SHAWNEE COUNTY —Law enforcement authorities are investigating a shooting and have made an arrest.

On October 2, police were dispatched to a disturbance with shots fired near 8th and Fillmore in Topeka, according to Lt. Kelvin Johnson.

 Officers arrived and met with several people in the area and located one subject with an obvious gunshot wound. Through the investigation, a suspect was identified as Quaton Grover, 43 of Topeka.

Just after 3:00 p.m, Tuesday, with the assistance of the United State's Marshals Fugitive Task Force, Grover was located and eventually taken into custody in the 2600 block of SE Adams. 

&nbsp;Grover was booked into the Shawnee County Department of Corrections on requested charges of Aggravated Battery, Aggravated Assault, Felon in Possession of a Firearm, and Criminal Discharge of a Firearm stemming from the October 2nd shooting.

U.S. Marshals help capture Kansas shooting suspect

Phillipsburg resident Hester Kennis passed away Saturday, October 30th, 2021, at the Phillips County Retirement Center in Phillipsburg at the age of 99 years.

She was born February 28, 1922, in Tasco, KS the daughter of James I. and Ethel G. (Dooley) Sinclair.

Hester was united in marriage to John Kennis on April 21, 1940, in Phillipsburg, KS.

She was a member of the United Methodist Church.&nbsp; She worked in the 
Kitchen at the Phillipsburg Elementary School, Golden Years Center, and 
Phillips County Long Term Care.

She was preceded in death by her parents, siblings, and her husband John.

Survivors include her daughter Julie Kennis of Phillipsburg; sons 
James and wife Donna of Universal City, TX, John “J.D.” of Ft. Collins, 
CO, and Jesse and wife Judy of Pflugerville, TX; 16 grandchildren; 36 
great grandchildren; and 16 great great grandchildren.

A graveside service will be held at 2:00 p.m. Friday, November 5th, 2021 at the Fairview Cemetery, Phillipsburg, with Pastor Blake Stanwood officiating.&nbsp; <a href="https://www.facebook.com/Olliff-Boeve-Memorial-Chapel-158648587502325/">The services will be streamed live on the Olliff-Boeve Memorial Chapel Facebook page.</a>

Mrs. Kennis will lie in state from noon until 9 p.m. Wednesday and

Chapel, Phillipsburg.

Phillipsburg resident Connie Jo Springer, age 67, passed away Friday, October 29th, 2021 at the Hays Medical Center, Hays, KS.

Connie was born August 18, 1954, in Manhattan, KS the daughter of Don and Bonnie (Sowell) Springer.

Survivors include her friend Merlyn Schick of Phillipsburg; brothers 
Russell of Manhattan, Jesse of Topeka, Ronald of Manhattan, a sister Joy
 Burgess of Manhattan; and nieces , nephews, and cousins.

She was preceded in death by her parents and brother Donald.

Cremation was planned.&nbsp; No services are scheduled at this time.

Connie Jo Springer

Karlynn Kay Brookhart Fabrizius Yanke, 85, of WaKeeney, Kansas, 
passed away on October 31, 2021, of a short illness not related to 
Covid. Karlynn was born in WaKeeney, Kansas on April 25, 1936. She 
graduated from Ellis High School and continued on to receive a Bachelor 
of Science Degree in Elementary Education from Fort Hays State 
University.

Karlynn was united in marriage to Elvin Carl Fabrizius on August 17, 
1958, and they were married 26 years. He preceded her in death on October
 27, 1984. Karlynn was united in marriage to Albert Ray Yanke on 
November 18, 2000. He survives of the home. She worked as an educator 
for 12 years from 1973-1985 for USD 208. Karlynn worked the rest of her 
career as a bookkeeper for the following; Trego County Implement, 
Trogstad Accounting, TWI &amp; Dietz Insurance and Deines Construction. 
She enjoyed time with her children and grandchildren, especially 
watching them in their sports and musical events. Karlynn loved outings 
such as the Botanical Gardens and zoos with her family. She enjoyed 
music and reading. In the last several years she really enjoyed taking 
wildlife rides in the country. She loved KU and WSU basketball, and 
Oklahoma State and Kansas State sports due to her grandchildren’s 
interests.

Karlynn played the organ for 55 years for Zion Lutheran Church and 
also accompanied the church choir. Karlynn also enjoyed playing the 
piano for the residents in the Long Term Care. She was a member of PEO, 
Zion WELCA, Friday Bridge Club, Birthday Club, and Monday Lunch Bunch. 
She was a former member of Harmony Club, The Entertainers-a musical 
performance group Literary Club, and Library Board. Karlynn was a Trego 
Hospital Foundation Board member for 21 years.

Karlynn is survived by Albert Yanke of the home, Alana Kasparek of 
Oskaloosa, Kansas, Alan Fabrizius and wife Laura of Wilson, Kansas, Amy 
Wilson and husband Keith of Riverton, Kansas, Ayn Wilson and husband Pat
 of Wichita, Kansas, Basil Yanke and wife Dea of Atchison, Kansas, 
Gretchen Hafliger and husband Fred of WaKeeney, Kansas. Karlynn is 
survived by her grandchildren; Joseph Kasparek (fiancé Bronte’), Kaitlin
 Robben (James), Sheridan Fabrizius (fiancé Tom), Grayson Fabrizius 
(fiancé Brooke), Brooklyn Crawford (Caleb), Hayden Wilson, Rachel 
Wilson, Abigail Wilson, Isaac Wilson (fiancé Lauren), Daniel Wilson, 
David Wilson, Ksusha Peeples, Riley Yanke, Keegan Yanke, Tyler Hafliger 
(Stephanie), Beth Hafliger, Matthew Hafliger. She is survived by her 
great grandchildren Jemma Hafliger, Kayden Hafliger, Chasey Wasinger, 
and Adaline Robben, and other family and friends.

Karlynn was preceded in death by her parents, Daniel and Gertrude, 
her first husband, Elvin, brother and sister-in-law, Lary and Donna 
Brookhart, grandson Christopher Kasparek, and great-grandson Liam 
Kasparek.

Funeral service will be held at 11:00 a.m. on November 6, 2021, at 
Zion Lutheran Church. John Anderson of Zion Lutheran Church will be 
officiating. Burial will follow at Zion Cemetery at Trego Center south 
of WaKeeney, Kansas.

Visitation will be Saturday morning from 10:00 a.m. to 11:00 a.m. at 
Zion Lutheran Church. In lieu of flowers (if desired), memorial 
contributions are suggested to Shriner’s Hospital for Children in St. 
Louis, Zion Lutheran Church, or Trego Hospital Foundation and may be

By GREG DOERING Kansas Farm Bureau One of the funny things about getting older is how it warps our perception of time. When we’re young and nearly every experience is new, time moves slowly. As we age, however, there are fewer and fewer things we haven’t experienced, our schedules become more predictable and the days seem to meld together. I think it’s fair to say most of us were coasting along as time gradually picked up speed until about March of 2020. Suddenly days felt like weeks and weeks felt like years as uncertainty and routines were up ended. This warped version of reality seems to be receding because somehow it’s now November and I’m wondering what happened to October. Halloween is over and the winter holiday season is approaching fast. We’ll even turn back time, literally, in a few days, but that’s a topic for another time. Perhaps the most encouraging sign we’re all finding in our routines is knowing the first weekend in December means the 103rd&nbsp;Kansas Farm Bureau annual meeting will be held in-person in Manhattan Dec. 4-6. It’s a time to enjoy food and fellowship as we celebrate another year, honor those who’ve made important contributions to agriculture and hear from elected officials. Of course, there will be plenty of time for conversations and networking in the hallway with friends, both new and old. There’s value for every one of the several hundred participants who will be in attendance, whether they raise crops or livestock. Kansas native Dale Moore will deliver the keynote address. Moore grew up on a southwest Kansas livestock, hay and grain farm, and has decades of experience representing agriculture in our nation’s capital where he now serves as executive vice president at the American Farm Bureau Federation. I’m looking forward to hearing what he has to say on the current state of agriculture. Just as it’s important to recognize past achievements, Kansas Farm Bureau’s annual meeting also sets the agenda for the next year. The business session will focus on what comes next — what plans and policies are important to helping members as we move into the future. These issues will be decided by Kansas farmers and ranchers based on a year-long process where members have multiple opportunities to raise concerns and vet proposed resolutions. This transparent, deliberative process can feel like it takes forever to address issues, but that’s by design. The development process forces us to look beyond immediate complaints to five or 10 or even 50 years from now. That may sound like a long time to some, but for others years can disappear faster than they ever imagined. I hope you’re able to get away from the farm so you can join us as we celebrate another year of achievement and lay the groundwork for success in 2022. It will be good to be together again, and we can get back to our old routine.

Kansas Farm Bureau Insight: Return to routine

KANSAS CITY, Mo. – Fort Hays State Men's Soccer moved back into the Top 25 of the United Soccer Coaches national rankings on Tuesday. The Tigers are No. 25 this week after receiving votes in last week's poll. Fort Hays State was last in the Top 25 during the week of Sept. 28-Oct. 5, holding the No. 15 ranking. FHSU moved to the receiving votes list for two weeks from Oct. 5-18 and then was not referenced from Oct. 19-Nov. 1. A 4-0-1 stretch since October 14 has fueled the rise back into the poll for FHSU. The Tigers are the only team from the GAC/MIAA inside the Top 25 this week. Rogers State is right behind the Tigers on the receiving votes list. Fort Hays State (10-4-2) was the only team from the GAC/MIAA referenced in the top 12 of the first NCAA Super Region rankings, released back on Wednesday (Oct. 27). June Cecilia (Mayers) Cady, age 82, passed away October 29, 2021 in 
Osborne, Kansas. She was born to Cecil J. and Sophia A. (Brock) Mayers 
on June 1, 1939, Osborne, Kansas.

June married William C. "Bill" Cady June 8, 1957 in Osborne, Kansas.&nbsp;

She is survived by her sisters, Linda Miner, Edith "Billie" Boyd, and Mary Storer.

June graduated from Downs High School class of 1957.

She was a&nbsp; "June-of-all-trades" including owning Cady's Casual's 
Dress Shop, insurance agent, CNA at Osborne County Hospital, caregiver 
at Beloit Juvenile Facility for Girls, and custodian for Osborne Public 
Schools.&nbsp;

She enjoyed cooking, gardening, yardwork, going to auctions, and spending time with her family.&nbsp;&nbsp;

Her dry sense of humor and wonderful home-cooked meals will be missed by many.&nbsp;

Dolores Ann Bieberle-Westbrook, 91, died October 31, 2021, at Country
 Place Senior Living, Hoisington.&nbsp; She was born January 22, 1930, in 
Rural Redwing, Kansas, the daughter of Anthony P. and Veronica L. 
(Meyeres) Francis. Dolores graduated from the high school in Odin in 
1948.

She married Gilbert Bieberle on August 22, 1950, at St. Rose Catholic
 Church, Great Bend. To this union five children were born.&nbsp; Dolores was
 a devoted mother, homemaker and farmwife. She always had a large garden
 and helped with all aspects of the farm until Gilbert’s death on August
 14, 1984.&nbsp;

She later married James W. Westbrook on August 12, 1988, at St. John 
the Evangelist Catholic Church, Hoisington.&nbsp; &nbsp;They then moved to 
Augusta, Kansas, where she was a member of the St. James Catholic Church
 and Altar Society, and faithful in her devotional hour. They spent many
 happy years traveling together until his death on November 29, 2003.

Dolores then moved back to Hoisington in 2018, where she became once again a member of St. John the Evangelist Catholic Church.&nbsp;

She is survived by four children; Janiece E. Klenda (Michael) of 
LaCrosse, Katherine A. “Kay” Demel (Rick) of Hiawatha, Glen J. Bieberle 
(Starla) and Darin A. Bieberle, all of Redwing; daughter-in-law, Mary 
Bieberle of St. John; five stepchildren, Cheryl Hoffman and Tony 
Westbrook, both of California, Sonya Westbrook of North Carolina, and 
Randy Westbrook and June Westbrook of Colorado; nine grandchildren, 
Joel, Sarah, Joshua, Jared, Justin, Kristin, Deidra, Trevor and Ryan; 
one step grandson, Jason; and 14 great grandchildren, Grace, Ava, Luke, 
Brody, Bristol, Clayton, Chase, Clark, Lainey, Rhett, Sawyer, Wilder, 
Bodhi, and one more on the way.

Dolores Ann Bieberle-Westbrook

Theodore “Ted” Hubert Neuburger died on Monday, October 25, 2021, at 
Delmar Gardens, Overland Park, KS. He was 94 years old. He lived with 
his daughter, Jo, in Cherryvale, KS. 
 Ted was born on Jan. 21, 1927, in Ellis, Kansas, the eighth of 
eleven children to Wenzel and Julia Neuburger, both immigrants from 
Austria prior to WWI.
 He attended Brunerdale Seminary in Ohio for three years before graduating from Ellis High School in 1944. 
 After high school, he enlisted in the US Navy and served as an 
Aviation Radioman 3rd class in WWII from 1944-1946 and was in the Navy 
Reserve until 1954.
 Ted met his future wife, Evelyn Mullins, while on leave at Turner 
Falls, OK. They were married in Ellis on Ted’s 20th birthday in 1947. 
Ted was a butcher in Ellis and Portis, KS. He was a salesperson in El 
Dorado, McPherson, and Hutchinson. Ted decided to become a baker which 
was his father’s occupation and purchased bakeries in Norton and 
Phillipsburg. After a few years he sold those and purchased a bakery in 
Pratt. Eventually, Ted went into the home improvement business before 
retiring. 
 For many years Ted traveled for work, so his weekends were family 
time. Saturdays he and Evelyn would go out to dinner, go bowling, or 
play bridge. Sundays after Mass, he would cook a large breakfast and 
spend time with the kids. They had lots of cookouts and kickball games, 
usually including many of the neighborhood children.
 Ted and Evelyn had twelve children. They lost their first two sons 
shortly after birth. Then they had Loretta Dreiling (Gene), Hays, KS; 
Mike Neuburger (Mary), Lenexa, KS; Jo Neuburger, Cherryvale, KS; Larry 
Neuburger, Springfield, MO; Rick Neuburger (Cathy), Pratt, KS; Ted

Ewing (Rob), Olathe, KS; Kristine Neuburger, Excelsior Springs, MO; and 
Jackie Harmon (Duke), Manhattan, KS.
 They were blessed with 20 grandchildren: Heather Neuburger (Andrew),
 Brooklyn, NY; Julie Neuburger, Springfield, MO; Jenny Neuburger, Pratt,
 KS; Aaron Neuburger (Olivia), Republic, MO; Stephanie Neuburger 
(Nathan), Liberal, MO; Erica Hart, Lawrence, KS; Emily Dreiling (Mac), 
Chantilly, VA; Adam Ewing (Tracie), McKinney, TX; Tim Wirick (Louise), 
Overland Park, KS; Billy Neuburger (Jaime), Bozeman, MT; Jake Dreiling,

 Those twenty grandchildren gave Ted and Evelyn 29 great 
grandchildren: Lana and Georgia; Will and Cara; Everett and Harrison; 
Wesley and soon-to-born Margie; Sheridan; Kelea, Addyson, and Emma; 
Zoee, Christian, and Aden; August and Maggie; Natalie and Jaden; 
Kennedy, Quinn, and McKayla; William; Alexa and Nora; Evelyn and 
Abraham; and Emmitt and soon-to-be born, Stella. They had one great, 
great grandson, Greyson.
 Uncle Teddy had many nieces and nephews who loved him and were loved in return. 
 Ted was a devout Catholic, baptized at birth, confirmed with the 
name Francis, and attended a seminary for three years considering 
becoming a priest. He served on the school board for St. Teresa’s grade 
and high school in Hutchinson. At his death he was a member of St. 
Francis Xavier Catholic Church in Cherryvale. He never went to sleep 
before kneeling beside his bed and saying his prayers aloud. Ted prayed 
the Rosary daily.
 Ted loved all sports, especially baseball, which he played for 
years. He followed the Detroit Tigers/Lions/Pistons/Redwings, KU 
basketball, and was passionate about Notre Dame football. He was an avid
 golfer and taught his wife to play. They often played together and 
traveled with their clubs in case there was a course nearby. He last 
played with Susan Neuburger, his former daughter-in-law, but had to give
 it up due to his failing eyesight. His other favorite pastime was 
fishing. His last fishing adventure was with his son-in-law Duke Harmon 
two years ago.
 His memory was amazing. Ted knew his high school classmates, almost 
every neighbor he ever had, friends past and present, business 
associates, sailors from the Navy, and stories for each of them. He 
spent many hours reminiscing and then keeping track of them using the 
Internet.
 Ted was preceded in death by his parents Julia and Wenzel; sisters 
Marie Helget, Dorothy Rupp, Janet Giannone; and brothers Joseph, Edward,
 Arthur, Norbert, Arnold, Richard, and Ernest. He lost his daughter, 
Kris, in 1990 and son, Larry, in 2013. Evelyn, Ted’s beloved wife of 67 
years, passed away in 2014.
 Memorials are suggested to the Pratt Public Library in honor of his wife’s love of reading.
 A Rosary will be held on Sunday, Nov. 7, at 6:00 p.m. at St. Francis
 Xavier Catholic Church in Cherryvale, KS. Visitation will be from 6:30 
p.m. to 7:30 p.m. at the church hall following the Rosary. A funeral 
Mass will be celebrated on Monday, Nov. 8, at 10:00 a.m. at St. Francis 
Church.
 Cremation has taken place and internment will be in Pratt next to his wife at a later date.

Though Bob was born in California, he moved with his family in 1948 
to Hoxie, KS, spending the next 19 years as a Kansan, until the move to 
Illinois in 1966. He graduated from Sheridan Community High School in 
Hoxie, Ks, in 1954, received his BS Degree from Fort Hays State College 
in Hays, KS in 1958 and his MS Degree from Kansas State University in 
Manhattan, KS in 1969.

Bob was united in marriage on June 17, 1956 in Hoxie, KS to Shirley 
Lee Conard, the girl that he said he had come all the way from 
California for. Their three daughters, Mardi Kay, Linda Marie, and Julie
 Anne were the recipients of the unwavering love of a Dad who was always
 there for them.

Bob was a teacher and coach of football and track for 12 years 
following graduation from college. The first 8 were in Kansas at 
Herington, McPherson, and Hutchinson, and the final four in Illinois, at
 Belleville Township High School West. The ’69 team that finally brought
 “The Bell” back to Belleville was the highlight of his time at West.

When he left teaching/coaching in 1970, Bob spent the remainder of 
his time until retirement in the business world in Belleville. He was 
with Marsh Stencil Machine Company and Magna Bank, but the majority of 
his years were spent running his own company, Sales Incentives Plans, 
Inc.

Over the years he was an active member of the Belleville community, 
serving as a Ward 4 Alderman for a term and as a board member of a 
number of Belleville entities: Memorial Hospital, the former Women’s 
Crisis Center, the Y.M.C.A. and Lake View Memorial Gardens. He also 
served for a number of years on the Board of Directors of the St. Louis 
Branch Rickey Chapter of the Fellowship of Christian Athletes, and was 
honored with the title of Board Member Emeritus. He was also 
instrumental in planting F.C.A. in the Metro East Area, and served as 
Board President at its inception.

Bob was an ordained Elder in the Presbyterian Church USA and for over
 50 years, along with his wife, Shirley, was an active participant in 
the ministry and fellowship at First United Presbyterian Church in 
Belleville.

Illinois in 1966. He graduated from Sheridan Community High School in 
Hoxie, Ks, in 1954, received his BS Degree from Fort Hays State College 
in Hays, KS in 1958 and his MS Degree from Kansas State University in 
Manhattan, KS in 1969.Bob was united in marriage on June 17, 1956 in Hoxie, KS to Shirley 
Lee Conard, the girl that he said he had come all the way from 
California for. Their three daughters, Mardi Kay, Linda Marie, and Julie
 Anne were the recipients of the unwavering love of a Dad who was always
 there for them.Bob was a teacher and coach of football and track for 12 years 
following graduation from college. The first 8 were in Kansas at 
Herington, McPherson, and Hutchinson, and the final four in Illinois, at
 Belleville Township High School West. The ’69 team that finally brought
 “The Bell” back to Belleville was the highlight of his time at West.When he left teaching/coaching in 1970, Bob spent the remainder of 
his time until retirement in the business world in Belleville. He was 
with Marsh Stencil Machine Company and Magna Bank, but the majority of 
his years were spent running his own company, Sales Incentives Plans, 
Inc.Over the years he was an active member of the Belleville community, 
serving as a Ward 4 Alderman for a term and as a board member of a 
number of Belleville entities: Memorial Hospital, the former Women’s 
Crisis Center, the Y.M.C.A. and Lake View Memorial Gardens. He also 
served for a number of years on the Board of Directors of the St. Louis 
Branch Rickey Chapter of the Fellowship of Christian Athletes, and was 
honored with the title of Board Member Emeritus. He was also 
instrumental in planting F.C.A. in the Metro East Area, and served as 
Board President at its inception.Bob was an ordained Elder in the Presbyterian Church USA and for over
 50 years, along with his wife, Shirley, was an active participant in 
the ministry and fellowship at First United Presbyterian Church in

Robert W. 'Bob' Samples

Stanley R. Haynes, 90, passed away October 29, 2021, at Country Living of Larned.

He was born February 2, 1931, in Amarillo, Texas, the son of Frank and Helen Blanton Haynes.

A longtime area resident, he was an electrical contractor and the 
founder of Haynes Electric, Larned where he was currently serving on the
 Board of Directors. He was a member of the Frist Presbyterian Church, 
Building and Trade Board, and the Country Club, all of Larned.

On September 5, 1948, he married Norma J. Snavely at St. Paul Minnesota; she preceded him in death on December 6, 2013.

Survivors include: four sons, Kenneth S. (Patricia) Haynes, Media, 
PA, Bradley R. (Jeanine) Haynes, West Field, IN, Keith R. Haynes, and 
Jim S. (Suzan) Haynes, both of Larned; daughter, Cynthia A. Claussen, 
Springdale, AR; twelve grandchildren, twenty-eight great grandchildren, 
and three great-great grandchildren.

He was preceded in death by his parents; his wife; a brother, Gene 
Haynes; a sister, Phyllis Bethel; and son-in-law Ron Claussen.

Memorial Service will be 11:00 a.m. Monday, November 8th, 
at the First Presbyterian Church, Larned with Pastor Bill Stapleton 
presiding.&nbsp; Visitation will be 1:00 p.m. to 8:00 p.m. Sunday at Beckwith
 Mortuary, Larned.

Stanley R. Haynes

Wanda M. Stanford, 60, passed away October 26, 2021, at her home in Larned.

She was born October 26, 1964, in Larned, the daughter of Charles and Frances Thomson Stanford.

A longtime area resident, she grew up in Hutchinson, graduating in 
the 1983 class of Hutchinson High School. She was a Licensed Mental 
Health Technician at Larned State Hospital and she enjoyed beading, 
crafting, reading, playing cards, and was a Kansas City Chiefs fan.

She is survived by Mary (Jeanne) Chaffin, Coffeyville, Clayton 
(LeAnne) Chaffin, Broken Arrow, Oklahoma, and numerous other cousins.

She was preceded in death by a sister, Sonia, and two aunts, Betty Base and Patricia Chaffin.

Cremation has taken place and no services are planned at this time.

Memorials may be given to Pawnee County Humane Society in care of Beckwith Mortuary, PO Box 477, Larned, Kansas 67550.

Wanda M. Stanford

Ricky Lynn Klusener, 61, passed away October 31, 2021, during his 
sleep, at his home in Great Bend. He was born on November 13, 1959, in 
Great Bend, to Richard and Edna (Weiss) Klusener. Rick was the youngest 
of three children, whom his mother lovingly called “Ricky."

After graduating from Great Bend High School, Rick proudly joined and
 served in the United States Air Force. Later in life, he became a truck
 driver out of Hutchinson before he returned to Great Bend, becoming the
 full time care giver to his elderly parents.

Rick was very inquisitive! He loved to talk, ask questions and read. 
Rick spent hours chatting with loved ones. He had a profound interest in
 NASA since childhood and save every correspondence he had ever 
received. “Uncle Buck” was the nickname he jokingly gave himself for his
 nieces and nephew to call him by and he loved them so very much. 
Working on cars or walking his dog Buddy around Veteran’s Memorial Park 
were his favorite past times.

Survivors include, his oldest sister, Sharon Alexander and her 
husband Leon of Temecula, Calif.; his nieces and a nephew. He was 
preceded in death by his parents; and a sister, Linda Jo.

There will be no visitation as cremation has taken place, and there 
will be no services per his request. His final resting place will be at 
Miramar National Cemetery in California.

Ricky Lynn Klusener

FRANKLIN COUNTY —The Kansas Highway Patrol is seeking assistance to identify witnesses to a hit-and-run fatality crash that occurred around 9 p.m. on Friday, October 29 on southbound I-35 just north of Tennessee Road in Franklin County.&nbsp;

According to the KHP, a Jeep and a Dodge Ram were southbound and involved in a road rage incident. The driver of the Dodge began tailgating the Jeep. The Dodge would speed up, get beside the Jeep then slow down to get behind the Jeep.

The Dodge changed lanes in front of the Jeep and came to a stop in the right lane near the Tennessee Road exit.

The driver of the Dodge later identified as 54-year-old Lori Anne Maxwell, of Gloversville, New York, exited the vehicle and began walking to the driver side window of the jeep while shouting. 

According to occupants of the Jeep and witnesses, an unknown Commercial Motor Vehicle struck the rear driver side quarter panel of the Jeep and Maxwell while she was standing at the window of the Jeep.

The Commercial Motor Vehicle continued south. An independent witness indicated the CMV had a blue bull rack cattle trailer. Anyone with information on the fatal crash is asked to contact the Kansas Highway Patrol.

Georgina Elaine Jordan, 86, was born in Nashville, TN, on September 24, 1935, and died on October 30, 2021, in Garden City, KS. 
Georgina loved playing family games, especially Bingo, and crocheting 
before losing her eyesight. She enjoyed traveling with her husband 
Walter and spending time with all her family and friends. She ended 
every conversation with, “Don’t work too hard, take care of yourself, 
and I love you.” 
She is survived by her husband of 65 years, Walter Jordan, Hugoton, KS; 
her sister, Patricia Woodall, Lancaster, PA; brother, Robert Parsons, 
Alexandria, VA and her children; William Jordan and wife Becky, of 
Oakley, KS; Ruthann Thrush and husband Roy, of Branson, MO; Holly 
Lashmet and wife Judy Bryant, of Bartley, NE; Georgina Lochrie and Mary

MISSION, Kan. (AP) — School board races, once sleepy and localized, have become&nbsp;<a href="https://apnews.com/article/health-education-coronavirus-pandemic-school-boards-e41350b7d9e3662d279c2dad287f7009">the new front in a culture war</a>&nbsp;raging across the nation as resentments over COVID-19 restrictions and&nbsp;<a href="https://apnews.com/article/lifestyle-elections-education-race-and-ethnicity-racial-injustice-f3e0a8198edae71980f942f2eb5ea172">anti-racism curriculum</a>&nbsp;reach a boiling point.

On Tuesday, voters weigh in on dozens of races that have been dominated by debates over masks, vaccines, race and history. The outcomes will decide not just districts’ policies but also whether the education fight has staying power as part of the national discourse and becomes a rallying issue for Republicans in the 2022 midterms.

Conservatives have eagerly taken up the cause as they look to move past&nbsp;<a href="https://apnews.com/hub/coronavirus-pandemic">the coronavirus pandemic</a>&nbsp;and to reframe the discussion on&nbsp;<a href="https://apnews.com/hub/racial-injustice">racial injustice in America</a>&nbsp;as a rewriting of history.

The political tracking website Ballotpedia has identified 76 school districts in 22 states where candidates took a stance on race in education or critical race theory, which holds that racism is systemic in America’s institutions and which the National School Boards Association says is not taught in K-12 public schools.

1776 Action, a group inspired by&nbsp;<a href="https://apnews.com/article/race-and-ethnicity-media-slavery-cultures-donald-trump-afdfa0b3454d5a7fdf544158ee1f5e1f">former President Donald Trump’s now-disbanded 1776 Commission</a>&nbsp;that played down America’s role in slavery, has been urging candidates to sign a pledge calling for the restoration of “honest, patriotic education.” At least 300 candidates and elected officials have done so, said Adam Waldeck, the group’s president.

“2021 is really going to sort of be seen as kind of a canary in the coal mine of what’s coming down the pike next year and into the future,” Waldeck said. “This will be the year that I think primarily parents stand up and say, ‘You know, we have a voice, too.’ And I think it’s going to be overwhelming.”

Board meetings have grown so contentious that they are being mocked in “Saturday Night Live” skits. Some board members have been called Nazis and child abusers. The National School Boards Association even&nbsp;<a href="https://apnews.com/article/coronavirus-pandemic-joe-biden-health-education-school-boards-940da42fac771366929fc2150c8acf4d">likened some of what is happening to “domestic terrorism”</a>&nbsp;before apologizing.

Randi Weingarten, president of the American Federation of Teachers, accused the right wing of orchestrating protests to “turn schools into battlegrounds with the goal of winning elections by politicizing both public health and history.” She noted&nbsp;<a href="https://apnews.com/article/joe-biden-donald-trump-campaigns-virginia-election-2020-a84bf1d7f2113c77197bca103fd0e81b">the Virginia governor’s race</a>, in which Republican newcomer Glenn Youngkin has seized on conservatives’ frustrations with schools over pandemic policies and diversity education.

Even&nbsp;<a href="https://apnews.com/article/elections-race-and-ethnicity-racial-injustice-michael-pence-virginia-a5100eb9c96250d914e8091d7bc51592">former Vice President Mike Pence</a>&nbsp;has gotten into the game, taking a moment during a campaign rally in Ohio on Saturday to urge voters to support conservative school board candidates in Tuesday’s election.

Waldeck said his group also sent out mailers and targeted text messages in races in Johnston, Iowa, where three candidates have signed the pledge, and in West Chester, Pennsylvania, where law enforcement was called to investigate threats against school board president Chris McCune.

The backlash stems from his ordering the removal from a July meeting of a parent who kept demanding information about critical race theory after her two-minute time limit had ended. McCune, who is on the ballot, wrote in a letter to the Daily Local News newspaper in Pennsylvania that it is his duty to “maintain order” and insisted that the district doesn’t even teach critical race theory.

“National and local political forces continue to urge residents to rally against local school boards and CRT, even when board members and administrators have offered to meet to share the district’s curriculum to demonstrate that it is simply not what we teach,” he said.

The 1776 Project PAC, which is separate from 1776 Action and headed by New York political operative and author Ryan Girdusky, has invested in races across the country. It raised $289,544 in the third quarter, according to the latest report filed with the Federal Election Commission.

“I think anybody that’s running was probably to a degree tipped over by COVID,” said Jim McMullen, who is among three candidates the group is backing in the Blue Valley district in suburban Kansas City. The former English teacher and father of five had considered running before the pandemic but finally decided to mount a bid after the district went virtual and hybrid for parts of last year.

In Colorado, Schumé Navarro, who is running for the Cherry Creek School District, went to court last month to win the right to go without a face covering at a district candidate event. The mother of five said she’s unable to wear a mask because of abuse she suffered as a child.

“The environment and the culture that it’s creating is just stealing from our kids,” she said of masks.

In Ohio, former state Republican chair Jane Timken has taken time from her campaign for the U.S. Senate to offer guidance and funding totaling more than $40,000 to more than 40 conservative candidates in hyperlocal school board races.

“We are helping them not just financially, but my team is knocking doors and making calls with them,” said Timken, who said she completed a critical race theory “listening tour” that exposed cases of children being “indoctrinated with leftist policies.”

In Wisconsin, voters in Mequon will decide whether to replace the majority of the Mequon-Thiensville school board. Amber Schroeder, an organizer of the Recall MTSD movement, said that along with slipping academic performance, parents are most concerned with critical race theory, which she sees as evident in the district’s emphasis on equity.

“It’s huge here,” Schroeder said, noting the district’s hiring of diversity consultants. “It’s already infiltrated our curriculum.”

In Minnesota, Erin Shelton has joined two other conservative candidates on a “Vote for Three!” platform that denounces “harmful ideologies like CRT,” political indoctrination and “controversial medical mandates.” If all three are elected, they would hold an ideological majority on the board in Wayzata.

“I don’t believe that the way to academic excellence involves making any group of students feel like victims or any other feel responsible for that victimization,” Shelton said via email.

In Iowa, masking opponent Sarah Barthole received a high-profile endorsement from Republican Gov. Kim Reynolds as she runs for the school board of the Ankeny school district in suburban Des Moines. “The level of involvement in her campaign, I’ve never seen anything like it in a school board race before,” said Barthole’s treasurer, Steve Boal, whose own wife served on the board more than two decades ago. “Usually it’s kind of a pretty low-key thing.”

The governor’s backing in that race is just the beginning, predicted Tina Descovich, a co-founder of Moms for Liberty, a Melbourne, Florida-based group, whose 142 chapters in 35 states have fought vaccine and mask mandates.

“Our governor here in Florida has all but said he’s going to be involved in school board races,” said Descovich, who is a former member of the Brevard County School Board in Florida. “I’m curious to see what that looks like for 2022.”

The Energy Information Administration reports that's an improvement over July, but a drop of more than seven percent from the very brief spike in August of last year. EIA reports U.S. operators pumped more than 345 million barrels of crude oil in August, for an average of over 11.1 million barrels per day. That's down slightly from the month before, when output averaged just over 11.3 million. Kansas crude prices start the month on a high note. At CHS in McPherson, Kansas Common is fetching $73.75 per barrel, up more than seven dollars from the beginning of the month, and $35 a barrel more than at the beginning of the year. In early Nymex trading Monday, light sweet crude for December delivery was up 92 cents at $84.49 per barrel. London Brent gained more than a dollar at $84.82 reducing the prices difference between the two benchmarks to less than half a dollar, the smallest spread this year. Regulators in Kansas approved 58 new drilling permits last week, which is more than in any single week in three years. There are 41 new permits in eastern Kansas and 17 west of Wichita. So far this year, there are 927 new drilling locations across the state, up nearly 150% over last year at this time.&nbsp; Independent Oil &amp; Gas Service says Kansas drilling activity based on spudded wells is up more than 84% from a year ago. The number of active operators exploring for oil and gas is up nearly 36%. The rig count is up one rig, to 24, in Western Kansas. East of Wichita the count was down three at 16 active rigs. Operators were drilling Friday on one lease in Barton County and one in Stafford County. Baker Hughes reports 544 active drilling rigs across the country this week, with Texas gaining one, and Louisiana dropping by one. Operators in Kansas completed 23 new wells last week, including one in Barton County and one in Ellis County. Independent Oil &amp; Gas Service reports 14 new completions in eastern Kansas and nine in the western half of the state, for a year-to-date total of 720 completed wells.&nbsp; EIA reported an increase in U.S. crude-oil inventories of over four million barrels. Stockpiles as of October 22nd reached 430.8 million barrels, about six percent below the five year seasonal average. U.S. crude production last week increased 11,000 barrels per days compared to the week before, to just over 11.3 million barrels per day, according to a government report. That's nearly 300,000 barrels per day higher than a year ago. U.S. crude imports increased nearly 430,000 barrels per day from the week before, at 6.3 million. Over the past four weeks, domestic imports averaged about 15 percent more than during the same four-week period last year. Bloomberg is reporting what it calls a stunning reversal at the crude-storage hub at Cushing, Oklahoma. Analysts warn that Oklahoma stockpiles are at historic lows, and likely to drop further. This signals just how tight global supplies are, and threatens to drive prices even higher. Just last year the pandemic prompted a glut of oil so big that traders resorted to storing it in tankers at sea. Worldwide demand for Cushing crude has now surged to its highest level ever, because it is still the cheapest in the world.&nbsp; Seven years after it was announced, the controversial Enbridge Line3 replacement pipeline resumed full operations earlier this month, delivering crude from Alberta, Canada to Superior, Wisconsin. EIA suggests increased pipeline shipments could displace some crude now moved by rail.&nbsp; The change could also ramp up prices for Western Canada Select crude, and narrow its current discount to the U.S. benchmark. Enbridge’s Line 3 originally became operational in 1968 but, due to corrosion, transported decreasing amounts of crude oil over time. The replacement project was proposed in 2014, but litigation over the replacement pipeline’s approval, particularly in Minnesota, delayed its opening. The pipeline capacity was restored to its original 760,000 barrels per day from about half that. &nbsp; A group of environmental organizations is demanding the Biden administration suspend and cancel oil and gas leases in federal waters off the California coast. After the recent pipeline spill, about three dozen organizations sent a petition to the Department of the Interior, arguing it has the authority to end these leases. The groups say offshore drilling threatens wildlife, fisheries and tourism and the decades-old platforms off the coast of California are especially susceptible to problems related to their age. The newly-remade board of directors at Exxon Mobil is now debating whether to discontinue several major oil and gas projects. People familiar with the matter say the oil giant is reconsidering its investment strategy amid the quickly-changing energy landscape. The Wall Street Journal reports Exxon board members, many installed last year by an activist investor, are weighing the fate of future projects. News From the Oil Patch: Permits, production, prices all higher

In just a couple of weeks, we’ll be celebrating one of my favorite 4-H events in the annual Achievement Celebration!

The 4-H year begins in October with 4-H members selecting projects, setting goals, and working on those project areas throughout the year. Hopefully, along the way, they share their knowledge with friends, a school class, or present a demonstration or illustrated talk about their project. We also hope that they will find ways to give back to their communities in one or more of their project areas.

Project learning, leadership, and citizenship are hallmarks of the 4-H program and it is always important to celebrate successful learning! Often the most important lessons don’t come with blue ribbons but do come from perseverance, thinking of others, and working through challenges.

4-H members complete record books which highlight their activities and involvement for the year and provide a platform to work on written communication skills as well as provide a record for someday filling out scholarship or job applications! 4-H members are also encouraged to complete a project record for one or more of their projects. The project record goes into detail about when, where, and what project learning occurred; what challenges were faced and how they overcame the challenge. For our younger 4-H members, this includes a place for a parent to note what they believed their child learned from the program and I love reading these! Older 4-H members have an opportunity for top-placing project records to compete at the regional and, potentially, state level. While record keeping isn’t the most glamorous part of 4-H, our banks and accountants appreciate that we develop good record keeping skills!

Even putting the Achievement Celebration together is project learning as this is handled by a committee of youth and parents so they practice including others, creativity, and teamwork. We are looking forward to an evening to “Show Your True Colors” in 4-H!

BERAN: 'Show Your True Colors' with 4-H

MISSION, Kan. (AP) — A freshman Kansas lawmaker who has acknowledged past abuses against girls and young women was ordered to undergo a mental health evaluation Monday after he was charged with domestic battery in a disturbance involving his brother at his grandfather’s home.

Magistrate Judge James Phelan said Democratic state Rep. Aaron Coleman of Kansas City could be freed on a personal recognizance bond, without putting up a deposit or collateral. The hearing was held via Zoom and Coleman didn’t appear because he is receiving medical care. No information was provided about his health status and Coleman’s attorney, David Bell, didn’t immediately respond to an email seeking details.

Overland Park police&nbsp;<a href="https://apnews.com/article/crime-arrests-kansas-city-kansas-congress-d8716ccabd233448ea77860d6b97b419">arrested the 21-year-old Saturday evening</a>.

Bell entered a plea of not guilty. He said the allegations involved two family members at the home of Coleman’s grandfather, Ronald Tomberlin.

Tomberlin and Coleman’s brother, both spoke on the call and said they weren’t afraid of the lawmaker.

“Judge, I have spoken to his mother and we are going to seek help for Mr. Coleman to help him with some of the issues that he is facing,” Bell said.

Phelan set his next court appearance for Dec. 22 and gave Coleman 21 days to undergo a mental health evaluation and follow the recommendations of a mental health specialist.

Coleman’s grandmother, Marsha Tomberlin, told&nbsp;<a href="https://www.cjonline.com/story/news/crime/2021/11/01/kansas-rep-aaron-coleman-arrest-misdemeanor-domestic-battery-charge-argument-family-member/6234078001/" target="_blank">The Topeka Capital-Journal&nbsp;</a>that the dispute was over “religious beliefs.” She said Coleman also accused his brother of stealing his phone to call the police. No further details were provided.

The Associated Press filed records requests for the probable cause affidavit, but it wasn’t immediately available. The police incident report provided no details about what the dispute was over and the grandmother’s phone number wasn’t listed.

It wasn’t immediately clear what consequences Coleman might face in the House.

“Given what little we know about the situation, I am concerned for everyone involved,” Speaker of the House, Ron Ryckman said in a weekend statement. “I know that law enforcement will thoroughly investigate and assess the situation so that we can take appropriate action.”

House Democratic Leader Tom Sawyer issued a statement urging Coleman to resign and calling his arrest “extremely disturbing.”

After he was elected last year,&nbsp;<a href="https://apnews.com/article/crime-arrests-kansas-city-kansas-congress-d8716ccabd233448ea77860d6b97b419">Coleman received a written reprimand&nbsp;</a>from a legislative committee about his conduct before taking office. The House committee’s investigation of Coleman followed accusations of abusive behavior toward girls and young women. He acknowledged some of the behavior on social media and said he had been a troubled teenager.

Earlier this month, Coleman was also banned from the Kansas Department of Labor’s offices because the agency’s director said Coleman had tried to improperly gain entry to the department’s main office through a secured employee entry and berated a security officer.

At that time, Coleman said he was trying to help constituents deal with the state’s unemployment system.

Coleman&nbsp;<a href="https://twitter.com/Aaron4KS37/status/1454440954153160704" target="_blank">tweeted&nbsp;</a>before his arrest Saturday that he had been isolated from other students while in grade schools, leaving him “traumatized as well as several years behind in my social skills.”

“This deficiency,” he wrote, “makes it difficult to express to the world the love that I hold in my tender heart. It makes it even harder to form and maintain meaningful relationships, including romantic relationships.”

He didn’t immediately respond to a text message from The Associated Press seeking comment.

OVERLAND PARK, Kan. (AP) — A first-year Kansas lawmaker, who was reprimanded by his colleagues for abusive conduct before taking office, has been arrested on suspicion of domestic battery. 

Democratic state Rep. Aaron Coleman of Kansas City was arrested Saturday evening and Johnson County Jail records show he remains in custody Sunday afternoon.

The 21-year-old's arrest comes eight months after he received a written warning from a legislative committee about conduct before taking office that included abusive behavior toward young woman and girls.

 House Democratic leader Tom Sawyer says Coleman's constituents and the State of Kansas would be better served if he were to resign and get the help he badly needs.

(AP) — A freshman Kansas lawmaker who has acknowledged past abuses against girls and young women was ordered to undergo a mental health evaluation Monday after he was charged with domestic battery in a disturbance involving his brother at his grandfather’s home.Magistrate Judge James Phelan said Democratic state Rep. Aaron Coleman of Kansas City could be freed on a personal recognizance bond, without putting up a deposit or collateral. The hearing was held via Zoom and Coleman didn’t appear because he is receiving medical care. No information was provided about his health status and Coleman’s attorney, David Bell, didn’t immediately respond to an email seeking details.Overland Park police&nbsp;<a href="https://apnews.com/article/crime-arrests-kansas-city-kansas-congress-d8716ccabd233448ea77860d6b97b419">arrested the 21-year-old Saturday evening</a>.Bell entered a plea of not guilty. Judge orders mental exam for Kan. lawmaker after battery charge 

The
 Federal Trade Commission is sending 34,893 checks and PayPal refunds 
totaling more than $2 million to consumers who lost money through a 
deceptive direct mail publications scheme. Agora Financial, LLC, 
NewMarket Health, and other related defendants tricked consumers into 
buying pamphlets, newsletters, and other publications through false 
promises and deceptive marketing.&nbsp; The refunds will provide full 
compensation for consumers who bought certain health- and 
finance-related publications sold by the defendants.

<a href="https://www.ftc.gov/news-events/press-releases/2019/10/ftc-sues-publisher-targeting-seniors-phony-diabetes-cure-money">According to an October 2019 FTC complaint</a>, the Agora defendants primarily targeted its publications, including The Doctor’s Guide to Reversing Diabetes in 28 Days, at older consumers nationwide. Agora falsely marketed The Doctor’s Guide
 as a simple and scientifically proven protocol that can permanently 
cure type 2 diabetes in 28 days, without any changes in diet or 
exercise.

The FTC also alleged that the Agora defendants deceptively marketed Congress’ Secret $1.17 Trillion Giveaway,
 falsely promising that the book would show consumers how to claim 
hundreds to thousands of dollars to which they are entitled in 
“Congressional Checks” or “Republican Checks.”

The FTC is using the <a href="https://www.ftc.gov/news-events/press-releases/2021/02/publisher-will-pay-more-2-million-settle-ftc-charges-it-targeted">money it recovered from Agora Financial and related defendants</a>
 to provide consumer refunds totaling $2,052,868, via paper checks and 
PayPal. People who receive refund checks should deposit or cash them 
within 90 days, as indicated on the check. PayPal refunds will be 
available for 30 days after they are issued. Recipients who have 
questions about their refund can call the administrator, Ankura 
Consulting Group, LLC, at 1-833-460-2437. The FTC never requires people 
to pay money or provide account information to cash a refund check.

In
 2020, FTC actions led to more than $483 million in refunds to consumers
 across the country, but the United States Supreme Court ruled earlier 
this year that the FTC lacks authority under Section 13(b) to seek 
monetary relief in federal court going forward. The <a href="https://www.ftc.gov/news-events/press-releases/2021/04/ftc-asks-congress-pass-legislation-reviving-agencys-authority">Commission has urged Congress</a> to restore the FTC’s ability to get money back for consumers.

Feds send $2M to consumers duped by direct mail scheme

ATCHISON COUNTY—Law enforcement authorities are investigating alleged computer crime and have made an arrest.

On Friday, police arrested 32-year-0ld&nbsp;Tyler D. Chalfant of Atchison. 

He is being held on requested charges of unlawful use of a financial card, computer crimes and theft in connection to the fraudulent use of a financial card at two businesses on October 21, according to Police Chief Mike Wilson.

Chalfant also charged with criminal trespass at 314 Santa Fe in Atchison. He remains in custody. Chafant has has been jailed in Atchison County ten times since 2013, according to online jail records.
