grain. Again, maybe this is not really a true symbiotic relationship, but the squirrels and pigeons knew the grain would be there, and the predators knew the pigeons and squirrels will be there too, all thanks to man.

Just like domestic livestock quickly becoming familiar when chores are done each day and they are fed, the above scenarios can also be repeated over and over again in the wild. Wildlife not only relies on nature for survival, it also learns when help is available, inadvertently or not, from man too.

GILLILAND: Survival of the Fastest

TOPEKA — Parents who send their children to unaccredited private schools in the state could receive a hefty tax credit under new legislation. Public school advocates warn against the proposal, characterizing the move as a blatant voucher scheme that could harm the state’s public school system.

Encapsulated as&nbsp;<a target="_blank" href="https://www.kslegislature.org/li/b2023_24/measures/sb509/">Senate Bill 509</a>, the plan would allow taxpayers who have children enrolled in private schools to receive a refundable tax credit, as long as these children are also eligible to enroll in a public school. The tax credits would amount to an estimated $240 million in tax year 2024, according to the bill’s fiscal note.

Leah Fliter, assistant executive director of advocacy with the Kansas Association of School Boards, said tax dollars should not go to private schools.&nbsp;

&nbsp;“We should not support forcing Kansas taxpayers to subsidize tuition for existing private school students through vouchers and we shouldn’t support vouchers for unaccredited schools with no accountability,” Fliter said Wednesday during the Senate Committee on Assessment and Taxation bill hearing.

While&nbsp;<a target="_blank" href="https://kansasreflector.com/tag/private-school-vouchers/">voucher proposals</a>&nbsp;have failed in previous years, conservative lawmakers continue to push the measures under the idea that Kansas parents should have more educational choices for their children.&nbsp;

Voucher opponents call the move unfair, especially since&nbsp;more than 60 Kansas counties don’t have private schools, according to&nbsp;<a target="_blank" href="https://kansasreflector.com/2023/03/20/kansas-lawmaker-tells-concerned-augusta-community-educators-some-kids-do-need-jesus-first/#:~:text=Sixty%2Dfive%20Kansas%20counties%20don,in%20Johnson%20and%20Sedgwick%20counties.">2023 data</a>.

While exact figures aren’t reported, there are thought to be around 125 accredited and 28 unaccredited private schools operating in Kansas. Many of these schools could be characterized as religious based. Around one-third of these schools are established in Johnson and Sedgwick counties.&nbsp;

“In unaccredited schools, we have no way to know the students are learning,” Fliter said. “No background checks are required. For taxpayers who have children enrolled in accredited private schools, the tax credit would equal 75% of base aid for student excellence per child. Base aid represents the amount of state financial aid per student. Taxpayers who have children enrolled in accredited private schools would receive a tax credit equal to 50% of BASE.&nbsp;

During the 2022-2023 school year, approximately 26,700 students were enrolled in accredited private schools according to state Department of Education reporting. With base aid set at $5,088 in tax year 2024, these potential tax credits would total $101.9 million.&nbsp;

KDE officials estimated 54,300 students would fall into the unaccredited private school category, totaling $138.1 million in tax credits for this group. Home schooled students would be eligible for this tax credit.&nbsp;

The proposal is supported by several private school officials and lobbying groups such as the Kansas Catholic Conference, which serves as the public policy arm of the Catholic Bishops of Kansas.

Chuck Weber, executive director of the Kansas Catholic Conference, testified in support of the move.&nbsp;

“The Catholic Church teaches that parents are the first and best educators of their children,” Weber said. “This does not mean parents must personally educate their child, but it does mean they should be afforded as many options and pathways as possible toward that end. …The citizenship, academic, social, and cultural opportunities provided at Catholic schools are vital to shaping Kansas into the community we want to be. Since the state’s current financial tax software system can’t create a tax credit without an original filed return, the Department of Revenue estimated an additional $293,576 in costs would be needed in fiscal year 2025 to implement bill provisions and modify the tax system.&nbsp;

The legislation was met with mixed reactions from committee lawmakers during the initial hearing.

“Why should the state take on the burden of, in essence funding, private opportunities when it’s already providing a public education for every child?”&nbsp; Sen. Tom Holland, D-Baldwin City, asked.&nbsp;

Public school advocates warn against the proposal, characterizing the move as a blatant voucher scheme that could harm the state’s public school system.Encapsulated as&nbsp;<a target="_blank" href="https://www.kslegislature.org/li/b2023_24/measures/sb509/">Senate Bill 509</a>, the plan would allow taxpayers who have children enrolled in private schools to receive a refundable tax credit, as long as these children are also eligible to enroll in a public school. Crews are surveying the bridge over the Prairie Dog Creek, located approximately 5 miles southwest of the west U.S. 36 junction. Activities will include the use of survey instruments on the ground to determine locations of existing features within the survey corridor.

KDOT expects work to be completed in April, conditions permitting.

A member of the survey crew will contact property owners or tenants for permission to enter private property if access is needed. Kara LaRiviere, KDOT survey project manager, will oversee the project.

Red Cross Month kicks off to honor community heroes

It’s not unusual to see homeless people drifting outside of businesses, lingering near public transportation, sleeping under bridges, or camping in city parks.

But sometimes we pause and consider what in fact happened.&nbsp; What personal setbacks or tragic circumstances caused this? &nbsp;

The answers are important because the causes people assign directly impact their support for government solutions.

According to a&nbsp;<a href="https://www.huduser.gov/portal/sites/default/files/pdf/2023-AHAR-Part-1.pdf">2023 report</a>&nbsp;from U.S. Department of Housing and Urban Development, the number of people living on the streets or in shelters on a single night in January was more than 650K, a 12% increase from 2022.&nbsp;&nbsp; The count is the highest recorded since the inception of the annual report in 2007. It also marked the sixth consecutive year of growth. &nbsp;&nbsp;

Homelessness also rose in forty-one states.&nbsp; The largest increases were in New York (29,022 more homeless), California (9,878), Florida (4,797), Colorado (4,042), and Massachusetts (3,634). States with the highest homeless population per 10,000 residents were New York (52), Vermont (51), Oregon (48), and California (46). &nbsp;

In&nbsp;<a href="https://www.huduser.gov/portal/sites/default/files/pdf/2023-AHAR-Part-1.pdf">Kansas</a>, the homeless population was 2,636, or a rate of 9 per 10,000 residents.&nbsp; It’s the&nbsp;<a href="https://endhomelessness.org/homelessness-in-america/homelessness-statistics/state-of-homelessness-dashboards/?State=Kansas">fifth</a>&nbsp;year in a row Kansas’s homeless rate increased, and the largest total number since 2014.&nbsp;&nbsp;&nbsp;

Scholars and homeless advocates typically&nbsp;<a href="https://news.harvard.edu/gazette/story/2024/01/why-its-so-hard-to-end-homelessness-in-america/">identify</a>&nbsp;structural or systemic factors as root causes.&nbsp; Persistent system level challenges like the absence of affordable housing, particularly in low-income neighborhoods, and the grind of poverty are frequently cited.

In addition, individual causes are mentioned – such as lack of personal responsibility, poor finance skills, mental illness, and substance abuse.

Recent&nbsp;<a href="https://today.yougov.com/politics/articles/48510-more-americans-homelessness-serious-problem-poll">polling</a>&nbsp;shows most Americans recognize homelessness as a very serious problem.&nbsp; And the public names both systemic and individual causes.

However, Democrats prefer systemic causes and Republicans individual ones. &nbsp;

Democrats, for example, are more likely than Republicans to&nbsp;<a href="https://today.yougov.com/politics/articles/48510-more-americans-homelessness-serious-problem-poll">identify</a>&nbsp;lack of affordable housing and poverty.&nbsp; Republicans are more likely than Democrats to name drugs and alcohol addiction and personal responsibility.

Consequently Democrats strongly&nbsp;<a href="https://today.yougov.com/politics/articles/42548-american-attitudes-on-homelessness-poll">support</a>&nbsp;government programs that build housing for the chronically homeless, boosting funding for subsidized housing, and allocating more resources to social services.&nbsp;

Republicans prioritize funding for people with addictions and for veterans.&nbsp; They also support incentivizing developers to build low income housing, architecture that prevents homeless from sleeping or camping in public and banning homeless encampments.

Though the parties may never agree on the causes of homelessness, the unfolding humanitarian and administrative crisis at the U.S. Mexico border threatens to ensnare homelessness in the immense tangle of immigration politics.&nbsp; &nbsp;&nbsp;&nbsp;

Thousands of migrants have traveled to various cities across the country.&nbsp; Local governments and non-profits, already dealing with the challenges of homelessness, face extraordinary&nbsp;<a href="https://www.cpr.org/2024/01/04/colorado-democrats-ask-for-more-federal-money-for-migrants/">financial strains</a>&nbsp;in housing and feeding the new arrivals.&nbsp; Federal funds&nbsp;<a href="https://www.dhs.gov/news/2023/08/21/dhs-announces-distribution-more-77-million-congressional-funding-communities">allocated</a>&nbsp;for this purpose are increasingly scarce, which means many shelters may soon close and migrants will be forced onto the streets.

The two crises are&nbsp;<a href="https://www.axios.com/2023/09/23/housing-crisis-migrant-immigrants-homeless">coming together</a>, one effectively magnifying the other.

Immigration now leads the latest&nbsp;<a href="https://news.gallup.com/poll/611135/immigration-surges-top-important-problem-list.aspx">Gallup poll</a>&nbsp;as the most pressing problem in the nation – surpassing inflation and the economy.&nbsp; Homelessness ranks fifth, moving up from past surveys and ahead of key issues like race relations, crime, democracy, and healthcare.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

We can no longer afford to look away.&nbsp;

 </figure>By MARK JOSLYN Insight KansasIt’s not unusual to see homeless people drifting outside of businesses, lingering near public transportation, sleeping under bridges, or camping in city parks.Often, we look away.But sometimes we pause and consider what in fact happened.&nbsp; What personal setbacks or tragic circumstances caused this? &nbsp;The answers are important because the causes people assign directly impact their support for government solutions.According to a&nbsp;<a href="https://www.huduser.gov/portal/sites/default/files/pdf/2023-AHAR-Part-1.pdf">2023 report</a>&nbsp;from U.S. Department of Housing and Urban Development, the number of people living on the streets or in shelters on a single night in January was more than 650K, a 12% increase from 2022.&nbsp;&nbsp; The count is the highest recorded since the inception of the annual report in 2007. It also marked the sixth consecutive year of growth. &nbsp;&nbsp;Homelessness also rose in forty-one states.&nbsp; The largest increases were in New York (29,022 more homeless), California (9,878), Florida (4,797), Colorado (4,042), and Massachusetts (3,634). States with the highest homeless population per 10,000 residents were New York (52), Vermont (51), Oregon (48), and California (46). &nbsp;In&nbsp;<a href="https://www.huduser.gov/portal/sites/default/files/pdf/2023-AHAR-Part-1.pdf">Kansas</a>, the homeless population was 2,636, or a rate of 9 per 10,000 residents.&nbsp; It’s the&nbsp;<a href="https://endhomelessness.org/homelessness-in-america/homelessness-statistics/state-of-homelessness-dashboards/?State=Kansas">fifth</a>&nbsp;year in a row Kansas’s homeless rate increased, and the largest total number since 2014.&nbsp;&nbsp;&nbsp;Scholars and homeless advocates typically&nbsp;<a href="https://news.harvard.edu/gazette/story/2024/01/why-its-so-hard-to-end-homelessness-in-america/">identify</a>&nbsp;structural or systemic factors as root causes.&nbsp; Persistent system level challenges like the absence of affordable housing, particularly in low-income neighborhoods, and the grind of poverty are frequently cited.In addition, individual causes are mentioned – such as lack of personal responsibility, poor finance skills, mental illness, and substance abuse.Recent&nbsp;<a href="https://today.yougov.com/politics/articles/48510-more-americans-homelessness-serious-problem-poll">polling</a>&nbsp;shows most Americans recognize homelessness as a very serious problem.&nbsp; And the public names both systemic and individual causes.However, Democrats prefer systemic causes and Republicans individual ones. &nbsp;Democrats, for example, are more likely than Republicans to&nbsp;<a href="https://today.yougov.com/politics/articles/48510-more-americans-homelessness-serious-problem-poll">identify</a>&nbsp;lack of affordable housing and poverty.&nbsp; Republicans are more likely than Democrats to name drugs and alcohol addiction and personal responsibility.Consequently Democrats strongly&nbsp;<a href="https://today.yougov.com/politics/articles/42548-american-attitudes-on-homelessness-poll">support</a>&nbsp;government programs that build housing for the chronically homeless, boosting funding for subsidized housing, and allocating more resources to social services.&nbsp;Republicans prioritize funding for people with addictions and for veterans.&nbsp; They also support incentivizing developers to build low income housing, architecture that prevents homeless from sleeping or camping in public and banning homeless encampments.Though the parties may never agree on the causes of homelessness, the unfolding humanitarian and administrative crisis at the U.S. Mexico border threatens to ensnare homelessness in the immense tangle of immigration politics.&nbsp; &nbsp;&nbsp;&nbsp;Thousands of migrants have traveled to various cities across the country.&nbsp; Local governments and non-profits, already dealing with the challenges of homelessness, face extraordinary&nbsp;<a href="https://www.cpr.org/2024/01/04/colorado-democrats-ask-for-more-federal-money-for-migrants/">financial strains</a>&nbsp;in housing and feeding the new arrivals.&nbsp; Federal funds&nbsp;<a href="https://www.dhs.gov/news/2023/08/21/dhs-announces-distribution-more-77-million-congressional-funding-communities">allocated</a>&nbsp;for this purpose are increasingly scarce, which means many shelters may soon close and migrants will be forced onto the streets.The two crises are&nbsp;<a href="https://www.axios.com/2023/09/23/housing-crisis-migrant-immigrants-homeless">coming together</a>, one effectively magnifying the other.Immigration now leads the latest&nbsp;<a href="https://news.gallup.com/poll/611135/immigration-surges-top-important-problem-list.aspx">Gallup poll</a>&nbsp;as the most pressing problem in the nation – surpassing inflation and the economy.&nbsp; Homelessness ranks fifth, moving up from past surveys and ahead of key issues like race relations, crime, democracy, and healthcare.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;We can no longer afford to look away.&nbsp;

A debate over allowing golf carts to be driven on Hays streets dominated Thursday's Hays City Commission work session.

The commission last discussed the idea in July 2021 but decided against it at that time. They did vote for allowing utility task vehicles and micro-utility vehicles to be driven on Hays streets in accordance with state law.

A resident recently asked the commission to reconsider the golf cart request. It is currently against city ordinance.

State statute allows the use of low-speed vehicles, while cities must decide whether to allow golf carts on local streets with any specific rules or regulations.

Research presented by Jared&nbsp;Kuckelman, management analyst, found that cities that have passed ordinances allowing the use of golf carts include Russell, WaKeeney, Plainville, Lenexa and Emporia. Legal requirements for drivers and cart equipment vary in each community.

&nbsp;"If commissioners choose to allow golf carts, it is staff’s recommendation that they be insured, operated by a licensed driver over the age of 18, and have seat belts," Kuckelman said. Drivers would also have to follow regular rules of the road.

Commissioners Alaina Cunningham, Mason Ruder and Sandy Jacobs said they were "OK with the proposal" and a change in city ordinance.

Reese Barrick, commissioner, was concerned about a potential increase in traffic of the vehicles, which are designed to move at 25 mph or less.&nbsp;

"I think this is probably going to be much ado about nothing," Jacobs said. "I don't think many people are going to use them."

The proposal will be voted on at the commission's March 14 meeting.

&nbsp;Jeff Crispin, director of water resources, presented information about a project to upgrade the waterline along Walnut Street between 11th and 17th streets. It will include the 300 block of West 11th and the 400 block of West 17th.

Among the improvements are replacement of waterlines, upgrade of fire hydrants and installation of new meters. 

The project replaces a 4-inch water main in residential areas that has had multiple breaks and quality issues, Crispin said.&nbsp;

He recommended the commission accept the low bid of $759,955 from J Corp, Hays, at next week's meeting.&nbsp;&nbsp;

The commission also heard an annual activity report of NCK Technical College from President Eric Burks.

The Hays campus has 250 full-time students, while the Beloit campus has 200 full-time students. NCK Tech programs serve an average 1,200 students every year, Burks said.

A 15-minute executive session was called at the end of the work session for discussion of acquisition of real property. No action was taken.

TOPEKA&nbsp;— Governor Laura Kelly has approved updated drought declarations for Kansas counties with Executive Order #24-01.

<a>“While drought conditions have improved greatly in recent months, many counties continue to be negatively impacted by the decline in water supply or strains on water resources,”&nbsp;said Governor Laura Kelly. “I strongly encourage all Kansans to continue to conserve water as we head into the summer months.”</a>

The drought declaration removed all 55 counties previously in emergency status and placed 15 counties into warning status and 62 into watch status. This action was recommended by Connie Owen, Director of the Kansas Water Office and Chair of the Governor’s Drought Response Team. While a majority of Kansas has seen significant relief from drought since August, central and southeast Kansas continue to be in Severe Drought.

“Counties in a watch status have conditions which indicate the probability of a water shortage is rising. It is important to monitor these conditions and be mindful of water usage in these counties,” said Owen. “The Governor’s Drought Response Team will continue to monitor the drought conditions across Kansas and make recommendations to Governor Kelly as conditions change.”

This Executive Order shall remain in effect for those counties identified until rescinded by an Executive Order ending the declaration or revising the drought stage status of the affected counties.
