WASHINGTON (AP) — When it comes to reassuring Americans about an&nbsp;<a href="https://apnews.com/hub/economy">economy</a>&nbsp;that's an&nbsp;<a href="https://apnews.com/hub/2022-midterm-elections">election-year</a>&nbsp;challenge for his party, President Joe Biden is telling the country to hold on.

It's a message of patience as voters are buffeted by&nbsp;<a href="https://apnews.com/article/inflation-economy-prices-881c8411bad80180f025e138f0bd444e">persistent inflation</a>, fears of a&nbsp;<a href="https://apnews.com/article/is-us-economy-in-recession-8be54810a122a2f84f0f7b3329ab1c9e">recession</a>&nbsp;and the prospect of&nbsp;<a href="https://apnews.com/article/russia-ukraine-inflation-health-germany-elections-d873521f8b165774de3902439dd5a6ee">rising energy prices</a>&nbsp;in the closing weeks of the campaign season when they will determine the fate of vulnerable Democrats and control of Congress.

The $25 trillion-plus economy is veering in two radically different directions.

Growth has fallen for two straight quarters, raising the specter of recession. But&nbsp;<a href="https://apnews.com/article/biden-technology-democracy-congress-government-and-politics-46c5be6252376e5018163d6647f2cfe8">job gains</a>&nbsp;have rolled on, including 263,000 more in September as a sign of economic health. Nonetheless, the&nbsp;<a href="https://apnews.com/article/us-jobs-report-september-2022-b91e272b3e56b1f70ef558f6029f97c5">latest jobs report</a>&nbsp;sent&nbsp;<a href="https://apnews.com/article/inflation-asia-sydney-tokyo-stock-markets-e2a789a50fddb88881bbd6931a99a134">stocks plummeting</a>&nbsp;Friday on renewed worries that the&nbsp;<a href="https://apnews.com/article/inflation-business-unemployment-8bbad9288d524bf30b2087d79b71597c">Federal Reserve</a>&nbsp;will have to continue aggressive interest rate increases to temper rising consumer prices.

Biden argued that the newest numbers are solid and have slowed in recent months in a way that points toward inflation easing. Major oil-producing countries led by Saudi Arabia and Russia dealt him a “disappointment” with their decision last week to cut production, but the U.S. government forecasts that domestic output should increase by an average of roughly 840,000 barrels a day next year.

“This is the progress we need to see,” the president said. “In the short term, the transition to a more stable growth that continues to deliver for workers and families while bringing inflation down. In the long term, the economy built on a firmer foundation. We still have a lot of work to do. We’re building a different economy than before, a better one, a stronger one.”

Yet polls show Biden consistently with poor marks for his handling of the economy, and people in the United States broadly view the country as headed in the wrong direction.

<a href="https://apnews.com/article/biden-approval-rating-poll-bf41fe8b0016bf8aaf144e7310c6539f">A September poll</a>&nbsp;from The Associated Press-NORC Center for Public Affairs Research found just 38% of those surveyed approve of Biden's economic leadership. Twenty-nine percent of U.S. adults said the economy is in good shape, while 71% say it’s doing poorly. That was better than in June, when 20% said conditions were good and 79% said they were bad.

While Biden is not on the ballot Nov. 8, Democratic candidates are facing relentless criticism from Republicans who want to make the election a referendum on the president's performance. With GOP ads citing inflation and high gas prices, there is growing pressure for the White House to address the public's concerns about the economy before Election Day.

Jason Furman, who led the White House Council of Economic Advisers under President Barack Obama, said the jobs numbers were a political win for Biden, but also a warning of the economic hardship to come as the Fed faces pressure to raise rates to tackle inflation.

“The price level is still high and headline inflation is likely to have picked up every month from July through October due to the dynamics of gas prices,” Furman said. Curtailing that, he said, “unfortunately will take a lot of time, and potentially a lot of pain, for them to succeed.”

<a href="https://apnews.com/article/political-issues-3c8e1dd27e93b995b930035a7ead3cb6">For 99 straight days</a>, the White House highlighted declining prices after their peak in June. But they started ticking up last month, and they have shot up more since OPEC and its partners announced severe production cuts Wednesday.

The U.S. national average is now $3.91 a gallon, according to AAA. That’s below the June high of $5.02, but higher than a month ago ($3.74) and a year ago ($3.27).

At the end of March, Biden ordered the release 1 million barrels of oil a day for six months from the&nbsp;<a href="https://apnews.com/article/russia-ukraine-biden-business-europe-3e1808077371b88ae043c86584763afd">U.S. strategic reserve</a>&nbsp;to help lower prices. The White House now says the administration is weighing further&nbsp;<a href="https://apnews.com/article/biden-business-prices-ae5200310e3d3c0390d9e1cbb3c5a964">releases</a>&nbsp;to offset the OPEC cuts. It has also tried to shame oil companies into&nbsp;<a href="https://apnews.com/article/russia-ukraine-biden-covid-health-f73c882b0664a5d5dd62635a9a65364c">increasing production and cutting their profit margins</a>.

Meanwhile, the Fed expects that bringing inflation closer to the central bank's target of no more than 2% a year —&nbsp;<a href="https://apnews.com/article/inflation-economy-prices-881c8411bad80180f025e138f0bd444e">it was 8.3% higher in September than a year earlier</a>&nbsp;— will require a contraction in the labor market that could put at least a million people out of work.

<a href="https://apnews.com/article/inflation-jerome-powell-unemployment-government-and-politics-96092b0d276a604b3c1e83f44b8e2ec9">Fed officials indicated last month</a>&nbsp;that the unemployment rate would climb next year to 4.4% — up nearly a full percentage point — if inflation were to fall below 3%. The hiring Biden that cheered on Friday might soon give way to losses.

OPEC's production cut could mean that it will be even harder to lower inflation, with more expensive gas requiring the Fed to take more drastic measures to bring down prices, costing even more jobs.

Investment bank Goldman Sachs on Thursday suggested that oil prices will reach $110 a barrel toward the end of this year, compared with its prior forecast of $100 a barrel. That would translate into higher prices at the pump and has given Republicans more evidence to say he's put the economy at risk.

“The president is in denial that America is experiencing a dangerous wage-price spiral that will drive high inflation for years, that we are in stagflation, and that we are either in, or on the verge of, a harsh recession — all that he created by bungling the recovery,” said Texas Rep. Kevin Brady, the top Republican on the tax-writing House Ways and Means Committee.

The top four slots of the Coaches Poll are filled by teams that competed in the NCAA Central Regional last year. After Missouri Southern and Fort Hays State, Nebraska-Kearney was picked third and Missouri Western fourth. All four teams received multiple first place votes, MSSU with six, FHSU with three, UNK with two, and MWSU with three. Central Missouri jumped into the top four mix of the Media Poll, slotted third behind MSSU and FHSU. The trio of schools each received multiple first-place votes, MSSU with 13, FHSU with four, and UCM with three. Roger Hamilton Brent

Rita Mae Buehne, 101, passed away on October 6, 2022. She was born on April 12, 1921, in Schoenchen, Kansas, to Charles and Mary (Basgall) Bieker.

She blessed this world for 101 years with a servant's heart and helping hands. Raised on a farm in Schoenchen, she knew hardship and work as she would rise early to hand milk cows before school. She battled the dust bowl with her family and her stories were heart wrenching.

After leaving the farm she settled in Wichita and chose the nursing profession as her gift to the world. 40 years at St. Francis Hospital with most in the OR, she touched many hearts of patients, physicians, residents, as well as her fellow colleagues.

She met Vincent and had 3 children whom she loved but it was the 11 grandchildren who lit her soul with fire and laughter. Her giving nature did not end with retirement as she faithfully volunteered at the VA becoming famous as "The Donut Lady" as she always brought donuts to the Vets when she worked. Even as the years took a toll on her frail body and she had to reluctantly give up her house that she and Vincent had built, she quickly stole the hearts of the Derby Assisted Living staff, which she shared the final few years with.

Her light was extinguished last Thursday as the Good Lord called her home to Vincent and her family and friends. We will all miss her but we are all better people because of her! Give your folks a special hug today!

She is preceded in death by her parents; and loving husband, Vincent Buehne.

She is survived by her children, Marcie (Larry) Pray, Janice (Mike) Pray, and Steve (Alicia) Buehne; grandchildren, Sam (Zanae) Pray, Mary (Clayton) Berta, Luke Pray, Adam (Megan) Pray, Mathew Pray, Rebecca Pray, Stephanie Pray, Jennifer (Jordan) Serreyn, Jimmie Pray, Brandon (Cerina) Buehne, and Vanessa Buehne; and great-grandchildren, Rowan Buehne, Waylon Pray, Hudson Pray, and Reese Pray.

Visitation will be held from 5-7 p.m. on Thursday, October 13, 2022, at St. Mary's Catholic Church, Derby. A rosary will be held beginning at 7 p.m. at the same location. A Mass of Christian Burial will be held Friday, October 14, 2022, at 10 a.m. also at St. Mary's Catholic Church, 2300 E. Meadowlark Rd., Derby, KS. Committal will follow after fellowship at Resurrection Cemetery, 1640 N. Maize Rd., Wichita.

Daryl Lee Daniels, 76, of Topeka, lost his battle with cancer on October 1, 2022.

He was born in Larned, Kansas on November 2, 1946, and grew up in Scott City, Kansas.&nbsp;

Daryl was honorably discharged from the US Army after a tour in 
Vietnam, where he earned a National Defense, Vietnam Service, Vietnam 
Campaign, and two Army Commendation medals.

He earned a bachelor’s in business administration from Fort Hays 
State University and worked as an accountant for the State of Kansas.&nbsp;&nbsp;

Daryl married Priscilla Sue Boone on October 5, 1985, she survives of the home.

He was a third degree member of the Knights of Columbus, and devout 
Catholic and member of Christ the King Parish.&nbsp; After retiring he liked 
to travel and spend time with his family.

Daryl is also survived by his brother, Ron Daniels (Priscilla) of 
Great Bend; stepchildren, Karen Grayson (Mark) of Topeka, and Shawn 
Cowing (Angela) of Olathe, and children, Darin Daniels and Diana 
Daniels.

He enjoyed his five grandchildren, Patrick and Noah Weible, Mikayla 
Dixon, and Alex and Harper Cowing, and his four great grandchildren, 
Brady Charlotte, Addison, and Jaxon.

The family will be having a private celebration of life.

Hastings resident Curtis “Curt” L. Rehbein, 78, passed away Thursday,
 October 6, 2022, following a short battle with cancer at the Mary 
Lanning HealthCare in Hastings, Nebraska.

Family Graveside Service is 10:30 AM, Friday, October 14, 2022, at 
Sunset Memorial Gardens in Hastings, Nebraska. Memorial Gathering will 
be from 1:00 PM to 3:00 PM, Friday, October 14, 2022, at First United 
Methodist in the basement fellowship hall. DeWitt Funeral Home and 
Cremation Service is taking care of arrangements.

Memorials may be directed to his family for a later designation.

Curt was born July 7, 1944, in Fremont, Nebraska to Wilmer and 
Clarabelle (Emory) Rehbein. He grew up on a farm outside of Lyons, 
Nebraska and graduated from Lyons High School with the class of 1962. 
Curt married his high school sweetheart, Beverly A. Carlson on December 
23, 1964, in Lyons, Nebraska. He served in the United States Air Force 
from 1962 to 1966 in the security service. Curt and Bev had lived in 
numerous cities (Great Bend, KS, Lincoln, NE, Fremont, NE and Omaha, NE)
 before settling in Hastings, Nebraska where he worked for over 20 years
 at Metz Bakery, retiring in 2005.

Curt cherished his family, he enjoyed going to his kids and grandkids
 activities. He liked camping, woodworking, animals, and watching 
Nebraska football and volleyball.

Curt is survived by his wife of 57 years, Beverly Rehbein of 
Hastings, NE; children, Diane (Scott) Scheffert of Watertown, SD, Deb 
(Don) Mazour of Lincoln, NE, Dan (Michelle) Rehbein of Hastings, NE, 
Donita (Randy) Saathoff, and Doug (Katie) Rehbein all of Lincoln, NE;

Georgiana Magdalen Herrman, 84, passed away October 8, 2022, at&nbsp;Lamar
 Court Assisted Living, Overland Park, KS. She was born on February 2, 
1938, in rural Rush County, Kansas, to Isidore &amp; Albertina 
(Legleiter) Herrman. She married Francis A. Herrman on August 24, 1956, 
at Liebenthal. He died January 22, 1990.

&nbsp;A Great Bend, KS resident for over 60 years, Georgiana recently 
moved to Overland Park.&nbsp; She was a member of Prince of Peace Parish at 
St. Patrick Catholic Church and Altar Society. She was an avid reader 
and was always up to date on the current news and events. Georgiana 
enjoyed traveling with her children in her later years. She loved 
playing bingo, Scrabble, cards, and board games while spending time with
 her family.

Survivors include her children, Karen Knowles and husband Joe 
(Arvada, CO), Dana Konda and husband Virgil (Spearville, KS), Floyd 
Herrman and wife Susie (Overland Park, KS), Patricia “Trish” Miller 
(Wichita, KS), Janet Mullins and husband John III (Dripping Springs, TX)
 and Michelle Haetten and husband Todd (West Melbourne, FL); a brother, 
William “Bill” Herrman and wife Lucy (LaCrosse, KS), a sister, Mary 
Catherine Dreher (Plainville, KS); seven grandchildren, Cade Olson, 
April Crockett, Matt Konda, John Mullins IV, Marissa Mullins, Korynn 
Haetten, Caleigh Haetten and five great-grandchildren. She was preceded 
in death by her parents; her ex-husband, Francis A. Herrman; a son, 
Dennis Herrman; a brother, Mike Herrman; and three sisters, Viola 
Depperschmidt, Lillian Leiker and Henrietta Haselhorst.

There will be no visitation as cremation has taken place. Mass of 
Christian Burial will be held at 10:30 a.m., Thursday, October 20, 2022,

Parappanattu presiding. Inurnment will be in Hillcrest Memorial Park in 
Great Bend.

The benchmark Nymex crude futures contract gained another $4 Friday to settle at $92.64 per barrel. Prices are up nearly $16 a barrel in the last two weeks. In lunchtime trading Monday, prices were down slightly, but WTI was trading over $92 and London Brent was over $97 a barrel. Kansas prices were up more than $4 a barrel Friday. The so-called OPEC+ crude exporters announced they would cut output by two million barrels per day, sounding alarm bells for inflation-hawks and poll-watchers worried about gasoline prices. Some analysts point out the cartel has been unable to reach its own production quotas since the pandemic. Some lawmakers are once again touting the so-called "NOPEC" Act and other efforts to rein in the cartel. The auto club AAA says rising gasoline demand paired with diminishing supplies have fueled a big bump in pump prices. The national average is over $3.91 a gallon, up 12 cents from a week ago. Average prices Monday range from $6.33 in California, down a nickel from a week ago, to $3.25 in Mississippi, which is 20 cents higher. The average across Kansas is $3.51 a gallon, a jump of more than 11 cents in seven days. According to the Energy Information Administration, gasoline demand increased nationally from 8.83 million to 9.47 million barrels per day last week, and total domestic gasoline stocks decreased by 4.7 million barrels. State regulators report slight increases in local and statewide crude output. Operators here have pumped more than 11.5 million barrels through May, the latest numbers available from the Kansas Geological Survey.&nbsp; That's over 76,000 barrels per day compared to just over 75,000 a year earlier. Barton County output is just under 4,000 barrels per day with production of 596,000 barrels through May. Ellis County pumped 905,000 barrels, or nearly 6,000 barrels per day. Russell County output through May stands at 545,000 barrels, or 3,600 barrels per day.&nbsp; The tally in Stafford County is 383,000 barrels or 2,500 barrels per day. Kansas regulators report 161 new intent-to-drill notices across the state last month, including three in Barton County, five in Ellis County, one in Russell County and five in Stafford County. So far this year, the Kansas Corporation Commission reports 1,342 new intents, compared to 868 through September of last year. Drilling activity in Kansas is up 55% compared to last year at this time but down slightly for the week. The Rig Count in Kansas is down one east of Wichita and down one in the western half of the state. Drilling was underway Friday on one lease in Stafford County, and was about to resume on one lease in Ellis County and one in Stafford County. Independent Oil &amp; Gas Service reports 1,196 wells spudded so far this year, up 425 wells from last year. They're scouting 489 wells currently being drilled or completed.&nbsp; Regulators okayed new drilling locations in Barton, Ellis and Stafford counties last week. Among the 48 new permits statewide, 39 are east of Wichita and ten in Western Kansas. Kansas operators completed 28 new wells last week, according to Independent Oil &amp; Gas Service, with 13 in eastern Kansas and 15 west of Wichita. The list includes two new wells in Barton County and one each in Russell and Stafford counties.&nbsp; State regulators in New Mexico and Texas reach common ground on wells that cross their common border. Officials are hailing a landmark development involving a landmark oil deposit, the Permian Basin. A Memorandum of Agreement will govern the development, operation, and maintenance of wells that cross their shared border and produce minerals from each state. The MOA will help them allocate millions of dollars in production from such wells, and will help enforce regulations in both state. U.S. crude production last week reached 12.035 million barrels per day, an increase of 1,000 barrels per day from a week ago. The government reports current output is more than 600,000 barrels per day higher than for the same week last year. U.S. Crude inventories dropped by 1.4 million barrels last week. The Energy Information Administration reported stockpiles of just over 429 million barrels as of September 30. That's three percent below the five-year seasonal average. Gasoline inventories dropped by nearly five million barrels and are about nine percent below the five-year average. EIA reports domestic crude imports last week dropped nearly half a million barrels to 5.9 million barrels per day. The four week average is roughly 2.6 percent lower than a year ago. Oil-by-rail traffic in the U.S. was up six percent in the week through October first. The Association of American Railroads reports 10,449 tanker carloads, up more than 1,000 tankers from the week before and more than six percent higher than the same week a year ago. Canadian traffic was is up two percent over last year, posting an increase of 42 carloads week over week.

In lunchtime trading Monday, prices were down slightly, but WTI was trading over $92 and London Brent was over $97 a barrel. Kansas prices were up more than $4 a barrel Friday. The so-called OPEC+ crude exporters announced they would cut output by two million barrels per day, sounding alarm bells for inflation-hawks and poll-watchers worried about gasoline prices. Some analysts point out the cartel has been unable to reach its own production quotas since the pandemic. Some lawmakers are once again touting the so-called "NOPEC" Act and other efforts to rein in the cartel. The auto club AAA says rising gasoline demand paired with diminishing supplies have fueled a big bump in pump prices. The national average is over $3.91 a gallon, up 12 cents from a week ago. Average prices Monday range from $6.33 in California, down a nickel from a week ago, to $3.25 in Mississippi, which is 20 cents higher. The average across Kansas is $3.51 a gallon, a jump of more than 11 cents in seven days. According to the Energy Information Administration, gasoline demand increased nationally from 8.83 million to 9.47 million barrels per day last week, and total domestic gasoline stocks decreased by 4.7 million barrels. State regulators report slight increases in local and statewide crude output. Operators here have pumped more than 11.5 million barrels through May, the latest numbers available from the Kansas Geological Survey.&nbsp; That's over 76,000 barrels per day compared to just over 75,000 a year earlier. Barton County output is just under 4,000 barrels per day with production of 596,000 barrels through May. Ellis County pumped 905,000 barrels, or nearly 6,000 barrels per day. Russell County output through May stands at 545,000 barrels, or 3,600 barrels per day.&nbsp; The tally in Stafford County is 383,000 barrels or 2,500 barrels per day. RILEY COUNTY—Law enforcement authorities are investigating a registered sex offender on multiple charges after a weekend arrest.

On October 7, police arrested Cedrick Wilson, 41, of Manhattan for aggravated burglary, possession of an opiate, lewd and lascivious behavior, and violation of offender registration, according to the Riley County Police Department activity report.

 The aggravated burglary charge stems from an October 6, 2022, incident when it was reported Wilson entered a 29-year-old woman's residence in the 2000 block of Hayes Drive and exposed himself in front of her.

The lewd and lascivious behavior charge stems from an October 2, 2022, incident. when it was reported Wilson masturbated inside the Bourbon and Baker restaurant, 312 Poyntz in Manhattan.

The possession of an opiate charge stems from Wilson being found in possession of an opiate during his arrest on October 7.

The violation of offender registration charge comes from the incidents at the restaurant and at the woman's residence.&nbsp; They are violations of his offender registration, according to the RCPD.

Wilson has a 1997 conviction for rape and indecent exposure in Oklahoma involving a 16-year-old victiim, according to the sex offender registry.

Wison remains confined in the Riley County Jail on a total bond of $60,000.

Corey was united in marriage to Mandy Baumgartner on June 14, 1997, in Phillipsburg.

KANSAS CITY (AP) — By pardoning Americans with federal convictions for marijuana possession, President Joe Biden said he aimed to partially redress decades of anti-drug laws that disproportionately harmed Black and Latino communities.

While&nbsp;<a href="https://apnews.com/article/biden-marijuana-government-and-politics-2d5e3d9e2cfbbbe3ee114536738894a8">Biden’s executive action</a>&nbsp;will benefit thousands of people by making it easier for them to find housing, get a job or apply to college,&nbsp;<a href="https://apnews.com/article/videos-8409d61e21ab4864a242d1d9650c246c">it does nothing to help</a>&nbsp;the hundreds of thousands of mostly Black and Hispanic Americans still burdened by state convictions for marijuana-related offenses, not to mention the millions more with other drug offenses on their records.

Advocates for overhauling the nation’s drug laws are hopeful that Biden’s pardons lead state lawmakers to pardon and expunge minor drug offenses from people’s records. After all, they say, dozens of states have already decriminalized cannabis and legalized it for a multibillion-dollar recreational and medicinal use industry that is predominantly white-owned.

“We know that this is really the tip of the iceberg when it comes to people who are suffering the effects of (past) marijuana prohibition,” said Maritza Perez, director of federal affairs at the Drug Policy Alliance, a nonprofit organization pushing for decriminalization and safe drug use policies.

The decades-long “war on drugs,” a sweeping federal legislative agenda that Biden championed as a U.S. senator and that was mirrored by state lawmakers, brought about mass-criminalization and an explosion of the prison population. An estimated tens of millions of people have had a marijuana-related arrest on their record since 1965, the vast majority of them stemming from enforcement by local police and state prosecutors.

But as many law enforcement officials like to point out, the majority of people who serve long sentences for marijuana-related offenses were convicted of more serious charges than possession, such as a weapons count or the intent to sell or traffic the drug on a larger scale. Such factors are typically how a case moves into federal territory versus state prosecution.

Still, reform advocates counter that many of them aren’t violent drug kingpins.

A 2021 Associated Press review of federal and state incarceration data showed that between 1975 and 2019, the U.S. prison population jumped from 240,593 to 1.43 million people. Of them, about 1 in 5 were incarcerated with a drug offense listed as their most serious crime.

The passage of stiffer penalties for crack cocaine, marijuana and other drugs in the 1990s helped to triple the Black and Hispanic incarceration rates by the year 2000. The white incarceration rate only doubled.

And despite state legalization or decriminalization of possession up to certain amounts, local law enforcement agencies continue to make more arrests for drug possession, including marijuana, than any other criminal offense, according to FBI crime data.

The president’s pardon of more than 6,500 Americans with federal marijuana possession convictions, as well as thousands more with convictions in the majority-Black city of Washington, captures only a sliver of those with records nationwide. That’s likely why he has called on state governors to take similar steps for people with state marijuana possession convictions.

“While white and Black and brown people use marijuana at similar rates, Black and brown people have been arrested, prosecuted and convicted at disproportionate rates,” Biden said Thursday. “Just as no one should be in a federal prison solely due to the possession of marijuana, no one should be in a local jail or state prison for that reason, either.”

With the president’s unambiguous acknowledgement of racial inequity in marijuana enforcement, drug law reform advocates and those with convictions now see an opening to push for far more remedies to the harms of the war on drugs.

Weldon Angelos, whose 2003 federal case for selling $300 worth of marijuana to a confidential informant in Utah got him sentenced to 55 years in prison, said he knows many people who will benefit from the president’s pardon. But there are also many more who will not, he said.

“I feel like this is a first step of (Biden) doing something bigger,” said Angelos who, after serving 13 years in prison, received presidential clemency and a pardon during the Obama and Trump administrations. He is now a drug law reform activist.

Felony cannabis cases like his also deserve consideration, Weldon said. Biden’s pardon does not cover convictions for possessing marijuana with an intent to distribute, which could further widen the scope of people receiving relief by tens of thousands.

Enacting a law that clears a person’s federal drug record, similar to what has been offered in nearly two dozen states where marijuana has been decriminalized or legalized recreationally, would make the conviction invisible to companies and landlords doing criminal background checks, he said. Even with the federal pardon, Weldon’s record is still visible, he said.

“There’s a lot more that needs to be done here, if we really want to unwind the effects, and the racist effects, of the war on cannabis,” Weldon said.

Some advocates believe the country should consider clearing more than just marijuana records. In the 1990s, Marlon Chamberlain was a college student in Iowa when he learned that his then-girlfriend was pregnant with his eldest son. He began using cannabis to cope with the anxiety of becoming a young father and, soon after, started selling the drug.

“My thought was that I would try to make enough money and have the means to take care of my son,” said Chamberlain, a 46-year-old Chicago native. “But I got addicted to the lifestyle and I graduated from selling weed to selling cocaine.”

Chamberlain said he had a slew of state charges for marijuana possession between the ages of 19 and 25. But it was a federal case for crack cocaine, in which authorities used his prior marijuana arrests to enhance the seriousness of their case, that upended his life. Chamberlain was sentenced to 20 years in prison before the punishment was reduced to 14 years under the Fair Sentencing Act that narrowed the sentencing disparity between crack and powder forms of cocaine. Even though he will not benefit from Biden’s marijuana pardon, Chamberlain sees it as an opportunity to advocate for the elimination of what he calls the “permanent punishments,” such as the difficulties in finding a job or housing that come with having a past drug offense.

“We need to be thinking about building out durable reparations campaigns centered around cannabis legalization,” he said. “I think oftentimes we end up just fighting for the pardons and the expungements, and we leave out the economic component.”

Of them, about 1 in 5 were incarcerated with a drug offense listed as their most serious crime.The passage of stiffer penalties for crack cocaine, marijuana and other drugs in the 1990s helped to triple the Black and Hispanic incarceration rates by the year 2000. The white incarceration rate only doubled.And despite state legalization or decriminalization of possession up to certain amounts, local law enforcement agencies continue to make more arrests for drug possession, including marijuana, than any other criminal offense, according to FBI crime data.The president’s pardon of more than 6,500 Americans with federal marijuana possession convictions, as well as thousands more with convictions in the majority-Black city of Washington, captures only a sliver of those with records nationwide. That’s likely why he has called on state governors to take similar steps for people with state marijuana possession convictions.“While white and Black and brown people use marijuana at similar rates, Black and brown people have been arrested, prosecuted and convicted at disproportionate rates,” Biden said Thursday. “Just as no one should be in a federal prison solely due to the possession of marijuana, no one should be in a local jail or state prison for that reason, either.”With the president’s unambiguous acknowledgement of racial inequity in marijuana enforcement, drug law reform advocates and those with convictions now see an opening to push for far more remedies to the harms of the war on drugs.Weldon Angelos, whose 2003 federal case for selling $300 worth of marijuana to a confidential informant in Utah got him sentenced to 55 years in prison, said he knows many people who will benefit from the president’s pardon. But there are also many more who will not, he said.“I feel like this is a first step of (Biden) doing something bigger,” said Angelos who, after serving 13 years in prison, received presidential clemency and a pardon during the Obama and Trump administrations. He is now a drug law reform activist.Felony cannabis cases like his also deserve consideration, Weldon said. Kathleen Marie (Lantz) Zelenka, of Wilson, Kansas, passed away on October 7, 2022, at the Topeka Veterans Affairs Medical Center in Topeka, Kansas. She was born on December 31, 1963, to Frank and Gwen (Hurst) Lantz in&nbsp;Price Carbon, Utah. She was married to Timothy L. Zelenka on October 25, 1986,&nbsp;in Bunker Hill, Kansas. They were blessed with one son, James.

Kathleen graduated from Dorrance High School in 1982&nbsp;and joined the Army National Guard in 1985; she went into active duty from November 1990 to&nbsp;July 1991&nbsp;and was honorably discharged in 2013. She worked as the manager for the service oil station north of Wilson for 30 years. She was a lifetime member of the American Legion Post 262,&nbsp;Wilson.

Kathleen enjoyed fishing, camping,&nbsp;lake-time, jet-skiing,&nbsp;and gambling. She was very outgoing, loved people,&nbsp;and loved to dance&nbsp;– which she and Tim did a lot. Kathleen loved to shop, especially for others, and&nbsp;loved her family;&nbsp;her grandbabies were her life.

<a></a>Kathleen was a woman of great character, strong values, and deep love for family and friends. &nbsp;<a></a>Although she will be greatly missed, her love and influence will remain in the hearts and lives of us all. Carole A. Thompson, the daughter of Wayne and Lucille (Grauerholtz) 
Schoeni, was born on May 19, 1942, in Smith Center, Kansas. She passed 
away on October 8, 2022, at the Brodstone Healthcare at Superior, 
Nebraska at the age of 80 years, 4 months, 19 days.

Carole was proud to be the Drum Majorette for two years at 
Kensington, Kansas High School for the Gold Bugs Marching Band. She 
spent 30 years as a hairdresser, after graduating from Salina, Kansas 
Beauty Academy, even owning her own shop at one time. She traveled to 
other towns to help beauticians in neighboring communities, when she was
 needed. Bowling was a favorite competitive sport for her and she 
qualified for and participated in state bowling for several years. She 
was involved in United Methodist Women group and served as President, 
for many years. She earned Worthy Matron of the Eastern Star 
Organization, something else she was very honored to achieve. 
Volunteering was so important to Carole and she chose to share her time 
at the Vestey Center, where she helped care for so many friends and 
community members, including her late Mother-in Law, Athelda.

Throughout so many happy years, her and Eldon enjoyed various 
card clubs, going fishing, and crop tours during the fall. Attending 
many of their Grand Daughter, nieces, nephews and family friends’ 
children’s’ events including proms, concerts, plays, sporting events and
 other school activities. In recent years, she became quite supportive 
of Eldon’s trap shoots. She waited all day long, just to meet him at the
 back door, to see how well he did. She accepted and guarded all of his 
trophies and was quick to share with anyone who wanted to see them. 
Throughout their wonderful years of marriage, Eldon was always with 
Carole and Carole was always with Eldon. They celebrated their 60th 
wedding anniversary and Carole’s 80th birthday in May of this year, with
 a big celebration, attended by so many friends, in Superior. A special 
past time for Carole and Eldon was making their annual Arizona trip, 
where they formed a community of friends, who they keep in touch with, 
on a regular basis, to this day.

One of Carole’s pride and joys was her self-named ‘Bird Feed’ 
where she baked up all of the chukar and pheasants Eldon and Jon or 
other friends had shot. The menu was always the same. Bird, rice, mashed
 potatoes, gravy, green beans with onion and bacon. She finished it off 
with her amazing chocolate sheet cake, which we still don’t have the 
secret ingredient for. Many of the people in this room have experienced 
that feast, which says everything about the type of woman she was.

One of the largest parts of the Thompson family life was the Jon
 Thompson Racing Team, car #75. Carole and Eldon never missed a race and
 she could be found sporting her team tee shirt, with her stop watch, 
pen and tiny note pad, taking it all in. The team won the Modified 
National Title in 2002, which was one of Carole’s grandest memories. Her
 Pallbearers today, were all a part of the pit crew, at some time, which
 is exactly what she would have wanted, since she considered each of 
them, one of her sons.

Carole was preceded in death by her parents Wayne and Lucille; sister Jan Zeigler and her in-laws Robert and Athelda.

She is survived by her husband Eldon; sons Chris and Jon (Joni 
Heiland) of Superior, Nebraska; siblings Rita (Lloyd) Kleinschmidt of 
Agra, Kansas; Cheryl Gibbs; Arden Schoeni of Arlington, Texas; 
granddaughter Jasmine (Tristan Stock) Thompson of Elm Creek, Nebraska; 
nieces, nephews, other relatives and a host of friends.

Sandra "Sandy" Jean Linenberger, of Salina, Kansas, passed away October 6th, 2022 at the age of 58.

She
 is survived by her husband, David Linenberger; her children, Jason 
(April) Augustine, Nathan Augustine, and Christian (Meagan) Linenberger;
 step-children, Jason Linenberger, Alysha (Cary) Jones; her 
grandchildren, Hunter, Brooklyn, Mason, Conner, and Brinley; her sisters
 Kim (Jeff) Dechant, Jackie (Chad) Ruder; her father Don Leikam; and her
 beloved dog, Sadie. She is preceded in death by her mother Shirley 
Leikam.

Sandy was born December 20th, 1963 in Hays, 
Kansas to Don and Shirley Leikam. On April 13, 1991, she was united in 
marriage to David Linenberger.

Sandy was a devoted wife, mother and grandmother. She enjoyed painting, reading, and mostly spending time with her family.

Sandy's
 family and friends will gather Wednesday, October 12th from 4-7 pm for a
 viewing at Carlson-Geisendorf Funeral Home in Salina, Kansas.

A
 funeral service will be held Thursday, October 13th, at 10:30 am with a 
Rosary beginning at 10 am. It will be held at St. Elizabeth Ann Seton 
Catholic Church in Salina, Kansas. Father Keith Weber will officiate.

NWS: Unseasonably warm Tuesday with chance of rain on the way

Lavonne Kay Horchem, 91, died peacefully in her sleep on October 6, 
2022, at Meadowlark Senior Living in Manhattan, Kansas.&nbsp; She was born on
 September 20, 1931, at home in Utica, Kansas, the daughter of Ephriam 
“Pete” Gerald and Martha Matilda (Schwindt) Bernbeck.

She graduated from Utica High School and Kansas State University.

She married Richard “Dick” Gayle Horchem on August 16, 1953, in the 
First Christian Church in Utica.&nbsp; They made their home in Ness City, 
Kansas, where they raised their three sons.

Kay taught in the Ness City School District for many years. She was 
active in various community organizations and supported numerous 
charities over the years.

Kay is survived by two sons, Brad (Cindy) Horchem, Manhattan, Kansas,
 and Todd (Brenda) Horchem, Ness City; four grandchildren, Travis 
Horchem, Newton, Kansas; Megan (George) Heyns, Kansas City, Missouri; 
Kali (Mark) Solomon, Wichita, Kansas; and Jana Horchem, Englewood, 
Colorado; and five great-grandchildren, Aiyana, Adijah, and Ajani 
Solomon and Van and Vivian Horchem.

In addition, she is survived by two sisters, Elvira Kilroy, Nokomis, 
Florida and Wanda McKenzie, Gold Canyon, Arizona; one brother, Gary 
(Anita) Bernbeck, Grand Junction, Colorado; a sister-in-law, Linda 
(Terry) Claycamp, Hays, Kansas; and many nieces and nephews. Petros 
Levis joined the family as an exchange student from Greece during his 
senior year of high school. Petros and his wife, Ann, Denver, remain a 
part of the family.

She was preceded in death by her parents, her husband, a son, Craig Horchem, and two brothers, Don Bernbeck and Gerald Bernbeck.

In lieu of flowers, the family requests that memorial donations be 
made to the Ness County Bank Building Foundation, St. Jude Children’s 
Research Hospital or any organization of the donor’s choice. Memorials 
may be sent to Fitzgerald Funeral Home, Ness City.

A graveside memorial service will be held at 1:30 p.m. on Friday, October 14, 2022, at the Ness City Cemetery.

SEDGWICK COUNTY —Law enforcement across Kansas are mourning with the Sedgwick County Sheriff's office after 22-year-old deputy&nbsp; Sidney Carter died in an accident just after 9:30p.m. Friday.&nbsp;

A 2016 Dodge Charger driven by Deputy Carter of Bel Aire was southbound on 135th Street at 29th Street north one mile west of Northwest Wichita and Maize responding to a disturbance, according to Sheriff Jeff Easter. 

A westbound 2020 Jeep Grand Cherokee driven by Kelvin W. Burgett, 28, Prescott Valley, Arizona, failed to stop at a stop sign and struck the drivers side of the Dodge Charger, according to the Kansas Highway Patrol.

 Deputy Carter was pronounced deceased at the scene. EMS transported Burgett to a local hospital.

Deputy Carter had only worked in the field alone for a week, according to Sheriff Easter. She began field training this summer and completed that training Oct. 1.&nbsp;

Deputy Carter had served the Sedgwick County Sheriff’s Office for one and a half years in the Sedgwick County Detention Facility before transferring to the Law Enforcement Bureau in February 2022. She graduated the Law Enforcement Academy on July 21, 2022.&nbsp;

Deputy Carter is survived by her parents, sisters and brothers. The sheriff's office is working with the family on funeral arrangements, according to Sheriff Easter.
