Three-day weather outlook

TOPEKA — The state celebrated its 164th birthday at the Capitol on Wednesday, which was full of festivities to honor such a momentous event. 

In addition to such celebrations, 71 new bills were introduced on the floor of the Kansas House of Representatives, in this third week of session. Topics of said legislation ranged from tax credits to fair regulations. Below I have detailed seven bills from that long list of legislation.

First is House Concurrent Resolution 5007, introduced on Monday.&nbsp;This legislation, which is separate from regular house bills, would amend the Kansas Constitution to lower the age to possess firearms from 18 years to 16.

Second was House Bill 2095. This bill would create a licensing structure for water pump installers in the state, establish new requirements for well testing with the Kansas Department of Health and Environment for water well contractors, and enable both water pump installers and water well contractors to obtain their licenses online.

Third is House Bill 2102. This bill enables students of military families to enroll in school districts before they physically reside there, a boon for military families moving into the state.

Fourth is House Bill 2105, this bill would designate a portion of US highway 77 and bridge 82-14-6.88 in Clay County as the Prisoner of War and Missing in Action Memorial Highway and Bridge.

Fifth is House Bill 2108. This legislation would create a new code of conduct and agriculture mitigation protocols for the development , construction, operation, and decommission of large energy facilities in Kansas, ranging from transmission lines to solar farms.

The bill would also establish rules regarding civil penalties for violation of the forementioned protocols, one example being potential daily fines—not in excess of $10,000.

Sixth is House Bill 2111, which alters regulations for the conservation reserve enhancement program (CREP). The bill increases the acreage cap to 60,000 acres, removes limitations on eligible acres based on expired federal contract, allows CREP contracts for dryland farming or limited irrigation for water quantity goals, and more.

Seventh, and last, is House Bill 2147. This bill would create discount rates for state residents over the age of 65 for combination hunting and fishing passes with the Department of Wildlife and Parks, remove expiration dates for Kansas kids’ lifetime combination hunting and fishing licenses, and require the cost of said passes and licenses to not exceed the cost of any federal counterpart.

Building from the momentum of the past two weeks I introduced House Bill 2148 onto the House floor on the birthday of our great state, Wednesday, January 29. 

This legislation prevents the Kansas Corporation Commission (KCC) from authorizing line siting permits to any electric public utility for land within a newly designated National Interest Electric Transmission Corridor (NIETC) under the Federal Power Act in Kansas. The bill also prohibits public electric utilities from using eminent domain for land in said zones as well. 

It is my intent with this legislation to secure the property and peace of mind for not only my constituents but all Kansas in our wonderful state.

House Appropriations (HAPP) mostly heard and worked budgets this week, with one exception on Friday.

On Monday HAPP heard and worked on the budgets of the Abstracter’s Board of Examiners, Board of Indigents’ Defense Services, Board of Technical Professions, Kansas Racing and Gaming Commission, Kansas Lottery, and the Kansas Board of Nursing.

Tuesday saw the committee hear and work budgets for the Citizen’s Utility Ratepayer Board, Healthcare Stabilization Fund, Kansas Corporation Commission, Legislative Research Department, State Hospitals for Larned and Osawatomie, Legislative Coordinating Council, Legislative Division of Post Audit, the Legislature itself, and the Revisors of Statute.

For Wednesday House Appropriations heard and worked the budgets of the Board of Regents, the Department of Credit Unions, Kansas’s Schools for the Blind and the Deaf, Office of the State Bank Commissioner, and the State Library. On Thursday HAPP heard and worked the budgets of the Kansas Bureau of Investigation, Kansas Department of Labor, Kansas Insurance Department, Kansas Public Employees Retirement System, Kansas University, and the Kansas University Medical Center.

For Friday the committee held an informational hearing regarding a proposal for a BioNexus from the KC BioHub. We also continued the discussions with budgets such as the State Fire Marshal and the Office of the Secretary of State.

MANHATTAN —&nbsp;Veterinary and public health officials are urging cat owners to remain vigilant as cases of Highly Pathogenic Avian Influenza, or&nbsp;H5N1, commonly known as bird flu, have been detected in domestic cats.

Kansas State University's&nbsp;Susan Nelson, clinical professor and veterinarian in the&nbsp;<a target="_blank" href="https://ksvhc.org/services/pet-health-center/">Hill's Pet Health and Nutrition Center</a>, emphasized that&nbsp;there is no need for panic but cautioned&nbsp;that proactive measures should be taken to prevent infections.

H5N1, a strain of avian influenza type A, has been a growing concern in the poultry industry for nearly four years, leading to the culling of thousands of infected birds. The virus has also been detected in wild bird populations and,&nbsp;most recently, in U.S. dairy cattle as of March 2024. Alongside these outbreaks, reports have emerged of domestic and wild cats becoming infected, with many cases resulting in fatalities.

According to the&nbsp;<a target="_blank" href="https://www.avma.org/resources-tools/animal-health-and-welfare/animal-health/avian-influenza/avian-influenza-h5n1-cats">American Veterinary Medical Association</a>, one of the primary sources of transmission in cats is through food, specifically raw poultry and unpasteurized dairy products.

"There have been several reports of cats becoming infected from consuming raw poultry or unpasteurized milk,"&nbsp;Nelson explained.&nbsp;"Other possible exposure routes include contact with infected birds, livestock&nbsp;or contaminated surfaces, as well as interaction with humans who have worked on affected farms."

Nelson said infected cats often exhibit severe respiratory symptoms, including loss of appetite, fever, large amounts of eye and nasal discharge, coughing, and labored breathing. Neurological signs, such as tremors, seizures and blindness, have also been reported."

Symptoms of H5N1 can sometimes mimic rabies, making prompt veterinary assessment critical,"&nbsp;Nelson&nbsp;said.

Pet owners who suspect their sick cat may have been exposed should contact their veterinarian immediately.&nbsp;Nelson recommends limiting&nbsp;exposure to other pets and people in the house, especially anyone who is immunocompromised, and wearing&nbsp;a mask and gloves when handling them.

"It is important to call ahead before bringing your cat in,"&nbsp;Nelson said. "While no cat-to-human transmission has been reported, precautionary measures need to be taken to protect staff and other patients.

"To minimize the risk of H5N1 infection, veterinary professionals recommend the following preventive measures:&nbsp; 

•&nbsp;Do not feed&nbsp;cats&nbsp;raw meat, especially poultry or unpasteurized dairy&nbsp;products. •&nbsp;Keep cats indoors to prevent contact with infected birds and wildlife. •&nbsp;Do not handle dead birds;&nbsp;report them to local health authorities instead. If you must handle one, wear protective&nbsp;gear, including a mask and disposable gloves.&nbsp; • Keep cats away from livestock, poultry and their environments, especially in areas with known H5N1 outbreaks. Change your clothes and wash hands thoroughly after handling these species before interacting with your cat. •&nbsp;Ensure rabies vaccinations are up to date, as H5N1 symptoms can resemble rabies.

While H5N1 cases in domestic cats remain low, experts stress the importance of awareness and precautionary measures.

"Vigilance is key in preventing further infections,"&nbsp;Nelson said.&nbsp;"We must report any signs of disease in our cats, local wildlife,&nbsp;or birds and take the proper precautions to reduce the risk of spread.

United Way Dueling Pianos tickets still available for Saturday

The Hays USD 489's five-year capital outlay plan includes a number of items that will help complete the ongoing bond projects in the district.

The Hays USD 489 board heard updates to the five-year plan at Monday night's meeting.

Superintendent Ron Wilson said district officials knew they would incur expenses as students and staff move into the new buildings. They have been planning and budgeting for those expenses.

Wilson said the district has enough funds to cover the expenses outlined in the capital outlay plan, with contingency funds built in.

He said the district has been renting facilities, and now that it will have its own facilities, it needs to purchase items to equip those facilities.

The estimated expenditures from this year's capital outlay fund are almost $6.4 million.

The new Hays High School is set to be completed in August. The district anticipates moving the middle school into the current high school building in January 2026.

Items for the new Hays High School • 13th Street improvements/access-$ 763,450 <a href="https://hayspost.com/posts/6a4b8354-00f4-4d1b-852c-ad7cdb2d3476">(This is the district's share of the project, which is split with the city of Hays.)</a> • Residential appliances-$ 30,000 (This includes things such as refrigerators for labs that need to be replaced.) • Athletic Training Room equipment-$50,000 • Kiln-$18,000 (The existing outdoor kiln will remain for use by Hays Middle School.) • HHS tennis courts-$665,200 (<a href="https://hayspost.com/posts/94fad178-47ef-40e4-885c-32a7fc3fce5d">This project has already been approved by the board. Board member Derek Yarmer said he knew the capital outlay five-year plan is a fluid document, but he expressed concerns about the difference in the budget for Hays High and Hays Middle schools between last year and this year.

"What you had for 24-25 last year was $665,000, and now it's $2.4 million for the current Hays High. There was not any money allotted for anything for Hays Middle, and now it's $1 million," Yarmer said.&nbsp;

He added, "It seems like we have no budget."

Wilson said the district has a budget and enough revenue to fund all the projects listed in the capital outlay plan.

He said district officials now have a better idea of the needs as students and staff get closer to moving into new and renovated buildings.

"Chris (Hipp) and I have put a lot of hours into this and talked to a lot of people," Wilson said. "We really feel this gives all of our students and staff everything they need to have success in the classroom and on the athletic fields."

Yarmer was also critical of the $100,000 budgeted for the digital marquee.&nbsp;

"I still think there are things in capital outlay that are wants and not needs. Until all of the buildings are where they need to be, I don't think I would support some of the indulgences like the marquee, for one," Yarmer said.

The district has budgeted $30,000 to replace the roof over the music room at the current Hays Middle School.

$33,000 has been budgeted for asbestos removal at O'Loughlin Elementary School. $30,000 has been budgeted for tuckpointing, glazing and caulk at Roosevelt Elementary School, and $15,000 has been budgeted for grass seeding.

Once Felten Elementary School is opened, Wilson Elementary School is set to close as a school. The district plans to close Rockwell Administration Center and relocate administrative offices to the former Wilson school.

The district has budgeted $900,000 for Wilson renovations in the 2026-27 school year.

In addition to bond-related projects, the district budgets each year for debt service, operational expenses and districtwide expenses.

The debt payments include those for Early Childhood Complex, HVAC, lighting and turf projects. Starting in 2025-26 the district will have payments to Enterprise for the maintenance of its vehicle fleet.

The last payment on the Early Childhood Complex project, which is almost $216,000 per year, will be in 2027-28.

Operations expenses include costs for the bus replacement plan, technology replacement, food service equipment replacement, buildings and grounds, and instructional equipment.

The district has budgeted funds for ongoing sidewalk repairs and the final conversion to electric locks across the district during the next two years.

In 2025-26, the district will begin a yearly contract with Glassman Corporation to maintain its HVAC systems, costing about $100,000 annually.

This was only a review of the capital outlay plan, and no action was taken.

The board heard a report on a new state law allowing schools to keep medication, such as EpiPens, on hand. Jessica Roe, lead district nurse, said she thought stocking EpiPens would result in waste.&nbsp;

The district's policy is to give Benadryl first in the case of an allergic reaction and call 911. Local ambulances carry EpiPens. Families also provide EpiPens for most children with known severe allergies.

The board chose not to stock EpiPens or any additional medications at this time.

The board approved the renewal of contracts for building-level administrators. Hays High School Assistant Principal&nbsp;Lance Krannawitter has announced his retirement as of the end of the school year.

The board approved a contract to extend electrical service to O'Loughlin Elementary School to serve its addition.

Hays USD 489 to use capital outlay funds to augment bond projects

 Catholic Charities of Northern Kansas is excited to announce the opening of its new thrift store in Hays, located at 1011 Centennial Blvd. The store officially opened its doors on February 3, providing a much-needed resource for low-income families in the Hays area and the western region of the Salina Diocese.

“Our focus with this new thrift store is to provide affordable clothing and household items for families who need a little extra help,” said Megan Robl, executive director of Catholic Charities of Northern Kansas. “This store is about accessibility and dignity, ensuring that people can meet their basic needs close to home, in one convenient location.”

To celebrate this new facility, Catholic Charities will host a&nbsp;grand opening and ribbon-cutting event on February 14 at 9 a.m.&nbsp;at 1011 Centennial Blvd. The community is warmly invited to join us for this special occasion, tour the new space, and learn more about how the thrift store and other programs will serve local families.

Having the thrift store located onsite allows families who already visit Catholic Charities for assistance—such as food boxes, diapers, and hygiene kits—to access affordable clothing and household goods without the need for additional travel.

“We are so grateful for the support of the Hays community and our incredible volunteers,” Robl added. “Their generosity and commitment have made this expansion possible, and we look forward to continuing to serve families in need with their help.”

During her trip, she will have rehearsals and enjoy sightseeing at famous landmarks, as well as the opportunity to see a Broadway show. GOVE COUNTY —One person was injured in an accident just after 2p.m. Tuesday in Gove County.

The Kansas Highway Patrol reported a 2007 Peterbilt semi driven by Garrett L. Parker, 32, Dighton, was northbound on Kansas 23 just north of County Road C.

The driver was forced to evade a southbound semi that&nbsp;failed to maintain the lane. The semi traveled into the east ditch and overturned.

EMS transported Parker to the Lane County Hospital. He was properly restrained, according to the KHP.

Kansas man hospitalized after semi overturns

A Garden City man was arrested in Hays following a report of a suspicious person dressed in all black.

According to Hays Police Chief Don Scheibler, a records check revealed that 31-year-old Oscar Salazar had stolen a van near the Garden City High School.

At around 12:30 p.m., the police department received a call about a suspicious man in a black sweatshirt and black pants walking in circles in the 1500 block of Commerce Parkway.

Officers found Salazar, who initially claimed he had run out of gas. Officers conducted a records check. According to Scheibler, Salazar later admitted to stealing the van, which had been unlocked and running.

Salazar was arrested on a charge of possession of stolen property and was booked into the Ellis County Jail.

 </figure>By TONY GUERRERO Hays PostA Garden City man was arrested in Hays following a report of a suspicious person dressed in all black.According to Hays Police Chief Don Scheibler, a records check revealed that 31-year-old Oscar Salazar had stolen a van near the Garden City High School.At around 12:30 p.m., the police department received a call about a suspicious man in a black sweatshirt and black pants walking in circles in the 1500 block of Commerce Parkway.Officers found Salazar, who initially claimed he had run out of gas. Officers conducted a records check. According to Scheibler, Salazar later admitted to stealing the van, which had been unlocked and running.Salazar was arrested on a charge of possession of stolen property and was booked into the Ellis County Jail.

The TMP-Marian Monarchs return to Mid-Continent League play Tuesday night when they host the Trego Golden Eagles at Al Billinger Fieldhouse.&nbsp;

The Ellis County emergency manager presented a report on disaster preparedness to the Ellis County Commission on Tuesday.

Lyle Pantle, Ellis County emergency manager, presented a document aligned with the Kansas Planning Standards. These standards are updated every five years to maintain Ellis County's disaster preparedness.

Pantle said a recent update to the document includes the addition of an emergency operations mapper, which can assist external agencies during a disaster.

A formal review of the plan was approved.

Ellis County Fair Board President Justin Scheck discussed updated rental agreements for the rodeo grounds.

The updated rental agreements specify fees of $100 for up to four hours or $200 per day for arena use, $15 per night for stall rentals and $25 per day per camper for hookup and electrical use.

"Some of the people who use the rodeo arena said that if we raise it to $200 per day, they're probably not gonna use it," Scheck said.

Scheck proposed temporarily reducing the per-day fee to encourage groups like the Fort Hays State University club to continue using the facility rather than seeking alternatives.

The contract was approved to update the fee to $75 for four hours and $150 for a full day, with an annual review.

The other rental agreements remained the same.&nbsp;

During the past few years, the Ellis County Commission has upgraded aging HVAC systems in several county facilities. Glassman Corporation was the contractor on a project to upgrade equipment at the administrative building.

Glassman submitted the project for an award for energy efficiency.

Joe Glassman with Glassman Corporation presented the Associated General Contractors State of Kansas Building Award of Honor to the commission on Tuesday.

Ellis County Clerk Bobbi Dreiling signed off on the annual Ellis County townships' financial reports.

While the terms are confidential, all parties have come to a mutually beneficial arrangement that reflects our steadfast commitment to professional growth and quality patient care.

This resolution underscores the value we place on maintaining the long-term sustainability of medical care in western Kansas.

HaysMed reaches agreement with doctors on noncompete clauses

The new American Legion Post 173 is designed to serve the Hays community by providing a space for small gatherings.

The building, 5025 General Hays Road., is available for rent and can accommodate up to 99 people. It also provides tables and chairs for various events.

Harvey Jansonius, a member of the American Legion Post in Hays, said the new facility is designed to serve the community's next generation.

"It's not your grandpa's American Legion or your dad's American Legion. It's ours," Jansonius said.

The building measures 40 by 60 feet, with part of the space designated for offices, restrooms and a planned kitchenette. The Legion does not offer food or catering services, leaving renters responsible for their own arrangements.

There are plans for future Wi-Fi in the building.

The facility does not have a bar or kitchen, but renters may bring their own alcohol and must handle the required permits and liabilities.

The facility rents for $300 per day, with a $200 refundable deposit if it is left clean. For rental availability, contact Jansonius at 785-623-8468 or American Legion Post member Jay Pfeifer at 785-432-1965.

"In our community, everybody had monster weddings," Pfeifer said. "Those aren't so big anymore, so we thought the need was for a smaller venue like the one we have here."&nbsp;

American Legion Post 173 offers tables, chairs, and a podium for meetings, anniversaries, graduations, birthdays and veteran-related events.

Rental funds directly support veterans and community programs, including gas, hotel stays, food for veterans, youth sponsorships and high school awards.

The building has received rental interest but was unavailable until city occupancy approval was granted.

"We have turned down many people, but now we're ready to roll," Pfeifer said.

The American Legion Post is operated by volunteers and veterans, with support from groups such as the American Legion Riders, Sons of the American Legion and the American Legion Auxiliary.
