Eileen Joanne (Helvey) Gosser, 80, of WaKeeney, KS, passed away peacefully at Hays Medical Center on March 30, 2024, after a short battle with pancreatic cancer.

Born to Clifton Theodore and Lola Irene (Rounkles) Helvey on January 26, 1944, in rural Osborne County, KS, Eileen’s life was a testament of love and dedication to her Savior and family. She attended school in Cawker City, and she graduated from Cawker City High School in 1962. Soon after graduation, she went to work as a switchboard operator for the Southwestern Bell Telephone Company.

On June 14, 1966, Eileen met the love of her life, Arnold Gosser, while working with Alice Stramel at the Telephone Company. Alice had mentioned to Eileen that she would like her to meet her little brother. It only took 3 dates for Arnold to tell Eileen that there “was something she needed to be thinking about because he was going to be asking her something one of these days.” Semi-long story short, they were married on October 8, 1966, at the Cawker City Methodist Church. Only 3 months, 3 weeks, and 1 day after they met. To this union, the Lord added the joy of three children: Kevin Arnold, Shelli Renee, and Sara Joanne. They enjoyed 36 years together before Arnold’s passing in 2002.

Eileen had a generous heart and the God-given gift of caring for others. From bringing a van load of friends to church every Sunday, being Grandma ‘I-een’ to kids at the daycare and making sure everyone was fed no matter the occasion; boy could she feed her family! Lending a helping hand and being a prayer warrior came naturally. She made it known that the most important decision you can ever make is to accept Jesus Christ as your Lord and Savior. Eileen’s life was a reflection of His love.

It was her pride and joy to be with her grandchildren, and she was a consistent supporter at their events. Each grandchild was nicknamed "George,” with a number following to represent the order in which they were born. During their younger years, grandma’s house was a “grand" central station before and after school. Her staple snack was popcorn and apples, and her way of making sure we were all okay was to have us come and check on her. At every family holiday, she made it a point to bring each grandchild their favorite treat or dessert (Charlie, we knew you were the favorite with your Caramel Apple Salad). She was always proud to share stories and pictures with her friends! Her heart continued to expand as great-grandchildren were born, and she was overjoyed to be called “Nana Great." One of her most treasured gifts was a crocheted blanket for each new addition to her family.

Eileen enjoyed playing card and dice games, visiting with friends, and cheering on the KU Jayhawks. She even dabbled in skydiving.

Left to honor her memory are her son, Kevin (Michelle) Gosser of WaKeeney, KS; daughter Shelli (Bill) Nowlin of WaKeeney, KS; grandchildren, Ryan (Nicole) Nowlin, Cala (Donald) Schmelter, Carli (Chance) Smith, Amanda Gosser, James (Tess) Gosser, Cole Caruthers, Crystal Caruthers, Alex (Jacob) Hargitt, Tiffany (Dalton) Breinig, Josie (Kelly) Robb, Shaylin (Brady) Dinkel-Marsteller, Taylor Russell, and Charlie Russell; 18 great-grandchildren: Kendall Scott, Emerson and Natalie Nowlin; Hazel and Maxwell Schmelter; Silas and Selah Smith; Emery and Edison Gosser; Jasper Caruthers-Darlington; Rhys, Rkyer, and Radley Hargitt; Averlee, Tripp, and Truitt Breinig; Ashur Robb; Gavin Cox; numerous nieces and nephews; sister, Carol “Katie” (Laurence) Otto, sisters-in-law, Jan Helvey, Marty Helvey, and Alice (Jim) Stramel.

She was preceded in death by her husband, Arnold Gosser; daughter, Sara Russell; parents Clifton and Lola Helvey; brothers, Gary Helvey and Ray Helvey; brothers-in-law, Don Baker, Allen Gosser, Bud Wyatt; sisters in-law, Velma Baker, Bonnie Wyatt, Donna Gosser; niece Kelly (Helvey) Bayon; great-nephew, Scott Bayon; nephew, Jeffrey Otto.

Eileen’s outlook toward her recent cancer diagnosis was that it was a win-win situation. If the Lord healed her, she would get to tell everyone how He healed her. If He called her home, she’d get to be with Jesus. Well, now she is! She is with her Jesus, her Arnold, and her Sara. She will be lovingly remembered as a Godly woman who gave all honor, glory, and praise to her Lord.

A funeral service to celebrate Eileen’s life will be held on Wednesday, April 3, 2024, at 10:30 a.m. CST at the WaKeeney Church of God. Visitation will be held Tuesday, April 2, 2024, from 5:00–7:00 p.m. CST. at Schmitt Funeral Home, WaKeeney, KS.

2024 SENATE SCENE WEEK 10 March 18, 2024

It may seem hard to believe, but the legislature is now fully ten weeks into its session and has just two weeks remaining prior to “first adjournment.”&nbsp; We will adjourn briefly before returning to wrap up the regular part of the session with veto session beginning April 29 and the target date to end May 2 which is 90 legislative days.&nbsp; This session calendar is very fluid with date changes announced by leadership during Senate and House action.&nbsp;

This week, the Senate took the first major step in finalizing the budget for FY 2025 by passing&nbsp;<a href="http://www.kslegislature.org/li/b2023_24/measures/sb514/" target="_blank">Sub Bill for SB 514</a>.&nbsp; FY 2024 - The bill adjusts total state expenditures to $25.3 billion, including $9.9 billion SGF, in FY 2024.&nbsp; FY 2025 - the bill included expenditures totaling $25.1 billion, including $10.2 billion SGF, for FY 2025.&nbsp;

Major additions to the FY 2024 budget include the following:

The bill also includes the following deletions and transfers:

Eventually, the House will also pass a budget, after which a conference committee will work out differences between the two chambers.&nbsp; The legislature has a constitutional responsibility to pass a balanced budget every session.&nbsp;&nbsp;<a href="http://www.kslegislature.org/li/b2023_24/measures/sb514/" target="_blank">Sub Bill for SB 514</a>&nbsp;passed by a vote of 24-15.&nbsp;&nbsp;I voted yes.

<a href="http://www.kslegislature.org/li/b2023_24/measures/sb539/" target="_blank">SB 539</a>&nbsp;is the second attempt this session at a compromise tax plan after the first bill was vetoed by the governor and sustained by the House.&nbsp;

 A few highlights are listed below.&nbsp;

SB 539 passed with a bi-partisan supermajority of 29-11.&nbsp;&nbsp;I&nbsp;voted&nbsp;yes.&nbsp;

<a href="http://www.kslegislature.org/li/b2023_24/measures/hb2036/" target="_blank">HB 2036</a>&nbsp;would create a sales tax exemption beginning January 1, 2023, for tangible personal property and services purchased by Kansas resident veterans who have been honorably discharged and have at least a 50 percent permanent disability rating sustained through military service.&nbsp;&nbsp;The bill passed 38-2.&nbsp; I voted yes.

<a href="http://www.kslegislature.org/li/b2023_24/measures/sb484/" target="_blank">SB 484</a>&nbsp;would exempt, beginning in tax year 2025, certain personal property from all property or ad valorem taxes levied under Kansas law, including snowmobiles, all-terrain vehicles, motorized bicycles, small trailers, and watercraft.&nbsp;&nbsp;The bill passed 29-11.&nbsp; I voted yes.

<a href="http://www.kslegislature.org/li/b2023_24/measures/sb376/" target="_blank">SB 376</a>&nbsp;as amended, would extend the income tax credit attributable to the retirement of indebtedness authorized by a single city port authority, currently scheduled to expire after tax year 2024, through tax year 2029.&nbsp;&nbsp;The bill passed 35-5.&nbsp; I voted yes.

<a href="http://www.kslegislature.org/li/b2023_24/measures/sb311/" target="_blank">SB 311</a>&nbsp;as amended, would prohibit the sale price at which a property sells in an Internal Revenue Code Section 1031 exchange, build-to-suit transaction, or a sale/leaseback arrangement from being considered an indicator of fair market value or used in arriving at fair market value for property tax purposes.&nbsp;&nbsp;The bill passed 21-19.&nbsp; I&nbsp;voted yes.

<a href="http://www.kslegislature.org/li/b2023_24/measures/sb498/" target="_blank">SB 498</a>&nbsp;as amended, would amend the adoption tax credit, enact the Pregnancy Resource Act that would provide a tax credit and sales tax exemption for certain contributions to certain pregnancy resource centers and residential maternity facilities.&nbsp; Under the bill, beginning in tax year 2024, the adoption tax credit would increase to 100 percent of the federal adoption tax credit.&nbsp;&nbsp;The bill passed 28-12.&nbsp;&nbsp;<a>I voted yes.</a>

<a href="http://www.kslegislature.org/li/b2023_24/measures/sb307/" target="_blank">SB 307</a>&nbsp;would amend the Kansas Fights Addiction Act to include for-profit private entities in the definition of “qualified applicant.”&nbsp;&nbsp;The bill passed the Senate 39-1 and will be sent to the governor.&nbsp; I voted yes.

<a href="http://www.kslegislature.org/li/b2023_24/measures/hb2587/" target="_blank">HB 2587</a>&nbsp;would authorize the board of directors of a drainage district within a county or city to meet in executive session in accordance with provisions of the Kansas Open Meetings Act.&nbsp; HB 2587 passed the Senate 40-0.&nbsp; I voted yes.

<a href="http://www.kslegislature.org/li/b2023_24/measures/sb500/" target="_blank">SB 500</a>&nbsp;would amend law pertaining to restricted driving privileges for certain individuals who violate the misdemeanor offense of failure to comply with a traffic citation.&nbsp;&nbsp;SB 500 passed the Senate 38-2.&nbsp; I voted yes.

<a href="http://www.kslegislature.org/li/b2023_24/measures/sb480/" target="_blank">SB 480</a>&nbsp;would allow the State Board of Tax Appeals to conduct small claims and expedited hearings and appeals by teleconference or video conference as directed by the Chief Hearing Officer or a designee.&nbsp;&nbsp;The bill passed 39-1.&nbsp; I voted yes.

<a href="http://www.kslegislature.org/li/b2023_24/measures/sb482/" target="_blank">SB 482</a>&nbsp;as amended, would make several modifications to the revenue neutral rate notification and hearing process.&nbsp; Among the provisions, the bill would specify that county clerks are not required to send hearing notices to owners of property that is exempt from taxation and would also require the vote of a governing body to exceed the revenue neutral rate to take place on the same day as the commencement of the public hearing to exceed the rate.&nbsp;&nbsp;The bill passed 32-8.&nbsp; I voted yes.

<a href="http://www.kslegislature.org/li/b2023_24/measures/sb60/" target="_blank">SB 60</a>&nbsp;was the original sales tax exemption bill introduced last year which removes sales tax on the process of meat at our meat processing businesses and was supported by Kansas Farm Bureau and Livestock Association.&nbsp; It was amended in the Taxation and Assessment Committee and the Committee of the Whole by adding a school sales tax holiday, sales tax exemptions for diapers – both children and adult and children and menstrual supplies.&nbsp; It also includes purchases by Exploration Place and Kansas Children’s Discovery Center for their projects.&nbsp; It also includes sales tax exemptions for the Johnson County Christmas Bureau and Doorstep Inc. for the need of personal assistance with food, clothing, and short-term emergency needs.&nbsp;

On March 14th, Machkenzie Dixon, Plainville; Savanah Slaubaugh, Hays; Maryann Walter and Maura Knappert both of Beloit, served as pages for the Kansas Senate.&nbsp;&nbsp;The pages spent their day with us at the Capitol running errands, working in my office, attending committee meetings, and taking a historical tour of the Capitol as well as the dome tour.

Several legislative townhalls have been conducted throughout the 36th&nbsp;Kansas Senate District with more scheduled in the upcoming few weeks.&nbsp; On April 13, there is a legislative coffee scheduled in Concordia at 8:00 am at Jitters Coffee House with Representative Susan Concannon and Representative Bill Bloom sponsored by Farm Bureau.&nbsp; Representative Susan and I are scheduled to be in Beloit on April 20 with more details to follow at a later date.

 </ul>The bill also includes the following deletions and transfers:<ul>
 <li>Transfer $41.0 million from the Legislature Employment Security Fund to the University of Kansas ($20.5 million) and Wichita State University ($20.5 million)</li><li>$15.7 million SGF for a Southwest border mission. The bill includes language directing expenditures be made to respond to a request for assistance from the State of Texas pursuant to the Emergency Management Compact and that the Adjutant General collaborate with the Governor to activate, mobilize, and deploy state resources to prevent drug and human trafficking and other crimes contributing to an emergency in FY 2024.</li><li>$75 million for a new cancer center at the University of Kansas Medical Center.</li>
 </ul>Eventually, the House will also pass a budget, after which a conference committee will work out differences between the two chambers.&nbsp; The legislature has a constitutional responsibility to pass a balanced budget every session.&nbsp;&nbsp;<a href="http://www.kslegislature.org/li/b2023_24/measures/sb514/" target="_blank">Sub Bill for SB 514</a>&nbsp;passed by a vote of 24-15.&nbsp;&nbsp;I voted yes.An overview of the budget can be viewed by going to:&nbsp;<a href="http://www.kslegislature.org/li/b2023_24/measures/documents/bill_exp_sb514_01_0000.pdf" target="_blank">http://www.kslegislature.org/li/b2023_24/measures/documents/bill_exp_sb514_01_0000.pdf</a>SENATE TAX BILL<a href="http://www.kslegislature.org/li/b2023_24/measures/sb539/" target="_blank">SB 539</a>&nbsp;is the second attempt this session at a compromise tax plan after the first bill was vetoed by the governor and sustained by the House.&nbsp; A few highlights are listed below.&nbsp;<ul>
 <li>Repeal of Income Tax on Social Security:&nbsp;Beginning in tax year 2024, the bill would exempt all Social Security benefits.&nbsp;</li><li>Property Tax Reductions:&nbsp;The bill would increase, beginning in tax year 2024, the amount of residential property exempt from the statewide uniform 20-mill levy to $100,000 of appraised value.&nbsp;</li><li>Standard Deduction Increased for Single Filers:&nbsp;The bill would, beginning in tax year 2024, increase the Kansas individual income tax standard deduction amount for single filers from $3,500 to $4,000.</li><li>Personal Exemptions.&nbsp;The bill increases the personal exemption. Currently, it stands at $2,250 for each person in a household. Under the bill, this would increase to $11,000 for single filers, $22,000 for married filers, plus an additional $3,000 for each dependent in the household to be annually increased by the cost-of-living adjustment determined under Section 1(f)(3) of the Internal Revenue Code</li>
 </ul><ul>
 <li>Financial Institutions Privilege Tax Rate Changes:&nbsp;The bill would reduce the privilege tax rates applied to financial institutions. For banks, the normal tax rate would be reduced to 1.94 percent for tax year 2025, and 1.63 percent for tax year 2026. For trust companies and savings and loan associations, the normal tax rate would be reduced from 2.25 percent to 1.93 percent for tax year 2025.</li>
 </ul><ul>
 <li>Single Rate.&nbsp; After personal exemptions and the standard deduction are calculated, the bill would establish a single rate of 5.7%, which would decrease by .5% annually through 2029, eventually reaching 5.45%.&nbsp;&nbsp;</li>
 </ul>SB 539 passed with a bi-partisan supermajority of 29-11.&nbsp;&nbsp;I&nbsp;voted&nbsp;yes.&nbsp;The Supplemental Note can be viewed by going to:&nbsp;&nbsp;<a href="http://www.kslegislature.org/li/b2023_24/measures/documents/supp_note_sb539_02_0000.pdf" target="_blank">http://www.kslegislature.org/li/b2023_24/measures/documents/supp_note_sb539_02_0000.pdf</a>&nbsp;OTHER SENATE FLOOR ACTION<a href="http://www.kslegislature.org/li/b2023_24/measures/hb2036/" target="_blank">HB 2036</a>&nbsp;would create a sales tax exemption beginning January 1, 2023, for tangible personal property and services purchased by Kansas resident veterans who have been honorably discharged and have at least a 50 percent permanent disability rating sustained through military service.&nbsp;&nbsp;The bill passed 38-2.&nbsp; I voted yes.<a href="http://www.kslegislature.org/li/b2023_24/measures/sb484/" target="_blank">SB 484</a>&nbsp;would exempt, beginning in tax year 2025, certain personal property from all property or ad valorem taxes levied under Kansas law, including snowmobiles, all-terrain vehicles, motorized bicycles, small trailers, and watercraft.&nbsp;&nbsp;The bill passed 29-11.&nbsp; I voted yes.<a href="http://www.kslegislature.org/li/b2023_24/measures/sb376/" target="_blank">SB 376</a>&nbsp;as amended, would extend the income tax credit attributable to the retirement of indebtedness authorized by a single city port authority, currently scheduled to expire after tax year 2024, through tax year 2029.&nbsp;&nbsp;The bill passed 35-5.&nbsp; I voted yes.<a href="http://www.kslegislature.org/li/b2023_24/measures/sb311/" target="_blank">SB 311</a>&nbsp;as amended, would prohibit the sale price at which a property sells in an Internal Revenue Code Section 1031 exchange, build-to-suit transaction, or a sale/leaseback arrangement from being considered an indicator of fair market value or used in arriving at fair market value for property tax purposes.&nbsp;&nbsp;The bill passed 21-19.&nbsp; I&nbsp;voted yes.<a href="http://www.kslegislature.org/li/b2023_24/measures/sb498/" target="_blank">SB 498</a>&nbsp;as amended, would amend the adoption tax credit, enact the Pregnancy Resource Act that would provide a tax credit and sales tax exemption for certain contributions to certain pregnancy resource centers and residential maternity facilities.&nbsp; Under the bill, beginning in tax year 2024, the adoption tax credit would increase to 100 percent of the federal adoption tax credit.&nbsp;&nbsp;The bill passed 28-12.&nbsp;&nbsp;<a>I voted yes.</a><a href="http://www.kslegislature.org/li/b2023_24/measures/sb307/" target="_blank">SB 307</a>&nbsp;would amend the Kansas Fights Addiction Act to include for-profit private entities in the definition of “qualified applicant.”&nbsp;&nbsp;The bill passed the Senate 39-1 and will be sent to the governor.&nbsp; I voted yes.<a href="http://www.kslegislature.org/li/b2023_24/measures/hb2587/" target="_blank">HB 2587</a>&nbsp;would authorize the board of directors of a drainage district within a county or city to meet in executive session in accordance with provisions of the Kansas Open Meetings Act.&nbsp; HB 2587 passed the Senate 40-0.&nbsp; I voted yes.<a href="http://www.kslegislature.org/li/b2023_24/measures/sb500/" target="_blank">SB 500</a>&nbsp;would amend law pertaining to restricted driving privileges for certain individuals who violate the misdemeanor offense of failure to comply with a traffic citation.&nbsp;&nbsp;SB 500 passed the Senate 38-2.&nbsp; I voted yes.<a href="http://www.kslegislature.org/li/b2023_24/measures/sb480/" target="_blank">SB 480</a>&nbsp;would allow the State Board of Tax Appeals to conduct small claims and expedited hearings and appeals by teleconference or video conference as directed by the Chief Hearing Officer or a designee.&nbsp;&nbsp;The bill passed 39-1.&nbsp; I voted yes.<a href="http://www.kslegislature.org/li/b2023_24/measures/sb482/" target="_blank">SB 482</a>&nbsp;as amended, would make several modifications to the revenue neutral rate notification and hearing process.&nbsp; Among the provisions, the bill would specify that county clerks are not required to send hearing notices to owners of property that is exempt from taxation and would also require the vote of a governing body to exceed the revenue neutral rate to take place on the same day as the commencement of the public hearing to exceed the rate.&nbsp;&nbsp;The bill passed 32-8.&nbsp; I voted yes.<a href="http://www.kslegislature.org/li/b2023_24/measures/sb60/" target="_blank">SB 60</a>&nbsp;was the original sales tax exemption bill introduced last year which removes sales tax on the process of meat at our meat processing businesses and was supported by Kansas Farm Bureau and Livestock Association.&nbsp; It was amended in the Taxation and Assessment Committee and the Committee of the Whole by adding a school sales tax holiday, sales tax exemptions for diapers – both children and adult and children and menstrual supplies.&nbsp; BOWERS: Senate Scene Week 10; second attempt at compromise tax plan

Rebecca (Becky) Alane Warren, age 60, passed away November 15, 2023, at Parkview Care Center, Osborne, KS.

She was born April 1, 1963, in WaKeeney, KS to Billy L Wilson and Martha (McMindes) Wilson. She was born the 5th of 6 children. Her father, Bill, was quite the jokester, so when he announced to his friends and coworkers that Martha had given birth to a bouncing baby girl, no one would believe him. Even his bowling team, after bowling, had to be escorted to the hospital, having to see for themselves before they would believe.

Becky attended school in WaKeeney. As soon as she was old enough to get a job, she worked at the Satellite drive-in, WaKeeney Manor, and Dairy Queen. As a senior, she enrolled in a work class and was employed at the WaKeeney Medical Clinic. She graduated from Trego Community High School, class of ’81, on December 5, 1981. She married her high school sweetheart, Woodrow Warren, on November 7, 1983. They were blessed with a son, Luke Blaine Warren. In the Fall of 1990, with the help of a work scholarship from TCLMH, Rebecca attended FHSU to become a registered nurse and Luke started kindergarten, so Woodrow had two kids in school. In the spring of 1993, Rebecca graduated from FHSU, summa cum laude, with a degree in Nursing and was nominated for the prestigious Torch Award.

Rebecca wasted no time with her new career and went to work for TCLMH to repay her scholarship. For a short time, she worked for the State of Kansas Area Agency of Aging, before moving on to work for Hays Medical Center, where she worked in family practice, the joint replacement team, and skilled care. Later she went to work at the Quinter Bluestem Medical Center as an education nurse. During this time, she was given an award from the Kansas Hospital Education and Research Foundation for her work with Trama Education Series and Air Med Care.

Rebcca and her family enjoyed many vacations to the Colorado Rocky Mountains and to Iowa, to visit her younger brother, Jeff, and family; always canvasing antique shops along the way for that piece of poetry that belonged in her collection.

Rebecca lived a happy and productive life, with no regrets, and many friends.

In October of 2013, everything changed when she was diagnosed with early onset Alzheimer’s. All through those difficult times, Rebecca remained cheerful and outgoing the best that she could. This made taking care of her much easier, and with the help of several loving and caring people, Rebecca was able to stay at home for seven years.

Sadly, her needs became more than her family and loving caregivers could provide. Rebecca then moved to Parkview Care Center in Osborne, KS, where she received excellent care for the last 3 years of her life.

Rebecca is survived by her husband, Woodrow Warren; son, Luke Warren; sister, Marie (Vaugn) Marcum; brothers Jerry (Karol) Wilson, Kelly (Marie) Wilson, all living in WaKeeney, Kansas, and brother Jeff (Gwen) Wilson of Dubuque, Iowa. Rebecca is also survived by many nieces, nephews, and loving friends.

She was preceded in death by her parents, Bill and Martha Wilson, and brother, Ross Wilson.

A celebration of life will be held on Saturday, March 30th, at the Western Kansas Saloon Bar &amp; Grill, 121 N Main St, WaKeeney, KS, from 12:00 – 2:00 p.m. The eulogy will be read at 1:00 p.m., with a private family burial to follow.

Linda Joleen (Isernhagen) Ferguson was born February 9th, 1948 in Smith Center, KS to Arnold and Aleen Isernhagen. Linda attended elementary school and junior high in Agra, KS. She attended high school and graduated from Kensington High School in Kensington, KS That is where she met Jon Ferguson who she married on August 11,1968.

After high school, Linda attended dental assistant school in Emporia, KS. Following her marriage to Jon, they made their home in Manhattan, KS while Jon finished his Engineering degree at Kansas State University. Following Jon’s graduation from K-State, the couple moved to Boston, MA where Jon attended Massachusetts Institute of Technology, and Linda worked at Dr. Mann’s dental practice. Linda had many stories to tell about her time working in Boston. The best story that she told was how she worked on a man named Rick Otcasek’s teeth. At the time, Rick was the lead singer for a band called Milkwood. He would later change the spelling of his name and become Rick Ocasek, the lead singer for the Cars.

While living in Boston, Jon and Linda enjoyed the many activities the city had to offer. They also traveled throughout New England enjoying the beautiful scenery. Linda loved nature and all things outdoors.

In 1973, Jon and Linda made the decision to move back to Kensington, KS. They made their home north of Kensington, KS for 41 years while Jon worked and ran the family ranch and farm along with his sister and brother-in-law, Janis and Lyn Lee. Linda was every bit the “rancher” that Jon was. Linda cooked many meals for the ranch employees. She helped work cattle, sprayed musk thistle and ran countless ranch errands. In addition to the routine day-to-day ranching Linda did, she also played nurse whenever dad had a ranching accident. If you know anything about Jon’s ranch related injury count, you know that nursing was often a full-time job for Linda.

When Linda wasn’t busy ranching, she was busy being an amazing mother to her two daughters. Emily Brooke Ferguson was born on February 13th, 1975, and Olivia Paige (Ferguson) Rogers was born on January 31st, 1979. As a family, Jon, Linda, Emily and Oliva enjoyed family camping vacations to Colorado and the Rocky Mountains, Yellowstone and Canada. (If you get a chance, ask Jon or Emily how the trip to Canada went.)

Linda was quite the “dance mom” shuttling Emily and Olivia to weekly dance lessons and making sure their costumes, hair and make-up were perfect for recitals. She was always there after each recital with a bouquet of carnations for both girls. Linda’s love and support for her daughters was unconditional and unending.

Love and support was a theme throughout Linda’s life. She was sometimes a second mom to nieces and nephews and Emily’s and Olivia’s closest friends. (Coleen &amp; Jess). Linda had a kind heart and always wanted to help people who might be struggling. This is what led her to become a drug and alcohol counselor during the 1980’s. Linda made a difference by helping patients 1:1. She also sat on the board of the Smoky Hill Foundation in Hays, KS.

She was always there after each recital with a bouquet of carnations for both girls. Linda’s love and support for her daughters was unconditional and unending.Love and support was a theme throughout Linda’s life. She was sometimes a second mom to nieces and nephews and Emily’s and Olivia’s closest friends. (Coleen &amp; Jess). Linda had a kind heart and always wanted to help people who might be struggling. This is what led her to become a drug and alcohol counselor during the 1980’s. Linda made a difference by helping patients 1:1. She also sat on the board of the Smoky Hill Foundation in Hays, KS.

Roger Harold O’Hare, son of Elton Ray and Mildred May (McCashland) O’Hare was born October 14, 1946 in Oberlin, KS and passed away peacefully at his home in Grove, OK on November 17, 2023 at the age of 77.

Roger grew up in the Lyle, KS community and attended Spring Branch School and Norcatur High School. He attended Wichita Technical Institute before entering the U.S. Army in 1966. Roger served domestically and in Europe until his honorable discharge in February 1972. On November 9, 1968, Roger married his high school sweetheart, Connie Lee Michel. Together, they raised two sons, Patrick John and Michel Ray.

Roger and Connie were self-employed, owning O’Hare Oil Company in Norcatur, KS and the Amoco service station in Goodland, KS. Roger also worked for Yost Farm Supply in Goodland, KS where he enjoyed traveling the Midwest visiting with farmers while making his favorite sales of 4-wheel drive tractors and No-Till drills. Roger volunteered for 20+ years on the Norcatur Fire Department.

Roger loved teaching his sons to hunt and fish. He enjoyed NASCAR, dirt track stock car racing in northwest Kansas, boating, and road trips throughout the U.S. During the summer months, Roger and Connie enjoyed exploring various lakes in their RV. Roger always claimed he couldn’t wait “to get on the road again” and would play the song in their truck any time they began their travels. In fact, as they would leave a campground, they would open their windows and Roger would turn up the volume on the stereo and they’d wave to everyone as they made their grand exit. Roger and Connie were huge Denver Broncos fans and relished a family rivalry when their sons became KC Chiefs fans.

In December 2018, Roger and Connie purchased a home on Grand Lake O’ the Cherokees in Grove, Oklahoma, which had fast become their favorite lake. From their deck, they enjoyed not only the lake view, but the deer and other wildlife passing by their backyard. Every summer, Roger would supervise as Connie planted brightly colored flowers in pots for their enjoyment all summer long. Many of these flowers brought in hummingbirds and cardinals which the couple began feeding.

Roger’s personality was full of wit and humor. He loved a good laugh, usually at his own expense, although he enjoyed telling stories of other’s silliness as well. He had the ability to talk with any stranger and immediately make them feel like they had been friends for years. Roger’s lively spirit will live on in the hearts of all who had the pleasure of knowing and loving him.

Roger was preceded in death by his parents and sister Joleen O’Hare. Roger Harold O’Hare

Ilene Norton, age 93, died at Brookdale Senior Living, Hays, Kansas on February 27, 2024. She was born on May 6, 1930, in rural Beeler, Kansas, to Jacob and Myrtle (Schamaun) Merryfield and was the fourth of five children. Ilene and her family resided 8 miles south of Beeler, KS from birth to young adulthood.&nbsp;

Ilene attended Plum Creek School at Buda, KS for 8 years where she was the only student in her grade for all 8 years. Ilene attended Beeler High School and graduated in 1948. Ilene worked in the café in Dighton, KS before getting married.

On November 21, 1951, she married Leonard Norton in Dighton, KS. Two children were born to this union Vicky and Marlin. Leonard and Ilene built a farm and ranching legacy together for 50 years. Every farming and family decision was made together. &nbsp;Ilene helped with summer and fall harvest, harvest meals, checking cows, riding horses and motorcycles/4-wheelers. &nbsp;Ilene was an integral part of the farm operation and managing the farm finances. Ilene also cared for her mother, Myrtle, for many years at the farm. &nbsp;Leonard and Ilene had 50 years together before his death in 12-28-2001 on Marlin’s 34th birthday. Sadly, Marlin died 7 years after Leonard and both losses were Ilene’s greatest heartache.&nbsp;

&nbsp;After Leonard’s death Ilene moved from the farm to Ness City. She enjoyed spending time and playing cards with friends and family. Ilene attended numerous ball games, concerts and graduations watching her three grandchildren. Ilene loved her three grandchildren: Caleb, Colin and Cailin and enjoyed her six great-grandchildren: Canyon, Craylee, Caydex, Creek, Cru and Dirks. They brought her great joy in being with them. She attended the Utica and Ness City Methodist Churches. Ilene’s extended family of nieces and nephews were like her children as well and they affectionately called her “Auntie”.&nbsp;

Ilene is survived by her daughter, Vicky Francisco and her husband, Andy, of Beeler, Kansas; three grandchildren, Caleb and Jade Foos, Ness City, Colin and Katren Foos, Ness City, Cailin and Dylan Hamilton, Sublette; six great grandchildren, Canyon, Craylee and Creek Foos, Caydex and Cru Foos, and Dirks Hamilton; and her brother, Dean Merryfield, Ness City. Along with numerous nieces and nephews. &nbsp;She was preceded in death by her parents, husband, and son; brothers, Delbert and Duane Merryfield; and her sister, Arlene Pearce. &nbsp;

Funeral Service will be held on Saturday, March 2, 2024, at 10:00 a.m. at the Ness City Methodist Church followed by burial in the Utica Cemetery. Viewing will be at Fitzgerald Funeral Home, Ness City on Friday, March 1, 2024, from 9:00 a.m. until 7:00 p.m. with the family present from 5:00 to 7:00 p.m.

Ronald Eric Wallgren was born in Logan, KS to Lloyd and Betty (Damewood) Wallgren on August 29, 1958. &nbsp;He passed away on January 30, 2024 in Hays, KS at the age of 65 after a lengthy illness with cancer.

Ron grew up and attended Logan Schools graduating in the class of 1976.

He had a gentle voice and a kind heart that made everyone feel loved and cared for. &nbsp;He cherished his children, grandchildren, and all his relatives and friends. &nbsp;He was also a friend to animals, who sensed his compassion and warmth. &nbsp;He lived with joy and optimism, and never let the troubles of life get him down. &nbsp;He was a valued and respected employee at O’Reilly Auto Parts, where he worked for several years. &nbsp;He always greeted people with a smile and a friendly word. &nbsp;He was a wonderful man who left a lasting impression on everyone he met.

Ron is survived by his four children: Kirk Riggs and Fiancé Danielle Dolphin of Tulsa OK, &nbsp;Sara Wallgren and significant other Clinton Lee of Plainville KS, Bryson Collins and Treyvon Wallgren both of Hays, KS; partner Marissa Collins of Hays, KS; &nbsp;two grandchildren Jackson Bo Lee and Myleigh Elizabeth-Rose Lee; brother Randall (Rod) Wallgren of Wichita KS; sister in-law Janeen Wallgren of Phillipsburg KS, a niece; nephews; &nbsp;and three very special friends Melody Collins, Chloe Willigham, and Chris Willigham all of Hays Ks; along with &nbsp;many other &nbsp;friends.&nbsp;

He was preceded in death by his parents Lloyd and Betty and a brother Lynn.

Cremation was planned. &nbsp;Memorial services will be held at 10:30 a.m. Saturday, February 17, 2024 in the Olliff-Boeve Memorial Chapel, Phillipsburg.

Shirley F. Finnesy, of Plainville, KS, passed away on February 5, 2024, at the Rooks County Health Center in Plainville. She was born on March 4, 1935, to Herman B. and Carrion A. (Clements) Mason in Hays, KS. She married Richard Duane Finnesy on July 31, 1953, in Plainville. They were blessed with two children: Tom and Dee.

Shirley was a lifelong resident of Plainville and graduated from Plainville High School in 1953. She worked at USD 270 as a cook, then the Plainville City Office as the Clerk’s Assistant, and then for Finnesy Grain &amp; R.D. Finnesy Oil as a bookkeeper. She also helped on the farm and was a great farm wife. She was a member of the United Methodist Church in Plainville.

Shirley was a seamstress and made many clothes for her kids. She was an excellent cook and enjoyed painting, getting outdoors, gardening at the farm, fishing in her younger years, football games, and Facebook. She loved spending time with Richard. They were always together and for each other during their celebrated 70 years of marriage. Shirley also loved spending time with her 21 grandchildren.

She is survived by her children, Tom Finnesy and Dee (Bill) Mills, both of Plainville; 9 grandchildren; 11 great-grandchildren; and 1 great-great-grandchild.

Preceding Shirley in death are her parents; husband, Richard; brothers, Dale Mason, Bill Mason, Norman Mason, and Roscoe Mason; and sister, Betty VanSchuyver.

Shirley worked hard but joyfully. As a loving, caring mother, her family was second only to God; and although she has now gone home to be with her Lord, the legacy of her love, laughter, and joy will live in our hearts and memories forever. She will be greatly missed by all who knew her, but the celebration of her life and memories will never be forgotten.

A Graveside Service will be held on Monday, February 12, 2024, at 2PM at the Plainville Cemetery. Visitation will be Sunday, 2-4PM with the family receiving friends 2-3PM at the funeral home in Plainville.

Kenneth “Kenny” Frank Branda, of rural Wilson, passed away on February 1, 2024, at Hays Medical Center in Hays, Kansas, at the age of 80. He was born on October 19, 1943, to Bohumil “Shorty” and Edith (Mahoney) Branda in Ellsworth, Kansas.

Kenny graduated from Wilson High School in 1961 and went on to attend Fort Hays State University. He chose a ski trip over his finals, which ended his higher education. He married Amy (Hoch) in front of a few close friends and family on June 3, 2005, in rural Wilson.

Kenny farmed was involved with farming his whole life, which began with his father. He started plumbing in 1963 before starting Kennys Construction, Inc in 1972. Kenny was in the construction business for 52 years. Kenny played in the dirt every opportunity he had, whether it was moving and setting up drilling rigs, digging basements, or building roads and terraces. He was a perfectionist in his work and didn’t quit until the work was just right. Kenny would also move snow in the winter from the high school parking lot, clear streets and driveways for those who he knew needed to go to doctors’ appointments, etc.

God did not give Kenny patience. He would paint something and have it assembled before the paint even dried. Which resulted in getting paint all over his hands and clothes. Before he was old enough to have a license, he rode his bike to town and traded it for his first car. Later in life Kenny and Amy purchased two jet skis. Kenny had to try them out on the pond before he could get them on the lake. He and the jet ski both ended up on the shore.

Kenny was a member of St. Wenceslaus Catholic Church, Knights of Columbus (Former Grand Knight), Wilson High School Alumni Association (Coordinator), Sons of the American Legion, Former City Council Member, and Former Wilson Fire Department Chief.

Kenny is survived by his wife, Amy of rural Wilson; daughters, Joan Branda of Trenton, TX, Sharon (Mike) McConnell of South Haven, KS; bonus son, Martin (Courtney) Swart of Canton, KS; five grandchildren, Kristin (Josh) Weger, Jessica (Cody) Douglas, Kaitlin (Roger) Graham, Breanna (Seth) Stroman, James McConnell and his two bonus grandchildren, Kensington and Oliver Swart and ten great-grandchildren.

Lois B. Abbott (Johnson), 87, of Ellis, Kansas, beloved mother, grandmother, great-grandmother, sister, and friend to many went to be forever with the Lord. Lois was surrounded by family when she passed on December 19, 2023 at HaysMed. Born on January 25, 1936 in Hollis, Arkansas, she came to Wichita in 1953 and married Clarence H. Abbott in 1962. Lois is survived by: husband Clarence, her children: Larry (Mary) Abbott of Brighton CO., Jack “Randy” (Cissy) Abbott of New Boston TX., Susan (Dennis) Mick of Plainville, KS., William “Bill” Clarence Abbott of Puerto Vallarta Mexico, 5 grandchildren: Brandi (Ernest) Bond of Hudson CO., Brandt Abbott of Commerce City CO., Dalton (Hanna) Mick of Lawrence KS., Bretta (Jeff) Dickman of Lecompton KS., Andra (Parker) Moss of Overland Park KS., 3 great grandchildren: Amelia Abbott, Theodore and Alexander Dickman, and brother, Odell Johnson (Madeline) Wichita, KS. Many, many nieces and nephews too numerous to list.

Lois grew up with her older brothers and sisters in different parts of Arkansas working on the family farm, picking many sacks of cotton. They were also employed as sharecroppers, and farm workers for others. After getting married in 1962 Lois, Clarence and family moved quite often for work to: Iowa, Missouri, Kansas, Nebraska. After the family was grown, Lois and Clarence moved to Fort Worth Texas and Lewes, Delaware. Lois and Clarence had made one of their moves to Plainville, Kansas where they owned and operated the Skogmo store for a number of years. As a couple they very much enjoyed travelling to areas of the U.S., Israel, Belgium, France, Bermuda and Bahamas. Of recent they were residents of Hays, KS, then ultimately resided at Good Samaritan in Ellis, Kansas where Clarence still resides.

Lois grew up the youngest of 14 children, she was preceded in death by her parents Walter and Winnie (Hooper) Johnson. 12 brothers and sisters: Melvin Johnson, Faye Kelley, Elton Johnson, Nova Baker, Virgil Johnson, Elzy Johnson, Marie Lancaster, Coy Johnson, Emmie Jane Whiley, Gereta Stone, and two infant sisters; Cledie and Evelyn.

She was loved so very much by all and will be greatly missed while we await the coming heavenly reunion. There will be private family memorial celebrating Lois's life that will be held in January. Final resting place will take place at the Plainville Cemetery.

Lois Bell Abbott

Roger Allen Olmsted was born January 12, 1952 in Oxford, NE, the son of Delbert &amp; Peg (White) Olmsted. &nbsp;He passed away on December 24, 2023 at the Via Christi Village in Hays, KS at the age of 71.

Roger was a proud farmer growing up (continuing on, helping friends and family during harvest), a proud Veteran (serving in the Air Force from 1971 to 1975), a proud member of the Edison American Legion, a proud sports fan (GO HUSKERS!), a proud son, brother, father, and grandfather, and most of all, a proud friend. Over the years, he has had the most amazing group of friends anyone could ask for. He loved hanging out with his friends on a daily basis, going on road trips with them, and helping them, as they helped him, in any way he could. Some of his fondest memories include poker at Jack and Mary's (who became like a second set of parents to him), trips to Rio Doso for the horse races, and the annual fall trips with the guys (the hobo convention was a huge hit!)

Being a family of game players, Roger always enjoyed family get togethers when the games (dominoes, uno, and every card game you could think of) were brought out and the fun began! He enjoyed family Christmases in Kearney when it was getting harder for everyone to get together. We always made it work!

He loved his country drives (2 lanes only, no interstate for him!), attending any sporting event he could (whether in support of someone's child or grandchild or just to enjoy the game), visiting family, and being as social as he could. He refereed and umpired games for years, helped out during rodeo time, and was active in his community.

He graduated in 1970 from Beaver City Nebraska, where he played basketball, football, and baseball (he did not like track!) &nbsp;He attended the University of Nebraska Technical Agriculture in Curtis, NE. After moving to Phillipsburg he began working at Kyle Railroad in 1985 on the maintenance crew and occasionally traveled with the go team to various states which he really enjoyed. After 29 years, he retired in 2014.

After battling throat cancer and colon cancer back to back, Roger went on for another 13 amazing years. Through it all he was always the best patient with the best attitude and the highest of hopes.&nbsp;

Survived by parents Delbert and Peggy Olmsted; sisters Roxanne (Russell) Lowenstein and Rhonda Olmsted; children Dustin and Stacie Olmsted; granddaughter Tristin Fleharty; aunts and uncles Clinton and Ardella Olmsted, Coreen Best, and Rich and Cheryl White.

Cremation was chosen. &nbsp;A memorial service will be held Friday, December 29 at 10:30 a.m. in the Olliff-Boeve Memorial Chapel, Phillipsburg, with Pastor Joel Hiesterman officiating.&nbsp;

&nbsp;In lieu of flowers, memorial contributions may be made to the Hays Hospice or the Hope in the Heartland Fund.

Robert J. “Bob” Berens, of Stockton, passed away on Dec. 21, 2023, at the Solomon Valley Manor in Stockton, at the age of 90. He was born on Feb. 16, 1933, to Mattie Lee Cottrell, in Mobridge, S.D.

Bob came to Stockton with the oil field. He also worked for Sheets Paving, laying pavement on our highways and getting several accommodations. In the 1960s, he opened Bob’s Place and eventually added The Red Kitten. He sold Bob’s Place to Rick Lowry in 1990.

Bob liked to play Snooker. The last trophy won for his Snooker team was in 1967 at Izzy’s in Hays, KS. Bob stayed in his home in Stockton until a fall which made him a resident at the Manor in December 2019.

His favorite retirement activities were watching football, horse racing and gambling.

Leaving no family, but many friends, a memorial service will be announced at a later date.

Mark E. Pfannenstiel, 63, of Hays passed away Friday, Nov. 24, 2023, at Hays Medical Center, Hays. He was born on June 2, 1960, to Melvin and Cora Lee (Schmidt) Pfannenstiel.

Mark graduated from TMP in 1978. While at TMP, he was in the concert and marching bands and the TMP Folk Chorus, which traveled all around the country. He entered the BA Music program at Fort Hays State University that fall and graduated in 1983. He then attended Rockhurst University for a year, before moving to Kansas City, Mo., where he would live until 2018 when he moved back to Hays.

He worked at The Kansas City Club from 1985 until 2003 and retained close friendships with many of the people he worked with right to the end. He was forced to retire after getting West Nile Virus, which caused many serious health problems throughout his remaining years.

He loved music of all genres, especially classical, and he frequently sang to his sister, Cindy, during their many phone conversations. You never knew when he would suddenly break into song! He was an avid Star Trek fan and loved sci-fi movies and TV shows of all kinds. Mark also had a wicked sense of humor, which all of the kids got from their dad! He loved bringing joy to people’s lives through laughter. He was a loyal friend and a kind and caring listener.

Mark had a strong faith and was a member of St. Joseph’s Catholic Church in Hays.

Mark is survived by his sister, Cindy Pfannenstiel, Brierley Hill, England.

He was preceded in death by his parents, Melvin and Cora Lee; his brother, Matthew; his grandparents, Casper and Georgine (Dreiling) Pfannenstiel; Alexius F. and Sybilla (Schmeidler) Schmidt.

Mass of Christian Burial will be at 10 a.m. Saturday, Dec. 2, 2023, at Saint Joseph Catholic Church, 13th and Ash, Hays, with celebrant Father Rich Daise. The burial will be in Saint Joseph Cemetery, Hays.

A Vigil Service and Rosary will be at 6:30 p.m. Friday at Cline-Keithley Mortuary of Hays.

Visitation will be from 6 to 8 p.m. Friday, at Cline-Keithley Mortuary of Hays and from 9 to 10 a.m. Saturday at Saint Joseph Catholic Church.

This is a local program where we make up gift bags for veterans, the elderly and house-bound folks who will have no one else to remember them at Christmas.

This program receives no funds through United Way, etc. It is completely local and made to happen by Hays area residents watching out for one another.

Our elves deliver to people in apartments, individual homes, assisted living and nursing homes.

This year, our sixth, we will be delivering 120 bags.

To get our numbers we contact the various agencies who assist our veterans and shut-ins, LINK staff and our local nursing homes and they give us their numbers. So far, with God's help, we have been able to meet the numbers given to us each year.

Our gift bags are filled with full sized item such as Pantene 2-in-1 Shampoo &amp; Conditioner, Vaseline Hand &amp; Body Lotion, a deck of playing cards, a stress ball, a large-print word search book, cookies, candy canes, a bottle of body wash, a back scratcher, etc.

(The actual value of each bag is just under $45.)If you choose to sponsor a bag you can attach a Christmas card to the bag with a greeting from yourself or your family.Our group makes absolutely no money on this program, nor do we charge any administrative costs to be taken from monies donated. In fact, we kick off the program each year with a $500 donation. We also cover the cost of the treat bags we give to our Scout volunteers and the cost of all correspondence.This year the gift bags will be given out on the 23rd of December and with projected shipping delays, time is of the essence.Our projected total cost this year is $5,900. Thanks to donations we had left from last year and a very generous donation we received this year, we only need to raise $4,600 more.We are registered with the state of Kansas as a non-profit, but we do not have a tax-exempt number.
