RUSSELL — The Deines Cultural Center welcomes its newest art exhibition with Rebel Mahieu and her show: Master of Ceremonies.

Rebel was born in Beloit in 1972 and grew up on a farm north of Glen Elder. She received an associate of arts degree from Cloud County Community College, studied commercial design at Kansas State University, and received a B.A. in art education with an emphasis in printmaking from Fort Hays State University in 1995. 

She then taught art for eight years, coached basketball and helped STUCO students build floats for parades at Ruppenthal Middle School in Russell, Kansas. 

In 2012, Rebel received a MLS degree in sculpture from Fort Hays State University and is now in her 15th year of teaching art at Colby Community College; she absolutely loves working with students to encourage them to experiment with materials and ideas and to promote art/artists in the community.

When Rebel is creating she enjoys using layers of various materials in a mixed medium style. In her layers you will see symbols, color, and texture used to express an idea or moment in time. 

Rebel enjoys going to galleries, taking part in and organizing art walks, and traipsing around the country with her boys and family looking for Native American petroglyphs/pictographs and studying the culture.

Rebel Mahieu's exhibition is at the Deines Cultural Center now through Jan. 4.

MANHATTAN — The Kansas Department of Agriculture (KDA) is now accepting applications from producers to participate in the Kansas Local Food Purchase Assistance (LFPA) Program. The Kansas LFPA Program will strengthen the state’s local food system by providing expanded wholesale market access to Kansas’ food producers and increasing access to locally sourced food in rural and urban counties impacted by food insecurity.

KDA was awarded a $2.5 million cooperative agreement under the U.S. Department of Agriculture Agricultural Marketing Service's Local Food Purchase Assistance Cooperative Agreement Program. Funds will be used to purchase and distribute Kansas grown and processed foods to underserved communities and families across Kansas through the state's existing distribution network of food banks.

Kansas producers are encouraged to apply to participate in the Kansas LFPA Program in order to sell their products to the food banks serving the state. Products eligible for sale under the program include produce, dairy, meat, eggs, honey, and processed foods. Products must be grown or processed local to Kansas to be eligible for sale under the program.

Commissioners will hear about those changes, and ideas for adjustments.</li><li>Review of annual camping permits and procedures.&nbsp;As a result of increased camping occupancy, staff will review the number of permits sold, how they are used, and what changes are necessary to resolve challenges associated with RV campers.</li><li>Colby-Villa High Lake renovation.&nbsp;KDWP provided technical guidance, $78,000 in financial assistance through two Community Fisheries Assistance Program grants, and stocked fish at this newly-renovated waterbody open to the public.</li><li>South Fork Republican River restoration.&nbsp;Commissioners will hear about invasive tree removal work taking place along the South Fork of the Republican River in Cheyenne County.</li><li>Kansas Birding Trail project update.&nbsp;Staff will present information pertaining to the all-new Trail, including the development and implementation of this special initiative.</li><li>Prairie Dog State Park update.&nbsp;Staff will cover recent trends in visitation and associated revenue for Prairie Dog State Park in relation to the reservoir’s water level.</li>
 </ul>Commissioners will then hear several Workshop Session items, which may be voted on at a future date:<ul>
 <li>Antelope seasons, bag limits and permits.&nbsp;Poor production in Kansas, and rangewide, have caused apparent declines in pronghorn populations. As such, KDWP is considering several approaches to reducing hunter harvest.</li><li>Elk seasons, bag limits and permits.&nbsp;During this annual review, staff do not anticipate any changes to season structure, bag limits or permit types.&nbsp;</li><li>Big Game Permanent Regulations, including modifications to proof-of-sex regulations for antlerless deer and elk; Legal equipment and taking methods; Updating firearm management units for deer to reflect recent road name changes; Modifying the big game permanent regulation review cycle for fiscal year 2023;&nbsp;and, the status of either-species antlerless-only deer permits will be covered by KDWP’s big game program coordinator, Levi Jaster.</li><li>Deer hunting dates for the 2023-2024 season.</li><li>Turkey seasons, bag limits, permits and game tags.&nbsp;Staff will discuss a slight adjustment to the description of turkey management Unit 2 and will recommend suspending the fall season statewide, beginning with the 2023 season; Reduced bag limits in Unit 1 and Unit 2 by one bird during the spring season; A 25 percent reduction in permits allocated for non-resident turkey hunters during the spring season through a draw system; Changes to the total number, and distribution, of permits allocated in Unit 4; and, prohibiting the use of Unit 4 permits in adjacent units.</li><li>Big game and wild turkey permit applications.&nbsp;Staff will propose creating an application period in January/February for non-resident turkey hunters to apply for a specific unit in which to be entered for a draw.</li>

 <li>Fish creel limits, size limits, possession limits and open seasons.&nbsp;Staff will propose a change to length and creel limits at individual waters, adding King Lake-Emporia and OJ Watson Park as “Type 1” trout waters and removing Wichita KDOT-East from the trout program.</li><li>Importation and possession of certain wildlife; prohibition, permit requirement, and restrictions.&nbsp;Staff will propose adding Rusty Crayfish to the prohibited species list.</li><li>Fishing, special provisions.&nbsp;Staff will propose adding Lebo City Lake as an Aquatic Nuisance Species designated water due to the occurrence of Zebra Mussels; Adding McPherson State Fishing Lake to the prohibited species list, given that Rusty Crayfish are added to the prohibited species list; and, changing the term “Asian Carp” to “Silver Carp” and “Bighead Carp” to be more descriptive.</li>

Reservations are being taken for the free Thanksgiving Day Community Feast for residents of Ellis County.

Once again, the meal is being organized and run by the Ellis County Ministerial Alliance. Those attending will notice two major changes from previous years, said the Rev. Josh Gelatt, who chaired the ECMA organizing committee.

He said one major change is the feast this year will be a sit-down meal only, with no drive-through option. The only exception is that First Call for Help, which is partnering with the ECMA, will deliver meals to the elderly, homebound, or disabled individuals.&nbsp;

Everyone else will select from one of seven host sites located throughout Hays. As of press time, those sites were First United Methodist Church, 305 W. Seventh; New Life Center, 1701 E. 22nd; North Oak Community Church, 3000 Oak St.; St. Michael’s Episcopal Church, 2900 Canal Blvd.; St. Nicholas of Myra Catholic Church, 2901 E. 13th; First Baptist Church, 12th and Fort Streets; and The Gamers Guild, 200 E. Eighth. All sites will serve at 1 p.m. Thanksgiving Day, Thursday, Nov. 24.

The earlier reservation deadline for home deliveries is to give her time to organize the delivery routes and secure enough drivers, Allen said. In addition to providing meals for the homebound, First Call will also deliver a meal to the person’s caregiver, she said.&nbsp;

Gelatt said First Call expects to deliver 100 to 200 meals.

He said The Press, once again, will cater all the meals. The menu will consist of roast turkey and dressing, garlic mashed potatoes, green bean casserole, and a roll with butter. Each host site will provide beverages.

The other major change this year is there will be no free sacks of groceries, Gelatt said. The group that had partnered with ECMA in the past to collect the non-perishable food items, sort them, and bag them, was unable to do so last year and again this year.

“We were unable to get the logistics in place this year (to collect, sort and bag the items),” Gelatt said. “We hope to revisit that next year.”

In answer to the question of why no drive-through meals this year, Gelatt said the original idea of a “community feast” was to encourage Ellis County residents to come and “share a meal together.”

He said the committee discovered this year that “coming out of a pandemic, many people feel isolated, disconnected, and alone. That has steered us toward offering different locations where people can break bread together and maybe make a new friend.”

He cited a&nbsp;study by the World Health Organization that found depression and anxiety have increased 25 percent worldwide since the pandemic.

The study, which was released in March, showed that young people in particular are at risk. “(T)he pandemic has affected the mental health of young people, and ... they are disproportionally at risk of suicidal and self-harming behaviors,” the study found.

Allen also noted that in the past when the Thanksgiving Feast was offered at only one location, the venue would usually fill up rapidly. Attendees would often have to wait in line until people finished eating and left before they could be seated. This resulted in people feeling rushed and unable to linger and visit.

Having multiple sites, which was tried out in 2021, will eliminate this problem, she said. “The whole idea is offering fellowship and company — and not just a meal.”

She added any church, organization, or business wanting to host a site is still welcome to contact her at (785) 623-2800. The only requirement is they must be able to provide tables and seating for a minimum of 20 people. Being handicapped accessible is a plus, but not mandatory, she said.

Allen is also the person coordinating volunteers. She needs individuals to help pack meals for delivery, deliver meals to the homebound, and pick up meals from the caterer to deliver to the host sites. Many of the host sites also need greeters and servers, she said.

Thoroughbred racehorses topic of next Science Cafe

The Kansas Department of Transportation has started work on a bridge replacement project along U.S. 40 in Logan County.

The bridge is located approximately 6 miles west of Oakley. Initial work will primarily take place off the roadway with little to no impact to motorists. Traffic will later be reduced to one lane and controlled by a stoplight while the bridge is being paved, which is scheduled for spring 2023.&nbsp;

Construction is expected to be completed in May 2023, weather permitting.

Sporer Land Development of Oakley is the primary contractor with a total contract cost of approximately $1.85 million.&nbsp;

HILL CITY — Graham County Arts Council is excited to sponsor an upcoming concert by the Armouraires Quartet at 2 p.m. Sunday, Nov. 13, at the Hill City United Methodist Church.

BUNKER HILL —&nbsp; When PBS first went on the air “it was born out of the idea that Americans deserved a non-commercial television service whose sole mission is to educate and&nbsp;inspire.” Smoky Hills PBS has been making that mission a reality for 40 years now.&nbsp; On Nov. 10 Smoky Hills PBS will celebrate its 40th anniversary of bringing trusted educational programs and services to all ages of viewers in Central and Western Kansas.&nbsp;

Betsy Schwien, General Manager of SHPBS, shares the station’s plans for the year ahead, including the launch of the station’s signature 40th anniversary logo.&nbsp; 

“We want to celebrate not only this week, but all year. Our theme,&nbsp;40 Years: In Your Neighborhood, embodies exactly what has happened over the 40 years here at Smoky Hills PBS. The media landscape has dramatically changed since the grand opening ceremonies 40 years ago. Back then, you could only receive us over the air and on some cable networks," she said. The Robert E. And Patricia Schmidt Foundation recently donated $25,000 to the American Red Cross to help support recovery efforts following Hurricane Ian.

The Red Cross has dispatched multiple vehicles, which will most likely be deployed for weeks, and the foundation's gift will help support the volunteers manning the vehicles and help restock supplies.

"Our hearts go out to those effected by this devastating storm," said Schmidt Foundation Chairman Gary Shorman, "and we offer our sincere thanks to the Red Cross for offering much-needed assistance during this recovery.

"The mission of the Red Cross is an admirable one, and we'd urge our communities to do what they can to help by donating."

Customers should observe the following precautions until further notice:&nbsp;

The advisory took effect Tuesday and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved.&nbsp;KDHE&nbsp;officials issued the advisory because&nbsp;

the city cannot currently maintain the minimum required chlorine residual. Failure to maintain required chlorine residual levels may put the system at risk for bacterial contamination. &nbsp;

Regardless of whether the public water supplier or Kansas Department of Health and Environment announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.&nbsp;

KANSAS CITY — The U.S. Army Corps of Engineers announced it will waive day use fees at its more than 2,850 USACE-operated recreation areas nationwide, including Wilson Lake and Kanopolis Lake, in observance of Veterans Day, Nov. 11.

The waiver covers fees for boat launch ramps and swimming beaches. The waiver does not apply to camping and camping-related services, or fees for specialized facilities (group picnic shelters) and events. Other agencies that manage recreation areas on USACE lands are encouraged, but not required, to offer the waiver in the areas that they manage.

Visitors are encouraged to contact USACE lake and river projects before visiting to ensure recreation areas are open. The status of USACE-managed campgrounds, boat ramps and swimming beaches and other sites is available at&nbsp;<a href="https://corpslakes.erdc.dren.mil/visitors/status.cfm" target="_blank">https://corpslakes.erdc.dren.mil/visitors/status.cfm</a>.

USACE began the Veterans Day fee waiver in 2006 as a way to honor the men and women who have served our nation and the armed forces.
