COLBY — Kansas Board of Regents' Vice President of Workforce Development Scott Smathers is the featured speaker at the Colby Community College commencement ceremony on Friday.&nbsp;The event begins at 6 p.m. in the Colby Community Building.

Smathers provides executive leadership for the Kansas Postsecondary Technical Education Authority. In this position, he is the state leader for issues involving the postsecondary education and training system in developing an educated workforce that aligns with the needs of the Kansas economy. His scope of responsibility includes developing a policy agenda for postsecondary technical education, curriculum and program evaluation, system funding, benchmarks and accountability, management of federal initiatives, GED testing and administration, and serving as the Kansas state director for both the Carl D. Perkins and Adult Education programs.&nbsp;

Prior to his current role, Smathers worked as an economic developer and as a retail consultant, helping companies with their location and operational decisions around the world.

Regents VP to speak at Colby Community College commencement

TOPEKA — Gov. Laura Kelly is encouraging qualifying Kansas residents to apply for the Federal Communications Commission’s Emergency Broadband Program to help households struggling to pay for internet service during the pandemic. 

Vyve Communications and Nex-Tech, with offices in Hays, are participants in the program which opens on May 12.

“We know broadband is no longer a luxury, but a necessity for Kansans and our communities to participate in the digital economy,”&nbsp;Governor Kelly said.&nbsp;“I strongly encourage every Kansas family eligible to take advantage of the opportunity and apply for the Emergency Broadband Program.” &nbsp;

The Emergency Broadband Program provides a discount of up to $50 monthly towards internet service for eligible households, and up to $75 monthly for eligible households on tribal lands. In addition, all eligible households will qualify for a one-time discount of up to $100 on a computer, laptop, or tablet after a $10-$50 contribution toward the purchase price.

“This program is important to address broadband affordability issues and drive progress on digital equity in Kansas,”&nbsp;Stan Adams, director of the Office of Broadband, said.&nbsp;“Given the criticality of broadband for so many Kansans and the increasing digital divide, we as a community need to do more to remove barriers to robust broadband utilization. We are grateful for Governor Kelly’s leadership to ensure as many eligible Kansans as possible take advantage of the program.”

A household is eligible for the Emergency Broadband Program if one of its members:

Vyve, Nex-Tech participating in aid program for pandemic internet service 

&nbsp;The Hays Public Library Summer Challenge is almost here.

 This year’s theme of Tails and Tales will explore literature and animals with a variety of in-person and virtual activities and events. The challenge will run from May 24 to July 31.

The library will use the online program Beanstack to track summer reading for children and teens. Through Beanstack, families register participants and use the program to log their reading progress. Staff will assist with sign-up and logging for those without computer access. Challenges have been created for each age group, early literacy, elementary, and young adult.

For children and teens, the Summer Challenge is an exciting way to improve literacy during the summer months.&nbsp;Numerous studies show that kids who don't read during&nbsp;summer&nbsp;vacation, actually slip in reading ability by the time school begins in the fall.

The kids will receive a journal and gel pen when they register. A prize will be given to each child who completes their challenge by the end of the event on July 31. Those who complete the challenge also will put their name in a drawing for the grand prize of their choice.

Adults participate in the Summer Challenge by completing activities on a bookmark that can be picked up at the library, beginning May 24. They will receive a water bottle when they sign up. As in the past, there will be ten challenges. Adults will have until July 31 to complete all the challenges and submit an entry into the end of the summer prize drawing.&nbsp;

Growing up in small Kansas town is focus of next Ike Book Talk

Norton County Community Foundation (NCCF) has announced the date for its fourth annual Norton County Match Day. Match Day 2021 will be held on&nbsp;Wednesday, July 21 from 7:00 a.m. – 7:00 p.m. in the Heaton Building in Norton, KS.

Match Day is a giving event designed to raise awareness and support for non-profits and charitable projects in Norton County. 

This year’s match pool will be&nbsp;$70,000&nbsp;and is generously provided by Norton County Community Foundation and the Jim and Lida Sharp family.&nbsp;

A complete set of match rules/guidelines can be found on NCCF’s website at&nbsp;<a href="http://www.nortonccf.org/matchday2021" target="_blank">www.nortonccf.org/matchday2021</a>.

Any organization&nbsp;with an endowed fund&nbsp;at NCCF will automatically qualify to participate and will receive a 2:1 match. 

Organizations and charitable projects&nbsp;without an endowed fund&nbsp;at NCCF are invited to apply to participate and will receive a 1:1 match.

 Applications are due by June 15, 2021 and can be found on NCCF’s website. A final list of participating organizations will be made available to the public after the application deadline of June 15th&nbsp;has passed.

On Match Day,&nbsp;participating organizations are invited to set up a small table in the Heaton Building to help raise money for their organizations. Norton Co. foundation announces annual Match Day; $70K match pool

GREAT BEND - Barton Community College’s (BCC) 51st commencement is set for 7 p.m. Friday, May 14 in the Barton Gymnasium. 

The ceremony will be following a shorter format this year, with no official guest speaker. Due to COVID-19, students are only allowed two guests, who must have a ticket to enter the gymnasium. 

The ceremony will also be live-streamed via facebook.com/bartoncommunitycollege.

After brief comments from Barton President Dr. Carl Heilman, Vice President of Student Services Angie Maddy will present the 2021 Outstanding Graduate awards to Elvia Alejandra Salazar Beck and Kaitlynn Dyke.

Vice President of Instruction Elaine Simmons will then present four Distinguished Instructor Awards to Barton instructors Paulia Bailey representing the College Advantage program and BARTonline, Melissa Hardwick of the Fort Riley Campus, Ann Ingala of the Fort Leavenworth Campus, and Maggie Tracy of the Barton County Campus.

Chairman of the Board of Trustees Mike Johnson and Simmons will confer the degrees. Developmental Education Instructor Abby Howe will present the graduates as Dr. Heilman extends the college’s official congratulations on behalf of the Board of Trustees.

John Hembree is set to lead both the invocation and benediction.

KidsQuest is recommended for children Pre-K through 8th&nbsp;grade.

The Kansas Department of Transportation plans to begin a resurfacing project on approximately 7.5 miles of K-383 in Decatur County on Monday.

Project work will consist of a 2-inch mill and inlay beginning near the south city limits of Jennings and ending at the Norton County line. Traffic will be directed through the work zone by flaggers and a pilot car during daylight hours, and minor delays should be expected.

KDOT anticipates work to be completed by the end of May, weather permitting.

OSBORNE — A group of Civil War veterans in Berks and Lancaster Counties in Pennsylvania began in 1870 to
form a colony in which to begin a new life for themselves and their families in the American
West. That new life took root in Osborne.


Under the leadership of Colonel William L. Bear and Captain Henry D. Markley a scouting
party of 39 men and boys and one woman was sent to Kansas in April 1871 to locate a site for
the colony. On May 1, they established the town of Osborne City and soon secured their
community for the county seat.


The following September they were joined by the remainder of the colony, more than 200
individuals. Over the next 150 years, the town faced countless challenges – grasshopper plagues,
drought, floods, ceaseless wind, wars, pandemics, the Depression, the Dust Bowl, and
fluctuations in ag prices.

The story of the Pennsylvania Colony is a lesson in how to confront adverse conditions and lost
illusions to come together to solve a myriad of problems both great and small.


Osborne is still going strong in 2021 after 150 years! An epic celebration over Memorial Day
Weekend will honor the town’s legacy and look forward to a bright future. The weekend’s
events will include the “Bringing It Home to Oz Draggin’ Main Reunion Bash,” a parade,
“Prairie Market,” live music, dancing, and a wide variety of other entertainment and activities for
folks of all ages, and of course, food and fun. The celebration begins downtown at 5 p.m. on
Friday, May 28th.

Hays High to present 'Rent: School Edition' 

The Hays Fire Department will be inspecting and flow testing fire hydrants Friday in the area from Elm St. to Vine St. between 7th St. and 21st St., from Vine St. to Indian Trail between 22nd St. and 27th St., and from Indian Trail to Canterbury Dr. between 27th St. and 33rd St. 

This is part of a coordinated effort by the city of Hays to inspect all fire hydrants in the city and flush all water mains annually. 

Inspecting fire hydrants ensures that the valves operate properly and that there is no damage or obstructions that will prevent or interfere with the prompt use of fire hydrants in an emergency. Firefighters are also checking the pressure and volume of water mains in each neighborhood for firefighting purposes. The associated flushing of water mains allows chlorine to be distributed throughout the system to eliminate bio-filming in the water mains. 

Slight discoloration of the water supply may be encountered although there will be no health risks to the consumer.

TOPEKA –&nbsp;The Kansas Department of Health and Environment (KDHE) has issued a boil water advisory for a portion of the City of Ellis, Ellis County. The advisory affects customers in the area bounded on the west and east by Baughman St. and Cottonwood St.; and on the north and south by W. 10th&nbsp;St. and W. 11th&nbsp;St. This advisory is not related to Covid-19.

Customers should observe the following precautions until further notice:

The advisory took effect on May 6, 2021 and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. KDHE issued the advisory because of a main break resulting in a&nbsp;loss of pressure in the system. A loss of pressure may lead to inadequate chlorine residuals and bacterial contamination.

Regardless of whether the public water supplier or KDHE announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.

TOPEKA&nbsp;– The Kansas Creative Arts Industries Commission (KCAIC) will present a virtual Artist INC Express workshop for military servicemembers, veterans and their family/caregivers living in Kansas who want to explore career options in creative arts industries.

The Artist INC Express workshop will introduce Kansas military members and veterans to career options in the creative arts sector. These highly interactive sessions will provide resources and an understanding of numerous career pathways in arts professions. Workshop sections include writing about your work, building a personal brand, goal setting and more.

“KCAIC specializes in high-quality professional development programs, and this particular workshop will provide an incredible opportunity for our military and veteran community in Kansas,” Lieutenant Governor and Commerce Secretary David Toland said. “Their experiences and perspectives are welcome and needed in creating meaningful, expressive art that enriches communities and lives. I strongly urge military servicemembers, veterans and their families to participate in this valuable and interesting workshop to discover and explore ways to engage in the arts industry.”

Artist INC Express is sponsored by KCAIC in partnership with the Arts Council of Johnson County and the Office of Military and Veterans Affairs at Kansas State University.

Kansas Creative Arts Industries Commission to hold webinar series for military artists

On Thursday, the contractor will begin setting up traffic control which will switch traffic over to the west side of the intersection of 27th and Hall in Hays while the east side of that intersection is reconstructed. 

Hall Street traffic will be carried through head-to-head in the west lanes of the intersection similar to how it is currently carried through the east lanes of the intersection. 

Since 27th Street will be blocked off just east of Hall Street, 27th Street traffic will be detoured using Canal Blvd. and 29th Street or Walnut and 17th Street. Those two detour options are shown on the detour map below in blue and yellow respectively.

This phase of construction will take approximately four to five weeks, according to John Braun, Hays project manager.

Once the intersection is finished the reconstruction of 27th Street between Hall and Fort will begin, work that will take nearly the rest of the year.&nbsp;

Braun said the entire project is scheduled to be completed in mid-November.&nbsp;

The Kansas Department of Transportation has started a field survey for a proposed project to replace the south fork Smoky Hill River drainage bridge on U.S. 40 in Wallace County.

The bridge is located approximately 5 miles southwest of the Logan County line. Survey activities include the use of survey instruments on the ground to determine locations of existing features within the survey corridor. KDOT expects work to be complete by July 1.

Crews will contact property owners or tenants for permission to enter private property if access is needed.&nbsp;<a>Craig Mattox of Finney and Turnipseed will oversee the survey for KDOT.</a>
