Sherri Ann McIntosh was born February 09, 1964 in Hays, KS to Joan 
(Schmid) McIntosh and Francis McIntosh and passed away in Lawrence, KS 
on March 28, 2020 at the age of 56. 


Sherri spent her early years attending several area special needs 
schools in KS and TX and graduated from R. L. Turner High School in 
Carrollton, TX.  Sherri’s life challenges confined her to a wheelchair 
her entire life but never diminished her huge smile. 


Sherri had a huge personality in which she captivated everyone with her 
smile.  She loved her family, her dog “Bailey”, her caregivers, going 
out for coffee, music (especially "Sherry Baby" by Frankie Valli and the
 Four Seasons, Kansas Jayhawks, getting her nails painted blue and 
especially home visits. 


She is survived by her mother Joan and husband Pete Pickett of McLouth, 
KS; her sister Lynette and husband Mike Martin of Lewisville, TX; father
 Francis McIntosh; special niece Rachel Venn and husband Jason and their
 sons Caden and Grayson; and other loving relatives, include aunts and 
uncles and a host of cousins, nieces, nephews, caregivers and friends. 


Due to the current world virus crisis a private burial will be held 
Wednesday April 01, at the Fairview Cemetery in Atwood, KS.  A 
Celebration of Life will be held at a date to be determined. Memorials 
may be made to United Cerebral Palsy or the National Epilepsy Foundation
 and can be sent in care of Baalmann Mortuary, P.O. Box 391, Colby, KS

Whether it is planning for childcare of the very young, keeping school aged students on task in the weeks ahead, or juggling a new work at home schedule, there is much to consider. This is new territory and something I never imagined we would be discussing.&nbsp;

Thankfully K-State Research and Extension is looking at these challenges as opportunities for our statewide network of educators to share unbiased, research-based information and expertise on issues important to Kansans. As in any disaster or emergency, I want to remind you that it is important to get information from official sources. We are adding pertinent information to our Cottonwood website and our FaceBook page often. The Kansas Department of Health and Environment, Centers for Disease Control and Prevention, and the World Health Organization are all trusted websites that are being updated often during this uncertain time.

Our offices in Great Bend and Hays remain open but we are asking that you call first to determine if a face-to-face contact is necessary or if we can help you through the use of technology. Our meetings and workshops that were scheduled through May 16 are canceled or being carried out through Zoom technology. Watch our website as some may be rescheduled.&nbsp;

The great news in all of this is that Walk KS has not been cancelled! Whether you have joined a Walk KS team or not, I would encourage each of you to build time into your schedule for 30 minutes or more of exercise each day. This will be an important strategy to help you maintain fitness and a positive attitude. I’m looking at pushing our celebration of the Walk KS program back a week, to May 19. I’ll keep you posted.

KRUG: Update on Extension programming

Wilmer “Mike” Leroy Michel of Hays, Kansas, passed away Thursday, March 5, 2020, at Homestead Assisted Living in Hays at the age of 93.&nbsp; 

He was born April 20, 1926, to George and Alvina (Reinhardt) Michel at the family farmstead in Russell County Kansas. He attended country school until 8th grade then attended Russell HS graduating in 1944.&nbsp; After helping his Dad with wheat harvest, he left for World War 11 serving in the Army in the Philippines and Japan.&nbsp; He was married to Dora Lee Fern (Dumler) on June 8, 1947, in Russell.

After returning and getting married, Wilmer had several different jobs including working on the family farm, oil field work, selling cars and working for Palmer Oil Co. in Russell until moving his family to Norcatur, KS on September 5, 1950.&nbsp; On September 11, 1950, he was appointed distributor for Standard Oil Co. doing business as Michel Gas Co.&nbsp; It was later changed to Michel Oil and Gas, Inc.&nbsp; 

He said that was one of the best times of his life raising his family, having a job that he enjoyed, and serving the people of the Norcatur area.&nbsp; He sold his business to his son-in-law in 1986 and then moved to Hays in 1987.&nbsp; He was a member of the First United Methodist Church in Hays and the Norcatur Methodist Church.&nbsp; 

Wilmer enjoyed doing yard work; spending time at the lake with family; loving, playing with and watching his grandchildren and great grandchildren grow; and exploring the US, Canada, and Mexico with Dora in their RV.&nbsp; For almost 2 years he resided at Homestead which was a blessing to him to be surrounded by such wonderful, loving people. &nbsp;

He is survived by four daughters: Connie O’Hare (Roger) of Grove, OK; Vicky Showman (Randy) of Dora, MO; Karen Bailey (Chris) of Jennings, KS; and Cathy Pfeifer (Galen) of Hays, KS; Grandchildren: Patrick (Wendy) O’Hare, Michel (Jennifer) O’Hare, Kelly Showman, Derek Showman, Marcus Showman, Danielle (Kurt) Weidauer, Andrea (Gabe) Bromm, Denton (Stephanie) Bailey, Ryan (Sarah) Pfeifer, Aaron (Brendan) Pfeifer, Taylor (Hannah) Pfeifer, Justin Pfeifer. Great grandchildren: Connor O’Hare, Landon O’Hare, Kaden O’Hare, &nbsp;Evan (Megan) Gronau, Avery Gronau, Andrew Showman, Ethan Showman, Joslyn Showman, Paisley Showman, Will Weidauer, Isabelle Weidauer, Brody Bromm, Layne Bromm, Wyatt Bromm, Scarlett Bailey, Adelyn Bailey, Sophia Pfeifer, Miles Pfeifer, Jase Pfeifer, Addie Pfeifer, a great grandchild due in September, and great-great grandchild Maggie Gronau.&nbsp;

In addition to his parents, Wilmer was preceded in death by his wife Dora Lee of 61 years, infant son Steven Leroy, brothers Paul, Leon and Donald, and one sister Esther.

Graveside Services will be held at a later date in Norcatur, Kansas.&nbsp; Memorial contributions may be made to Homestead Assisted Living of Hays, and to the Norcatur Cemetery/Avenue of Flags. &nbsp;&nbsp;

KS Rep. Party campaign training in Hays

The Logan Intergenerational Family Education Center recently announced a contribution of $200,000 toward its local fundraising drive. Kenneth "Kenny" and Dena Vehige, Hays, finalized their generous contribution this month. 

The Vehiges, who were both raised in Logan, have been strong supporters of the USD 326 school district for many years with their yearly donation of interest accrued from a sizable CD established locally. They requested that the CD remain in place to continue the yearly donation, but then showed their support for the upcoming LIFE project with their considerable contribution. 

“We are willing for our contribution to be public because we feel this is important.&nbsp; We hope this encourages others who love and support Logan to give to this project,” Kenny Vehige said.

The LIFE Center Volunteers hope that this generous donation helps kickstart the group’s local fundraising.&nbsp; 

“Our community came through with some initial donations to hire our grant writer and some fundraising help,” said Brien Stockman, LIFE Project Volunteer. That first informal round of fundraising succeeded in raising more than $100,000 to go toward the project.&nbsp; 

He continued, “We now need people to help us get moving with our major fundraising drive. This amazing show of support from the Vehige’s will hopefully be the jump start we need to reach our local fundraising goal of $1.25 million.&nbsp; You’ll be hearing a lot more about it in the next few weeks.” 

The LIFE Center project was awarded a matching grant of $7.5 million by Dane G. Hansen Foundation last year. The remaining funds are hoped to be raised through local fundraising, grants, and corporate sponsors.&nbsp; 

“Every donation shows potential donors and foundations that our community supports this project. That local buy-in and support is what will help us convince the other major foundations to follow through and support this project with the remaining funds we need.”&nbsp; Stockman said.&nbsp;

The LIFE Center project is a unique conceptual idea that will integrate several community facilities into one structure. The basic elements of this facility would include a new 36-bed&nbsp; nursing home facility based on the smallhouse design concept (much like the “Green House Project”, a new Pre-K through fourth-grade elementary school, a new accommodating gymnasium with associated locker room complex (which would also serve as a community storm shelter, a weight room and wellness facility, a community room, and a gathering place which will be open and available to the public. 

“The purpose of connecting these facilities and placing it all near the ABC Daycare is to create a true intergenerational experience that supports the very youngest to the eldest members of our community and encourages interaction,” said Max Lowry, Logan Community Development Foundation President and LIFE Project volunteer.

Hays couple's donation will help fund new Logan LIFE Center

Staff from Fort Hays State University’s Kansas Academy of Mathematics and Science will host six free information sessions across the state for interested students and families in March and April.



The Academy offers high school juniors and seniors an opportunity to live and learn at Fort Hays State University and get a head start on their college educations.

KAMS is an early college program that focuses on advanced mathematics and science coursework. While studying at KAMS, students live on the FHSU campus in a select residence hall with other Academy students from
 around the world. Over the course of two years, students complete over 60 hours of college credit and complete their high school diploma. These college classes are taken alongside traditional college undergraduates and taught by college professors while simultaneously
 contributing to their high school graduation requirements. KAMS also provides hands-on research, leadership, and civic engagement opportunities.

The Academy offers high school juniors and seniors an opportunity to live and learn at Fort Hays State University and get a head start on their college educations.&nbsp;

KAMS information sessions set to begin next month across Kan.

At the invitation of&nbsp;President Trump, I attended a ceremony at&nbsp;the White House&nbsp; for the signing of S. 153, the Supporting Veterans in STEM Careers Act.


This bill will promote veteran involvement in STEM education, computer science, and scientific research through better integration of veterans issues within existing National Science Foundation programs and improved
 program coordination across multiple federal agencies.

I'm grateful and honored to have been invited to join the President and I look forward to continuing to work with this Administration to make sure that our veterans have access to resources and opportunities to
 help them thrive as they transition back to civilian life.&nbsp;

FRC Action&nbsp;President&nbsp;Tony Perkins&nbsp;presented me with the “True Blue” award for my 100% voting record on conservative, pro-life, and pro-family legislation. I came to Congress to represent traditional Kansas values and I will forever remain rock solid in the fight to protect life and uphold faith, family, and freedom. As a Christian
 father of four children and two grandchildren, who’s delivered over 5,000 babies, these issues are deeply personal to me. It is an honor to receive the True Blue Award from Family Research Council in recognition of my advocacy for conservative family values.

Farmers and ranchers face stress unlike in any other industry. Natural disasters, commodity prices that often do not cover operating costs, long-term debt and hazardous work conditions
 weigh heavy on our Kansas producers. Suicide rates among farmers and ranchers have increased dramatically in recent years, calling to attention the lack of mental health resources in rural America. 

The conversation is changing, and I was honored to be part of the Hope in the Heartland Mental Health Summit in Hays last weekend.

The Farm Bill includes several Rural Development
 provisions to improve medical facilities and provide access to telehealth services in order to address the mental health and addiction crises.Additionally, the Farm and Ranch Stress Assistance Network (FRSAN) provides funding for grants that establish behavioral health resources, such as telephone helplines and websites,
 mental health training, and support groups. These resources will help producers learn to manage their stressors and know when to seek help for themselves or those around them.

Protecting Our Intellectual Property&nbsp;

Dr. Kelvin Droegemeier, Director of&nbsp;The White House&nbsp;Office of Technology Policy, provided an update on efforts by the Trump Administration to secure American science
 and technology research and intellectual property.American academic institutions are the best in the world, and provide innovative and collaborative environments for federal research and development. However, these institutions
 are often targeted by foreign adversaries wishing to access the sensitive and valuable information.Protecting the intellectual property of U.S. academic institutions is vital to ensuring America’s continued leadership in science and technology policy. I appreciated Dr. Droegemeier
 taking the time to meet with Members of the Science Committee and discuss ways that we can continue working together toward this goal.

Thank you to members of the current Kansas Agriculture and Rural Leadership (KARL) Program members for taking time to speak with me about leadership, civility, and the
 needs of our rural communities across the state. It is always great to meet with folks who are working to make their communities and the state of Kansas a better place for the next generation.

I announced the launch of the bipartisan Congressional Pet Caucus, which will focus on health and nutritional well-being of companion animals, common sense legislation
 supporting pet ownership, and science-based and transparent regulations. Like so many Americans, my family and I cherish our pets - my wife and I have two labs, Razor and Choco, and a Yorkie, Pepper - and recognize the benefits companion animals have
 for Americans of all ages. Through the Congressional Pet Caucus, we will promote sensible legislation, communicate the benefits of the human-animal bond and share resources with caucus members related to
 pet health and ownership.

Weather impacts us all, and is vitally important to the work that producers are doing across the state of Kansas.&nbsp;Accurate weather
 data, forecasting, and warnings are important in protecting life and property across the country, and the National Weather Service works hard every day to keep Americans safe and informed about the weather. Last weekend, the National Weather Service celebrated its 150th Anniversary, and I was proud to introduce H. Res. 839 honoring their service and legacy. I also had the privilege
 to stop by the National Weather Service’s forecasting office in Topeka, which provides weather forecasting information for communities from Concordia to Emporia. It was great to learn more about the tools they use to model and predict severe weather events,
 and to thank them for the around-the-clock service they provide to Kansans.

Members of Congress have the unique opportunity to give tours of the Capitol&nbsp; to visitors after the building has closed to the general public. It is a great opportunity to spend more time with Kansans out of the
 office and share what I have learned about the great history of our nation's Capitol.&nbsp;

Last week, the Agricultural Retailers Association, members from Hutchinson Community College, and the Kansas Medical Society were among a group of over 20 Kansans able to join me. I had a great time getting
 to know everyone a little better and look forward to seeing them when I am back home in Kansas.

MARSHALL: Doctor's Note Feb. 17 

KENSINGTON—Mary Ann Theresa Margaret Dreiling, age 79, passed away 
Sunday, February 9, 2020 at the Arbor Court Retirement Community in 
Salina, KS. 

 She was born the daughter of Sabina Weigel Jones on July 
21, 1940, in Russell, KS.  She attended Russell High School and 
graduated in the class of 1958.   She went on to receive her Bachelor of
 Music Education at Bethany College at Lindsborg, Kansas, graduating 
with the class of 1962.  Her first teaching position was in Gorham, KS 
where the secretary set her up on a blind date with her future husband, 
and love of her life, James J. Dreiling.


She was united in marriage to James J. Dreiling on December 28th, 
1963 at St. Mary’s Catholic Church in Russell, KS.  They were blessed 
with 2 daughters, Sharon Marie and Jamie Lynn while residing in Hays, 
KS.  In 1974, the family moved to Kensington, KS where they purchased 
the infamous pool hall.  As mom got tired of “flipping hamburgers”, she 
got back into teaching music by taking a position at Downs, KS for 2 
years.  Soon after, she became the band and vocal teacher at USD 238 for
 the next 17 years, in Kensington and Kirwin.  Jim and Mary Ann were 
blessed with 5 grandchildren and 6 great grandchildren.  Mary Ann 
enjoyed attending their birthdays, programs, ball games, and 
graduations.  Hobbies she enjoyed were sewing nearly every Halloween 
costume for the grandchildren over the years, crocheting, reading, 
playing cards at the Senior Center, and of course her 4 o’clock coffee 
time at the Corner.  Other activities she enjoyed included getting her 
hair done, shopping, riding her bike at rehab, and attending Blues and 
Jazz concerts in Salina. Despite Mary Ann’s declining health, she never 
let it spoil the good stuff.  Everyone loved this little lady for her 
sweet spirit, positive attitude, and her sass!  


Mary Ann was a member and/or served on the board of many 
organizations such as KMEA, MENC, KNEA, NEA, AHSGR, Retired Teachers 
Association, and the Kensington Public Library Board.


Mary Ann is survived by her daughters, Sharon (Keith) Kresin and 
Jamie (Jack) Jackson; Grandchildren Vincent (Megan) Kresin, Vaughn, and 
Vanessa Kresin: Adam (Jessie) Jackson and Abby (Danial) Martinez; Great 
Grandchildren Colton, Ryan and Deklan Jackson; Tucker and Hudson Kresin;
 and Emmit Martinez.

The first Hays Area Chamber of Commerce legislative coffee of the new year featured five area state legislators, U.S. Rep. Roger Marshall of the First District, and the state director for U.S. Sen. Jerry Moran, Alex Richard.

The seven answered questions from constituents Saturday morning in the Memorial Union Ballroom at Fort Hays State University.

The state representatives were invited to speak first by moderator Sara Wasinger, HACC executive director, followed by the national representatives.&nbsp;

Most of the written questions submitted by the audience overlapped state and federal issues, including potential Medicaid expansion in Kansas, rural healthcare, EPA regulations rollbacks, and federal tariffs on agricultural exports.

A poll conducted last year of the constituents of Rep. Leonard Mastroni (R-La Crosse) in the 117th District showed 73 percent of those residents supporting Medicaid expansion in Kansas.

"With 84 critical access hospitals in the state, 40 to 45 percent are operating in the red, according to new stats I just got," Mastroni said. There are six critical access hospitals in his district. 

"I think it's crucial for the hospitals for Medicaid expansion."&nbsp;

There are several related bills in the state legislature.

Last month, Kansas Gov. Laura Kelly (D) and Senate Majority Leader Jim Denning (R-Overland Park) announced a <a href="https://hayspost.com/posts/5e1749ae57544d3fe90e9381">compromise proposal</a> that would expand Medicaid to 150,000 Kansans, a step towards Kelly’s campaign promise to expand Medicaid eligibility.

 “This proposal includes elements of my plan, of Senator Denning’s plan, of the 2019 House plan, and of the bipartisan plan that passed both chambers in 2017,” Kelly said.

Sen. Rick Billinger (R-Goodland, called Denning's bill as "much better than the one that was passed in the House last year,&nbsp; which is dead on the floor and has a lot of problems."

"I think there's probably a good chance if they get everything else worked out that there will be a bill," Billinger said. "The bill in the Senate has 22 co-sponsors and it only takes 21 to pass that. I think at some point in time it will happen."

Work on the bill was scheduled to begin this week, but Friday, after an anti-abortion amendment to the Kansas Constitution failed in the House, Senate President&nbsp;Susan Wagle (R-Wichita) sent more than a dozen bills related to Medicaid expansion back to committee.&nbsp;

"We'll see what happens Monday morning," said Rep. Ken Rahjes (R-Agra). "Right now everything is truly fluid."

The federal government would cover 90 percent of the cost to expand Medicaid. The state would pick up the remaining 10 percent.

"We don't know what that cost is. That amount varies anywhere from $40 million to $120 million a year," said Rep. Troy Waymaster (R-Bunker Hill, who is budget chairman for the Kansas House of Representatives and also a member of the bipartisan <a href="http://www.kslegislature.org/li/b2019_20/committees/ctte_spc_2019_medicaid_expansion_1/">Special Committee on Medicaid Expansion</a>.&nbsp;

"We just came out of a situation in 2018 where we were fighting a deficit situation every single year when we came back in January.

"We're now in what I would call a state of solvency but we still need to be extremely cautious when we add a particular line item to the budget that we don't know what the cost to the state of Kansas will be," Waymaster cautioned.

New fees on health care providers would help cover the cost under Denning’s plan. If passed, Kansas would become the 37th state to expand Medicare.&nbsp;

Hays' representative Barb Wasinger (R-111th Dist.) emphasized the expansion issue doesn't stand alone.

"We need to rethink what we're doing with hospitals in rural Kansas so we can better meet the needs of rural Kansans," Wasinger said. "The old model is not working.

"It seems like one big issue, but it's many, many complex issues that everyone is trying to work on."

First District Congressman Roger Marshall, a doctor from Great Bend, declared healthcare as an issue "near and dear to my heart."

"I think you have to look at healthcare for the whole of rural America," Marshall said.

"We have hospitals that are underutilized in rural America."

Sitting alongside Marshall, Alex Richard, Olathe, state director for Rep. Jerry Moran (R-KS, nodded his head in agreement.

"You've got empty beds here. You've got capacity here," Marshall pointed out. "I want to do everything I can to make Hays' hospital, Colby's hospital, successful."

Telemedicine helps fill the gap in rural healthcare and Marshall wants to see it used more for mental health and addiction treatments.&nbsp;

"Economically and probably care-wise, that's the best way," Richard said. "If the VA can reimburse you at the Hays hospital or the Salina hospital or wherever, and you can get the benefits that are good, that's going to be more economic and better taxpayer outcomes than having a VA hospital."

Roger Marshall of the First District, and the state director for U.S. Sen. Jerry Moran, Alex Richard.The seven answered questions from constituents Saturday morning in the Memorial Union Ballroom at Fort Hays State University.The state representatives were invited to speak first by moderator Sara Wasinger, HACC executive director, followed by the national representatives.&nbsp;Most of the written questions submitted by the audience overlapped state and federal issues, including potential Medicaid expansion in Kansas, rural healthcare, EPA regulations rollbacks, and federal tariffs on agricultural exports.A poll conducted last year of the constituents of Rep. Leonard Mastroni (R-La Crosse) in the 117th District showed 73 percent of those residents supporting Medicaid expansion in Kansas."With 84 critical access hospitals in the state, 40 to 45 percent are operating in the red, according to new stats I just got," Mastroni said. There are six critical access hospitals in his district. "I think it's crucial for the hospitals for Medicaid expansion."&nbsp;There are several related bills in the state legislature.<figure>

Mark “Sparky” Hays, age 59 of Woodston, passed away on Friday, January 
17, 2020. 

He was born on August 26, 1960, in Russell, Kansas, to Carl and 
Johnita (Cink) Hays-Haines. Sparky spent his life in Rooks County and 
graduated from Stockton High School in 1978. He was united in marriage 
to Leona Drullinger on April 3, 2015, at the Stockton City Park.


Sparky worked for the Pfeifer Recycle Center for many years before 
getting back into the agriculture field by helping local farmers and 
ranchers and working in the salvage. Sparky was a talented gardener, 
loved his pets, music, and spending time with his pals talking and 
watching sports, hitting golf balls behind his house, and drinking 
Keystone.


Sparky is survived by his wife, Leona Drullinger Hays of McCook, NE;
 brothers, Gerald (Sandy) Hays of Augusta, KS, and Glenn Hays of Larned,
 KS; and niece and nephew, Tiffany and Devon Hays.


He is preceded in death by his parents, Carl Hays and Johnita Haines; and step-father, Cecil Haines.


A Memorial Service will be held on Saturday, January 25, 2020 at 
3:00 P.M. at the funeral home in Stockton. Interment will follow at the 
Pleasant Plain Cemetery in Osborne County.

The United Way of Ellis County is only 77 percent to goal, and officials are concerned this will mean cuts for its partner agencies in 2020.

The agency has raised $309,ooo of its $400,000 goal.

Erica Berges, executive director, said the agency is close to where it was at this time last year. The agency raised about $350,000 and was propelled to its goal by a late donation by the Robert E. Schmidt Foundation.

The campaign is still waiting on donations from a few businesses, but a majority of businesses have made their pledges for the year, Berges said.

"We are making a final push with donors in the past who have not given this year," she said.&nbsp;

"We really want to get the word out that we are still in need. Our campaign is not done by any means. We still have some time left. We just need those last donations to help reach our goal."

The United Way hopes to wrap up donations by the end of January. This will enable its Care Council to have distributions to partner agencies by March.

The United Way supports 22 programs at 17 partner agencies:

"Obviously, the amount we give to agencies will have to be decreased," Berges said. "We try to keep that at a minimal amount. We try to cut every way possible from the United Way budget before we want to make that cut to the agencies.

"We know when donors give, they want the money to go to the agencies."

If United Way has to make cuts to partner agency funding, it will affect the people those agencies serve, Berges said.

"The people in need, unfortunately, that number does not decrease," she said. "It always seems to increase."

Berges said nationwide trends are resulting in the United Way seeing&nbsp; declines in donations. The baby boomer generation is retiring, and the workers who are replacing them are not donating at the same levels.

"I think the general landscape of how people give and why people give has changed," she said.

She said the style of giving has changed. More people are giving to nonprofits directly online or through GoFundMe campaigns. This is a change from older workers who gave through payroll contributions through their work, which has been a staple for United Way for years.

More young people are also volunteering and giving of their time instead of making monetary donations.

Berges said United Way is continuing to spread its message.

"That is something that we are continuing to explore," she said. "Are we not reaching people enough? Do they not know enough about what we do? We try each year to do more to get the word out, but we can still do more."

Berges said the economy is another contributor to the declines in donations. Members of the younger generation might not have as much to give.

"Not hitting this goal doesn't hurt the United Way," she said. "It hurts the agencies we help fund. ... That trickles on down. 

"The agency doesn't have the funds to help the people. It is the people who are losing out on whatever need they have — whether it's a child who needs a mentor or someone who needs help with utilities, someone with disabilities not able to get the services they need. It hits every area of the population."

United Way of Ellis Co. just 77% to goal as campaign deadline looms

The Hays city commission will reorganize Thursday evening following the swearing-in of the three newly elected commissioners — Michael Berges, incumbent Ron Mellick and Mason Ruder. 

The other commissioners are Sandy Jacobs and Shaun Musil, who will first recognize outgoing commissioners Eber Phelps and Henry Schwaller.

The newly organized commission will then consider a resolution to set a public hearing for establishment of a <a href="https://hayspost.com/posts/5e0e967b57544d3fe90e8b5e">requested TIF</a> (tax increment financing) District for D&amp;J Land Development LLC.&nbsp;The hearing is being proposed for Feb. 13.

The $16.8 million incentive package proposed by D&amp;J Land Development includes a Community Improvement District (CID, assignment of a grant made by the Kansas Department of Transportation to Ellis County,  and the conveyance to the developer of a 4.611-acre tract currently owned by the city at no cost to the developer.

The $1 million KDOT grant was presented to Ellis County in a special county commission meeting Dec. 27 during a check presentation ceremony for the federal <a href="https://archive.hayspost.com/2019/11/06/ellis-county-receives-6-5m-grant-for-northwest-business-corridor/">BUILD grant funding of the Northwest Business Corridor</a>.

D&amp;J Land Development proposes to build a travel plaza north of Interstate 70 Exit 157 in Hays within the planned Northwest Business Corridor.

"Just seeing the changes in Hays and Ellis County the last 20-30 years, I can vouch for the value of this very important [corridor] project," Kevin Zimmer, KDOT District 3 Hays area engineer, told the crowd.

Also participating in the presentation was former Hays resident U.S. Senator Jerry Moran, R-Kan., with the $6.5 million BUILD grant check.

"This is our money, a taxpayer check that I think is worthy of the project," Moran said.

The Kansas Department of Commerce awarded $300,000 to Hess Services, one of the major existing businesses that will be served by the corridor's improved roads. That check was passed on to Ellis County as part of the larger project.

"We're proud of the partnerships from Sen. Moran, a lot of folks coming together at the state level, as well as Ellis County and Hays," said David Toland, Kansas Secretary of Commerce.&nbsp;

Others speaking at the ceremony were state Sen. Rick Billinger, R-Goodland, and state Reps. Barb Wasinger, R-Hays, Troy Waymaster, R-Bunker Hill, Appropriations Committee. Also attending were Kent Thompson, R-Iola, Transportation Committee,&nbsp; along with Hays city commissioners Jacobs, Musil and Mellick and former Ellis County Commissioner Marcy McClelland. Wasinger previously served as a county and city commissioner.&nbsp;

Without the collaboration, the project would not have happened, according to Zimmer.

"We've been talking about this job for 8-10 years, a long time," Zimmer said. "So now I can finally say I can move the concept papers off my desk and get down to the nitty-gritty of the plans and construction, which is what we do."

Design of the Northwest Business Corridor — improving 230th Avenue, Feedlot Road and 55th Street — is underway by Hays engineer Buck Driggs of Driggs Design Group PA. Construction is likely to begin in the late summer of 2021 and will be expected to be a year-long process.

Ellis County Public Works Director Bill Ring is looking forward to the work.

Going west from Feedlot Road, a mile-long road with a 2% grade will curve south to 230th Ave. Ring said it will not require guard rails and will allow traffic to drive 55 mph until the speed limit is lowered approaching the travel plaza on 55th Street.

"There'll be no stopping," Ring said. "When you get off Highway 183 at Feedlot, you'll be able to travel nonstop all the way (west) around Hays, a little over 9 miles to the four-way stop at the south end of town."

Large truck traffic has increased on Vine Street/183 Highway in Hays, according to Ring.

"With the (city's) redesign of Vine Street, through this joint collaboration, we'll be able to move that truck traffic off of Vine unless it's needed for making local deliveries."

Ring specifically mentioned superloads —&nbsp; 200 feet long weighing 567,000 pounds — such as wind tower blade trucks, will be able to bypass the heart of Hays when the Northwest Business Corridor is complete.&nbsp;

"So now I can finally say I can move the concept papers off my desk and get down to the nitty-gritty of the plans and construction, which is what we do."Design of the Northwest Business Corridor — improving 230th Avenue, Feedlot Road and 55th Street — is underway by Hays engineer Buck Driggs of Driggs Design Group PA. Construction is likely to begin in the late summer of 2021 and will be expected to be a year-long process.Ellis County Public Works Director Bill Ring is looking forward to the work.Going west from Feedlot Road, a mile-long road with a 2% grade will curve south to 230th Ave. Ring said it will not require guard rails and will allow traffic to drive 55 mph until the speed limit is lowered approaching the travel plaza on 55th Street.<figure>

"When you get off Highway 183 at Feedlot, you'll be able to travel nonstop all the way (west) around Hays, a little over 9 miles to the four-way stop at the south end of town."Large truck traffic has increased on Vine Street/183 Highway in Hays, according to Ring."With the (city's) redesign of Vine Street, through this joint collaboration, we'll be able to move that truck traffic off of Vine unless it's needed for making local deliveries."Ring specifically mentioned superloads —&nbsp; 200 feet long weighing 567,000 pounds — such as wind tower blade trucks, will be able to bypass the heart of Hays when the Northwest Business Corridor is complete.&nbsp;<figure>

City to consider TIF for new travel plaza tied to NW Business Corridor

Sister Rose Walters, CSA, formerly known as Sister Thomas More, died peacefully on December 15, 2019, at Nazareth Court and Center, Fond du Lac, WI.

Rose was born in Catherine, KS, on October 11, 1933, to Anthony Walters and Lidwina Polifka Walters. &nbsp;She had four sisters and six brothers.

Having initially attended Girls Catholic High in Hays, KS, Rose entered St. Agnes Convent, Fond du Lac, WI, in 1952, and graduated from St. Agnes High School.&nbsp; She made her profession&nbsp;of vows in the Congregation of Sisters of St. Agnes on August 15, 1955.

Sister Rose received a BS in Education from Marian College of Fond du Lac, WI; earned her MS in Education at Fort Hays State University, Hays, KS; and was certified in Pastoral Ministry and Clinical Pastoral Education by St. Louis University, St. Louis, MO.&nbsp; Throughout her life Sister pursued further education to enhance and broaden her professional preparation. Sister Rose was an elementary school teacher for 25 years in WI, OH, and IN.&nbsp; She was also Assistant Principal at St. Henry School, Fort Wayne, IN for six years. She ministered as Pastoral Assistant in New Haven, IN; in Parish Administration in New Almelo, KS, for four years; and did Pastoral Ministry at St. Nicholas of Myra Parish in Hays, KS. &nbsp;She served in Campus Ministry at Kansas State University for six years. &nbsp;Sister Rose was a Pastoral Minister at St. Elizabeth Ann Seton in Salina, KS, for 19 years.

In 2014 Sister Rose returned to Fond du Lac where she energetically engaged in numerous opportunities to volunteer.&nbsp; She offered the gift of presence, building personal relationships and encouraging people as they experienced times of critical need. Sister’s heart was drawn to those who were poor or marginalized.&nbsp; Her volunteer ministries included: tutor for Fond du Lac Adult Literacy Program; facilitator and mentor in the Getting Ahead Program sponsored by the St. Vincent De Paul Society; and spiritual care volunteer at Hospice Home of Hope. &nbsp;On a lighter side, Sister Rose was a devoted fan of her sports teams, the Kansas University Jayhawks, the Kansas City Chiefs and the St. Louis Cardinals.

Sister Rose was preceded in death by her parents Anthony and Lidwina Walters; her brothers Herbert, Delbert, Marvin, Daniel, Patrick; and her sister Dolores Giebler.

She is survived by her brother Thomas; her sisters Catherine Perino, Nettie Kuhn-Berdi and Sister Ann Walters, CSA; her nieces and nephews; and the Sisters of St. Agnes, with whom she lived, prayed and ministered.

Cremation has taken place.&nbsp; There will be a Prayer Service on Thursday, January 9, at 11:00 a.m. at Nazareth Court and Center Chapel, 375 Gillett Street, Fond du Lac, WI.

A Mass of Christian Burial will be held on Thursday, January 9, at 2:00 p.m. at St. Francis Home Chapel, 33 Everett Street, Fond du Lac, WI.&nbsp; The presider will be Father Ken Smits, Capuchin. &nbsp;Burial will take place at St. Catherine Cemetery, Catherine, KS, at a date to be determined.
