Rural Ellis County voters will get their opportunity later
this year to vote on whether their tax dollars will go only to support
libraries in Ellis County or if that money will continue to be distributed
across north-central Kansas. 

Last week the Ellis County Commission approved in a 3-0
vote, putting the question “Shall Ellis County, Kansas establish and
maintain a county library?” before rural voters on the August 6, 2024 ballot.

Commissioner Michael Berges stressed that the tax would
continue to be collected but instead of the taxes going to the Central Kansas
Library System (CKLS) and then distributed back to the 17 counties that are a
part of that system, the money would stay in Ellis County.

“The taxing would be essentially the same,” Berges said. &nbsp;If the Ellis County Library were to be
approved, “The $300,000 is just collected within our own county board (and) they
(would) determine how they want to provide library services through the current
libraries that we have within the county.”

Berges, who joined the KAYS Morning show last week, talked
about the proposal and what a complicated issue it is.

“We really won't know all the answers that people want
because depending on the resolution vote, it could take up to two years to finalize
a county library,” Berges said. 

Berges said a lot of the feedback that he has received is
asking questions that the county cannot answer until the measure goes before
voters, so the first step in the process is to approve the resolution and see
what the voters want.

“If the voters want to continue on the current use of the Central
Kansas Library System, then that's their choice and we continue down that path,”
Berges said. “But if the voters were to move to an Ellis County Library, then
there's a two year process still, that also still includes the state, and
whether they would allow us to opt out anyway.”

Berges, who previously served on the Hays City Commission
said this is an issue that he has been aware of for many years.

Only residents who live in Victoria and rural Ellis County currently will be affected by the proposal and allowed to vote on the resolution.

Both the cities of Hays and Ellis already collect taxes to
fund their respective public libraries. 

Residents of Victoria and rural Ellis County are currently paying a 1.5 mill collected for the Central Kansas Public Library.

Residents in all areas of the CKLS are also taxed at the 1.5
mill or about $150 on $100,000 worth of property rate but as Berges pointed out
those funds are then split among the 17-county area. 

“That worked fine and well in the '60s and '70s,” Berges said.
“When all these counties out here were populated relatively closely. The
valuations were similar.”

Both Ellis and Saline Counties in the CKLS continue to grow
while the other counties are not and both counties are seeing the amount of
funding they receive shrink.

“Ellis County residents are continuously paying more into
the Central Kansas Library System because our valuations are going up; we have
more people and the amount that we receive back, right now it's less than a
third,” Berges said. “So, if you pay $150 in, the Central Kansas Library system
sends about $50 back to Ellis County libraries.”

The Hays Public Library and the Ellis Public Library are
both members of the CKLS and receive funding from the system but Brandon Hines,
the director of the Hays Public Library said they are seeing less funding each
year.

Hines told the commission he sees the CKLS as an important
part of rural communities and that they are in no way attempting to be the only
library in Ellis County.

“Library services to our rural communities is very important,”
Hines said. “Ellis already has a library, we think this change could actually
increase their funding, increase their resources in the future.”

Because Victoria does not have a public library, Hines estimated
the Hays Public Library has 450 cardholders from Victoria and they believe they
could extend services to Victoria, if the Ellis County Library is approved. 

Berges also stressed that they see this as a benefit for the
Ellis Public Library and access to the Ellis Public Library is not going anywhere.
Hines also stressed that to the county commission.

“Absolutely, there needs to be a public library in Ellis,”
Hines who is an Ellis resident, said. “There's no intention of the Hays Public Library
being the only library in the county.”

The City of Ellis and the Ellis Public Library are currently
considering whether to remain separate from the proposed Ellis County Library
or opt in.

If they choose to remain separate, the funding remains the
same. They will still receive funds from the CKLS and the library will be funded
through local property taxes, just like the Hays Public Library.

If they elect to opt in to the Ellis County Library, the
voters in Ellis would also get to vote on the resolution and they would have
representation on the Ellis County Library Board.

Hines said that if the resolution is approved by voters the
process is already laid out by state statue.

“There would be a five member board, and it would be from
the taxing district,” Hines said. “So, if that taxing district was outside the
city limits of Hays, and outside the city limits of Ellis, it would be five
members from that taxing district. If Ellis decided to opt in or Hays decided
to opt in, it would also include that taxing district, but that board would be
appointed by the county commission.”

The board would set the mill levy and have control over the
library budget and contracts.

Both Hines and Berges reiterated that it is a very complicated
process and that they cannot answer all of the questions until voters weigh in
on the initial question, which is “Shall Ellis County, Kansas establish and
maintain a county library?”

Berges said, “The dividing line is if you feel the current
system works, and the libraries you feel are funded fine the way that is, vote
no and it remains,” Berges said. “If you feel like the opportunity is, ‘I
believe those tax dollars staying more local, and allowing local five board
members to make decisions for my tax dollars, (then vote yes),” Berges said. 

“I believe you would have a little bit more influence as citizens,
influence on your county and city commissioners on different topics,” Berges
said.

Rooks County Health Center earns Top 100 Critical Access Hospital award

Sometimes cooking is a hassle. This is especially true if you are only feeding one or two people. Dining out or preparing a frozen meal can seem to be an easier option, but regularly eating convenience foods can take a toll on your physical health and waistline.

Fast food and TV dinners tend to be high in sodium, saturated fat, sugar, and calories. On the other hand, homemade meals are usually more nutritious and more affordable. When you cook, you are free to be creative! You can substitute ingredients to tailor your meal to your budget and taste. You can also take charge of your diet to improve your self-esteem and overall health.

Here are a few tips for cooking for one or two:

First, make a plan. One of the best ways to simplify the process is to create a menu and grocery list each week. When you menu plan, you take the guesswork out and you will be prepared with ingredients on hand for each meal you make.

Learn how to halve recipes. This may be a rather obvious tip, but most recipes are designed to feed a group of 4-6. Instead of eating leftovers all week long, divide the ingredient portions in half to cut down on food waste.

Cook your main protein once a week. For example, by roasting chicken on the weekend, you can use the leftover meat to quickly create different meals throughout the week. Add the meat to a soup or salad, slice it in sandwiches, use it in tacos, or create a stir-fry or pasta dish.

Use non-traditional protein sources. Think outside of the box by substituting for alternative protein sources. For example, black bean quesadillas or tofu stir-fry are nutritious options that don’t require preparing raw meat. Another option is to get creative with canned meats. Use a pouch of tuna to make tuna salad or a can of chicken to create buffalo chicken dip.

Utilize the freezer. It may be tough to get through an entire meal without it going bad. Dividing leftovers into single-serving portions can help you create healthy frozen meals for days you

don’t have time to cook. You can also freeze perishable foods like bread. Simply, slice, freeze, and take out one or two pieces as needed. Other convenient freezer foods are steamable vegetables and frozen fruits.

Cooking for one or two doesn’t have to be complicated. In fact, it doesn’t have to involve “cooking” at all! Be prepared with items on hand to create a variety of meals, and be open to trying new foods and recipes. You may realize that preparing simple meals can be nutritious, affordable, and quick.

Three-day weather outlook

SHERMAN COUNTY —One person was injured in an accident just before 11:30a.m. Tuesday in Sherman County.

The Kansas Highway Patrol reported a 2015 Infiniti Q50 driven by&nbsp; Jonathon D Huels, 20, St. Louis, Missouri, was&nbsp;eastbound on Interstate 70 just east of the Kansas 253 exit.

The driver lost control of the car when it struck a wintery mix of ice, snow and slush on the roadway. The car then entered the median area and struck a legally parked semi-trailer.

EMS transported&nbsp; Huels&nbsp;Goodland Regional Medical Center. He was properly restrained, according to the KHP.

The calendar may have showed spring, but Mother Nature had a different idea.

An inch of snow fell in Hays Monday, March 25, following a springtime temperature of 64 degrees on Sunday, according to the K-State Agricultural Research Center.&nbsp;

Blowing snow and gusty winds contributed to a winter weather advisory for the area issued by the National Weather Service in Dodge City. Northwesterly wind gusts up to 43 mph were recorded at the Hays Regional Airport. A blizzard warning covered extreme northwest Kansas.&nbsp;

Interstate 70 was closed between WaKeeney and the Colorado border for several hours yesterday due to road conditions and vehicle slide offs.&nbsp;

Most area schools had a two-hour delay Tuesday for the start of classes.&nbsp;

Rain preceded the snow in Hays before the temperature began falling. Hays received a total 0.17 inch of the combined moisture.&nbsp;

Hays is 1.19 inches behind average moisture for the month.&nbsp;

Return to winter weather brings some snow, strong winds to Hays

<a href="https://kansasreflector.com/author/rmipro/"></a> TOPEKA — Legislation billed as a way to block underage Kansans from seeing porn could potentially stop teens from accessing classical works of art, books, LGBTQ material and other online content housed on websites, as well as potentially cost these websites thousands in legal fees, critics warn.

If implemented, the bill would also cost the state around $210,000 in fiscal year 2025 and at least $220,000 in fiscal year 2026 to create new positions to investigate websites, according to fiscal note estimates.&nbsp;

Though several Democratic lawmakers urged their colleagues in the House to more carefully consider the chilling effects of the bill, a Republican-dominated vote has moved the bill one step closer to passage.&nbsp;

Rep. Susan Humphries, a Wichita Republican and carrier of the bill, warned her colleagues of the dangers of porn Monday.&nbsp;

“Pornography normalizes violence and abuse against women and children,” Humphries said. “It impacts brain development and functioning and is potentially biologically addictive.”

<a target="_blank" href="https://www.kslegislature.org/li/b2023_24/measures/sb394/">Senate Bill 394</a>&nbsp;would require age verification for websites that contain 25% or more content that is “harmful to minors,” as defined by state statute.&nbsp;

Current state statute defines the description, exhibition, presentation, or representation of nudity, sexual conduct, sexual excitement or sadomasochistic abuse as harmful to minors. Since homosexuality is rolled into the definition of “sexual conduct” under statute, several lawmakers said this wording could lead to a ban on LGBTQ online materials for those under 18.&nbsp;

The bill contains a caution that the work must be deemed to contain “prurient interest in sex to minors,” and that a reasonable person would find the material lacking in serious literary, scientific, educational, artistic or political value for minors. But bill critics warned of the dangers of leaving this standard up to subjective interpretation.&nbsp;

Rep. Rui Xu, a Westwood Democrat, pressed Humphries on the bill’s full implications for LGBTQ content. Xu gave the example of a blog listing the most gay-friendly cities. A website dedicated to providing seminal books such as the “The Catcher in the Rye,” or even the Bible could also be subject to restrictions. An art blog depicting the statue of David could also be subjected to scrutiny.

“With all these bills, think about the unintended consequences or intended consequences, I don’t know,” Xu said. “The definitions are much broader than we actually think.”

Under the bill, the attorney general would be responsible for investigating public reports of noncompliance with the law. The attorney general would be allowed to seek civil penalties against websites ranging from $500 to $10,000 for each underage visit. The parent or guardian of a minor who gained access to age-restricted websites would be allowed to file a lawsuit and seek damages of $50,000 or more.

Wichita Democrat Rep. John Carmichael, one of several other lawmakers to point out the bill’s shortcomings, said parents already had many ways to stop their children from watching porn.

“We in America cherish our First Amendment rights,” Carmichael said. “I’m sure all of us know people who have given their lives in defense of that First Amendment. And the fact that some people find some material harmful to minors that other people find to be a part of a good education should not mean that we erase materials that some parents may disagree with from the internet, or for that matter school curriculum.”

Others pointed to potential problems with the age verification system itself, since it would give third-party verification systems access to documents such as drivers’ licenses or passports.&nbsp;

“Minors should not have access to porn and that is harmful to them. We can all agree to that,” said Rep. Dan Osman, an Overland Park Democrat. “…When we talk about what’s actually occurring with this bill, you’re going to put in your license or your passport into a third-party system, probably located outside of the United States, and you don’t know what’s going to happen with that information.

“These companies are outside the United States. They’re not within the jurisdiction of the state of Kansas and if you as an individual are harmed by this, if you have your identity stolen because of this … you’re never getting restitution on that issue.”&nbsp;

The bill already passed the Senate. Final House action on the bill is expected to occur in the next few days, after which the legislation will be sent to the governor’s desk.

House lawmakers also advanced a bill to change the state’s long-standing civil asset forfeiture practice, one widely characterized as in dire need of reform.&nbsp;

Civil asset forfeiture allows law enforcement agencies to seize cash and property they suspect was used in a crime. In Kansas, where police can take property they believe to be connected to crime before the property owner is charged or convicted, close to $25.3 million in cash and property has been seized by Kansas law enforcement agencies over the past three and a half years.

<a target="_blank" href="https://www.kslegislature.org/li/b2023_24/measures/sb458/">Senate Bill 458</a>&nbsp;would remove the crime of drug possession from the list of offenses subject to forfeiture, shorten the window of time for property to be returned to the owner, require a judge to approve a probable cause affidavit before a forfeiture case could proceed, and allow defendants who recovered more than half of their property to recoup attorney fees and litigation costs.

Final House action on the bill is expected to occur in the next few days. The bill will then go to the governor.&nbsp;

House lawmakers also advanced a<a target="_blank" href="https://www.kslegislature.org/li/b2023_24/measures/sb142/">&nbsp;traffic bill</a>&nbsp;that would ban minors under 18 from using a cellphone while driving, and ban all Kansas drivers from using cellphones in school zones when reduced speed warnings are in effect, or while driving in construction zones.&nbsp;The bill gained initial approval on the House floor, with final action on the bill expected tomorrow.&nbsp;&nbsp;Law enforcement would be authorized to issue warnings until July 1, 2025, and issue $60 fines after that date.&nbsp;

Exceptions are allowed for law enforcement or emergency personnel while on the job, a motorist stopped in a safe spot as well as a person using a hands-free device or a device permanently affixed to the vehicle. Motorists who used a cellphone to report illegal activity, prevent imminent injury to a person or damage to property, make a call for emergency medical assistance or relay information to a transit dispatcher would also be exempt.&nbsp;

Another provision requires drivers approaching a stopped vehicle using caution signals or other hazard warnings to change lanes if possible and to proceed with caution. Violations would carry a $75 fine.&nbsp;

Kansas House advances action on porn bill, civil assets, cell phones

Easter ham is a prominent menu item for many Easter gatherings.

When buying a ham, estimate the size needed according to the number of servings the type of ham should yield:

· 1/4 – 1/3 lb. per serving of boneless ham

· 1/3 – 1/2 lb. of meat per serving of bone-in ham

Whether you are cooking a raw ham or preparing a ready-to eat ham product, follow these steps for a ham that is cooked to perfection.

· Ham that is not ready-to-eat but has the appearance of ready-to-eat products will bear a statement on the label indicating the product needs cooking.

· Ham that requires cooking before consumption or fresh, raw ham must reach an internal temperature of 145°F (with a three-minute rest time). Set the oven no lower than 325°F.

Cooked canned ham and cooked vacuum-packaged ham, both from federally inspected plants, can be eaten right out of the package. All of these along with spiral-cut cooked ham are safe to eat cold or can be warmed to an internal temperature of 145°F, as they are already fully cooked. For cooked hams that have been repackaged in any other location outside the processing plant, heat to an internal temperature of 165°F, measured with a food thermometer, before you serve it.

Store leftover ham in the refrigerator. Use or freeze leftover ham within 3-5 days. Frozen ham is best used within 1-2 months.

A handy chart is available to determine the temperature and cooking time for the type of ham purchased from the USDA Hams and Food Safety website.

Another popular food at the Easter table are eggs. Usually in the form of deviled eggs. And then, of course, there are dyed eggs that are hidden by the Easter bunny and found by little children Easter morning. We always hoped for good weather because the Easter Egg Hunt was way more fun outside than inside!

Easter is a great time to celebrate with family and friends. If you plan to have an Easter egg hunt with real eggs, here’s some food safety tips to keep in mind.

· Only use eggs that have been refrigerated, and discard eggs that are cracked or dirty.

· When cooking, place a single layer of eggs in a saucepan. Add water to at least one inch above the eggs. Cover the pan, bring the water to a boil, and carefully remove the pan from the heat. Let the eggs stand (18 minutes for extra large eggs, 15 minutes for large, 12 minutes for medium). Immediately run cold water over the eggs. When the eggs are cool enough to handle, place them in an uncovered container in the refrigerator where they can air-dry.

· When decorating, be sure to use food-grade dyes. It is safe to use commercial egg dyes, liquid food coloring, and fruit-drink powders. When handling eggs, be careful not to crack them. Otherwise, bacteria could enter the egg through the cracks in the shell.

· Keep hard-cooked Easter eggs chilled on a shelf inside the refrigerator, not in the refrigerator door.

· Hide the eggs in places that are protected from dirt, pets and other potential sources of bacteria.

· Remember the two hour rule, and make sure the “found” eggs are back in the refrigerator or consumed within two hours.

· Remember that hard-boiled eggs are only safe to eat for one week after cooking.

KOERNER: Ham It Up and Celebrate Easter with Egg-stra Care

GOVE COUNTY—One person was injured in a 3-vehicle crash just after 3:30p.m. Monday in Gove County.

The Kansas Highway Patrol reported a 2021 Freightliner semi was eastbound on Interstate 70 near the Park exit. The driver lost control and began to jackknife into a separate accident scene. 

The semi struck a parked KHP patrol unit providing traffic control for the separate accident scene. 

The semi continued sliding, struck road debris and a 2024 Toyota Highlander driven by Ronald L Busch, 72, Lakewood, Colorado, which was traveling around the road debris. 

The semi continued eastbound and jackknifed until it was stopped by another jackknifed tractor trailer. 

The Toyota continued past the jackknifed tractor trailer after being hit and came to rest on its wheels, facing north just east of the jackknifed tractor trailer. The KHP patrol unit came to rest in the south ditch facing east.

EMS transported a passenger in the Toyota Eric T. Brown, 61, Lakewood, Colorado to the hospital in Quinter.&nbsp; &nbsp;There were no other injuries reported. The occupants of the Toyota were properly restrained, according to the KHP.&nbsp;

One hospitalized after 3-vehicle crash on icy I-70

The budget process continues to move forward. This coming Monday, March 25, we will call our first conference committee to get an overview and compare the differences in the House and Senate budget. Hopefully, we will have an opportunity to call additional conferences on Monday.

This upcoming week will be spent on the Chamber floors debating the final bills for this session. All the committees with exception of a couple of exempt committees, which includes Appropriations and Ways and Means, Tax Committee and Federal and State committee will not meet again this year.

The Senate had an informational hearing on Medicaid Expansion last week. The House also had a hearing, and a motion was made to pass the Governors Medicaid Expansion bill out of committee which failed. The meeting was very civil and both sides had opportunities to present their case for and against expansion.

The Senate passed HB 2783 which would prohibit any state agency, city, or county from regulating or restricting the use or sale of motor vehicles based on the energy source used by the vehicle for propulsion or for powering other functions. This bill was necessary to ensure that this troubling trend occurring in other states which restricts the use of fossil fuels does not occur in Kansas.

HB 2562 passed out of the Senate and will create the Protect Vulnerable Adults from Financial Exploitation Act, which would, among other things, require a broker-dealer or investment adviser to promptly report to designated protective agencies instances in which the financial exploitation of an eligible adult may have occurred or has or is being attempted. The bill would also allow a broker-dealer or investment adviser to delay a transaction with or disbursement from an account of an eligible adult, including account beneficiaries, when financial exploitation is expected. In addition, the bill would amend the Kansas Uniform Securities Act (KUSA) to include within provisions governing grounds for discipline a knowing failure to make a report required under the Protect Vulnerable Adults from Financial Exploitation Act.

SB 371 passed the Senate and will expand current provisions to permit the issuance of a silver alert for a missing person who is 18 years of age or older and has an intellectual disability and in other specific circumstances.

SB 493 would amend law concerning ignition interlock devices to require manufacturers of such devices to pay fees to the Kansas Highway Patrol for administration, oversight, and monitoring of the IID program. The bill would also establish the IID Fee Program Fund.

 </figure>Topeka March 24, 2024 The budget process continues to move forward. This coming Monday, March 25, we will call our first conference committee to get an overview and compare the differences in the House and Senate budget. Hopefully, we will have an opportunity to call additional conferences on Monday.This upcoming week will be spent on the Chamber floors debating the final bills for this session. All the committees with exception of a couple of exempt committees, which includes Appropriations and Ways and Means, Tax Committee and Federal and State committee will not meet again this year.The Senate had an informational hearing on Medicaid Expansion last week. The House also had a hearing, and a motion was made to pass the Governors Medicaid Expansion bill out of committee which failed. The meeting was very civil and both sides had opportunities to present their case for and against expansion.The Senate passed HB 2783 which would prohibit any state agency, city, or county from regulating or restricting the use or sale of motor vehicles based on the energy source used by the vehicle for propulsion or for powering other functions. This bill was necessary to ensure that this troubling trend occurring in other states which restricts the use of fossil fuels does not occur in Kansas.HB 2562 passed out of the Senate and will create the Protect Vulnerable Adults from Financial Exploitation Act, which would, among other things, require a broker-dealer or investment adviser to promptly report to designated protective agencies instances in which the financial exploitation of an eligible adult may have occurred or has or is being attempted. The bill would also allow a broker-dealer or investment adviser to delay a transaction with or disbursement from an account of an eligible adult, including account beneficiaries, when financial exploitation is expected. In addition, the bill would amend the Kansas Uniform Securities Act (KUSA) to include within provisions governing grounds for discipline a knowing failure to make a report required under the Protect Vulnerable Adults from Financial Exploitation Act.SB 371 passed the Senate and will expand current provisions to permit the issuance of a silver alert for a missing person who is 18 years of age or older and has an intellectual disability and in other specific circumstances.SB 493 would amend law concerning ignition interlock devices to require manufacturers of such devices to pay fees to the Kansas Highway Patrol for administration, oversight, and monitoring of the IID program. BILLINGER: Senate Update, March 25; Budget process moves forward 

TOPEKA - The&nbsp;<a href="https://www.eitc.irs.gov/?utm_source=govdelivery&amp;utm_medium=email&amp;utm_campaign=EITC_Outreach">Earned Income Tax Credit</a>&nbsp;is the federal government’s largest refundable tax credit for low to moderate income workers, including those in Kansas. Almost a third of those who qualify for the EITC became eligible for the first time this year due to changes in their marital, parental or financial status and may not realize they’re eligible.

People who earned $63,398 or less in 2023 may be eligible for this valuable tax credit.

UPDATE: I-70 reopened in northwest Kansas

The Ellis County Sheriff's Office responded to 230 incidents March 17-23 2024, according to the activity report.

SENATE HIGHLIGHTS - WEEKLY OVERVIEW March 25, 2024

This week the Senate concluded committee meetings; there are a total of 16 standing committees in the Senate. Monday will start a four-day week to complete the regular part of the 2024 legislative session. After the conclusion of the regular session with conference committee action the next week, the legislature is scheduled to take a three-week break before returning for the veto session to wrap up in late April.

SENATE FLOOR ACTION HB 2790 transfers the registration, compliance oversight, and enforcement authority for professional employer organizations from the Commissioner of Insurance to the Secretary of State, effective January 1, 2025. The bill passed 39-0. I voted yes.

HB 2629 would amend provisions in law pertaining to the State Child Death Review Board. The bill would require a coroner to immediately notify the parent or legal guardian that an autopsy of their child had been completed and to provide information on how to obtain the autopsy results. The bill passed 40-0. I voted yes.

HB 2498 would authorize issuance of a First City of Kansas distinctive license plate and would require the county of registration to be displayed on most license plates. The bill passed 40-0. I voted yes.

HB 2745 would limit the application of the statute providing for reciprocal occupational licensing for military service members and military spouses to provide that such applicants would be exempt from all fees for applications for any such credential assessed by the licensing body. The bill passed 40-0. I voted yes.

HB 2481 would designate two portions of K-96 highway and a bridge in Sumner County in honor of deceased service members from Kansas. The bill passed 40-0. I voted yes.

HB 2760 would abolish (rename) the Kansas Commission on Veterans Affairs Office and create the Kansas Office of Veterans Services. The bill passed 40-0. I voted yes.

HB 2562 would create the Protect Vulnerable Adults from Financial Exploitation Act, which would, among other things, require a broker-dealer or investment adviser to promptly report to designated protective agencies. The bill passed 38-2. I voted yes.

HB 2176 would create the Arkansas City Area Public Library District Act and the Udall Area Public Library District Act and to adopt resolutions submitting to voters the question of creating a library district and a proposed tax levy amount. The bill passed 36-4. I voted yes.

HB 2532 would amend provisions pertaining to certain financial reporting requirements on group-funded liability and group-funded workers compensation pools. The bill passed 40-0. I voted yes.

HB 2557 would amend the definition of the term “peer support counseling session” within the Kansas Rules of Evidence. The bill passed 36-4. I voted yes.

SB 371 would expand current provisions to permit the issuance of a silver alert for a missing person who is 18 years of age or older and has an intellectual disability. The bill passed 40-0. I voted yes.

HB 2531 would amend the effective date specified in the Insurance Code for the risk-based capital instructions promulgated by the National Association of Insurance Commissioners (NAIC) for property and casualty companies and for life insurance companies. The bill passed 40-0. I voted yes.

SB 493 would amend law concerning ignition interlock devices to require manufacturers of such devices to pay fees to the Kansas Highway Patrol for administration, oversight, and monitoring of the IID program. The bill passed 28-12. I voted yes.

HB 2530 would amend the definition of “person” in law regarding violations of insurance law by removing references to automobile clubs under the jurisdiction of the Commissioner of Insurance. The bill passed 40-0. I voted yes.

HB 2525 would direct the Secretary of Health and Environment to deposit several fees into the Water Program Management Fund. The bill passed 39-1. I voted yes.

HB 2561 would amend and enact law supplemental to the State Credit Union Code to authorize domestic credit unions to do business outside the state. The bill passed 40-0. I voted yes.

TRETBAR Eagle CommunicationsThe near-month NYMEX futures contract for light sweet crude closed 75 cents higher on Tuesday, to rise above $83 a barrel for the first time since October 30. Then traders retreated, and that contract settled at $80.63 on Friday, posting a weekly loss of $0.41 a barrel. Prices rose a more than a dollar on Monday. WTI was trading over $82 by midday, and London Brent was over $86 per barrel. U.S. crude has traded within a price range of less than three dollars a barrel since the first of March.Kansas Common crude at C.H.S. in McPherson starts the week at $71 a barrel after dropping 25 cents on Friday.&nbsp; That price is up 75 cents from the first of the month and nine dollars higher than at the first of the year.According to new research of government data, so-called proved crude oil reserves in Kansas dropped more than 18 percent in the five years through 2021, even as U.S. proved reserves rose more than 25 percent. That's according to Construction Coverage, a web site specializing in construction and insurance. According to the report, Kansas boasts the 12th largest reserves in the country at 292 million barrels. Proved reserves are those deposits that are recoverable under current economic and operating conditions. The U.S. has over 41 billion barrels in proved reserves. &nbsp;U.S. commercial crude-oil inventories dropped by two million barrels last week to 445 million. That's about three percent below the five year seasonal average. By this time last year, crude-oil stockpiles were nearly 40-million barrels higher at over 481 million. Two years ago, that number was more than 30 million barrels lower at 413 million.U.S. crude production last week was slightly higher than the week before at 13,141,000 barrels per day. That's an increase of 9,000 barrels per day, and 800,000 barrels per day higher than a year ago. Over the last four weeks, production averaged about 13.2 million barrels per day. That's up nearly eight percent from the four-week average of 12.2 million barrels a day last year at this time.U.S. crude-oil exports last week totaled 4,881,000 barrels per day, according to a government report. That's an increase of 1.7 million barrels from the week before but down about 50,000 barrels a day from a year ago. Over the last four weeks, exports averaged 4.3 million barrels per day, down half a million barrels from the four-week average a year ago.E.I.A. said U.S. crude oil imports averaged 6.3 million barrels per day, marking an increase of 787-thousand barrels per day from the previous week. Over the past four weeks, crude oil imports averaged about 6.3 million barrels per day, two percent higher than the same four weeks last year.The Rotary Rig Count from Baker Hughes dropped to 624, down one oil rig and four gas rigs from a week ago. The count in Louisiana was down four. New Mexico was down one. The Kansas Rig Count from Independent Oil and Gas Service is unchanged for the week, up 38% from a month ago, and down 26% from a year ago. Drilling was underway or about to start on Friday on a lease in Barton County and another in Ellis County.Regulators approved 20 new drilling permits across the state, with all but two of them in eastern Kansas. That's 193 new drilling locations statewide so far this year, compared to 296 by in late March late year. Operators across Kansas completed 30 wells last week, with 14 west of Wichita including one in Ellis County and another in Russell County. Independent Oil and Gas Service reports 259 new well-completions so far this year, compared to 471 by this time a year ago.The Kansas Geological Society met last week to recognize and name four new oil fields in Kansas. Those new fields are located in Butler, Hodgeman, Rawlins and Thomas counties.Output in the number-three crude producing state was down more than 13% in January, due largely to a winter weather event that shut in nearly half of the state's production. The Department of Mineral Resources last week reported final production totals for January dropped by more than 172-thousand barrels per day, to just over 1.1 million barrels per day. Natural Gas production was down 15%, and the gas-capture rate at oil wells dropped from 95 to 93%.
