WASHINGTON — Victims of Hurricane Ida in parts of New York and New 
Jersey now have until January 3, 2022, to file various individual and 
business tax returns and make tax payments, the Internal Revenue Service
 announced today. This is comparable to relief provided last week to Ida
 victims in <a href="https://www.irs.gov/newsroom/irs-tax-relief-now-available-to-victims-of-hurricane-ida-oct-15-deadline-other-dates-extended-to-jan-3">Louisiana</a>.

The IRS is offering relief to any area designated by the <a href="https://www.fema.gov/">Federal Emergency Management Agency (FEMA)</a>&nbsp;&nbsp;as
 qualifying for individual or public assistance. In New York, this 
currently includes Bronx, Kings, New York, Queens, Richmond and 
Westchester counties, and in New Jersey, it includes Bergen, Gloucester,
 Hunterdon, Middlesex, Passaic and Somerset counties. Taxpayers in 
Ida-impacted localities subsequently designated by FEMA in other parts 
of these states will automatically receive the same filing and payment 
relief. The current list of eligible localities is always available on 
the <a href="https://www.irs.gov/newsroom/tax-relief-in-disaster-situations">disaster relief</a> page on IRS.gov.

“During this difficult time, the IRS stands ready to help victims of 
Hurricane Ida,” said IRS Commissioner Chuck Rettig. “We want people 
affected by this devastating hurricane focused on their safety and 
recovery for themselves and their families. To provide assistance now 
and in the weeks ahead, we have a variety of different types of relief 
available to help people and businesses affected by this disaster.”

The tax relief postpones various tax filing and payment deadlines 
that occurred starting on September&nbsp;1, 2021. As a result, affected 
individuals and businesses will have until January 3, 2022, to file 
returns and pay any taxes that were originally due during this period. 
This means individuals who had a valid extension to file their 2020 
return due to run out on October 15, 2021, will now have until 
January&nbsp;3, 2022, to file. The IRS noted, however, that because tax 
payments related to these 2020 returns were due on May 17, 2021, those 
payments are not eligible for this relief.

The January 3, 2022 deadline also applies to quarterly estimated 
income tax payments due on September 15, 2021, and the quarterly payroll
 and excise tax returns normally due on November&nbsp;1, 2021. It also 
applies to tax-exempt organizations, operating on a calendar-year basis,
 that had a valid extension due to run out on November&nbsp;15, 2021. 
Businesses with an original or extended due date also have the 
additional time including, among others, calendar-year partnerships and S
 corporations whose 2020 extensions run out on September&nbsp;15, 2021 and 
calendar-year corporations whose 2020 extensions run out on October&nbsp;15, 
2021.

In addition, penalties on payroll and excise tax deposits due on or 
after September 1 and before September&nbsp;16, will be abated as long as the
 deposits are made by September 16, 2021.

The <a href="https://www.irs.gov/businesses/small-businesses-self-employed/disaster-assistance-and-emergency-relief-for-individuals-and-businesses">IRS disaster relief</a> page has details on other returns, payments and tax-related actions qualifying for the additional time.

The IRS automatically provides filing and penalty relief to any 
taxpayer with an IRS address of record located in the disaster area. 
Therefore, taxpayers do not need to contact the agency to get this 
relief. However, if an affected taxpayer receives a late filing or late 
payment penalty notice from the IRS that has an original or extended 
filing, payment or deposit due date falling within the postponement 
period, the taxpayer should call the number on the notice to have the 
penalty abated.

In addition, the IRS will work with any taxpayer who lives outside 
the disaster area but whose records necessary to meet a deadline 
occurring during the postponement period are located in the affected 
area. Taxpayers qualifying for relief who live outside the disaster area
 need to contact the IRS at <a href="tel:866-562-5227">866-562-5227</a>.
 This also includes workers assisting the relief activities who are 
affiliated with a recognized government or philanthropic organization.

Individuals and businesses in a federally declared disaster area who 
suffered uninsured or unreimbursed disaster-related losses can choose to
 claim them on either the return for the year the loss occurred (in this
 instance, the 2021 return normally filed next year), or the return for 
the prior year (2020). Be sure to write the FEMA declaration number – 4614 for New Jersey or 4615 for New York or &nbsp;− on any return claiming a loss. See <a href="https://www.irs.gov/forms-pubs/about-publication-547">Publication 547</a> for details.

IRS: Tax relief available to Ida victims in New York, New Jersey

WICHITA, KAN. – A Kansas man was sentenced 300 months in prison after pleading guilty to one count of Production of Child Pornography, according to the United State's Attorney's office.

Between August 2020 and October 2020, Frederick Martin, 26, of Sedgwick used his cell phone to communicate with a minor female via Snapchat and iMessage. He persuaded the teenage victim to record and send him sexually explicit images of herself. 

Martin also sent the victim photos of himself engaged in sexual acts. During later interrogations with law enforcement, Martin admitted he became aware of the victim’s age while they were trading nude photos.

At the time of these criminal acts, Martin was on parole for previous convictions in the state of Massachusetts on multiple counts of Rape of A Child and Possession of Child Pornography.

The Kansas Internet Crimes Against Children Task Force and Homeland Security Investigations (HSI), Kansas City investigated the case.

TOPEKA - State Treasurer Lynn Rogers has announced an essay contest for all Kansas students in grades 5-12 for a chance to win a $529 investment into a Learning Quest 529 savings account. The contest coincides with College Savings Month, which runs the entire month of September.

“With the cost of higher education increasing over the last decade, Kansas families need all the help they can get to reduce that financial burden so their children and grandchildren have opportunities to achieve their dreams,” said State Treasurer Lynn Rogers. &nbsp;“Learning Quest 529 savings accounts are a great tool to help students save for whatever path they want to pursue after high school, and the purpose of this essay contest is to get students thinking about saving for their future.”

To be eligible for the contest, students must have their parent or guardian&nbsp;<a href="https://forms.gle/mYyXQEYVf7uq5U2YA" target="_blank">submit a form</a>&nbsp;to the Kansas State Treasurer’s Office and include their student’s response to two questions: 1) What do you think the Kansas State Treasurer does? and, 2) If you had $1 million, what would you do with it?

Responses to both questions are required. However, the responses to the second question will be judged by a panel of teachers from around the state who have volunteered their time.

Submissions will be accepted through close of business on October 8, 2021.

Essays will be grouped by grade levels of 5/6, 7/8, 9/10, and 11/12. One winner from each grade level grouping in each Congressional District will be named for a total of 16 winners. Winners will be announced in early November. Taxpayer dollars are not being used for this promotion.

Learning Quest 529 Savings Plans allow any U.S. citizen or resident to open an account or be beneficiary, and there are no age or income limitations. The funds can be used for two-year, four-year, and technical school programs as well as registered apprenticeship programs. They can also be used for graduate school programs and to pay student loans. The funds do not have to be used exclusively in Kansas.

Herbert A. Stevens, age 92, passed away on Tuesday, October 13, 2020,
 at the Scott County Hospital in Scott City, Kansas.&nbsp; He was born on 
September 11, 1928, in Geuda Springs, Kansas, the son of Lawrence 
Metallis and Emma Beulah Iseminger Stevens.&nbsp; A resident of Scott City, 
Kansas since early childhood moving from Geuda Springs, Kansas.&nbsp; Herbert
 was a farmer and rancher.

Herb was a member of the Class of 1946 at Scott Community High 
School.&nbsp; On February 25, 1951, he married Margie B. Harkness in Scott 
City, Kansas.

Herb was well known for always wearing a suit and tie to the senior 
citizen dances in the local area and was a member of the Eagle’s Lodge 
of Garden City, Kansas, and the Sunflower Polka Club of Hays, Kansas. He
 loved to ride his red three-wheel motorcycle around town, and he was a 
loyal fan of the New York Yankees.

Survivors include his Two Sons - Rick Stevens of Scott City, Kansas, 
Stacy Stevens of Colorado Springs, Colorado, One Daughter - Colette 
&amp; Steve Robinson of Vienna, Virginia, Five Nephews - Chad &amp; Mara
 Stevens of St. Johns, Florida, Corbin &amp; Heidi Stevens of Scott 
City, Kansas, Curtis &amp; Theresa Stevens of Salina, Kansas, Sean 
Stevens of Atwood, Kansas, Seth Stevens of Colorado Springs, Colorado,

was a mechanic and truck driver for Innovative Livestock Services and 
Crawford Express for several years. He enjoyed fishing, camping, hunting
 and horses. Bubba was a very generous man and was always there to lend a
 helping hand to anyone in need.

Survivors include, his father, Gene Moore of Galesburg; his mother 
and stepfather, Christina and Robert Crites of Great Bend; his fiancé, 
Kimber Haley of the home; his children, Emmalee Womack, Bentley Cook, 
Layla Cook, and Kalesie Moore all of the home; his grandparents, Jerry 
and Helen Bierbrodt of Angola and Diana Showalter of Galesburg; a 
sister, Amanda Moore; his stepsiblings, Jason Crites and fiancé Rose,

William 'Bubba' Moore

Ivan J. "Ike" Mansholt, 73, passed away Saturday, September 4, 2021, at Smith County Memorial Hospital. 
 Ike was born September 3, 1948, in Smith County, KS, the son of 
Raymond and Maxine (Bock) Mansholt.&nbsp; On October 16, 1971,&nbsp; he married 
Beverly Ann Atwood in Lebanon, KS, to this union they were blessed with 
three children, Kristy, Christopher and Everett. He was preceded in death by his parents and an infant brother David.

Frank
 Herrman, 75, Salina, was born October 26, 1945 in Goodland, Kansas to 
Frank and Lena Herrman. Frank passed away Wednesday, September 1, 2021 
near Colby.&nbsp; He was the third of six children. He graduated from 
Goodland High School and received a BA from Kansas State and an MA in 
special education from Fort Hays State. He also graduated from Cleveland
 Chiropractic College and spent four years serving in the Air Force 
Intelligence Branch during the Vietnam War.

He
 met Alice Wagner, his sister’s roommate at The University of Kansas, in
 1969 after he got out of the service. They fell in love and got married
 in 1973. The couple celebrated their 48th wedding anniversary August 
the 2nd of this year.&nbsp;

Frank
 spent nine years working for the Union Pacific Railroad before going 
back to school and getting his masters in education. He was a beloved 
teacher at St. Francis for over twenty years.

In
 his younger days, he enjoyed hunting, fishing and hiking. He also loved
 nothing more than a rousing game of Trivia Pursuit, which he almost 
always won. As he got older he became very involved in the YMCA 
community and loved working out and visiting with his friends over a cup
 of coffee. Frank had a special gift for remembering people’s names as 
well as making them feel welcome and important. He was very proud of his
 two daughters, Heather Herrman and Jessica Herrman-Derrick. He was an 
avid follower and supporter of their athletic and professional 
endeavors. He will be greatly missed by all of those who were fortunate 
enough to have had him as a part of their lives. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

He
 was preceded in death by his parents, Frank and Lena Herrman, a 
brother, Ronald Herrman; a niece, Cindy Clark; and a brother-in-law 
Archie Wicke. He is survived by his wife, Alice Herrman, his two 
daughters, Jessica (John) Herrman-Derrick of Gadsden, AL, and Heather 
(Parker Staley) Herrman, of Santa Fe, NM, as well as his two grandsons, 
Albert and Charles Staley, whom he loved to wake up early with on visits
 and spoil with special treats. He is also survived by his sisters,

Mr. Robert Wayne Pavlicek, 80, son of the late Ralph A. Pavlicek and 
Mildred C. Pavlicek, was born October 7, 1940, in Oberlin, Kansas. He 
shared his birthday with granddaughter, Rowan Grace. He attended the 
public schools of Decatur County and was a graduate of Decatur County 
High School in 1958 and Fort Hays State University in 1962, where he was
 a member of Tau Kappa Epsilon Fraternity.
 He was united in Holy Matrimony to Roxanne R. (Ridgway) Pavlicek on 
November 25, 1962, for 45+ years until she preceded him in death on 
April 18, 2008.
 Robert was a proud, active member, and contributor of several 
organizations encompassing conservatism, humanitarian efforts, 
education, and his love of his Czech ancestry and heritage. He spent 6 
years in the Army National Guard.
 As a result of his generous spirit and desire to give a helping hand
 rather than a handout, he helped many in his neighborhood, community 
and beyond. His influence will forever remain in the lives of all who 
knew him well.
 He departed this life Sunday, August 29, 2021, at his son’s home in 
Collierville, Tennessee. He was also preceded in death by his daughter, 
Suzanne Rae Pavlicek (stillborn).
 Robert’s distinctive life will forever be cherished in the lives of 
his 2 children: son, Ryan Wayne (Dena) Pavlicek, their 3 children, 
Suzanne Renae (7), Barrett Ramsay (6), and Joseph Robert (1) of

Marilyn Ann Swoboda Traffas, born June 30th, 1942 passed away 
peacefully at 8:23 am on 8/24/2021&nbsp; with her family close and her 
daughter by her side.&nbsp;&nbsp; She graduated from St. Francis Borgia High 
School in 1960; attended Mount St. Scholastica College receiving her 
degree in education in 1964.&nbsp; She began her teaching career at Union 
High School.&nbsp; She married James V. Traffas of Wichita, KS.&nbsp; She moved to
 Hays, Kansas and had her first child Greg; The family then moved to 
Howe, Indiana, where she had her next 3 children, Christine, Mark, and 
Michael.&nbsp; She taught grade school at Holy Angels in Sturgis, Michigan.&nbsp; 
In 1976, the family moved back to Washington, MO; Marilyn started 
teaching at her alma mater, St. Francis Borgia High School.&nbsp;

Marilyn became a single mother of 4 after making the most difficult 
decision of her life.&nbsp; But her family flourished under her love and 
strength.&nbsp; All of her children graduated college - 3 of them in college 
at the same time she was achieving her Master’s Degree.&nbsp;

Marilyn loved education, she believed in the power of learning and 
instilled in those around her, that you could achieve anything if you 
believed in yourself. &nbsp;She spent several years teaching at St. Francis 
Borgia Regional High School. &nbsp;After getting her Master’s degree, she 
became Principal at St. Gertrude’s Grade School.&nbsp; Eventually she 
returned to St. Francis Borgia Regional High School. She served the 
Borgia community in so many ways and was the first laywoman President.&nbsp; 
She developed many programs to foster the continued mission of Catholic 
Education, focused on inclusion, diversity and tolerance.

Marilyn lived life to the fullest.&nbsp; She traveled through Europe with 
the high school kids; she went to the tallest peak in Hawaii, Haleakala,
 to watch the sunrise, she hiked to the bottom of the Grand Canyon;&nbsp;&nbsp; 
She would hop in her car, plug in GPS and go!&nbsp; Visiting her dear friends
 in Michigan or her sister in Kentucky, or wherever the GPS took her.&nbsp; 
She loved to explore and see new places.&nbsp; She could cook anything, sew 
like a master seamstress and could not kill a plant if she tried.&nbsp;

After retiring, she was a volunteer extraordinaire with her Parish 
and in the Washington community from Harvest Tables, working at Encore, 
and volunteering at the Hospital.&nbsp; But her most proud and important 
role, was Grandma and Great Grandma.&nbsp; Children always had a special 
place in her heart- any no one would make her happier then to be around 
her 8 grandkids and 4 great grandkids.&nbsp;

As a lifelong educator, Marilyn’s final wish was that her body was 
donated to St. Louis University-so others could continue to learn from 
her.&nbsp;

&nbsp;She was preceded in death by her parents Jerome Swoboda and Arlene 
(Habeberger) Swoboda, her husband, James Traffas, her brother Warren 
Swoboda and her sister Lynn Cook.&nbsp; She is survived by her siblings Jane 
and Morris Newton, John and Monica Swoboda and Roger Cook, &nbsp;children 
Greg and Lyndsay Traffas, Christine (Traffas) and Kevin Snedden, Mark 
and Camila Traffas and Michael Traffas;&nbsp; her grandchildren Amanda and 
Matt Skornia, Emma Duncan, Megan Snedden, Brooklyn Grafrath, Ian 
Traffas, Hunter Grafrath, Skylar Traffas, Andrew Traffas,&nbsp; 
Great-grandchildren Noah Skornia, Abe Skornia, Stella Duncan and Silas 
Duncan.&nbsp; She is also survived by her nieces, nephews and the thousands 
of students she has taught and guided through the years.&nbsp;

A celebration of life mass is planned for Saturday October 9, at

Phillipsburg resident Elaine K. Nuzum passed away Wednesday, September 1, 2021, at Great Plains Health Hospital in North Platte, NE at the age of 76.

She was born October 28, 1944, in McCook, NE the daughter of Richard and Lucille (Poyser) Parker.

Elaine was united in marriage to Paul Nuzum on July 3, 1966, in Long Island, KS. &nbsp;

She was preceded in death by her parents and a sister Carol Steelsmith.

Survivors include her husband Paul of Phillipsburg, KS; son Kirk and wife Misty of Norton, KS; daughters Karen Beim and husband Mike of Keokuk, IA, Kathy Calkins and husband Kevin of Belleville, KS, and Kim Dayhoff and husband Neil of Osage City, KS; a brother Blaine Parker and wife Marilyn of Sylvan Grove, KS; 8 grandchildren; and 9 great grandchildren.

A graveside service will be at 11:00 a.m. Tuesday, September 7, 2021 in the Fairview Cemetery, Phillipsburg, with Pastor Jay Brandon officiating.&nbsp; The services will be streamed live on the Olliff-Boeve Memorial Chapel Facebook page.

Cecelia
 A. Crawford, age 83 died Thursday, September 2, 2021, at Hays Medical 
Center, Hays, Kansas.&nbsp; She was born November 8, 1937, in Hays, Kansas to
 Aloys and Cecilia (Braun) Kreutzer.&nbsp; She married Ted J. Crawford on 
October 2, 1956, at Hays, Kansas.

She was a homemaker, enjoyed cooking and baking, but the love of her 
life were her children, grandchildren and great grandchildren.&nbsp; She was a
 member of Immaculate Heart of Mary Catholic Church and a Red Cross 
volunteer at St. Anthony’s Hospital both of Hays, Kansas.

Survivors include her husband, Ted Crawford, of the home; one son, Jeff
 Crawford and Diane Schlageck, Gorham, KS; two daughters, Deb Smith and 
husband, Mike, Plainville, KS; Laura Thomas and husband, Mark, Topeka, 
Ks; three brothers, Clifford Kreutzer and wife, Nancy, Ellis, KS; Nick

Cecelia A. (Kreutzer) Crawford

Vivian A. (Hammerschmidt) Appelhans of Hoxie, Kansas passed away 
Wednesday, September 1, 2021, at the Sheridan County Health Complex at 
the age of 80. 

Vivian was born to Edward and Pauline (Braun) 
Hammerschmidt on May 18, 1941, in rural Ellis County, Kansas. Vivian was
 the second of nine children. Vivian grew up on the family farm north
 of Catherine, Kansas. She attended Lost Canyon Country School through 
eighth grade and Victoria High School graduating with the class of 1959.
 On August 13, 1960, in Victoria, Kansas, Vivian was united in marriage 
to Ralph Joseph Appelhans. Vivian and Ralph lived in Commerce City, 
Colorado, for a few months and then moved to Menlo, Kansas. Vivian and 
Ralph owned and operated the Menlo Pool Hall for a few years. Vivian 
did day care in her home for several of the local families. In October
 of 1981, Ralph died at a very young age from head injuries caused by a 
 car accident, leaving Vivian a very young widow and four children to 
raise. Vivian moved her family to Hoxie, Kansas in May of 1982 where 
she worked and resided for the remainder of her life.
 Vivian was never an idle person. She went to work for the Sheridan 
County Sheriff’s Office as a dispatcher, worked at Hungry Farmer and 
Short Stop until going to the Sheridan County Health Complex to work in 
their kitchen until she retired. Vivian was an EMT for many years 
serving Sheridan County. In the past several years, Vivian was a 
Sheridan County volunteer for Hospice of Northwest Kansas. She enjoyed 
cooking for large crowds and always had delicious meals. Vivian loved 
to quilt and crochet making many beautiful things for family and 
friends. She was a member of the Saint Frances Cabrini Catholic Church 
and Sodality. Vivian was a giving person always willing to help someone
 out. Vivian loved her family and enjoyed when they came to visit. 
Family was extremely important to her and her most valued treasure.
 Vivian is survived by her children, Allan Appelhans of Hoxie, 
Kansas; Beverly Appelhans of Colby, Kansas; Chris Appelhans and wife 
Lori of Hays, Kansas and Danny Appelhans and significant other, Missy 
Cogdill of Friona, Texas; brothers and sisters, Virginia Dinkel of Hays,
 Kansas, Verlin Hammerschmidt of Victoria, Kansas, Vinard Hammerschmidt 
and wife Renita of Tennessee, Valery Hammerschmidt and wife Linda of 
Victoria, Kansas, Vernon Hammerschmidt of Victoria, Kansas;

Vivian A. (Hammerschmidt) Appelhans

Luella Jane (Kriegh) Duffey, 83, of Colby, passed from this life on 
September 1, 2021. Lue was born September 26, 1937, in Park, KS, the 
eighth of fourteen children, to Edgar and Edith (Cook) Kriegh. When Lue 
was two years of age, her family moved to Wallace, KS where she grew up 
in the native stone house originally built as the Superintendent’s 
Office for the Union Pacific Railroad. Lue graduated in 1956 from 
Wallace County High School, in Sharon Springs, KS. After graduation, she
 moved to Sharon Springs where she met her future husband, Harold Leon 
Duffey. Harold and Lue were married October 11, 1957 and she began life 
as a wife and farmer. They relocated to Rexford, KS and later purchased 
their farm near Menlo, KS where they farmed and raised livestock. Four 
children were born to Harold and Lue’s union. Lue continued farming 
after Harold’s passing, March 11, 2004. In 2012, she sold her farm and 
moved to Colby. 
In addition to farming and homemaking, Lue grew large gardens and 
preserved food for her family. Lue’s favorite pastimes were dancing, 
sewing, sports and being with children. She was an excellent seamstress,
 sewing clothing for her family, square dance attire, quilts, basketball
 uniforms and special occasion gowns. Her love of children was shown in 
attending her children and grandchildren’s school programs and 
activities, and in hosting Easter egg hunts, Halloween parties and 
enjoying holidays with her family. She and Harold were members of the 
Golden Buckles Square Dance Club, Colby, she coordinated dances for the 
Colby Singles Club, was a member of the Colby United Methodist Church, 
and volunteered with the Menlo Community Service Group and at Citizens 
Medical Center. In later years, she travelled to attend quilting 
conventions in Paducah, KY and Houston, TX, and to be with family and 
friends in cities and see large bodies of water not experienced by 
living in KS including Los Angeles, CA, Cancun, Mexico, and a Caribbean 
Polka Cruise. 
Lue was preceded in passing by her husband Harold; grandson Kelly 
Duffey; her parents; eight brothers, Delbert, Lawrence, Marvin, Junior, 
Max, Donnie, Ronnie, and Rex; two sisters, Edeline Fischer and Wanda 
Minnix; brothers and sisters-in-law, nieces and nephews. 
Lue is survived by her four children, Dr. Cynthia Jane Weishapl (Dan), 
Colby, Harold Ray Duffey, Jr. (Wynn), Colby, Denise Kay Orth (Mark), 
Hays, and Luetta Mae Flanagin (Jay), Colby. She is also survived by six 
grandchildren and four great-grandchildren, Cody Duffey, Tuscaloosa, AL,
 Jessica Orth and children Donovan and Cora, Hays; Aaron Orth, 
Nashville, TN; Jared Flanagin (Taylor) and daughter Austyn, Colby; 
Andrew Flanagin (Jenna) and son Maddax, Colby; and Kaitlyn Benoit 
(Alex), Damar. Lue is also survived by three sisters, Evelyn Gaschler 
(Art), Longmont, CO; Joann Radiel, Salina; and Leatha Kinney (Roger), 
Aurora, CO, as well as by many brothers and sisters-in-law, nieces and 
nephews (including great and great-great). 
Funeral Service is 10:00 a.m. Tuesday, September 7, 2021, at the Colby 
United Methodist Church, with a visitation from 8:30 a.m.-9:45 a.m.

Douglas Allen Beck, 61 of Russell, Kansas, passed away on Monday, August 9th, 2021, at the Russell Regional Hospital.

Doug was born October 20, 1959, in Hays Kansas.&nbsp; He was one of four 
children born to Wesley Eugene and Katherine (Dinkel) Beck.&nbsp; He was 
raised in Russell and graduated from Russell High School in 1977.

Doug was known by many in and around Russell as a talented artisan 
who’s craftmanship was on display in King of the Road RV and Camper 
interiors built in Russell in the early 1980s.&nbsp; He later spent his time
 in the Kansas oil patches as general roustabout.&nbsp; His latest employment
 was performing general maintenance and custodial duties for the USD 
407.&nbsp; When not working, Doug enjoyed spending time with his friends and 
family, showing and sharing his love of Bar-B-Que and attending the NHRA
 drag races in Topeka, of which he didn’t miss a race since the raceway 
opened in 1989.&nbsp; Friends and family knew him as a genuine friend, loving
 brother, uncle and great uncle with a generous heart and contagious 
laughter that will be missed by many.

Doug is survived by his sisters, Paula Shoemaker (Calvin) of 
Bellingham Washington; Dianne Crawford of Victoria, Kansas; brother, 
Gerry Beck (Melanie) of Olathe, Kansas; nieces, Julie (Brad) Clark of

Janet Lucille Augustine, age 84, passed away Monday, August 30, 2021, at Hays Medical Center. She was born November 20, 1936, in Ellis, Kansas, to Adair and Josephine (Lang) Ptaschek. She graduated from Ellis High School in 1954. On October 12, 1954, she married Gilbert Augustine in Ellis at St. Mary’s Catholic Church. Janet was a homemaker and farm wife and had also worked at Wiesner's Department Store and at Meal Site. She was a member of Saint Mary's Catholic Church and the Daughters of Isabella both of Ellis. She enjoyed sewing, crocheting, needlepoint, reading, and especially baking homemade noodles for family. Beverly J. (Arwood) Lowen, 83, of Hays,
 Kansas, passed away Tuesday, August 31, 2021, at Hays Med Center after a
 long battle with multiple myeloma.

Beverly was born October 13, 1937, to 
Arnold and Katy (Stephens) Arwood in Hutchinson, Kansas. &nbsp;She married 
the love of her life, Robert Lowen, on October 4, 1953.&nbsp;

They moved to Emporia, KS, in 1961 for 
Robert to attend Emporia State University.&nbsp; They moved to Hays, Kansas, 
in 1965 for Robert’s job at FHSU.

She worked at Farmers State Bank for 
several years, volunteered at the hospital gift shop, worked at FHSU 
during enrollment and for ROTC, and she worked as a receptionist for two
 hair salons.

Beverly was an avid golfer for several 
years, enjoyed playing bridge with Robert and their friends, playing 
Scrabble, doing crossword puzzles, and spending time with family and 
friends. She was a big sports fan for FHSU Tigers, KU Jayhawks, and KC 
Chiefs.

Survivors include her children:&nbsp; Bob 
Lowen Jr (Grace) of Allen, TX; Deanna Aguilar (Carlos) of Ogden, UT; 
Steve Lowen (Shelley) of Corpus Christi, TX; Debra David (Skip) of 
Sharon Springs, KS; Doug Lowen of Hays, KS; and Donna Lowen of 
Huntsville, AL; brothers: Ace Arwood of Enid, OK and Jim Arwood of Enid,
 OK; and her sister Barbara Stoy of Hutchinson, KS;

Survivors also include grandchildren:

KANSAS CITY —The Missouri Supreme Court on Tuesday refused to halt the October execution of a man convicted of a triple killing who claimed his intellectual disability made him ineligible for the death penalty.

Ernest Lee Johnson, 61, is scheduled to die by injection Oct. 5 at the state prison in Bonne Terre. It would be the first execution in Missouri since convicted killer Walter Barton was put to death in May 2020.

Johnson's attorney, Kansas City public defender Jeremy Weis, said he is still weighing options about what to do next. Weis said Johnson “meets all statutory and clinical definitions” of intellectual disability and has an IQ that in various tests has ranged from 67 to 77. The Eighth Amendment of the U.S. Constitution prohibits executing intellectually disabled people.

Johnson was convicted of killing 46-year-old Mary Bratcher, 57-year-old Mable Scruggs and 58-year-old Fred Jones during a closing-time robbery of a Casey’s General Store in Columbia in February 1994. Johnson wanted money to buy drugs, authorities said.

All three workers were beaten to death with a claw hammer. Bratcher also was stabbed at least 10 times with a screwdriver and Jones was shot in the face. The bodies were hid in a cooler.

Johnson was arrested after police found a bank bag, stolen money and store receipts at his home.

Johnson had previously asked that his execution be carried out by firing squad. His lawyers argued that Missouri's lethal injection drug, pentobarbital, could trigger seizures. In 2008 Johnson had most, but not all, of a benign brain tumor removed, and a later MRI revealed that up to 20% of his brain tissue was also removed.

But Missouri law does not authorize execution by firing squad and the U.S. Supreme Court in May refused to consider Johnson's appeal. The Missouri Supreme Court, in its decision on Tuesday, also declined to halt the execution based on concerns about the drug.

Johnson has been sentenced to death three times.

He was already on death row in 2001 when the U.S. Supreme Court ruled that executing the mentally ill was unconstitutionally cruel and a new sentencing hearing was ordered. Johnson was again sentenced to death in 2003. The Missouri Supreme Court tossed that sentence, too. In 2006, Johnson was sentenced to death again.

Court declines to halt triple-killer's execution

Robert A. “Bob” Lawrence, 85, St. Joseph, Missouri, passed away Thursday, August 26, 2021. 
 He was born October 9, 1935, in Tulsa, Oklahoma, to Phillip Lawrence Sr. and Evelyn Lawrence (Montgomery). 
 Bob graduated from Will Rogers High School in Tulsa, Oklahoma in 
1953. He attended the University of Colorado on a football scholarship. 
Bob decided that school wasn’t for him and joined the Marine Corps in 
1954 through 1958 where he rose to the rank of Sergeant. While serving 
our country, he traveled all around the Pacific and Central America. He 
was selected for an elite Long Range Reconnaissance unit and was also a 
paratrooper. Up until the day he died, he was a proud former Marine. He 
was proud of his service to his country. The discipline he learned in 
the Marine Corps served him well throughout the rest of his life.
 After leaving the Marine Corps, he made his was to St. Joe, where 
he met the love of his life, Rosalia Tasset. They married in Troy, 
Kansas on August 19, 1958. They were married for over 61 years. During 
that time, they had five children that blessed their lives. Bob worked 
for 34 years for Seitz meatpacking plant. Besides his marriage and 
children, the day he retired from Seitz was the best day of his life. 
Bob was an avid outdoorsman, loved his dogs, mushroom hunting, and 
fishing. He had many stories about the big one that got away. Bob was 
also a lifelong and long-suffering Kansas City Chiefs and Royals fan. 
One of his great hobbies was wood working. Bob made everything from toys
 to furniture that his children, grandchildren and great-grandchildren 
will always cherish. He enjoyed the many family celebrations of 
birthdays, holidays, and graduations and cheered on his grandchildren at
 their sporting events.
 He is preceded in death by his parents; his wife; an infant son; and infant great-grandson.
 Survivors include his children, Charles Lawrence (Kristin), of 
Hays,KS; Kathleen Shorba (John), Ruth Myers (Steve), Roberta Wright 
(Harold), all of St. Joseph; 11 grandchildren, Tiffany Nix (TJ), Tara 
Lubbers (Lucas), Traci Polifka (Jared), Mark Veale, Elizabeth Nichols 
(Zachary), Alex Veale (Cassandra), Joshua Shorba (Nova), Jacob Shorba,

Robert A. 'Bob' Lawrence

Marolyn Lue (Davis) Lytle, 82, passed away Monday, August 30, 2021, at Smith Center Heath &amp; Rehab, Smith Center, KS. 
 Marolyn and her identical twin sister Carolyn Sue, were born June 30, 
1939, in Winfield, KS, the daughters of Gilbert Franklin and Mildred Una
 (Cowley) Davis.&nbsp; Two Years later their sister Kathlyn Lee joined them. 
 Marolyn's first home was in Rock, KS, where her father and uncle Rudy 
Davis operated a Grade A dairy south of Rock in Cowley County, KS.&nbsp; 
Marolyn attended grade school in Cambridge, KS, this was after Gilbert 
and Mildred moved their family to a farm outside of town.&nbsp; Marolyn and 
family then moved to Burden, KS where she graduated from Burden High 
School, class of 1957. Being twins, Marolyn and Carolyn 
decided to have a double wedding ceremony and they both were married on 
October 6, 1957, in Burden, KS.&nbsp;&nbsp; Marolyn was later divorced, but was 
blessed with a daughter, Ladonna Michele from that marriage. 
 Marolyn worked for 43 years as the Smith County Farm Bureau office 
secretary and was a member of the Kensington Assembly of God Church. She was preceded in death by her parents, Gilbert and Mildred. 
 Marolyn is survived by her daughter Ladonna (Michael) Weltmer of Smith
 Center; two grandsons, Philip (Jessica) Weltmer and Steven (Vanessa) 
Weltmer all of Smith Center; seven great-grandchildren, Kaden, Korey and
 Kaylee Weltmer and Tessa, Micah, Cora and Clara Weltmer all of Smith 
Center; twin sister, Carolyn (Harold) Daniels of Abilene, KS and 
youngest sister, Kathy (Richard) Lady of Independence, MO; two nieces, 
three nephews and their families along with other relatives and 
friends.&nbsp; Funeral services will be held at 10:30 a.m.,

October 6, 1957, in Burden, KS.&nbsp;&nbsp; Marolyn was later divorced, but was 
blessed with a daughter, Ladonna Michele from that marriage. 
 Marolyn worked for 43 years as the Smith County Farm Bureau office 
secretary and was a member of the Kensington Assembly of God Church. She was preceded in death by her parents, Gilbert and Mildred. 
 Marolyn is survived by her daughter Ladonna (Michael) Weltmer of Smith
 Center; two grandsons, Philip (Jessica) Weltmer and Steven (Vanessa) 
Weltmer all of Smith Center; seven great-grandchildren, Kaden, Korey and
 Kaylee Weltmer and Tessa, Micah, Cora and Clara Weltmer all of Smith 
Center; twin sister, Carolyn (Harold) Daniels of Abilene, KS and 
youngest sister, Kathy (Richard) Lady of Independence, MO; two nieces, 
three nephews and their families along with other relatives and 
friends.&nbsp; Funeral services will be held at 10:30 a.m., 
Saturday, September 4, 2021, at All Faiths Funeral Chapel, 113 S. 
Madison St., Smith Center, KS, with Pastor Jeremy Carr officiating.&nbsp; 
Visitation will be held on Saturday, September 4, 2021, 8:00 a.m. until 
service time at the chapel.&nbsp; Burial will take place in Fairview 
Cemetery, Smith Center, KS.&nbsp; Memorials may be given to the Marolyn L.

have until January&nbsp;3, 2022, to file various individual and business tax 
returns and make tax payments, the Internal Revenue Service announced 
today.

The IRS is offering this relief to any area designated by the&nbsp;<a href="https://www.fema.gov/">Federal Emergency Management Agency (FEMA)</a>&nbsp;as
 qualifying for individual or public assistance. Currently this includes
 the entire state of Louisiana, but taxpayers in Ida-impacted localities
 designated by FEMA in neighboring states will automatically receive the
 same filing and payment relief. The current list of eligible localities
 is always available on the <a href="https://www.irs.gov/newsroom/tax-relief-in-disaster-situations">disaster relief</a> page on IRS.gov.

"During this difficult time, the IRS stands ready to help victims of 
Hurricane Ida," said IRS Commissioner Chuck Rettig. "We want people 
affected by this devastating hurricane focused on their safety and 
recovery for themselves and their families. To provide assistance now 
and in the weeks ahead, we have a variety of different types of relief 
available to help people and businesses affected by this disaster."

The tax relief postpones various tax filing and payment deadlines 
that occurred starting on August&nbsp;26, 2021. As a result, affected 
individuals and businesses will have until January&nbsp;3, 2022, to file 
returns and pay any taxes that were originally due during this period. 
This means individuals who had a valid extension to file their 2020 
return due to run out on October&nbsp;15, 2021, will now have until 
January&nbsp;3, 2022, to file. The IRS noted, however, that because tax 
payments related to these 2020 returns were due on May 17, 2021, those 
payments are not eligible for this relief.

The January&nbsp;3, 2022 deadline also applies to quarterly estimated 
income tax payments due on September&nbsp;15, 2021, and the quarterly payroll
 and excise tax returns normally due on November&nbsp;1, 2021. It also 
applies to tax-exempt organizations, operating on a calendar-year basis,
 that had a valid extension due to run out on November&nbsp;15, 2021. 
Businesses with extensions also have the additional time including, 
among others, calendar-year corporations whose 2020 extensions run out 
on October&nbsp;15, 2021.

In addition, penalties on payroll and excise tax deposits due on or 
after August&nbsp;26 and before September&nbsp;10, will be abated as long as the 
deposits are made by September&nbsp;10, 2021.

Individuals and businesses in a federally declared disaster area who 
suffered uninsured or unreimbursed disaster-related losses can choose to
 claim them on either the return for the year the loss occurred (in this
 instance, the 2021 return normally filed next year), or the return for

 This also includes workers assisting the relief activities who are

IRS: Tax relief now available to victims of Hurricane Ida

WASHINGTON&nbsp;&nbsp;–&nbsp;&nbsp; The Defense POW/MIA Accounting Agency (DPAA) announced that Navy Fireman 1st Class Walter S. Belt, Jr., 25, of Cleveland, Kansas, killed during World War II, was accounted for on March 3, 2021. On Dec. 7, 1941, Belt was assigned to the battleship USS Oklahoma, which was moored at Ford Island, Pearl Harbor, when the ship was attacked by Japanese aircraft. The USS Oklahoma sustained multiple torpedo hits, which caused it to quickly capsize. The attack on the ship resulted in the deaths of 429 crewmen, including Belt. From December 1941 to June 1944, Navy personnel recovered the remains of the deceased crew, which were subsequently interred in the Halawa and Nu’uanu Cemeteries. In September 1947, tasked with recovering and identifying fallen U.S. personnel in the Pacific Theater, members of the American Graves Registration Service (AGRS) disinterred the remains of U.S. casualties from the two cemeteries and transferred them to the Central Identification Laboratory at Schofield Barracks. The laboratory staff was only able to confirm the identifications of 35 men from the USS Oklahoma at that time. The AGRS subsequently buried the unidentified remains in 46 plots at the National Memorial Cemetery of the Pacific (NMCP), known as the Punchbowl, in Honolulu. In October 1949, a military board classified those who could not be identified as non-recoverable, including Belt. Between June and November 2015, DPAA personnel exhumed the USS Oklahoma Unknowns from the Punchbowl for analysis. To identify Belt’s remains, scientists from DPAA used dental and anthropological analysis. Additionally, scientists from the Armed Forces Medical Examiner System used mitochondrial DNA (mtDNA) and autosomal DNA (auSTR) analysis. Belt’s name is recorded on the Walls of the Missing at the Punchbowl, along with the others who are missing from WWII. A rosette will be placed next to his name to indicate he has been accounted for. Belt will be buried on Oct. 9, 2021, in Ellsworth, Kansas.

Remains of sailor killed at Pearl Harbor coming home to Kansas

Ila Belle (Dibble) Hoar passed away on August 28, 2021, at Redbud Estates, Plainville, KS at the age of 93.
 Ila Belle was born on the family homestead in Osborne Co, KS, on 
April 14th, 1928, the last child of Arthur and Euphamie (Brittain) 
Dibble.
 She graduated from Woodston Rural High School in 1946, and then she 
completed her teaching certification at Fort Hays State College. She 
taught for two years at country schools, first at Liberty Bell, and then
 at Valley, just down the road from where she grew up. 
 On May 9th, 1948, she married Richard Gail Hoar at the Methodist 
Church in Woodston, KS. Together, they raised 5 daughters. They 
celebrated 72 years of marriage before Gail’s death on May 16th, 2020. 
 Ila Belle worked for John E. Jones Oil company in Woodston as a 
bookkeeper. She moved with the company to Stockton until her retirement.
 In 1982, she and Gail moved from their home north of Woodston to 
Stockton, where they lived until moving to the assisted living in 
Plainville in January 2019.
 Ila Belle enjoyed gardening, crocheting, quilting, ceramics and 
doing embroidery work, which she continued to do up until a week before 
her death.
 Ila Belle was a member of the Woodston United Methodist Church until
 it’s closing in June 2021. She taught Sunday School, helped with the 
Lord’s Acre Sale and the Women’s Annual Pheasant Dinner. 
 She is survived by her daughters Diana Luhman and husband Ray of 
Colby, KS, Brinda Hahn of Osborne, KS, Anita Conger &amp; Bonita Wagner 
and husband Tony, Stockton, KS, her sister Edna (Bob) McCall, Osborne, 
KS. She is also survived by her 10 grandchildren: David (Jennifer) 
Morrissey, Karrina (Craig) Brasser, Richard (Michele) Hahn, Rebecca 
(Mat) McNeal, Kristy (Scott) Nuzum, John (Tina) Conger, Jake Conger 
(Barb Ard), Jana (Joe) Becker, Scott (Jess) Wagner, and Travis (Betsy)

Ann Marie (Pieschl) Swander, 58, of Sylvan Grove, Kansas and formerly of Salina, Kansas, passed away Wednesday, August 25, 2021.&nbsp;

Ann was born October 30, 1962 in Liberal, Kansas.&nbsp; She was the daughter of Michael and Jeanette (Dreiling) Pieschl.&nbsp; She grew up in Salina, Kansas and graduated from Sacred Heart High School.&nbsp; She then attended and obtained a degree from Wichita State University in Dental Hygiene.&nbsp;

Ann was united in marriage to Fred Lee Swander on September 13, 1986 in Salina.&nbsp; This union was blessed with two daughters; Jessica and Molly.&nbsp; They made their home in Salina for over 35 years before moving close to Wilson Lake, her happy place.

Ann was a Registered Dental Hygienist for Dr. Brian Schaulis in Salina for over 30 years.&nbsp; She enjoyed reading, Gumping (mowing), cooking and was a proud Master Angler.&nbsp; Her greatest joy was being able to play with her grandbabies.

Ann’s surviving family include her husband of 34 years, Fred of the home; daughters, Jessica Mader (Gabe) of Lenexa, Kansas and Molly Tormey (Chad) of Valley Center, Kansas; brother, Tony Pieschl (Pat) of Wichita, Kansas; sister, Susan Lynn Anthony of Virginia; three grandchildren, Norah Mader, Declan Mader and Reid Tormey.

Cremation has taken place and a private family service will be held at a later date. Ann Marie Swander

The Reverend Thomas Eugene Hilger, 79, of Lee’s Summit, Missouri, died of 
complications from congestive heart failure on Tuesday, August 3, 2021. 
Tom was born February 21, 1942, in Sterling, IL to Clinton Hilger and 
Mildred “Millie” (Currie) Hilger. Tom graduated from Carthage College in
 1964 with a Bachelor of Arts in Psychology, and from the Lutheran 
School of Theology in Chicago, IL in 1968 with a Master of Divinity. He 
was ordained as a pastor in the Lutheran Church of America on May 27, 
1968, and retired in April 2008. On July 29, 2018, he recognized the 
50th Anniversary of his Ordination, organized lovingly by his late son 
Mike. On December 27, 1964, he married Karen Louise Dotzert of Virginia,
 IL. They met playing clarinet in the college band and shared a love of 
music throughout their entire marriage.

Trinity Lutheran in Utica, IL; Redeemer Lutheran in Plymouth, WI; Faith 
Lutheran in Wichita Falls, TX; St. Paul’s Lutheran and Ware’s Grove

and Fjeldberg Lutheran in Huxley, IA. After retirement, he was interim 
pastor at University Lutheran in Norman, OK; Resurrection Lutheran in 
Yukon, OK; and St. Mark Lutheran in Midwest City, OK. Outside of 
ministry and youth ministry, Tom enjoyed gardening, singing, being a 4-H
 leader, fishing, bowling, and his many beloved dogs. 

Tom is survived by daughter Debbie Hilger 
Blanco (Julio) of Louisville, CO; son Steve Hilger (Sherry) of Lee’s 
Summit, MO; son David Hilger (Jen) of Norman, OK; grandchildren Gabe, 
Brooke, Kathryn, Anna, KyAnne, Max, Jake, Shannon, Nathanael, Matthew, 
and Oliver; a brother, Dan Hilger; brother-in-laws Steve Dotzert (Cindy)
 and John Dotzert (Lois). Tom was preceded in death by his wife, Karen 
Dotzert Hilger; his son, Michael Eugene Hilger; his sister, Jill Nailor;
 and his parents. 

Due to the pandemic, a private family 
memorial service will be held mid-October in Lee’s Summit, MO. Interment
 will take place at Garner Chapel Cemetery in Virginia, IL. In lieu of 
flowers, memorial gifts may be made in Dad’s name to your home 
congregation, or to waysidewaifs.org, a pet rescue organization in 
Kansas City.

 </figure>The Reverend Thomas Eugene Hilger, 79, of Lee’s Summit, Missouri, died of 
complications from congestive heart failure on Tuesday, August 3, 2021. 
Tom was born February 21, 1942, in Sterling, IL to Clinton Hilger and 
Mildred “Millie” (Currie) Hilger. Tom graduated from Carthage College in
 1964 with a Bachelor of Arts in Psychology, and from the Lutheran 
School of Theology in Chicago, IL in 1968 with a Master of Divinity. He 
was ordained as a pastor in the Lutheran Church of America on May 27, 
1968, and retired in April 2008. On July 29, 2018, he recognized the 
50th Anniversary of his Ordination, organized lovingly by his late son 
Mike. On December 27, 1964, he married Karen Louise Dotzert of Virginia,
 IL. They met playing clarinet in the college band and shared a love of 
music throughout their entire marriage. Pastor Tom served the following parishes: 
Trinity Lutheran in Utica, IL; Redeemer Lutheran in Plymouth, WI; Faith 
Lutheran in Wichita Falls, TX; St. Paul’s Lutheran and Ware’s Grove 
Lutheran in Hillsboro, IL; Trinity Lutheran in Hays, KS; Our Lord’s 
Lutheran in Oklahoma City, OK; St. Luke’s Lutheran in Richardson, TX,
